Over the recent decades, the concept of resilience has spread from environmental science to a number of disciplines dealing with crisis and disaster management. From psychology, public health, and human resource management to development and security studies, resilience is replacing an earlier focus on resistance and adaptability within these fields. There exist several studies dealing with resilience discourse as a key to a diagnostic of the present. While some hail resilience as a new register of ecological resistance for social movements, (...) other decries resilience as a discourse legitimating the neoliberal state’s abandonment of the poor to catastrophe. This article proposes a framework for reading together these highly diverging interpretations of resilience through a historicising of the concept of resilience, tracing its rise genealogically in relation to the concepts of resistance and adaptability. Through readings of authors such as Thomas Hobbes, Carl von Clausewitz, Herbert Spencer, and C.J. Holling, the article shows how these concepts were imported from scientific materialism into pragmatic and normative discourses of defence of life against shifting threats to individual and social life. The article shows how the shifting importance of the concepts of resistance, adaptability and resilience must be related to changing social-ecological problems and the forms of contestation and governance that respond to them. The intention of the present essay is to urge a reconsideration of the Realism-Phenomenalism-Issue, mainly and primarily in regard to the interpretation of scientific hypotheses; secondarily also relating to the basic problems of epistemology.

Cognitive science is, of course, not really a new discipline, but a recognition of a fundamental set of common concerns shared by the disciplines of psychology, computer science, linguistics, economics, epistemology, and the social sciences generally. All of these disciplines are concerned with information processing systems, and all of them are concerned with systems that are adaptive—that are what they are from being ground between the nether millstone of their physiology or hardware, as the case may be, and the upper (...) millstone of a complex environment in which they exist. Systems that are adaptive may equally well be described as “artificial,” for as environments change, they can be expected to change too, as though they were deliberately designed to fit those environments (as indeed they sometimes are).The task of empirical science is to discover and verify invariants in the phenomena under study. The artificiality of information processing systems creates a subtle problem in defining empirical invariants in such systems. For observed regularities are very likely invariant only within a limited range of variation in their environments, and any accurate statement of the laws of such systems must contain reference to their relativity to environmental features. It is a common experience in experimental psychology, for example, to discover that we are studying sociology—the effects of the past histories of our subjects—when we think we are studying physiology—the effects of properties of the human nervous system. Similarly, business cycle economists are only now becoming aware of the extent to which the parameters of the system they are studying are dependent on the experiences of a population with economic events over the previous generation.In artificial sciences, the descriptive and the normative are never far apart. Thus, in economics, the “principle of rationality” is sometimes asserted as a descriptive invariant, sometimes as advice to decision makers. Similarly, in psychology, the processes of adaptation (learning) have always been a central topic, at one time a topic that dominated the whole field of research. Linguistics, too, has suffered its confusions between descriptive and normative attitudes towards its subject. But we must avoid the error, in studying information processing systems, of thinking that the adaptive processes themselves must be invariant; and we must be prepared to face the complexities of regression in the possibility that they themselves may be subject to improvement and adaptation.It might have been necessary a decade ago to argue for the commonality of the information processes that are employed by such disparate systems as computers and human nervous systems. The evidence for that commonality is now overwhelming, and the remaining questions about the boundaries of cognitive science have more to do with whether there also exist nontrivial commonalities with information processing in genetic systems than with whether men and machines both think. It is shown how a causal ordering can be defined in a complete structure, and how it is equivalent to identifying the mechanisms of a system. Several techniques are shown that may be useful in actually accomplishing such identification. Finally, it is shown how this explication of causal ordering can be used to analyse causal counterfactual conditionals. First the counterfactual proposition at issue is articulated through the device of a belief-contravening supposition. Then the causal ordering is used to provide modal (...) categories for the factual propositions, and the logical contradiction in the system is resolved by ordering the factual propositions according to these causal categories. offers an evolutionary approach to morality, in which moral rules form a cultural system that is robust and evolutionarily stable. The folk theorem is the analytical basis for his theory of justice. I argue that this is a mistake, as the equilibria described by the folk theorem lack dynamic stability in games with several players. While the dependence of Binmore's argument on the folk theorem is more tactical than strategic, this choice does have policy implications. I do not believe that (...) moral rules are solutions to the Nash bargaining problem. Rather, I believe that human beings are emotionally constituted, by virtue of their evolutionary history, to embrace prosocial and altruistic notions of in-group–out-group identification and reciprocity. These aspects of human nature are incompatible with Binmore's notion that humans are self-regarding creatures. The task of axiomatizing physical theories has attracted, in recent years, some interest among both empirical scientists and logicians. However, the axiomatizations produced by either one of these two groups seldom appear satisfactory to the members of the other. It is the purpose of this paper to develop an approach that will satisfy the criteria of both, hence permit us to construct axiomatizations that will meet simultaneously the standards and needs of logicians and of empirical scientists.

The purpose of this paper is to make clear that the widely recognized formulations of the principle of induction do not express the most fundamental rule of induction; that the current view concerning the probability of induction must be revised in terms of a frequency theory of probability; that on this basis the problem of induction in its traditional form is a pseudo-problem; and that the principle of induction must be interpreted as a pragmatic or operational maxim.

The paper considers recent proposals by Armstrong, Dretske, and Tooley that revive the view that statements of laws of nature are grounded by the existence of higher order facts relating universals. Several objections to such a view are raised and an alternative analysis, recognizing general facts, is considered. Such an alternative is shown to meet a number of the objections raised against the appeal to higher order facts and it is also related to views of Hume and Wittgenstein. Science progresses if we succeed in rendering the objects of scientific inquiry more comprehensively or more precisely. Popper tries to formalize this venerable idea. According to him the most comprehensive and most precise description of the world is given by the set T of all true statements. A hypothesis comes the closer to T, or has the more verisimilitude, the more true consequences and the fewer false consequences it implies. Popper proposes to order hypotheses by the inclusion relations between the (...) sets of their true and of their false consequences ("truth contents" and "falsity contents"). A partial ordering would permit one to decide whether the substitution of theory t 1 by t 2 represents scientific progress. But because of the logical relations between the elements of the sets of logical consequences, or contents, false hypotheses cannot be compared. As our theories usually turn out to be false sooner or later, they can seldom be compared as to their verisimilitude and when they can, the result depends only on which theory implies the other and on their truth-values. Popper even tries to define a measure of verisimilitude on the partial ordering. It has to fail for the same reason. In addition he tries to relativize the concept of a content and fails. What is more, any attempt at defining a measure of better or worse correspondence to the whole truth must fail, as there is no justification for saying that any true primitive sentence asserts as much about reality as some other primitive sentence, or more. Chuang Tzu was to Lao Tzu, the author of Tao Tê Ching, as Hui-neng, the sixth Patriarch of Zen Buddhism, was to Bodhidharma, and in some respects St.Paul to Jesus; he expanded the original teaching into a system and was thus the founder of Tao-ism. Whereas Lao Tzu was a contemporary of Confucius in the sixth century B.C, Chuang Tzu lived over two hundred years later. He was one (...) of the greatest minds produced by China; philosopher, metaphysician, moralist and poet. It is impossible to understand the spiritual depth of the Tao Tê Ching without the aid of Chuang Tzu. (shrink)

This paper compares the four national electronic Identity Management Systems (eIDMS), which have been described in the previous chapters. The section Similarities and differences between four national eIDMS will highlight the differences between these systems conceived as socio-technical systems with regard to the eID itself, the eID cards as tokens, the authentication processes as well as the procedures for distribution and personalisation, the support provided for installing the technology and any provider-related regulation. The section A three-fold path dependency , according (...) to the conceptual framework presented in the introductory chapter to this special issue, compares the new electronic systems with the previous ones in each country, in order to assess the continuation or changes with regard to the organisational, technological and regulatory path of development. The following sections explain the differences between the paths chosen and the path-related changes by analysing the actor constellation of the institutional actors, in particular the policy field and the power structure, as well as the context in which the policy makers made their choices, looking at privacy and Staatsverständnis in particular. Finally the diffusion and usage of the eID function will be compared and analysed, discussing to what extent the new institution has made a contribution to solving the policy problem it was developed for, e.g. providing a stronger authentication in order to meet security concerns regarding e-government and e-commerce transactions and avoiding new privacy infringements. Using grounded theory, the explanations provided have the status of generalisations derived from the four cases. They have to be considered as hypotheses, which will be checked for other countries in the following papers of this special issue. The comparison of the four cases in this article shows a high degree of path dependency. Most of the differences between the new systems are just a continuation of differences between the previous systems although they are to solve the same problem and can draw on the same technologies. But most astonishing is the finding that these differences between the systems do not influence diffusion and use of the eID function in the respective countries. (shrink)

Attention and disruptive behavior disorders present considerable challenges for children and their parents. These challenges have led to the development of parenting programs; however, there is a paucity of literature that discusses the ethical dilemmas parent training researchers face. This article reviews ethical principles and professional standards relevant to parent training research and provides case material to illustrate the challenge of balancing ethical adherence and empirical rigor using three ethical issues that commonly arise in parent training research. In particular, this (...) article focuses on ethical issues surrounding confidentiality in a group setting, use of control groups, and limiting changes in medication/treatment status outside of the treatment protocol.
