Statistical criteria of fairness are formal measures of how an algorithm performs that aim to help us determine whether an algorithm would be fair to use in decision-making. In this paper, I introduce a new version of the criterion known as “Equalized Odds,” argue that it is a requirement of procedural fairness, and show that it is immune to a number of objections to the standard version.

To speak of human rights in the twenty-first century is to speak of proportionality. Proportionality has been received into the constitutional doctrine of courts in continental Europe, the United Kingdom, Canada, New Zealand, Israel, South Africa, and the United States, as well as the jurisprudence of treaty-based legal systems such as the European Convention on Human Rights. Proportionality provides a common analytical framework for resolving the great moral and political questions confronting political communities. In the past 15 years a host of critical thinking books have appeared that teach students to find flaws in the arguments of others by learning to detect a number of informal fallacies. This book is not in that tradition. The authors of this book believe that while students learn to become vicious critics, they still continue to make the very mistakes they criticize in others. This created a need for harmonious cooperation between clinicians and researchers to increase access to precision oncology, despite multiple implementation challenges being encountered. The aim is to apply personalised treatment strategies early in cancer management, targeting tumour subtypes and actionable gene variants within the individual’s broader clinical risk profile and wellbeing. A knowledge-generating database linked to the South African Medical Research Council’s (...) Genomic Centre has been created for the application of personalised medicine, using an integrated service and research approach. Insights gained from patient experiences related to tumour heterogeneity, access to targeted therapies and incidental findings of pathogenic germline variants in tumour DNA, provided practice-changing evidence for the implementation of a cost-minimisation pathology-supported genetic testing strategy. The ongoing explosion of interest in artificial intelligence is fueled in part by recently developed techniques in machine learning. Those techniques allow automated systems to process huge amounts of data, utilizing mathematical methods that depart from traditional statistical approaches, and resulting in impressive advancements in our ability to make predictions and uncover correlations across a host of interesting domains. But as is now widely discussed, the way that those systems arrive at their outputs is often opaque, even to the experts (...) who design and deploy them. Is it morally problematic to make use of opaque automated methods when making high-stakes decisions, like whether to issue a loan to an applicant, or whether to approve a parole request? Many scholars answer in the affirmative. However, there is no widely accepted explanation for why transparent systems are morally preferable to opaque systems. We argue that the use of automated decision-making systems sometimes violates duties of consideration that are owed by decision-makers to decision-subjects, duties that are both epistemic and practical in character. Violations of that kind generate a weighty consideration against the use of opaque decision systems. In the course of defending our approach, we show that it is able to address three major challenges sometimes leveled against attempts to defend the moral import of transparency in automated decision-making. As in other fields, scholarly publication in sociology is not only the key to career success but also the route by which feminist analyses and perspectives become known to others in the discipline. A growing literature has analyzed women's and men's rates of publication, but the gender politics of the prepublication production of research and gender differences in reputation building after publication remain underexplored. This report reviews the current state of knowledge about sociological publishing at three phases: prepublication, the publication-seeking (...) phase, and postpublication. It concludes with critical questions to be addressed in developing a comprehensive model of gender effects on sociological publishing. (shrink)

As consistency is such an important topic in logic, researchers have for a long time investigated how to attain and maintain it. But consistency can also be studied from the point of view of its opposite, inconsistency. The problem with inconsistency in classical logic is that by the principle of explosion a single inconsistency leads to triviality. Paraconsistent logics were introduced to get around this problem by defining logics in such a way that the explosion principle does not apply to (...) them. Another approach stays in the classical framework and evaluates the amount of inconsistency in a set of formulas. The great bulk of this work has been done for propositional logic and presents many interesting issues about inconsistency. A previous paper introduced the concept of generalized propositional logic (GPL) to provide a uniform method for measuring inconsistency in logics that allow the application of unary operator pairs, such as for modality, time, and space, to propositional logic formulas. The universality of GPL manifests itself in the fact that such an operator pair is evaluated in a uniform manner across all such logics. The difference lies solely in the choice of a frame for each logic. But some logics also contain nonunary operators. For example, temporal logics typically contain a binary Until operator. The purpose of this paper is to show how to extend generalized propositional logic to extended generalized propositional logic (EGPL) by adding nonunary operator pairs and measure inconsistency in such logics. The universality of EGPL manifests itself in the fact that once the evaluation of the nonunary operators is given, it carries over to all such logics. For example, the temporal Until operator becomes applicable to modal logic. Furthermore, while relative inconsistency measures were previously considered for GPL, they are now extended to EGPL and a new approach removes an undesirable feature from the previous version. Also, this paper provides results about various properties of the new inconsistency measures. Many examples and explanations are given to illustrate the issues involving this extension. (shrink)

John Locke's Some Thoughts Concerning Education began as a series of letters to his friend, Sir Edward Clarke. Written during the same period he was writing the final draft of An Essay Concerning Human Understanding, the Thoughts was first published in 1693. Locke was as concerned with cultivating the minds of adults as he was with childhood education. Of the Conduct of the Understanding addresses this concern. Locke's thoughts on education are part of his comprehensive epistemological, moral, and political reflections. (...) For this reason, this chapter begins by considering the Thoughts and the Conduct in turn for what they reveal of Locke's educational principles and recommended practices. Then, it turns to address the ways in which these writings on education can deepen our understanding of unresolved theoretical problems in Locke's thought, of key concepts such as freedom and reasonableness, and of the degree of coherence of his philosophy altogether. Este artículo examina una característica lingüística a menudo olvidada en la polémica cristiana sobre Muḥammad en la Iberia medieval: la transliteración de fórmulas islámicas del árabe al latín. Tras esbozar un marco para evaluar estas expresiones dentro del contexto multilingüe más amplio de al-Andalus, examina dos polémicas latinas de la región que contienen transcripciones sustanciales de fórmulas similares. En primer lugar, se examina la transcripción de la declaración de fe islámica en el Liber scale Mahometi, del siglo XIII, e identifica (...) un patrón de vernacularización y distorsión en la presentación de frases árabes en el texto. En segundo lugar, analiza una transliteración del Tultusceptru de los siglos IX-X, considerada corrupta por estudiosos anteriores, y evalúa los datos fonológicos de la frase. Este artículo defiende una lectura novedosa que, a su vez, indica una mayor conciencia y sensibilidad del pensamiento islámico por parte del polemista. Por último, estas lecturas son corroboradas comparando las interpretaciones de los textos del takbīr. (shrink)

This Article argues that U.S. law should give protection to relationships between cohabitants and their partners’ children when necessary to avoid the economic and emotional trauma that may be caused by separation of the child from a member of his or her household if the cohabitation ends. After examining the social science literature about the welfare of both stepchildren and children of cohabitants and the inadequate legal treatment of custody, visitation, and child support issues under current law, the author recommends (...) that cohabiting stepparents be given standing to seek custody if they have acted as de facto parents, with a presumption in favor of custody by the stepparent when the cohabitant who is the child’s biological parent has died and the possibility of joint custody in other cases; be awarded visitation if both the ex-cohabitant and child desire it; and be obligated to pay child support for the child if the cohabitation dissolves after a period of two years or more. The current paper details a restricted semantics for active logic, a time-sensitive, contradictiontolerant logical reasoning formalism. Central to active logic are special rules controlling the inheritance of beliefs in general, and beliefs about the current time in particular, very tight controls on what can be derived from direct contradictions (P &¬P ), and mechanisms allowing an agent to represent and reason about its own beliefs and past reasoning. Using these ideas, we introduce a new definition of model and of logical (...) consequence, as well as a new definition of soundness such that, when reasoning with consistent premises, all classically sound rules are sound for active logic. However, not everything that is classically sound remains sound in our sense, for by classical definitions, all rules with contradictory premises are vacuously sound, whereas in active logic not everything follows from a contradiction. In lieu of an abstract, here is a brief excerpt of the content:Philosophy, Psychiatry, & Psychology 12.1 (2005) 83-85 [Access article in PDF] Lacan, Science, and Determinism Douglas McConnell Grant Gillett Keywords Lacan, the unconscious, free will Van Staden And Hinshelwood's commen-taries raise a number of issues, but there are two particular themes common to both that we pick up in this response.The first theme concerns the reconcilability of Lacanian theory to the disciplines of analytic philosophy and "Anglo-American positivist (...) psychiatry." This is closely related to the relationship between the unconscious and the empirical sciences discussed in the editorial (McConnell and Pickering 2005). The second theme concerns the relevance of Lacanian theory to our understanding of free will and the structure of the mind. Lacan, Analytic Philosophy, and Scientific Psychiatry First, psychoanalysis or psychotherapy generally should not try to reunite with neuroscience because of the fundamental difference in their approaches to the patient, which is likely to mean that even if a theoretical rapprochement can be found, a working relationship is unlikely.Although there are many facets of Lacan's theory that were not addressed in our paper and even if many of those are totally irreconcilable to analytic philosophy, we believe that we have addressed the most ontologically fundamental issues and that these can genuinely contribute to and challenge analytic philosophy of mind.As Hinshelwood points out, psychiatry does operate with a philosophical basis, critical (or sometimes relatively uncritical) scientific realism (even though it may not be acknowledged), and it as such it can legitimately be contributed to or challenged by the philosophical aspects of Lacanian theory outlined in our paper.In fact, the theoretical basis is evinced in van Staden's commentary when he remarks on the relation between Lacanian theory and psychiatry: "... the unconscious is not only structured like a language but actually reflects and is produced by linguistic interaction between the subject and others. This is a difficult claim to verify, no doubt, but it prompts further related questions... whether the conscious mind is structured like a language" (van Staden 2005, 78). And one must ask whether this is the kind of claim that can be verified or whether it is a hermeneutic claim (in somewhat the way suggested by Jaspers), serving more as a framing belief to allow people to make sense of what has influenced them in their life histories and is currently played out in their relationships with others. We would lean toward this interpretation of the unconscious, explicitly distancing ourselves from any overreaching, quasi-scientific realism about unconscious contents and mental structures, but clinging to the thought that dealing with such contents is an essential part of the therapeutic encounter. [End Page 83]Looked at in this way, both the Lacanian unconscious and conscious mental life bear the imprint of language due to the subject's immersion and participation in the symbolic realm. This may seem a "difficult claim to verify," but because verification is linked to the scientific framework of inquiry rather than the hybrid that is clinical knowledge, we would better regard it as being difficult to establish as an axiom of therapy. The linguistic structure of the conscious and unconscious mind is, on this account, a conceptual implication of the role of the symbolic register in thought and not a thesis that requires verification (a Wittgensteinian thesis espoused by a number of contemporary philosophers, including Dummett and Davidson).As it happens, cognitive science has found linguistic structure to be important in operations of the cognitive unconscious (arguably different from the dynamic unconscious due to the former's dependence on scientific experiment and the latter's connections to life history rather than mere psychological or cognitive traits [see Gillett and McConnell 2005]). Given that language and problem solving are so closely intertwined, it would suggest that cognitive science was overlooking something important rather than damaging Lacanian theory if linguistic structure did not appear on cognitive science's "radar." If rapid growth (rap) mutants of Escherichia coli could be obtained, these might prove a valuable contribution to fields as diverse as growth rate control, biotechnology and the regulation of the bacterial cell cycle. To obtain rap mutants, a dnaQ mutator strain was grown for four and a half days continuously in batch culture. At the end of the selection period, there was no significant change in growth rate. This result means that selecting rap mutants may require an alternative strategy (...) and a number of such alternatives are discussed. (shrink)
