All over the world millions of children are without parental care. As a consequence they are liable to suffer serious harm. I argue the general duty to assist those in need extends to children without parental care and that some people are under a moral duty to adopt rather than have biological children. I defend this claim against the following objections: (1) intimate decisions are excluded from the duty to assist, (2) adopting children is too costly to be required by (...) morality, (3) the duty to assist is a collective duty, (4) the duty to assist is an imperfect duty, and (5) there are, in fact, very few adoptable children. Research conducted on Brain-Computer Interfaces has grown considerably during the last decades. With the help of BCIs, users can gain a wide range of functions. Our aim in this paper is to analyze the impact of BCIs on autonomy. To this end, we introduce three abilities that most accounts of autonomy take to be essential: the ability to use information and knowledge to produce reasons; the ability to ensure that intended actions are effectively realized ; and the ability to enact (...) intentions within concrete relationships and contexts. We then consider the impact of BCI technology on each of these abilities. Although on first glance, BCIs solely enhance self-determination because they restore or improve abilities, we will show that there are other positive, but also negative impacts on user autonomy, which require further philosophical and ethical discussions. The founding insight of this modern research discipline is that history and philosophy have a special affinity and one can effectively advance both simultaneously. The selection of contributions collected in this volume are good examples and best practices for these claims. In addition, it includes illuminating case studies. On a macroscopic level we take general relativity as the appropriate theory of space-time and gravity. We will argue that, on a more microscopic level, in the Compton wavelength regime of elementary particles, there are good reasons for suspecting the presence of a torsion of space-time. A corresponding gaugetheoretical formalism related to the Poincaré group is reviewed, and the kinematical consequences of the presence of a torsion are worked out. In particular we discuss the operational meaning and the measurability of (...) torsion. The dynamics of torsion is left for a forthcoming article. (shrink)

In his essay Thinking Colours and/or Machines Kittler hints at a key point in the emergence of modern European culture: the point at which ‘letters and numbers no longer coincide’. In this essay - first published in 2003 as Zahl und Ziffer - Kittler traces the split between numerals and numbers in sweeping historical detail. This is part of a much larger project, the aim of which is to think about technology, history and culture anew by considering the ways in (...) which ‘letters, numbers, images and tones’ have been differentiated and re-integrated by developing notation systems and media technologies. In this present essay, Kittler is concerned specifically with the question of number. His argument is that numbers and numerals have not always stood apart. In Old Hebrew and even nursery rhymes, for example, numbers are in fact words. This might seem like a banal observation, but for Kittler it is crucial as historically, mathematics proper only developed ‘in cultures in which numbers are present as numerals’, a development which entailed the transformation of numbers from signifiers (‘a matter of hearing’) into signifieds (‘a matter of reading and writing’) and which rested on the emergence of storage and transmission media that Kittler calls ‘the media of mathematics’. This connection between media and mathematics is explored through a wide range of philosophical sources: Plato, Philolaus, Aristotle and Aquinas, to name but a few. Kittler is fascinated by the inscription technologies that make mathematics possible, and which at the same time structure cultural forms as well as our bodily experience of them. As he puts it in a programmatic aside, ‘media studies only make sense’ if they focus on how ‘media make senses.’ Hence his focus on the Greek phonetic alphabet: for Kittler, its superiority has less to do with its ability to reproduce the spoken words of any language, than with the fact that at one point it was used to handle language, music, and mathematics - that is, one and the same set of signs was used to encode letters, tones and numbers. This, however, was not an abstract undertaking but developed in constant feedback with specific instruments or media, especially the lyre and the bow. It was here that fundamental concepts such as logoi were first developed that were subsequently distorted, misunderstood and deprived of their musico-technical origins by philosophers such as Aristotle. Kittler’s essay is thus also part of a larger cultural project, indebted in particular to Martin Heidegger, whose aim it is to ferret out the different, as yet unrevealed beginning of occidental culture. Moreover, while it was necessary for the evolution of modern mathematics that numbers receive a notation system of their own that will allow for ratios and decimals, among others, it is obvious that Kittler sees the computer (as first envisaged in Alan Turing’s mathematical modelling) as a return of universal alphabet that operates in constant feedback with a medium that shapes our senses: ‘In the Greek alphabet our senses were present - and thanks to Turing they are so once again.’. Genomic, transcriptomic, and developmental studies in spiders now reveal that the arthropodPax6homologseyelessandtwin of eyelessact as ancestral determinants of the ocular head segment in chelicerates, which clarifies deep gene regulatory and structural homologies and recommends more unified terminologies in the comparison of arthropod visual systems. Following this phylotypic stage, chelicerate visual (...) system development differs fundamentally from other arthropods during the compartmentalization of the ocular segment in that eye and optic neuropil primordia originate independently from each other. Comparative analyses of this phase identified further gene regulatory homologies but also major differences, most notably the possibly compensatory replacement ofPax6byPax2in lateral eye specification. There is a move away from a market economy in health care in the United States and a move towards such a market in Germany.1 This article tries to make explicit what underlies the moral intuition that there is a tension between a market economy and health care. First, health care is analyzed in terms of the economic theory of the market and incompatibilities are described. The moral problem is identified as the danger of liquefying the distinction between persons and (...) things . The basic moral intuition seems to be the classical social contract: as a functioning market is governed by the principle of commutative justice , free riders have to be kept away, which is achieved by coercion that is not provided by the market; coercion can be justified by a social contract. The special moral problems of a social contract for health care are discussed. It is argued that public coercion in order to collect contributions for essential health care is justified. (shrink)

Überwindet Technik das unheimlich Unbeherrschbare? Oder wird sie uns selbst unheimlich? Zwei scheinbar widersprüchliche Narrative prägen die Geschichte und auch die Theorie der Technik: Das Narrativ der Entzauberung beschreibt, wie eine als fremd und gefährlich erfahrene Natur durch Verwissenschaftlichung und Technisierung gezähmt wurde. Das Narrativ der Verzauberung schildert, wie uns Artefakte und technologische Möglichkeiten unheimlich werden, insbesondere wenn sie sich zu verselbständigen scheinen oder mit „autonomem“ Eigensinn gegenübertreten. In den heutigen Debatten um selbstlernende, ubiquitär verteilte, im Assistenzmodus unsichtbare, dabei opake (...) Techniken schwingt das unheimliche Moment einer „Verselbständigung“ von Technik mit – und trägt im Anschluss an die Mechanisierungs- und Automatisierungsdiskurse des 20. Jahrhunderts zur „Dämonisierung“ der Technik bei. Technik macht Welt einerseits vertraut und nachvollziehbar: Paradigmatisch wird dies in der Idee, dass etwas dann verstanden wird, wenn es technisch rekonstruiert werden kann. Andererseits wird die technische Reproduktion von Welt – oder deren radikale Umgestaltung zu einer entfremdeten – als etwas Verstörendes erlebt. Spätestens, wenn Artefakte zu tun scheinen, „was sie wollen“ oder technische Großsysteme die Lebenswelt nach ihren „Eigenlogiken“ prägen, ist eine schon von Freud benannte Grenze erreicht, an der wir verunsichert werden, ob wir überhaupt noch in der modernen Welt leben. Research with psychiatric patients raises frequently discussed, ethical questions, one of which is: Can psychiatric patients give consent to participation in research at all? To answer this and similar questions adequately, it is - according to our thesis - necessary to analyze first, which theoretical assumptions are made in established practice. -/- To solve the question after the possibility of consent, compatible understandings of ‘disease’, ‘illness’ and ‘autonomy’ are crucial, but there is no consensual use of these terms in philosophy. (...) Therefore we first are going to explain different concepts of ‘autonomy’ and ‘disease’. Subsequent to this we will test how the different conceptualizations of ‘autonomy’ and ‘disease’ can be related to each other and how the reasonable combinations shape possible answers to the opening question. It will become apparent that an adequate analysis of ‘autonomy’ and ‘disease’ raises ethical dilemma in psychiatry, for which we shall suggest possible solutions. (shrink)
