Researchers and non-commercial institutions negotiate complex legislation and guidance when planning and conducting research studies. The documents and processes required differ across nations and their regulatory bodies and it can be challenging to conduct an international study, especially for non-commercial organisations. In this study, colleagues from Japan and the UK worked closely together focusing on the legislation, organisations, trial processes, ethics review and quality assurance frameworks of clinical trials in two countries, the UK, demonstrated on the model of practices in (...) the University of Bristol and University Hospital Bristol NHS Foundation Trust, and Japan, based on the model in Kyoto University Hospital. Although the ICH tripartite guidelines were developed with participation from both the EU and Japan the set-up and approval processes for clinical trials are different between the two countries while the expectations for quality assurance are similar. Paper presented at a meeting of the International Association for Philosophy and Literature, Stony Brook, New York, USA, May 2000. -/- Foucault rejects the idea of intellectuals acting as "prophets": telling others what must be done and what sorts of social and political goals they should pursue. I argue that in outright rejecting such prophecy, Foucault may not be pursuing the most effective means of eventually breaking it down. I locate in Foucauldian genealogical works such as Discipline and Punish a (...) rhetorical strategy through which the intellectual acts as a prophet while also distancing him/herself from this role: the genealogist speaks as a universal intellectual while also encouraging others to question the truths thus provided, as well as the role of the intellectual as prophet itself. I argue that in so doing the genealogist engages in a kind of exile, a term I borrow from Edward Said to denote a movement of distancing without effecting a clean break. This intellectual, rather than rejecting outright the role of the prophet, works within this role while yet distancing him/herself from it -- acting as (what I call) a “prophet in exile.”. (shrink)

Artificial intelligence research has foundered on the issue of representation. When intelligence is approached in an incremental manner, with strict reliance on interfacing to the real world through perception and action, reliance on representation disappears. In this paper we outline our approach to incrementally building complete intelligent Creatures. The fundamental decomposition of the intelligent system is not into independent information processing units which must interface with each other via representations. Instead, the intelligent system is decomposed into independent and parallel activity (...) producers which all interface directly to the world through perception and action, rather than interface to each other particularly much. The notions of central and peripheral systems evaporateeverything is both central and peripheral. Conspiracy theories are rather a popular topic these days, and a lot has been written on things like the meaning of _conspiracy theory_, whether it’s ever rational to believe conspiracy theories, and on the psychology and demographics of people who believe conspiracy theories. But very little has been said about why people might be led to posit conspiracy theories in the first place. This paper aims to fill this lacuna. In particular, I shall argue that, in open democratic societies, citizens (...) justifiably presuppose that the epistemic authorities—journalists, academics, scientists, and so on—are engaged in a good faith pursuit of the truth. This presupposition generates certain normative expectations on the behaviors of the epistemic authorities—they ought to be open to new evidence, possess a healthy degree of skepticism, be willing to engage with opponents, and so on. So, when an epistemic authority is presented with some putatively anomalous data or an alternative hypothesis for some event or phenomena, people expect the epistemic authority to respond in a way that is consonant with these norms. In some instances, however, the epistemic authorities do not respond in this way and instead are dogmatic, dismissive, and engage in _ad hominem_. From the point of view of the citizen, there’s a tension here between how the epistemic authorities ought to behave and how they have, in fact, behaved which is best resolved either by taking the epistemic authorities less seriously or by positing a conspiracy theory. Put another way, the failure of the epistemic authorities to adhere to the norms by which we take them to be governed when presented with apparent anomalies or alternative hypotheses is one reason for which one might initially posit a conspiracy theory. Artificial Intelligence as a discipline has gotten bogged down in subproblems of intelligence. These subproblems are the result of applying reductionist methods to the goal of creating a complete artificial thinking mind. In Brooks (1987) 1 have argued that these methods will lead us to solving irrelevant problems; interesting as intellectual puzzles, but useless in the long run for creating an artificial being.

Academics across widely ranging disciplines all pursue knowledge, but they do so using vastly different methods. Do these academics therefore also have different ideas about when someone possesses knowledge? Recent experimental findings suggest that intuitions about when individuals have knowledge may vary across groups; in particular, the concept of knowledge espoused by the discipline of philosophy may not align with the concept held by laypeople. Across two studies, we investigate the concept of knowledge held by academics across seven disciplines (N (...) = 1,581) and compare these judgments to those of philosophers (N = 204) and laypeople (N = 336). We find that academics and laypeople share a similar concept of knowledge, while philosophers have a substantially different concept. These experiments show that (a) in contrast to philosophers, other academics and laypeople attribute knowledge to others in some “Gettier” situations; (b) academics and laypeople are much less likely to attribute knowledge when reminded of the possibility of error, but philosophers are not affected by this reminder; and (c) non‐philosophy academics are overall more skeptical about knowledge than laypeople or philosophers. These findings suggest that academics across a wide range of disciplines share a similar concept of knowledge, and that this concept aligns closely with the intuitions held by laypeople, and differs considerably from the concept of knowledge described in the philosophical literature, as well as the epistemic intuitions of philosophers themselves. Most animals have significant behavioral expertise built in without having to explicitly learn it all from scratch. This expertise is a product of evolution of the organism; it can be viewed as a very long term form of learning which provides a structured system within which individuals might learn more specialized skills or abilities. This paper suggests one possible mechanism for analagous robot evolution by describing a carefully designed series of networks, each one being a strict augmentation of the previous (...) one, which control a six legged walking machine capable of walking over rough terrain and following a person passively sensed in the infrared spectrum. As the completely decentralized networks are augmented. the robot’s performance and behavior repetoire demonstrably improve. The rationale for such demonstrations is that they may provide a hint as to the requirements for automatically building massive networks to carry out complex sensory-motor tasks. The experiments with an actual robot ensure that an essence of reality is maintained and that no critical disabling problems have been ignored. (shrink)

Greta Garbo named herself. It was she who invented the name “Garbo” and officially registered the change from Greta Gustafsson to Greta Garbo at the Ministry of Justice in Sweden on 4 December 1923. The name had the metonymic virtue of suggesting the nature of her screen presence. The Swedish meaning of garbo, “wood nymph,” suggests the association with otherworldly forces that became part of her image; while the Spanish meaning of the word, “animal grace sublimated,” combines the animal passion (...) and spiritual grace that were part of her power.1 And yet in most accounts of Garbo’s life and work the legend still persists that it was Swedish director Mauritz Stiller who named her after a seventeenth-century Hungarian king. The extent to which the legend has obscured Garbo’s initial act of self-naming is symptomatic of the larger tendency in film theory and criticism to mask the creative power of the actress by treating her as the blank sheet upon which the director inscribes his own signature.What is particularly misleading about the Svengali metaphor as it has figured in studies of Garbo is that it so deliberately masks the evidence. In her article “Gish and Garbo: The Executive War on the Stars,” Louise Brooks suggests that the popular image of Garbo—the “dumb Swede” transformed by Stiller’s art—was perpetuated by Hollywood executives eager to play down the very real power that Garbo already exhibited in the rushes for her first American film, The Torrent . “The whole MGM studio, including Monta Bell, the director, watched the daily rushes with amazement as Garbo created out of the stales, thinnest material the complex, enchanting shadow of a soul upon the screen.” Although recent accounts of Garbo’s life and work have advanced beyond the “dumb Swede” publicity of Photoplay magazine, critics still reveal a similar, almost vampish determination to deprive Garbo of her creative power. “Her contribution,” states Kenneth Tynan, “is calm and receptiveness, an absorbent repose which normally, in women, coexists only with the utmost vanity. Tranced by the ecstasy of existing, she gives to each onlooker what he needs” . Comparing Garbo to a “watermark in a blank sheet of paper,” David Thomson says in an essay in honor of her seventy-fifth birthday: “She must be no one in herself if she is to signify so much to so many others…. All the moods and moments of love are encompassed because the appearance is hollow. We are to inhabit it, to flesh it out.” In these accounts, Garbo is presented not as an active shaping power but as a passive female vessel, ready to receive the impress of male voyeuristic fantasy. In an historic moment in Dutch politics, the entire cabinet left the House of Representatives during a debate due to extreme right politician Thierry Baudet's conspiracy-laden speech. After espousing a variety of conspiratorial claims, Baudet accused the Minister of Finance, Sigrid Kaag, of being a secret agent for a global Deep State since her studies at Oxford. The accusation prompted Kaag and the entire cabinet to exit the chamber. While some MPs defended Baudet's right to speak, others supported the chair's (...) decision to silence him for violating the rules. These events showcase the divisive potential of conspiracy accusations in politics, causing polarised reactions. Our analysis delves into the dynamics of conspiracy accusations, their impact on polarisation, and the role of intended audiences (as opposed to general audiences) in both advancing accusations and shaping responses thereto. We argue that Baudet's tactics aimed at capitalising on the polarisation his accusations generated. We argue further that dismissing conspiracy accusations too hastily can deepen public distrust in elected officials, emphasising the need for caution in handling such claims. Ultimately, we highlight the broader pattern of conspiracy accusations being employed to fuel political polarisation, raising questions about their role in democratic deliberation. (shrink)

Despite its pervasiveness, the concept of ‘levels of organization’ has received relatively little attention in its own right. I propose here an emerging approach that posits ‘levels’ as a fragmentary concept situated within an interest-relative matrix of operational usage within scientific practice. To this end I propose one important component of meaning, namely the epistemic goal motivating the term’s usage, which recovers a remarkably conserved and sufficiently unifying significance attributable to ‘levels’ across different instances of usage. This epistemic goal, to (...) provide structure to scientific problems, delegates tasks whose execution generates the term’s expressed content in a given instance. This treatment of levels does not diminish the concept’s general importance to science, but rather allows for its use in, and usefulness for, scientific practice to be better contextualized to particular tasks encompassing varying breadths of activity. Positive emotions are highly valued and frequently sought. Beyond just being pleasant, however, positive emotions may also lead to long-term benefits in important domains, including work, physical health, and interpersonal relationships. Research thus far has focused on the broader functions of positive emotions. According to the broaden-and-build theory, positive emotions expand people’s thought–action repertoires and allow them to build psychological, intellectual, and social resources. New evidence suggests that positive emotions—particularly gratitude—may also play a role in motivating individuals to engage in (...) positive behaviors leading to self-improvement. We propose and offer supportive evidence that expressing gratitude leads people to muster effort to improve themselves via increases in connectedness, elevation, humility, and specific negative states including indebtedness. One of the most controversial aspects of legal philosophy concerns the justification of specific punishments for particular criminal violations. Surprisingly, there has not been any attempt to arrive systematically at any conclusive formula for deriving correct punishments. This article aspires to fulfil this urgent need. I shall examine (1) retributive, (2) consequentialist, (3) reformative, and (4) deterrent punishments in an attempt to derive general equations. It is my wish that by contributing a general formula for each theory we might have (...) a new perspective for comparison. This article finds that the contestability of ascertaining the most appropriate punishment for a criminal is in large part a product of the unstable foundations each penal theory rests on. In addition, almost every variety of penal theories relies on assumptions about criminal culpability, grounded in implicit intentionality. Thus, the contestability of choosing correct punishments to ‘fit’ different crimes is primarily dependent upon the best judgement of judicial officers, not on empirical ‘facts’. (shrink)

Behavioral paternalism raises deep concerns that do not arise in traditional welfare economics. These concerns stem from behavioral paternalism’s acceptance of the defining axioms of neoclassical rationality for normative purposes, despite having rejected them as positive descriptions of reality. We argue that behavioral paternalists have indeed accepted neoclassical rationality axioms as a welfare standard; that economists historically adopted these axioms not for their normative plausibility, but for their usefulness in formal and theoretical modeling; that broadly rational individuals might fail to (...) satisfy the axioms for various reasons, making them unpersuasive as normative criteria; and that even if their violation did constitute irrationality, that would not justify paternalists’ choosing among inconsistent preferences to define an individual’s “true” preferences. This paper aims to provide a fresh historical perspective on the debates on vitalism and holism in Germany by analyzing the work of the zoologist Hans Spemann (1869–1941) in the interwar period. Following up previous historical studies, it takes the controversial question about Spemann’s affinity to vitalistic approaches as a starting point. The focus is on Spemann’s holistic research style, and on the shifting meanings of Spemann’s concept of an organizer. It is argued that the organizer concept unfolded multiple layers (...) of meanings (biological, philosophical, and popular) during the 1920s and early 1930s. A detailed analysis of the metaphorical dynamics in Spemann’s writings sheds light on the subtle vitalistic connotations of his experimental work. How Spemann’s work was received by contemporary scientists and philosophers is analyzed briefly, and Spemann’s holism is explored in the broader historical context of the various issues about reductionism and holism and related methodological questions that were so prominently discussed not only in Germany in the 1920s. Understanding the relationship between wilderness outings and the resulting experience has been a central theme in resource-based, outdoor recreation research for nearly 50 years. The authors provide a review and synthesis of literature that examines how people, over time, build relationships with wilderness places and express their identities as consequences of multiple, ongoing wilderness engagements (i.e., continued participation). The paper reviews studies of everyday places and those specifically protected for wilderness and backcountry qualities. Beginning with early origins and working through (...) contemporary research the authors synthesize what diverse social scientists have learned about the long-term and continual nature of wilderness participation and its impact on the formation of identity. Children's comprehension of the universal quantifiers all and each was explored in a series of experiments using a picture selection task. The first experiment examined children's ability to restrict a quantifier to the noun phrase it modifies. The second and third experiments examined children's ability to associate collective, distributive, and exhaustive representations with sentences containing universal quantifiers. The collective representation corresponds to the "group" meaning (for All the flowers are in a vase all of the flowers are in the same (...) vase). The distributive representation implies a pairing (e.g., each flower paired with a vase for Each flower is in a vase). The exhaustive representation exhausts both sets (e.g., for The flowers are in the vases all the flowers are in vases and all the vases have flowers in them). Four- to 10-year-olds children had little difficulty restricting the quantifier all to the noun it modified in a task which required them to attend to the group feature of all. In contrast, only 9- and 10-year-olds were able to solve the task when the quantifier was each and the pictures showed entities in partial one-to-one correspondence. Children showed a preference for associating collective pictures with sentences containing all and distributive pictures with sentences containing each. The results suggest that between the ages of 5 and 10 years, children's semantic representations undergo less radical changes than others have proposed. Instead, developmental change may occur gradually as children acquire linguistic cues which map onto existing semantic representations. (shrink)

The United States Fish and Wildlife Service in Alaska, USA, conducted a species status assessment for a petition to list the Alexander Archipelago wolf (Canis lupus ligoni) under the Endangered Species Act in 2020-2022. This federal undertaking could not be adequately prepared without including the knowledge of Indigenous People who have a deep cultural connection with the subspecies. Our objective is to communicate the authoritative expertise and voice of the Indigenous People who partnered on the project by demonstrating how their (...) knowledge contributed to the species status assessment. The Indigenous knowledge applied in the assessment is the cultural and intellectual property of those who have shared it. We employed rapid appraisal research to expeditiously develop a preliminary and qualitative understanding of Indigenous People's cultural and ecological knowledge of Alexander Archipelago wolves. We used semi-directed interviewing and inductive coding from grounded theory for text analysis. Indigenous knowledge contributed to the agency's understanding of the Alexander Archipelago wolf in Southeast Alaska and helped the agency with their classification decision. Indigenous research partners explained the rich cultural significance and position of wolves in Tlingit society and described human–wolf relationships and ecological interactions. The agency used a single-species assessment approach based in species ecology and conservation biology, whereas the Indigenous wolf experts applied a multi-species, community ecology approach based in a sociocultural context of balance and respect. The Indigenous wolf experts successfully addressed knowledge gaps identified by the agency. The partners were challenged by a short regulatory timeframe that did not allow for comprehensive study of Indigenous knowledge and constrained review and feedback by Indigenous experts. The United States Fish and Wildlife Service learned that its assessment framework was not designed to account for an Indigenous worldview. To level the playing field, the agency and Indigenous experts should discuss how to co-develop an assessment framework that equitably applies both perspectives. (shrink)

Following its initial development in the 1920’s and 1930’s, by mid-century the concept of “levels of organization” began to disperse throughout the life science textbook literature. Among other early textbooks that first applied the levels concept, Eugene P. Odum’s usage of the notion in his textbook series Fundamentals of Ecology (and his later series Ecology) stands out due to the marked emphasis placed on the concept as a foundational, erotetically-oriented organizing principle. The main objective of this study is to eliminate the obstacles that the stylistic, structural, and methodological aspects of the text place in the way of reading and understanding Ludwig Wittgenstein's later work. The characteristic features of these elements are developed and discussed in the context of a close reading of the short section on reading in the Philosophical Investigations. Wittgenstein's aim in this section is the negative one of completely undermining explanatory accounts of the meaning of reading in terms (...) of mental states, experiences, or neurophysiological functions of the brain. In this respect the section on reading forms a clearing ground and a propaedeutic to Wittgenstein's conception of understanding as a rule-following activity. ;The signature of Wittgenstein's style is characterized by a dialogic terseness, an economy of expressions manifest in the brevity of numbered remarks, and a number of strategically indirect rhetorical devices. The structure of the text is shown to be discontinuous and multidirectional. The textual organization forms an overlapping and complex network that mirrors the complexity and multifaceted structure of language. The discontinuity easily inhibits following Wittgenstein's thought, and results in a judgment and dismissal of the text as being fragmented, frayed, and thus lacking structure. ;Wittgenstein's method is contrasted to the application of the scientific method to solving philosophical problems and to the phenomenological method of examining experiences. The argument for the existence of a method at all consists in focussing on and developing three methodological principles: recalling the course of philosophical nonsense; reminding ourselves of what we already know; and arranging and rearranging what already lies open to view. ;Bringing philosophical problems to an end by exposing them as pseudo-problems that often are caused by the forms of our expressions, is reached by an Ubersicht, an overview, of the multiple facets of language. Such an overview is gained by an application of Wittingenstein's method. An analysis of the section on reading in terms of its philosophical purpose and point illuminates the complex interplay of the methodological aspects, the unconventional structure of the text, and the profile of Wittgenstein's unique philosophical style. The Peoples of the Arctic and Arctic health and sustainability are highly interconnected and essentially one and the same. An appropriate path to a sustainable Arctic involves a shift away from individual learning and achieving toward community leadership and the betterment of society. This article draws upon mindset theory from Western psychology and Indigenous relational accountability to propose and outline a model for achieving sustainability in the Arctic. The geographic focus is the North American Arctic. The principles of the argument (...) and the foundations of the model may apply across the Circumpolar North. The paper is a call to action for social scientists and policy makers in the Arctic to implement an Indigenous-led and self-determined social science. Empowering and supporting Indigenous leaders and scholars to direct and conduct autonomous social science research would inherently produce well-being and sustainability for Indigenous communities and regions. The arguments are supported by an inductive analysis of peer-reviewed literature, and the model is organized and illustrated using a schematic of concentric circles. The foundational elements of the model include: Indigenous sovereignty, Indigenous ontology, Indigenous models of sustainability, and Indigenous scholarship. Environmental scientists, resource managers, and policy makers are directed to better understand, accept, and support Indigenous science as a comprehensive and valid knowledge system; change how they use key terminology in research; rethink research roles; and amend processes and timelines for research development and funding. To achieve the desired outcomes for community well-being and Arctic sustainability, Arctic social scientists should seriously consider centering Indigenous science, especially in Indigenous communities. The last issue of this journal published an exchange between Marilyn Friedman and me that had taken place at a lively session of the American Philosophical Association in December, 1990. Friedman's paper “‘They Lived Happily Ever After’: Sommers on Women and Marriage” was a barbed critique of my views on the family. My rejoinder, “Do These Feminist Like Women?” pointed out that Friedman's orthodox brand of feminism was not sensitive to the values and aspirations of most American women. That issue (...) of the Journal of Social Philosophy also published a third paper of Friedman's “Does Sommers Like Women?” twice as long again as my rejoinder. This second critique went further into earlier writings of mine raising new issues, and criticizing me in rather unpleasant ad feminam ways. If an uncharacteristic asperity colors my response, it is because I do not find myself able to deal coolly and impersonally with the accusation that I intentionally misrepresent some of the feminist philosophers I criticize. In Book 9 of Plato's Republic we find three proofs for the claim that the just person is happier than the unjust person. Curiously, Socrates does not seem to consider these arguments to be coequal when he announces the third and final proof as ‘the greatest and most decisive of the overthrows’. This remark raises a couple of related questions for the interpreter. Whatever precise sense we give to μέγιστον and κυριώτατον in this passage, Socrates is clearly appealing to an (...) argumentative standard of some kind, and claiming that his final argument alone meets this standard. But what precise standard is Socrates invoking here? And given that the first two arguments of Book 9 fall short of this standard, why does he not simply leap directly to the third, most decisive proof? (shrink)

ArgumentThis paper examines the role of metaphors in science on the basis of a historical case study. The study explores how metaphors of “genetic information,” “genetic code,” and scripture representations of heredity entered molecular biology and reshaped experimentation during the 1950s and 1960s. Following the approach of the philosopher Hans Blumenberg, I will argue that metaphors are not merely a means of popularization or a specific kind of modeling but rather are representations that can unfold an operational force of their (...) own.While the influence of cybernetics and information theory on molecular biology is well documented in historical analysis throughout recent years, this paper offers new insights into the metaphysical and religious resonances of textual metaphors in the life sciences. The main focus will be on developments in Germany, in particular on the work of the German biochemist Gerhard Schramm. In this historical case study the interaction between metaphors and experimental practices will be discussed. The paper analyzes different phases in the use of metaphors during the 1950s and 1960s: it will explore how the metaphors of a “genetic alphabet” or of “genetic code” developed into a new research program and eventually attained ontological status in the early 1960s. At that time Schramm's use of textual metaphors was reminiscent of nineteenth-century German natural philosophy. In this case, the metaphorical shift shows how the metaphor of a “genetic text” or a “genetic code,” which were central for the emerging molecular biology, drew on older cultural traditions with all of their metaphysical and religious preoccupations. This article offers a justification for the continued use of jury trials. I shall critically examine the ability of juries to render just verdicts, judicial impartiality, and judicial transparency. My contention is that the judicial system that best satisfies these values is most preferable. Of course, these three values are not the only factors relevant for consideration. Empirical evidence demonstrates that juries foster both democratic participation and public legitimation of legal decisions regarding the most serious cases. Nevertheless, juries are costly (...) and, therefore, economically less efficient than competing modes of trial. I do not argue that all human beings possess an inalienable legal right to be tried by a jury. However, it is my hope that this analysis will make clear what we might gain or lose when we propose jury reforms. (shrink)

The work of French philosopher and theologian Jean-Luc Marion has been recognized as among the most suggestive and productive in the philosophy of religion today. In Reading Marion, Christina M. Gschwandtner provides the first comprehensive introduction to Marion's large and conceptually dense corpus. Gschwandtner gives particular attention to Marion's early work on Descartes and follows thematic threads through to his most recent publications on charity and eroticism. She explores in detail three prominent topics in Marion's thought: the desire to (...) overcome metaphysics, his reflections on the divine, and his reconsideration of the relation of the self to the other in love. Gschwandtner reveals Marion's thought as a unified whole and provides context for his theological and phenomenological writings.
