Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. Chantal Mouffe is one of the most influential political theorists at work today. Her work has influenced political parties across Europe and continues to inform the direction of left politics. One of the main reasons that liberal democratic societies are not ill-prepared to confront the present challenge presented by disaffection with democratic institutions, is that the type of political theory currently in vogue is dominated by an individualistic, universalistic, and rationalistic framework. This erases the dimension of the political and impedes envisaging in an adequate manner the nature of a pluralistic democratic public sphere. This paper examines the most recent paradigm of liberal democracy: 'deliberative democracy', in order to bring to (...) the fore its shortcomings. Revisiting the generally accepted notion of psycho-physical parallelism in Spinoza, Chantal Jaquet offers a new analysis of the relation between body and mind. Looking at a range of Spinoza's texts, and using an original methodology, she analyses their unity in action through affects, actions and passions.

Deconstruction and pragmatism constitute two of the major intellectual influences on the contemporary theoretical scene; influences personified in the work of Jacques Derrida and Richard Rorty. Both Rortian pragmatism, which draws the consequences of post-war developments in Anglo-American philosophy, and Derridian deconstruction, which extends and troubles the phonomenological and Heideggerian influence on the Continental tradition, have hitherto generally been viewed as mutually exclusive philosophical language games. The purpose of this volume is to bring deconstruction and pragmatism into critical confrontation with (...) one another through staging a debate between Derrida and Rorty, itself based on discussions that took place at the _College International de Philosophie_ in Paris in 1993. The themes of citizenship and community are today at the center of a fierce debate as both left and right try to mobilize them for their cause. For the left such notions are crucial in all the current attempts to redefine political struggle through extending and deepening democracy. This book familiarizes the English-speaking reader with the debate on the originality of Gramsci’s thought and its importance for the development of Marxist theory. Chantal Mouffe, in her contribution “Which world order: Cosmopolitan or multipolar?”, argues that the universality of democracy and human rights, as we understand them, is all too often taken for granted. Western politicians and political thinkers alike see it as an all-or-nothing matter: democracy and human rights are to be literally adopted, in the very same way as they are known in Western Europe or North America. All deviations from this model are by definition morally suspect. They thereby overlook (...) the fact that other societies might have developed institutions that are dissimilar to the ones we know, but that are similar in the degree to which they respect human dignity and create social justice. Social entrepreneurship is perceived as a legitimate and innovative solution to social problems. Yet, when one looks at the literature one finds that the social problems that the SE movement seeks to address and how these problems are identified and defined are not studied. This lack of attention to the defining of social problems in SE has implications for the domain for problems do not exist unless they are recognized and defined, and those that define problems have influence on how (...) these will eventually be addressed. Our paper presents an analysis of framing activities in SE done by the actors involved in the development and promotion of the SE movement. Our analysis reveals that these actors are concerned with creating an ecosystem to support social entrepreneurs. Critical analysis of discourses of these actors reveals a powerful mobilization discourse, one that supports social entrepreneurs as the agents of change. We also find that as the SE movement emerged at the beginning of a cycle of protest against capitalist systems, their framing of SE as system changing of these very systems therefore finds strong resonance with a wide variety of actors. This article brings to the fore the shortcomings of the type of pluralism advocated by John Rawls both in Political Liberalism and in The Law of Peoples. It is argued that by postulating that the discrimination between what is and what is not legitimate is dictated by rationality and morality, Rawls’s approach forecloses recognition of the properly political moment. Exclusions are presented as being justified by reason and the antagonistic dimension of politics is not acknowledged. This article also takes issue (...) with Rawls’s ‘realistic utopia’, asserting that despite the reference to ‘decent’ hierarchical societies, it amounts to a universalization of the western liberal model. The development of the new means of communication and the overwhelming presence of the media in all realms of life represent a challenge for democratic politics. In this presentation I want to argue that such a challenge can only be grasped and met by discarding the rationalist perspective dominant in liberal democratic political thought. Indeed, such a perspective impedes us from acknowledging the nature of the political struggle and the centrality of symbols in the construction of political identities.As the recent (...) growth of right-wing populist movements testifies, new political identities are currently being created and there is no doubt that the media are playing an important role in their diffusion. It would be a serious mistake however to present the media as the main culprit, and to see such movements as a consequence of `media politics'. The success of those movements would not be possible without a political rhetoric that managed to mobilize a wide range of signifiers. Had it not been able to articulate those signifiers into a chain of equivalence against the existing order, right-wing populism could not have made such important inroads in several European countries.From a theoretical point of view, what this reveals is the utter irrelevance of the rationalist approach to politics and the importance of the so-called `post-modern approach'. It shows that, despite what authors like Habermas pretend, the critique of Enlightenment rationalism does not constitute a threat to the modern democratic project. On the contrary, it is only by taking account of such a critique that it is possible to defend and deepen democratic institutions. If there is anything that endangers democracy nowadays, it is precisely the rationalist approach, because it is blind to the nature of the political and denies the central role that passions play in the field of politics. Only by drawing out all the implications of the critique of essentialism will it be possible to understand the process of construction of collective political identities and their discursive mode of articulation. I agree with the critique of rationalism proposed by Spinosa, Flores, and Dreyfus in ?Disclosing New Worlds?. Today the defence of democracy requires us to understand that allegiance to democratic institutions can only rest on identification with the practices, the language?games, and the discourses which are constitutive of the democratic ?form of life?, and that it is not a question of providing them with a rational justification. My comments are developed in two directions. First, as a development of their thesis (...) concerning the centrality of practices, I suggest that in order to grasp the present crisis of democratic forms of individuality we can learn a lot from Nietzsche's analysis of ?nihilism?. Second, I point to a dimension which I consider to be missing in the perspective put forward in the article. It fails to take account of the fact that the constitution of a ?we? always requires the determination of a ?them?. This, in my view, has important consequences for the relation between solidarity and politics. I conclude by arguing for the need to introduce an agonistic element in the view of solidarity, and for the crucial role of the category of the adversary in a pluralist democracy whose aim is to transform antagonism into agonism. While Cavell is well known for his reinterpretation of the later Wittgenstein, he has never really engaged himself with post-Investigations writings like On Certainty. This collection may, however, seem to undermine the profoundly anti-dogmatic reading of Wittgenstein that Cavell has developed. In addition to apparently arguing against what Cavell calls ‘the truth of skepticism’ – a phrase contested by other Wittgensteinians – On Certainty may seem to justify the rejection of whoever dares to question one’s basic presuppositions. According to On (...) Certainty, or so it seems, the only right response to someone with different certainties is a reproach like ‘Fool!’ or ‘Heretic!’. This article aims to show that On Certainty need not be taken to prove Cavell wrong. It explains that Wittgenstein, in line with the first two parts of The Claim of Reason, does not reject scepticism out of hand but rather questions the sceptic’s self-understanding. Using arguments from Part Three of The Claim, the article moreover argues that a confrontation with divergence calls for self-examination rather than self-righteousness. Precisely because Wittgenstein acknowledges ‘the groundlessness of our believing’ or, in Cavellian terms, ‘the truth of skepticism’, he is not the authoritarian thinker that some have taken him to be. It would be difficult to find a more perceptive description of Western man and the world he now inhabits than that provided by Chantal Delsol in Icarus Fallen: The Search for Meaning in an Uncertain World . In The Unlearned Lessons of the Twentieth Century , the sequel to Icarus Fallen, published by ISI Books in 2003, Chantal Delsol maintains that the age in which we live—late modernity—calls into question most of the truths and beliefs bequeathed to us from the past. Yet it clings to a central belief in the dignity of the human person, the cornerstone of the doctrine of universal human rights to which even secular Westerners still cling. At the same time, the (...) process of dehumanization so evident in the ideologies and totalitarianism of the twentieth century remains at work. Delsol charges that it is not enough to proclaim human rights as a sort of incantation but that, rather, one must understand what sort of being the human person is if humans are to be genuinely respected. In other words, if the philosophy of human rights is to form the basis of Western culture, it must rest on a truer understanding of the human person than that which is taught—both explicitly and implicitly—in the contemporary West. Why should we read Carl Schmitt today? Does his friend-enemy conception of politics retain some pertinence in our “post-political” age? Do liberal democrats have something to learn from his critique of liberalism? Is his theory of sovereignty still relevant in a globalized word? These are some if the issue that Chantal Mouffe addresses in this article. The author considers that political theorists, in order to put forward a conception of a liberal-democratic society capable to win the active support of (...) its citizens, must be willing to engage with the arguments of those who have challenged the fundamental tenets of liberalism. This means confronting some disturbing questions, usually avoided by liberals and democrats alike. The intention of this article is to contribute to such a project by scrutinizing Carl Schmitts critique of liberal democracy. To bring to the fore the pertinence and actuality of Schmitt's questioning, the theme development is organized around two topics which are currently central in political theory: the boundaries of citizenship and the nature of liberal-democratic consensus. In this reflection on the debates that surrounded gay marriage in Europe and North-America , Chantal Nadeau wonders what are the costs and benefits for the queer and the Nation-State when blood-as-sex is traded for blood-as-status, within a legal apparatus that is pro-family and pro-nation, working as a vector of social cohesiveness. Queer sexuality is no longer imagined as an aberration or as a misalliance, but rather as a machine of inclusion and erosion of difference, producing a new emblematic (...) figure : the queer family man. In its obsession with filiation, blood-as-status resurrects a community within which the alliance between the queer and the State guarantees the protection of the “ordinary” citizen: the normal, reasonable, patriotic citizen, whose sexuality no longer carries any dynamics of differentiation. In this article I argue that Levinas can be read as a critic, not just of Heideggerian being, but also of being-with. After pointing out that the publication of the Black Notebooks only makes this criticism more interesting to revisit, I first of all discuss passages from both earlier and later writings in which Levinas explicitly takes issue with Heidegger’s claim that there is no self outside of a specific socio-historical community. I then explain how these criticisms are reflected in (...) Levinas’s own account, arguing that Levinasian subjectivity and alterity are precisely defined by their not belonging to a larger unity; to the extent that they partake in a multi-personal collectivity, this does not take the form of a traditional community. In the final section, I look into a different and seemingly opposing argument Levinas makes against Heidegger: on the basis of the latter’s reflections on death, he argues that Dasein is anti-social rather than overly immersed in the socio-historical. Arguing that this rests on a misreading of Being and Time, I use this opportunity to raise questions about Levinas’s interpretation of Heidegger and his “otherwise than being-with” more generally, for Levinas’s account runs into several problems as well. Yet as I will conclude, this in fact offers a valuable insight, not just for the present-day reception of Heidegger, but also for thinking community today. It indicates that a radical break with human situatedness does not automatically fare better than a firmly enrooted account of existence. (shrink)

We show that all QE rings of prime power characteristic are constructed in a straightforward way out of three components: a filtered Boolean power of a finite field, a nilpotent Jacobson radical, and the ring Z p n or the Witt ring W 2 (F 4 ) (which is the characteristic four analogue of the Galois field with four elements).

The entry into force in Quebec of the law regulating medical assistance in dying seems to have revived discussions on the concept of conscientious objection (CO) among health professionals. In order to better understand this concept, an integrative review of 39 articles, both national and international, was carried out. To be considered for this review, the articles had to include a definition of CO and at least one criterion justifying its acceptability, or not, in the Western context of care. A (...) theoretical representation of the data extracted from the articles was developed by an inductive thematic process. This representation, which illustrates CO and its criteria of acceptability in the health field, is articulated in relation to four interconnected poles. Two of these poles, care and professional competence, underlie the very definition of CO since without one or the other, the latter cannot exist. The other two poles, collective and individual, convey the values and powers involved when it comes to CO in a healthcare context. The interaction between these four poles illustrates the criteria of acceptability or non-acceptability of CO. This representation of CO thus makes possible a dynamic view of CO and has the advantage of being adaptable to various types and contexts of care, beyond medical assistance in dying. It also offers a theoretical basis for further exploration of this concept. (shrink)

Spinoza breaks with Descartes’ conception of the psychophysical union and deeply changes the ontological statute of men. He considers no longer that human beings in Nature are a dominion within a dominion and share with God the privilege of being substances. In Descartes, the union of an immaterial or non‐extended substance and a material or extended substance remains beyond understanding, since the problem of whether they are able to interact arises. By identifying the mind to the idea of the body, (...) the author of the Ethics provides guidance on how to conceptualize their relationship. The psychophysical parallelism fails to explain both identity and differences in Spinoza. It presupposes homologies and one‐to‐one correspondences between ideas and things, mind and body, and leads to conceptualizing the various modal expressions according to a linearly identical model. The psychophysical union in Spinoza sounds like a duet that puts an end to duality without reducing it to a mechanical identity. (shrink)

This paper is part of a larger project defending of the foundations of microeconomics against recent criticisms by philosophers. Here, we undermine one source of these criticisms, arising from philosophers' disappointment with the performance of microeconomic tools, in particular game theory, when these are applied to normative decision theory. Hollis and Sugden have recently articulated such disappointment in a sophisticated way, and have argued on the basis of it that the economic conception of rationality is inadequate. We argue, however, that (...) their claim rests upon a misunderstanding of the concept of a game as it is used in microeconomics. (shrink)

This volume explores the issues at the center of many historical and contemporary reflections on community and sociality in Continental philosophy. The essays reflect on the thought of Nietzsche, Heidegger, Levinas, Arendt, Derrida, Badiou, Fanon, Baldwin, Nancy, Agamben and Laruelle. Continental Perspectives on Community brings the different approaches of these thinkers into conversation with each other. It discusses the possibility of how the concept of community can extend beyond the one and beyond any sense of unity and totality. Although Wittgenstein is often held co-responsible for the so-called death of man as it was pronounced in the course of the previous century, no detailed description of his alternative to the traditional or Cartesian account of human being has so far been available. By consulting several parts of Wittgenstein's later oeuvre, Subjectivity after Wittgenstein aims to fill this gap. However, it also contributes to the debate about the Cartesian subject and its demise by discussing the criticism that the rethinking of (...) subjectivity received, for it has been argued that the anti-Cartesian turn in continental philosophy has lead to a loss of a centre for both ethics and politics. By further exploring the implications of the Wittgensteinian account of human being, this book makes it clear that a non-Cartesian view on the subject is not necessarily ethically and politically inert. Moreover, it argues that ethical and political arguments should not automatically take precedence in a debate about the nature of man. (shrink)

A ring of characteristic zero which admits elimination of quantifiers in the language {0, 1, +, ·} is an algebraically closed field.

The ability to sustain antibiotic efficacy is directly affected by incentive models aiming to stimulate antibiotic research and development. This paper analyzes the extent to which the models proposed by the Innovative Medicine Initiative-funded research project DRIVE-AB can be expected to support sustainable use, drawing on basic economic theory and the incentives that derive from it. It then discusses the use of minimal safeguards that will be needed to support sustainable use where industry incentives have not been re-aligned with those (...) of public health. (shrink)

The paper analyses the olfactory figures of hate and the various kinds of discrimination based on smell. It shows how figures of hate express themselves in the olfactory form of rejecting the other who stinks. All of the categories considered to be contemptible or inferior are olfactorily devalued. The paper examines successively the nose of anti-Semitism and racism, the nose of homophobia and sexism, the olfactory social discriminations, and the fiction of the stinking enemy. One may ask why this theme (...) of the other’s bad smell so thoroughly permeates the discourses of rejection. One of the reasons is doubtlessly related to the uncontrollable nature of smell, which invades space and intimacy, and betrays your identity. Eyes can be turned away or be deceived, but the nose knows. It is supposed to sniff out otherness and perceive invisible differences despite all efforts to hide them. (shrink)

Apesar de suas profundas diferenças, esses pesquisadores expõem de maneira análoga três teses que fazem de Espinosa um precursor: o monismo psicofísico, a dualidade de expressão da unidade corpo/mente e a ausência de interação e de causalidade recíproca. Esse artigo se (...) interroga sobre as razões pelas quais Espinosa é convocado por esses pesquisadores para dar apoio às suas teorias e para abordar os diferentes usos da sua concepção das relações corpo/mente. Les écrivaines, avec quelques belles longueurs d'avance, continuent de vouloir à la fois le corps et l'esprit, la vie et la fiction, de jongler avec l'altérité et les identités plurielles et de travailler des textes ûctionnels, théoriques et incamés, qui prennent en compte le (...) réel Leur travail de réflexion et de création ne cesse, en fait, d'interroger les artifices de l'art, les mensonges de la petite et de la grande histoire, et de prouver qu'on ne peut impunément dissocier éthique et esthétique ! Le thème de l'autobiographie foetale qui hante la littérature masculine récente est très représentatif de la masculinité en crise; il cristallise ses angoisses, ses résistances ou sa nouvelle quête émotive, affective et corporelle.The following four-part paper try to analyse in recent quebecer and french littérature the manifestations of a changing society, wether it be willing or not to break with gender stereotypes and reconcile the masculine/feminine dichotomy. Female writers still show leadership in wanting both body and mind, life and fiction; in thinking ofalterity and multiple identities; and in working at fictionnal, theoretical and incarnate texts wich take reality into considerations. Their reflexion and creation in effect never stops questionning the artistic device, the lies of both small and big history to prove that we cannot inconsiderately dissociate Ethics from Esthetics !
