Erving Goffman’s “Asylums” is a key text in the development of contemporary, community-orientated mental health practice. It has survived as a trenchant critique of the asylum as total institution, and its publication in 1961 in book form marked a further stage in the discrediting of the asylum model of mental health care. In this paper, some responses from a range of disciplines to this text, 50 years on, are presented. A consultant psychiatrist with a special interest in cultural psychiatry and (...) mental health legislation, two collaborating psychotherapists in adult and forensic mental health, a philosopher, and a recent medical graduate, present their varying responses to the text. The editors present these with the hope of encouraging further dialogue and debate from service users, carers, clinicians, and academics and researchers across a range of disciplines. (shrink)

The essays in this collection, many originally presented at a 2008 colloquium on Celtic Cosmology and the Power of Words, aim to examine the worldviews held by the Celtic peoples, particularly the Gaelic (Irish and Scottish) perspectives. Texts and inscriptions, some of them pre-Christian, in Celtic languages and in Celtic Latin provide the sources for the worldviews under study. This area of research is also linked to that of the power of words, which refers to human belief in powerful speech (...) acts. Naming and story-telling processes convey knowledge of the cosmos; this knowledge is connected to the landscape and its roads, rivers, mountains and hills. This article addresses some useful coordinates for the analysis of the relationship between philosophy and taxation. My argument aims to show the relevance of a philosophy of taxation and thus draw attention to civic education required to shape a democratic public reason, truthful, critical and attentive. I emphasize the character of “donation” that is the rule of law within a democratic constitutional regime, which depends on tax payments for the purposes proposed, and particularly those of a social distributive justice. I (...) distinguish between charity and justice and political obligation to maintain that by implementing an effective "rule of law" citizens “donate” ourselves mechanisms and procedures for advancing a system of justice as fairness. This grant does not pertain to the field of natural duties, charity or sacrifice of supererogatory acts, but is expressed in institutional programs whose implementation and maintenance required from us pay taxes, but always based on personal commitment. When John Duns Scotus died at the young age of 42, seven centuries ago in 1308, he did not leave behind a completed body of work which would present his mature philosophical thought. Thus, the followers of Scotus were faced with the challenging task of interpreting the texts of the Subtle Docotr. Since Scotism became one of the most important schools of thought by the early modern period, the synthesis elaborated by the most famous of the commentators on Scotus’s (...) philosophy Hugo Cavellus (1571-1626), Irish Franciscan and Archbishop of Armagh is of capital importance. Cavellus dedicated a considerable part of his commentary on the De Anima of Duns Scotus to the problems relating to the theory of the knowledge. Because of Cavellus’s central importance in seventeenth-century Scotism, his writings on doubt, evidence and certitude are noteworthy in terms of developments in modern thought. (shrink)

During the Napoleonic Wars there was a shortage of suitable millstones for the British Ordnance gunpowder mills. John MacCulloch spent five summers searching Western Britain for a source of non-siliceous limestones to be used as gunpowder millstones. His search was authorized by the Board of Ordnance, which also paid all his expenses.By 1812 MacCulloch had found suitable limestones in Sutherland, Skye, and at Glen Tilt, but the Board of Ordnance were unable to exploit any of the sources until 1815 (...) when unsuccessful quarries were opened on Skye. After the defeat of Napoleon at Waterloo the British millstone project was abandoned. The military objective of the millstone survey was not achieved, but MacCulloch learned much about the geology of the older rocks of Britain and he built a reputation as an expert geologist through the papers he submitted to the Geological Society of London. The late John Austin's William James Lectures 1 might well have borne the subtitle ‘In Pursuit of a Vanishing Distinction’. Although the chase is remorseless, glimpses of the quarry become increasingly equivocal and the hunter is left empty-handed at last. It is hard to know what has gone awry. Has the wrong game been pursued—and in the wrong direction?

My hope has been to persuade readers that Hobbes's mighty thought experiment of the state of nature distorts our conceptual learning because it ignores the second morality. Instead, it inflates the first morality as the whole of morality. This inflation arises from Hobbes's exclusive preoccupation with universalizable reason. As important as universal reason undeniably is, it does not encompass the whole of moral reality. To suppose that it does is to distort moral reality. Like so many Enlightenment figures, Hobbes would (...) have political theory be more like logic than life.To refer once again to the Enlightenment allows me to observe that the drive to universality through reason is a distinctive feature of European civilization. To proceed along this line might lead to the conclusion that the pursuit of the universal is a cultural artifact. It is itself culturally relative. I am in no position to argue that point here at the end of the day, but did not the universal criteria propounded by the Enlightenment prove serviceable in the justification of European imperialism? By the universal standards of the Enlightenment only Europe was civilized.Reason is often a weapon. Alasdair MacIntyre has termed the search for rationality in moral philosophy a masquerade. MacIntyre sees the quest for rationality to be a quest for authority. He cites John Maynard Keynes's observations that “in practice, victory [in moral argument] was with those who could speak with the greatest appearance of clear, undoubting conviction and could best use the accents of infallibility.” Rationality is a weapon. “In moral argument the apparent assertion of principles functions as a mask for expressions of personal preference.” Alasdair MacIntyre, After Virtue, 2nd ed. Can anyone say that this is the best way to search out alternatives, weigh experience, assess implications, evaluate assertions? My title “The Government of Reason” is deliberately ambiguous. On the one hand it might mean governing according to the light of reason. This was, of course, the avowed aim of the Enlightenment. The conduct of political life would follow the bright line of reason. On the other hand, the title could mean governing reason, taking control of reason and using it as a weapon. Here we may be forgiven for thinking of Michel Foucault on the use of knowledge as power. The ambiguity of the title is meant to reflect the ambiguity of reality where both alternatives have occurred. Only half of the moral realm has been made the subject of political theory. (shrink)

Instead of an editorial, in this issue of Environmental Values the publishers have been invited to comment on a local environmental issue that currently looms large in our Scottish island backyard. Divided from mainland Scotland by fifty miles of sea, the Outer Hebrides are a peripheral part of the already peripheral Scottish Highlands - a region of low production, and high demands on thinly spread national services. Fifteen years ago our economic salvation was to be the creation of the largest (...) stone quarry in Europe, to supply aggregate for the construction industry in South-east England and mainland Europe. After two Public Inquiries and much legal wrangling this proposal was eventually laid to rest. Its eventual defeat was at least partly due to the united front against the proposed development that was maintained by a coalition of virtually all the environmental NGOs that function north of the English border.1In environmental terms, aggregates, the landscape damage caused by quarrying, and the connection with road-building and increasing motor traffic are readily characterised as a 'bad thing', but the latest threat to the Scottish and island landscape is a less clear-cut environmental bad. The prospect of large-scale windfarms, and the associated transmission lines that would be required to deliver electric power from them to markets in the South, is one that has already divided environmental groups; with Friends of the Earth generally in favour, Greenpeace equivocal, and landscape- and wildlife-oriented NGOs against. For wind energy has long been promoted as a 'green' alternative to damaging fossil fuels and dangerous nuclear power, and its proponents argue that we should not be deflected on merely aesthetic grounds from grasping a technology that could save the world from climate catastrophe. This division of the environmental camp inevitably makes it more likely the developers will prevail. As with the superquarry, scale is part of the problem: the proposed developments are massive - mouth-wateringly so to local councils and landowners attracted by the prospect of multi-million pound revenues, devastatingly so to the majority of local residents and to the many walkers and climbers who visit the Highlands and Islands for their majestic and unspoilt scenery.The following extracts from recent press releases by the John Muir Trust and the local campaigning group Moorlands Without Turbines, and the developers' mock-up of thevisual impact of one of the local proposals above, will convey to readers the scale of proposals for Scottish windfarms, the strength of local feeling and the real dilemmas faced by NGOs in developing a coherent response.... targets set in the [renewable energy] strategy for Highland Council area are greater than those of the Scottish Executive for the whole of Scotland ... The Scottish Executive has a renewable energy target for 2020 which requires another 3,400 MW in Scotland. The Highland Council Renewable Strategy sets a target of over 4,000 MW from new renewable energy.The Highland Council targets do not seem to have been strategically set in relation to factors outside the Highlands but look as if they are based on the maximum possible installation based on the most liberal planning regime.2Scottish Executive Minister Allan Wilson has given the first official statistics on the number of objections for the proposed North Lewis Peatlands Windfarm - the world's largest onshore windfarm.In a response to written questions by Green MSP Shiona Baird, Mr. Wilson states: 'Prior to Comhairle nan Eilean Siar [Western Isles Council] submitting its consultation response the Executive recorded six responses in support and 2,713 objections to the Lewis Windpower proposal from Western Isles residents. Since Western Isles Council submitted their consultation response, the Executive has recorded 11 responses of support and 1,860 objections to the Lewis Windpower proposal, from Western Isles residents'In total a massive 6,131 objections have been received of which 4,573 come from local people. The figures show that for every person who wrote to support the scheme from the islands 269 people wrote and objected.Lewis based Moorland without Turbines chairperson Catriona Campbell, who is campaigning against the joint AMEC and British Energy project said:'At last we have official confirmation of the unprecedented level of protest against this industrialisation of our land. Till now our local MSP and Council have refused to acknowledge the sentiment of the island. The Council voted in favour of it against the wishes of those who will be affected. Every community council and councillor in North Lewis, the area directly affected, has voted resoundingly against it.'...The proposed 234 turbines, each higher than the Forth Rail bridge, and 167km of new road would cover moorland that is protected by European Law for its wildlife interest, including international populations of species such as Golden Eagles, Red-throated Divers and Golden Plovers.3The Lingerabay Superquarry saga was a rich source for academic case-studies; we confidently predict that we shall hear more about the 'green energy' debate in the pages of this journal. This paper borrows from philosopher John Macmurray's insightsin order to advance work in feminist theology relating to perceptions of God. Mac-murray argues that we cannot have an adequate concept of a personalGod, if our concept of the human person is inadequate.He asserts that we are persons by virtue of our agency and our personal relationships; hence, the growth and development of persons requires communities of equals. Beliefin God, then, is an attitude expressed through behaviour that creates and sustains such (...) communities. As feminist theologians indicate, a‘male’ God is a stumbling block to equality; yet, thealogy remains on the periphery of mainstream academic and Christian circles. Hence, this paper sets the groundwork for a truly gender-transcendent concept of God, examining some contemporary language liturgies and employing Macmurray's portrayal of a supreme agent, in an attempt to resolve the main problems encountered by inclusive God-language. Two reports have shown that mammalian artificial chromosomes (MAC) can be constructed from cloned human centromere DNA and telomere repeats, proving the principle that chromosomes can form from naked DNA molecules transfected into human cells. The MACs were mitotically stable, low copy number and bound antibodies associated with active centromeres. As a step toward second-generation MACs, yeast and bacterial cloning systems will have to be adapted to achieve large MAC constructs having a centromere, two telomeres, and genomic copies of mammalian (...) genes. Available construction techniques are discussed along with a new P1 artificial chromosome (PAC)-derived telomere vector (pTAT) that can be joined to other PACs in vitro, avoiding a cloning step during which large repetitive arrays often rearrange. The PAC system can be used as a route to further define the optimal DNA elements required for efficient MAC formation, to investigate the expression of genes on MACs, and possibly to develop efficient MAC-delivery protocols. Satires upon the Jesuits that he writes to stoke the mass hatred fueling the slayings (2: 19-22). Such animosity powered this initial Dissenter effort to exclude Charles II's Catholic brother, James Stuart, Duke ofYork, from the throne, and left more than two hundred dead.' And Dryden's vituperative response to the striking of a medal to celebrate the grand jury's dismissal of high treason charges against Anthony Ashley Cooper, Earl of Shaftesbury, The Medall (pointedly subtitledA Satire againstSedition) seems to have a clear purpose of inciting Royalists to redouble their efforts to dispatch the opposition leadertothe gallows.2 Judicial slayings ofthis kind are perhaps not surprising in these years ofcrisis and fear. Thejudicial persecution ofCatholics consumed victims until the fervorthat Oldham labors to feed burnt out; and, in November 1682, eight months after The Medall found its first audience, Shaftesbury, accused by the crown of new treasons, went into hiding soon to flee England in mortal terror of successful Royalist prosecution. The greatest political satire of this turbulent period, Absalom and Achitophel, responds directly to the recent efforts of Charles's beloved, eldest natural son, the Protestant James Scott, Duke of Monmouth—now "Fir'd with near possession of a Crown " (684)—to displace York in the line of succession. The satire revolves around a depiction ofMonmouth's "War in Masquerade," his recenttour through the west ofEngland to gauge and gain support (682-725). Despite the factthatthe satire clearly posits the threat of national catastrophe, it hardly seems at first as intent upon the death ofthis target as either The Medall or Oldham's Satires seem oftheirs. But, to be sure, it is, although Dryden—committed firstly to York and secondly to king4—carefully conceals both his methods and his intentions against Charles's son. For the purpose ofleading his audience to imitate his attack and carry it from the printed page into the world of action and the courts, he conceives apoetics ofsacrifice that screens his hostilities toward Monmouth from the eyes ofthe very persons he undertakes to mobilized. In the hyper-mobile world of today, the industry of tourism and cultural entertainment, witnesses the multiplication of opportunities to travel. According to John Urry, we inhabit mobile cultures where being kind to strangers is a positive cultural value. This reality archives the bloody past of hospitality, which from the ideological fields facilitated, for instance, the conquest of the Americas. In the present discussion, I delve into the world of literature and explore Viaje a caballo por las provincias Argentinas [Journey (...) on horseback across the provinces of Argentine] a work originally written by William Mac Cann, a British businessman who visited the country between 1947 and 1948. His observations not only reveal the collective patterns of behaviour that have remained part of daily life up to date. The volume describes the attempts of an elite interested in creating a united, but subordinated, image of society, and illuminates the diverse mechanisms of imperial expansion. Hospitality plays a crucial role in the hierarchy of travellers presented in the book, with some belonging to the higher classes of society and others unnamed. (shrink)

Harold Laski (Manchester, 1893-Londres, 1950) es de los pocos teóricos del Estado en el mundo anglo-sajón que, desde John Stuart Mill, merece ser recordado. Sus teorías se desenvuelven en el tránsito del pensamiento liberal a la acción de tipo socialista. Fue miembro de la renombrada Fabian Society aunque renunció a su puesto en el Comité Ejecutivo Fabiano aduciendo incompatibilidad de opiniones, pues no aceptaba la posición "gradualista" y evolucionista de la socialdemocracia. Además formó parte del comité ejecutivo del partido (...) laboralista -aunque con serias disensiones con el premier MacDonald-, que debería estudiar los cambios originados en la acción socialista tras la primera Guerra Mundial. A su renombre puede haber ayudado el hecho de haber enseñado en las prestigiosas universidades de Mac-Gill de Montreal y en Harvard. De todas formas, a pesar de ser un pensador que extrajo sus teorías de la práctica y dar a sus aportaciones un contenido pragmático, como Hobbes o Locke, no se puede parangonar en ningún caso con ellos. Se trata -a pesar de sus bandazos- de un intelectual independiente de izquierda, postura que afirmó en su pertenencia al partido laborista. De esta suerte su teoría política pudo fundarse en la ética, que como se verá no se deja entremezclar con el materialismo histórico marxista. El Estado en la teoría y en la práctica corresponde al período en el que busca un acomodamiento de la teoría del Estado a las nuevas circunstancias, una fase que el autor inicia en la década de los treinta del siglo XX. Abstract:Can a war can be just on both sides? Within the Western just war tradition, Catholic theologians traditionally held wars on both sides to be logically impossible. This view went unchallenged until questioned by two seventeenth-century Irish Franciscan Scotists. These were Aodh Mac Cathmhaoil (Hugo Cavellus) and John Punch. In this paper I lay out the Scotist theological grounds that led them to admit to the possibility of wars just on both sides. I also conjecture on possible reasons why (...) Sadler suggests irrationality may be the key to distinguishing psychiatric from nonpsychiatric violence. We are not so sure that this is necessarily as helpful as it might at first seem. Who gets to decide what is rational? Much (...) “normal” violence, committed in the heat of the moment, impulsively, and drunkenly, may not appear that rational, even to the perpetrator, in the cold light of day. We are not sure one would wish to bring this sort of violence within the province of psychiatric explanations. Likewise, a point we made in our paper: Even delusionally driven violence often has its own internal coherence and rationality within an irrational framework.We found much to agree with in McCallum’s commentary, and perhaps his alternative approach is more helpful. He proposes a more sociological model of understanding what is going on in these complex cases, one that starts with societal dividing practices. Our present times have been described as the tyranny of the bureaucrats. Professional approaches are devalued. Diagnosis is only relevant in terms of its bureaucratic utility in moving people from one category to another. Since the writing of our paper, the criminal law has changed further in England and Wales. The Criminal Justice Act 2003 brought with it new sentences of indeterminate detention for public protection for those offenders categorized as “dangerous.” The presence or absence of psychiatric disorder being largely irrelevant for these purposes. This would seem to fit nicely with McCallum’s analysis, and in principle rather takes the wind out of our sails when we argued about the discrimination against psychiatric violence—now a diagnosis is not necessary for the state to intervene in a probabilistic fashion to prevent future violence. Deciding between what sort of violence counts as psychiatric and what does not, does not have quite the same drastic differential effect on the individual as perhaps it did. Its importance is now, as predicted by McCallum’s model, more to do with bureaucracy: Which government department will be paying for the individual’s preventive detention (Department of Health or Ministry of Justice)? The Augustine who in contrast to earlier theologians appears as little more than an ideologue for the Roman Catholic (...) Empire is one which is engineered largely by this shi£t in term usage, and not by evidence from the texts. With considerably less trouble, Pagels could have found in Eusebius of Caesarea, or some other court theologian, a willing ideologue much more pliable than Augustine was. Her point that theologians and historians of ideas need to take more seriously the political agendas against which ideas arise is well taken. But by insisting that it was the political expediency of Augustine's teaching on original sin that caused it to catch on (pp. 99-100, 105, 118), Pagels skates perilously close to a reductionist reading of this theology despite her stated intention (p. xxvii) to the contrary. Pp. xi+ 410. $22.95 (hardbound). One part of the Enlightenment project, for the past 300 years or so, has been to reach assured foundations for both thought and action. Thus Descartes, near the beginning of this project, insisted on starting with propositions which are clearly and distinctly true and on suspending commitment to any received wisdom. From this untainted beginning, the,thinker could build the edifice of thought and culture securely. Ordinary people might not maintain such purity; but, so influential has this image been in Western history, that even today we take the scientist and the philosopher as critical inquirers unbound by ties of tradition. Alasdair Maclntyre's Whose Justice? Which Rationality? is a brilliant challenge to this common understanding. Maclntyre's title indicates the scope as well as the direction of his argument. When questions of justice arise, that is, questions about the relationships of people with each other, about the apportioning of the goods of society and so on, they cannot be answered without reversing the question, without asking about the society in which the question BOOK REVIEWS 518 arises. To a great extent, the deeper question can only he answered from within that society with all of its givens. Sorting out the claims and counter-claims requires us to put them in the context of tradition. The same must he said for the questions of truth and of inquiry which always flow though and around the arguments about right and wrong. There.too we must reverse the question. The standards of rationality, like those of justice, inhere in society, in an ongoing enterprise from which the thinker cannot separate himself if he is to proceed. Hence the question, "Whose rationality? " The rejection of Descartes's pure beginning is not original with MacIntyre. C. S. Peirce and Ludwig Wittgenstein, to name just two among many, made the argument too effectively for rebuttal. What is different about Whose Justice? Which Rationality? is that it focusses as much on the relative pronouns as on the substantives. It traces concern about justice and rationality through history. Macintyre takes it as "crucial that the concept of tradition-constituted and tradition-constitutive rational enquiry cannot be elucidated apart from its exemplifications." However, rather than attempting a universal survey, he attends to four exemplifications capable of supporting and clarifying the central thesis: ancient Greece from Homer to Aristotle, patristic and medieval Christianity with Augustine and Aquinas as the center points, the Scottish enlightenment beginning in the kirk and ending with Hume and Reid, and finally the very liberalism stemming from the enlightenment and challenged by the book at hand. What unifies a tradition is not so much an idea as a problem and a preoccupation. The problem and its attendant preoccupation become the focus of struggle(s) within society in a way which forms its internal development, which establishes its intellectual and moral perimeter, and which sets it in relation to... When Sartre arrives late to meet Pierre at a local establishment, he discovers not merely that Pierre is absent, but Pierre’s absence, where this depends, or so Sartre notoriously supposes, on a frustrated expectation that Pierre would be seen at that place. Many philosophers have railed against this view, taking it to entail a treatment of the ontology of absence that Richard Gale describes as ‘attitudinal’ – one whereby absences are thought to ontologically depend on psychological attitudes. In this paper, (...) I aim to make Sartre’s intuition respectable. What Sartre perceives is an absential location, only the boundaries of which are circumscribed by what Sartre is doing at that place: meeting Pierre. I explain how this Sartrean view, though not specifically attributable to Sartre, nonetheless honours some of the phenomenological data described, if a little opaquely, in Being and Nothingness. Finance is an area that, in practice, is plagued by accusations of unethical activity; the study of finance had adopted a largely nonbehavioral approach to business ethics research. We address this gap in by assessing whether individual ethical orientations predict the acceptability of questionable decisions about financial issues. Results show that individual ethical orientations are associated with different levels of acceptability of questionable decisions about financial issues, though the pattern of these differences varies across individual ethical orientations assessed. These results (...) represent evidence that ethical individual differences are associated with the acceptability of questionable finance decisions and are discussed in terms of methodological limitations and future directions in finance ethics research. I ask whether figure-ground structure can be realized in touch, and, if so, how. Drawing on the taxonomy of touch sketched in Katz's 1925 The World of Touch, I argue that the form of touch that is relevant to such consideration is a species of immersed touch. I consider whether we can feel the space we are immersed in and, more specifically, the empty space against which the surfaces of objects, as I shall urge, “stand out.” Harnessing M. G. F. (...) Martin's account of bodily awareness and touch, I defend a positive thesis, pace Graham Nerlich on whose The Shape of Space I otherwise rely, both to defend the supposition that empty space can in principle be felt and to argue that touching empty space is not a mere species of absence perception. Along the way, I defuse a causal worry that might be thought to arise in the case of touching empty space. (shrink)

This paper expands on the notion of "moral conversion" (advanced by Bernard Lonergan but underdeveloped in his work) by developing a typology that uses two "cross-hatching" criteria. First, it distinguishes between moral conversions that have to do with a person's relation to moral obligation, good and evil, and between moral conversions that have to do with how a person regards the question of happiness and the meaning of life. Secondly, it distinguishes between conversions regarding the _content_ (what is good/evil or (...) the meaning of life?), regarding _attitude_ (becoming committed to doing good or to the meaning-seeking process), and regarding _coherence_ (conforming one's actual life to what is understood to be right/wrong or meaning-giving). Combining both criteria leaves us with six types of moral conversion. Each type is then illustrated and supported with concrete real-life narratives. I conclude with an attempt at a definition of moral conversion that includes all types. I present a novel anti-sceptical BIV argument by focusing on conditions on the production and use of the locative preposition ‘in’. I distinguish two uses of ‘in’—material and descriptive phenomenological—and I explain in what respect movement is central to the concept that our use of ‘in’ expresses. I go on to argue that a functionalist semantics of the intelligible use of ‘in’ demands a materialist philosophy of action in the spirit of G.E.M. Anscombe, but also why the structure of space (...) is not irrelevant either; appeal to the structure of space unsettles the causal-empirical assumptions that ground the picture of subjectivity and agency that the biv narrative assumes. Finally, I explain why a functionalist semantics demands a Naïve Realist metaphysics of perception, consistent with some of Putnam’s last writings on philosophy of perception. (shrink)

This paper briefly examines the concept of the ancient mode of production as expressed in Karl Marx’s Formations. It looks at how twentieth-century Marxist historiography picks up this concept in its characterisation of the Greco-Roman city-state. It explores the feasibility of the use of the concept in relation to the advancement of knowledge of the city-state, especially through the development of archaeology. It examines how social classes are structured and relations of exploitation are presented.
