This book is open access under a CC BY-NC 2.5 license. This book offers a devastating look at deeply flawed development processes driven by international finance, African governments and the global consulting industry. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia-in turn, enabling irrigation (...) for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase-with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe-consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework-forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr's book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya. It contains numerous maps, charts, and photographs not previously available to the public. The book is highly critical of the environmental and human rights implications of the Omo River hydropower projects on both the local ethnic communities in Ethiopia and on the downstream Turkana in Kenya. I argue for a novel answer to the question “What is hope?”. On my view, rather than aiming for a compound account, i.e. analysing hope in terms of desire and belief, we should understand hope as an irreducible concept. After criticizing influential compound accounts of hope, I discuss Segal and Textor's alternative of describing hope as a primitive mental state. While Segal and Textor argue that available developments of the standard definition do not offer sufficient conditions for hope, I question (...) the deep‐seated idea that desire and belief are even necessary conditions for hope. My suggestion is that we should take seriously the fact that we hope in a great variety of ways and should question the search for elements that are common to all cases. A promising alternative follows the Wittgensteinian idea that cases of hope are related in terms of family resemblance, i.e. are multiply realizable on the ontological level while falling under the non‐definable concept of hope. This essay argues that current advocacy of lesbian and gay rights to legal marriage and parenthood insufficiently criticizes both marriage and motherhood as they are currently practiced and structured by Northern legal institutions. Instead we would do better not to let the State define our intimate unions and parenting would be improved if the power presently concentrated in the hands of one or two guardians were diluted and distributed through an appropriately concerned community.

This essay pursues the question of vegetal respiration in Presocratics’ doctrines in contrast to Aristotle’s categorical circumscription of this vital process to the blooded animals. It finds that epithelial respiration in DK31 B100 is central to Empedocles’ conception of plants’ breathing, linked to their fructification, deciduousness, and overall life preservation. It also discusses plants’ respiration in relation to their body temperature in Menestor, then, concludes by analyzing Democritus’ psychological doctrine, arguing that the intake of fiery atoms pertained to all living (...) beings, plants included. "What do grown children owe their parents?" Over two decades ago philosopher Jane English asked this question and came up with the startling answer: nothing (English 1979). English joins many contemporary philosophers in rejecting the once-traditional view that grown children owe their parents some kind of fitting repayment for past services rendered. The problem with the traditional view, as argued by many, is, first, that parents have duties to provide fairly significant services to their growing children, and persons do not (...) owe repayment for others' mere performance of duty; second, even where parents go above and beyond duty in their loving and generous rearing of their children, the benefits are bestowed, at least on young children, without their voluntary acceptance and consent, and so, again, fail to generate any obligation of subsequent repayment on their part (see Blustein 1982: 182-3). Moreover, the entire idiom of obligation and repayment, in English's 1 words, "tends to obscure, or even to undermine, the love that is the correct ground of filial obligation" (352). English's alternative, however -- that children strictly "owe" their parents nothing except what flows naturally from whatever love and affection exist between them -- also strikes many as problematic. Christina Hoff Sommers offers examples of what seem to be clearly delinquent adult children, who simply don't "feel" like sharing their lives with their aging parents, or providing any emotional or financial support to them, and so don't (Sommers 1986: 440-41). Sommers points out that we need some talk of obligations in order to fill in the cracks in human relationships where love and affection fail: "The ideal relationship cannot be 'duty-free,' if only because sentimental ties may come unraveled, often leaving one of the parties at a material disadvantage'" (450-51). Sommers proposes as her alternative to English that legitimate duties arise out of special relationships defined by social roles: being a father or mother, a son or a daughter, "is socially as well as biologically prescriptive; it not only defines what one is; it also defines who one is and what one owes" (447).. Admixture, the genetic exchange between differentiated populations appears to be common in the history of species, but has not yet been comparatively studied across mammals. This limits the understanding of its mechanisms and potential role in mammalian evolution. The authors want to summarize the current knowledge on admixture in non‐human primates, and suggest that it is important to establish a comparative framework for this phenomenon in humans. Genetic observations in domesticated mammals and their wild counterparts are discussed, and a brief (...) global overview on other clades is presented. Based on this, some of the consequences of gene flow, including incompatibilities and their genomic footprint, as well as adaptive introgression are discussed, and suggestions for a functional genomics approach are made. It is proposed that the field is moving beyond descriptive observations in single species, to a comprehensive analysis of admixture and its impact. Health-care goods are goods with peculiar properties, and where they are scarce, societies face potentially explosive distributional conflicts. Animated public and academic debates on the necessity and possible justice of limit-setting in health care have taken place in the last decades and have recently taken a turn toward procedural rather than substantial criteria for justice. This article argues that the most influential account of procedural justice in health-care rationing, presented by Daniels and Sabin, is indeterminate where concrete properties of rationing (...) institutions are concerned. Such properties inscribe substantial norms into institutions. These norms can derive validity only from democratic majority decisions, which must be seen as an instance of pure procedural justice. We therefore have to move the discussion to a meta-level and ask how concrete properties of institutions are being chosen. I suggest four criteria for sufficiently democratic institutional design choice and conclude that as institutional properties are likely to have effects on the resulting distribution of health care, design choices should be empirically informed and taken both democratically and deliberately. Gray zones, which develop wherever oppression is severe and lasting, are inhabited by victims of evil who become complicit in perpetrating on others the evils that threaten to engulf themselves. Women, who have inhabited many gray zones, present challenges for feminist theorists, who have long struggled with how resistance is possible under coercive institutions. Building on Primo Levi's reflections on the gray zone in Nazi death camps and ghettos, this essay argues that resistance is sometimes possible, although outsiders are rarely, (...) if ever, in a position to judge when. It also raises questions about the adequacy of ordinary moral concepts to mark the distinctions that would be helpful for thinking about how to respond in a gray zone. (shrink)

In this paper, I argue that Marx's central concern, consistent throughout his works, is to challenge and overcome hierarchical oppositions, which he considers as the core of modern, capitalist societies and the cause of alienation. The young Marx critiques the hierarchical idealism/materialism opposition. In this opposition, idealism abstracts from and reduces all material elements to the mind (or spirit), and materialism abstracts from and reduces all mental abstractions to the body (or matter). The mature Marx sophisticates this critique with his (...) theory of the commodity fetish. The commodity fetish abstracts the exchange-value (the mind) from the commodity's use-value (the body). Although Marx aims to challenge capitalism by abolishing the hierarchical relation among binary oppositions, I show that in his early and later writings on the working-class woman, he reinforces hierarchical binaries, pointing at the gendered unconscious structure of capitalism. In this paper I expose and criticise the distinction between pure indexicals and demonstratives, held by David Kaplan and John Perry. I oppose the context of material production of the utterance to the “intended context” (the context of interpretation, i.e. the context the speaker indicates as semantically relevant): this opposition introduces an intentional feature into the interpretation of pure indexicals. As far as the indexical I is concerned, I maintain that we must distinguish between the material producer of the utterance (...) containing I and the “intended agent of the context” - i.e. the individual designated by the material producer as the responsible for the utterance. Given the negative consequences of the ongoing COVID-19 pandemic on public health, his study aimed at investigating: the differences between adults with and without chronic illness in buying behavior, vaccination intention, pandemic worry, and the health belief model components; the HBM components as mediators of the relationship between pandemic worry and vaccination intention. The sample consisted of 864 adults, of which 20.5% reported having a chronic illness. Associations between pandemic worry, vaccination intention, and HBM were ascertained using correlation and mediation (...) analyses. Individuals with chronic illness reported a higher level of pandemic worry, higher levels of perceived threat, greater benefits from vaccination, had lower self-efficacy and bought more medicine and sanitary/hygienic products. No significant differences were observed regarding vaccination intention, barriers against vaccination, and changes in food buying behavior. We found that the relationship between pandemic worry and vaccination intention was partially mediated by the perceived threat of disease and the benefits of vaccination. Pandemic worry predicted vaccination intention directly but also through the contribution of the perceived threat of disease and the benefits of vaccination. These findings suggest that presenting evidence of COVID-19 vaccine efficacy and the benefits of having the vaccine will encourage the population to follow vaccination recommendations. (shrink)

Estos cuentos tienen en común el tema de la perversidad hacia cuya elucidación pretendemos avanzar desde la premisa deleuziana según la cual es preciso volver al espacio literario donde fueron nombradas las perversidades, con el fin de obtener algunas claves de comprensión sobre las causas y consecuencias de la perversidad, así como sobre la naturaleza de estos personajes literarios que, (...) en los tres cuentos citados, se autodefinen como víctimas de esta condición que se encarna en los seres humanos bajo la forma de un demonio. Many assumptions are made about public willingness to participate in epidemiological research, yet few empirical studies have been conducted to ascertain whether such assumptions are correct. Our qualitative study of the public and of expert stakeholders leads us to suggest that people are generally prepared to participate in epidemiological research, particularly if it is conducted by a trusted public institution such as a government health department, charity, or university. However, there is widespread community distrust of research conducted or sponsored by (...) pharmaceutical companies. Individuals are prompted to take part if the study concerns an illness they or a family member or friend have personally experienced or if they believe the research will confer a widespread public benefit. Preferences vary about the mode of contact for the research to be conducted. Willingness to participate in telephone surveys has decreased in recent years, and this may be a consequence of an increase in calls to homes by telemarketers and market researchers. Participants also stressed the importance of knowing where their names and contact details were sourced and suggested that this information be available to prospective study participants as a matter of course in the first approach or letter. We provide valuable information to epidemiologists in designing studies. (shrink)

The precautionary principle (PP) aims to anticipate and minimize potentially serious or irreversible risks under conditions of scientific uncertainty. Thus it preserves the potential for future developments. It has been incorporated into many international treaties and pieces of national legislation for environmental protection and sustainable development. In this article, we outline an interpretation of the PP as a framework of orientation for a sustainable information society. Since the risks induced by future information and communication technologies (ICT) are social risks for (...) the most part, we propose to extend the PP from mainly environmental to social subjects of protection. From an ethical point of view, the PP and sustainability share the principle of intergenerational justice, which can be used as an argument to preserve free space for the decisions of future generations. Applied to technical innovation and to ICT issues in particular, the extended PP can serve as a framework of orientation to avoid socio-economically irreversible developments. We conclude that the PP is a useful approach for: (i) policy makers to reconcile information society and sustainability policies and (ii) ICT companies to formulate sustainability strategies. The world population aged significantly over the twentieth century, leading to an increase in the number of individuals presenting progressive, incapacitating, incurable chronic-degenerative diseases. Advances in medicine to prolong life prompted the establishment of instruments to ensure their self-determination, namely the living will, which allows for an informed person to refuse a type of treatment considered unacceptable according to their set of values. From the knowledge on the progression of Alzheimer disease, it is possible to plan the medical care, even (...) though there is still no treatment available. Irreversible cognitive incapacity underlines the unrelenting loss of autonomy of the demented individual. Such a loss requires the provision of specific and permanent care. Major ethical issues are at stake in the physician–patient–family relationship, even when dementia is still at an early stage. The authors suggest that for an adequate health care planning in Alzheimer disease the living will can be presented to the patient in the early days of their geriatric care, as soon as the clinical, metabolic or even genetic diagnosis is accomplished. They also suggest that the appointment of a health care proxy should be done when the person is still in full enjoyment of his cognitive ability, and that the existence and scope of advance directives should be conveyed to any patient in the early stages of the disease. It follows that ethical guidelines should exist so that neurologists as well as other physicians that deal with these patients should discuss these issues as soon as possible after a diagnosis is reached. Die historisch-ethnologische Abteilung der 1911 in Dresden veranstalteten Internationalen Hygiene Ausstellung war ein großer Publikumserfolg. Organisiert von Karl Sudhoff, dem einflussreichsten Medizinhistoriker der Zeit, versuchte diese Abteilung, die Geschichte der Hygiene zu ‘verkaufen’. Auf einer Ausstellungsfläche von mehr als 2.400 m2 wurden über 20.000 Objekte in mehr als siebzig Räumen, Hallen und Gallerien präsentiert. Die Dresdener Hygiene-Ausstellung war zwar nicht die erste ihrer Art, aber die erste, die eine derartig große Ausstellungsfläche für die Inszenierung einer Geschichte der Hygiene reservierte. Der (...) Beitrag, der auf einer Auswertung der Korrespondenz Sudhoffs mit seinen Mitarbeitern beruht, zeigt, wie diese überaus erfolgreiche historisch-ethnologische Ausstellung möglich wurde. Das Archivmaterial, das einen Blick hinter die Kulissen erlaubt, belegt wie das Aufeinanderprallen unterschiedlicher Charaktere, verschiedener intellektueller Ziele und Organisationskulturen die spezifische Präsentation dieser Abteilung prägten. Thinking of the evils of homophobia and what is needed to survive them requires acknowledging a new category of evil besides the evils of individual deeds, social practices and social structures. That further category is evil social environments. Building on the work of Jeremy Waldron on the harm in hate speech, this chapter extends that account to certain hate crimes that, like the written word, send a lingering social message. The cases of four women survivors of homophobia are then examined (...) in relation to such harm. Two who wrote memoirs had been targeted for murder, one in an evil environment, the other in a more positively responsive environment. The remaining two survival stories are less dramatic. But they are important in how they illustrate ordinary challenges faced successfully by lesbians and gay men in emotionally toxic environments, and how, in this sense, those not directly threatened with murder might still be justly regarded as survivors. The chapter concludes with reflections on the meanings of survival and some of the costs of surviving an evil homophobic environment. (shrink)

The art and the thought of Cage were a response to the growing complexity of the world through a practice and a reflection that focuses heavily on the concept of emptiness, understood as technical decentralization of: the author of the musical structure and the individual and of the same identification of sounds. This complexity results from a network of independent nodes, subjects, activities and institutions that (...) interact in no particular order. You can no longer assume the existence of an ultimate subject for whose wisdom assumes all sense. There is no longer any author. Events happen randomly. This paper grows out of a story. A friend of mine got his girlfriend pregnant, in the usual way. He did not want to be a father, though he was willing to help pay for her abortion and to support her emotionally through the experience of abortion (his first choice); or (his second choice), he was willing to help pay her medical expenses for the birth and support her through the experience of giving birth and then relinquishing the child for (...) adoption. What he got, however, was his nonchoice, what he did not choose at all: she had the baby, kept the baby, and he became a father, with financial and emotional responsibilities to meet for the rest of his life. Throughout the decision-making ordeal, he became increasingly frustrated that his fate, his future, depended almost entirely on her choice. He had to wait to see what she would decide to find out whether or not he would have a lifelong identity that he wished to reject. If she chose abortion, he would have no obligations to this child, for there would be no child; if she chose adoption, he would have no obligations to this child, for such.. (shrink)

Promoting interpersonal helping among coworkers is an important aim for any organisation that cares about employee well-being. Drawing on guilt aversion hypothesis, this research focuses on the power of social expectations in promoting prosocial behaviour among employees and investigates the role of anticipated guilt for failing to meet coworkers’ expectations. In two preregistered studies, the effect of beneficiary expectation on benefactors’ anticipated guilt and intention to help was investigated. In Study 1, Japanese participants (n = 284) recalled a situation when (...) they helped a coworker spontaneously, and evaluated perceived beneficiary expectation to receive help, as well as anticipated guilt for not helping. Beneficiary expectation positively predicted anticipated guilt, and the effect was stronger when the beneficiary was a same-status colleague, and when interpersonal helping frequency in the organisation was low. Study 2 (n = 499) employed vignettes and manipulated beneficiary expectation. A mediational model revealed that beneficiary expectation leads to more anticipated guilt for not helping, which, in turn, increases employees’ intention to help. Together, these studies show that employees are sensitive to their coworkers’ expectations, and guilt-averse; therefore, interpersonal helping among employees may be promoted by establishing legitimate expectations of prosociality in the workplace. This paper reflects on quality assessment and performance evaluation in higher education, namely by analysing the insufficient link between those two aspects. We start by reviewing the current state of the art regarding different processes and mechanisms of quality assessment and performance evaluation and discuss some of the major issues regarding the implementation of some of them. In particular, we analyse the current limitations regarding data collected, available and publicised on the performance of HEIs and the problems those limitations bring (...) to a fair evaluation of higher education. Through this analysis we intend to contribute to a better understanding of the mechanisms of evaluation in higher education and the way these may lead to the promotion of better quality assessment practices and institutional management. This study investigated the effect of stroking vs. simple human presence on later reactions of dairy cows to routine veterinary handling. While in two groups of cows the experimenter stroked the ventral part of the neck or the withers for three consecutive weeks, the third group was exposed to close visual presence. After the treatment period the cows were subjected to rectal palpation. The three groups differed significantly in stepping during rectal palpation, which occurred less often in Neck- and Withers-animals (...) than in control animals. Heart rate increase was significantly higher in the control group than in the two stroking groups. Previous stroking led to fewer stress reactions during the rectal palpation, possibly due to a combined effect of improved relationship towards and thus perception of humans and lasting anti-stress effects of tactile stimulation. Clinical Ethics Consultation (CEC) has grown significantly in the last decade, and efforts are being made to professionalize the practice. The American Society for Bioethics and Humanities (ASBH) has been instrumental in this process, having published the _Code of Ethics and Professional Responsibilities for Healthcare Ethics Consultants_ and founded and endorsed the creation of the _Healthcare Ethics Consultant Certified (HCEC) Certification Commission._ The ASBH also published “core competencies” for healthcare ethics consultants and has delineated a clear identity and role of (...) such consultants distinct from that other healthcare professionals. In addition, more enter the field armed with advanced degrees (MA and PhD) or certification in clinical ethics consultation. While some have questioned the trend toward professionalization, the momentum is clearly in its favor. This paper explores three questions: Does the professionalization of healthcare ethics consultation expose those engaged in the field to the types of liability claims faced by professionals in other fields? What specific liabilities could affect a healthcare ethics consultant? And finally, what should healthcare ethics consultants do to protect themselves against liability claims? We conclude that while the risk of liability remains low, those engaged in the field should accept that risk just as part of their status as professionals and, like those in allied professions, seek appropriate protection in the form of liability insurance. There is an argument that has recently been deployed in favor of thinking that the mind is mostly (or even exclusively) composed of cognitive modules; an argument that draws from some ideas and concepts of evolutionary and of developmental biology. In a nutshell, the argument concludes that a mind that is massively composed of cognitive mechanisms that are cognitively modular (henceforth, c-modular) is more evolvable than a mind that is not c-modular (or that is scarcely c-modular), since a cognitive mechanism (...) that is c-modular is likely to be biologically modular (henceforth, b-modular), and b-modular characters are more evolvable (e.g., Sperber 2002, Carruthers 2005). In evolutionary biology, the evolvability of a character in an organism is understood as the “organism’s capacity to facilitate the generation of non-lethal selectable phenotypic variation from random mutation” with respect to that character. Here I will argue that the notion of cognitive modularity needed to make this argument plausible will have to be understood in terms of the biological notion of variational independence; that is, it will have to be understood in such a way that a cognitive feature is c-modular only if few or no other morphological changes (cognitive and not) are significantly correlated with variations of that feature arising in members of the relevant population. I will also argue that all –except for (possibly) one—of the connotations contained in a cluster of notions of cognitive modularity widely accepted in some of the mainstream currents of thought in classical cognitive science, are simply irrelevant to the argument. In order to argue for this, I will have to examine the question as to whether there are any strong theoretical connections between (1) those connotations and (2) notions of modularity accepted in biology, specially in evolutionary and in developmental biology, that are thought to be most relevant to arguments to the effect that biological modularity enhances evolvability. At B19, Kant summarizes the general problem of pure reason in the problem of synthetic a priori judgments. The vicissitudes that have affected last century’s philosophy are, in this sense, a confirmation of its significance: the problem of synthetic a priori knowledge has indeed crossed all the major philosophical currents of the twentieth century, being treated in a wide variety of ways by phenomenologists, logical empiricists, and pragmatists. One of the most original treatments of the issue is that offered by (...) the young Wilfrid Sellars between the late 1940s and the early 1950s, consisting of a hybridization of different traditions. In this paper I will present Sellars’ unique re-elaboration of the notion of the synthetic a priori as it is elaborated in his early writings, showing how his interweaving of themes from pragmatism, phenomenology and logical empiricism leads not just to what I believe is the only possible approach for a realist philosopher, but also to an unexpected Kantian solution in spirit. As currently understood and practiced, global development and climate justice appear irreconcilable. In fact, global development has been and remains a key driver of climate inequalities. We hold that this is not an accident, but instead is a result of global development being established within worldwide systems of oppression. We define global development as setting the goals for, and the processes for achieving, what constitutes a good life for all communities, and taking the steps needed to reach those goals. This (...) article provides an outline of how the theories of two moral and political philosophers – Achille Mbembe and Charles Mills – point us in the direction of an ethical framework for the relationship of humans to each other and to the natural world. We examine two contexts that should motivate development practitioners to move from the current development regime toward the direction of a transformational ethical framework built off the work of these philosophers: (i) the perpetual failure of global development practice to foster a humane approach to migration; and (ii) the inability of global development solutions, like SDGs and leapfrogging, to stray from the very problems they are intended to address. For more than two millennia the development of philosophy in what is called the West has been the province of men who trace their intellectual heritage to men in ancient Greece. Within “the development of philosophy” I include the training of philosophers as well as publishing and preserving philosophical work in libraries. Thus I regard philosophy as a very material as well as spiritual enterprise. My focus here is on the spiritual impact, actual and potential, of recent changes in the (...) material base of philosophy and the material impact of recent changes in the spiritual focus of philosophers. Before the Twentieth Century, the most significant transitions in the development of Western philosophy were its coming under the domination of Christian religious institutions and then its becoming relatively freed from such domination. Since the advent of the Twentieth Century, the most significant transitions may come from the increasing access to academic institutions of the middle and working classes, of people of color with histories of oppression by white societies, and of women from all classes and ethnic backgrounds—people who do not always or only trace their intellectual heritages to men of ancient Greece. What differences might these changes make to, and call for in, the development of philosophy?What I have thought about most are differences made by women and differences that have drawn in women to academic philosophy in Western democracies, such as the United States. Twentieth Century women in these contexts have published substantial bodies of philosophical inquiry with feminist agendas . I want to comment on two features of such inquiry that often make it attractive to women less readily engaged by the traditions defined by privileged men. Over the last years, some of Spinoza studies have shifted to a consideration of the relational character of his ethics by focusing on the notion of autonomy. This concept is foreign to Spinoza's vocabulary. Therefore, I will attempt to explain what Spinozan relational autonomy is and its connection with the most important ethical concept in his philosophy: freedom. Following considerations about Spinozan freedom, I claim that it entails a relational character and that, for this reason, it is equal to relational (...) autonomy. The motif of literature abandoned by Foucault in the 70s can find new possibilities and resurface transformed from an ethical perspective that continues focusing on the language. Language and subject are not two vertebral topics in Foucault’s reflection, but a single framework in which literature, disappearance of the subject and ethics are linking different paths of the same journey. Western man largely questioned in Foucault’s works appears together with other subjectivities that challenge him and make us think about the limits (...) and possibilities of the subject. In this sense, we propose literature as a practice of subjectivation in which language frees from imposed limits, literature as an ethical practice. (shrink)

In all western countries health care budgets are under considerable constraint and therefore a reflection process has started on how to gain the most health benefit for the population within limited resource boundaries. The field of ethics of resource allocation has evolved only recently in order to bring some objectivity and rationality in the discussion. In this article it is argued that priority setting is the prerequisite of ethical resource allocation and that for purposes of operationalization, instruments such as need (...) assessment and health technology assessment (HTA) are essential worktools for making more rational decisions. Thresholds (deduced from the need assessment and HTA) are - within this context - guiding but not binding principles. -/- Discussion of theoretical concepts of not only priority setting, need assessment and HTA complemented by practical examples for showing the challenges and the need, but also the chances of a more explicit and transparent policy of resource allocation in health care. Results: Priority setting in health care is based on the values of equity, justice and solidarity. Health packages decisions are determined from medical need (the severity of the condition) and/or the appropriateness of medical interventions (their cost-effectiveness). With growing awareness that originally effective and cost-effective services and programmes are eventually provided inappropriately, the focus is shifting towards the organisational aspects of provision and application. Therefore, need assessment is based on the distinction of health care needs from demand, supply, or actual care. Additionally HTA provides the evidence on health care interventions in a way that it becomes obvious who benefits from an intervention and who definitely does not benefit, but eventually is harmed. -/- Health services research on effective and cost-effective interventions and research/monitoring of performance that the effective and cost-effective services are provided appropriately are of increasing importance for guiding the decision-making process on priority setting and need assessment. Effective healthcare for all is sustainable, if we start to put expenditures in perspective and focus health policies and research strategies on managing expectations through patient information and a more realistic notion of medical advancements and, on the other hand, on encouraging need-based and cost-effective innovations. El objetivo principal de este artículo es indagar sobre la compleja relación entre las nociones de individuo y cosa singular en la Ética de Spinoza, delimitando en qué sentido son equiparables y en cual no. La hipótesis que me interesa defender es que, por un lado, las nociones de individuo y de cosa singular no son totalmente equiparables. Por otro lado, que tanto la cosa singular como la acción pueden entenderse en un sentido amplio y en uno restringido; y, por (...) otro, que comprender al individuo como cosa singular acentúa un aspecto crucial de ellos: su acción y operación. Cette contribution réfléchit aux conditions d’une approche déformalisée de l’intersubjectivité, susceptible de nourrir le projet d’une anthropologie phénoménologique d’inspiration husserlienne. Nous interrogeons d’abord la place architectonique qui revient au problème de la différence sexuelle au sein de la phénoménologie de Husserl, pour montrer qu’il relève du champ thématique de la « générativité ». C’est ensuite la signification de la phénoménologie générative qui est discutée, en dialogue avec les commentateurs qui lui ont accordé une attention particulière (Steinbock, Perreau). Enfin, nous nous (...) penchons sur l’intérêt de Husserl pour la genèse du lien intersubjectif, en privilégiant la référence à la maternité qui est étonnamment présente sous sa plume. L’examen conjoint de ces trois questions vise à faire apparaître l’une des directions que pourrait suivre une entreprise de déformalisation de l’intersubjectivité, et donc une approche plus concrète de celle-ci, sur la base même du traitement qu’en a proposé Husserl. In this article, I expose the psychologically oriented techniques a core leader of the right extremist Identitarian Movement in the German-speaking context, Martin Sellner, uses to capture new followers. I show that such techniques offer the prospective followers irrational gratifications and release their feelings of failure and frustration of not living up to capitalist and patriarchal values, thereby distracting them from the Identitarian Movement's destructive aims. I also engage with Theodor W. Adorno's psychoanalytically inspired writings on fascist agitators and their (...) followers in my analyses. (shrink)
