This essay explores the connection between post-truth and fear, arguing that the latter may be used as a tool to control information and thus manipulate public opinion. Furthermore, it discusses the role of law in regulating post-truth (among others, by a better regulation of Information Society providers). Eventually, some solutions are proposed.

Clinical information about patients is increasingly being stored in electronic form and has therefore become more easily shareable. Data are collected as part of clinical care but have multiple other potential uses in relation to health system planning, audit and research. The use of clinical information for these secondary uses is controversial, and the ability to safeguard personal and sensitive data under current practices is contested.In this study, we investigate the attitudes of a representative sample of the Danish (...) population towards transfer of clinical data from their general practice for secondary use. We specifically study: patients’ trust in different types of healthcare professionals, their interest in being asked about secondary use of data and their willingness to dispense from a requirement of informed consent based on their trust in healthcare professionals.We find that adult Danes are positive towards research that use patient data, and they generally trust general practitioners, hospitals and researchers to treat their data confidentially.Nevertheless, they feel that they have a right to control the use of their data, only 7.3% disagreeing, and that the data belong to them, only 14.0% disagreeing. Answers to further questions about the relation between trust, information and consent show that although trust modifies the wish for information and consent, there is still a strong view that the patient should control the use of data. We find no differences between those who have frequent contact with the healthcare system and those who do not. (shrink)

ABSTRACTControl over information is essential to business. This has become increasingly true in an era in which technological advances have enabled the rapid globalization of business. This article explores the implications of this control of information for freedom of speech and information. Four different situations are considered: censorship of the Internet by search engines albeit at the direction of a government; restrictions on Internet content by Internet Services Providers acting on their own; decisions by retail businesses (...) not to sell various DVDs, CDs, etc. to their customers; and legal suits brought against individuals and groups by businesses seeking to prevent the further spread of information they deem injurious to their products or activities. The paper seeks to sort out the various rights and values involved in these cases, when a business may be justifiably said to be violating individuals' rights to freedom of information, and when customers and citizens do not have justified complaints against business decisions not to provide them with certain information products. Bermúdez argues that framing effects are rational because particular frames provide goal-consistent reasons for choice and that people exert some control over the framing of a decision-problem. We propose instead that these observations raise the question of whether frame selection itself is a rational process and highlight how constraints in the choice environment severely limit the rational selection of frames.

In controlled human infection studies (CHIs), participants are deliberately exposed to infectious agents in order to better understand the mechanism of infection or disease and test therapies or vaccines. While most CHIs have been conducted in high‐income countries, CHIs have recently been expanding into low‐ and middle‐income countries (LMICs). One potential ethical concern about this expansion is the challenge of obtaining the voluntary informed consent of participants, especially those who may not be literate or have limited education. In some CHIs (...) in LMICs, researchers have attempted to address this potential concern by limiting access to literate or educated populations. In this paper, we argue that this practice is unjustified, as it does not increase the chances of obtaining valid informed consent and therefore unfairly excludes illiterate populations and populations with lower education. Instead, we recommend that investigators improve the informed consent process by drawing on existing data on obtaining informed consent in these populations and interventions aimed at improving their understanding. Based on a literature review, we provide concrete suggestions for how to follow this recommendation and ensure that populations with lower literacy or education are given a fair opportunity to protect their rights and interests in the informed consent process. This article examines some current U.S. policies regarding the ethics of information control in scientific research, such as the requirements for “timely” publication and information sufficient for replication. The appropriateness of these policies is called into question by recent work in science studies, which suggest the importance of informal and nonlinguistic channels of information and the impossibility of exact replication of experiments. Informed consent is a central topic in contemporary biomedical ethics. Yet attempts to set defensible and feasible standards for consenting have led to persistent difficulties. In Rethinking Informed Consent in Bioethics Neil Manson and Onora O'Neill set debates about informed consent in medicine and research in a fresh light. They show why informed consent cannot be fully specific or fully explicit, and why more specific consent is not always ethically better. They argue that consent needs distinctive communicative transactions, by which (...) other obligations, prohibitions, and rights can be waived or set aside in controlled and specific ways. Their book offers a coherent, wide-ranging and practical account of the role of consent in biomedicine which will be valuable to readers working in a range of areas in bioethics, medicine and law. The transferability problem—whether the results of an experiment will transfer to a treatment population—affects not only Randomized Controlled Trials but any type of study. The problem for any given type of study can also, potentially, be addressed to some degree through many different types of study. The transferability problem for a given RCT can be investigated further through another RCT, but the variables to use in the further experiment must be discovered. This suggests we could do better on the epistemological (...) problem of transferability by promoting, in the repeated process of formulating public health guidelines, feedback loops of information from the implementation setting back to researchers who are defining new studies. Promoting the use of contact tracing technology will be an important step in global recovery from the COVID-19 pandemic. Across two studies, we assessed two messaging strategies as motivators of intended contact tracing uptake. In one sample of 1117 Australian adults and one sample of 888 American adults, we examined autonomy-supportive and controlling message framing and the presence or absence of information safety as predictors of intended contact tracing application uptake, using an online randomized 2 × 2 experimental design. The results suggested that the provision of data safety assurances may be key in affecting people’s intentions to use contact tracing technology, an effect we found in both samples regardless of whether messages were framed as autonomy-supportive or controlling. Those in high information safety conditions consistently reported higher intended uptake and more positive perceptions of the application than those in low information safety conditions. In Study 2, we also found that perceptions of government legitimacy related positively to intended application uptake, as did political affiliation. In sum, individuals appeared more willing to assent to authority regarding contact tracing insofar as their data safety can be assured. Yet, public messaging strategies alone may be insufficient to initiate intentions to change behavior, even in these unprecedented circumstances. (shrink)

This commentary on Fresco's article "Information processing as an account of concrete digital computation" illuminates the two intertwined roles that the definition of the term "information" plays in Fresco's analysis. It provides analysis of the notion of actualizing control in information processing. The key point made is that not all control information in common computational devices cannot be processed.

The formulation of moral issues surrounding consumer advertising tends to focus on the capacity to persuade or inform, and how these capabilities may be used to distort or fulfill needs and desires. Discussion of these issues abstracts from widespread advertising and marketing practices, by assuming that all advertising is mass advertising, broadcast indiscriminately over the entire market population. This assumption directs attention away from important issues stemming from actual advertising strategies, which involve campaigns designed for and conveyed to particular customer (...) groups or segments within broader product market. Several cases are outlined to illustrate the class of practices considered to be important and usually ignored, and issues that they raise for moral appraisal are suggested. (shrink)

Bermúdez suggests that agents use framing to succeed in self-control. This commentary suggests that frames are effective in steering behavior because they modulate information salience. This analysis extends to self-control strategies beyond framing, raising the question whether there remains an explanatory role for dual process theories for self-control.

The article is focused on social stigma in informal social control of drug abuse. Social stigma is considered as the three related components: negative stereotypes, prejudices, and discrimination. The discrimination as a behavioral result of stigma manifests itself in capability deprivation, compulsion and segregation. According to this scheme, informal social control is shown on the example of the four Russian grassroots initiatives, which can be observed at the present time. They are implementing various approaches. As empirical data we (...) used self-posted materials of these initiatives on the Internet. The textual data was analyzed by combination of content analysis and critical discourse analysis. We conclude that the spectrum of social stigma in sphere of informal control is quite wide: from its correction to its significant gain. And the gain of social stigma could not be marked as negative unambiguously. In case of some grassroots initiatives the effectiveness and potency of social control may be also based on strengthening the social stigma of people who use alcohol and drugs. The dominant approach in privacy theory defines information privacy as some form of control over personal information. In this essay, I argue that the control approach is mistaken, but for different reasons than those offered by its other critics. I claim that information privacy involves the drawing of epistemic boundaries—boundaries between what others should and shouldn’t know about us. While controlling what information others have about us is one strategy we use to draw such (...) boundaries, it is not the only one. We conceal information about ourselves and we reveal it. And since the meaning of information is not self-evident, we also work to shape how others contextualize and interpret the information about us that they have. Information privacy is thus about more than controlling information; it involves the constant work of producing and managing public identities, what I call “social self- authorship.” In the second part of the essay, I argue that thinking about information privacy in terms of social self- authorship helps us see ways that information technology threatens privacy, which the control approach misses. Namely, information technology makes social self- authorship invisible and unnecessary, by making it difficult for us to know when others are forming impressions about us, and by providing them with tools for making assumptions about who we are which obviate the need for our involvement in the process. Mobile health tools are often said to empower users by providing them with the information they need to exercise control over their health. We aim to bring clarity to this claim, and in doing so explore the relationship between empowerment and autonomy. We have identified three distinct models embedded in the empowerment rhetoric: empowerment as information, empowerment as control, and empowerment as values. Each distinct model of empowerment gives rise to an associated problem. These problems, the (...) Problem of Interpretation, the Value Alignment Problem, and the Priority Problem, show that mobile health tools in their current form are either insufficient for empowerment or are self‐defeating. These digital health technologies encourage users to adopt an individualized conception of autonomy, one that may weaken the doctor–patient relationship and undermine practices in shared decision making, and ultimately may not deliver on improving the health outcomes for those that need it the most. This paper is concerned with the modeling of neural systems regarded as information processing entities. I investigate the various dynamic regimes that are accessible in neural networks considered as nonlinear adaptive dynamic systems. The possibilities of obtaining steady, oscillatory or chaotic regimes are illustrated with different neural network models. Some aspects of the dependence of the dynamic regimes upon the synaptic couplings are examined. I emphasize the role that the various regimes may play to support information processing abilities. Carol Gould's article offers a powerful argument against the sufficiency of informed consent in an age of surveillance capitalism. In this review, I assess the three main claims that Gould makes in her article, namely that (1) democratic control is required by the all‐affected principle; (2) democratic control is a means of ensuring that surveillance corporations and governments track public, rather than merely private, interests; and (3) democratic control is constitutive of freedom as self‐development and self‐transformation.

Function refers to a broad family of concepts of varying abstractness and range of application, from a many-one mathematical relation of great generality to, for example, highly specialized roles of designed elements in complex machines such as degaussing in a television set, or contributory processes to control mechanisms in complex metabolic pathways, such as the inhibitory function of the appropriate part of the lac-operon on the production of lactase through its action on the genome in the absence of lactose. (...) We would like a language broad enough, neutral enough, but yet powerful enough to cover all such cases, and at the same time to give a framework form explanation both of the family resemblances and differences. General logic and mathematics are too abstract, but more importantly, too broad, whereas other discourses of function, such as the biological and teleological contexts, are too narrow. Information is especially suited since it is mathematically grounded, but also has a wellknown physical interpretation through the Schr dinger/Brillouin Negentropy Principle of Information, and an engineering or design interpretation through Shannon's communication theory. My main focus will be on the functions of autonomous anticipatory systems, but I will try to demonstrate both the connections between this notion of function and the others, especially to dynamical systems with a physical interpretation on the one side and intentional systems on the other. The former are based in concepts like force, energy and work, while the latter involve notions like representation, control and purpose, traditionally, at least in Modern times, on opposite sides of the Cartesian divide. In principle, information can be reduced to energy, but it has the advantage of being more flexible, and easier to apply to higher level phenomena. (shrink)

Information unethical behavior is concerned with ethical behavioural conflicts in the use of information, information technologies, and information systems. This study examines the combination of locus of control and job insecurity as a joint moderator on the decision making process for information ethical behavioral intentions. A conceptual model is proposed to see the joint moderating role of LOC and JI. In the model, ethical behavioral intentions are influenced directly by ethical attitude, personal values, and (...) perceived behavioural control. Simultaneously, personal values also indirectly influence ethical behavioral intentions through the mediation of ethical attitude. The causal relationships are moderated by the joint moderator. Notably, the moderating effects were simultaneously examined using data from undergraduates in the MIS department of a college. The influences of the ethical attitude and personal values on ethical behavioral intentions are found to be similar for those with external locus of control and insecurity perception and those with internal locus of control and security perception. Furthermore, the influences of personal values on ethical attitude, and of perceived behavioural control on ethical behavioral intentions, are both greater for Controlists than Confusionists. There is a great distance between two pairs of concepts that are consistent in their own fields; namely, information/control and knowledge/decision. Although contemporary techno-sciences and common sense tend to neglect this distance, its intrinsic implications sometimes make it difficult to understand what is going on in our cultural events and developments. In particular, the abuse of the concepts of knowledge and decision makes it impossible to discriminate between the various levels of systems, both natural and naturoid, which surround (...) us. In fact, the majority of so-called intelligent systems are mere information and control processors, rather than systems that are capable of generating knowledge and decision. The diffusion of such a misunderstanding may cause, in turn, the reduction of man to a mere information system based on established and discoverable rules, thereby neglecting his ability, albeit rarely exercised, to override information and control in order to discover or to set up something new. We study the synchronization of complex networks by using event-sampling information. The nodes of the network are connected with event-triggered communication via multiple couplings. The couplings are split into several channels. Not all the channels are connected. Only a part of the states of each node can be communicated by the channels. An event detector is designed for each channel to independently determine the sampling moments. The couplings of the network are partial and event-triggered. Both features make that less (...) information can be used for synchronization. The pinning controllers are also designed based on the sampled information. By establishing a time-dependent Lyapunov functional and utilizing an efficient event condition, we derive less conservative criteria for the synchronization of complex networks. Finally, the effectiveness of our main results is verified by an illustrative example, and comparisons are also presented to show how much conservatism can be reduced. (shrink)

In 2008, Representative John Read of Mississippi recently co-sponsored state legislation that would ban restaurants from serving obese customers. He later admitted that the bill was a publicity stunt,meant to “shed a little light on the number one problem in Mississippi.” Although controversial, Read’s bill exemplifies both the current perception of obesity as a national public health problem and the general sentiment underlying the types of interventions that are being considered to address this issue. The proposed legislation also demonstrates how (...) policymakers can use or, in this case misuse, information about obesity to generate significant discussion on an issue along with ill-conceived legal interventions.Information sharing and the methods used to share best practices are components of the fourth core element of public health legal preparedness. We agree with the authors that an adequate account of the perception-action interface is needed. However, we believe that the answer will not be found in a common representational structure encoding distal events, as the authors propose, but in Gibson's notion of ecological information, which, as we demonstrate, specifies not only perspective but also prospective and retrospective states of affairs.

NIMBY projects are easily stigmatized due to their environmental risk. Stigmatization enlarges residents’ risk perception, urges residents to spread information, and takes actions to resist project implementation, causing environmental mass emergency. Taking paraxylene project as an example, information dissemination model of NIMBY project under stigmatization based on SEIR model in small world network was established, and the information dissemination process and characteristics of NIMBY project under stigmatization were simulated and analysed. The results show that the public risk (...) perception deviation caused by stigmatization promotes residents to disseminate information; stigmatization has a greater impact on the information dissemination of NIMBY project with low environmental risk; stigmatization accelerates the speed of information dissemination and increases the number of residents participating in information dissemination in different dissemination environment. The contribution of this paper is that SEIR model in small world network is used to verify the role of stigmatization in promoting information dissemination of NIMBY project by comparing the information dissemination before and after stigmatization. This paper argues that individuals do, in a sense, own or have exclusive claims to control their personal information and body parts. It begins by sketching several arguments that support presumptive claims to informational privacy, turning then to consider cases which illustrate when and how privacy may be overridden by public health concerns.

Social networking sites have challenged ethical issues about users’ information security and privacy. SNS users are concerned about their privacy and need to control the information they share and its use. This paper examines the security of SNS by taking a look at the influence of users’ perceived control of information over their information-sharing behaviors. Employing an empirical study, this paper demonstrates the importance of perceived control in SNS users’ information-sharing behaviors. Specifically, (...) perceived control has been found to be negatively related to perceived privacy risk and attitude toward information sharing, which in turn has an impact on their information-sharing behaviors. In addition, gender has been shown to be an important factor that moderates the influences of both perceived control and perceived privacy risk on SNS users’ attitudes toward information sharing. Disease control has increasingly shifted towards large scale, disease specific, public health interventions. The emerging problems of HIV, hepatitis, malaria, typhoid, tuberculosis, childhood pneumonia, and meningitis have made community based trials of interventions a cost effective long term investment for the health of a population. The authors conducted this study to explore the complexities involved in obtaining informed consent to participation in rural north India, and how people there make decisions related to participation in clinical research.

Due to the frequent occurrence of ethical transgressions and unethical employee behaviors, there has lately been an increasing interest in the ethical foundations of contemporary organizations. However, large-scale comprehensive analyses of organizational ethics are still comparatively limited. Our study contributes to both management control and business ethics literature by empirically examining potential antecedents as well as resulting effects of ethical work climates on organizational-level outcomes. Based on a cross-sectional survey among 295 large- and medium-sized companies, we find that more (...) informal means of control constitute important elements of a broader organizational control context that are strongly related to the emergence of coherent ethical work climates with an increased awareness of ethical issues. Moreover, our results show that the relationship between ethical work climates and organizational performance can be considered as rather indirect as it is fully mediated by increased mutual trust among employees. Overall, our study thus supports the particular importance of ethical work climates and identifies appropriate means to encourage ethical conduct. (shrink)

Objective: There are benefits and risks of giving patients more granular control of their personal health information in electronic health record (EHR) systems. When designing EHR systems and policies, informaticists and system developers must balance these benefits and risks. Ethical considerations should be an explicit part of this balancing. Our objective was to develop a structured ethics framework to accomplish this. -/- Methods: We reviewed existing literature on the ethical and policy issues, developed an ethics framework called a (...) “Points to Consider” (P2C) document, and convened a national expert panel to review and critique the P2C. -/- Results: We developed the P2C to aid informaticists designing an advanced query tool for an electronic health record (EHR) system in Indianapolis. The P2C consists of six questions (“Points”) that frame important ethical issues, apply accepted principles of bioethics and Fair Information Practices, comment on how questions might be answered, and address implications for patient care. -/- Discussion: The P2C is intended to clarify whatis at stake when designers try to accommodate potentially competing ethical commitments and logistical realities. The P2C was developed to guide informaticists who were designing a query tool in an existing EHR that would permit patient granular control. While consideration of ethical issues is coming to the forefront of medical informatics design and development practices, more reflection is needed to facilitate optimal collaboration between designers and ethicists. This 1992 book examines alternative methods for achieving optimality without all the apparatus of economic planning, or a vain reliance on sufficiently 'perfect' competition. All rely entirely on the self-interest of economic agents and voluntary contract. The author considers methods involving feedback iterative controls which require the prior selection of a 'criterion function', but no prior calculation of optimal quantities. The target is adjusted as the results for each step become data for the criterion function. Implementation is built in by (...) the incentive structure, and all controls rely on consistency with the self-interest of individuals. The applicability of all the methods is shown to be independent of the form of ownership of enterprises: examples are given for industries which are wholly privately owned, wholly nationalized, mixed and labour-managed. Multiplicity and continual change characterize the Peruvian agricultural knowledge and information system (AKIS), reflecting changes in the agricultural sector as a whole. The evolution of these changes can be traced back to the pre-Columbian era when a relatively stable and well-organized system based on indigenous knowledge prevailed. During colonial (1532–1821) and early Republican times (beginning 1821) several changes affecting the agricultural sector contributed to a weakening of indigenous knowledge systems. During the 20th century extension services provided by the government (...) and a variety of private organizations began to play an important role in the dissemination of information, albeit in an erratic way. Since the 1970s the system increased in complexity with the emergence of non-governmental institutions. Today government participation is limited and there is a more important participation by a number of NGOs and private organizations. This diversity of actors using different approaches has generated disarray in the information system owing to the lack of coherent policies to guide the interaction among actors. This paper uses the case of potato pest control-related information to illustrate changes in local knowledge systems. It differentiates pest control based on indigenous knowledge, chemical control, and integrated pest management (IPM) and explains how changes in the system have influenced the use of these three types of information in AKIS. Currently, the coexistence of different types of potato pest control information promoted and used by diverse and usually unconnected sets of organizations and individuals presents a challenge and requires inter-institutional action guided by clear policies to promote sustainable agriculture. In this article I argue that the proper subjects of intangible property claims include medical records, genetic profiles, and gene enhancement techniques. Coupled with a right to privacy these intangible property rights allow individuals a zone of control that will, in most cases, justifiably exclude governmental or societal invasions into private domains. I argue that the threshold for overriding privacy rights and intangible property rights is higher, in relation to genetic enhancement techniques and sensitive personal information, than is (...) commonly suggested. Once the bar is raised, so‐to‐speak, the burden of overriding it is formidable. Thus many policy decisions that have been recently proposed or enacted – citywide audio and video surveillance, law enforcement DNA sweeps, genetic profiling, national bans on genetic testing and enhancement of humans, to name a few – will have to be backed by very strong arguments. Information about positions, from which differences in position are computed (as proposed in the vector-integration-to-endpoint model), provides a more plausible perceptual basis for the control of goal-directed arm movements than information about distance (as proposed in the kinematic model).

Unlike its friendly cousin the placebo effect, the nocebo effect (the effect of expecting a negative outcome) has been almost ignored. Epistemic and ethical confusions related to its existence have gone all but unnoticed. Contrary to what is often asserted, adverse events following from taking placebo interventions are not necessarily nocebo effects; they could have arisen due to natural history. Meanwhile, ethical informed consent (in clinical trials and clinical practice) has centred almost exclusively on the need to inform patients about (...) intervention risks with patients to preserve their autonomy. Researchers have failed to consider the harm caused by the way in which the information is conveyed. In this paper, I argue that the magnitude of nocebo effects must be measured using control groups consisting of untreated patients. And, because the nocebo effect can produce harm, the principle of non-maleficence must be taken into account alongside autonomy when obtaining (ethical) informed consent and communicating intervention risks with patients.
