Scholars in philosophy, law, economics and other fields have widely debated how science, environmental precaution, and economic interests should be balanced in urgent contemporary problems, such as climate change. One controversial focus of these discussions is the precautionary principle, according to which scientific uncertainty should not be a reason for delay in the face of serious threats to the environment or health. While the precautionary principle has been very influential, no generally accepted definition of it exists and critics (...) charge that it is incoherent or hopelessly vague. This book presents and defends an interpretation of the precautionary principle from the perspective of philosophy of science, looking particularly at how it connects to decisions, scientific procedures, and evidence. This work examines Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. In the enquiry into the ethics of the policies, Kagawa-Fox explores how Western philosophers combined their theories to develop a 'Western environmental ethics code'; she also reveals the existence of a unique 'Japanese environmental ethics code' built on Japan's cultural traditions, religious practices, and empirical experiences. The discovery of the distinctive Japanese code is not only important (...) for what it discloses as a new philosophy, but most importantly how it can be used to analyse the ethical framework of the Japanese policies. In spite of the positive contributions that Japan has shown towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its global environmental policy. The policies examined in the three case studies comprising whaling, nuclear energy, and forestry, have also been found wanting in ecological ethical considerations, both from a Western and Japanese perspective. The main reason for this is that the integrity of the policies has been compromised by Japanese vested interest groups; business and political interests ensure that the policies are primarily focused on maintaining sustainable economic growth. In recent years, philosophers of science have taken renewed interest in pursuing scholarship that is “socially engaged.” As a result, this scholarship has become increasingly relevant to public policy. In order to illustrate the ways in which the philosophy of science can inform public policy, this chapter focuses specifically on environmental research and policy. It shows how philosophy can assist with environmental policy making in three ways: clarifying the roles of values in (...) policy-relevant science; addressing scientific dissent, especially in response to “hot-button” policy issues; and responding thoughtfully to scientific uncertainty. Although many small businesses and a great number of large enterprises have environmental policies, the contents of such policies vary widely according to their emphases either on technical rationality and technocentrism/technocracy or on ecological rationality and ecocentrism/ecocracy. I present them in four categories: with regard to strong anthropocentrism, (1) the neo-technocratic enterprise and (2) the techno-environmentalist enterprise; and with regard to weak anthropocentrism, (3) the pseudo-environmentalist enterprise and (4) the quasi-environmentalist enterprise. Such a typology can be useful for business (...) managers to write and/or review their environmental policies. This dissertation addresses two questions at the center of critical debate about ecology’s ability to provide scientific guidance in efforts to address mounting environmental problems. The first concerns whether and, if so, how theoretical ecological models (TEMs) can usefully inform environmental policy and resource management decision-making. The second concerns whether and, if so, in what manner the entities such models characterize (i.e., ecological populations, communities, and systems) exist. Throughout this work, I clarify how these questions are, and (...) are not, related and infer answers to each by analyzing the arguments of critics of theoretical, TEM-based, ecological research and analyzing ecologist’s practices of using TEMs in landmark research studies. My analyses illuminate numerous ways in which theoretical ecological research can aid in environmental policy and resource management decision-making, and show that modern ecologists embrace a largely ontology-neutral metaphysics and instrumentalist epistemology (contrary to the received view among critics of ecology). I defuse a number of popular criticisms of theoretical ecological research by showing that they rely on confusions about ecology’s conceptual foundations and the reasoning processes employed in theoretical ecological research. At the same time, I take pains to isolate the substantive point about the limitations of such research that critics can reasonably make. Accordingly, the overarching structure of this dissertation sees it as an effort to, first, isolate the substantive point critics make about the limitations of theoretical ecological research and then identify ways in which such research can aid in practical decision-making despite those limitations. This dissertation pushes forward the philosophical and broader crossdisciplinary dialogue concerning ecology’s conceptual foundations and practical value, while at once directly addressing the ever more urgent practical need to make plain how theoretical ecological research can usefully inform crucially important political, ethical, and management decisions about how best to cope with mounting environmental problems. It contributes to multiple disciplines as such, and students and professionals of all stripes interested in ecology and its practical applications should find resources to extend their own investigations in it. A world faced with global climate change needs actionable ways to curb its effects. We suggest that Ubuntu philosophy is a way to achieve peaceful coexistence between humans and the ecosystem. From an African perspective, we use Ubuntu philosophy’s concepts to understand how humans can create environmental policies and environmental education pedagogy. We use historical ecology and document review to explore the connections between humans, ecology, and Ubuntu philosophy. An understanding of how philosophy and (...) ecology relate is proposed to fill the gap in the cosmological premise between the African person and ecology. The study first sets out a relational model of humans and the ecosystem, then applies the ecology of education to environmental policy formulation. The research demonstrates that humanness with humaneness and collectivism, afro-eco-communitarianism, Ubuntu consensus politics, and Ubuntugogy are concepts underlying how the essence of Ubuntu philosophy can inform an ecofriendly society. The ethno-philo-cological underpinnings help conceptualize these concepts of community. Finally, the study’s conclusion shows how the concepts of Ubuntu philosophy suggest ways to improve environmental education and policy formulation. The rapid growth of human population and associated industrialisation creates strains on resources and climate. One way to understand the impact of human activity is to quantify the total environmental pressures by measuring the ‘footprint’. Footprints account for the total direct and/or indirect effects of a product or a consumption activity, which may be related to e.g. carbon, water or land use, and can be seen as a proxy for environmental responsibility. Footprints shape climate and resource debates, especially (...) concerning environmental strategies. However, in general, footprints hold a dichotomous producer–consumer perspective that is not unanimously accepted. In addition, the current footprinting system transmits a simplistic message about environmental responsibility that taints the justice debate and jeopardises the validity of policies based on them. Consequently, it is crucial to question who is accountable for adverse environmental effects. It is also critical to investigate how the methodological characteristics of footprints shape and affect the efficacy of policies on climate and natural resources. This article examines these challenges, focusing on negative justice and policy implications resulting from assigning environmental responsibility to a sole agent. The article proposes, and morally justifies, the development of a footprinting method that includes justice parameters in an attempt to render fair results that are more meaningful for environmental action. The second objective is to establish the potential of this new framework to promote environmental responsibility and justice while facilitating policymaking. The suggested justice elements aim at turning footprints into a concrete environmental policy instrument framed under the value of environmental fairness. (shrink)

A commitment to receive input from stakeholders is often obligatory in the crafting of environmental policies. This requirement is presumed to satisfy certain conditions of democracy. The need for stakeholder input is quite intuitive; public decision makers want to know what their constituents—or at least a limited number of them—think about certain issues. 환경문제가 각 나라와 국제사회의 현안으로 대두하고 있으므로, 이를 해결할 정책적 접근이 요청된다. 이때 정책은 올바른 이념이나 철학이 인도하지 않으면, 시류에 편승하게 됨으로써 목표 달성에 이르지 못한 채 표류하기 십상이다. 따라서 환경정책은 규범적으로 정당화되기 위해서 환경정책철학에 의거해야 한다. 역사적으로 조망할 때 정책철학의 원리로 민주주의와 효용성, 정의 그리고 생태적 건전성의 원리를 분별할 수 있다. 이런 복수의 원리 가운데 어느 것에 가중치를 두느냐에 따라 사회적 성격이 달라지겠지만, 어떤 정책도 기본적으로 네 가지 원리를 유념해야 한다. 다만 환경문제는 지구적 차원에서 후진국의 사회발전 요구와 선진국의 자연보호 (...) 주장을 함께 고려해야 하는 복잡한 상황을 조성했다. 이 딜레마를 타개할 방안으로 지속가능한 발전이 제기되었다. 이 개념을 구체화하는 과정에서 환경정책철학의 원칙으로 형평성과 민주주의, 사전예방, 정책통합, 그리고 계획의 원칙을 우선적으로 드러낼 수 있다. 한국은 1996년 말에 OECD 가입국이 됨으로써 다른 선진국과 함께 공통의 평가를 받게 되었다. 이에 따라서 가장 최근에 ‘2006 OECD 한국 환경성과평가보고서’가 나왔다. 이것에 의거하면, 한국의 환경성과는 점차 좋아지고 있다. 그러나 필자가 제시한 환경정책철학의 원리에 의거하여 평가를 하면, 그것은 여전히 많은 문제를 드러내고 있다. 그러므로 한국에서 환경정책을 입안하거나 시행할 때, 정책철학의 원리에 보다 분명하게 의존해야 한다. 이럴 경우에만, 한국은 환경문제 해결에 보다 책임있는 역할을 하게 될 것이다. Yet ecological rationality as a distinctive form of reason can only be understood and appreciated in the context of a larger body of work on the general concept of rationality. In particular, Herbert Simon’s differentiation between substantive and proceduralrationality and Paul Diesing’s specification of forms of practical reason are useful tools in mapping and defining ecological rationality. Values have always tended to play a central role in discourse on the environment, a tendency which is currently particularly evident in the biodiversity context. Traditionally, arguments about the environment have invoked instrumental value to highlight the necessity or utility of a healthy environment for people and intrinsic value to emphasize the importance of protecting nature for its own sake. More recently, this value dichotomy has been challenged, and the notion of a third value category – relational value – has (...) been introduced into the political and social conservation discussion. In the field of environmental philosophy, the idea of a third category of environmental value already has a longer tradition. This article describes and compares several philosophical accounts of third-category environmental value to contribute to a better characterization of relational value and thus to a better understanding of the role this type of value can play in environmental discourse and policy. Recently, there has been a rise in pessimism concerning what theoretical ecology can offer conservation biologists in the formation of reasonable environmental policies. In this paper, I look at one of the pessimistic arguments offered by Kristin Shrader-Frechette and E. D. McCoy (1993, 1994)--the argument from conceptual imprecision. I suggest that their argument rests on an inadequate account of the concepts of ecological stability and that there has been conceptual progress with respect to complexity-stability hypotheses. A clarification of Naess's ?depth metaphor? is offered. The relationship between Naess's empirical semantics and communication theory and his deep ecology approach to ecophilosophy (DEA) is developed. Naess's efforts to highlight significant conflicts by eliminating misunderstandings and promoting deep problematizing are focused upon. These insights are used to develop the implications of the DEA for environmental policy. Naess's efforts to promote the integration of science, ethics, and politics are related to the National Environmental Policy Act (NEPA). (...) The action?oriented aspect of deep ecology, its focus upon redirecting environmental policy, is also highlighted. The discussion is framed by Brian Norton's contention, in Toward Unity Among Environmentalists, that Naess's deep/ shallow distinction is not consequential. In the final section some of the uniqueness of Naess's contribution is intimated, the ?sturdiness? of deep ecology's foundation is considered, and directions for future theoretical and practical contributions are suggested. As will be observed, Naess has many important insights to offer, but some vexing issues persist. (shrink)

This paper suggests that most of the FTSE-listed firms in the United Kingdom use corporate environmental policy statements to communicate their strategic intent of what environmental and social targets to attain, and broad guidelines of how they will progressively achieve all the required changes and new developments. In this paper, we link the contents of CEPS of a sample of FTSE-listed firms to the voluntary participation in the environmental benchmarking exercise and the various levels of (...) class='Hi'>environmental performance therein. The findings suggest that in contrast to their non-participating counterparts, the strategic focus of the participating firms transcends from simply mitigating any potential damages that their operations might have on the environment to business process reengineering and building new implementation capabilities. However, not all of the participating firms achieved excellence in their environmental performance, the high performing firms outweighed their counterparts on their emphasis on technological competence and competitiveness, and interestingly, the average-performing firms would use the strategic emphasis on social responsibility to compensate for their mediocre technological competence. Most applications of cost-benefit analysis in environmental policy, and almost all the controversial cases, involve the use of contingent valuation (CV) surveys. There is now a relatively well-developed critique of CV as a method of public consultation on environmental issues. Theories of deliberative democracy have been invoked which question the individualistic, preference-based calculus of CV. A particular deliberative institution which has recently received much attention is the citizens' jury (CJ). While CJs and other deliberative institutions have come (...) to be regarded as alternatives to CV, it is far from obvious in what sense this is true. The discussion begins by exploring the extent to which CV and CJ can be meaningfully compared. After specifying a limited sense in which this is possible, the paper goes on to assess the virtues of deliberation by reference to this comparison. Much of the assessment is made from the perspective of rational choice theory, because that approach has been influential amongst critics of deliberative democracy. The principle of liberal neutrality requires governments to avoid acting to promote particular conceptions of the good life. Yet by determining who uses natural resources and how, environmental policy makers can affect the availability of resources needed by individuals to carry on meaningful lives and in doing so can effectively privilege some versions of the good life at the expense of others. A commitment to liberal neutrality by implication promotes environmental policy that accommodates competing activities in (...) order to provide a wide range of resources that can support diversity in individual lives. The Aristotelian view that public institutions should aim at the good life is criticized on the grounds that it makes for an authoritarian politics that is incompatible with the pluralism of modem society. The criticism seems to have particular power against modem environmentalism, that it offers a local vision of the good life which fails to appreciate the variety of possible human relationships to the natural environment, andso, as a guide to public policy, it leads to green authoritarianism. This (...) paper argues to the contrary that an Aristotelian position which defends environmental goods as constitutive of the good life is consistent with recognition of the plurality of ways our relations to the natural world can be lived. In lieu of an abstract, here is a brief excerpt of the content:The Past and Future of Environmental Ethics/PhilosophyBryan Norton (bio)About 15 years ago, at one of the first meetings of the group known as the International Society for Environmental Ethics (ISEE) at American Philosophical Association (APA) meetings, I drew an analogy with the field of medical ethics, arguing that environmental ethicists should look beyond philosophy departments and seek liaisons with Schools of Forestry, Schools of Marine (...) Science, and Environmental Studies Programs, and that philosophers should take a more active role in policy discussions and process. At that time, I was actively engaged in the actual policy processes, at the Environmental Protection Agency and other agencies, and perceived that: (a) These agencies desperately needed the kinds of conceptual and normative analysis philosophers could provide; but that (b) Practitioners of environmental policy did not find that the categories and concepts of traditional "metaphysical" approaches to environmental value provided them with useful guidance in policy decision making.My urging gained me some heavy criticism, and even made me some enemies, as leading members of the environmental ethics establishment openly complained that my judgment—in seeing philosophy of environmental protection as needing a basis in analysis of possible actions—had been compromised by "spending too much time inside the beltway."Since those early years, I have watched my colleagues in environmental ethics debate this point, but mainly as a sideline to their metaphysical speculation.In the meantime, my colleagues in medical ethics have populated medical schools, formed liaisons with medical research institutions, and become regular commentators on newscasts about ethically controversial medical issues. Meanwhile, Chris Stone, the legal scholar, had his students do a word search of the Congressional Record over several years, and found almost no references to "environmental ethics."As I see it, there are three differences between the environmental ethics and the medical ethics cases: (1) Philosophers have responded to medical issues by engaging practitioners, while most environmental ethicists have become, at best, "token" members of philosophy departments and, whereas medical ethics practitioners tend to talk about decision criteria [End Page 134] ("informed consent", etc.), environmental ethicist continue to concentrate on the metaphysical foundations of environmental values; (2) The medical profession, beset with public controversies, recognized the need for more ethical discourse about medical choices, and actively embraced philosophers in their programs, whereas most environmental practioners cannot see how philosophical analysis will help them to make better decisions; and (3) Being much wealthier than environmentalists, the medical schools and professionals were able to initiate positions and offer financial support, while environmental ethicists have to compete with other environmental researchers and commentators for small pots of funding.While we can't do much about (3), we can, I assert, do a lot more about (1) and (2). With respect to philosophy departments, the trend may be(and in my view should be) toward developing joint appointments between philosophy departments and policy schools, forestry schools, and environmental studies programs. This will bring philosophers and students into more direct contact with real problems and the language of decision making, rather than metaphysics. And with respect to point (2), I continue to urge environmental philosophers to address real problems, rather than operating on an abstract level and then finding "applications" of these abstractions.Philosophers, in other words, should become more "pragmatic" in their approach to both policy and philosophy. One aspect of this move is the need—after years of thinking of environmental philosophy as environmental ethics—to concentrate on epistemological, not metaphysical, aspects of environmental science and decision making.Let me expand on this last point, because it seems to me to be the most important consideration affecting the future of environmental ethics, at least in the short and medium run. I think the central debates about whether nonhumans have "intrinsic value" will be (and should be) replaced with a vigorous discussion of the epistemology of all environmental values. Recently, two leading environmental philosophers, Baird Callicott and Mark Sagoff, have strongly endorsed what would traditionally be called "non-naturalist" approaches to the epistemology of environmental ethics. The primary objective of this anthology is to make intergenerational justice an issue for intercultural philosophy, and, conversely, to allow the latter to enrich the former. In times of large-scale environmental destabilization, fair- ness between generations is an urgent issue of justice across time, but it is also a global issue of justice across geographical and nation-state borders. This means that the future generations envisioned by the currently living also cross these borders. Thus, different philosophical cultures and traditions (...) of thought should converse to re ect on what is fair to future people. A policy turn in environmental philosophy means a shift from philosophers writing philosophy essays for other philosophers to doing interdisciplinary research and working on projects with public agencies, policy makers, and the private sector. Despite some steps in this direction, a policy turn remains largely unrealized within the community of environmental philosophers. Completing this shift can contribute to better decision making, help discover new areas for philosophic investigation at the intersection of philosophy (...) and policy, and identify new employment prospects for philosophy graduates. A random sample of 146 fortune 500 firms were surveyed in 1996 to determine whether firm size and industry type affect employers' level of involvement and support of ethical and environmental policies and practices. The study found relationships between firm size and ethical and environmental policies and practices. While the majority of firms (90.3%), regardless of size, have a formal written code of ethics, large firms are more likely to employ an ombudsperson to handle ethical concerns and to (...) have a network confidentiality policy. Although most firms (83.5%) have a formal written environmental policy, large firms are more inclined to invest in new ways to reduce the production of various types of waste. Another interesting twist to the study has to do with the relationships found between industry type and ethical and environmental policies and practices. Industries, such as the computers and electronics and scientific and photographics sectors, that are involved with high precision products and industries, such as mining, crude oil, and petroleum refining, that utilize natural resources are more inclined to have a formal written code of ethics and social responsibility. In addition, industries that utilize natural resources are more likely than other industries to have formal written environmental policies and practices. (shrink)
