The electrification of East Africa followed an exceptionally uneven path. After about 50 years of relative neglect under colonial rule, the construction of hydroelectric dams moved electricity generation into the focus of late colonial development policy and became the major field of intervention for foreign donors after independence. The metrics of electricity attained a role as indicator and driver for economic growth, and therefore as a target figure in economic policy, one that was arguably not justified by their actual significance (...) in the energy landscape of East Africa. This paper analyses both the global preconditions of this shift and its local repercussions. Rather than the physical visibility of electricity in the form of large dams and high-tension lines, the paper focuses on the processes that rendered electricity ontologically visible. It traces attempts by engineers, expert advisors, or development consultants to translate the complex information associated with the generation and consumption of electricity into calculable and comparable metrics. The paper scrutinises these commensuration processes in terms of the resources and knowledge they required, the frameworks of agency they opened, and the way they fed into wider discourses of development. It asks how the metrics of electricity themselves became part of the colonial and postcolonial politics of calculation, as they increasingly came to be seen as a medium for conceiving national economies. This trend was reinforced by the ascent of development economics in the 1950s and its influence on the ontological foundations of international development cooperation and post-independence nation-building. Because of the calculability and capital-intensity of its production, electricity lent itself perfectly to an economic policy based on macroeconomic aggregates and abstract growth models. Conversely, the electricity bias of international development agencies and the national government rendered rural, non-commercial, and non-productive energy use largely invisible. (shrink)

In the academic debate on infrastructures in the Global South, there is a broad consensus that (post)colonial legacies present a major challenge for a transition towards more inclusive, sustainable and adapted modes of providing services. Yet, relatively little is known about the emergence and evolution of infrastructures in former colonies. Until a decade ago, most historical studies followed Daniel Headrick’s (1981) “tools of empire” thesis, painting—with broad brush strokes—a picture of infrastructures as instruments for advancing the colonial project of exploitation (...) and subordination of non-European peoples and environments. This paper explores new research perspectives beyond this straightforward, ‘diffusionist’ perspective on technology transfer. In order to do so, it presents and discusses more recent studies which focus on interactive transfer processes as well as mechanisms of appropriation, and which increasingly combine approaches from imperial history, environmental history, and history of technology.There is much to gain from unpacking the changing motives and ideologies behind technology transfer; tracing the often contested and negotiated flows of ideas, technologies and knowledge within multilayered global networks; investigating the manifold ways in which infrastructures reflected and (re)produced colonial spaces and identities; critically reflecting on the utility of large (socio)technical systems (LTS) for the Global South; and approaching infrastructures in the (post)colonial world through entangled histories of technology and the environment. Following David Arnold’s (2005) plea for a “more interactive, culturally-nuanced, multi-sited debate” on technology in the non-Western world, the paper offers fresh insights for a broader debate about how infrastructures work within specific parameters of time, place and culture. Just as we can be more or less certain that there is extraterrestrial life or that Goldbach’s conjecture is correct, we can be more or less certain about normative matters, such as whether euthanasia is permissible or whether utilitarianism is true. However, accommodating the phenomenon of degrees of normative certitude is a difficult challenge for non-cognitivist and expressivist views, according to which normative judgements are desire-like attitudes rather than beliefs. Several attempts have been made on behalf of non-cognitivism and expressivism (...) to meet the challenge Studies in metaethics, Oxford University Press, Oxford, 2007; Sepielli in Philos Stud 160: 191–207, 2012; Eriksson and Francén Olinder in Aust J Philos 94: 719–735, 2016). These attempts have all been found wanting. Michael Ridge has recently offered a quasi-realist solution, according to which expressivists can say exactly what cognitivists say about certitude, including normative certitude. In this paper, we explain the basic problem and Ridge’s quasi-realist solution. We then argue that the quasi-realist account of normative certitude faces severe difficulties that do not arise for cognitivist accounts, according to which normative judgements are beliefs. In this paper we discuss two approaches to the axiomatization of scientific theories in the context of the so called semantic approach, according to which (roughly) a theory can be seen as a class of models. The two approaches are associated respectively to Suppes’ and to da Costa and Chuaqui’s works. We argue that theories can be developed both in a way more akin to the usual mathematical practice (Suppes), in an informal set theoretical environment, writing the set theoretical predicate (...) in the language of set theory itself or, more rigorously (da Costa and Chuaqui), by employing formal languages that help us in writing the postulates to define a class of structures. Both approaches are called internal , for we work within a mathematical framework, here taken to be first-order ZFC. We contrast these approaches with an external one, here discussed briefly. We argue that each one has its strong and weak points, whose discussion is relevant for the philosophical foundations of science. (shrink)

In this paper we consider the phenomenon of superpositions in quantum mechanics and suggest a way to deal with the idea in a logical setting from a syntactical point of view, that is, as subsumed in the language of the formalism, and not semantically. We restrict the discussion to the propositional level only. Then, after presenting the motivations and a possible world semantics, the formalism is outlined and we also consider within this schema the claim that superpositions may involve contradictions, (...) as in the case of the Schrödinger's cat, which is both alive and dead. We argue that this claim is a misreading of the quantum case. Finally, we sketch a new form of quantum logic that involves three kinds of negations and present the relationships among them. The paper is a first approach to the subject, introducing some main guidelines to be developed by a `syntactical' logical approach to quantum superpositions. (shrink)

Tillie Olsen (1978) drew attention to an evident, yet underappreciated fact of writing, which is that it takes time: ‘Where the claims of creation cannot be primary, the results are atrophy; unfinished work; minor effort and accomplishment; silences’ (p. 13). Drawing from our experiences as a precariously employed PhD student and a postdoc in philosophy with parenting responsibilities, we want to address this type of silencing in a manner that stylistically corresponds to the exhaustion, lack of time, and lack of (...) leisure experienced by many caregivers in academia. For this, we want to record one of the few occasions in our daily routine where there is sufficient time and mental capacity to reflect on our own situation: the conversation at the kitchen table in the evening when the chores are done. Our contribution consists in a redacted transcription of this conversation for which we propose the term ‘autotheoretical dialogue’ (see Fournier 2021; Young 1997). Our dialogue covers topics such as: care in relation to class and gender (Lightman & Link 2021); teaching in higher education as a form of care work in contrast to the more prestigious work of research (Cardozo 2017); the precarious working conditions in academia and their relation to parenting (Spina et al. 2022); the ignorance and hostility towards parenthood in academia; the effects of this marginalisation like fatigue, self-doubt, and depression, but also the ambivalence that arises from the conflict of the joy of caring; and the institutional and cultural difficulties of reconciling academic work with parenthood. :This article describes the well-developed and long-standing medical ethics teaching programs in both of New Zealand’s medical schools at the University of Otago and the University of Auckland. The programs reflect the awareness that has been increasing as to the important role that ethics education plays in contributing to the “professionalism” and “professional development” in medical curricula.

Increasing the tax compliance of self-employed business owners—particularly of trade-specific service providers such as those involved in construction and repair work—remains an ongoing challenge for tax authorities. From a compliance point of view, cash transactions are particularly problematic when services are paid for on the spot, as these exchanges are difficult to audit. We present experimental evidence testing ten different policy strategies rooted in the enforcement, service, and trust/social paradigms, in a setting that allows payment either via a transaction that (...) directly reports income for tax collection purposes or in cash, where taxes are only collected on reported income. Our sample includes both a typical subject pool of students, as used in most previous studies, and non-students who are active within service industries characterised by the opportunity to engage in cash transactions. While our comparative results show that, for both student and non-student participants, interventions that rely on greater enforcement by the tax authority have the greatest effect on compliance in our cash economy setting, treatments involving cooperative elements may be similarly effective in enhancing tax compliance. Given their effectiveness, cooperative approaches should therefore be considered for addition to the policy mix if implemented at relatively low costs, making both carrot and stick approaches promising to increase compliance in an environment where cash-for-service payments offer a common benefit for small businesses and their customers from implicit collusion that enables tax evasion. Research into the potential associations between tinnitus and cognition has investigated specific cognitive domains in laboratory settings despite adults with tinnitus reporting broad cognitive difficulties in every-day life. To address this limitation, the present study compared performance and perceived exertion on a visual office-like task in 38 adults with tinnitus and 38 adults without tinnitus matched for age, sex and educational background. All participants were also assessed for hearing, anxiety and depression, and participants with tinnitus were also assessed for tinnitus (...) handicap. No associations were found between presence of tinnitus and cognitive performance and perceived exertion on the visual office-like task when corrected for standard and extended high frequency hearing thresholds, anxiety, and depression. The correction for extended high frequency average hearing threshold was significant for performance but not perceived exertion on the visual office-like task. Overall, the results showed extended high frequency hearing, but not tinnitus, was associated with every-day cognitive performance. This indicates clinical testing of hearing thresholds above 8 kHz could support clinicians’ identification and management of cognitive difficulties. One management method suggested by the current findings would include provision of auditory stimulation at frequencies exceeding the frequency response of many current hearing aids. (shrink)

Experiences—visual, emotional, or otherwise—play a role in providing us with justification to believe claims about the world. Some accounts of how experiences provide justification emphasize the role of the experiences’ distinctive phenomenology, i.e. ‘what it is like’ to have the experience. Other accounts emphasize the justificatory role to the experiences’ etiology. A number of authors have used cases of cognitively penetrated visual experience to raise an epistemic challenge for theories of perceptual justification that emphasize the justificatory role of phenomenology rather (...) than etiology. Proponents of the challenge argue that cognitively penetrated visual experiences can fail to provide the usual justification because they have improper etiologies. However, extant arguments for the challenge’s key claims are subject to formidable objections. In this paper, I present the challenge’s key claims, raise objections to previous attempts to establish them, and then offer a novel argument in support of the challenge. My argument relies on an analogy between cognitively penetrated visual and emotional experiences. I argue that some emotional experiences fail to provide the relevant justification because of their improper etiologies and conclude that analogous cognitively penetrated visual experiences fail to provide the relevant justification because of their etiologies, as well. Jonas Olson presents a critical survey of moral error theory, the view that there are no moral facts and so all moral claims are false. Part I explores the historical context of the debate; Part II assesses J. L. Mackie's famous arguments; Part III defends error theory against challenges and considers its implications for our moral thinking.

Background: With rapidly ageing population worldwide, loneliness among older adults is becoming a global issue. Older migrants are considered being a vulnerable population and ethical issues are often raised in care for elderly. A deeper sense of loneliness, existential loneliness is one aspect of loneliness also described as the ultimate loneliness. Making oneself understood or expressing emotions, have shown to be particularly challenging for older migrants which could lead to experience of existential loneliness. Ageing and being a migrant are potential (...) triggers for experiencing existential loneliness. There appears to be, however, little known about being a migrant experiencing existential loneliness in old age. Aim: This study explored older migrants’ experience of existential loneliness. Research design: Qualitative study. Participants and research context: Data were collected through interviews (n = 15) with older (>65) migrants’ in Swedish nursing homes or senior citizen centres. A thematic analysis was performed to analyse the data. Ethical considerations: The study was conducted in accordance with the principles of research ethics. Findings: The result was described in terms of three themes: (1) Choices made in life, (2) seeking reconciliation with life and (3) thoughts about death and dying in a foreign country. Discussion: Ethical reflection and knowledge about how older migrants’ life story can lead to experiencing existential loneliness, could be of use in care for older migrants’. Conclusion: This study indicates that the experience of existential loneliness derived from being a migrant is a long-term and significant process. Migration was a hope of creating a meaningful life, the experience of existential loneliness occurred as migrants sought reconciliation with life, reflected upon their past choices, and thought about death and dying in a foreign country. Quasi-set theory Q is an alternative set-theory designed to deal mathematically with collections of indistinguishable objects. The intended interpretation for those objects is the indistinguishable particles of non-relativistic quantum mechanics, under one specific interpretation of that theory. The notion of cardinal of a collection in Q is treated by the concept of quasi-cardinal, which in the usual formulations of the theory is introduced as a primitive symbol, since the usual means of cardinal definition fail for collections of indistinguishable objects. In (...) a recent work, Domenech and Holik have proposed a definition of quasi-cardinality in Q. They claimed their definition of quasi-cardinal not only avoids the introduction of that notion as a primitive one, but also that it may be seen as a first step in the search for a version of Q that allows for a greater representative power. According to them, some physical systems can not be represented in the usual formulations of the theory, when the quasi-cardinal is considered as primitive. In this paper, we discuss their proposal and aims, and also, it is presented a modification from their definition we believe is simpler and more general. (shrink)

In this paper we deal with the problem of identity and individuality in quantum mechanics. We analyze three definitions of the concept of an individual and propose to check their merits in relation to the theory. In order to achieve our goals our approach also ties those definitions of individuality to two distinct kinds of naturalism in ontology: a strong version, according to which quantum mechanics must somehow authorize in a positive fashion the ontological concepts being dealt with, and a (...) weak naturalism, according to which quantum mechanics must be only compatible with those ontological concepts. We conclude that strong naturalism is incompatible with the three concepts of individuality in quantum mechanics, and we argue that weak naturalism is not completely motivated, so that the best position to be assumed, in the end, is that the entities are simply not individuals. That is, in its craving to be compatible with strong naturalism, individuality ends up evaporating and we are left with non-individuals. (shrink)

The all-affected principle, by which all those affected by the policies of the state ought to be included in the demos governing it, is often considered prima facie attractive but, upon closer examination, implausible. The main alternative, according to which all those and only those affected by possible consequences of possible decisions ought to be included in the demos, is equally implausible. I suggest a reformulated principle: the demos includes all those affected by foreseeable consequences of decisions that the state (...) has legal authority and capacity to take. Any complete theory of “what we owe to each other” must be able to adequately accommodate directed or bipolar obligations, that is, those obligations that are owed to a particular individual and in virtue of which another individual stands to be wronged. Bipolar obligations receive their moral importance from their intimate connection to a particular form of recognition respect that we owe to each other: respect of another as a source of valid claims to whom in particular we owe certain (...) treatment and, at the very least, an apology if we fail to accord that treatment. While some of the most prominent accounts of interpersonal morality fail to adequately accommodate bipolar obligations, I here investigate a recent proposal that explicitly seeks to improve on these accounts—Stephen Darwall’s second-personal theory of morality. Ultimately, I object to Darwall’s theory on the grounds that his second-personal theory normatively ties bipolar obligations too closely to non-directed moral obligations or those that we are under, period. The problem for Darwall’s account is that any obligations that at first appear to be bipolar and owed to someone in particular turn out to be instances of non-directed moral obligations period that have their normative source in the representative authority of the moral community. Adequately accommodating bipolar obligations requires taking seriously a novel second-personal approach, according to which we locate the normative sources of our interpersonal obligations in the claims and demands particular persons and deliberate from what I call the pairwise or bipolar standpoint. According to T.M. Scanlon's buck-passing account of value, to be valuable is not to possess intrinsic value as a simple and unanalysable property, but rather to have other properties that provide reasons to take up an attitude in favour of their owner or against it. The 'wrong kind of reasons' objection to this view is that we may have reasons to respond for or against something without this having any bearing on its value. The challenge is to explain why such (...) reasons are of the wrong kind. This is what I set out to do, after illustrating the objection more thoroughly. (shrink)

The article analyzes arguments, made by John J. Mearsheimer and others, that the Russian invasion of Ukraine in 2022 was largely caused by Western policy. It finds that these arguments rely on a partially false and incomplete reading of history. To do so, the article identifies a range of premises that are both foundational to Mearsheimer’s claims and based on implied or explicit historical interpretations. This includes the varying policies of Ukraine toward NATO and the EU as well as the (...) changing Russian perceptions thereof; the political upheavals in Ukraine in early 2014 that were immediately succeeded by the annexation of Crimea and the war in Donbass; and the supposed absence of Russian ‘imperialism’ toward Ukraine prior to 2014. Finding that these interpretations do not hold up in light of relevant and available data, the article qualifies and contextualizes the validity of Mearsheimer’s arguments, points to superior ones, and highlights the need for case-specific expertise when using explanatory theory to make sense of politically salient ongoing events.
