We use payroll data from a Big 4 accounting firm to examine the starting wage differentials for H-1B visa holders. Prior research in other industries has found mixed results, but primarily relies on surveyed salary data. We observe that relative to U.S. citizen new hires—matched on office, position, and time of hire—newly hired accountants with H-1B visas receive starting salaries that are lower by approximately 10%. This finding calls into question the efficacy of regulatory mandates thought to prevent H-1B visa (...) holders from being paid less than U.S. citizens in similar roles. In further tests, we find evidence that the hiring of H-1B visa holders has no or some small positive effect on the wages of peer U.S. citizen new hires (weakly indicative of complementarities or synergies), but no evidence of H-1B hiring driving down the wages for U.S. citizen peer new hires. This book uncovers and explores the constant tension between the historical and the transcendental that lies at the heart of Michel Foucault's work. In the process, it also assesses the philosophical foundations of his thought by examining his theoretical borrowings from Kant, Nietzsche, and Heidegger, who each provided him with tools to critically rethink the status of the transcendental. Given Foucault's constant focus on the question of the possibility for knowledge, the author argues that his philosophical itinerary can be understood (...) as a series of attempts to historicize the transcendental. In so doing, he seeks to uncover a specific level that would identify these conditions without falling either into an excess of idealism or of materialism. The author concludes that, although this problem does unify Foucault's work and gives it its specifically philosophical dimension, none of the concepts successively provided manages to name these conditions without falling into the pitfalls that Foucault originally denounced as characteristic of the "anthropological sleep"--various forms of confusion between the historical and the transcendental. Although Foucault's work provides us with a highly illuminating analysis of the major problems of post-Kantian philosophies, ultimately it remains aporetic in that it also fails to overcome them. In this book Han Thomas Adriaenssen offers the first comparative exploration of the sceptical reception of representationalism in medieval and early modern philosophy. Descartes is traditionally credited with inaugurating a new kind of scepticism by saying that the direct objects of perception are images in the mind, not external objects, but Adriaenssen shows that as early as the thirteenth century, critics had already found similar problems in Aquinas's theory of representation. He charts the attempts of philosophers in both periods to (...) grapple with these problems, and shows how in order to address the challenges of scepticism and representation, modern philosophers in the wake of Descartes often breathed new life into old ideas, remoulding them in ways that we are just beginning to understand. In traditional Chinese literary criticism, textual strategies comparable to intertextuality have governed Chinese critics’ and poets’ reading and writing aboutliterature throughout the dynasties. Drawing on the intertextual theories of Kristeva and Riffaterre, the paper probes into the phenomenon of sign system-mutations in two highly influential ancient texts: the Confucian Classic of Changes of the fifth century B.C.E. and Liu Xie’s The Literary Mind and the Carving of Dragons, an ars poetica in the third century. The transformation of sign systems from (...) nonverbal to verbal, in the case of the Changes, and from literate to literary or “creative” to “theoretical”, in the case of the Dragons, bears witness to the Hjelmslevian reciprocity of object-semiotic and meta-semiotic. The metaphor of parasites or parasitism has dominated literary critical discourse since the 1970s, prominent examples being Michel Serres in France and J. Hillis Miller in America. In their writings the relationship between text and paratext, literature and criticism, is often likened to that between host and parasite, and can be therefore deconstructed. Their writings, along with those by Derrida, Barthes, and Thom, seem to be suggesting the possibility of a semiotics of parasitism. Unfortunately, none of these writers has drawn (...) enough on the biological foundation of parasitism. Curiously, even in biology, parasitism is already a metaphor through which the signified of an ecological phenomenon involving two organisms is expressed by the signifier of “[eating] food at another’s [side] table”. This paper will make some preliminary remarks on semiotics of parasitism, based on the notions of Umwelt (Jakob von Uexküll) and structural coupling (Maturana and Varela). It will look into the phenomenon of co-evolutionary process in community ecology. With reference to empirical history, the project will briefly surveythe literary and medical praxis of the 17th century England where large number of creative writings referred to the phenomenon of parasitism, which was deeply embedded in religious practice (e.g., the Eucharist) and political life (e.g., the courtier ecology in monarchy) of the times. Finally, it will touch upon the possible ‘parasitic’ relationship between language and biology. (shrink)

In one of his last texts, Foucault defined his philosophical enterprise as an “analysis of the conditions in which certain relations between subject and object are formed or modified, insofar as they are constitutive of a possible knowledge”1, or again as “the manner in which the emergence of games of truth constituted, for a particular time and place and certain individuals, the historical a priori of a possible experience”2. Despite its eclipse during the genealogical period, the notion of the historical (...) a priori is thus reaffirmed as central by later Foucault. There is, however, an essential modification with respect to its archaeological problematisation: in The Order of Things, the various historical a priori were characterized by a specific relation between being and language, a relation in which the subject of knowledge did not always nor necessarily have a place. The Renaissance episteme was defined by the homogeneity of words and things, and its Classical counterpart, by the transparent distance between being and representation, which excluded any positioning for the subject (the “place of the king”). Thus within the archaeological configuration, only the contemporary historical a priori was characterized by the invention of a new position for the subject of knowledge, that of Man, which generated the Analytic of Finitude and ultimately resulted in the “anthropological sleep” criticised at the end of The Order of Things. So although later Foucault re-focuses his work around the notion of the historical a priori, he gives the notion a considerable twist whereby the conditions of truth saying are no longer referred back to an implicit connection between being and language, but to the various relations historically established between “modes of subjectivation”3 and “modes of objectification”4. Correspondingly, these relations are not to be analysed from discourse, as in archaeology, nor from the constituting structures of subjectivity, as in phenomenology, but genealogically, i.e.. This paper attempts to explain why and how the middle class in Korea decisively joined the democratic movement in 1987 by drawing special attention to the role played by the “middling grassroots” (MG). MG was formed out of the common experience of student activism and contesting subcultures, which were widely dispersed over Korean university campuses during the 1980s. In addition, this paper examines the contrasting views on the Korean democratic transition by Bruce Cumings and Adam Przeworski. This substantive analysis attempts (...) to show how such discord can be resolved by working out a mediating variable between action and social structure. Transparency is the order of the day. It is a term, a slogan, that dominates public discourse about corruption and freedom of information. Considered crucial to democracy, it touches our political and economic lives as well as our private lives. Anyone can obtain information about anything. Everything—and everyone—has become transparent: unveiled or exposed by the apparatuses that exert a kind of collective control over the post-capitalist world. Yet, transparency has a dark side that, ironically, has everything to do with a (...) lack of mystery, shadow, and nuance. Behind the apparent accessibility of knowledge lies the disappearance of privacy, homogenization, and the collapse of trust. The anxiety to accumulate ever more information does not necessarily produce more knowledge or faith. Technology creates the illusion of total containment and the constant monitoring of information, but what we lack is adequate interpretation of the information. In this manifesto, Byung-Chul Han denounces transparency as a false ideal, the strongest and most pernicious of our contemporary mythologies. (shrink)

In his well-known essay, ‘What Is a Sign?’ (CP 2.281, 285) Peirce uses ‘likeness’ and ‘resemblance’ interchangeably in his definition of icon. The synonymity of the two words has rarely, if ever, been questioned. Curiously, a locus classicus of the pair, at least in F. M. Cornford’s English translation, can be found in a late dialogue of Plato, namely, the Sophist. In this dialogue on the myth and truth of the sophists’ profession, the mysterious ‘stranger’, who is most likely Socrates’ (...) persona, makes the famous distinction between eikon (likeness) and phantasma (semblance) (236a,b). For all his broad knowledge in ancient philosophy, Peirce never mentioned this parallel; nor has any Peircean scholar identified it. There seems to be little problem with eikon as likeness, but phantasma may give rise to a puzzle which this paper will attempt to solve. Plato uses two pairs of words: what eikon is to phantasma is eikastikén (the making of likeness [235d]) to phantastikén (semblance making [236c]). In other words, icons come into being because of the act of icon-making, which is none other than indexicality. Witness what Peirce says about the relationship between photographs and the objects they represent: “But this resemblance is due to the photographs having been produced under such circumstances that they were physically forced to correspond point by point to nature.” (Ibid.) Thus the iconicity which links the representamen (sign) and its object is made possible not only by an interpretant, but also by idexisation. Their possible etymological and epistemological links aside, the Peircean example of photographing and the Platonic discussion of painting and sculpturing in the Sophist, clearly show the physio-pragmatic aspect of iconicity. The paper will therefore reread the Peircean iconicity by closely analysing this relatively obscure Platonic text, and by so doing restore to the text its hidden semiotic dimension. (shrink)

Abstract:In the Chinese cultural imaginary, the road (Dao, “way”), especially trade routes, has always been an important metaphor for changing circumstances including shifting ideological grounds. Its own life trajectory is both classical and contemporary, and its emergence predates the trains, nation-states, sovereign powers, and so on, all such signs of techno-political modernity at work. Also in that regard, spiritually inflected images of the “West Heaven,” also an old name for India, where Buddhism originated, have always been present in East Asian (...) cultural spheres, which, in turn, points to the presence of a deeper Eurasian world connected through the Middle East as well. Now, however, quite strikingly, such global conceptual structures, long part of the evolving Chinese cultural tradition too, are being rapidly localized and recast into something else. For example, in China, Buddhism, a religion fundamentally critical of idol worshipping, has become pantheistic, and the political ideas that originally promoted equality newly patriarchal. For those living along the China Eastern Railway tracks in the twenty-first century, all such ideologies have become part of a tensional fight of gods in which they, too, are caught: on one hand they long for a linear progression of society that would never turn back, but on the other hand they are reluctant to abandon the self-comforting theory of reincarnation. This is also how they come to praise the imported concept of the motherland while worshipping figures of traditional patriarchal power. (shrink)

Employing critical discourse analysis (CDA), this paper examines how medicalized concepts of mental illness and paternalistic views are framed and used in the legal case, Thompson and Empowerment Council v. Ontario (2013). The paper argues that the case utilizes a pathologized notion of mental illness to justify and defend the legality of involuntary treatment, specifically, the community treatment orders (CTOs) under Ontario’s Mental Health Act (MHA). This paper shows how the Thompson case relies on medical reductionism and binary notions of (...) capacity versus incapacity while failing to consider intersecting factors and contextual and social determinants of psychosocial disability. Following this, I suggest that a postmodernist relational theory of disability could change the legal discourses about the MHA. Challenging the medicalized view of mental illness through the relational approach to psychosocial disability could have strengthened the plaintiffs’ case and prompted legal reforms for better safeguards under the MHA. In doing so, this paper offers a basis and future direction for legal reforms that can lead to legal mandates for improved social and healthcare services to enhance the autonomy of individuals subjected to CTOs. Hope is hard to characterise because of the exceptional diversity of its applications, to the point that one may wonder whether there is continuity between ordinary cases of hope and what is often called 'hope against hope'. In this paper, I shall follow the relatively small but growing literature on hope and examine propositional hopes, i.e. hopes of the form 'hoping that p', with a particular focus on recent work by Philip Pettit and Adrienne Martin. I shall do this first (...) by identifying a significant difficulty encountered by what has become known as the 'orthodox definition'. The OD defines hope by means of two necessary and sufficient conditions: A hopes that p if and only if A desires that p and A assigns to p a degree of probability between 0 and 1. On this definition, to hope is to desire an outcome we deem neither certain nor impossible. Note that the relevant probability assignment is subjective: the OD allows, for example, that children can hope for Father Christmas to visit them on Christmas Eve. (shrink)

Currently, the coronavirus disease 2019 pandemic experienced by the international community has increased the usage frequency of borderless, highly personalized social media platforms of all age groups. Analyzing and modeling texts sent through social media online can reveal the characteristics of the psychological dynamic state and living conditions of social media users during the pandemic more extensively and comprehensively. This study selects the Sina Weibo platform, which is highly popular in China and analyzes the subjective well-being of Weibo users during (...) the COVID-19 pandemic in combination with the machine learning classification algorithm. The study first invokes the SWB classification model to classify the SWB level of original texts released by 1,322 Weibo active users during the COVID-19 pandemic and then combines the latent growth curve model and the latent growth mixture model to investigate the developmental trend and heterogeneity characteristics of the SWB of Weibo users after the COVID-19 outbreak. The results present a downward trend and then an upward trend of the SWB of Weibo users during the pandemic as a whole. There was a significant correlation between the initial state and the development rate of the SWB after the COVID-19 outbreak. LGMM results show that there were two heterogeneous classes of the SWB after the COVID-19 outbreak, and the development rate of the SWB of the two classes was significantly different. The larger class showed a slow growth, while the smaller class showed a rapid growth. Furthermore, the slope means across the two classes were significantly different. Therefore, the individuals with a higher growth rate of SWB exhibited stronger adaptability to the changes in their living environments. These results could help to formulate effective interventions on the mental health level of the public after the public health emergency outbreak. (shrink)

China has undergone unprecedented changes since the Reform and Opening-up policy in 1978. Policy experimentation (PE) has been key in generating and catalysing reforms in the process. This study proposes a conceptual framework to describe the different pathways of PE-enabled reforms. Comparing two empirically informed case studies, this study demonstrates the functions of this policy tool plays within China’s higher education policy-making and development: generative, rhetorical and regulatory. The paper argues that PE can be a genuinely productive mechanism for producing, (...) identifying and negotiating new policy options while allowing the government to supervise and regulate institutional reform behaviours. However, under certain conditions, it assumes more of a symbolic role allowing the government to acquire or consolidate reform legitimacy without engaging substantial innovation. By highlighting those key roles of PE, this paper provides a distinctive perspective for understanding the policy-making and reform process in China’s higher education development. (shrink)
