The ethical issues in conducting research on preventing HIV infection are among the most complex of any area of human subjects research. This article is an update of a 1987 article that addressed potential conflicts between research design and ethics with respect to AIDS prevention among injecting drug users. The present article reviews current ethical issues that arise in the design and conduct of HIV/AIDS prevention research focused on injecting drug users.

ABSTRACT This paper discusses the respective contributions to development ethics made by Louis-Joseph Lebret (1897–1966) and his pupil and successor Denis Goulet (1931–2006). Sections 2 and 3 present steps in the emergence of a field of development ethics, and introduce the work of Lebret and Goulet, noting similarities and contrasts. Sections 4 and 5 clarify different senses and forms of ‘development ethics’, to then discuss who might be called ‘father of development ethics’. Lebret had devised a field of human economics (...) and in the 1950s called for an ethics of development, which he began to sketch. His work made significant advances, especially if development ethics is seen as an interdisciplinary policy-oriented field rather than as a subdiscipline in philosophical ethics. In the 1960s, Goulet went on to outline development ethics as a philosophical subdiscipline and to articulate various themes. In his later work though, while always speaking of a ‘discipline’ of development ethics but mostly meaning disciplined investigation, Goulet largely pursued, as had Lebret, a path toward a policy-oriented field of ‘practical ethics’, not a (sub)disciplinary path in a conventional academic sense. It is a commonplace that one of the primary tasks of natural science is to discover the laws of nature. Those who don’t think that nature has laws will of course disagree; but of those who do, most will be in accord with Armstrong when he writes that natural science, having discovered the kinds and properties of things, should “state the laws” which those things “obey” (Armstrong What is a law 3). No Scholastic philosopher would have included the discovery of (...) the laws of nature among the aims of natural philosophy. Regularities there may be in an Aristotelian world, but the focus of inquiry is elsewhere —on natural kinds, powers, qualities, temperaments. There must have been a change of view at some point. The obvious period in which to look for that change is that period in which the notion of law came to the fore in natural philosophy: the seventeenth century. Though there has been occasional dissension, that notion has been with us ever since. Scientists are quite happy to talk about all sorts of laws, from the basic laws of conservation to “phenomenological” and statistical laws. Philosophers, on the other hand, have found them puzzling. The character attributed to laws seems to be in need of explanation, and yet no convincing explanation is at hand; indeed, as I have mentioned, some philosophers think that natural science has no laws, or at least that it doesn’t need to appeal to them to accomplish its ends. Recent trends in business ethics along with growing attacks upon unions, suggest that employee rights will be a major social concern for business managers during the next decade. However, in most of the discussions of employee rights to date, the very meaning and legitimacy of such rights are often uncritically taken for granted. In this paper, we develop an account of employee rights and defend this conception against what we take to be the strongest in-principle objections to it.

Discussions of global ethics—about the types of ethical claim made on individuals and groups, not only states, by individuals and groups around the world—have had to move beyond the categories inherited in the International Relations discipline. Many important positions are not captured by a framework developed for discussion of inter-state relations. The blindspots seem to reflect an outmoded expectation that (i) giving low normative weight to national boundaries correlates strongly with (ii) giving more normative weight to people beyond one's national (...) boundaries, and vice versa; in other words that these two dimensions in practice reduce to one. The paper develops an enriched categorisation. We need to recognise the separate importance of the two dimensions, and thus distinguish various types of ‘cosmopolitan’ position, including many varieties of libertarian position which give neither national boundaries nor pan-human obligations much (if any) importance. This essay explores Suárez’s commitment to the important causal principle of propinquity or spatial contiguity. Like many, Suárez accepted the principle of no action at a distance. It is argued that this commitment can be retained even though Suárez fundamentally altered the conception of efficient causality because this principle is independent of causality’s nature. Central to understanding Suárez’s commitment to the principle of propinquity is his account of the medium. Furthermore, the contrast between Suárez’s and René Descartes’ accounts of the (...) causal medium are historically significant for understanding the rise of mechanical philosophy during the seventeenth century. Economist-philosopher Amartya Sen's writings on social and political issues have attracted wide audiences. Section 2 introduces his contributions on: how people reason as agents within society; social determinants of people's (lack of) access to goods and of the effective freedoms and agency they enjoy or lack; and associated advocacy of self-specification of identity and high expectations for ‘voice’ and reasoning democracy. Section 3 considers his relation to social theory, his tools for theorizing action in society, and his limited degree of (...) attention to work by sociologists and to capitalism and power structures. Section 4 characterizes a style marked by conceptual refinement, emphases on complexity and individuality, including personal individuality, and reformist optimism. Section 5 shows the features from Sections 3 and 4 at work in his conception of personhood that advocates freedom to make a reasoned composition of personal identity. Similarly, Section 6 addresses his conception of public reasoning and neglect of the sociology of democracy. It contrasts the ideal of a reasoning polity with features in many countries. Sen's programmes for critical autonomy in personhood and for reasoned politics play, nevertheless, a normic role, while his analytical formats help investigation of obstacles to more widespread agency, voice, and democratic participation. This article is an account of the dynamics of interaction across the social sciences and neurosciences. Against an arid rhetoric of ‘interdisciplinarity’, it calls for a more expansive imaginary of what experiment – as practice and ethos – might offer in this space. Arguing that opportunities for collaboration between social scientists and neuroscientists need to be taken seriously, the article situates itself against existing conceptualizations of these dynamics, grouping them under three rubrics: ‘critique’, ‘ebullience’ and ‘interaction’. Despite their differences, each (...) insists on a distinction between sociocultural and neurobiological knowledge, or does not show how a more entangled field might be realized. The article links this absence to the ‘regime of the inter-’, an ethic of interdisciplinarity that guides interaction between disciplines on the understanding of their pre-existing separateness. The argument of the paper is thus twofold: (1) that, contra the ‘regime of the inter-’, it is no longer practicable to maintain a hygienic separation between sociocultural webs and neurobiological architecture; (2) that the cognitive neuroscientific experiment, as a space of epistemological and ontological excess, offers an opportunity to researchers, from all disciplines, to explore and register this realization. Or so we may think: the biographer's sources are almost always tipped one way or the other, and it is his or her job to establish, or divine, the way of authentic (...) fact and, if facts fall short, then of sturdy sober hypothesis. In general the debunker has more fun, especially when the weight of tradition favors the ennobling, if not the beatification, of its subject.Descartes is a case in point. Until a few years ago, there was in English no satisfactory biography. Now there are three: an "intellectual biography" by Stephen Gaukroger, the Descartes of Geneviève Rodis-Lewis, and Watson's. Gaukroger dwells on Descartes's natural philosophy, especially in the early years. Only after 300 pages does he reach the period of the Discourse, Descartes's first published work. Rodis-Lewis offers a more even-handed treatment, the fruits of a lifetime of study. Her Descartes resembles, not the modern scientist or professional philosopher, but the ancient sage for whom metaphysics is a once-in-a-lifetime affair, and even natural philosophy subordinate to wisdom. Watson's Descartes is an altogether more worldly type, born into a family of lawyers, well-connected, touchy [End Page 113] about his place in social and scientific circles, and not all that interested in what we think of now as philosophy. Nor, for that matter, is Watson: you will look in vain for an analysis of the Meditations, a discussion of method, or a definition of générosité. (Watson does conclude, I should note, with a discussion of Descartes's doctrine on the soul, whose title might well have been "The future of an illusion" if Freud had not used it already.)If you like your philosophy uncluttered by context, if you find it worthwhile to read or write about "Cartesian skepticism" or "Cartesian dualism" without troubling yourself to understand who the historical Descartes was, or what might have moved him to confront the skeptics and save the soul, then Watson is not for you. It is emphatically a Life, not a Life and Works. It is, moreover, a life in the manner of many modern biographers, in which the biographer, rather than conceal himself behind the curtains of scholarly convention, figures into the narrative, retracing the steps of Descartes's passage to Italy, examining the baptismal certificate of Descartes's illegitimate daughter Francine, and eating lunch at the Queen Kristina restaurant "next door to the house in which Descartes died" (303). The quality of a biography thus written depends in part on the personality of its author (and in the case of Cogito Ergo Sum, the author's wife, who intervenes more than once on the side of common sense during their peregrinations). Watson is, to my mind, an agreeable companion, dedicated to the search for biographical truth, impatient with hagiographic fog and time-hallowed error, down-to-earth in his assessment of Descartes's motives and circumstances.One example to show the differences among the three biographies. In November 1618 Descartes met the future Latin schoolmaster Isaac Beeckman in Breda. Beeckman records with enthusiasm their joint endeavors in physico-mathematics over the next few months (Gaukroger has the details). It seems clear that the impetus for studying the various problems mentioned in Beeckman's Journal came from Beeckman, who had been pondering physical questions since 1613 or before. Descartes's contribution, at least at first, was his immense mathematical skill. Their interests lay largely within the "mixed mathematics" of the period, especially hydrostatics and mechanics. They also discussed music, an aspect of the "new science" now often neglected (but see H. F. Cohen, Quantifying Music [Dordrecht, 1984]). On New Year's day 1619 Descartes presented Beeckman with his Compendium musicæ (Gaukroger 74, Rodis-Lewis 51/29). A decade later, Descartes, having heard that Beeckman had appropriated the Compendium to himself, became angry and eventually, late in 1630, dismissed Beeckman with a masterpiece of de haut... Bayle's article on Rorarius, author of a work purporting to demonstrate that animals reason better than humans, describes and rejects all but one of the current opinions concerning the souls of animals. That survivor is Leibniz's theory of monads, but Bayle cannot accept pre-established harmony, and so Leibniz goes by the wayside too. Bayle exhibits clearly the consequences of Cartesianism for attempts to distinguish us from the animals. The alternatives are reduced to two: either we do not have an immortal (...) soul, or animals do. Both are untenable on moral grounds. The result for Bayle is that no opinion on animal souls can be stably maintained. (shrink)

The science of the soul exceeds all other parts of philosophy not only in “dignity and exactness”, but also in “usefulness, necessity, charm, and, above all, in difficulty”.1 As the body is the subject of health and disease, so too the soul is the subject of virtue and vice; and just as the physician must devote great effort to knowing the body, anyone who treats morals “must take care to have a clear understanding of things pertaining to the scientia de (...) anima”.2 To be mistaken about the soul, in the way of materialists or the impious Averroes, is to leave “the good without reward, and evil without punishment”, and thus to “uproot all good morals, all laws and Republics”.3 The study of the soul is inescapably a prolegomenon to moral philosophy and to theology. But because it studies what is common to all living things, the science of the soul also prepares the way for the study of particular plants and animals, just as physics precedes the study of elements and mixtures.4 The natural philosopher deals with six kinds of bodies: the simple incorruptible bodies of the heavens, the simple but corruptible terrestrial elements, imperfect mixtures (ice, comets), perfect inanimate mixtures (metals and pre-. Work on global ethics looks at ethical connections on a global scale. It should link closely to environmental ethics, recognizing that we live in unified social-ecological systems, and to development ethics, attending systematically to the lives and interests of contemporary and future poor, marginal and vulnerable persons and groups within these systems and to the effects on them of forces around the globe. Fulfilling these tasks requires awareness of work outside academic ethics alone, in other disciplines and across disciplines, in (...) public debates and private agendas. A relevant ethics enterprise must engage in systematic description and understanding of the ethical stances that are expressed or hidden in the work of influential stakeholders and analysts, and seek to influence and participate, indeed embed itself, in the expressed and hidden choice-making involved in designing and conducting scientific research and in policy analysis and preparation; it will contribute in value-critical and interpretive policy analysis. It will explore how the allocation of attention and of concern in research and policy depend on perceptions of identity and of degrees of interconnection, and are influenced by the choice or avoidance of humanistic interpretive methodologies. Are the laws of nature among the eternal truths that, according to Descartes, are created by God? The basis of those laws is the immutability of the divine will, which is not an eternal truth, but a divine attribute. On the other hand, the realization of those laws, and in particular, the quantitative consequences to be drawn from them, depend upon the eternal truths insofar as those truths include the foundations of geometry and arithmetic.

En 1983, un groupe de femmes japonaises francophiles, très intéressées par le féminisme français et les changements rapides de la vie des femmes en France depuis les années 1970, créent la Société Franco-japonaise des Études sur les Femmes. Le but est de promouvoir une meilleure compréhension entre les deux cultures et de développer des liens avec les Françaises sur un grand nombre de questions féminines. Le projet se révéla vite être un succès. Parmi les études entreprises par la Société, l’analyse (...) comparée de l’histoire des Françaises et des Japonaises, domaine très peu exploré alors, a suscité un vif intérêt chez les participantes. Cet article revient sur vingt années de réflexion, de recherche, et d’échange par un groupe d’historiennes non-professionnelles sur les relations entre histoire et expériences de vie personnelles. Il nous montre comment l’étude de l’histoire des femmes dans un contexte international peut être fructueuse et bénéfique, et combien une libre discussion collective, sans tabous, sur ce sujet peut éveiller ou approfondir la conscience féministe. The notion of an automaton, as it is employed in the natural philosophy of Descartes and his closest followers, has three main components. None of them is new; what is new in early modern philosophy is the uses to which this old notion is put, and the idiosyncrasies into which its components are combined by subsequent philosophers. The thaumaturgic element is never entirely suppressed; but the more down-to-earth usage exemplified in antiquity by Aristotle’s references predominates. The automaton is quite often (...) the opposite of wonderful: phenomena that might excited wonder are proved to be unworthy of it, just by showing that they are the productions of an automaton. The automaton is, first of all, a machine, and therefore an artifact, human or (if the metaphor becomes literal) divine. It offers a model of intelligibility—to use Peter Dear’s term—for a certain class of natural phenomena, namely those we find in living things. But Descartes wants from it something more. In Descartes’ usage, a machine is that which makes itself available not just to “mechanical” explanation, but to a complete explanation, an explanation that makes all others superfluous. Not all machines, of course, are automata. Two further components figure in the notion. One is that automata are typically imitative. From the automata thaumata of Aristotle’s De Motu animalium to the nymphs of Salomon de Caus’s fountains, many automata are likenesses, partaking both of the iconic (to use Peirce’s term) and the symbolic. Moving sculptures proceed moving pictures by over two thousand years. They succeeded if they convinced their audiences that they could do what their prototypes did—where the doing is typically restricted to some few sorts of act. Experience makes its mark on us in many ways. It leaves traces; it instills habits. A trace, as I define it here, is a quality of the soul or mind which is distinguished by its content, its intentional object. Aristotelian species and Cartesian ideas are traces. A habit I take, following Suárez, to be a quality of the soul which assists in the acts of a power of the soul, enabling them to be performed more easily and promptly. I will (...) use the Latin word habitus for habits so understood. This paper examines, in a preliminary way, the fate of habitus in early modern philosophy. In comparing just two authors, Suárez and Descartes, it can only suggest, schematically, how that fate is to be understood. My suggestion is that the role of habitus in Suárez’s psychology is occupied in Descartes’ psychology by association, understood mechanistically, and by resolution—the mind’s act of binding itself to be guided by certain judgments. These, being acts of will directed toward ideas, are rather traces than habits. No doubt the history is not so simple as this contrast makes it appear. Already, we will see, in Suárez and Descartes, we must complicate the scheme: in Suárez’s case, by the fact that some habitus seem to be expressible as rules; in Descartes’, by phenomena resembling the Suárezian habitus. Nevertheless I think the scheme offers a useful first approximation to the early modern history of habit. (shrink)
