In the academic world, peer review is one of the major processes in evaluating a scholars contribution. In this study, we are interested in quantifying the merits of different policies in a peer review process, such as single-blind review, double-blind review, and obtaining authors feedback. Currently, insufficient work has been undertaken to evaluate the benefits of different peer review policies. One of the major reasons for this situation is the inability to conduct any empirical study because data are presently unavailable. (...) In this case, a computer simulation is one of the best ways to conduct a study. We perform a series of simulations to study the effects of different policies on a peer review process. In this study, we focus on the peer review process of a typical computer science conference. Our results point to the crucial role of program chairs in determining the quality and diversity of the articles to be accepted for publication. We demonstrate the importance of discussion among reviewers, suggest circumstances in which the double-blind review policy should be adopted, and question the credibility of the authors feedback mechanism. Finally, we stress that randomness plays an important role in the peer review process, and this role cannot be eliminated. Although our model may not capture every component of a peer review process, it covers some of the most essential elements. Thus, even the simulation results clearly cannot be taken as literal descriptions of an actual peer review process. However, we can at least still use them to identify alternative directions for future study. (shrink)

It is still a widespread assumption that metaphysics and ontology deal with roughly the same questions. They are supposed to be concerned with the fundamental nature of reality and to give an account of the meaning of 'existence' or 'being' in line with the broadest possible metaphysical assumptions. Against this, Markus Gabriel proposes a radical form of ontological pluralism that divorces ontology from metaphysics, understood as the most fundamental theory of absolutely everything. He argues that the concept of existence (...) is incompatible with the existence of the world and therefore proposes his innovative no-world-view. In the context of recent debates surrounding new realism and speculative realism, Gabriel also develops the outlines of a realist epistemological pluralism. His idea here is that there are different forms of knowledge that correspond to the plurality of fields of sense that must be acknowledged in order to avoid the trap of metaphysics. (shrink)

There has recently been much debate about the idea of levying a tax on particular transactions on international financial markets. Economists have argued about how much revenue such an international financial transaction tax would raise and they disagree about what effects it would have on trade volumes, financial stability, and overall growth. Politicians have argued about the feasibility of introducing such a tax internationally and they disagree on its adequacy as a policy response to the current financial and economic crisis. (...) This article contributes to the debate about international financial transaction taxation by bringing the perspective of political philosophy to bear on the politicians’ and economists’ arguments about policy. I shall outline a framework for thinking about justice in finance, and defend the idea of an international financial transaction tax as an instrument for making the international financial system more just. Economic theory teaches that it is in every country’s interest to trade. Trade is a voluntary activity among consenting parties. On this view, considerations of justice have little bearing on trade, and political philosophers concerned with global justice should stay largely silent on trade. According to a very different view that has recently gained prominence, international trade can only occur before the background of an international market reliance practice shaped by states. Trade is a shared activity among states, and all (...) participating states have in principle equal claims to gains from trade. Trade then becomes a central topic for political philosophers. Both views are problematic. A third view about the role of trade in a theory of global justice is then presented, which gives pride of place to a notion of exploitation. Resumo: Lopes dos Santos, ao colocar o Tractatus Logico-Philosophicus no que denomina “tradição crítica”, mostra que Wittgenstein delimita o alcance da filosofia ao eliminar sua pretensão de ser um tipo de conhecimento que, como a ciência, possa formular proposições verificáveis sobre objetos. E Wittgenstein faz isso de modo distinto da crítica moderna à metafísica, pois elimina o sujeito do problema: não é preciso recorrer a faculdades subjetivas para fazer essa delimitação, mas apenas à linguagem na qual o pensamento se expressa. Por outro lado, na perspectiva da “tradição lógica”, há na mesma obra uma identificação entre a essência do “logos” que pode enunciar algo verdadeiro sobre o ser e do próprio ser do qual se fala nesse discurso. Nosso objetivo é destacar este vínculo com a “tradição lógica” para defender que, para além de uma “virada linguística”, há no Tractatus uma espécie de “metafísica silenciosa” que coloca problemas tais como o do sujeito e o da “essência” do mundo em seu correto lugar após passá-los pelo crivo da crítica. This paper explores Michel Foucault’s contribution to rethinking the nature of the present through his examination of the ontology of contemporary reality he locates in Immanuel Kant’s “What Is Enlightenment?” By raising a series of critical questions concerning the epochal thinking that plagues Foucault’s various engagements with this text, the article goes on to argue that the attempt to find a single concept—or question—that appropriately summarizes a given era is an endeavor fraught with methodological problems. Highlighting the limitations of Foucault’s (...) approach in spite of his attempt to rethink modernity as an attitude, the paper concludes by advocating an alternative logic of history that definitively abandons epochal thinking in favor of a topological mapping of historical force fields in which it is recognized that there is no being behind time. The advent of prenatal genetic diagnosis has sparked debates among ethicists and philosophers regarding parental responsibility towards potential offspring. Some have attempted to place moral obligations on parents to not bring about children with certain diseases in order to prevent harm to such children. There has been no rigorous evaluation of cystic fibrosis in this context. This paper will demonstrate cystic fibrosis to have unique properties that make it difficult to categorise among other diseases with the goal of promulgating a (...) reproductive rule. Once this is established, it will be demonstrated that procreative rules that appeal to future health are inadequate in the era of advancing genetic knowledge. Utilising a specification of Joel Feinberg's ‘open future’ concept outlined by Matteo Mameli, it will offer an analysis of parental obligation that does not constrain parents of potential children with cystic fibrosis with a moral obligation not to bring them about. "Zones of Exception: Biopolitical Territories of the Neoliberal Era" explores the biopolitical in Roberto Esposito together with the notion of exception in Giorgio Agamben to think diverse scenarios of social, economic, and cultural conflict of the neoliberal era. Focusing on the Argentine piqueteros and the clandestini at the Centers of Temporary Permanence in Italy, we discuss how the economic rationality of neoliberal rule both produces "bare life" and is haunted by its disruption, in ways that neoliberalism can't fully contain. The concept of representation in public law is attracting more and more interest; specially gives many problems in the Parliament how representation, so as a representative institution. In this place is plained a principal problem: the new function of Parliament and the roll of parliamentary's Government control. We assist to the end of the dogma of the separation of powers. So we need to distinguish between control by the Parliament and control in the Parliament; the first are less effective because (...) significate the Government control of his own majority; the second is the critical capacity of minorities against the Government; this last are a effective control who's should create public opinion. This does not imply the suppression of public representation idea. By suggesting a revision of these idea does not mean that they should disappear. It seems wise to conserve the concept of representation providing it refer to the particular situation of the autoritas and his decision, whenever he appers as a victim of the procers in which take part the after side of problem: the souveragnity. This paper presents a variable neighborhood descent algorithm for the service restoration problem (SRP) in electrical distribution systems. The restoration problem appears when a permanent fault occurs in the system. The fault must be localized and isolated from the rest of the system. As a consequence of the isolation, the downstream area is de-energized and requires restoration. The variable neighborhood descent algorithm features its ability to solve the SRP for radial distribution systems and introduces a strategy that helps to deal (...) with the system’s radiality. Tests are performed using a 53-node test system. The results show that the proposed algorithm can efficiently solve the SRP in a distribution system, and as a deterministic algorithm, the results can be used to help nondeterministic algorithms.
