What is the relation between monetary policy and inequalities in income and wealth? This question has received insufficient attention, especially in light of the unconventional policies introduced since the 2008 financial crisis. The article analyzes three ways in which the concern central banks show for inequalities in their official statements remains incomplete and underdeveloped. First, central banks tend to care about inequality for instrumental reasons only. When they do assign intrinsic value to containing inequalities, they shy away from trade-offs with (...) the standard objectives of monetary policy that such a position entails. Second, central banks play down the causal impact monetary policy has on inequalities. When they do acknowledge it, they defend their actions by claiming that it is an unintended side effect, that it is temporary, and/or that any alternative policy would fare even worse. The article appeals to the doctrine of double effect to criticize these arguments. Third, even if one accepts that inequalities should be contained and that today’s monetary policies exacerbate them, is it both desirable and feasible to make containing inequalities part of the mandate of central banks? The article analyzes and rejects three attempts on the part of central banks to answer this question negatively. (shrink)

Algorithmic decision making is used in an increasing number of fields. Letting automated processes take decisions raises the question of their accountability. In the field of computational journalism, the algorithmic accountability framework proposed by Diakopoulos formalizes this challenge by considering algorithms as objects of human creation, with the goal of revealing the intent embedded into their implementation. A consequence of this definition is that ensuring accountability essentially boils down to a transparency question: given the appropriate reverse-engineering tools, it should be (...) feasible to extract design criteria and to identify intentional biases. General limitations of this transparency ideal have been discussed by Ananny and Crawford :973–989, 2018). We further focus on its technical limitations. We show that even if reverse-engineering concludes that the criteria embedded into an algorithm correspond to its publicized intent, it may be that adversarial behaviors make the algorithm deviate from its expected operation. We illustrate this issue with an automated news recommendation system, and show how the classification algorithms used in such systems can be fooled with hard-to-notice modifications of the articles to classify. We therefore suggest that robustness against adversarial behaviors should be taken into account in the definition of algorithmic accountability, to better capture the risks inherent to algorithmic decision making. We finally discuss the various challenges that this new technical limitation raises for journalism practice. (shrink)

Why do policymakers and economists within a policymaking institution choose to throw away a model and to develop an alternative one? Why do they choose to stick to an existing model? This article contributes to the literature on the history and philosophy of modelling by answering these questions. It delves into the dynamics of persistence, change, and building practices of macroeconomic modelling, using the case of forecasting models at the Bank of England (1974–2014). Based on archives and interviews, we document (...) the multiple factors at play in model building and model change. We identify three sets of factors: the agency of modellers, institutional factors, and the material factor. Our investigation shows the diversity of explanations behind the decision to change a model: each time, model replacement resulted from a different combination of the three types of factors. Providing an introduction to Laruelle's novel theory of 'non-epistemology' or 'unified theory of thought', this volumes challenges the way we think about the traditional philosophical problems.

Philosophers agree that an important part of our knowledge is acquired via testimony. One of the main objectives of social epistemology is therefore to specify the conditions under which a hearer is justified in accepting a proposition stated by a source. Non-reductionists, who think that testimony could be considered as an a priori source of knowledge, as well as reductionists, who think that another type of justification has to be added to testimony, share a common conception about children development. Non-reductionists (...) believe that infants and children are fundamentally gullible and their gullibility could be seen as an example for justifying testimony, while reductionists believe that this gullibility is merely an exception that should be taken into account. The objective of this paper is to review contemporary literature in developmental psychology providing empirical grounds likely to clarify this philosophical debate. What emerges from current research is a more elaborated vision of children’s attitude toward testimony. Even at a very young age, children do not blindly swallow information coming from testimony; doubtful or contradictory information is automatically screened by their cognitive system. Even if they are unable to give positive reasons for the acceptance of a given testimony, young children are not gullible. Such empirical findings tend to call into question the radical opposition between reductionism and non-reductionism. (shrink)

We propose a rational method for addressing an important question—who deserves to be an author of a scientific article? We review various contentious issues associated with this question and recommend that the scientific community should view authorship in terms of contributions and responsibilities, rather than credits. We propose a new paradigm that conceptually divides a scientific article into four basic elements: ideas, work, writing, and stewardship. We employ these four fundamental elements to modify the well-known International Committee of Medical Journal (...) Editors (ICMJE) authorship guidelines. The modified ICMJE guidelines are then used as the basis to develop an approach to quantify individual contributions and responsibilities in multi-author articles. The outcome of the approach is an authorship matrix, which can be used to answer several nagging questions related to authorship. (shrink)

Interest in thought experiments (TEs) derives from the paradox: “How can findings that carry conviction result from a new experiment conducted entirely within the head?” Historical studies have established the importance of TEs in science but have proposed disparate hypotheses concerning the source of knowledge in TEs, ranging from empiricist to rationalist accounts. This article analyzes TEs in think‐aloud protocols of scientifically trained experts to examine more fine‐grained information about their use. Some TEs appear powerful enough to discredit an existing (...) theory—a disconfirmatory purpose. In addition, confirmatory and generative purposes were identified for other TEs. One can also use details in transcript data, including imagery reports and gestures, to provide evidence for a central role played by imagistic simulations in many TEs, and to suggest that these simulations can generate new knowledge using several sources, including the “extended application” of perceptual motor schemas, implicit prior knowledge, and spatial reasoning operations, in contrast to formal arguments. These sources suggest what it means for TEs to be grounded in embodied processes that can begin to explain the paradox above. This leads to a rationalistic view of TEs as using productive internal reasoning, but the view also acknowledges the historical role that experience with the world can play in forming certain schemas used in TEs. Understanding such processes could help provide a foundation for developing a larger model of scientific investigation processes grounded on imagistic simulation (Clement, 2008). (shrink)

La naissance de la philosophie s'accompagne d'un refus énigmatique, celui de l'exil. Persécuté par Athènes, Socrate choisira de se donner la mort plutôt que de vivre les dernières années de sa vie à errer hors de ses murs. Par ce refus qui résonne par-delà les siècles jusqu'à nous, Socrate nous oblige à réfléchir à ce lien intime entre l'individu et sa communauté d'origine. Dans l'histoire de la vie de l'esprit, tous ne feront pas le même choix. Plusieurs, écrivains, poètes, philosophes, (...) préféreront la vie ailleurs à la persécution ou à la mort certaine. Comment l'exil ou les longues périodes d'errance ont-ils influencé ceux qui en ont fait l'expérience? Leur témoignage nous permet-il de penser les défis particuliers de notre époque? De manière plus précise, est-ce que la pensée des auteurs qui ont vécu l'exil est de nature à nous inciter à célébrer davantage les vertus de l'enracinement ou au contraire nous convie-t-elle à souhaiter qu'advienne encore plus rapidement un monde cosmopolite? À l'heure où les enjeux migratoires deviennent de plus en plus pressants et où est remise en question de multiples manières la pertinence des frontières, la pensée de ceux qui ont connu l'exil doit éclairer notre réflexion. In the last 25 years, several philosophers and scientists have challenged the historical consensus that nonhuman animals cannot be moral agents. In this article, I examine this challenge and the debate it has provoked. Advocates of animal moral agency have supported their claims by appealing to non-rationalist accounts of morality and to observations of animal behavior. Critics have focused on the dangers of anthropomorphism and have argued that we cannot know animals’ states of mind with any certainty. Despite the strengths (...) of the arguments for animal moral agency, the critics’ skeptical counter-challenges seem to bring this debate to a stalemate. However, I suggest that recent philosophical work focusing on personal experiences with animals may reveal a way to dissolve skeptical concerns and offer new insights about the role of animals in morality. Portanto, eles retomam a seu modo a elaboração de uma categoria estética tradicional, que já tinha sido tema da pintura figurativa romântica. Car sickness is a major concern for car passengers, and with the development of autonomous vehicles, increasing numbers of car occupants are likely to be affected. Previous laboratory studies have used EEG measurements to better understand the cerebral changes linked to symptoms. However, the dynamics of motion in labs/simulators differ from those of a real car. This study sought to identify specific cerebral changes associated with the level of car sickness experienced in real driving conditions. Nine healthy volunteers participated as (...) front passengers in a slalom session inducing lateral movements at very low frequency. They were continuously monitored via EEG recordings and subjectively rated their level of symptoms after each slalom, using a 5-point likert scale. Car-sickness symptoms evolved concomitantly with changes in theta and alpha power in the occipital and parietal areas. These changes may reflect altered sensory integration, as well as a possible influence of sleepiness mitigating symptoms. (shrink)

Letters and Other Texts is the third and final volume of the posthumous texts of Gilles Deleuze, collected for publication in French on the twentieth anniversary of his death. It contains several letters addressed to his contemporaries (Michel Foucault, Pierre Klossowski, François Châtelet, and Clément Rosset, among others). Of particular importance are the letters addressed to Félix Guattari, which offer an irreplaceable account of (...) their work as a duo from Anti-Oedipus to What is Philosophy? Later letters provide a new perspective on Deleuze's work as he responds to students' questions. his volume also offers a set of unpublished or hard-to-find texts, including some essays from Deleuze's youth, a few unusual drawings, and a long interview from 1973 on Anti-Oedipus with Guattari. The last few years have seen dramatic progress in the development of HIV pre-exposure prophylaxis (PrEP). These developments have been met by ethical concerns. HIV interventions are often thought to be ethically difficult. In a context which includes disagreements over human rights, controversies over testing policies, and questions about sexual morality and individual responsibility, PrEP has been seen as an ethically complex intervention. We argue that this is mistaken, and that in fact, PrEP does not raise new ethical concerns. Some (...) of the questions posed by PrEP are not specific to HIV prophylaxis, but simply standard public health considerations about resource allocation and striking a balance between individual benefit and public good. We consider sexual disinhibition in the context of private prescriptions, and conclude that only unjustified AIDS-exceptionalism or inappropriate moralism about sex supports thinking that PrEP raises new ethical problems. This negative conclusion is significant in a context where supposed ethical concerns about PrEP have been raised, and in the context of HIV exceptionalism. (shrink)
