Since the 16th National Congress of Communist Party of China (16th NCCPC) in 2002, more and more private entrepreneurs have appeared on the political arena in China. The article first describes the state of the phenomenon, and analyzes the reasons and the related ethical issues of private entrepreneurs participating in politics. For this purpose, the article begins by suggesting a framework of analyzing the ethical analysis of corporate political actions, then applies it to a case study of the phenomenon, (...) and finally, makes some policy suggestions to the government for regulating the practice of private entrepreneurs' involvement in politics. These notes consist of reflections on the course to be pursued to attain the best possible interaction between theoretical research on morality and our present economic and social tasks and on the practice of communist moral training. Much has been done in this regard in the recent past. On the occasion of the Twenty-sixth Congress of the CPSU scholars prepared successful treatments of timely problems in ethics, the theory of morality, and moral training. However, the level of the (...) studies already conducted inevitably poses new and more complex questions calling for research by specialists in the field. Most of these questions are a natural consequence of the very process of more rapid rates of increase in ethical knowledge. But today, as we compare an evaluation of what has already been accomplished with, particularly, the prospects envisaged by the historical purview of the Twenty-sixth Party Congress, we are compelled to give thought also to factors that continue to hamper theoretical study, along a broad front, of morality and current questions in the moral practices of our society. While Scheid maintains a consistent [End Page 212] preference for nonviolent resistance against tyranny, she remains open to the possibility of revolutionary warfare.The author articulates four stages of a just revolution. The first stage is jus ante, nonviolent resistance against a tyrannical government. Here the opposition develops a democratic and revolutionary vision of society that respects human rights, models that vision within its organizations, and resists through nonviolent acts. Second is jus ad, the stage where a tyrannical government eliminates all avenues for negotiation and represses peaceful resistance. This forces the revolutionary opposition to consider armed resistance as a last resort. Here Scheid grapples with two limitations of traditional just war theory. The first reserves the authority to start a war with governments. She argues that the legitimacy for a just revolution comes from a revolutionary organization's ability to envision and model a just society. Because a tyrannical government's authority is illegitimate, a revolutionary movement's just vision and practices gain for it a de facto legitimate authority. This legitimacy is reinforced by a revolutionary movement's ultimate intention to effect reconciliation with their oppressors postwar. The second limitation is the reasonable hope of success. Scheid analyzes the history of this criterion and demonstrates how it supports defensive wars despite the uncertainty of success. Oppressed persons, as the subjects of their own hope of liberation, ought to decide what constitutes the probability for success in fighting tyranny. Throughout this stage, revolutionary warfare must be practiced in tandem with continuing nonviolent resistance.The third stage is jus in, the justice practiced during armed revolutionary resistance. Fighting is deemed necessary to force a tyrannical government to negotiations. Meanwhile, revolutionary military units would work to minimize violence and loss of life. The last stage is jus post, the reconciliation needed to prevent revolutionary warfare from spiraling into revenge. Here the exercise of restorative justice—where responsibility for past injustices is assumed by all sides and a just resolution developed for social reconciliation and the development of a new, democratic society that respects human rights—is all important. Throughout the book, Scheid uses the African National Congress's revolutionary struggle against the South African apartheid government as a successful example of her theory in practice.Scheid's well-argued proposal deserves careful consideration by ethicists. Students will profit from her excellent summary of just war theory, where she brilliantly recovers some of its forgotten features. On the other hand, her concluding chapter considering the Arab Spring's potential for just revolution would have been stronger if she extended beyond a comparison to South Africa to incorporate similar features found in other successful revolutions. The 1986 Philippine People Power Revolution, the 1989 collapse of Eastern European Communist regimes, and the 1974 Carnation Revolution in Portugal come to mind. Piątkiewicz (bio)On March 15, 1934 a Parliamentary Act authorized the General Medical Chambers, a body incorporating all Polish physicians, to establish general rules of medical ethics. These rules governed medical conduct in Poland until 1950, when the Communist government dissolved the General Medical Chambers.From 1950 to 1989 the only medical organization in Poland tolerated by the (...) Communist government was the Polish Medical Association, which included about 30% of the country's physicians. In 1967 this group produced the "Collection of Ethico-deontological principles of the Polish Physician" which constituted a kind of code of medical ethics. This collection was a compromise between objective ethical principles and the demands of the Communist regime. For example, Principle 1 of the Collection stated that the physician "had to observe the ethico-deontological principles obligatory in socialist society."During round-table talks in early 1989 with representatives of the Communist government, the Solidarity movement argued for the revival of autonomous medical organizations like the Medical Chambers. On May 17, 1989 an Act of Parliament re-established the group. The Act (article 33, part 1) also stipulated that the National Congress of Physicians, the legislative body of Medical Chambers, establish rules of medical ethics. The Act (article 15, part 1) also states that all practicing Polish physicians are obliged to observe these rules.When the revived Chambers began its work in January 1990, its governing body—the General Medical Council—created a Commission to prepare a draft of a medical ethics code. After a year and a half of work, the Commission completed its draft, which received preliminary acceptance by the General Medical Council. Every article of the Code was discussed exhaustively throughout the second day of the meeting, and close to midnight the Code, including the Physician' Oath, was approved by an overwhelming majority (449 for, 75 against, 58 abstaining).Some of the liveliest discussion centered on Article 37, which relates to abortion. The Congress took place at a watershed in the development of the country and the contemporary world as a whole. It generalized the accumulated domestic and international experience in socialist construction, formulated a strategy to achieve the triumph of the ideals of communism, peace, and progress, made a creative contribution to the development of Marxist-Leninist theory, (...) and formulated a complex of problems to be resolved by social scientists and philosophers.Prior to the Congress, the journal published a series of articles analyzing advances made by Soviet scholars over the previous five years in the main avenues of phibsophy-dialectical and historical materialism, socio-philosophical problems in the development of socialism, philosophical problems in the natural sciences, the problems of scientijk-technological and social progress, culture and the cultural heritage, the development of the individual and communist education, ethics and esthetics, the history of philosophy, and the ideological struggle in the modern world.Today, the guidepost defining the primary content of the work ofphilosophers must be those programmatic theses of the Twenty-seventh CPSU Congress that point to the need for a broader orientation of the social sciences toward the concrete needs ofpractical life, for quick reactions to the shifts currently occurring in our life, for the careful analysis of new phenomena, and, by virtue of this, for the attainment of impressive theoretical andpractical results. In this paper we theorize that cognitive ethical orientations play an influential role in the beliefs of consumers when faced with different ranges of moral dilemmas. We examine this proposition in transitional Eastern Europe and results from a sample of 210 Romanian consumers suggest that Romanians are faced with a moral situation where low levels of Machiavellianism and high levels of idealism appear to relate to a higher ethical concern about passively benefiting at the expense of others.

이 논문은 북한의 도덕규범을 소학교용「공산주의 도덕」 교과서를 중심으로 분석하고 통일교육에 주는 시사점을 도출하였다. 이 연구는 북한 도덕규범의 실체를 실증적으로 분석하고 있으며,「공산주의 도덕」교과서에 기술된 사례를 근거로 통일교육의 내용적 기초를 확대하는 의미가 있다. 북한의 「공산주의 도덕」교과서에 나타난 도덕규범은 7가지 범주로 구성되어 있다. 그것은 ① 수령·당·인민에 대한 충실성, ② 사회생활에서의 혁명적 의리와 동지애, ③ 사회공동생활을 위한 공민의 도덕, ④ 사회주의 우월성, ⑤ 조국애, ⑥ 반제·반미·반일·반한, ⑦ 개인생활 도덕규범 등이다. 이러한 규범에서 나타나는 특징은 교조주의적 성격, 집단주의적 성격, 정치사상교양의 성격 등이었으며, 이러한 특징은 한 마디로 (...) ‘수령 중심의 체제유지를 위한 수단적 도덕규범’으로 요약된다. 통일교육에 주는 시사점으로는 첫째, 북한의 도덕규범은 결코 ‘도덕적’이라 할 수 없으며, 인권과 사회정의와 같은 도덕교육의 본질적 가치도 찾아볼 수 없다. 둘째, 교과서는 북한 교육의 이념에 충실하고 있는 매개체일 뿐이어서, 남북한 도덕 교과서의 통합 및 수렴 논의는 제한적인 의미를 가질 뿐이다. 셋째, 여전히 냉전 인식에 기초하고 있는 북한 도덕규범의 실상을 감안할 때, 북한에게 국제사회 변화의 추세와 남한 사회의 객관적인 실상을 제대로 알게 하는 정책적 접근이 중요하다. 넷째, 북한의 도덕규범에서 나타나는 전통가치 규범의 민족 동질성은 제한적일 뿐이며, 따라서 통일교육의 초점은 그보다는 보편가치의 중요성에 맞추는 것이 필요하다. Piatkiewicz and Robert Baker. Jacek Piatkiewicz writes (p. 362), and Robert Baker follows him, that the new code "was approved by an overwhelming majority (449 for, 75 against, 58 abstaining)." I am afraid (...) that these figures are inconsistent with the data supplied by the Polish mass media. The leading Polish newspaper, Gazeta Wyborcza (16 December 1991), states that 354 delegates voted for the new code and 317 against it. The same figures are quoted by the most authoritative Polish political weekly, Polityka (4 January 1992).Mr. Piatkiewicz does not mention either that 40 delegates left the convention before the vote in protest over the undemocratic proceedings. If we add those 40 potentially negative votes to the 317 votes against, then the result is not at all "an overwhelming approval" for the new code.I am not a physician myself, and I was not present at the Second National Congress of Physicians in Bielsko-Biala, however, I find this discrepancy disturbing. Respect for facts seems to me equally imperative as respect for human life.Jacek A. Piatkiewicz Replies:In his letter Mr. Szawarski denies the data I presented on the vote approving the Polish Code of Medical Ethics. He has quoted the figures published by the Polish mass media as the true ones. Interestingly enough, he did not try to confirm them with the Polish General Medical Chamber, which has the original documents on the Extraordinary Second National Congress of Physicians. The figures I cited regarding the Code's approval are clearly stated on page 63 of the Congress proceedings.So where do the figures presented in Mr. Szawarski's letter come from? As Mr. Szawarski states, these figures have been published in some Polish newspapers, among them "the most authoritative Polish political weekly, Polityka" (a description that was especially accurate during the Communist period of Poland's history). The figures are simply untrue. The figures presented refer only to the result of the vote on article 37 of the Code, which concerns abortion. The very narrow margin (354 for, 317 against, 38 abstaining) decided the formulation of the exceptions to the abortion ban, which are "saving the mother's life and health" and "when pregnancy is the result of a criminal act." But what was the alternative considered in the vote? It was the single exception, "to save the mother's life," that was in the [End Page 355] original draft of the Code (page 44 of the Congress proceedings).Mr. Szawarski finds the discrepancy in the figures cited disturbing. I am disturbed too, but the cause of my concern is of a completely different nature. For if by communist one means simply a “ red,” it is at least permissible to argue that Moscow and Leningrad are places where there can be no ethics at all. In saying this I do not mean to refer to any particular actions whose object (...) has been to establish the dictatorship of the proletariat, or in other words the next immediate step in the policy of these communists. What Zinoviev and others of them say is that they are engaged in a war against all bourgeois administrations, and that, being at war, they are not bound to accept the rules of French duelling, i.e . any outworn conventions, whether these are called ethical or not. In much the same way that genomic technologies are changing the complexion of biomedical research, the issues they generate are changing the agenda of IRBs and research ethics. Many of the biggest challenges facing traditional research ethics today — privacy and confidentiality of research subjects; ownership, control, and sharing of research data; return of results and incidental findings; the relevance of group interests and harms; the scope of informed consent; and the relative importance of the therapeutic misconception — (...) have become important policy issues over the last 20 years because of the ways they have been magnified by genomic research efforts. Research that examines the ethical, legal, and social implications of human genomics research has become a burgeoning international field of scholarship over the last 20 years, thanks in part to its support first by the genome research funding bodies in the U.S. and then by national science agencies in other countries. This article presents an analytical overview of the critical modernisation features of Socialism with Chinese characteristics doctrine in the new era, which was proposed at the 20th National Congress of the Communist Party of China. The authors reconstructed and systematically represented the central philosophical and political principles of the doctrine of Socialism with Chinese characteristics in the context of the fundamental principles of Chinese Marxism. The authors also analysed and presented in a systematic form the essence and basic theoretical (...) principles of the concept of Socialism with Chinese characteristics following Xi Jinping's works and reports. The study includes a comparative analysis that concludes with the critical features of the modern concept of socialism with Chinese characteristics. These features embrace the need for constant modernisation of the very doctrine of socialism with Chinese characteristics, the state management system, as well as social and cultural practices, which are possible through the implementation of innovations and the integration of modern philosophical thought with traditional Chinese philosophy and culture. The article concludes that the main feature of the modernisation of Socialism with Chinese characteristics at the current stage reveals in the development and implementation of a system of creative practices at the level of everyday culture, high-tech sectors of social production and the practice of intercultural communication within the framework of China's Belt and Road Initiative. In the discussion, the authors argue that implementing creative practices and creative industries could become an effective tool for developing China's Belt and Road Initiative in European countries and improving mutual understanding in the intercultural communication practices between China, European countries, and Ukraine. The United States, which committed itself to alleviating the severe post-World War II global famine, failed to meet its relief commitments. Relief efforts failed largely because voluntary attempts at reducing consumption proved too difficult, and the U. S. government refused to return to mandatory rationing of food despite evidence indicating the majority of Americans, especially American women, would have welcomed such a move. Contributing to officials' opposition to mandatory post-war rationing were the revived ideology of government non-interference; a strong government/agriculture (...) alliance; the focus on private, as opposed to public, interests and obligations; and increasing Cold War tensions precluding any worldwide efforts at famine relief. It seemed only the fear of Communist takeover could provoke Congress in partnership with business interests into sufficiently alleviating famine conditions, but only for those countries willing to abide by U.
