Artificial intelligence (AI) research enjoyed an initial period of enthusiasm in the 1970s and 80s. But this enthusiasm was tempered by a long interlude of frustration when genuinely useful AI applications failed to be forthcoming. Today, we are experiencing once again a period of enthusiasm, fired above all by the successes of the technology of deep neural networks or deep machine learning. In this paper we draw attention to what we take to be serious problems underlying current views of artificial (...) intelligence encouraged by these successes, especially in the domain of language processing. We then show an alternative approach to language-centric AI, in which we identify a role for philosophy. (shrink)

Joshua Parker’s article on green inhaler prescribing is important and timely. I agree with much of it, specifically regarding the institutional duty to make climate-friendly changes (from environmentally expensive prescriptions to ‘greener,’ similarly effective ones). The challenge, however, comes in determining how that institutional obligation impacts the rights and duties of patients. In this commentary, I want to offer a friendly alternative to Parker’s view of individual patient obligation, which I suggest is important for reasons that go beyond this one (...) case. Parker’s broad view is that, because metered-dose inhalers (MDIs) emit far more greenhouse gases (GHG) than do dry powder inhalers (DPIs), and the two are equally effective for most patients, the healthcare system should switch most patients on MDIs to DPIs, and the patients have a pro tanto duty to accept this change.1 The problem is that no individual inhaler use causes harmful climate change, and so it is difficult to explain a duty not to use MDIs. It seems that my individual behaviour ‘makes no difference’ to climate change, so familiar more principles have a difficult time justifying a prohibition of such behaviour. Parker’s response to this worry fits into the consequentialist tradition,2 3 as he argues that each individual contribution to climate change causes some amount of ‘expected harm,’ because it contributes a little bit to future climate changes which will cause harm. And since we have a duty to minimise expected harm, we have a duty not to make such small contributions to climate change. I think we should be sceptical of this sort of argument. Neonatal intensive care units represent simultaneously one of the great success stories of modern medicine, and one of its most controversial developments. One particularly controversial issue is the resuscitation of extremely preterm infants. Physicians in the United States generally accept that they are required to resuscitate infants born as early as 25 weeks and that it is permissible to resuscitate as early as 22 weeks. In this article, I question the moral pressure to resuscitate by criticizing the idea that resuscitation (...) in this context “saves” a human life. Our radical medical advancements have allowed us to intervene in the life of a human before it makes sense to say that such an intervention “saves” someone; rather, what the physician does in resuscitating and treating an extremely preterm infant is to take over creating it. This matters, I argue, because “rescues” are much more morally urgent than “creations.”. (shrink)

Among those who discuss America's opioid crisis, it is popular to claim that we know what we, as a society, ought to do to solve the problem—we simply don't want it badly enough. We don't lack knowledge; we lack the will to act and to fund the right policies. In fact, I've heard two versions of this. Among those who focus on prescription opioids, it is clear that we ought to stop prescribing so many powerful opioid painkillers. And among my (...) public health colleagues focusing on illicit drug use, it is clear that we ought to expand addiction treatment and harm‐reduction services. The problem, however, is that the second claim is not obvious (and, indeed, is denied by many Americans), and the first claim probably isn't even true (at least, not in so crude a form). In short, the opioid crisis presents not only a problem of political will but also one of ethics. It will take work to discover or justify our normative claims in this arena. (shrink)

Recently, there has been renewed interest in so-called evidence-based policy making. Enticed by the grand promises of Big Data, public officials seem increasingly inclined to experiment with more data-driven forms of governance. But while the rise of Big Data and related consequences has been a major issue of concern across different disciplines, attempts to develop a better understanding of the phenomenon's historical foundations have been rare. This short commentary addresses this gap by situating the current push for numerical evidence within (...) a broader socio-political context, demonstrating how the epistemological claims of Big Data science intersect with specific forms of trust, truth, and objectivity. We conclude by arguing that regulators' faith in numbers can be attributed to a distinct political culture, a representative democracy undermined by pervasive public distrust and uncertainty. Health Level 7 (HL7) is an international standards development organisation in the domain of healthcare information technology. Initially the mission of HL7 was to enable data exchange via the creation of syntactic standards which supported point-to-point messaging. Currently HL7 sees its mission as one of creating standards for semantic interoperability in healthcare IT on the basis of its flagship “version 3” (v3). Unfortunately, v3 has been plagued by quality and consistency issues, and it has not been able to keep pace (...) with recent developments either in semantics and ontology or in computer science and engineering. HL7’s response has been to develop its “Services-Aware Interoperability Framework” (SAIF), which is intended to provide a foundation for work on all aspects of standardization in HL7 henceforth. We here summarise the major design principles that must be satisfied by a semantic interoperability framework – principles relating both to static semantics and to computational behaviour. We then assess the SAIF in light of these principles. We conclude that the SAIF is not in a position to support the needed reform of the HL7 v3 family of standards. (shrink)

In his “Bridging mainstream and formal ontology”, Augusto (2021) gives an excellent analysis of Dietrich von Freiberg’s idea of using causality as a partitioning principle for upper ontologies. For this Dietrich’s notion of extrinsic principles is crucial. The question whether causation can and indeed should be used as a partitioning principle for ontologies is discussed using mathematics and physics as examples.

Many of us in the modern world find ourselves implicated in massive, structural harms and injustices. We emit greenhouse gases, which—along with everyone else's emissions—are warming the planet. We buy products that result from bad labor practices. And many of us feel (appropriately, I think) some amount of guilt for our participation, but also find it difficult or impossible to fully extract ourselves from the problematic systems. I call this challenge of determining individual moral responsibility in the face of massive, (...) structural problems “catastrophe ethics.” In this Perspective commentary, I suggest that the ubiquity of catastrophe ethics cases in the modern world justifies adopting a position of moral humility, as we recognize that none of us is morally pure but, rather, we are each choosing our own version of impurity. Background Since the enactment of the euthanasia law in the Netherlands, there has been a lively public debate on assisted dying that may influence the way patients talk about euthanasia and physician-assisted suicide with their physicians and the way physicians experience the practice of EAS. Aim To show what developments physicians see in practice and how they perceive the influence of the public debate on the practice of EAS. Methods We conducted a secondary analysis of in-depth interviews with 28 Dutch (...) physicians who had experience with a complex case of EAS. Respondents were recruited both by the network of physicians working for SCEN as well as via a national questionnaire, wherein participating physicians could indicate their willingness to be interviewed. Results Three themes came up in analysing the interviews. First, the interviewed physicians experienced a change in what patients would expect from them: from a role as an involved caregiver to being the mere performer of EAS. Second, interviewees said that requests for EAS based on non-medical reasons came up more frequently and wondered if EAS was the right solution for these requests. Last, respondents had the impression that the standards of EAS are shifting and that the boundaries of the EAS regulation were stretched. Conclusions The perceived developments could make physicians less willing to consider a request for EAS. Our results also raise questions about the role of physicians and of EAS in society. (shrink)

T. M. Scanlon’s contractualist account of morality is articulated alongside and built upon groundbreaking work on moral motivation. According to Scanlon, the central challenge of providing an account of moral motivation is navigating “Prichard’s Dilemma,” which requires that an account be both helpfully explanatory and morally relevant. Scanlon’s own solution is that one has a reason to act rightly because doing so is an aspect of living with others on terms they could accept. There is much to like about this (...) account, and so, in this paper, I begin with many of Scanlon’s assumptions. I then argue that Scanlon’s own account of moral motivation fails to navigate Prichard’s Dilemma, as does another solution that I derive from his broader view. I then close by suggesting that an account of moral motivation must be “complex,” involving different reasons to satisfy the competing desiderata of Prichard’s Dilemma. (shrink)

The book’s core argument is that an artificial intelligence that could equal or exceed human intelligence—sometimes called artificial general intelligence (AGI)—is for mathematical reasons impossible. It offers two specific reasons for this claim: Human intelligence is a capability of a complex dynamic system—the human brain and central nervous system. Systems of this sort cannot be modelled mathematically in a way that allows them to operate inside a computer. In supporting their claim, the authors, Jobst Landgrebe and Barry Smith, marshal (...) evidence from mathematics, physics, computer science, philosophy, linguistics, and biology, setting up their book around three central questions: What are the essential marks of human intelligence? What is it that researchers try to do when they attempt to achieve "artificial intelligence" (AI)? And why, after more than 50 years, are our most common interactions with AI, for example with our bank’s computers, still so unsatisfactory? Landgrebe and Smith show how a widespread fear about AI’s potential to bring about radical changes in the nature of human beings and in the human social order is founded on an error. There is still, as they demonstrate in a final chapter, a great deal that AI can achieve which will benefit humanity. But these benefits will be achieved without the aid of systems that are more powerful than humans, which are as impossible as AI systems that are intrinsically "evil" or able to "will" a takeover of human society. A warm, personal guide to building a strong ethical and moral compass in the midst of today's confusing, scary, global problems. The moral challenges of today are unfamiliar in the history of philosophy. Climate change is the paradigm example of what Travis Rieder calls "The Puzzle" in the way your choices can seem at odds with what the planet urgently needs. How do we decide the right thing to do in the face of a massive collective challenge? Should you (...) drink water from a plastic bottle or not? Drive a Tesla? Or is that just what Elon and all the other corporations want you to think? What makes individual ethics difficult to think about in the case of catastrophic climate change makes ethics difficult to think about in many other contexts as well. The Puzzle, as he explains, is everywhere now. The chapters include a lively, meaningful tour of traditional moral reasoning looking at the contributions of Plato, Hegel, and Kant among others. But they could not grasp The Puzzle we now face. Old fashioned exercises like trolley problems involving sacrificing one person on this track for a bunch of people on the other don't address the huge consequential and complex crises our global community faces today. The tools most of us unthinkingly rely on when we try to do the right thing don't help when it comes to reasoning about individual responsibility for large collective problems. Expanding our suite of ethical concepts is now urgently required. Rieder defines exactly how to change our thinking, addressing mundane issues like bottled water to the biggies like whether to have children. Anthropologists have tended to treat dreams as private fantasies arising from restless libidos struggling with reality. In this view, the dreamer is a victim of what she or he does not want, the intentions of the dreamer, and dreamed of, are often confused or illusory, and what happens in the dream is subj ect to a more primary, more objective, waking reality.The Barok people of New Ireland, Papua New Guinea, define dreams as both sleeping and waking experiences. Their dreams are (...) expressions of spiritually powerful persons who deal with a spiritual reality.In waking and real, but substantially dreamlike experiences such as one I describe in this paper, the desires and intents of all involved were perceived as wild possibilities. In the three sleeping dreams that I describe, the desires and intents of the dreamers were true, clearly expressed, and effective in creating or foretelling reality.Describing such subjective and willful experiences entails personal and professional risk. But toward understanding what happened, I undertake this in personally revealing terms, and I recommend Barok and other Native perspectives for the light they shed on dreams and reality.Social science has, for the most part, left dream analysis to the psychologists, and dreaming experiences to "the natives.” People educated in modern European traditions, and especially in academe, learn to not talk plainly or too much about their more subjective experiences or awarenesses, e.g, sex, emotions, and dreams. This applies not only to our lives as fieldworkers, but to our private lives in Western culture.Even recent publications1 still define dreams as a softer and more subjective, or even false, too private, in contrast to the harder and more objective, true reality of waking life (see Tedlock 1987). From this perspective, the accepted truth of there being an objective, socially defined, wakeful reality is not seriously called into question.Fieldwork experiences have shown me different distinctions between dreaming and not‐dreaming realities. I have learned to both expect and get more from dreams. I did not seek nor intentionally precipitate these experiences. They were a congruent part of my learning during four different periods of fieldwork.These experiences suggest a link between the ambiguity of intent in western style, non‐Native2 dreamers, and a lack of creative power. This contrasts with the clarity in the intent of Native style dreamers, and a real creative power.This link short‐circuits conventional academic distinctions between dreaming and waking experiences. For this reason, people like myself have not paid attention to these kinds of field experiences, much less written them up. We fear being disbelieved and discredited. Treating dreams on a comparable footing with objective reality is tantamount to "going native.”3 As Katherine Ewing has stated it, the problem is how to believe the Native meaning of dreams in defiance of the taboo against anthropologists' accepting the "temptation to believe" that "the subjects of one's research actually know something about the human condition and an encompassing 'reality'"(Ewing 1994:572).The field experiences I describe here have made me a believer of both the Native version of what happened, and the truth of there being an encompassing (Native) reality.4 They also convinced me of the necessity of trying to deal openly with what I know of the internal, private, libidinous, and willful stuff that is a part of these dreaming experiences. I reveal my own intent, desires, and needs, in both personal and professional terms, in order to lay some of the cards on the table, in order to look at them from both Native and non‐Native perspectives on what happened.I have learned that the difference between dreams and reality is not what it has been made out to be. On the one hand, the conventional definition of reality too strongly limits my ability to talk about my subjective experiences of it. On the other hand, the conventional definition of dreams does not make enough sense of my real experiences.By describing the real, non‐dreaming experience in which my subjective feelings are centered, the problematic issues of my own wakeful intent as a person and as an anthropologist are centered. This allows comparison of what is supposedly the nature of waking reality with what I experienced in the three sleeping dreams (hereafter "sleepdreams") which follow.The first three sleepdreams were experienced when I was living among Barok people at New Ireland, PNG, between 1979 and 1985. The goal of this article is to evaluate the defensibility of wide-spread beliefs concerning the moral value of procreating. Very many of us are ‘pro-natal’ — that is, we have a positive moral view of making more people — but pro-natalism is under serious threat. In particular, I argue that combining several arguments in procreative ethics generates a powerful case for the Anti-Natal Pro-Adoption View, or the view that we are obligated not to procreate, but instead to satisfy any parenting (...) desires through adoption. Although this article ultimately serves as a defence against ANPA, it does so in a very limited way: while it is false that we are obligated to adopt-rather-than-procreate, I contend, this does not mean that we are off the moral hook altogether. Failing in our obligations is only one way to fail morality. Our procreative acts may yet be bad, dishonourable, selfish, and open to multiple other criticisms. And indeed, I'm afraid many of them are. (shrink)

The notion of trustworthy AI has been proposed in response to mounting public criticism of AI systems, in particular with regard to the proliferation of such systems into ever more sensitive areas of human life without proper checks and balances. In Europe, the High-Level Expert Group on Artificial Intelligence has recently presented its Ethics Guidelines for Trustworthy AI. To some, the guidelines are an important step for the governance of AI. To others, the guidelines distract effort from genuine AI regulation. (...) In this chapter, we engage in a critical discussion of the concept of trustworthy AI by probing the concept both on theoretical and practical grounds, assessing its substance and the feasibility of its intent. We offer a concise overview of the guidelines and their vision for trustworthy AI and examine the conceptual underpinnings of trustworthy AI by considering how notions of 'trust' and 'trustworthiness' have been discussed in the philosophical literature. We then discuss several epistemic obstacles and moral requirements when striving to achieve trustworthy AI in practice before concluding with an argument in support of the establishment of a trustworthy AI culture that respects and protects foundational values. The goal of creating Artificial General Intelligence (AGI) – or in other words of creating Turing machines (modern computers) that can behave in a way that mimics human intelligence – has occupied AI researchers ever since the idea of AI was first proposed. One common theme in these discussions is the thesis that the ability of a machine to conduct convincing dialogues with human beings can serve as at least a sufficient criterion of AGI. We argue that this very ability (...) should be accepted also as a necessary condition of AGI, and we provide a description of the nature of human dialogue in particular and of human language in general against this background. We then argue that it is for mathematical reasons impossible to program a machine in such a way that it could master human dialogue behaviour in its full generality. This is (1) because there are no traditional explicitly designed mathematical models that could be used as a starting point for creating such programs; and (2) because even the sorts of automated models generated by using machine learning, which have been used successfully in areas such as machine translation, cannot be extended to cope with human dialogue. If this is so, then we can conclude that a Turing machine also cannot possess AGI, because it fails to fulfil a necessary condition thereof. At the same time, however, we acknowledge the potential of Turing machines to master dialogue behaviour in highly restricted contexts, where what is called “narrow” AI can still be of considerable utility. Is the Miranda warning, which lets an accused know of the right to remain silent, more about procedural fairness or about the conventions of speech acts and silences? Do U.S. laws about Native Americans violate the preferred or traditional "silence" of the peoples whose religions and languages they aim to "protect" and "preserve"? In Just Silences, Marianne Constable draws on such examples to explore what is at stake in modern law: a potentially new silence as to justice.Grounding her claims (...) about modern law in rhetorical analyses of U.S. law and legal texts and locating those claims within the tradition of Nietzsche, Heidegger, and Foucault, Constable asks what we are to make of silences in modern law and justice. She shows how what she calls "sociolegal positivism" is more important than the natural law/positive law distinction for understanding modern law. Modern law is a social and sociological phenomenon, whose instrumental, power-oriented, sometimes violent nature raises serious doubts about the continued possibility of justice. She shows how particular views of language and speech are implicated in such law.But law--like language--has not always been positivist, empirical, or sociological, nor need it be. Constable examines possibilities of silence and proposes an alternative understanding of law--one that emerges in the calling, however silently, of words to justice. Profoundly insightful and fluently written, Just Silences suggests that justice today lies precariously in the silences of modern positive law. (shrink)

Mark Schroeder has, rather famously, defended a powerful Humean Theory of Reasons. In doing so, he abandons what many take to be the default Humean view of weighting reasons—namely, proportionalism. On Schroeder’s view, the pressure that Humeans feel to adopt proportionalism is illusory, and proportionalism is unable to make sense of the fact that the weight of reasons is a normative matter. He thus offers his own ‘Recursive View’, which directly explains how it is that the weight of reasons is (...) a normative matter. In this paper, I argue against Schroeder that a Humean ought to be a proportionalist. On my view, proportionalism is clearly an intuitive theory of weighting for a Humean, so we should resist it only if Schroeder can demonstrate either that there is a serious problem with the view, or that there is a better alternative. I then further argue that Schroeder fails to deliver on either condition. As a result, I conclude that there are good intuitive reasons for a Humean to be a proportionalist, and no good reason not to be. (shrink)

This chapter focuses on Rorty’s two major published works on feminist theory and practice: his essay “Feminism and Pragmatism” and his essay “Feminism, Ideology, and Deconstruction: A Pragmatist View.” The first essay takes up issues about the ontological integrity of the term “woman” and defends forms of feminist discourse that are based in radical feminist political discourse, arguing that the hopes and visions projected by the prophetic nature of such discourse can be assisted by pragmatism better than by traditional philosophy. (...) “Feminism, Ideology, and Deconstruction” criticizes the project of ideological critique that Rorty thinks is unhelpful for feminist political projects and further develops his idea of philosophy as a process of “ground-clearing” contrasting it with the work of social change and activism. Phenomenology has been adapted for use in qualitative health research, where it’s often used as a method for conducting interviews and analyzing interview data. But how can phenomenologists study subjects who cannot accurately reflect upon or report their own experiences, for instance, because of a psychiatric or neurological disorder? For conditions like these, qualitative researchers may gain more insight by conducting observational studies in lieu of, or in conjunction with, interviews. In this article, we introduce a phenomenological approach to conducting (...) this kind of observational research. The approach relies on conceptual grounding to focus a study on specific aspects of the participants’ experiences. Moreover, the approach maintains the openness to novel discoveries that qualitative research requires while also providing a structured framework for data collection and analysis. To illustrate its practical application, we use examples of hemispatial neglect—a neurologic disorder in which patients characteristically lack awareness of their own illness and bodily capacities. However, the approach that we describe can be applied more broadly to the study of complex illness experiences and other experiential alterations. (shrink)

This paper discusses the definition of argumentation as a means for persuading an audience on the acceptability of a thesis. It is argued that persuasion is a goal that relates more to the communicative situation, the type of interaction or the type of discourse, rather than to the argumentative nature of it. Departing from the analysis of a short conversational sequence between people who agree on an issue and nevertheless argue, I suggest that a definition of argumentation in terms of (...) persuasion fails to account for what people are actually doing in these situations. I propose instead that several functions may be assigned to argumentation when considering the context in which it is produced: a cognitive function (which helps participants to elaborate a position on the discussed issue), and an identifying function (which enables them to portray themselves through the expression and the justification of their opinion). In the case analyzed here, a third function to which the argumentative activity contributes can also be identified, namely the enhancing of the emotional tonality of the relationship between the participants. While it becomes clear from the discussion of this argumentative sequence that the participants do not seek to persuade each other or some third party, it is not suggested that argumentation never aims at persuading an audience, but rather that persuasion cannot be considered as a defining feature of argumentation. French cultural theorist and urbanist Paul Virilio is best known for his writings on media, technology, and architecture. Gathered here in _A Winter’s Journey _are four remarkable conversations in which Virilio and architectural writer Marianne Brausch look at a twentieth century characterized by enormous technological acceleration and by technocultural accidents of barbarism and horror. The dialogues in _A Winter_’_s Journey—_structured loosely around the dates 1940, 1950, 1960, and 1980—chart Virilio’s intimate intellectual biography, from his childhood lived against the unstable (...) backdrop of a heavily bombed, wartime Nantes to maturity in a crisis space that is neither entirely militarized nor yet fully civilian, but somewhere between the two. In the course of these conversations, Virilio and Brausch ultimately find hope that in understanding the events of the last century and the cultural responses spawned by them, we can create a more humane era that is more adept at handling the transformations of its technology and culture. _A Winter’s Journey _is a revealing and engaging look into the intellectual life and ideas of one of the most influential theorists of contemporary civilization. ABSTRACT:This essay argues for the importance of formalizing public engagement efforts around bioethics as something we might call "bioethics communication," and it outlines the Johns Hopkins Berman Institute of Bioethics' plans for engaging in this effort. Because science is complex and difficult to explain to nonexperts, the field of science communication has arisen to meet this need. The field involves both a practice and a subject of empirical research. Like science, bioethics is also complex and difficult to explain, which is (...) why the world needs bioethics communication. The authors are engaged in a brand-new effort to establish the sort of public bioethics efforts that would constitute bioethics communication, through a program which they call the Dracopoulos-Bloomberg iDeas Lab. Du moment où, en juin 1934, se noue entre eux une relation amoureuse et jusqu’à leur mariage en août 1937, les ethnologues Denise Paulme et André Schaeffner entretiennent une correspondance régulière. Si les lettres d’André Schaeffner n’ont pas été retrouvées, celles de Denise Paulme constituent une source essentielle pour observer les débuts d’une carrière scientifique féminine dans l’entre-deux-guerres. Elles nous révèlent que l’expérience de terrain, désormais située au cœur du parcours de l’ethnologue professionnel, a permis à Denise Paulme d’asseoir les (...) bases d’une légitimité qui ne lui était pas acquise. Mais elles mettent également en évidence la nécessité, pour une femme, de penser conjointement sa vie affective et sa vie scientifique, pour conquérir une place dans celle de ces deux vies où elle n’était pas attendue.
