For all the emphasis on academic learning and international travel, the majority of provincial physicians returned to practice in their home area, because (...) establishing a practice owed more to networks of kinship, patronage and credit than to formal qualifications. Only when (and where) practitioners had to rely solely on their professional qualification to establish their status as young practitioners that the community could trust would proposals to reform medical education, such as those put forward to address a crisis of medicine in Restoration London, which are examined here, be converted into national regulation of medical education in the early nineteenth century, although these proposals prefigured many informal developments in medical training in the eighteenth century. The conjoining of civic republicanism and green politics is a new but timely response to understanding and navigating a path through and beyond our turbulent times. A green republican analysis our contemporary condition–climate breakdown, rising inequality, the crisis of representative democracy–sees the structural and ideological imperative of endless economic growth as one root cause. From a green republican perspective economic growth has now passed a threshold where it has become a threat, both to the sustainability/longevity of the polity, but also (...) common goods and human flourishing. This paper identifies and analyses key components of the growth imperative, such as debt-based consumerism and non-democratic workplaces, as well as more widely discussed requirements of growth to externalise ecological and social costs, and growth’s dependence on cheap and secure sources of fossil resources. It argues that these components of growth pose serious risks to liberty as nondomination, the securing and protecting of common goods, rough equality and securing the ecological conditions for the republic. Therefore, these ‘green’ concerns should be also concerns for republicans. The paper looks at one recent strategy that has been proposed to help move societies beyond climate breakdown and carbon-addiction–namely the ‘Just Transition’ discourse and set of policy proposals. The paper offers a green republican account of the Just Transition strategy for a post-or low carbon economy in which equality, justice and democratic participation are central. (shrink)

Drawing on past and current research in continental philosophy, Measures of Science: Theological and Technological Impulses in Early Modern Thought examines the development of certain founding issues of early modern science. Focusing on three key seventeenth-century figures--Descartes, Bacon, and Newton--and locating his argument explicitly within the approach of Alexandre Koyre, James Barry Jr. explores the philosophical, theological, and technological priorities that established the frame for the full emergence of the new science. In showing how the work of these and other (...) seventeenth-century figures led to the appearance of a dominant new view of nature and perception, Barry's book makes an important contribution to our understanding of the formative period of modern science. Perhaps the most problematic dimension of the ‘triple bottom line’ understanding of sustainable development has been the ‘economic’ dimension. Much of the thinking about the appropriate ‘political economy’ to underpin or frame sustainable development has been either utopian (as in some ‘green’ political views) or an attempt to make peace with ‘business as usual’ approaches. This article suggests that ‘ecological modernisation’ is the dominant conceptualisation of ‘sustainable development’ within the UK, and illustrates this by looking at some key ‘sustainable development’ (...) policy documents from the UK Government. We take the view that the discourse of ‘ecological modernisation’ has provided discursive terrain for both pragmatic policy makers and a range of views on sustainable development, from weak to strong. In particular, the article suggests that the discourse of ‘economic security’ and ‘sufficiency’ can be used as a way of articulating a radical, robust and principled understanding of sustainable development, which offers a normatively compelling and policy-relevant path to outlining a ‘green political economy’ to underpin sustainable development. Assuming that liberalism, liberal democracy, and the free market are here to stay, this book asks how sustainability can be interpreted in ways that respect liberal democratic values and institutions. Among the problems addressed are the compatibility of liberal procederalism with substantive "green" ideals, the existence and potential of eco-friendly principles and ideas in clasical liberal political theory, the role of rights and duties and of democracy and deliberation, and the "greening" potential of modern environmentally-focused practices in liberal democracies.

In her 1971 essay “Lying in Politics,” Hannah Arendt reflects on the publication of top-secret materials contained in a massive study entitled “History of U.S. Decision-Making Process on Vietnam Policy,” a.k.a. the Pentagon Papers. As the title of her essay suggests, Arendt is concerned with the problem of political deception. However, it is not the lies that politicians may or may not tell that form the central theme of her essay. This study examines the contestability of “relevance” as an abstract construction with no fixed meaning when applied, and questions its usage in the research quality debate. It finds that different research agendas and approaches have their own idiosyncratic logic and that any logic has its own criteria for assessing quality which cannot be applied to assess the quality of others. This is illustrated by delineating practitioner-led research from academic-led research and by comparing and contrasting research perspectives as examples. The research (...) quality debate becomes meaningless when it is limited to a singular research agenda or approach as in practice these are invariably combined. Having said this, however, every agenda and approach can be argued to be legitimate as potentially each can find what otherwise cannot be noticed. As a result, this study challenges the conventional unitarist wisdom that conceptualises knowledge as commodity, and suggests instead that heterogeneity, linked to tolerance and relative independence of means and mind, free from the control or influence of others to enable critical distance from context and status quo and facilitate judgement, is the key to those seeking a meaningful research quality debate that acknowledges tolerance of the diversity of knowledge, difference, contestation and struggle. Although such heterogeneity may at first appear to add confusion rather than clarity, without first looking at this heterogeneity it is not possible to develop a dialogue, in the context of the present neo-liberal post-political drift that emphasises consensus, the annulment of dissensus and diverts attention from relationships of power, through which a positive contribution can be made to the research quality debate.
