What drives us to do good things, and to avoid doing bad? This book offers an integrative examination of the role of motivation in shaping moral cognition, judgement, and behavior.

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Wakefield's contribution more directly engages with, and challenges, my claims, and so I focus on addressing (...) his concerns.ClarificationsWakefield correctly notes that I am interested in how mental illness (and illness generally) operates to remove moral responsibility for one's actions. Despite this, it seems at several points that he and I are talking about two different, albeit related, concepts of mental illness. 'Mental illness' is used to both explain and excuse certain behaviors, but these two functions, explanatory and exculpable, do not always operate simultaneously. As we discover biological explanations for apparently immoral behaviors, the question arises as to whether the explanation should remove the immorality and liability for punishment. The 'sick role' can be divided into two aspects. One is the role of deserving and warranting medical treatment. The other is the negation of moral responsibility. Wakefield's own example, pedophilia, involves the first sense of the sick role but not the second. Wakefield's use of this example is unusual, because it deftly highlights the limitation of his HD account. Pedophilia is a mental disorder in the sense of warranting treatment, and is a mental illness under Wakefield's model, but it is not something that negates moral responsibility. There is a sense of the term 'mental illness'—an important and, as I argue, an objective sense—that is relevant to establishing one's moral responsibility for such behaviors.In addressing my account of mental illness as though it contained two distinct answers, 'mental illness as dysfunction of rational agency, or 'mental illness as moral judgment,' it is unclear whether Wakefield takes them to be conjunctive or alternative. Hence it is worth reiterating in point form the structure of my account:1. Illness involves dysfunction;2. The 'proper function' of a bodily or psychological mechanism is determined by the purpose that we impose upon that mechanism (within the constraints of our biological needs);3. Dysfunction of rational agency is necessary, but not sufficient, for 'mental illness' in the normative sense relevant to negating moral responsibility; and [End Page 105]4. My comment, taken in context, has nothing to do with how much people value personhood, but has everything to do with what kinds of purposes people want their mental and physical processes to achieve. A heart has the same function for a Londoner today as it did for a Japanese peasant a thousand years ago, and although it is possible for us to want it to achieve other purposes, any culture that seriously imputes a different set of vital functions on the heart is likely to be rather disappointed. By contrast, our species has experienced vast changes in the demands we make of our rational and intellectual capacities—dysfunctions like dyslexia and alcoholism were irrelevant before the availability of written communication and alcohol.Wakefield's HD account is unable to deal with the relevance of such change. The link between evolutionary function and illness is tenuous in any event. This book looks at how the notion of the learning society has developed over the years, and how, and why, flexibility has become a more central concept in much policy and academic debate.

Global climate change raises profound questions for social and political theorists. The human impacts of climate change are sufficiently broad, and generally adverse, to threaten the rights and freedoms of existing and future members of all countries. These impacts will also exacerbate inequalities between rich and poor countries despite the limited role of the latter in their origins. Responding to these impacts will require the implementation of environmental and social policies that are both environmentally effective and consistent with the equality (...) and liberty of populations to which they are applied. This article considers whether global emissions trading, namely, the creation of a global market for tradable allowances conferring the right to emit a certain amount of greenhouse gas over a specified time period, is normatively defensible from a liberal egalitarian perspective. After a brief review of the theory and practice of emissions trading, a number of normative objections to the international trade in emissions allowances are analysed. These objections appeal to one, or a combination, of two claims. First, emissions trading schemes are likely to produce undesirable outcomes, such as environmental neglect, in the further future. I call these ‘instrumental objections’. Second, emissions trading schemes violate non‐consequential norms of justice and fairness. I call these ‘intrinsic objections’. It is argued that, when combined, instrumental and intrinsic objections indicate that instituting a global network of emissions trading schemes, as envisioned by a number of parties to the Kyoto Protocol and Copenhagen Accord, would be illegitimate in absence of significant procedural and consequential safeguards. Eleventh-century Europe was dominated by a single political and economic elite with position based on control of the means of coercion; by the end of the fifteenth. century there were various elites with power based on control of some form of production. Theories based on trade, population, and the class struggle have been advanced to account for this change but are inadequate because they posit causal relationships running from some single independent factor. A different form of explanation emphasizes the network (...) of relationships among economic and political units. Here economic power is crucial. The development of new technology shifted the economic leverage of the nobility to the mer chants, then to town craftsmen, with detailed effects on all other economic relationships. This article reconsiders Sartre's seminal 1945 talk, “Existentialism is a Humanism,” and the stakes of the humanism debate in France by looking at the immediate political context that has been overlooked in previous discussions of the text. It analyses the political discussion of the term “humanism” during the French national elections of 1945 and the rumbling debate over Sartre's philosophy that culminated in his presentation to the Club Maintenant, just one week after France went to the polls. A consideration of (...) this context helps explain both the rise, and later the decline, of existentialism in France, when, in the changing political climate, humanism lost its centrality, setting the stage for new antihumanist criticisms of Sartre's work. Climate change represents a significant challenge to the entire planet and its inhabitants. While few, if any, will be able to escape totally the effects of climate change, it will fall most heavily, at least initially, on the poor, regardless of where they reside. We may observe already possible scenarios. The tragic situation in Darfur may be less an ethnic conflict and more a clash between marginal farmers and herdsmen in an increasingly more arid local climate. More powerful storms on (...) the scale of hurricane Katrina, which affected the poor more than other economic groups, may become commonplace. The alteration of the maple sugar cycle may be a harbinger of stress on the world’s flora and fauna that humanity depends upon. Mainstream climatologists have concluded that human behavior, primarily the effects of industrialization, causes human-induced climate change. Left unchecked climate change will have serious consequences for humanity, especially the poor. Business, the primary agent of industrialization, is both the problem and the solution. This paper will apply the ethics of philosophers John Rawls (the difference principle), Robert Nozick (the Lockean Proviso, climate is a natural resource), and Aristotle, along with the work of strategist Michael Porter. Understanding how climate change management fits into a firm’s strategic opportunity will contribute to the ability of business to develop the technologies and business processes necessary to cope with climate change. The paper will conclude with a brief discussion of GE’s Ecomagination program as an example of a promising moral response to climate change. (shrink)

In the last decade, fierce controversy has arisen over the nature of sexual orientation. Scientific research, religious views, increasingly ambiguous gender roles, and the growing visibility of sexual minorities have sparked impassioned arguments about whether our sexual desires are hard-wired in our genes or shaped by the changing forces of society. In recent years scientific research and popular opinion have favored the idea that sexual orientations are determined at birth, but philosopher and educator Edward Stein argues that much of (...) what we think we know about the origins of sexual desire is probably wrong. Stein provides a comprehensive overview of such research on sexual orientation and shows that it is deeply flawed. Stein argues that this research assumes a picture of sexual desire that reflects unquestioned cultural stereotypes rather than cross-cultural scientific facts, and that it suffers from serious methodological problems. He considers whether sexual orientation is even amenable to empirical study and asks if it is useful for our understanding of human nature to categorize people based on their sexual desires. Perhaps most importantly, Stein examines some of the ethical issues surrounding such research, including gay and lesbian civil rights and the implications of parents trying to select or change the sexual orientation of their children. The Mismeasure of Desire offers a reasoned, accessible, and incisive examination of contemporary thinking about one of the most hotly debated issues of our time and adds a compelling voice of dissent to prevailing--and largely unexamined--assumptions about human sexuality. This paper looks at the history of identification in England over the past 1,000 years. It contends that techniques and technologies of identification do not identify a single entity but a number of forms of personality, including the juridical person, the citizen and the deviant. Individuals can be the bearers of more than one of these personalities at the same time, or over the course of their life. These personalities are created by social performances to which people are trained to (...) react conventionally. As such identity, and its identification, is a social and cultural phenomenon, rather than a ‘thing’. Each of the personalities noted above has been identified historically in differing ways -through possessions or techniques in the case of the juridical person, though the community in the case of the citizen, and on, or through, the body in the case of the deviant. In the contemporary world these distinctions are being effaced, as all forms of identification are being reduced to the body and the database. This levelling of social forms of being has implication for what it means to be a person in our society, and for public perceptions of new techniques and technologies of identification. (shrink)

Today's students, more concerned about values than rules, strive to be serious persons, serious about their personal identity problems, interior selves, and needs as human beings.

Associations between family income and child developmental outcomes are well documented. However, family income is not static but changes over time. Although this volatility represents income shocks that are likely to affect children’s lives, very few studies have so far examined its effect on early cognitive development. This study investigated associations between family income, volatility, and changes in cognitive outcomes in early childhood and examined whether these associations are dependent on a family’s overall income position. Data for the study spanned (...) five waves of the Growing Up in Scotland longitudinal survey. Findings indicate that income volatility was more prevalent among disadvantaged sociodemographic groups. In addition to average income, short-term volatility was associated with changes in child cognitive outcomes from ages 3 to 5. While upward volatility was associated with gains in expressive vocabulary, downward and fluctuating volatility were associated with declines in child problem-solving abilities. The association between volatility and changes in cognitive outcomes was similar for both children living in poverty and those from medium–high-income households. Our results suggest that policies aiming to cushion all families from negative income shocks, boost family income to ensure stability, and take low-income families out of poverty will have a significant impact on children’s cognitive development. Additionally, a more nuanced conceptualization of income is needed to understand its multidimensional impact on developmental outcomes. (shrink)

In this provocative book, Edward Schiappa argues that rhetorical theory did not originate with the Sophists in the fifth century B.C.E, as is commonly believed, but came into being a century later. Schiappa examines closely the terminology of the Sophists—such as Gorgias and Protagoras—and of their reporters and opponents—especially Plato and Aristotle—and contends that the terms and problems that make up what we think of as rhetorical theory had not yet formed in the era of the early Sophists. His (...) revision of rhetoric’s early history enables him to change the way we read both the Sophists and Aristotle and Plato. Schiappa contends, for example, that Plato probably coined the Greek word for rhetoric; that Gorgias is a “prose rhapsode” whose style does not deserve the criticism it has received; that Isocrates deliberately never uses the Greek work for "rhetoric" and that our habit of pitting him versus Plato as “rhetoric versus philosophy” is problematic; and that Aristotle "disciplined" the genre of epideictic in a way that robs the genre of its political importance. Today most of us are awash with choices. The cornucopia of material goods available to those of us in the developed world can turn each of us into a kid in a candy store; but our delight at picking the prize is undercut by our regret at lost opportunities. And what's the criterion for choosing anything -- material, spiritual, the path taken or not taken -- when we have lost our faith in everything? In The Era of Choice Edward (...) Rosenthal argues that choice, and having to make choices, has become the most important influence in both our personal lives and our cultural expression. Choice, he claims, has transformed how we live, how we think, and who we are.This transformation began in the nineteenth century, catalyzed by the growing prosperity of the Industrial Age and a diminishing faith in moral and scientific absolutes. The multiplicity of choices forces us to form oppositions; this, says Rosenthal, has spawned a keen interest in dualism, dilemmas, contradictions, and paradoxes. In response, we have developed mechanisms to hedge, compromise, and to synthesize. Rosenthal looks at the scientific and philosophical theories and cultural movements that choice has influenced -- from physics to postmodernism, from Disney trailers to multiculturalism. He also reveals the effect of choice on the personal level, where we grapple with decisions that range from which wine to have with dinner to whether to marry or divorce, as we hurtle through lives of instant gratification, accelerated consumption, trend, change, and speed. This paper predicts the probability of a profound world climate change that will affect the governance of the world's societies. Carbon dioxide levels in the earth's atmosphere may be doubled in sixty years, warming the earth's climate and altering drastically the patterns of food production, agriculture, forestry and consequently relations between societies.

The philosophical or metaphysical architecture of Darwin's theory of evolution by natural selection is analyzed and diflussed. It is argued that natural selection was for Darwin a paradigmatic case of a natural law of change — an exemplar of what Ghiselin (1969) has called selective retention laws. These selective retention laws lie at the basis of Darwin's revolutionary world view. In this essay special attention is paid to the consequences for Darwin's concept of species of his selective retention laws. Although (...) Darwin himself explicity supported a variety of nominalism, implicit in the theory of natural selection is a solution to the dispute between nominalism and realism. It is argued that, although implicit, this view plays a very important role in Darwin's theory of natural selection as the means for the origin of species. It is in the context of these selective retention laws and their philosophical implications that Darwin's method is appraised in the light of recent criticisms, and the conclusion drawn that he successfully treated some philosophical problems by approaching them through natural history. Following this an outline of natural selection theory is presented in which all these philosophical issues are highlighted. (shrink)

First, I explore some answers to the question "How did Rhetoric get so Big?" Second, I review some of the more important criticisms of a "globalized" or "universalized" view of rhetorical studies. Finally, I contend that the critiques of Big Rhetoric (...) do not withstand scrutiny and ought to be dismissed for insufficient evidence. While there certainly are important issues for scholars of rhetorical studies to consider about how to enhance the quality and importance of our work, such issues should not include the concern that rhetoric has grown too "big."By "Big Rhetoric" I refer only to the theoretical position that everything, or virtually everything, can be described as "rhetorical." I refer to the growth of rhetorical scholarship in communication studies and other disciplines as the "popularization" of rhetorical studies. 1 Theories associated with Big Rhetoric are credited with popularizing or at least rationalizing what Herbert W. Simons (1990) calls the "rhetorical turn" in a variety of disciplines. Within the journals and conventions of members of the National Communication Association (NCA), popularization is often characterized by studies of the form "the rhetoric of X," where X could literally be anything. Outside of the NCA-defined parameters of communication studies, popularization is evidenced by the apparently ever-increasing ranks of scholars who use "rhetoric" as a relevant and important term of art within their scholarship. By either measure, it can be argued fairly convincingly that "rhetoric" has become a widely used construct in scholarship. What I wish to engage is the disputed desirability of broad definitions and the related popularization of rhetoric. [End Page 260] 1. Whence big rhetoric? There are a number of narratives on the rise of Big Rhetoric already in print in communication studies (Simons 1990; Gaonkar 1990), rhetoric and composition (Berlin 1987; Young and Goggin 1993), and interdisciplinary publications (Roberts and Good 1993; Mailloux 2000; Nelson, Megill, and McCloskey 1987). Many accounts identify the 1960s as a turning point. For better or for worse, there was a confluence of changing rhetorical practices, expanding rhetorical theories, and opportunities for rhetorical criticism. The cultural clashes of the 1960s were felt perhaps most acutely on college campuses. The sufficiency of deliberative argument and public address can be said to have been called into question, whether one was an antiwar activist who hated LBJ's war in Vietnam or a pro-establishment stalwart trying to make sense of the rhetoric of protest and demonstration. Years later, scholars would characterize war itself as rhetorical. What counted as rhetorical practice was up for grabs.At about the same time, our understanding of rhetorical theory was being expanded. Here we can identify two main strands of thought. For ease of reference I will call one the symbolic interactionist rationale and the other the epistemological rationale. The symbolic interactionist rationale can be boiled down to a syllogism: All persuasive actions are rhetorical. All symbol/language-use is persuasive. Therefore: All symbol/language-use is rhetorical. Perhaps the two most significant pronouncements of this approach--for my generation of rhetoric scholars, at any rate--are by Richard Weaver and Kenneth Burke. Weaver claims that "language is sermonic" in the sense that whenever we offer a description or label a phenomenon, we are "preaching" a particular way of making sense of it (1970, 201-25). Burke, of course, has two famous (or infamous) statements in Rhetoric of Motives: first, that rhetoric is "the use of language as a symbolic means of inducing cooperation in beings that by nature respond to symbols" (1950, 43); and second, that "something of the rhetorical motive comes to lurk in every 'meaning,' however purely 'scientific' its pretensions. Wherever there is persuasion, there is rhetoric. And wherever there is 'meaning,' there is 'persuasion'" (1950, 172). By contrast, the exact mathematical sciences were narrowly confined to various computations that did not involve physical causes, functioning totally independently of natural philosophy. Although this began slowly to change in the late Middle Ages, a much more thoroughgoing union of natural philosophy and mathematics occurred in the seventeenth century and thereby made the (...) Scientific Revolution possible. The title of Isaac Newton's great work, The Mathematical Principles of Natural Philosophy, perfectly reflects the new relationship. Natural philosophy became the 'Great Mother of the Sciences', which by the nineteenth century had nourished the manifold chemical, physical, and biological sciences to maturity, thus enabling them to leave the 'Great Mother' and emerge as the multiplicity of independent sciences we know today. A key concern of global ethics is the equitable distribution of benefits and burdens amongst persons belonging to different populations. Until recently, the philosophical literature on global distribution was dominated by the question of how benefits and burdens should be divided amongst contemporaries. Recent years, however, have seen an increase in research on the scope and content of our duties to future generations. This has led to a number of innovative attempts to extend principles of distribution across time while retaining (...) a focus on the entitlements of the existing poor. In this article, I examine a key aspect of intergenerational justice, namely, the appropriate 'pattern' of well-being that should be obtained across generations. With the aid of research into the impacts of global climate change, I evaluate a number of rival accounts of the pattern of justice and go on to explore the merits of a 'global sufficientarian' ethic, which holds that as many persons as possible should enjoy a satisfactory level of well-being regardless of when or where they live. At one point Fish says that a profession produces no “real” commodity but offers only a service. But surely the increasing reification of services and even of knowledge has made them a commodity as well. And indeed the logical extension of Fish’s position on professionalism is not that it is something done or lived but something produced and reproduced, albeit with redistributed and redeployed values. What those are, Fish doesn’t say. Then again he makes the rather telling remarks that he (...) is “turning everything into professionalism” —an instance of overstating and overinsisting at a moment when what he is really arguing for can neither be formulated nor defended clearly. To turn “everything” into professionalism is to strip professionalism of any meaning at all. For until one can define professionalism—and the particular values associated with it—there is very little value in going on about the incoherencies of antiprofessionalism. Fish resorts to the reductionist attitude of telling us that professionalism is what is, and whatever is, is more or less therefore right, which by only the slightest extension of its logic is a view no less applicable to antiprofessionalism.On the other hand, Fish does say that the profession has changed, that new ways of doing things have emerged, that values are contested within and without the profession. Those kinds of observations, however, have to be pursued, made me more concrete, put in specific historical contexts, one of which is the fact that professions are not natural objects but concrete, political, economic, and social formations playing very defined, although sometimes barely visible, roles. Unfortunately, Fish commits the lobbyist-s error by obscuring and being blind to the sociopolitical actualities of what he lobbies for even as he defends its existence. Thus when Fish alleges that the reason most literary professionals “exist in a shamefaced relationship with the machinery that enables their labors” is because of their damaging antiprofessionalism , he is making an observation whose form is assertive but whose sense is tautological since he neither defines the professional and professionalism nor specifies “machinery” and “labors” with any precision at all. For if you take the extraordinary step of reducing everything to professionalism and institutionalism as Fish does, then the very possibility of talking about the profession with any intelligibility is negated. Few would dispute Fish’s important point, that all interpretive and social situations are in fact already grounded in a context, in institutions, communities, and so forth. But there is a very great difference between making that claim and going on to say that so far as the literary profession is concerned, “the profession” is the context to which “everything” can be related. In the course of his long development, Kant's concept of matter changed somewhat, while his concept of scientific explanation changed considerably. Both developments achieved a coherent integration in Kant's Metaphysical Foundations of Natural Science. Using this developmental background, the present paper argues that the Foundations should be interpreted as an attempted rational reconstruction of the mechanics of Newton and Euler. Kant attempted to do this by constructing a concept of matter that would confer a Leibnizian intelligibility on Newtonian mechanics, and (...) also accord with Kant's theories on the nature of concepts and their role in scientific explanation. John Wesley insisted that love is the “sum of all” in real Methodism, Christianity, and True Religion. This “sum” includes “God is love,” the two love commandments, and all beliefs, affections, and good works that are derived from, express, and nurture love to God, neighbors, and every creature God has made. Wesley expressly rejected Biblical doctrines and practices that are unloving such as predestination, God hated Esau, and the many malicious and vengeful imprecatory Psalms. Wesley’s example encourages us to reconsider (...) LGBTQ issues in light of “What would be the most loving thing to do?,” and to reject such unloving and unethical Biblical commandments as putting to death all people who work on the Sabbath, all practicing male homosexuals, and both the male and female partners involved in adultery. I draw attention to how Annie Saumont’s “You Should Have Changed at Dol” provides a solution to the paradox. With appropriate background knowledge, Saumont’s story, despite its modern form, displays various convergences with Descartes’ meditations; likewise the Bisa dance may feature convergences with traditional dance.

There is an intuition that the past does not ever change. In their paper ‘The puzzle of the changing past,’ Luca Barlassina and Fabio Del Prete argue that in 2012 the past changed. I show that we are not in a position to accept their argument.

The first part of this paper discusses five sets of forces that have had a major influence on world agriculture in the post-World War II period. These include (1) high rates of population growth in the developing countries; (2) a steady increase in economic integration world-wide, driven by technological breakthroughs in the communication and transportation sectors; (3) major realignments in the values of national currencies; (4) growing distortions in economic policies in both the industrialized and developing countries; and (5) growing (...) diffusion of new production technology from the industrialized to the developing countries.The second part reviews the changing role of international development assistance in support of agriculture in light of these historical forces. Such assistance successively stressed the development of extension services, food aid, institutional development of higher level education institutions, the development of research capacity, and rural development.A look to the future is the subject of the third part of the paper. This includes a discussion of the difficulties in sustaining U.S. foreign assistance, especially when that nation is letting its own economic house fall into such disarray. (shrink)

In recent years, three ancient manuscripts relating to the _Yi jin_g (_I Ching_), or _Classic of Changes_, have been discovered. The earliest--the Shanghai Museum Zhou Yi--dates to about 300 B.C.E. and shows evidence of the text's original circulation. The _Guicang_, or _Returning to Be Stored_, reflects another ancient Chinese divination tradition based on hexagrams similar to those of the _Yi jing_. In 1993, two manuscripts were found in a third-century B.C.E. tomb at Wangjiatai that contain almost exact parallels to the (...) _Guicang_'s early quotations, supplying new information on the performance of early Chinese divination. Finally, the Fuyang_ Zhou Y_i was excavated from the tomb of Xia Hou Zao, lord of Ruyin, who died in 165 B.C.E. Each line of this classic is followed by one or more generic prognostications similar to phrases found in the_ Yi jing_, indicating exciting new ways the text was produced and used in the interpretation of divinations. _Unearthing the Changes_ details the discovery and significance of the Shanghai Museum _Zhou Yi_, the Wangjiatai _Guicang_, and the Fuyang _Zhou Yi_, including full translations of the texts and additional evidence constructing a new narrative of the _Yi jing_'s writing and transmission in the first millennium B.C.E. An introduction situates the role of archaeology in the modern attempt to understand the Classic of Changes. By showing how the text emerged out of a popular tradition of divination, these newly unearthed manuscripts reveal an important religious dimension to its evolution. (shrink)
