When making decisions, governments can and should strive consciously to balance the demands of the present with the needs of future generations. Various advocates for greater governmental foresight have created new processes or institutions within existing systems of democratic government. These include long-range planning departments, futures commissions, impact statements on proposed legislation, environmental protection agencies, and formal technology assessment. But, much more remains to be done. Based on their extensive scholarly and practical experience, the contributors to this volume propose a (...) variety of techniques that will enable foresight to be effectively incorporated into governmental institutions and practices. What Is Biodiversity? is a theoretical and conceptual exploration of the biological world and how diversity is valued. Maclaurin and Sterelny explore not only the origins of the concept of biodiversity, but also how that concept has been shaped by ecology and more recently by conservation biology. They explain the different types of biodiversity important in evolutionary theory, developmental biology, ecology, morphology and taxonomy and conclude that biological heritage is rich in not just one biodiversity but many. The importance of ethics education for undergraduate engineering students has been emphasized due to the manifold impacts of engineering on society. However, little is known about moral disengagement among engineering students, which could potentially lead to unethical engineering practice. Especially, it is not known how engineering students’ moral disengagement changes over the course of their college studies. In this paper, we conducted a longitudinal, mixed-methods study to investigate moral disengagement among undergraduate engineering students (n = 274) using Bandura’s theory of (...) moral disengagement as a theoretical framework. We found engineering students’ overall propensity to morally disengage did not change over time, but there were statistically significant differences in student responses to three mechanisms of moral disengagement. We further investigated these findings with students’ interviews. Based on our results, we discuss various theoretical and practical implications. (shrink)

The authors assess the collaboration between the University of California, Berkeley’s Community Assessment of Renewable Energy and Sustainability program and the Pinoleville Pomo Nation, a small Native American tribal nation in northern California. The collaboration focused on creating culturally inspired, environmentally sustainable housing for tribal citizens using a codesign methodology developed at the university. The housing design process is evaluated in terms of both its contribution to Native American “cultural sovereignty,” as elaborated by Coffey and Tsosie, and as a potential (...) example of the democratization of scientific practice. Inclusive single jet production in hadron collisions is considered. It is shown that the QCD parton model predicts a nonmonotonic dependence of the inclusive cross section on the fraction of the energy deposited in the jet registered, if it is normalized on the same cross section measured at another collision energy. Specifically, if the cross section is normalized by the one measured at a higher collision energy, it possesses a minimum which depends on jet rapidity. This study investigates: the changes in three major health-related factors—physical activity, non-physical-activity health behavior, and depressive symptoms, and how changes in physical activity were associated with changes in one’s depressive symptoms among young adults, middle-aged adults, and older adults while controlling non-physical-activity health behavior and sociodemographic characteristics among young, middle-aged, and older adults before and after the COVID-19 outbreak lockdown in the United States. A total of 695 participants completed an online questionnaire via MTurk, and participants were asked to recall (...) their physical activity, depressive symptoms, and non-physical-activity health behavior status in January and May of 2020. The IPAQ-SF was used to evaluate individuals’ physical activity, while the CES-D-10 was used to assess depressive symptoms. Covariates included non-physical-activity health behavior and sociodemographic factors. A Bayesian significance testing of changes was used to examine significant changes in physical activity, non-physical-activity behavior, and depressive symptoms in each age group while Bayesian regression analysis was employed to examine how the changes in physical activity were associated with respondents’ depressive symptoms while controlling for individual NHB and sociodemographic characteristics. The results showed that the participants tended to maintain their physical activity levels after the lockdown despite significant increases in sitting time among young and older adults. Decreases in moderate physical activity frequency were associated with a higher level of depressive symptoms. Although young and middle-aged cohorts experienced fewer differences in depressive symptoms compared to their counterparts in the older group, we found no significant heterogeneity effects in the relationships of interest across all age groups. Considering different influences of physical activity on depressive symptoms depending on different levels of activity and ages, more randomized clinical trials with program-based intervention studies should be conducted with different physical activity programs for different age populations. Major disasters and public health emergencies constantly test the nation's resolve to rally and recover from tragedy. Public health crises stemming from prolonged threats like the 2009/2010 H1N1 influenza pandemic require sustained preparedness and response over many months. Even shorter-duration events, like tornados, earthquakes, or hurricanes, leave lasting impacts for which full recovery may take years. Telling examples include the displacement of thousands of persons across the Gulf Coast states following Hurricane Katrina in 2005 and difficulties obtaining basic housing and (...) services that persisted in the Northeast months after Hurricane Sandy in 2012. Whether the result of natural disasters, infectious disease outbreaks, bioterrorism, or other causes, these events can change the societal landscape in affected regions.Despite the challenges of recovery across populations stemming from national or regional emergencies, Americans have consistently supported those directly affected. Since its inception in 2010, the Network for Public Health Law has aligned with federal, state, tribal, and local public health practitioners to assess how law can promote and protect the public’s health. In 2013, Network authors illustrated major trends in public health laws and policies emanating from an internal assessment of thousands of requests for technical assistance nationally. More recently, the Robert Wood Johnson Foundation has invited the Network and other partners to consider new ideas and strategies toward building (...) a “culture of health.” Per Figure 1, RWJF’s conception of a culture of health emphasizes key action areas essential to the promotion of health across all sectors and diverse populations. There is a growing appreciation of the extent of transcriptome variation across individual cells of the same cell type. While expression variation may be a byproduct of, for example, dynamic or homeostatic processes, here we consider whether single‐cell molecular variation per se might be crucial for population‐level function. Under this hypothesis, molecular variation indicates a diversity of hidden functional capacities within an ensemble of “identical” cells, and this functional diversity facilitates collective behavior that would be inaccessible to a homogenous population. In reviewing this topic, we explore possible functions that might be carried by a heterogeneous ensemble of cells; however, this question has proven difficult to test, both because methods to manipulate molecular variation are limited and because it is complicated to define, and measure, population‐level function. We consider several possible methods to further pursue the hypothesis that “variation is function” through the use of comparative analysis and novel experimental techniques. (shrink)

Phonemes have variant pronunciations depending on context. For instance, in American English, the [t] in pat [pæt] and the [d] in pad [pæd] are both realized with a tap [ɾ] when the –ing suffix is attached, [pæɾɪŋ]. We show that despite greater distributional and acoustic support for the [t]-tap alternation, 12-month-olds successfully relate taps to stems with a perceptually-similar final [d], not the dissimilar final-[t]. Thus, distributional learning of phonological alternations is constrained by infants' preference for the alternation of perceptually-similar (...) segments. Further, the ability to relate variant surface forms emerges between 8- and 12-months. Our findings of biased learning provide further empirical support for a role for perceptual similarity in the acquisition of linguistically-relevant categories. We discuss the implications of our findings for phonological theory, language acquisition and models of the mental lexicon. (shrink)

Informed by ABET accreditation criteria and broader societal needs, ethics has been emphasized as important for engineering professionals. Engineering students are thus exposed to professional ethics and related concerns throughout their college experiences both within and beyond the formal engineering curriculum, but little is known about what learning experiences and lessons engineering students view as most memorable and salient as they approach graduation. Therefore, this paper answers the following research questions: RQ1) What types of experiences do senior engineering students report (...) as salient learning experiences for their ethical and moral formation as they approach graduation? and RQ2) What do students learn from the most commonly discussed types of experiences? To address these questions, we conducted semi-structured interviews with senior engineering students and performed inductive thematic analysis on the resulting transcripts. Among various types of experiences that students reported as influencing their ethical and moral perspectives, this paper highlights work experiences, formal education, and family environment as the most frequently mentioned. Our results suggest that work experiences were especially significant for students’ learning of engineering ethics in a professional context, followed by academic experiences as a source of both professional/ethical and more general moral lessons. Many students also described family and friends as influential, especially as related to their general perceptions of morality. Based on these findings, a variety of educational implications are discussed. (shrink)

Responding to recent concerns about the reliability of the published literature in psychology and other disciplines, we formed the X-Phi Replicability Project to estimate the reproducibility of experimental philosophy. Drawing on a representative sample of 40 x-phi studies published between 2003 and 2015, we enlisted 20 research teams across 8 countries to conduct a high-quality replication of each study in order to compare the results to the original published findings. We found that x-phi studies – as represented in our sample (...) – successfully replicated about 70% of the time. We discuss possible reasons for this relatively high replication rate in the field of experimental philosophy and offer suggestions for best research practices going forward. (shrink)

Continuity lies at the heart of the recent naturalistic turn in epistemology. Naturalists are united by a shared commitment to the continuity of science and epistemology, and tend to advocate one or more species of continuity: contextual, semantic, epistemological methodological, metaphysical, and axiological. Naturalists divide, however, over the interpretation and scope of this continuity. The naturalism of Goldman, Kim and Sosa is criticised for leaving meta-epistemology methodologically and epistemologically autonomous from science. A more plausible approach naturalizes epistemology 'all the way (...) up', i.e., including meta-epistemology itself. (shrink)

I argue in this essay that there can be harm due to philosophy that is not directly expressed in violent imagery. The harm is instead a concealed and delayed detrimental effect of an assumption of non-violence in a working model, defined as a picture of a field of enquiry and the methods required to approach it. Theses for the extended mind, as developed by Andy Clark and others, lead to a form of harm that follows from the models they work (...) with. These engineering, tool and function-based models seek smooth interactions and transparency. Following points made by Kim Sterelny in the philosophy of biology, I argue that claims for smoothness and transparency conceal underlying conflict in the situations they seek to describe and explain. This concealment leads to harm, defined as a diminishing of our capacities to flourish in a given environment. (shrink)

Wisely, the authors begin this book by describing it as a polemic. They argue that most contemporary analytic metaphysics is a waste of time and resources since contemporary ‘neo-scholastic’ metaphysical theorizing cannot hope to attain objective truth given its penchant for making a priori claims about the nature of the world which are backed up by appeal to intuition. In engaging in this activity, metaphysicians have, the authors claim, abandoned hope of locating any interesting connection between their metaphysical pronouncements and (...) how our best empirical theories describe the world. Moreover, the success attained by empirical science just cannot be matched by metaphysical theorizing and so, faced with this asymmetry, empirical science wins: a priori metaphysical theorizing must give way to a naturalistic form of metaphysics, a positive account of which the authors attempt to elucidate in the second and third, rather lengthy chapters of the book.The first chapter consists of a statement of the authors’ negative view, a vigorous, sustained and sometimes withering attack upon contemporary a priori metaphysics. Most ire is reserved for those who indulge in what the authors call ‘pseudo-scientific metaphysics’; that is, those who pay lip service to keeping their metaphysical speculation in tune with physics, only to constrain their ontology in such a way that the entities and processes within it do not even play a role in current physical theory, or are in straightforward contradiction with it. Much philosophy of science and scientific metaphysics is too superficial and simplistic to deserve the name and bears more relation to ‘the philosophy of “A” Level chemistry’. Leuven: Peeters; Grand Rapids: Eerdmans, 2008. 201 pp.In order to evaluate Monasticism, Buddhist and Christian properly, one must know something about its origin. The principal editor, Sunghae Kim, is director of the Seton Interreligious Research Center in (...) Seoul, a center that regularly sponsors interreligious dialogues at a scholarly level. In addition to those dialogues, the center also organizes a series of monthly lectures for the public at large, held each year around a specific theme. The chapters of this book were, with one exception, originally given in the 1995 lecture series and later translated from Korean into English. For that reason, most of the material will already be quite familiar to specialists in the Buddhist and Christian traditions and will at times seem to offer generalizations that would be accurate enough for presentations to the general public but would need various qualifications and nuances to meet the more rigorous standards of scholars.The first two chapters are broadly introductory. In the first, Sunghae Kim gives a brief overview of the renunciatory life in six major religions (Hinduism, Buddhism, Daoism, Judaism, Christianity, and Islam). She concludes that “in terms of strict renunciation of possessions, family, and pursuit of the ego, Hinduism, Buddhism, Christianity, and Daoism stand out” (p. 35), with Buddhism and Christianity in particular being characterized by highly developed forms of monasticism per se. Bernard Senécal, a Canadian Jesuit who teaches Buddhist studies at Sogang University in Seoul, wrote the following chapter, “Korean Buddhism Today and Its Encounter with Christianity,” specifically for this book. The eight chapters that follow are the heart of the book. Jaemoon Yun, the abbot of the Korean Buddhist monastery in Chung-ju, has chapters on the history of the Buddhist monastic precepts, on nonpossession and the use of property in the saṅgha, on the organizational structure of the saṅgha, and on the homeless life and the Buddhist practice of compassion. Following each of these four chapters is one by the Benedictine monk Thomas Timpte on the corresponding topic in Christian monastic life as found in the Roman Catholic Church. A short final chapter by Younghae Yun, a professor of Buddhist studies and comparative religion at Gongguk University in Kyeong-ju, highlights a few characteristics of Buddhist and Christian life. Rather than comment on material from each chapter, I [End Page 228] will discuss in this review three points that struck me as particularly interesting and/or controversial.At the beginning of the first of his four chapters, “The History and Spirit of Christian Monastic Rules,” Thomas Timpte rightly devotes several pages to clarifying terminology. The details need not concern us here, but in general monks and nuns in the Catholic Church make public profession of the “evangelical counsels” of poverty, celibacy (sometimes called chastity), and obedience; in addition, they practice some degree of enclosure (“separation from the world”) and (except for the relatively few who are hermits) live in community. Timpte notes that although there have been men and women who practiced the evangelical counsels since New Testament times, the formal institution of Christian monastic life arose in the eastern part of the Mediterranean only around the year 300. For that reason, he argues that monasticism cannot be considered central to the Church in an institutional sense, whereas monasticism was an essential part of Buddhism from the beginning, the Buddha himself and his earliest followers all having been monks. This is one of the points about which Younghae Yun disagrees with Timpte, for the Buddhist scholar claims that even though Buddhist monks and nuns, like their Christian counterparts, take vows (precepts), and in some sense live apart from society at large, such a way of life itself “is neither essential nor central” in Buddhism (p. 185). Younghae Yun bases his argument on the fact that the Buddha considered such practices as only “a means to achieve enlightenment” and that enlightenment itself is not the true raison d’être of Buddhism but is rather a way of facilitating... Lee, PhD (bio) and Damien Morris, MSc (bio)Turkheimer and Greer (2024) (henceforth “T&G”) make some fair points about problems in the scientific profession, including the regrettable tendency to promise practical applications of research that then never materialize. However, T&G’s sustained critique of a body of work associated with one particular researcher to make these general points struck us as uncharitable. More pressingly, (...) we feel that the far-reaching conclusions that T&G attempt to draw from the results they review from the Spit for Science (S4S) cohort are unjustified and risk misleading readers that psychiatric and behavioral genetics is in a parlous state.T&G state that S4S “produced a clear answer to the question it was designed to address,” namely, that its results “unambiguously contradict the hypothesis that alcohol-related behaviors have a meaningful genetic basis.” But S4S cannot possibly have provided affirmative evidence for the null hypothesis, because as a single cohort it lacked the statistical power to do so. Elsewhere T&G acknowledge that the sample size of S4S does not suffice for many purposes; they cannot have it both ways. When GCTA has been applied to samples of greater size, it has unambiguously supported the hypothesis that alcohol-related behaviors have a meaningful genetic basis. The UK Biobank yielded estimates exceeding 0.10 for the contribution of single nucleotide polymorphisms (SNPs) with minor allele frequency of greater than 0.05 to the heritability of drinks per week, estimates more than ten times their standard errors (Liu et al., 2019).This heritability contributed by common variants is sometimes called “SNP heritability,” and T&G disparage it for the alleged “disadvantage of being substantially smaller” than “twin and family heritabilities.” Nowhere do T&G consider what the precise numbers actually mean—an approach that can be hazardous to your scientific health, as the late John Loehlin might have said. Let us, then, consider these numbers. Under a model of pure neutrality, SNP and pedigree narrow-sense heritabilities should be fairly close, essentially as a result of factors p(1 − p) canceling in the multiplication of the numbers of SNPs to be found at a given allele frequency by the average heritability contributed per SNP (Hill, 2010). If SNP and pedigree heritabilities are not close, then natural selection must have been acting on [End Page 441] the trait, preventing new mutations of large effect from becoming common and thereby concentrating heritability at allele frequencies lower than those typically studied in genome-wide association studies (GWAS). This deduction has been abundantly confirmed: the tendency of GWAS SNPs to reside in evolutionarily conserved regions (Finucane et al., 2015; Kim et al., 2019), the younger age of GWAS SNPs when compared to control SNPs of comparable frequencies (Gazal et al., 2017), the discovery of several rare variants with larger effects than those observed in typical GWAS (Barton et al., 2021; Chen et al., 2023; Marouli et al., 2017), the directly measured deleterious fitness effects of mutations in evolutionarily constrained genes (Gardner et al., 2022), and the substantial additional genetic variance accumulated when rare variants are included in GCTA-type studies, sometimes enough to close the gap between SNP and pedigree heritabilities (Evans et al., 2018; Jang et al., 2022; Pathan et al., 2024; Wainschtein et al., 2022).The genetic architecture of a typical quantitative trait consists of many sites across the genome that can mutate to affect it, numbering potentially in the millions (Agarwala et al., 2013; Zeng et al., 2021), of which those that are common SNPs have very small effects as a result of selection. This is the message, but T&G seem to find fault with the messenger, painting “tiny” effect sizes as an embarrassment to the field of behavioral genetics as a whole. This commentary argues that Ross & Spurrett (R&S) have not shown that supervenience is two-way, but they have shown that all the sciences, including physics, make use of functional and supervenient properties. The entrenched defender of Kim's position could insist that only fundamental physics describes causal relations directly, but Kim's microphysical reductionism becomes completely implausible when we consider contemporary physics.

In a challenge to Basic Emotion theories, Ortony suggested in a recent article that the existence of affect-free surprise means that surprise is not necessarily valenced and therefore arguably not an emotion. In an article in response, Neta and Kim argued that surprise is always valenced and therefore is an emotion, with apparent cases of affect-free surprise actually being cases of the cognitive state of unexpectedness rather than surprise. We view Neta and Kim's position as resting on an idiosyncratic stipulation (...) of word usage. We further suggest that rejecting affect-free surprise by appealing to examples of affect-laden surprise has no bearing on whether surprise is always valenced, and propose that when surprise appears to be affect-laden the locus of the experienced valence is a co-occurring emotion. Within anthropology, as elsewhere in the human sciences, there is a tendency to divide knowledge making into two separate poles: conceptual (theory) vs. empirical (ethnography). In Theory Can Be More than It Used to Be, Dominic Boyer, James D. Faubion, and George E. Marcus argue that we need to take a step back from the assumption that we know what theory is to investigate how theory—a matter of concepts, of analytic practice, of medium of value, of professional ideology—operates in (...) anthropology and related fields today. They have assembled a distinguished group of scholars to diagnose the state of the theory-ethnography divide in anthropology today and to explore alternative modes of analytical and pedagogical practice. Continuing the methodological insights provided in Fieldwork Is Not What It Used to Be, the contributors to this volume find that now is an optimal time to reflect on the status of theory in relation to ethnographic research in anthropology and kindred disciplines. Together they engage with questions such as, What passes for theory in anthropology and the human sciences today and why? What is theory's relation to ethnography? How are students trained to identify and respect anthropological theorization and how do they practice theoretical work in their later career stages?
