Effectively addressing ethical issues in precision medicine research in Africa requires a holistic social contract that integrates biomedical knowledge with local cultural values and Indigenous knowledge systems. Drawing on African epistemologies such as ubuntu and ujamaa and on our collective experiences in genomics and big data research for sickle cell disease, hearing impairment, and fragile X syndrome and the project Public Understanding of Big Data in Genomics Medicine in Africa, we envision a transformative shift in health research data governance in (...) Africa that could help create a sense of shared responsibility between all stakeholders in genomics and data‐driven health research in Africa. This shift includes proposing a social contract for genomics and data science in health research that is grounded in African communitarianism such as solidarity, shared decision‐making, and reciprocity. We make several recommendations for a social contract for genomics and data science in health, including the coproduction of genomics knowledge with study communities, power sharing between stakeholders, public education on the ethical and social implications of genetics and data science, benefit sharing, giving voice to data subjects through dynamic consent, and democratizing data access to allow wide access by all research stakeholders. Achieving this would require adopting participatory approaches to genomics and data governance. (shrink)

This article comprises a dialogue between two historians who have attempted, individually, to narrate the life of Lord George Gordon (1751 – 93), the Scottish prophet, revolutionary, and convert to Judaism. For modern cultural historians, Gordon's peregrinations between identities offer a kaleidoscopic view of Britain in the overlooked but crucial interstice between the upheavals of 1776 and 1789. Yet the partial nature of the evidence, the long omission of Gordon from the historiography of eighteenth-century Britain, and the (...) complex, often furtive nature of Gordon's activism create multiple ambiguities in his story. These ambiguities are compounded here by the authors' differing approaches. Marsha Keith Schuchard argues for a Gordon shaped by Scottish origins; Dominic Green, for a Gordon responding to English opportunities. They disagree over the likely date of Gordon's conversion to Judaism and, crucially, over whether he was a religious atavist or a Romantic pioneer. This dialogue is meant to illustrate the utility of a scholarship that acknowledges fuzziness rather than attempting to overclarify it. The article is also meant to show, however, that on the public stage fuzziness can be less benign: Gordon was a religious politician, who reworked his complexities and confusions into a violent, uncompromising critique of eighteenth-century British social order. In this paper, we delve into the significant impact of recent advancements in Artificial Intelligence (AI) on the future landscape of work. We discuss the looming possibility of mass unemployment triggered by AI and the societal repercussions of this transition. Despite the challenges this shift presents, we argue that it also unveils opportunities to mitigate social inequalities, combat global poverty, and empower individuals to follow their passions. Amidst this discussion, we also touch upon the existential question of the purpose of (...) human life in a world where machines predominantly perform work. Additionally, we explore the contentious issue of the moral status and rights of AI entities, contemplating the scenario where machines evolve to become sapient and sentient. The paper concludes with a call to action, emphasizing the necessity to acknowledge these potential outcomes and proactively seek solutions, as part of an inevitable journey through the evolution of human society shared with intelligent machines. Putnam presents a Peircean characterization of truth in an attempt to avoid relativism, which he argues is incoherent. I argue that Putnam has not avoided relativism. According to Putnam's theory of understanding, we must understand all claims concerning a Peircean community in terms of our own experiences and in terms of our own standards of rational assertability. Truth simply collapses into warranted assertability. At this point Putnam appeals to the objectivity of our standards of assertability. But Putnam's notion of "objectivity (...) for us" is a notion of objectivity which the relativist can happily adopt. Putnam's failure to provide more than a superficial distinction between internal realism and relativism means that internal realism faces the same problems which Putnam directs at "self-refuting" relativism. In this paper I will present conceptions of state reduction and particle and/or system localization which render these subjects fully compatible with the general requirements of a relativistic, i.e. Lorentz invariant, quantum theory. The approach consists of a systematic generalization of the concepts of initial data assignment at definite times, initiation and completion of measurements at definite times, and dynamical evolution as time dependence, to the concepts of initial data assignment on arbitrary space-like hyperplanes, initiation and completion of measurements on (...) arbitrary space-like hyperplanes, and dynamical evolution as space-like hyperplane dependence, respectively. I also briefly discuss the superluminal propagation which emerges from the localization study and the manner in which causal anomalies are nevertheless avoided. (shrink)

Bioconservative bioethicists (e.g., Kass, 2002, Human Dignity and Bioethics, 297–331, 2008; Sandel, 2007; Fukuyama, 2003) offer various kinds of philosophical arguments against cognitive enhancement—i.e., the use of medicine and technology to make ourselves “better than well” as opposed to merely treating pathologies. Two notable such bioconservative arguments appeal to ideas about (1) the value of achievement, and (2) authenticity. It is shown here that even if these arguments from achievement and authenticity cut ice against specifically pharmacologically driven cognitive enhancement, they (...) do not extend over to an increasingly viable form of technological cognitive enhancement – namely, cognitive enhancement via augmented reality. An important result is that AR-driven cognitive enhancement aimed at boosting performance in certain cognitive tasks might offer an interesting kind of “sweet spot” for proponents of cognitive enhancement, allowing us to pursue many of the goals of enhancement advocates without running into some of the most prominent objections from bioconservative philosophers. Some learning strategies that work well when computational considerations are abstracted away from become severely limiting when such considerations are taken into account. We illustrate this phenomenon for agents who attempt to extrapolate patterns in binary data streams chosen from among a countable family of possibilities. If computational constraints are ignored, then two strategies that will always work are learning by enumeration (enumerate the possibilities---in order of simplicity, say---then search for the one earliest in the ordering that agrees with your (...) data and use it to predict the next data point) and Bayesian learning. But there are many types of computable data streams that, although they can be successfully extrapolated by computable agents, cannot be handled by any computable learner by enumeration. And while there is a sense in which Bayesian learning is a fully general strategy for computable learners, the ability to mimic powerful learners comes at a price for Bayesians: they cannot, in general, become highly confident of their predictions in the limit of large data sets and they cannot, in general, use priors that incorporate all relevant background knowledge. Children learn and use various strategies to solve math problems. One way children's math learning can be supported is through their use of and exposure to hand gestures. Children's self-produced gestures can reveal unique, math-relevant knowledge that is not contained in their speech. Additionally, these gestures can assist with their math learning and problem solving by supporting their cognitive processes, such as executive function. The gestures that children observe during math instructions are also linked to supporting cognition. Specifically, children are (...) better able to learn, retain, and generalize knowledge about math when that information is presented within the gestures that accompany an instructor's speech. To date, no conceptual model provides an outline regarding how these gestures and the math environment are connected, nor how they may interact with children's underlying cognitive capacities such as their executive function. In this review, we propose a new model based on an integration of the information processing approach and theory of embodied cognition. We provide an in-depth review of the related literature and consider how prior research aligns with each link within the proposed model. Finally, we discuss the utility of the proposed model as it pertains to future research endeavors. (shrink)

Using a sample of 652 college students, we examined several implications of the hypothesis that the shape of the human penis evolved to enable males to substitute their semen for those of their rivals. The incidence of double mating by females appears sufficient to make semen displacement adaptive (e.g., one in four females acknowledge infidelity, one in eight admit having sex with two or more males in a 24-hour period, and one in 12 report involvement in one or more sexual (...) threesomes with two males). We also document several changes in post-ejaculatory behavior (e.g., reduced thrusting, penis withdrawal, loss of an erection) which may have evolved to minimize displacement of the male’s own semen. Consistent with predictions derived from a theoretical model (Gallup and Burch 2006), we discovered that most females report waiting at least 48 hours following an instance of infidelity before resuming sex with their in-pair partners. I argue that classical theism is in tension with a kind of modal recombination principle known as ‘cut-and-paste’. I develop this tension at length, giving two arguments against theism based on cut-and-paste. I then both lay out and respond to various original proposals for reconciling theism with cut-and-paste. I conclude by measuring the cost of having to deny cut-and-paste. I argue that while there is an intuitive cost to this consequence of theism, theists also have plausible ways of addressing various (...) motivations for cut-and-paste. (shrink)

In Chapter 3 of True Enough, Elgin outlines her view of objectual understanding, focusing largely on its non-factive nature and the extent to which a certain kind of know-how is required for the “grasping” component of understanding. I will explore four central issues that feature in this chapter, concentrating on the role of know-how, the concept of endorsement, Elgin’s critique of the factivity constraint on understanding, and how we might use aspects of Elgin’s framework to inform related debates on the (...) norm of assertion. This article examines trigger warnings, particularly the call for trigger warnings on university campuses, and from a Levinasian and Kantian ethical perspective, and addresses the question: When, if ever, are trigger warnings helpful to student's learning? The nursing curriculum is developed with key stakeholders and regulatory bodies to ensure graduate nurses are competent to deliver a high standard of care to patients and clients. Practical teaching practice and published research has uncovered an increasing use of ‘Trigger Warnings’ before a topic (...) is discussed, or used as warnings on core module texts. It is appreciated that some students have personal experience of psychological or physical trauma. However, apart from identifying these students through Mitigating Circumstances committees, or when the student feels confident to share this information with a personal tutor, this information remains strictly confidential. There is the potential for covert skills such as critical analysis and skilful discussion not being attained by the student. With the assistance of Kants moral theory, an argument will develop that the insidious use of Trigger warnings and the embargo of recommended reading, requires critical discussion with the public. This would involve the rationale and pedagogical justification for the use of texts, and the necessity within nursing education to address challenging clinical topics. To support students with PTSD this may involve the research discussed on personal educational needs analysis. (shrink)

This commentary critically evaluates Showler’s pragmatic approach to moral status, which integrates moral individualism and moral relationalism to address the moral complexities surrounding non-human entities, especially social robots. Showler proposes a unified methodology that delineates distinct roles for each theory—moral coordination problems for moral individualism and moral transformation for moral relationalism. However, my commentary identifies key methodological ambiguities and potential conflation of moral status determination with broader ethical reasoning. It argues for clearer application guidelines and further theoretical refinement to enhance (...) the framework’s robustness and practical applicability, suggesting this model as an interesting starting point for further debates on moral status. In some recent work, John N.Williams defends a new objection to the defeasibility theory of knowledge. But the objection is of wider interest, since Williams also suggests that this style of objection may undermine other theories of knowledge. I distinguish two versions of Williams’ objection. I then show that the first version relies on false conceptual principles, and the second relies on a specific and dubious conception of the goal of the analysis of knowledge.

The Framers understood the Constitution to be the fundamental expression of the rule of law over against the arbitrary, intemperate, and unjust “rule of men” that all too frequently existed in the political world, unfortunately both democratic as well as monarchical. Accordingly, the rule of law requires a well functioning political and legal system that includes legislative checks and balances, the separation of power between the President and Congress, an independent judiciary, federalism, etc. What happens when this “Madisonian” constitutional system, (...) designed to express “the deliberate sense of the community,” runs into a Judicial branch that, in effect, claims we live under a Constitution, but the Constitution is what we say it is. Must the Judiciary itself be subject to the rule of law, and the decisions of a constitutional majority, or does their “independence” extend to being independent of the constraints of the rule of law and, thus, decent majority rule? How did the original John Marshall Court answer these questions, and what light do the leading cases and controversies shed on the relationship between the Marshall Court and the Madisonian System? Calling the quantity; 2ΔAΔB/|<[A, B]>|, with non-zero denominator, the uncertainty product ratio or UPR for the pair of observables, (A, B), it is shown that any non-zero correlation coefficient between two observables raises, above unity, the lower bound of the UPR for each member of an infinite collection of pairs of incompatible observables. Conversely, any UPR is subject to lower bounds above unity determined by each of an infinite collection of correlation coefficients. This result generalizes the well known Schroedinger strengthening (...) of the Robertson uncertainty relations (with the former expressed in terms of the correlation coefficient rather than the anticommutator) where the UPR and the correlation coefficient both involve the same pair of observables. This essay explores the major conflict between doing the best for indigents requiring health care and not unfairly imposing burdens on those who pay for that care through cost-shifting. The author argues that there is in fact no dilemma or conflict of duties presented here, but only because the doctor's concern with justice in bearing the burden of health care requires a system within which different levels of health care are available and in which indigent care is provided in a (...) manner that minimizes the cost of providing that care. The claim of inflationary cosmology to explain certain observable facts, which the Friedmann-Roberston-Walker models of `Big-Bang' cosmology were forced to assume, has already been the subject of significant philosophical analysis. However, the principal empirical claim of inflationary cosmology, that it can predict the scale-invariant power spectrum of density perturbations, as detected in measurements of the cosmic microwave background radiation, has hitherto been taken at face value by philosophers. The purpose of this paper is to expound the theory of density perturbations (...) used by inflationary cosmology, to assess whether inflation really does predict a scale-invariant spectrum, and to identify the assumptions necessary for such a derivation. The first section of the paper explains what a scale invariant power-spectrum is, and the requirements placed on a cosmological theory of such density perturbations. The second section explains and analyses the concept of the Hubble horizon, and its behaviour within an inflationary space-time. The third section expounds the inflationary derivation of scale-invariance, and scrutinises the assumptions within that derivation. The fourth section analyses the explanatory role of `horizon-crossing' within the inflationary scenario. (shrink)
