Inducement prizes have been long used to stimulate individuals and groups to accomplish diverse goals. Lately, governments have become more and more interested in these prizes and sought to include this kind of incentives within the set of policy tools available to promote science, technology, and innovation. To date, however, there has been little empirically-based scientific knowledge on how to design, manage, and evaluate innovation prizes. This note discusses aspects of the prize phenomenon and the opportunities and challenges related with (...) the use of innovation prizes as a government policy instrument. Compared to other incentive mechanisms, prizes are likely to present advantages to, for example, accelerate the development and commercialization of technologies that are held back for diverse reasons and help to leverage public money with external ideas, collaborative efforts, and the participation of diverse individuals and organizations. Still, despite these advantages and other interesting features of prizes, there are key questions that policy-makers and scholars must address to better understand this kind of incentives and further improve prize designs and implementations before governments move forward to a more widespread use of innovation prizes in science and technology policies. The text deals with the concept of representation in its relation to the concept and sovereignty, in Thomas Hobbes (1588-1679). The work studied is Leviathan, of 1651. The research presents that sovereignty is founded through the original legal act, which establishes an artificial person to represent everyone. This artificial thing is the State. The political society, however, is different from its government, although they are functionally the same.

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. This essay argues that, while much has been gained by medicine's focus on the spatial aspects of disease in light of developments in modern pathology, too little attention has been given to the temporal experience of illness at the subjective level of the patient. In particular, it is noted that there is a radical distinction between subjective and objective time. Whereas the patient experiences his immediate illness in terms of the ongoing flux of subjective time, the physician conceptualizes the illness (...) as a disease state according to the measurements of objective time. A greater understanding of this disparity in temporal experiencing provides insights into the lived experience of illness and can preclude difficulties in communication between physician and patient. According to the scientific ideal of modernity, the propositions of science are considered fundamentally fallible. On the other hand, science strives for objective knowledge. Kant saw in the apriori the precondition for objective knowledge. But with the new conception of science the apriori (if it is not to be only logic) has become problematic. With it, however, the objectivity of scientific knowledge is at stake. As long as one grants objectivity to scientific knowledge, the question of the apriori remains topical. (...) On the one hand, this volume wants to trace the historical roots as well as the different interpretations of the apriori, and on the other hand, it wants to ask for approaches for a contemporary reinterpretation of this basic concept. Liebe Grete! Ich danke Dir herzlich für die Zusendung Deiner Arbeit. Studieren kann ich sie nicht in meinem jetzigen Tageslauf. Und da das Obenhinlesen hier sinnlos ist, lasse ich sie liegen bis zum Januar, da habe ich etwas Zeit. Jetzt nur ein paar Worte über Heisenbergs Urteil. Ich sprach ihn vorgestern über eine Stunde.

Kapitel I: „Wahrnehmung“ und „Erfahrung“ werden unterschieden. Erfahrung läßt sich in Urteilen formulieren, ist aber, obwohl dem Bewußtsein als Ganzes gegeben, logisch betrachtet bereits das Ergebnis einer Konstruktion, das der unmittelbaren sinnlichen Gewißheit entbehrt. Wahrnehmung widersetzt sich der adäquaten Formulierung in einem Urteil; sie hat unmittelbare Gewißheit, aber nur für die Zeit des Wahrnehmungsaktes selbst.

In der Korrespondenz zwischen Grete Hermann mit Carl Friedrich von Weizsäcker zeigt sich, daß beide durchaus auf gleicher Ebene über die Quantenmechanik diskutierten. Grete Hermann nennt auch sogleich die beiden Hauptpunkte, die bis heute die Diskussion der Quantenmechanik bestimmen, nämlich den Indeterminismus und die Rolle der klassischen Begriffe. Auf diese Themen will ich in meiner Einführung eingehen.

Information and communication technologies (ICTs) place a crucial emphasis on accountability, intellectual property rights, neutrality, openness, privacy, transparency, and trust; they provide a platform or infrastructure of social norms and expectations. Developing the concept of infraethics, this paper argues that all societies need rules for effective co-ordination and collaboration of their infrastructures, and that their design and maintenance is one of the crucial challenges for our own world today. -/- .

I outline some of my work and results on my matter-gravity entanglement hypothesis, according to which the entropy of a closed quantum gravitational system is equal to the system’s matter-gravity entanglement entropy. The main arguments presented are: that this hypothesis is capable of resolving what I call the second-law puzzle, i.e. the puzzle as to how the entropy increase of a closed system can be reconciled with the asssumption of unitary time-evolution; that the black hole information loss puzzle may be (...) regarded as a special case of this second law puzzle and that therefore the same resolution applies to it; that the black hole thermal atmosphere puzzle can be resolved by adopting a radically different-from-usual description of quantum black hole equilibrium states, according to which they are total pure states, entangled between matter and gravity in such a way that the partial states of matter and gravity are each approximately thermal equilibrium states ; that the Susskind–Horowitz–Polchinski string-theoretic understanding of black hole entropy as the logarithm of the degeneracy of a long string cannot be quite correct but should be replaced by a modified understanding according to which it is the entanglement entropy between a long string and its stringy atmosphere, when in a total pure equilibrium state in a suitable box, which ) goes over, at strong-coupling, to a black hole in equilibrium with its thermal atmosphere. The modified understanding in is based on a general result, which I also describe, which concerns the likely state of a quantum system when it is weakly coupled to an energy-bath and the total state is a random pure state with a given energy. This result generalizes Goldstein et al.’s ‘canonical typicality’ result to systems which are not necessarily small. (shrink)

Much of the mathematics with which Felix Klein and Sophus Lie are now associated (Klein’s Erlangen Program and Lie’s theory of transformation groups) is rooted in ideas they developed in their early work: the consideration of geometric objects or properties preserved by systems of transformations. As early as 1870, Lie studied particular examples of what he later called contact transformations, which preserve tangency and which came to play a crucial role in his systematic study of transformation groups and differential equations. This note examines Klein’s efforts in the 1870s to interpret contact transformations in terms of connexes and traces that interpretation (which included a false assumption) over the decades that follow. The analysis passes from Klein’s letters to Lie through Lindemann’s edition of Clebsch’s lectures on geometry in 1876, Lie’s criticism of it in his treatise on transformation groups in 1893, and the careful development of that interpretation by Dohmen, a student of Engel, in his 1905 dissertation. The now-obscure notion of connexes and its relation to Lie’s line elements and surface elements are discussed here in some detail. (shrink)

Herr Professor Bohr, der sehr mit Arbeit überlastet ist, hat mich gebeten, Ihnen in seinem Namen für die Zusendung Ihres Aufsatzes über Determinismus und Quantenmechanik zu danken und Ihnen seine Auffassung dieser Fragen mitzuteilen. Ich habe diesen Auftrag nach der Lektüre Ihres Aufsatzes sehr gerne übernommen. Einen Entwurf meiner Antwort habe ich Herrn Prof. Bohr vorgelegt und mit ihm durchgesprochen; ich hoffe daher[,] seine Meinung in der Hauptsache richtig wiedergeben zu können.

Ich wollte hier versuchen[,] mit dem Physiker Niels Bohr Fühlung zu bekommen. Meine Arbeit kommt jetzt bald heraus. Das erste Exemplar habe ich mir vom Buchdrucker, der es vorweg hat einbinden lassen, hierher bestellt, um es Bohr zu geben. Es schien erst schwer, an ihn heran zu kommen, er ist sehr beschäftigt, hat keine Sprechstunde und keine regelmäßigen Vorlesungen oder Seminare, nach denen man ihn abfangen kann.

Sehr geehrtes Frl. Dr. Hermann! Ich möchte Ihnen danken für die Uebersendung Ihrer letzten Arbeit über „Die Bedeutung der modernen Physik für die Theorie der Erkenntnis.“ Dass ich auf Ihre frühere Arbeit über die Quantenmechanik nicht reagiert habe, geschah, offen gesagt, deswegen, weil ich mit der Arbeit zunächst nichts anzufangen wusste. Das ist anders geworden, nachdem ich die letzte Arbeit gelesen habe. Ich finde, dass sie den Charakter der neuen Naturbeschreibung sehr klar herausgestellt haben.

Werner Heisenberg und die Natur – das wäre eine psychologische Studie wert. Der große Physiker liebte die freie Natur; seit seinen frühen Jahren, zuerst mit Eltern und Großeltern, dann mit den Freunden der Jugendbewegung und später mit Kollegen und seiner Familie erwanderte er sich Landschaften in der engeren Heimat und auswärts, in Deutschland, Österreich, Finnland, Dänemark und den USA. Gelegentlich finden sich kurze Schilderungen von Naturerlebnissen in seinen Schriften, etwa vom Gebirgsgang im Herbst 1924 durch das Karwendelgebiet am Aachensee im (...) Der Teil und das Ganze – das Landschaftsbild setzte er als Parabel für den bald erzielten Durchbruch in der Quantentheorie. (shrink)

Bolzano hat neben seiner philosophischen Betätigung hauptsächlich noch zwei andere Gebiete, auf denen er gearbeitet hat, und dieses Arbeiten ist für seine philosophische Arbeit sehr charakteristisch geworden. – Einerseits war er katholischer Theologe, und daher sind ihm auch in der Philosophie besonders die religions-philosophischen Probleme interessant und wichtig. Er hat immer das Bestreben, auf rein begrifflichem, wissenschaftlichem Wege Beweise für religions-philosophische Behauptungen vorzubringen.

Grete Hermann beginnt ihre wissenschaftliche Karriere in Göttingen. Bei Emmy Noether studiert sie Mathematik und bei Leonard Nelson Philosophie. Ihre philosophischen Arbeiten stehen in der Tradition der Kant-Fries’schen Philosophie, zu deren Grundforderungen es gehört, der Philosophie mathematische Strenge zu verleihen.

To assert its position as the “Queen of the sciences,” philosophy responded to the developing trend in the mid-19th century to divide psychology from philosophy by coining the battle slogan of ‘psychologism’. However, specifically with regard to the philosopher Jakob Friedrich Fries (1773–1843), who was viewed as the principal representative of psychologism, this appellation truly does not apply. Fries never took seriously any ‘anthropologized apriori’ of the kind represented by evolutionary epistemology (for example, Konrad Lorenz). For Fries, the laws of (...) logic and mathematics and basic philosophical principles are objective; they are universally valid and necessary. Instead, Fries clearly differentiates between the universal and necessary validity of the apriori on the one side and the empirical methods for its discovery on the other. (shrink)

The ArgumentThis paper focuses on the opening of a discursive space: the emergence of informational and scriptural representations of life and their self-negating consequences for the construction of biological meaning. It probes the notion of writing and the book of life and shows how molecular biology's claims to a status of language and texuality undermines its own objective of control. These textual significations were historically contingent. The informational representations of heredity and life were not an outcome of the internal cognitive (...) momentum of molecular biology; they were not a logical necessity of the unravelling of the base-pairing of the DNA double-helix. They were transported into molecular biology still within the protein paradigm of the gene in the 1940s and permeated nearly every discipline in the life and social sciences. These information-based models, metaphors, linguistic, and semiotic tools which were central to the formulation of the genetic code were transported into molecular biology from cybernetics, information theory, electronic computing, and control and communication systems — technosciences that were deeply embedded with the military experiences of world war II and the Cold War. The information discourse thus became fixed in molecular biology not because it worked in the narrow epistemic sense (it did not), but because it positioned molecular biology within postwar discourse and culture, perhaps within the transition to a post-modern information-based society. Human rights are those legal and/or moral rights that all persons have simply as persons. In the current digital age, human rights are increasingly being either fulfilled or violated in the online environment. In this article, I provide a way of conceptualizing the relationships between human rights and information technology. I do so by pointing out a number of misunderstandings of human rights evident in Vinton Cerf's recent argument that there is no human right to the Internet. I claim that (...) Cerf fails to recognize the existence of derived human rights. I argue further that we need to consider what other human rights are necessitated by the digital age. I suggest we need a Declaration of Digital Rights. As a step toward the development of such a declaration, I suggest a framework for thinking through how to ensure the human rights are satisfied in digital contexts. (shrink)

The genetically-modified-organism (GMO) experience has been prominent in motivating science, industry, and regulatory communities to address the social and ethical dimensions of nanotechnology. However, there are some significant problems with the GMO-nanotech analogy. First, it overstates the likelihood of a GMO-like backlash against nanotechnology. Second, it invites misconceptions about the reasons for public engagement and social and ethical issues research as well as their appropriate roles in nanotech research, development, application, commercialization, and regulatory processes.
