As public administrations adopt artificial intelligence (AI), we see this transition has the potential to transform public service and public policies, by offering a rapid turnaround on decision making and service delivery. However, a recent series of criticisms have pointed to problematic aspects of mainstreaming AI systems in public administration, noting troubled outcomes in terms of justice and values. The argument supplied here is that any public administration adopting AI systems must consider and address ambiguities and uncertainties surrounding two key (...) dimensions: the algorithms’ results, and how public managers make decisions for and about AI systems’ design. The article is based on bibliographic research in institutional theory perspective that relates the design of AI systems and relevant literature on the decision-making process in public policy. The main finding is to explain why autonomous decision systems continue to reproduce ambiguities and uncertainties when applied in public administration and propose a reflection on AI governance in public administration. This article points to the need for design institutions that immerse themselves in understanding the nuances, details, and potential outcomes of AI governance for public administration. Such institutions would reconcile consequentialist logic with a logic of appropriateness to help navigate and mediate ambiguities and uncertainties. (shrink)

There is no systematic knowledge about how individuals with Locked-in Syndrome experience their situation. A phenomenology of LIS, in the sense of a description of subjective experience as lived by the ill persons themselves, does not yet exist as an organized endeavor. The present article takes a step in that direction by reviewing various materials and making some suggestions. First-person narratives provide the most important sources, but very few have been discussed. LIS barely appears in bioethics and neuroethics. Research on (...) Quality of Life provides relevant information, one questionnaire study explores the sense of personal continuity in LIS patients, and LIS has been used as a test case of theories in “embodied cognition” and to explore issues in the phenomenology of illness and communication. A systematic phenomenology of LIS would draw on these different areas: while some deal directly with subjective experience, others throw light on its psychological, sociocultural and materials conditions. Such an undertaking can contribute to the improvement of care and QOL, and help inform philosophical questions, such as those concerning the properties that define persons, the conditions of their identity and continuity, or the dynamics of embodiment and intersubjectivity. In finite type arithmetic, the real numbers are represented by rapidly converging Cauchy sequences of rational numbers. Ulrich Kohlenbach introduced abstract types for certain structures such as metric spaces, normed spaces, Hilbert spaces, etc. With these types, the elements of the spaces are given directly, not through the mediation of a representation. However, these abstract spaces presuppose the real numbers. In this paper, we show how to set up an abstract type for the real numbers. Nenhum discurso que pretenda estar em público de forma teórico, jurídico e politicamente correta coloca em questão sua nobreza, principalmente em seu nexo com o direito. Os direitos da pessoa são justamente sobre o quê não se deve tergiversar. Contemporary political theories have made significant progress toward identifying the principles for an egalitarian society. From this perspective, Edward Bellamy's radical and pluralistic egalitarianism can be read not only as a relevant precedent but as a source of sophisticated arguments capable of enriching current debates. Although unfairly overlooked as theoretical works, Bellamy's utopias can be read today as offering insights that bring together and combine key modern ideals of liberty, equality, and fraternity. Therefore, this article argues that Bellamy's conception of (...) equality involves several dimensions and functions as a background condition for effective freedoms; that these liberties are not at odds with voluntary equality; and that fraternity—understood in Rawlsian terms—makes sense in a free and equal soci- ety, as it is guaranteed both by institutional means and by personal decisions. El ensayo consta de tres partes: primera, un breve estudio histórico del surgimiento de las políticas radicales, con especial atención al papel político desempeñado en Europa a lo largo del siglo XVI por las revoluciones sociales inspiradas en el cristianismo reformado. Segunda, una lectura crítica de la secularización como paradigma de modernización que transformó a los dioses movilizadores del radicalismo político. Incluye un comentario del debate entre Karl Löwith y Hans Blumenberg en torno al surgimiento de una concepción moderna de (...) la temporalidad histórica y a la relación entre progreso y escatología. Y una tercera, un apunte filosófico sobre el desplazamiento semántico del término «extremismo» como síntoma del olvido posmoderno de lo político. Finalmente, el análisis histórico de las relaciones entre extremismos y desencantamiento se centra en la importancia que adquiere la ficción como figura del poder político. (shrink)

When, on December 7, 2000, the European Parliament, the Council and the Commission proclaimed solemnly in Nice the Charter of Fundamental Rights of the European Union, many thought that European integration was practically guaranteed and that the Charter would soon be made into a binding legal text. Since then, the two attempts to enact a European consitution – the Constitutional Treaty for the European Union of 2004 and the arguably less ambitious Treaty of Lisbon of 2007 – both failed. Further (...) efforts at unification have stagnated, in part due to the 2008 economic crisis and the European Union’s inability to coordinate responses to issues as serious as immigration, the refugee crisis, and terrorism. In this paper, I examine a theoretical counterpoint to that bleak perspective for European unification, to wit, Jürgen Habermas’ eurofederalist proposal of the postnational democracy and European constitutional patriotism. Nos dias atuais, o avanço da Teologia da Prosperidade não pode não ser observado tendo em vista o número crescente de igrejas neopentecostais que adotam o princípio de um Deus Cristão diretamente vinculado às questões de prosperidade, uma vez que ser bem sucedido financeiramente requer a aprovação de um deus acionável e subserviente. Assim, surgem questionamentos sobre as diferenças existentes entre a TP e a conhecida Teologia da gratuidade encontrada na Bíblia. Concordamos com Moltmann ao assumir que a ressurreição não (...) esvazia na cruz, mas a preenche de significado. A partir dessa perspectiva, percebemos que a relação com o Pai não é mais marcada pela onipotência, mas pela entrega e solidariedade no abandono, ou seja, a relação não é mais marcada pela disputa da onipotência, não é mais medida e orientada pelo narcisismo e pela privação como renúncia de instintos exigida pelo Deus da ilusão com vista a uma retribuição como justiça final, mas pela analogia. Systematic semantic ambiguities result from the interaction of the two operations that are involved in resolving ellipsis in the presence of scoping elements such as quantifiers and intensional operators: scope determination for the scoping elements and resolution of the elided relation. A variety of problematic examples previously noted - by Sag, Hirschbüihler, Gawron and Peters, Harper, and others - all have to do with such interactions. In previous work, we showed how ellipsis resolution can be stated and solved in equational (...) terms. Furthermore, this equational analysis of ellipsis provides a uniform framework in which interactions between ellipsis resolution and scope determination can be captured. As a consequence, an account of the problematic examples follows directly from the equational method. The goal of this paper is merely to point out this pleasant aspect of the equational analysis, through its application to these cases. No new analytical methods or associated formalism are presented, with the exception of a straightforward extension of the equational method to intensional logic. (shrink)

La oposición a Hegel mediante la cual con frecuencia la tradición presenta la filosofía schopenhaueriana se ha interpretado en ocasiones como una relación de dependencia, en la medida en que aquella habría surgido como una cierta reacción frente a la de Hegel. El artículo muestra que los documentos disponibles acerca de los comienzos de la relación de Schopenhauer con Hegel hacen insostenible tal supuesto, además de ofrecer un marco y diversas claves para comprender su posterior polémica con el hegelianismo.

Finite-state methods are applied to the Russell-Wiener notion of time (based on events) and developed into an account of interval relations and temporal propositions. Strings are formed and collected in regular languages and regular relations that are argued to embody temporal relations in their various underspecified guises. The regular relations include retractions that reduce computations by projecting strings down to an appropriate level of granularity, and non-deterministic relations defining notions of partiality within and across such levels.

The aim of this article is to provide an overview about Simone Weil’s interpretation of the Good in Plato. The article has two parts. In the first one, we focus on her exegesis of the ancient Greek civilization and of the Pythagorean tradition. We also signalize that her interpretation cannot be confused with the one done in Neoplatonism. After that, we investigate her interpretation of Plato’s philosophy with special emphasis on two dialogues : Republic and Timaeus. In the second part (...) we research two main concepts of Simone Weil’s philosophy, i.e., the notions of value and of lecture and finalize our text with the question of how we should situate her appropriation of the Platonic tradition. Finite-state descriptions for temporal semantics are outlined through which to distinguish soft inferences reflecting manners of conceptualization from more robust semantic entailments defined over models. Just what descriptions are built (before being interpreted model-theoretically) and how they are grounded in models of reality explain (upon examination) why some inferences are soft.

In [HKL00] (henceforth HKL), Hamm, Kamp and van Lambalgen declare ‘‘there is no opposition between formal and cognitive semantics,’’ notwithstanding the realist/mentalist divide. That divide separates two sides Jackendo¤ has (in [Jac96], following Chomsky) labeled E(xternalized)-semantics, relating language to a reality independent of speakers, and I(nternalized)-semantics, revolving around mental representations and thought. Although formal semanticists have (following David Lewis) traditionally leaned towards E-semantics, it is reasonable to apply formal methods also to I-semantics. This point is made clear in HKL via (...) two computational approaches to natural language semantics, Discourse Representation Theory (DRT, [KR93]) and the Event Calculus (EC) presented in [LH05]. In this short note, I wish to raise certain questions about EC that can be traced to the applicability of formal methods to E-semantics and I-semantics alike. The reclamation of the body in cognitive psychology and philosophy of mind has been united with that of intersubjectivity in the so-called second-person perspective. The ontogenetic precedence of this view does not, however, entail disaffirmation of the competing theories, which is why it is necessary to clarify how the three can coexist in explaining different cases of mental attribution. Along with this, it has become a matter of debate whether the understanding of the facial expression of the other is in (...) origine by direct perception or corresponds to a semiotic process. The text addresses both questions and makes a case for a primitive, non-semiotic perception of emotion in the face and body of other people. String representations of events are applied to Robin Cooper’s proposal that propositions in natural language semantics are types of situations. Links with the higher types of prooftheoretic semantics are forged, deepening type-theoretic interpretations of Discourse Representation Structures to encompass event structures.

Some recent forms of reliabilism, and the epistemic virtues theory, postulate a compromise between reflectivity and informational reliability. In this paper we present a model of epistemic normativity that makes compatible the reflective instance with the physical process of information gathering.The hard core of this proposal is a concept of metarepresentation that allows to represent both the content and the process of belief formation. This new concept is provided by the Recanati´s Principle of Iconicity. We propose this principle as a (...) basis for a more robust knowledge relationship than the considered ones in the clasical forms of reliabilism. (shrink)

A obra cultural, política e social de Leonardo Coimbra é a temática principal deste livro. De permeio é dada nota dos grandes traços e momentos da história da Primeira República Portuguesa, isso na justa dimensão em que tal ajuda à contextualização e melhor compreensão do objecto principal. O estudo desta extraordinária e multifacetada personalidade – filósofo, homem de ciência, escritor, orador exímio, pedagogo, político – e a análise da sua relação crítica com os poderes instituídos durante o período histórico em (...) apreço, dá-nos conta da enorme distância entre os projectos e intenções do movimento republicano e a obra social efectivamente conseguida pelo regime, ao mesmo tempo que se retratam as vicissitudes e os condicionamentos que a um tal resultado conduziram. Republicano de todas as horas, Leonardo nunca deixou de verberar no republicanismo aquilo que considerava serem erros de essência e de forma, desde os postulados positivistas até às lutas fratricidas em que, insensatamente, se empenharam os filhos da República. Mas também a sua palavra, celebrando momentos de heroicidade, de união, de glória, sobretudo um tributo ao povo republicano, ao povo humilde das grandes cidades, que tão abnegadamente amou a República e por ela se bateu. Uma chamada de atenção para um trajecto espiritual percorrido por esta figura de livre-pensador que, pouco a pouco, se foi aproximando de um cristianismo católico, acabando por se converter oficialmente a esta fé, uma semana antes da sua trágica morte. Fica-nos, por fim, o conhecimento da obra cultural de Leonardo e a perpetuação da mesma, primeiramente através de uma geração de discípulos que, de perto, privou com o Mestre e depois os discípulos dos discípulos, ou seja, uma segunda geração de seguidores, todos unidos pela figura e pelo legado cultural de Leonardo Coimbra, a quem alguém chamou, com felicidade, “Mestre dos Mestres”.
