This article introduces and defines the Health in All Policies concept and examines existing state legislation, with a focus on California. The article starts with an overview of HiAP and then analyzes the status of HiAP legislation, specifically addressing variations across states. Finally, the article describes California's HiAP approach and discusses how communities can apply a HiAP framework not only to improve health outcomes and advance health equity, but also to counteract existing laws and policies that contribute to health inequities.

This paper identifies the phenomenon of conceptual competence injustice, a form of epistemic injustice that occurs when a marginalized epistemic agent makes a conceptual claim and is illegitimately regarded as having failed to grasp one or more of the concepts expressed in her testimony. The notion of a conceptual claim is given a deflationary account that is coextensive with the class of a priori knowable claims. This study reveals a form of oppression that severely hinders marginalized epistemic agents who seek (...) to create or communicate conceptual knowledge. Conceptual competence injustice is compared and contrasted with three other forms of epistemic injustice: testimonial injustice, hermeneutical injustice, and contributory injustice. The purpose of this paper is to draw out a little noticed, but correct and important, consequence of David Lewis’s theory of how the values of contextual parameters are determined. According to Lewis, these values are often determined at least in part by accommodation; to a first approximation, the idea is that contextual parameters tend to take on the values they need to have in order for our utterances to be true. The little-noticed consequence of Lewis’s way of developing these (...) ideas is that what we say is determined in part by the way the conversation unfolds after our utterance. That is, Lewisian accommodation entails a non-standard form of externalism, according to which what we say is determined not only by factors internal to us at the time of our utterance, nor even by truths about our physical or social environment at the time of utterance or by our history, but also by truths about our future—truths about times after the time of our utterance. Seeing this consequence clearly lets us refine and improve upon Lewis’s account of when accommodation can occur. (shrink)

Byrne offers a novel interpretation of the idea that the mind is transparent to its possessor, and that one knows one’s own mind by looking out at the world. This paper argues that his attempts to extend this picture of self-knowledge force him to sacrifice the theoretical parsimony he presents as the primary virtue of his account. The paper concludes by discussing two general problems transparency accounts of self-knowledge must address.

David Carr outlines a distinctively phenomenological approach to history. Rather than asking what history is or how we know history, a phenomenology of history inquires into history as a phenomenon and into the experience of the historical.

The common or lay view of the contribution of Freudian and psychoanalytic theory to our understanding of human sexual conduct seems to be that it is essentially subversive of traditional or conventional sexual morality. For does not the psychoanalytic discovery of psychological causes over which we have no direct control reveal that whatever we may be inclined to do from sexual motives is not a matterfor guilt or shame? Does it not show that much of the sexual guilt and shame (...) that we do experience is merely the product of inhibitions and repressions which are the result of dubiously rational social taboos and parental prohibitions? The paper explores the much-neglected but crucial topic of the capacity of art to transcend time.

Dream lucidity, or being aware that one is dreaming while dreaming, is not an all-or-none phenomenon. Often, subjects report being some variant of “a little lucid” as opposed to completely or not at all. As recent neuroimaging work begins to elucidate the neural underpinnings of lucid experience, understanding subtle phenomenological variation within lucid dreams is essential. Here, we focus on the variability of lucid experience by asking participants to report their awareness of the dream on a 5-point Likert scale. Participants (...) implemented a combination of mnemonic training lucid dream induction methods at home for one week and provided detailed reports about their dream experiences each morning. Consistent with previous research, cognitive induction methods led to about half of participants reporting at least one lucid dream and about half of all dreams including some level of lucidity. However, we also show that induction success rate varies significantly depending on the minimum criteria for lucidity. Participants also reported how much they adhered to specific components of each induction method, and the amount of mnemonic rehearsal during a brief early awake period was predictive of lucidity level. Furthermore, lucidity levels were positively correlated with dream control, dream bizarreness, and next-morning positive affect. Lastly, we asked participants open-ended questions about why they chose particular levels of lucidity. We focus a qualitative discussion on responses to those “semi-lucid” dreams to explore why participants rate their dreams as having intermediate levels of awareness. Together, the present study explores the frequency of semi-lucid dreams, what they are, why they might arise, their correlates, and how they impact methodological concerns in lucid dreaming research. Perhaps the most pressing issue concerning teacher education and training since the end of the Second World War has been that of the role of theory—or principled reflection—in professional expertise. Here, although the main post-war architects of a new educational professionalism clearly envisaged a key role for theory—considering such disciplines as psychology, sociology and philosophy as indispensable for reflective practice—there are nevertheless well-rehearsed difficulties about crediting such disciplines with quite the (applied) role in educational practice of (say) physiology or anatomy (...) in medical practice. This paper argues that while recent developments in professional teacher education and training may have moved on from erstwhile instrumentalist and/or applied science (competence and other) perspectives, there may yet be a case for further progress towards a rather more sophisticated philosophical psychology of teacher knowledge and expertise. Why exactly does he murder the old pawnbroker and her sister? Why, throughout the novel, does he continue to believe that he has committed no crime? And why, despite this belief, does he suffer a form of psychological breakdown and eventually give himself up to the police? This article, which (...) traces Raskolnikov’s literary ancestry to Les Liaisons dangereuses and Le Père Goriot, argues that Raskolnikov, a prototype of the modern “virtuous assassin” described by Albert Camus in L’Homme révolté, commits murder to implement a “magnificent” idea that will establish his worth as a human being. His ultimate collapse results not, as sometimes suggested, from guilt or remorse, or a belief that he has deluded himself about his motives, but from the state of irremediable solitude into which his act plunges him. In fairly recent times there has been an enormous growth of interest, especially from ethical theorists generally under the spell of Aristotle, in both the moral virtues and the central significance of the notion of a virtue for an adequate grasp of the character of moral life. In the light of this it may well appear a useful exercise to sketch in very broad terms how a virtue-theoretical account of moral life and the nature of our moral responses stands in (...) relation to other ethical views and to present the general outline of a case for regarding such an approach as preferable to others. In the first part of this article, then, I shall try to prepare the ground for a virtue-theoretical account by showing how a safe conceptual course needs to be steered between the Scylla of ethical realism and the Charybdis of non-cognitivism. In the second part, however, I shall endeavour to develop a more positive view of the way in which a virtue-theoretical approach may successfully steer this course. (shrink)

Can art illuminate life or is it just so much irrelevant illusion (or delusion)? Certainly, Plato—the great founding father of Western philosophy—seems to have been largely drawn to the latter view. From Plato onwards, however, this more sceptical perspective seems bedevilled by a range of conceptual conflations and confusions regarding the language and purposes of art. Proceeding by way of critical attention to distinctions between (for example) imagination and fantasy and the artistic and the aesthetic and to the different cognitive (...) and affective functions of literal and figurative usage, this article also draws upon diverse insights of poets and artists to argue that the ultimate purpose of the deliberate or “artificial” separation of significant art from “real” human life is nevertheless to enable deeper perception and appreciation of that life. This article argues that underlying Thomas Hobbes' prescription for concentrated power is system of ethics based on his understanding of human nature and the biological processes that govern natural human function. His thesis in Leviathan is not so much an argument for how rulers should rule as much as it is an argument for why individuals should allow themselves to be ruled in a specific manner. The justification for accepting rule comes from right reason which, in turn, comes to us (...) from the dictates of the biological organism. If the biological organism is functioning correctly, it supports those processes and impulses which drive self-preservation. Anything that corrupts these natural processes and impulses are said to contravene right reason. Ultimately, the author believes that theoretical discourse concerning the essential interplay between political ethics and human nature should include consideration of Hobbes alongside Aristotle, David Hume, and others. The teaching of ethics in school is considered important and necessary. But can ethics be taught? And should its teaching consist in conveying knowledge about ethical concepts, possibly a discussion around them, or rather in shaping students’ moral attitudes and appropriate behaviour? The article engages in reflection on these problems with reference to various traditions of ethical thought and moral theory. It proposes to take the contemporary renewed Aristotelian virtue ethics as the main point of reference and basis for educational (...) practice. The concept of phronesis as practical rationality, allowing the formation of moral judgements that are both context-sensitive and take into account the complexity of interests and goods that are difficult to agree upon, seems to be a still valid model for moral education. Teaching and discussion oriented towards the consideration of concrete cases and stories, i.e. training the skills of this type of judgement, avoids the dangers of learning focused on theoretical issues: becoming entangled in definitional ambiguities in defining moral values, or thinking detached from emotion and experience. Learning that consists of analysing a philosophical tradition runs the risk that the knowledge imparted will prove inadequate to the age and level of personal development of the student, generating moral subjectivism and relativistic scepticism. However, this argument is not directed against theorising and the introduction of abstract considerations in the educational process, even at the earliest stages: theorising and the construction of rational justifications are necessary but should result from the inspiration and development of intellectual predispositions, not from the transmission of ready-made knowledge. In this paper I shall describe the symbolic search space paradigm which is the dominant model for most of AI. Coupled with the mechanisms of logic it yields the predominant methodology underlying expert systems which are the most successful application of AI technology to date. Human decision making, more precisely, expert human decision making is the function that expert systems aspire to emulate, if not surpass.Expert systems technology has not yet proved to be a decisive success — it appears to (...) fare better in some areas of human expertise than others. As a result subdomains of human expertise are variously categorised and we shall examine a few of the suggested classification schemes. A particular line of argument explored is one which maintains that certain types of human decision making, at least, are not adequately approximated by the symbolic search space paradigm of AI. Furthermore, attempts to project this inadequate model of human decision making via implementations of expert systems will be detrimental to both our image of ourselves and the future possibilities for AI software.Finally, we examine one possible route to the realization of AI, perhaps even practical applications of AI, that is a significant alternative to the model offered by the symbolic search space paradigm. It would appear that certain deeper concerns about epistemic status and credibility underlie recent heated controversies about faith schools. The evident hostility of secular liberals to religious education in general and faith schools in particular rests on the deep-seated conviction that religious claims, beliefs and narratives are essentially non-rational, if not irrational, and therefore that no religious instruction could avoid indoctrination. Proceeding via an exploration of the non-literal signification of myth and fiction, this essay sets out to show how religious (...) and other non-literal stories and narratives can be routes to objective meaning and truth that fully engage reason and understanding as well as feeling and emotion. However, the article also acknowledges the likely reservations of some religious believers to any such approach. (shrink)
