Background The world is threatened by future pandemics. Vaccines can play a key role in preventing harm, but there will inevitably be shortages because there is no possibility of advance stockpiling. We therefore need some method of prioritising access. Main text This paper reports a critical interpretative review of the published literature that discusses ethical arguments used to justify how we could prioritise vaccine during an influenza pandemic. We found that the focus of the literature was often on proposing different (...) groups as priorities. Different reasons were often suggested as a means of justifying such priority groupings. We suggest that much of the literature, wrongly, assumes that we are able to plan priority groups prior to the time of a particular pandemic and development of a particular vaccine. We also point out the surprising absence of various issues from the literature. Conclusions The literature proposes a wide range of ways to prioritise vaccines, focusing on different groups and ‘principles’. Any plan to use pandemic vaccine must provide justifications for its prioritisation. The focus of this review was influenza pandemic vaccines, but lessons can be learnt for future allocations of coronavirus vaccine, if one becomes available. (shrink)

In _influx & efflux_ Jane Bennett pursues a question that was bracketed in her book _Vibrant Matter_: how to think about human agency in a world teeming with powerful nonhuman influences? “Influx _& _efflux”—a phrase borrowed from Whitman's "Song of Myself"—refers to everyday movements whereby outside influences enter bodies, infuse and confuse their organization, and then exit, themselves having been transformed into something new. How to describe the human efforts involved in that process? What kinds of “I” and “we” (...) can live well and act effectively in a world of so many other lively materialities? Drawing upon Whitman, Thoreau, Caillois, Whitehead, and other poetic writers, Bennett links a nonanthropocentric model of self to a radically egalitarian pluralism and also to a syntax and style of writing appropriate to the entangled world in which we live. The book tries to enact the uncanny process by which we “write up” influences that pervade, enable, and disrupt us. (shrink)

The use of genome-wide association studies in medical research and the increased ability to share data give a new twist to some of the perennial ethical issues associated with genomic research. GWAS create particular challenges because they produce fine, detailed, genotype information at high resolution, and the results of more focused studies can potentially be used to determine genetic variation for a wide range of conditions and traits. The information from a GWA scan is derived from DNA that is a (...) powerful personal identifier, and can provide information not just on the individual, but also on the individual's relatives, related groups, and populations. Furthermore, it creates large amounts of individual-specific digital information that is easy to share across international borders. This paper provides an overview of some of the key ethical issues around GWAS: consent, feedback of results, privacy, and the governance of research. Many of the questions that lie ahead of us in terms of the next generation sequencing methods will have been foreshadowed by GWAS and the debates around ethical and policy issues that these have created. This paper is based on case-study research in four English secondary schools. It explores the pressure placed on English and mathematics departments because of their results being reported in annual performance tables. It examines how English and maths departments enact policies of achievement, the additional power and extra resources the pressure to achieve brings and the possibility of resistance.

Clicks, comments, transactions, and physical movements are being increasingly recorded and analyzed by Big Data processors who use this information to trace the sentiment and activities of markets and voters. While the benefits of Big Data have received considerable attention, it is the potential social costs of practices associated with Big Data that are of interest to us in this paper. Prior research has investigated the impact of Big Data on individual privacy rights, however, there is also growing recognition of (...) its capacity to be mobilized for surveillance purposes. Our paper delineates the underlying issues of privacy and surveillance and presents them as in tension with one another. We postulate that efforts at controlling Big Data may create a trade-off of risks rather than an overall improvement in data protection. We explore this idea in relation to the principles of the European Union’s General Data Protection Regulation as it arguably embodies the new ‘gold standard’ of cyber-laws. We posit that safeguards advocated by the law, anonymization and pseudonymization, while representing effective counter measures to privacy concerns, also incentivize the use, collection, and trade of behavioral and other forms of de-identified data. We consider the legal status of these ownerless forms of data, arguing that data protection techniques such as anonymization and pseudonymization raise significant concerns over the ownership of behavioral data and its potential use in the large-scale modification of activities and choices made both on and offline. In this paper, we reflect on our experience as science and technology studies researchers who were members of the working group that produced A Synthetic Biology Roadmap for the UK in 2012. We explore how this initiative sought to govern an uncertain future and describe how it was successfully used to mobilize public funds for synthetic biology from the UK government. We discuss our attempts to incorporate the insights and sensibilities of STS into the policy process and why we chose (...) to use the concept of responsible research and innovation to do so. We analyze how the roadmapping process, and the final report, narrowed and transformed our contributions to the roadmap. We show how difficult it is for STS researchers to influence policy when our ideas challenge deeply entrenched pervasive assumptions, framings, and narratives about how technological innovation necessarily leads to economic progress, about public reticence as a roadblock to that progress, and about the supposed separation between science and society. We end by reflecting on the constraints under which we were operating from the outset and on the challenges for STS in policy. (shrink)

Breath is invisible and yet ever present and vital for living beings. The concept of invisibility in relation to breath operates in concrete and metaphorical ways to extend ideas about breath and breathlessness across disciplines, in clinical spaces and in life experience. Using a critical medical humanities approach, I demonstrate that the poverty of narrative accounts and language for breath outside the health context have had a crucial influence enabling clinically mediated interpretations and accounts to dominate. These third-person accounts are (...) important in the articulation of the ‘lived body’, but I balance this with a consideration of the subjective sensation of interoception, which has important implications for the visibility of breathlessness in both clinical and lay contexts. This article illustrates the rich potential of the subjects of breath and breathlessness within body studies and this special issue is a key step in making breath such an emergent topic. (shrink)

This piece, framed by sight and sound, is an (un)written essay on repetition, memory, rhythm, and marks made by the passage of time. The authorship condenses at once in the music, the initial creation, and then in the movement of the image, created with the memory of music spooling out in the silence of a train through the Rhône-Alpes. The result, an attempt— une tentative —a temptation, marks moments of feeling kept aloft through seeing what was once heard and marking (...) the passage of thought through memory's repetition. Do we remember what we listened to when we see what we saw when we listened? What remains calls back. Are you still there? Responding to thoughts, memories arise with rhythmic pulses in a mute endeavor. The voice we answer evaporates as we turn to greet it. We can replay but not repeat. We repeat without reporting, calling up a memory— une histoire —repeatedly, searching the scene. Each time new evidence, new non-evidence, new absence. Sight and sound. A parting with no meeting. Tentatively embracing the past, a passing memory in the present, big with its future. Its flowing rhythm that we take apart and keep a part of imparts a reminiscence which shapes as it passes, always departing. We think directly as the activity of memory marks the tempo. Interrupting our thoughts in their repetition, memory ignites with the slightest sound, smell, touch. A synaptic explosion which reshapes our memory of how we once thought, if we thought. Perhaps we only felt, but reflection impresses it upon present thought. Once, we have thought—or at least that is how I remember it, how you told me about it. (shrink)

This article argues that Maria Stewart is an underappreciated abolitionist, and a worthy exponent of the Black views of the 1830s. Her work is compared with that of David Walker, Charlotte Forten, and Anna Julia Cooper. A focal point of much of her work is her exhortation to the high moral ground—she remains concerned, throughout her career, about the temptations faced by many during the nineteenth century that might lead them to a non-Christian path. As is the case with Charlotte (...) Forten, who frequently moved for more formal education, Stewart worked ceaselessly to impel Black Americans to a worthy and virtuous life. (shrink)

This paper argues that public sector organizational failure may be best understood from a perspective of collective denial. The rise of this phenomenon is examined using testimony from a Public Inquiry into the downfall of a UK hospital, where falling organizational standards led to unethical decision making and an unacceptable number of patient deaths. In this paper, we show how collective denial, over time, became a process that resided within the fabric of organizational life. To explore the organizational processes associated (...) with collective denial, and how and why it occurs, we identify the influence of a ‘narrative of silence.’ This narrative allows ever more serious failings to be justified as organizational members lose contact with reality entering a downward spiral with no recovery. The combined impact of assumptions about leadership capability, enculturated professional identities, and organizational loyalty create an environment where a narrative of silence can develop. This article examines changes in men's attitudes toward the family provider role using data from the National Opinion Research Center, General Social Surveys for 1972 through 1989. Men's attitudes have become more egalitarian over this period; however, men approve more of sharing provider-role enactment than of sharing provider-role responsibility. Cohort succession was a more important source of change than change within cohorts. Differences among men in attitudes toward the provider role were associated with differences in men's provider-role experiences, although there (...) was a time lag between change in actual experience and change in attitudes. The findings suggest that structural change in the economy of the family that has changed men's experience as breadwinners is the major force altering gender expectations about family roles. Attitudes among some groups of men, those not directly affected by these changes and married men who gain privileges from the breadwinner status, however, continue to reflect past ideology. (shrink)

The pervasive use of contracts in healthcare is a source of unease for many healthcare ethicists and patient advocates. This commentary examines the use of such contracts with individuals in rehabilitation settings who have complex medical and behavioural issues. The goals of this paper are to examine the many factors that can lead to contract use, to discuss some legal and ethical implications of contract use, and to assess contract use in light of concerns about health equity. This paper presents a computational account of nonderived environment blocking (NDEB) that indicates the challenges it has posed for phonological theory do not stem from any inherent complexity of the patterns themselves. Specifically, it makes use of input strictly local (ISL) functions, which are among the most restrictive (i.e., lowest computational complexity) classes of functions in the subregular hierarchy (Heinz 2018) and shows that NDEB is ISL provided the derived and nonderived environments correspond to unique substrings in the input structure. Using three classic examples of NDEB from Finnish, Polish, and Turkish, it is shown that the distinction between derived and nonderived sequences is fully determined by the input structure and can be achieved without serial derivation or intermediate representations. This result reveals that such cases of NDEB are computationally unexceptional and lends support to proposals in rule- and constraint-based theories that make use of its input-oriented nature. Abstract:A specific argument is made for the preservation of canyons and canyon-like areas, independent of concerns regarding biodiversity or other geologic formations. Citing the work of Hirst, Fritz, Roberts, the transcendentalists, and others, it is concluded that canyons are worthy of special respect.

The New Welsh Curriculum sets itself apart from its predecessors through the use of explicit aims; these are the Four Purposes of the New Welsh Curriculum. At the same time, it sets out six Areas of Learning and Experience which incorporate traditional school subjects and emphasise the importance of providing a broad and balanced education. In this paper, I ask whether these two strands, the Four Purposes and the six Areas of Learning and Experience, can be united into a single (...) coherent curriculum. I argue that if the curriculum is entirely driven by the Four Purposes, then much of the content associated with traditional school subjects in the Areas of Learning and Experience is redundant. On the contrary, if the Areas of Learning and Experience are prioritised, then the Four Purposes are unlikely to be met. In response, I propose that the content associated with Areas of Learning and Experience can be understood a prerequisite for meeting the Four Purposes, but the content is not sufficient on its own. This reconciles some of the tension between the two curriculum strands, but means that the Areas of Learning and Experience will need to be supplemented by additional activities in order for the New Welsh Curriculum to achieve its purposes. The recent escalation of concern about scientific integrity has provoked a larger discussion of many questions about why we do science the way we do, as well as about how we should do it. One of these questions concerns collaboration: who should count as a collaborator? This, in turn, raises the question why collaborators collaborate, and whether and when they should. Here, history offers insights that can illuminate the current debate.

This paper draws on insights from Jacques Rancière's writing on politics and aesthetics to offer new perspectives on debates in education and the arts. The paper addresses three debates in turn; the place of contemporary art in schools and gallery education, the role of art in democratic education and the blurring of boundaries between participatory art and community education. I argue that Rancière's work helps to illuminate some essentialist assumptions behind dichotomous arguments about contemporary art in the classroom—both over-hyped claims (...) about its value, and exaggerated fears about its threat to educational values alike. On democratic education I argue that his work highlights the importance of the aesthetic dimensions of democratic learning and, on art and community education, I issue caution against readings of Rancière's work that frame his contribution as a ‘rehabilitation‘ of the aesthetic. Although each debate is tackled discretely, the paper advances the overall argument that attention to equality in Rancière's work—both aesthetic and political—is vital when applying his philosophy to debates that occupy the boundaries of education, politics and art. The lateralized ERP N2pc component has been shown to be an effective marker of attentional object selection when elicited in a visual search task, specifically reflecting the selection of a target item among distractors. Moreover, when targets are known in advance, the visual search process is guided by representations of target features held in working memory at the time of search, thus guiding attention to objects with target-matching features. Previous studies have shown that manipulating working memory availability via concurrent tasks (...) or within task manipulations influences visual search performance and the N2pc. Other studies have indicated that visual vs. spatial working memory manipulations have differential contributions to visual search. To investigate this the current study assesses participants' visual and spatial working memory ability independent of the visual search task to determine whether such individual differences in working memory affect task performance and the N2pc. Participants completed a visual search task to elicit the N2pc and separate visual working memory and spatial working memory assessments. Greater SPWM, but not VWM, ability is correlated with and predicts higher visual search accuracy and greater N2pc amplitudes. Neither VWM nor SPWM was related to N2pc latency. These results provide additional support to prior behavioral and neural visual search findings that spatial WM availability, whether as an ability of the participant's processing system or based on task demands, plays an important role in efficient visual search. If, as history indicates, the directions of poetry are determined by its inheritance — that is, its perception of its past — in looking at literary records such as poems, reviews and other critical texts, it is possible to anticipate how twentieth-century women's poetry will come to be defined and the extent to which it will have value and authority. This in its turn will formulate the nature and status of women's poetry in the twenty-first century. In surveying twentieth-century poetry (...) in Britain, the signs are that just as the label ‘poetess’ was a handicap to the self-perception of a woman at the beginning of this century, so the label ‘woman poet’ will shackle her in the next, largely because her end-of-the-twentieth-century predecessors will have become mythologized as a literary underclass, undermined and overlooked. One reason for the pattern of the last three hundred years, where women publish and then slip from literary histories, is that they do not receive proper attention from male-dominated literary criticism. Although women now seem to be sufficiently published to make segregation unnecessary, there is still a case for positive discrimination or their names will disappear from the records. Positive discrimination in the form of gendered segregation is, however, opposed by poets because of their uneasy relationship with one another. Women poets need an alternative line of development to the ‘masculinity complex’ whereby they unsuccessfully seek recognition within the male traditions, or the ‘female affiliation complex’ which prevents them from identifying themselves with one another. It will be argued that there is an emerging tendency in recent poets to plunder and appropriate the associations of the male tradition and that feminist critics need to theorize this aesthetic and make connections between poets so that they become positive role models for poets of the future.
