Low birth weight, intrauterine growth retardation, and prematurity are overwhelming risk factors associated with infant mortality and morbidity. The lack of efficacious prenatal screening tests for these three outcomes illuminates the problems inherent in bivariate estimates of association. A biocultural strategy for research is presented, integrating societal and familial levels of analysis with the metabolic, immune, vascular, and neuroendocrine systems of the body. Human chromosome 11p15 comprises two imprinted domains important in the control of fetal and postnatal growth. Novel studies1-3 establish that imprinting at one of these, the IGF2-H19 domain, is epigenetically deregulated (with loss of DNA methylation) in Silver-Russell Syndrome (SRS), a congenital disease of growth retardation and asymmetry. Previously, the exact opposite epigenetic alteration (gain of DNA methylation) had been detected at the domain's ‘imprinting control region’ (ICR) in patients with Beckwith-Wiedemann Syndrome (BWS), a complex disorder of (...) fetal overgrowth. However, more frequently, BWS is caused by loss of DNA methylation at the ICR that regulates the second imprinted domain at 11p15. Interestingly, a similar epigenetic alteration (with loss of methylation) at a putative ICR on human chromosome 6q24, is involved in transient neonatal diabetes mellitus (TNDM), a congenital disease with intrauterine growth retardation and a transient lack of insulin. This article reviews the effects of malnutrition on early brain development using data generated from animal experiments and human clinical studies. Three related processes, each with their own functional consequences, are implicated in the alteration of brain development. (1) Maternal undernutrition at the start of pregnancy results in reduced transfer of nutrients across the placenta, allowing the conservation of effort for future reproductive episodes. (2) Differential allocation to growing organs by the fetus in response to nutritional stress spares the brain (...) to a large though still limited degree, reflecting the organ’s relative contribution to survival and reproductive success. (3) Prenatal malnutrition disrupts developing neurotransmitter systems, which results in the expression of specific cognitive and affective traits. It is argued that the increasing size and therefore cost of the brain, in conjunction with increasing ecological instability and marginality, reinforced selection for maternally controlled growth suppression of offspring, reallocation of organ growth rates by offspring, and behavioral changes related to development of neurotransmitter systems. In this paper, we investigate the Precautionary Principle (PP) in action. Precaution is a fairly new concept in environmental policy. It emerged back in the 1960s but did not consolidate until the 1980s, as it formed part of the major changes taking place in environmental policies at that time. The PP is examined in three contexts. Firstly, we look at the meaning of the concept and how it is disseminated through the media and public discourses to the political arenas of (...) Denmark. Then we examine how the idea is adopted to the political level. Thirdly, we look briefly at the first Danish translation of the principle into a practical context, which includes translations into concrete scientific practices. It is concluded that if the PP shall be more than a simple “idea” or a frequently used “term,” emphasis must be put on the transformation of the concept into concrete practices, like e.g., the alternative testing regimes that we show in the case of plant growth-retarding pesticides presented in this paper. The developing mammalian heart responds to a variety of conditions, including changes in nutrient availability, blood oxygenation, hemodynamics, or tissue homeostasis, with impressive growth plasticity. This ensures the formation of a functional and normal sized organ by birth. During embryonic and fetal development the heart is exposed to various physiological and potentially pathological changes in the intrauterine environment which dramatically impact on normal cardiac function, tissue composition, and morphology. This paper summarizes the mechanisms employed by the embryonic and (...) fetal heart to adapt to various intrauterine challenges to prevent or minimize postnatal consequences of impaired cardiac development. Abstract:What is in the best interests of a child, and could that ever include interventions that we might regard as prima facie detrimental to a child’s physical well-being? This question is raised a fortiori by growth attenuation treatments in children with severe neurological disorders causing extreme developmental delay. I argue that two principles that provide guidance in generating a conception of best interests for each individual child yield the right results in such cases. The principles are as follows: thepotentiality (...) principle, whereby every child should be able to develop its potential and is entitled to receive certain help in doing so, and theprinciple of psychosomatic harmony, whereby every human being is entitled to treatment that is appropriate to or enables a life in which mind and body are in tune with each other. The two important factors in science development are the social economy (gross domestic product, GDP) and freedom. In order to follow the development of science for both old Arabic-Islamic and Western civilizations, a statistical method is used to trace the variation of scientists' population with time. The analysis shows that: 1- There is a growth in Arabic-Islamic sciences for a period of three centuries (AD 700-1000). Then it is followed by period of declination. Major factor behind that decay in science activities and the block of the science thoughts may be attributed to religious thoughts domination, and cultural or thoughtful problems, in addition to the normal social problems like wars, disasters..etc. 2- The growth in western civilization started approximately in AD 1200 and remains in its growing. There are limitations of obstetric estimation of neonatal outcome in extremely premature newborns. Predicting outcomes, survival, and morbidity are often uncertain, such as in cases of extreme prematurity, certain fetal anomalies, intrauterine growth restriction, and intrauterine infection. Informed consent, truth telling, the maternal–fetal conflict, decision making, and the fetus as a patient are the most important issues of obstetric and neonatal ethics. Because the boundary between utility and futility is not clear, the best interest of the mother, (...) the fetus, and the newborn will be subject of discussion every time. Until that final week before birth, my pregnancy had been uneventful; my blood pressure, weight gain, and lab work charted normally. At my prenatal check (with a new physician as mine was away), my (...) measurements were off. That OB-GYN referred me to a perinatologist who was able to perform an ultrasound (checking for infant size) and advised that I should deliver soon because the infant was markedly growth retarded. I was induced two days later. My small daughter was born with skeletal leg deformities and brought to the neonatal intensive care unit (NICU). I was familiar with that NICU since I had worked there as an RN prior to this pregnancy. I was comfortable with the environment, the people, and the overall culture of the place. Indeed, I had been a pediatric nurse for the previous 10 years working primarily in intensive care.After my daughter’s birth, I was able to intuit meaning by the placement of her bassinet in the unit (e.g., it was not too close to the nurse’s station; she had no oxygen or tubing, and she was not in a private room). I believed that her journey home would be longer than I had planned but that it would occur. On that first day, a pediatric cardiolo-gist arrived to perform an ultrasound. I was familiar with this scene too; I did not view this process as anything more than routine. I was relieved to have [End Page 24] a physician who I knew and trusted to watch over my daughter. The neonatologist started to discuss options for transport so my daughter could be treated at a larger hospital. I tried to catch my breath and process what I was being told. I requested that an evaluation be made of other potential conditions before transfer since my daughter was also small for gestational age, something we had learned less than a week earlier, and she had some skeletal defects, an issue of which we were unaware until after she was born.A head ultrasound revealed an absent corpus callosum, the region of the brain that connects the two cerebral hemispheres and allows them to communicate by sending and receiving signals from each other.Given all the enormous medical issues my daughter was facing, I asked for her ventilator to be withdrawn and my husband concurred. We wanted our daughter to be baptized and to die a “natural death.” Our neonatologist indicated that our choices were reasonable. The unborn healthy foetus is looked upon as a blessing by one and all. A plethora of thoughts arise in the brains of expectant parents. But what goes on in the brain of the yet unborn still remains a mystery. 'Foetal mind' is a reflection of functions of its organs of sense, an instrument of knowledge that may even be reduced to machine to demonstrate the effect of sense organs and brain contact. Testimony to this fact are the various waveform (...) patterns obtained non-invasively from the foetal Middle Cerebral Artery (MCA) by using Colour Doppler Ultrasound. Our study, conducted for evaluating the foetal MCA in a rural obstetric population in Maharashtra, India, explains how the MCA - a major artery supplying foetal brain, can give abundant information about foetal heart and foetal stress. When only the foetal heart is stressed by the presence of arrhythmias or ectopic beats, these changes are manifest in the foetal MCA velocity waveform pattern as seen on Colour Doppler study. When the entire foetus is under stress, as in cases of intra uterine growth retardation (IUGR), changes again manifest in the foetal MCA velocity waveform pattern and are designated as the foetal Brain Sparing Effect. Thus scientific evaluation of foetal MCA waveform can objectively demonstrate that the overtly non-communicating foetal brain indeed remains an internal organ of sense and a vital instrument of knowledge to clarify the various effects of sense organs and brain contact. Although the brain parenchyma or cerebral metabolism has not been studied here, cerebral vessels serve as a window to cerebral metabolism, as auto regulatory function of brain leads to changes in haemodynamics of cerebral vessels. Also, like other vessels, MCA mirrors foetal distress and IUGR; but unlike other vessels, e.g. the umbilical or uterine artery, which show these changes in the form of reduction or even reversal of diastolic flow, MCA shows an increase in diastolic component due to brain sparing effect. The unique connection between physical changes in the foetal heart, brain and mental operations are thus critically clarified to some extent, and this helps untangle and comprehend the lattice of mental operations. Although this preliminary study has its limitations, it still carries forward the present corpus of knowledge on the strength of its evidential and critical enquiry and helps unravel the concept of foetal consciousness. Growth of urban areas, the corresponding increased demand for utility services and the possibility of new types of utility systems are overcrowding near surface underground space with urban utilities. Available subsurface space will continue to diminish to the point where utilidors (utility tunnels) may become inevitable. Establishing future sustainable strategies in urban underground engineering consists of the ability to lessen the use of traditional trenching. There is an increasing interest in utility tunnels for urban areas as a sustainable technique (...) to avoid congestion of the subsurface. One of the principal advantages of utility tunnels is the substantially lower environmental impact compared with common trenches. Implementing these underground facilities is retarded most by the initial cost and management procedures. The habitual procedure is to meet problems as they arise in current practice. The moral imperative of sustainable strategies fails to confront the economic and political conflicts of interest. Stable heavy isotopes co‐exist with their lighter counterparts in all elements commonly found in biology. These heavy isotopes represent a low natural abundance in isotopic composition but impose great retardation effects in chemical reactions because of kinetic isotopic effects (KIEs). Previous isotope analyses have recorded pervasive enrichment or depletion of heavy isotopes in various organisms, strongly supporting the capability of biological systems to distinguish different isotopes. This capability has recently been found to lead to general decline of heavy isotopes (...) in metabolites during yeast aging. Conversely, supplementing heavy isotopes in growth medium promotes longevity. In Truthfulness and Tragedy Stanley Hauerwas provides an account of moral existence and ethical rationality that shows how Christian convictions operate, or should operate, to form and direct lives. In attempting to conceptualize the basis of Christian ethics in a manner that will render Christian convictions morally intelligible, the author casts fresh light on traditional theoretical issues and articulates the distinctive Christian response to contemporary concerns such as suicide, medical ethics, and child care. The first section of the book deals (...) with methodological issues: the meaning and nature of practical reason, obligation claims, natural law, and self deception, and the affinity of story and ethics. It focuses on the relation of truthfulness and tragedy and the need for a story--a set of religious convictions or "grammar of theology"--that does justice to the tragic character of human existence. The second section addresses substantive issues: suicide, euthanasia, and the value of survival; the moral limits of population growth; the definition of "person" for medical reasons; and social involvement and Christian ethics. The overall theme is the need for a community in which truthfulness is a way of life. In the final section, devoted to the problem of how to care for retarded children, the implications of the author's ethical position are given concrete expression. He discusses the assumptions underlying the willingness to have children, criteria for humanness, medical ethics, and how truthful communities deal with suffering. This study identified the influences of maternal socio-demographic and antenatal factors on stillbirths and neonatal deaths in New South Wales, Australia. Bivariate and multivariate analyses were used to explore the association of selected antenatal and maternal characteristics with stillbirths and neonatal deaths. The findings of this study showed that stillbirths and neonatal deaths significantly varied by infant sex, maternal age, Aboriginality, maternal country of birth, socioeconomic status, parity, maternal smoking behaviour during pregnancy, maternal diabetes mellitus, maternal hypertension, antenatal care, plurality (...) of birth, low birth weight, place of birth, delivery type, maternal deaths and small gestational age. First-born infants, twins and infants born to teenage mothers, Aboriginal mothers, those who smoked during the pregnancy and those of lower socioeconomic status were at increased risk of stillbirths and neonatal deaths. The most common causes of stillbirths were conditions originating in the perinatal period: intrauterine hypoxia and asphyxia. Congenital malformations, including deformities and chromosomal abnormalities, and disorders related to slow fetal growth, short gestation and low birth weight were the most common causes of neonatal deaths. The findings indicate that very low birth weight (less than 2000 g) contributed 75·6% of the population-attributable risks to stillbirths and 59·4% to neonatal deaths. Low gestational age (less than 32 weeks) accounted for 77·7% of stillbirths and 87·9% of neonatal deaths. The findings of this study suggest that in order to reduce stillbirths and neonatal deaths, it is essential to include strategies to predict and prevent prematurity and low birth weight, and that there is a need to focus on anti-smoking campaigns during pregnancy, optimizing antenatal care and other healthcare programmes targeted at the socially disadvantaged populations identified in this study. This expresses the conviction that social justice is the highest of values in the society and imperative in the ordering of societal priorities. This paper appraised the concept of social justice as understood in (...) Tiv traditional thought system. The paper employed qualitative research where data were derived from books, journal articles and the internet. The historical, expository and critical methods were adopted for this paper. The historical method presented the views of various philosophers on the concept of justice as well as the history of Tiv people. The expository method relayed the concept of justice in Tiv traditional thought system while the critical method focused on the appraisal of Tiv notion of social justice. The paper found out that, lack of social justice has bedeviled the Tiv nation. This is evidenced in jealousy, envy, land disputes, poverty, politics of bitterness, decline in value orientation, individualism, sectionalism etc. These indices have thwarted development in Tivland, retarded growth and bred suspicion and scorn. The paper therefore, concluded that if Tiv people revive their traditional value system of social justice encapsulated in Gbaaondo, swem, as well as ya na angbian, the much needed cohesion, integration, unity, growth and development that has eluded Tiv people and Tivland for so long would be realised. Despite hundreds of definitions, no consensus exists on a definition of life or on the closely related and problematic definitions of the organism and death. These problems retard practical and theoretical development in, for example, exobiology, artificial life, biology and evolution. This paper suggests improving this situation by basing definitions on a theory of a generalized particle hierarchy. This theory uses the common denominator of the “operator” for a unified ranking of both particles and organisms, from elementary particles to animals (...) with brains. Accordingly, this ranking is called “the operator hierarchy”. This hierarchy allows life to be defined as: matter with the configuration of an operator, and that possesses a complexity equal to, or even higher than the cellular operator. Living is then synonymous with the dynamics of such operators and the word organism refers to a select group of operators that fit the definition of life. The minimum condition defining an organism is its existence as an operator, construction thus being more essential than metabolism, growth or reproduction. In the operator hierarchy, every organism is associated with a specific closure, for example, the nucleus in eukaryotes. This allows death to be defined as: the state in which an organism has lost its closure following irreversible deterioration of its organization. The generality of the operator hierarchy also offers a context to discuss “life as we do not know it”. The paper ends with testing the definition’s practical value with a range of examples. (shrink)

The risk was grave: "Galen himself maketh answer that one may dye of these passions, and to this doe all Physicians assent; and (...) experience maketh it so appeare" (1633, 393–95).1 In the sixteenth and seventeenth centuries, physicians routinely treated grief and its effects, since it was commonly held that the passions were realized in matter.2 They applied an ensemble of remedies—bleeding, emetics, laxatives—predicated on sympathetic connection between bodies and souls, for disturbance "in the emotional climate of the body alters its inner temperature and causes in turn dangerous mutations in the balance and composition of the humours" (MacDonald 1981, 182).3 The spirits, too, were enlisted: for "the spirit being either withdrawne from the outwarde parts by vehement passio[n] of griefe," the "outward partes not only faile in their sense and motion, but even nourishment & growth thereby are hindered" (Bright 1586, 60; see also 47, 51–52). But grief also "besieged" the mind, weakened reason, hampered discourse, and impugned the will (Reynolds 1640, 229–30). By affecting mental faculties, passions subvented affliction, and thus physicians offered various prophylactics against fulminant emotion in the sick, most [End Page 54] of which focused on the imagination as potentially harmful faculty that prolonged or intensified suffering. As wards against excessive passion, Hart recommends vigilance and circumspection, accommodation and distraction. First, physicians must guard against visitors who "prove the causes of infinite evills to the sicke" by occasioning overweening feeling. Drawing on Paul's distinction between worldly and "godly" sorrow in his second letter to the Corinthians, Hart recognizes that sufferers have just cause for fear, and physicians should not interrupt or retard "true sorrow for sinne," which offers comfort to a "drouping and sorrowfull soule." But the effects of any lenitive passion are endangered by "indiscreetly" compounding fear and grief "at an unseasonable time" (1633, 400). To avoid odium, a counselor's efforts must conform to "time, place, and person" (Wilson 1994, 120). Second, a physician should "accommodate himselfe to the severall dispositions of his patients, and to many particular circumstances concerning them," adjusting therapies and practices to individual sufferers. Finally, if not too fragile, the sick should be distracted with mirth (1633, 400).Those expressing "true sorrow for sinne" should read. Bolton, who was rector of Broughton, Northamptonshire, and a popular conformist preacher, insists that divines sometimes held even "godly sorrow" unseasonable, "when it unfitteth the body or minde to good duties" (1641, 587). Excessive grief is particularly foul: of "all other passions of the Soule," he writes, "sadnesse, and grief grates most upon the vitall spirits; dries up soonest the freshest marrow in the bones; and most sensibly suckes out the purest, and refinedst bloud in the heart" (1641, 21). Bolton's remedies are to avoid idleness and solitude, for both render the soul susceptible to disquiet (1641, 582), and to read: the sorrowful and the melancholy find succor in scripture. Although both forms of suffering may be treated medically, one remedy for an afflicted conscience is "Gods blessed Booke" (1641, 211–15). An internalization of the greenhouse externality based on property rights in carbon emissions offers the potential to promote rather than retard worldwide economic development. A concept for a primitive angiospermous branch system is given in order to have a starting point for the derivation of the diverse and highly differentiated branch systems observed in contemporary angiosperms. Hitherto Troll's (1964, 1969) comparative study of the synflorescences in this plant group — developed out predominantly on herbaceous plants — was the most comprehensive and sophisticated treatment dealing with branch systems. Unfortunately, the work on tropical tree architecture by Hallé et al. (1978) has no reference to the (...) classical studies of Troll and his pupils. Thus Müller-Doblies and Weberling (1984) emphasized the high degree of terminological incompatibility between the two works. Angiosperms are seen as a monophyletic plant division. Consequently, the branch system of the first primitive angiosperms must be the starting point in the evolution of the abundant diversity of branch systems and growth forms of modern angiosperms. If it is accepted that primitive angiospermous shoots were terminated by a large flower, one may assume, that the reproductive end of the shoot was enriched by paracladia early in evolution, thereby developing a terminal inflorescence instead of a single flower. Thus the primitive shoot unit was divided into a basal vegetative region — the trophotagma, branching retardively — and the reproductive terminal region, the anthotagma, branching simultaneously. It is demonstrated through a selection of different examples, that the construction of such a system possesses the options for several modifications, enabling the evolution of the abundant diversity of branch systems which characterizes contemporary angiosperms. Purpose: The purpose of the study was to assess the socio-economic challenges faced by CoG-Kenya in poverty alleviation in Emuhaya District, Western Kenya.Methodology: This study was a cross-sectional research that sought to give an examining and descriptive scrutiny of the CoG-K’s activities in Emuhaya District of Western Kenya. This study sampled a total of 312 respondents (1 Bishop, 1 General Secretary, 1 General Assembly Trustee, 1 General Assembly Treasurer, 16 Directors, 282 Pastors, and 10 Elders) through purposive sampling method. Oral (...) interviews, questionnaire methods and focus group discussion were used to collect data from the respondents. Observation method was used to validate the information obtained through oral interviews and questionnaires. Secondary data was sourced from published and unpublished literature. Data was analyzed using the theological method of induction (TMI).Results: The study concludes that as much as the CoG-K has made concerted attempts towards development in Emuhaya District by influencing the peoples thinking on legitimacy of wealth and education, and on the moral value of saving and investing. However some of its programs and ceremonial functions like ordination, baptism, marriage and weddings tend to retard these efforts of alleviating poverty. Although such programs and celebrations serve the poor at the grassroots level, they delay change in behavioural and institutional transformation capable of sustaining economic growth.Unique contribution to theory, practice and policy: There is a need to change cultural practises that tend to retard development among the adherents of the CoG-K in Emuhaya District. The study posits that cultural practices surrounding marriage and death that are repugnant and detrimental to change should be discarded if development is to take place. (shrink)

Economic development has provided the best protection against natural cataclysms. Government intervention in the economy has adversely affected economic growth and retarded the ability of the people to take effective measures to mitigate the impact of natural hazards. In December 1999 two papers were published on the theme of inequality in journals of the American Economic Association. The first article (Welch, American Economic Review) celebrates inequality's recent advances in conventional neoliberal fashion, as an essentially progressive force that spawns innovation and stimulates growth. The second article (Aghion et al, Journal of Economic Literature) presents contrary evidence that inequality has retarded growth and impeded socioeconomic progress. This paper argues that Welch's defense of the status quo might be (...) of greater value to those who object to it than Aghion et aUs well-intentioned article. (shrink)

A modest dc electric field markedly reduced the tensile flow stress at high temperatures in three polycrystalline oxides, i.e. MgO, Al2O3 and yttria-stabilized tetragonal ZrO2 (Y-TZP). The reduction in flow stress ΔσE in Y-TZP consisted of three components: (i) ΔσT due to Joule heating, (ii) a rapid, reversible component obtained in on-off and electric field step tests and (iii) the cumulative effect of the field on microstructure. Only ΔσT and occurred in MgO and Al2O3. It is concluded that results from (...) a reduction in the electrochemical potential for the formation of vacancies corresponding to the diffusion of the rate-controlling ion in the space-charge at the grain boundary. The calculated magnitude of the space-charge zone width and its temperature and solute composition dependence are in accord with theory and experiment; is attributed mainly to the retardation of grain growth by the field. The retardation could be due to one or more of the following effects of the field on the space-charge zone: (i) an increase in the segregated solute ions, (ii) a decrease in grain boundary energy and (iii) a decrease in solute ion mobility. The dissertation is conceived as a major study of the controversial philosopher of world history, Oswald Spengler, as the exponent of a distinctive variety of political realism. The relationship of his ideas to German historicism and international theory is probed. The question of the historical inevitability of the eclipse of Europe by the ascendant superpowers and the epochal significance of the emergence of the American Century is considered in light of his philosophy. Spengler's many lectures and treatises on politics are (...) carefully examined in order to aid in harvesting his enduring wisdom on the art of statecraft, his insights into its ethical dilemma, and his reflections on the crisis of international politics in the twentieth century. The key thesis that Spengler transformed the cyclical philosophy he originally elaborated in his major work, The Decline of the West, summoning forth an arresting vision of world history as a soaring spiral culminating in the destruction of modern civilization, is buttressed through extensive quotation from posthumously published archival material. The actuality of his profoundly tragic thought, which illuminates the apocalyptic specter which haunts contemporary world affairs--the global ecological crisis, the cessation of economic growth in the overpopulated periphery and the danger of the collapse of the American-sponsored post-World War II international economic order, and the unending peril of a global war waged with thermonuclear, chemical, biological, and conventional weapons is explored. A provocative neo-Spenglerian scenario of the rapid deterioration of American economic power and the disintegration of the pax Americana, based on the classic analogy between Rome and America is adumbrated as an especially pessimistic contribution to the stormy debate about American "relative" decline. Finally, the significance of his philosophy to international political thought, particularly the utility of his pessimism in guiding statesmen in retarding the inevitable decline of the pax Americana as well as its value in exposing the guarded optimism at the core of "pessimistic" modern realist thought and in raising the question of its ultimate exhaustion in the face of the insurmountable crisis of modernity, is summarized. The orthogenetic development of some characteristic features during the evolution of the Hominidae has been pointed out. Especially brain- and skull development have been dwelt on . A parallel has been drawn with the orthogenetic development of some characteristic features during the evolution of the Equidae. It appears that during human evolution early-ontogenetic features come more and more to the front whereas during the evolution of Horses these characters are more and more pushed back in ontogeny. By this, human evolution, (...) at least as concerns the orthogenetically developing features which happen to be very characteristic of the organisation of Man, shows a generalising developmental tendency whereas that of Horses shows on the whole a specialising tendency.Some modes in which early-ontogenetic characters can be present in the adult stages are dealt with such asBolk's theory of retardation andSchindewolf's theory of proterogenesis which are considered not to differ very much in essentials. Also the principle of development along a roundabout way is mentioned in this connection and some examples are given.A better understanding of orthogenetic evolution and of the differences existing between that of the Hominidae and that of the Equidae is found in the principle of heterochronic development, the change of developmental intensity and the rate of growth of features in the ontogenies of allied forms. This is illustrated by the two diagrams of Fig. 2. Here we also established connection with the science of genetics which can explain experimentally the heterochronous shifting of features in compared ontogenies by difference in rate of action and quantitative action value of genes or sets of genes.Il est démontré que le développement phylogénétique de certains caractères morphologiques chez les Hominides est orthogénétique. Principalement le développement du cerveau et du crâne est discuté dans cette connection. Comparativement le développement orthogénétique de certains caractères pendant la phylogénie des Equides est traité. Il résulte que pendant l'évolution humaine des caractères fetaux se misent progressivement en premier plan dans les ontogénèses pendant que ceux dans la phylogénie des Equides se misent de plus en plus en arrière-plan ontogénétiquement. Dans cette manière l'évolution humaine montre, aux moins relative aux caractères orthogénétiques, qui sont exactement très caractéristiques pour l'organisation de l'Homme, une tendence généralisante de développement, celle des Equides au contraire une tendence spécialisante.Quelques possibilités avec lesquelles des caractères fetaux peuvent paraître dans la phase adulte sont discutées comme la théorie de retardation deBolk et la théorie de développement proterogénétique deSchindewolf. Celles-ci sont regardées comme principalement pas différentes. This article examines difficulties with bureaucratic reform for transitional economies, drawing on the American experience. Bureaucracies have incentive and performance problems that could retard economic growth in transitional economies. A remedy for a politicized corrupt bureaucracy is an autonomous, professional bureaucracy, chosen on the basis of merit. This article argues, however, such a move will not necessarily bring improvement. Political controls over the bureaucracy must be developed and inserted so that the bureaucracy has incentives to be more efficient and (...) to be more responsive to changing citizen demands. The American experience indicates that absent such provisions, a highly-protected, professional bureaucracy can engage in opportunism to advance its interests and those interests may not coincide with promoting economic growth.Cet article examine les difficultés auxquelles font face les tentatives de réforme de la bureaucratie dans les économies en transition en s’inspirant de l’expérience américaine. Les questions d’incitation et l’inefficacité des bureaucraties pourraient retarder la croissance économique dans les économies en transition. Une bureaucratie autonome, professionnelle, choisie sur la base du mérite est un remède à une bureaucratie politiquement corrompue. Cependant, cet article soutient qu’une telle démarche n’engendre pas nécessairement des améliorations. Il faut en plus élaborer des contrôles politiques de la bureaucratie afin que celle-ci soit incitée à être plus efficace et davantage sensible aux besoins changeants des citoyens. L’expérience américaine indique qu’en l’absence de telles dispositions, une bureaucratie professionnelle et très protégée peut se comporter de manière opportuniste en cherchant à promouvoir ses propres intérêts, pas toujours compatibles avec l’accélération de la croissance économique. Melatonin, the chief hormone of the pineal gland, is produced and secreted into the blood in a circadian manner with maximal production always occurring during the dark phase of the light dark cycle. Whereas the 24h rhythm of melatonin production is very robust in young animals including humans, the cycle deteriorates during ageing. The rhythm of melatonin can be substantially preserved during ageing by restricting the food intake of experimental animals; this same treatment increases the life span of the animals. (...) The exogenous administration of melatonin to non‐food restricted animals also reportedly increases their survival. Moreover, melatonin has been shown to have immunoenhancing effects and oncostatic properties. The implication of these studies is that melatonin may have both direct and indirect beneficial effects in delaying ageing processes or it may retard the development of processes (e.g., immunodeficiency and tumor growth) which contribute to a reduced life span. Together, China and India account for almost two fifths of mankind. In purchase power parity terms the Chinese economy is the second largest in the world ahead of Japan, and the Indian economy is the fourth largest ahead of Germany. In less than two decades these two big Asian economies together might account for a quarter of the global product. Currently, however, both countries are still poor.Both countries might outgrow poverty, because potential advantages of backwardness as well as fairly strong (...) domestic investment favor growth. Concerning human capital formation China and India differ. China is much better than India in primary school education. Eradication of analphabetism is in sight in China, but far in the future in India. India, however, is much stronger in tertiary education than China. Another major difference between China and India is their degree of integration in the global economy. China benefits much more from the global division of labor than India does. China attracts much more foreign direct investment, too.In the past fifty years, Chinese economic performance was superior to the Indian performance. Nevertheless I reject the interpretation that either China’s autocracy or China’s communist ideology is responsible for China’s better performance. China started to grow faster than the global economy only after Deng Xiaoping liberalized and opened up the economy. Under Mao Zedong and during the great leap forward more than 30 million Chinese starved to death. Similar disasters did not happen in poorer India. If China and India teach a lesson about the impact of regime characteristics on growth, it is the following: Democracy promotes performance quite similar to the global average, autocracy as a constitution of arbitrariness permits much better performance or much worse performance.In the long run, the growth prospects of both China and India depend not only on their own economic policies, but also on Western readiness to take their exports. Open Western markets together with sensible policies in China and India may promote global prosperity and peace.A eux deux, la Chine et l’Inde représentent deux cinquièmes de l’humanité. En termes de capacité de pouvoir d’achat comparé, l’économie chinoise est la deuxième plus grande au monde, devant le Japon, et l’économie indienne est la quatrième plus grande, devançant l’Allemagne. Dans moins de deux décennies, ces deux gigantesques économies asiatiques pourraient représenter conjointement un quart du produit global. Néanmoins, l’auteur rejette l’interprétation suivant laquelle ce serait ou l’autocratie chinoise ou l’idéologie communiste qui serait à l’origine de cette supériorité. La Chine commença à croître plus rapidement que l’économie globale seulement après que Deng Xiao Ping a libéralisé l’économie chinoise et ouvert ses frontières. Sous le règne de Mao Tsé Tung, et durant le “grand bond en avant”, plus de 30 millions de chinois sont morts de famine. De tels désastres n’ont pas été observés en Inde qui est relativement plus pauvre. Si une leçon peut être tirée des expériences chinoise et indienne à propos de l’impact des caractéristiques des régimes sur la croissance économique, c’est la suivante : la démocratie promeut des performances assez identiques à la moyenne globale, et l’autocratie en tant que constitution de l’arbitraire donne lieu à des performances bien meilleures ou bien pires. It is fashionable today to deride the domino theory, but in fact it contains an important kernel of plausibility, perhaps truth. National independence and revolutionary social change, if successful, may very well be contagious. The problem is what Walt Rostow and others sometimes call the "ideological threat" specifically, "the possibility that the Chinese Communists can prove to Asians by progress in China that Communist methods are better and faster than democratic {6} methods".2 The State Department feared that "A fundamental source (...) of danger we face in the Far East derives from Communist China's rate of economic growth which will probably continue to outstrip that of free Asian countries, with the possible exception of Japan", a matter of real as well as psychological impact elsewhere (DOD, book 10, 1198; June, 1959). The Joint Chiefs repeated the same wording two weeks later (1213), adding further that "The dramatic economic improvements realised by Communist China over the past ten years impress the nations of the region greatly and offer a serious challenge to the Free World" (1226). State therefore urged that the U.S. do what it can to retard the economic progress of the Communist Asian States (1208),3 a decision that is remarkable in its cruelty. (shrink)

Abstract:What is progress and what is not progress? We can talk about progress in lots of different arenas; we will focus primarily on economic and scientific progress, but also make brief reference to cultural and moral progress. In our discussion, we want to distinguish, especially, between overall, long-term progress and narrower, shorter-term progress or regress. We will refer to these as “global” and “local” progress, respectively. Of course, one can also regress; therefore, we will also look at instances where progress, (...) along some dimension, slows or even moves backwards. Generally, such regress is local, and often still in a context of broader, global progress. In scientific progress, for example, there are many instances of short-term progress which, if not completely discarded or disproved, are at least substantially modified or fundamentally challenged. And yet, those research paths, even when later abandoned, still contributed to the overall progress of the field. In that sense, the regress (that is, rejection or modification of previous theories) is corrected by, but not in conflict with, the overall progress. In the case of economic progress, the concept of regress usually takes on a different form in which things that aren’t advancing progress don’t necessarily stop it, but are simply retarding progress — that is, making the rate of progress less efficient. The consequence, we suggest, is that when talking about economic progress, objections to certain consequences of economic progress (for instance, income inequality — a type of regress, in our terminology) should not be cordoned off and dealt with independently, but should be incorporated into the way we think about economic progress itself — as instances of local regress within a context of global progress. We explore the effects of these different relations between progress and regress to suggest some of the challenges those seeking to broaden the standard measure, GDP, to incorporate other social values of well-being will face moving forward. It is evident how much Olby and Provine have contributed to a better understanding of the emergence of genetics. It is equally evident, I believe, how many obscure issues still remain to be elucidated. Indeed, their volumes have raised as many new questions as they have answered old ones. In particular, the role of constructive as well as retarding contemporary concepts in the development of new generalizations still requires far more analysis. The somewhat independent trends of various national schools and (...) the influence of neighboring fields (e.g. statistics, animal husbandry, systematics) are other areas deserving further study. This special issue of the Journal of Medicine and Philosophy focuses on unintended intrauterine death (UID) and preterm delivery (both phenomena that are commonly—and unhelpfully—referred to as “miscarriage,” “spontaneous abortion,” and “early pregnancy loss”). In this essay, I do two things. First, I outline contributors’ arguments. Most contributors directly respond to “inconsistency arguments,” which purport to show that abortion opponents are unjustified in their comparative treatment of abortion and UID. Contributors to this issue show that such arguments often rely (...) on a grossly oversimplified picture of abortion opponents’ views. Furthermore, contributions in this issue weigh in on issues regarding UID with theoretical import and therapeutic implication beyond the inconsistency argument debate. These papers can be mined for principles that better inform us about anembryonic pregnancies (i.e., nonviable pregnancies in which a gestational sac exists but no embryonic pole can be seen via transvaginal ultrasound), UID-prevention research, the law concerning UID (especially post-Dobbs), policies for handling embryonic remains, and moral psychology as it relates to UID, emotion, and empathy. In each case, conceptual philosophical analysis might bring about therapeutic benefits for those affected by UID. Philosophers, therefore, are in position not only to provide clarity—careful analysis and discussion of UID and related phenomena—but are also in position to genuinely help people affected by UID. Intrauterine surgery shows that the prognosis of neonates with myelomeningocele (MMC) has improved, both in survival and in quality of life. In order to study the current efficacy of intrauterine surgery for MMC and to make an ethical analysis of its proportionality, we conducted a PubMed search using the keywords “myelomeningocele”, “intrauterine surgery”, “MOMS”, and “trial”. Thirty-eight articles were found. The literature investigated the risks and benefits of intrauterine surgery based on the physiological parameters of MMC. (...) Intrauterine surgery produces clear benefits. However, it also has disadvantages, such as premature birth, fetal or neonatal death, and uterine complications. The option of surgery is positive. However, since the intervention is risky, the final decision must be prudential, and thus should involve an ethical analysis of therapeutic proportionality. This requires a specific clinical evaluation of the fetus ensuring fetal survival in all cases and minimizing the risks arising from extremely premature birth. (shrink)

The Indakasutta, its commentary, and sub-commentary describe and discuss the phases of intrauterine development. By adopting a terminology remarkably comparable to that of other Buddhist and non-Buddhist texts, they illustrate fundamental Buddhist teachings like the non-self view and the dependent arising. I here offer a translation of these three texts, preceded by an introductory outline of their contents.

Dans certains récits poïétiques, des artistes trouvent par hasard au sein de leur expérience perceptive une solution à un problème de réalisation artistique en un moment imprévu, en un lieu inattendu, à la suite d’un temps devenu vacant par un retard ou une circonstance involontaires. De Léonard de Vinci à l’artiste surréaliste Max Ernst, sont analysées les relations entre ces temps vacants de diverses natures psychologiques et circonstancielles avec la capacité, qui leur succède, à saisir une sollicitation imprévue pour l’intégrer (...) à leur démarche artistique. Tournure stylistique et dramatique pour mieux faire ressortir l’instant fertile sérendipien? Rhétorique de l’ironie, qui retourne la durée morne en moment d’intense création? Repos nécessaire pour mieux aiguiser l’attention qui succède? Ou plongée dans l’inconscient riche d’images, qui souffle parfois des solutions époustouflantes de justesse? Ces moments vides, quelle qu’en soit la teneur, tiennent probablement un rôle plus soutenu qu’il n’y paraît dans la temporalité de la démarche sérendipienne chez nombre d’artistes. Aussi, même s’il n’est pas question ici de sacraliser leur activité, faut-il considérer leurs temps apparemment vides, comme une chance d’une possible sérendipité artistique. (shrink)

Intrauterine insemination is one of many treatments provided to infertility patients. Many factors such as, but not limited to, quality of semen, the age of a woman, and reproductive hormone levels contribute to infertility. Therefore, the aim of our study is to establish a statistical probability concerning the prediction of which groups of patients have a very good or poor prognosis for pregnancy after IUI insemination. For that purpose, we compare the results of two analyses: Cluster Analysis and Kohonen (...) Neural Networks. The k-means algorithm from the clustering methods was the best to use for selecting patients with a good prognosis but the Kohonen Neural Networks was better for selecting groups of patients with the lowest chances for pregnancy. We consider a sequence of absolute-space kinematical theories which differ more or less from the special theory of relativity (STR) in the amount of clock retardation which they predict, but which agree with STR with respect to roundtrip light experiments, such as Michelson-Morley and Kennedy-Thorndike. This sequence of theories is imbedded in the synchrony-free formulation of STR developed by Winnie by modifying the equal passage time principle. The paper has bearing on the relationship between the slow clock transport behavior (...) of clocks and the one-way velocity of light. Experiments which claim to measure the latter are discussed. One important problem in cognitive science is to understand the development of cognitive processes in children and to devise computer models to explore the mechanisms that underlie these changes. Our research addresses these general goals. In particular, we are concerned with developmental changes in cognitive strategies in typical children and in children with mild mental retardation.

Wegen der engen Symbiose zwischen Mutter und Kind, die charakteristisch für die Schwangerschaft ist, können sich Interessenskonflikte zwischen den beiden Individuen entwickeln. Konflikte, bedingt durch die Bedrohung der mütterlichen Gesundheit einerseits und das Recht des Fetus auf Leben, stellen Ausnahmesituationen dar und können in der Regel ohne Opferung der Fetus gelöst werden. Bei unerwünschten Schwangerschaften stellt sich die Frage nach der Priorität von dem Recht der Mutter auf Autonomie und Wahrung ihrer psychosozialen Gesundheit und dem Recht auf Leben des Fetus. (...) Auch die frühzeitige Diagnose eines kranken Fetus mit Aussicht auf ein schwerbehindertes Kind kann – bedingt durch die psychische Belastung – als Bedrohung der mütterlichen Gesundheit aufgefaßt werden. Die gesetzlichen Vorgaben zur Lösung dieser Konflikte variieren zwischen verschiedenen Ländern und unterliegen ihrerseits Anpassungen und Veränderungen. In Anbetracht der verschiedenen kulturellen und religiösen Einflüsse moderner Gesellschaften kann es keinen übergreifenden Konsens zur Lösung dieser Konflikte geben, und die Entscheidung wird im Einzelfall in Abhängigkeit von den moralischen und religiösen Auffassungen der Betroffenen unter Beachtung der rechtlichen Rahmenbedingungen gefällt. In der Schweiz ist nach wie vor eines der ältesten und restriktivsten Gesetze über den Schwangerschaftsabbruch gültig, das eine Unterbrechung nur in Situationen ernsthafter Bedrohung des Lebens oder der Gesundheit der Mutter nach entsprechender Bestätigung durch einen medizinischen Fachexperten zuläßt. Die Anwendung bzw. die Auslegung des Gesetzes hat in den letzten 50 Jahre eine erhebliche Ausweitung erfahren und in der Mehrzahl der Kantone wird die psychosoziale Notlage im Zusammenhang mit einer unerwünschten Schwangerschaft als ernste Bedrohung der Gesundheit der Mutter akzeptiert, so daß der Schwangerschaftsabbrucht straffrei ist. Dem Parlament liegt eine neue Initiative zur Anpassung des Gesetzes an die herrschende Rechtspraxis vor, in dem der straffreie Schwangerschaftsabbruch bis zu 14 Wochen nach der letzten Periode auf Wunsch der Frau gefordert wird. Jenseits dieses Zeitpunkt wird dem Recht des Fetus auf Leben zunehmend Gewicht eingeräumt, so daß die Priorität des Rechtes der Mutter auf Autonomie und Selbstbestimmung nicht mehr gegeben ist. Der Schwangerschaftsabbruch beschränkt sich jenseits von 14 Wochen in der Regel auf Fälle mit schwerer nachgewiesener Pathologie des Fetus. Nach Erreichen der extrauterinen Lebensfähigkeit des Fetus (22–24 Wo-chen) wird der Abbruch auch bei nachgewiesener Pathologie des Fetus zunehmend restriktiv gehandhabt und beschränkt sich auf die Fälle mit schwerer Pathologie ohne Aussicht auf ein extrauterines Überleben oder ein Minimum an kognitiver Entwicklungsfähigkeit wie etwa bei Trisomie 13, 18, Anencephalus oder beidseitiger Nierenagenesie.Durch die Fortschritte der pränatalen Diagnostik ist eine präzise Abklärung fetaler Erkrankungen mit detaillierter Beurteilung der Prognose möglich. Die Methoden der Molekularbiologie ermöglichen den Nachweis oder Ausschluß von genetischen Erkrankungen wie auch von Virusbefall fetaler Zellen, so daß die Entscheidung für einen Schwangerschaftsabbruch in diesen Fällen nicht mehr auf Grund von Wahrscheinlichkeitsangaben, sondern abgestützt auf den definitiven Nachweis diskutiert werden kann.Die fetalen Erkrankungen, die einer intrauterinen Behandlung zugängig sind, bilden eine zunehmend länger werdende Liste, die mit der Transfusion von Blut bei Hämolyse wegen Rhesusinkompatibilität begonnen hat. Dazu kommt eine Reihe chirurgischer Eingriffe wie die Laserkoagulation kommunizierender Gefäße beim Zwillingstransfusionssyndrom oder die Ableitung von Flüssigkeit aus verschiedenen Körperhöhlen des Fetus in die Amnionhöhle. Diese Eingriffe werden unter Ultraschallsicht durchgeführt. Größere Eingriffe, die eine Eröffnung des Uterus erforderlich machen, beschränken sich auf Zwerchfellhernien, die Entfernung großer Teratome sowie auch die Behebung obstruktiver Uropathien. Die Erfolgsrate dieser invasiven Eingriffe, die nur in wenigen Zentren durchgeführt werden, bleibt begrenzt. Medizinische Behandlungen des Fetus können durch Verabreichung von Medikamenten an die Mutter mit transplazentarem Übertritt zu dem Fetus oder durch direkte Injektion in Nabelschnurgefäße erfolgen. Die häufigste Indikation stellen Tachyarrhythmien mit Herzinsuffizienz des Fetus dar. (shrink)

The validity of a model rests on its agreement with experimental data, particularly the data on distribution of galaxies and on redshifts.
