Quantum mechanics and probability theory share one peculiarity. Both have well established mathematical formalisms, yet both are subject to controversy about the meaning and interpretation of their basic concepts. Since probability plays a fundamental role in QM, the conceptual problems of one theory can affect the other. We first classify the interpretations of probability into three major classes: inferential probability, ensemble probability, and propensity. Class is the basis of inductive logic; deals with the frequencies of events in repeatable experiments; describes (...) a form of causality that is weaker than determinism. An important, but neglected, paper by P. Humphreys demonstrated that propensity must differ mathematically, as well as conceptually, from probability, but he did not develop a theory of propensity. Such a theory is developed in this paper. Propensity theory shares many, but not all, of the axioms of probability theory. As a consequence, propensity supports the Law of Large Numbers from probability theory, but does not support Bayes theorem. Although there are particular problems within QM to which any of the classes of probability may be applied, it is argued that the intrinsic quantum probabilities are most naturally interpreted as quantum propensities. This does not alter the familiar statistical interpretation of QM. But the interpretation of quantum states as representing knowledge is untenable. The U.S. Department of Health and Human Services has proposed substantial changes to the current regulatory system governing human subjects research in its Advanced Notice of Proposed Rulemaking, entitled “Human Subjects Research Protections: Enhancing Protections for Research Subjects and Reducing Burden, Delay, and Ambiguity for Investigators.” Some of the most significant proposed changes concern the use of biospecimens in research. Because research involving biological materials begins with an initial interaction with an individual, such research falls squarely within the human subjects (...) research regulatory framework known as the “Common Rule,” which applies to research conducted or funded by the HHS and the other signatory agencies and departments. However, as described in detail below, much biospecimen research may fall within exemptions and exceptions under the Common Rule and, thus, may be conducted without consent. The ANPRM proposes requiring written consent for research use of biospecimens, even if the biospecimens were initially collected for a purpose other than research or have been stripped of identifiers. Suppose various observers are divided randomly into two groups, a large and a small. Not knowing into which group anyone has been sent, each can have strong grounds for believing in being in the large group, although recognizing that every observer in the other group has equally powerful reasons for thinking of this other group as the large one. Justified belief can therefore be observer-relative in a rather paradoxical way. Appreciating this allows one to reject an intriguing new objection against (...) Brandon Carter's 'doomsday argument'. Carter encourages us to doubt that we are among only the first hundredth, say, or first millionth, of all humans who will ever have existed. He thereby reinforces whatever reasons we may have for suspecting that, unless we take great care, the human race will not survive long. Admittedly his argument is weakened if our world is indeterministic, so that there is no suitably guaranteed 'fact of the matter' of how many humans will ever have existed. But even then, it can caution us against believing that a lengthy future for humankind 'is as good as determined'. Of all the objections the argument has yet faced, the new one is the most interesting. (shrink)

Higginbotham argues that conditionals embedded under quantifiers constitute a counterexample to the thesis that natural language is semantically compositional. More recently, Higginbotham and von Fintel and Iatridou have suggested that compositionality can be upheld, but only if we assume the validity of the principle of Conditional Excluded Middle. I argue that these authors’ proposals deliver unsatisfactory results for conditionals that, at least intuitively, do not appear to obey Conditional Excluded Middle. Further, there is no natural way to extend their accounts (...) to conditionals containing ‘unless’. I propose instead an account that takes both ‘if’ and ‘unless’ statements to restrict the quantifiers in whose scope they occur, while also contributing a covert modal element to the semantics. In providing this account, I also offer a semantics for unquantified statements containing ‘unless’. (shrink)

This paper describes the unique values of, challenges within, and opportunities presented by embedded ELSI ethnography. Drawing from our six‐year embedded ELSI study of the WISDOM (Women Informed to Screen Depending on Measures of Risk) trial, we present three examples of the variable ways we engaged with the WISDOM trial's scientific team. WISDOM is a preference‐sensitive, pragmatic, randomized controlled trial of risk‐based breast cancer screening informed by genomics. Our embedded ELSI approach included multiple modes of engagement: (a) Trial investigators sought (...) bioethics expertise; for example, we were asked to consult on traditional bioethics topics such as consent as well as more complex questions about whether to implement a specific risk‐assessment approach on only one race‐defined group of trial participants. (b) As the ELSI investigators, we identified ethical concerns in issues that surfaced via ethnography and considered them in the Bioethics Working Group; for example, there were concerns about the implementation processes that the WISDOM team viewed as logistical challenges. (c) Our presence in WISDOM working group conversations and our expertise on classic social science topics, including race and gender, offered opportunities to engage on the spot with topics such as how to include transgender participants in a trial initially focused on “women's health”; through such engagement, the value of social science became clear to the trial investigators. The paper elaborates on the dynamic relationship between our ethnographic observations, the Bioethics Working Group discussions, and the contributions of each to our real‐time ELSI interventions in these examples. The methods and experiences we describe here suggest modes of engagement that, in combination, have the potential to expand the role of ELSI to offer real‐time intervention on issues related to equity, inclusion, and justice in genetic and genomic research. Ethicists, researchers and policy makers have paid increasing attention to the ethical conduct of research, especially research involving human beings. Research performed with and by undergraduates poses a specific set of ethical challenges. These challenges are often overlooked by the research community because it is assumed that undergraduate student researchers do not have a significant impact on the research community and that their projects are not host to research posing important ethical issues. This paper identifies several features characteristic of research (...) in undergraduate environments. The paper pays special attention to selective small liberal arts colleges, an important segment of higher education in the US, and advocates integrating instruction in research ethics wherever undergraduates are engaged in research. Administraation of antiretroviral therapy to women during pregnancy, labor and delivery, and to infants postnatally can dramatidy reduce mother-to- child HIV transmission. However, pregnant women need to know that they are HIV-infected to take advantage of antiretroviral therapy, and many women do not know their HIV status. One-half of HIV-infected infants in the United States were bornto women who had not been tested for HIV or for whom the time of testing was not known. Although fewer than 400infants are infected (...) perinatally in the United States each year, that number could be reduced even further through policies aimed at HIV testing during pregnancy.The reasons toadopt such a policy are strong: the pathophysiology of perinatal transmission is clear, prophylaxis is effective and safe, and the intended beneficiaries of the intervention - babies - cannot protect themselves. Abstract An argument originated by Brandon Carter presents humankind's imminent extinction as likelier than we should otherwise have judged. We ought to be reluctant to think ourselves among the earliest 0.01 %, for instance, of all humans who will ever have lived; yet we should be in that tiny group if the human race survived long, even at just its present size. While such reasoning attracts many criticisms, perhaps the only grave one is that indeterminism means there is not yet (...) any firm, theoretically predictable fact of how long the human race will survive. This, though, might not save Everett's many?worlds theory from a variant on Carter's point. Everett seemingly pictures observers as splitting into ever more versions, which explains away all apparent indeterminism; but then, absurdly, all except a vanishingly tiny proportion of one's versions would come into existence near one's death, outweighing all apparent evidence that death was not imminent. The need to avoid such a result severely constrains Everett?type theories. We need theories in which observer?versions diverge without increasing their numbers in any straightforward way. (shrink)

Edward R. Murrow has often been mentioned as the model CBS newsman, a combination of integrity, common sense, sound news judgment, and good writing and delivery skills. Perhaps these qualities emerged from something beyond mere educational and technical competence; perhaps he had a ?theory?;, a larger view of the world and how things operate, or should operate. Murrow's early life is explored as origin of his theory and applications of his construct of ethics and integrity are discussed.

This paper contributes to our understanding of participation in the Eucharist by examining the swallow. The paper begins with a thick description of the swallow as act, as phenomenon, and as symbol. This description reveals the swallow’s interstitial nature, which is then examined for its implications on the meaning of participation in the sacrament. The paper then recommends approaches to the Eucharist for Catholics for whom swallowing is difficult or impossible. The paper finally incorporates these findings with the ex opere (...) operato doctrine, demonstrating participation as efficacious interaction. This paper considers Pindar's diverse appropriations of elements of the sacred topography of Aegina for different purposes in epinikia composed for Aeginetan victors. It focuses on poems likely performed in the vicinity of the Aiakeion for their different mobilizations of a monument that we know from Pausanias stood beside the Aiakeion—the tomb of Phokos, an earth mound topped with the “rough stone” that killed him. The more speculative final part of the paper suggests that it may also be possible to (...) track a coherent ideology attached to the island's sacred topography across several Aeginetan odes, thereby detecting a broader structural unity that accompanies and frames the different individual appropriations of different poems. This part starts from Pausanias’ mythic narrative of the exemplary justice of Aiakos banishing his own son Telamon as the aetiology for a distinctive Aeginetan justice system inscribed in a whole set of man-made monuments that ring the island with concentric circles of rough stones.
