ABSTRACTIn the first notebook published in Überlegungen II-VI, which covers the years 1931 and 1932, Martin Heidegger uses a conception of power that is different to that found in his later work. Rather than power being the expression of the will to will and source of ruin for humanity, he says that humanity can only be saved from ruin if it can pave the way for an “empowerment of being”. This article will show that this early understanding of power is (...) related to Heidegger’s conception of freedom as the essence of truth, developing his thinking on this topic from the period of 1927–1930. It will show that the terms “empowerment of being” and “letting be” are akin, and that Heidegger uses the former to distance his thinking from potential misinterpretations of the essay “On the Essence of Truth”. Necessitarianism, as we shall use the term, is the view that natural properties and causal powers are necessarily connected in some way. In recent decades the most popular forms of necessitarianism have been the anti-Humean powers-based theories of properties, such as dispositional essentialism and the identity theory. These versions of necessitarianism have come under fire in recent years and I believe it is time for necessitarians to develop a new approach. In this paper I identify unexplored ways of (...) positing metaphysically necessary connections in nature, using the concepts of grounding and essential dependence. For example, I show that one could be a necessitarian by insisting that the properties of things necessarily ground their powers, and that one can maintain this while rejecting dispositional essentialism. Using different combinations of claims about grounding and essential dependence, I map out a spectrum of new positions and compare them to previous theories of natural modality. Some of these positions are compatible with Humean metaphysics while others are not. The overall aim of the paper is to provide a new metaphysical framework for understanding theories of powers and thereby launch a new necessitarian research programme. (shrink)

"And God said, Let us make man in our image, after our likeness and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth." --Genesis 1:24-26 In this crucial passage from the Old Testament, God grants mankind power over animals. But with this privilege comes the grave responsibility to respect life, to treat animals with (...) simple dignity and compassion. Somewhere along the way, something has gone wrong. In Dominion , we witness the annual convention of Safari Club International, an organization whose wealthier members will pay up to $20,000 to hunt an elephant, a lion or another animal, either abroad or in American "safari ranches," where the animals are fenced in pens. We attend the annual International Whaling Commission conference, where the skewed politics of the whaling industry come to light, and the focus is on developing more lethal, but not more merciful, methods of harvesting "living marine resources." And we visit a gargantuan American "factory farm," where animals are treated as mere product and raised in conditions of mass confinement, bred for passivity and bulk, inseminated and fed with machines, kept in tightly confined stalls for the entirety of their lives, and slaughtered in a way that maximizes profits and minimizes decency. Throughout Dominion , Scully counters the hypocritical arguments that attempt to excuse animal abuse: from those who argue that the Bible's message permits mankind to use animals as it pleases, to the hunter's argument that through hunting animal populations are controlled, to the popular and "scientifically proven" notions that animals cannot feel pain, experience no emotions, and are not conscious of their own lives. The result is eye opening, painful and infuriating, insightful and rewarding. Dominion is a plea for human benevolence and mercy, a scathing attack on those who would dismiss animal activists as mere sentimentalists, and a demand for reform from the government down to the individual. In lieu of an abstract, here is a brief excerpt of the content:In Their Father’s Library: Books Furnish Not Only a Room, But Also a Tradition ELIZABETH POWERS Although they shared close life dates and became famous in the same years for their epistolary novels, Johann Wolfgang von Goethe (1749–1832) and Fanny Burney (1752–1840) would seem to have been worlds apart literarily. (Goethe had in his Weimar library a copy of Evelina, while Burney was probably not ignorant of the (...) Europe-wide sensation The Sorrows ofYoung Werther.) What might be called their literary apprenticeship, however, was remarkably similar, consisting not of schooling in a traditional institution in which students (and, importantly, most eighteenth-century writers) were drilled in the classical curriculum, but, instead, from wide reading within the confines of their fathers’ libraries. It is true that Goethe and his younger sister Cornelia were supplied at home with a number of tutors and that their progress was monitored by their father, but their acquaintance with literature was fostered within the confines of the family home. Burney had no formal education at all. Indeed, on the appearance of Evelina, her father (according to her diary) remarked : “[S]he has had very little Education but what she has given herself,—less than any of the others!” Burney, however, had the advantage of growing up in a milieu in which books mattered. While the Goethes were eminently respectable, on the mother’s side part of what was the patriciate of the city of Frankfurt, the Burney household in London was bursting with wits and with what can only be called celebrities. The Burneys knew God and the world: David Garrick, Dr. Johnarion 28.1 spring/summer 2020 116 in their father’s library son, Hester Thrale. As Virginia Woolf noted of the famous father, Dr. Charles Burney, he was a musician “who could talk of intellectual things and ask clever people to his house.” Goethe has given plenty of evidence of roaming freely among his father’s books, a collection of 1,700 calfskin-bound volumes. When Burney went to serve at the court of King George III, Queen Charlotte was disappointed at how few books the author of Evelina possessed. (Similarities accumulate: Goethe also served at court, as minister in the duchy of Weimar.) But why cart around a load of books? As Burney wrote in her diary: “[M]y Father’s most delightful Library, as I then told her [the Queen], with my free access to it, had made [owning my own books] a thing unnecessary... ” Libraries in the eighteenth and early nineteenth century, whether private or public affairs, were not like contemporary public libraries, catering to a wide array of tastes, but were repositories of what Matthew Arnold termed “the best that is known and thought in the world.” Let’s call it the Western intellectual and cultural heritage. Most respectable homes would possess at a minimum a Bible, while the holdings in private homes, as evident in the library of Goethe’s father, could reach astounding proportions. According to Burney biographer Claire Harman, Fanny’s brother left at his death one of the finest private libraries of the age. Moreover, the antiquity of the works in the venerable libraries scattered across Europe from Dublin to Saint Petersburg, and especially their survival despite centuries of vicissitudes, was testimony to the authoritative nature of the transmission. Anyone who took the Bible in hand, who took lessons from it, adhering, for instance, to the injunctions of the Ten Commandments, was conscious of subscribing to values shared by preceding generations. Literary practitioners, also showing obeisance to authoritative predecessors, followed earlier models, in the process contributing to an evolving literary heritage. There was no purity in this transmission. It was truly promiscuous, but its quasi-biological character, like a mother’s left-handedness in a child, can be seen in the family Elizabeth Powers 117 resemblances among writers of different eras. Just as individuals perpetuate traits of their parents, so literature and the other arts recycled features of artistic predecessors. Writers as diverse in background and language and religion as Ariosto and Milton transmitted the dna, so to speak, of such epical forebears as Homer and Virgil. This sort of family legitimacy was... Is it metaphysically possible for a world to contain power properties but no nonpower properties? Recently, much progress has been made by powers theorists to defend the coherence of such a possibility. But unfortunately, it remains unclear how the powers in a power world are individuated. The problem is that the most obvious principle of individuation for properties in a power world is one that is circular. In this paper, it is argued that this circularity is generated by (...) a modal assumption, which is that different families of powers exist in different possible worlds. By rejecting this assumption, a noncircular principle of individuation for power properties can be formulated. Moreover, this solution is not ad hoc because there are independent reasons for rejecting the aforementioned modal assumption. (shrink)

This book reviews Foucault's philosophy on power and ethics to investigate the possibility of restructuring freedom available to the subject. Foucault's Kantian inspired view of critique as an art of voluntary inservitude, of reflective indocility is applied to biopolitics, bioethics, artificial intelligence, and bureaucracy. This work of freedom is a process of self-creation where the subject seeks to rearrange power relations and open possibilities for autonomy and agency. This book shows how the critical attitude identifies limitations of power to open (...) the possibility for transgression as an escape from normalized submission. This involves revealing and exposing unrecognised forms of power influencing the subject to enable new ways to think differently. Psychoanalysis combined with Foucault is also shown to enhance an understanding of power relations and the task of an ethics of freedom. This is then integrated with a philosophy of place to better understand the relationship between home, self-creation, ethics, and freedom. The book outlines that Foucault's philosophy has important relevance to the writings of Heidegger, Lacan, Aristotle, Jung and Arendt which is essential reading for students and professionals of politics, ethics, phenomenology and psychoanalysis. This paper reconstructs Gramsci’s account of social objects in light of recent developments in analytic social ontology. It combines elements of Gramsci’s account with that of John Searle, and argues that when taken together their theories constitute a robust account of social reality and a nuanced view of the relation between social reality and power. Searle provides a detailed analysis of the creation of social entities at the level of the agent, while Gramsci, by employing his concepts of hegemony and (...) domination, is able to provide an analysis of the differential ability of societal subgroups to construct the social world. Lawrence Powers advocates a one-fallacy theory in which the only real fallacies are fallacies of ambiguity. He defines a fallacy, in general, as a bad argument that appears good. He claims that the only legitimate way that an argument can appear valid, while being invalid, is when the invalid inference is covered by an ambiguity. Several different kinds of counterexamples have been offered from begging the question, to various forms of ad hominem fallacies. In this paper, I outline three (...) potential counterexamples to Powers' theory, including one that has been addressed already by Powers, and two which are well known problems, but until now have never been applied as counterexamples to Powers' theory. I argue that there is a simpler explanation of these 'hard' cases than positing ambiguities that are not obviously there. (shrink)

Au cours des deux dernières décennies, les études sur Stanley Milgram ont connu une véritable renaissance interdisciplinaire, qui a conduit à modifier profondément le débat sur ces expériences de psychologie sociale parmi les plus controversées du xxe siècle. L’intérêt considérable pour les conditions expérimentales de ses travaux constitue une nouvelle perspective, qui a des implications pour la philosophie de la psychologie sociale. L’ontologie sociale (ou ontologie historique), de différents styles, peut mettre en lumière les caractéristiques contingentes de l’« obéissance à (...) l’autorité» et d’autres expériences classiques de la psychologie sociale nord-américaine. Dans ce numéro de Philosophia Scientiæ consacré à Milgram, ma contribution consiste à montrer comment une approche empirique de l’interaction sociale peut aider à éclairer – « à partir de la base» -– les relations de pouvoir dans le laboratoire de Milgram, ainsi que les résistances à la poursuite de l’expérience. Tout d’abord, je présente le pouvoir comme une caractéristique multidimensionnelle de la sociabilité humaine, en soulignant son aspect performatif. Dans le laboratoire, les sujets jouant le rôle des Enseignants sont contraints à exercer leur pouvoir de différentes façons très contrastées, soit en exerçant ce pouvoir sur l’Apprenant (en se conformant à la volonté de l’expérimentateur), soit contre l’expérimentateur (c’est-à-dire en lui résistant). Deuxièmement, je propose que, comme la moralité, le pouvoir au sens performatif peut être compris à l’aide de la distinction entre premier-plan et arrière-plan (dans le vocabulaire Gestaltiste, la distinction figure/fond), les deux aspects du phénomène étant empiriquement fondés, et orientés vers les pratiques concrètes des agents en interaction. Troisièmement, je précise la notion de pouvoir performatif, en relation avec la pratique de ceux qui, parmi les sujets en position d’Enseignants, s’opposent à la continuation de l’expérience. En conclusion, l’article illustre la valeur de l’analyse éthnométhodologique conversationnelle, en tant que style d’ontologie sociale adapté tant à l’étude des relations de pouvoirs, à celle des prétentions à la connaissance en psychologie sociale, qu’à la reconstruction des présupposés de la psychologie sociale nord-américaine classique. The Critique of the Power of Judgment is the third of Kant's great critiques following the Critique of Pure Reason and the Critique of Practical Reason. This translation of Kant's masterpiece follows the principles and high standards of all other volumes in The Cambridge Edition of the Works of Immanuel Kant. This volume, first published in 2000, includes: the indispensable first draft of Kant's introduction to the work; an English edition notes to the many differences between the first and second (...) editions of the work; and relevant passages in Kant's anthropology lectures where he elaborated on his aesthetic views. This symposium Article describes how prison abolitionist arguments also support the hypothesis that a defining goal of health law should be the abolition of hospitals. Like prison abolitionism, the hospital abolition hypothesis can provide a constructive way to shift the focus of legal analysis from substantive dimensions (in health law — cost, quality, access, and equity) to the dimension of power.

This paper first recapitulates the objections by H.L.A. Hart to the ways in which John Austin’s command model of law obfuscated the importance and the very existence of power-conferring laws. Although those objections are familiar in the world of contemporary legal philosophy, their insightfulness is highlighted here because they contrast so sharply with Hart’s own neglect of power-conferring laws at some key junctures in his theorizing. Ancient Greek elite theorists and ordinary democratic practitioners shared a distinctive account of the institutional features of democracy: democracy requires both institutions that empower ordinary citizens to decide matters and the widespread diffusion of agenda-setting powers. In the Politics, Aristotle makes agenda control central to his understanding of what it is to be kurios in the city, to his distinction between oligarchy and democracy, and to his analysis of the preconditions for democratic control of the polis. For democratic citizens, (...) isēgoria (the equal right to speak and make proposals in the assembly) was more than an expression of the democratic commitment to equality. It was also an institutional tool to resist oligarchic domination of the agenda. Institutionalizing isēgoria was part of the Athenian response to a crucial problem for democratic theory and practice: how to ensure that popular participation reliably translates into popular control. The Lourdes Hospital Inquiry: An inquiry into peripartum hysterectomy at Our Lady of Lourdes Hospital, Drogheda, Ireland, of 2006 recounts in detail the circumstances within which 188 peripartum hysterectomies were carried out at the hospital between 1974 and 1998. The findings of the inquiry have serious ramifications for Irish healthcare delivery and have implications for many professional groups, including midwives. The findings prompt clear questions about the relative position or power of midwives within maternity care. These questions are examined in (...) this article, through the analysis and application of various theoretical perspectives on power. Critical views of power focus on the socio‐political nature of oppressive structures within society and seek mechanisms to address these. Stemming from structure versus agency debates, Giddens's structuration theory examines the agency‐structure interaction and stresses the centrality of agents’ roles in the social reproduction of structures. Postmodernism, particularly drawing on the work of Michel Foucault, focuses on a fluid conception of power while also describing the nature of disciplinary power. It offers midwives a way of viewing power as productive and dispersed. Drawing on different aspects of these perspectives on power, helps us to understand midwives’ relative positions and power relations and how to enhance these to prevent future tragic outcomes such as those reported in the inquiry report. We study the notion of non-trivial elementary embeddings under the assumption that V satisfies ZFC without Power Set but with the Collection Scheme. We show that no such embedding can exist under the additional assumption that it is cofinal and either is a set or that the scheme of Dependent Choices of arbitrary length holds. We then study failures of instances of Collection in symmetric submodels of class forcings.

Does the soul have powers? If so, what general account can philosophy give of powers of the soul? One can broach some of Thomas Aquinas’s more obscure teachings concerning the soul and its powers, such as that the soul alone is the subject of some powers and that powers flow from the soul, by asking these broad questions. Many commentators have preferred, however, to focus on specific powers of the soul, which has resulted in (...) detailed studies of, for example, the intellect and the will. This special issue explores the power that images with a techno-scientific content can have in international relations. As we introduce the articles in the collection, we highlight how the study of this influence extends current research in the separate (but increasingly interacting) domains of history of science and technology, and political science. We then show how images of different types (photographs, cartoons and plots) can inform inter-state transactions through their public appeal alongside the better-studied dialogic practices of the diplomatic arena. Finally, we offer an analysis of the interlacing of different diplomatic tracks based on words and images and conclude that, in contrast with words, images conflate agency and argument, therefore creating opportunities to inform transactions and negotiations which their designers may not have even intended. Dementia is now a leading cause of both mortality and morbidity, particularly in western nations, and current projections for rates of dementia suggest this will worsen. More than ever, cost effective and creative non-pharmacological therapies are needed to ensure we have an adequate system of care and supervision. Music therapy is one such measure, yet to date statements of what music therapy is supposed to bring about in ethical terms have been limited to fairly vague and under-developed claims about an (...) improvement in well-being. This article identifies the relevant sense of wellbeing at stake in the question of dementia therapies of this type. In broad terms the idea is that this kind of therapy has a restorative effect on social agency. To the extent that music arouses a person through its rhythms and memory-inducing effects, particularly in communal settings, it may give rise to the recovery of one's narrative agency, and in turn allow for both carer and patient to participate in a more meaningful and mutually engaging social connection. Based on the French notion of terroir or ‘the taste of place,’ a certified geographical indication (GI) identifies an agro-food product as originating in a particular territory and suggests that its quality, reputation, or other characteristics are essentially or exclusively attributable to its geographical origin. Previous scholarship exploring the social construction of terroir has focused on how disparities in political, economic, and cultural power shape GI regulations, certification procedures, and territorial boundaries. While these works have considered knowledge as a resource (...) deployed through relations of authority, studies of GI implementation have not adequately considered an important aspect of power in contemporary politics: the epistemic authority to assert the legitimacy of knowledge and its relevance to policymaking. In contrast, in this article, I take the accomplishment of epistemic authority – to determine the ‘essential’ and ‘exclusive’ physical and/or cultural attributes of place that shape product character – as key to the social construction of terroir and the institutionalization of GI regulations. This process is explored through a case study of Ecuador’s 2013-2019 implementation of a GI for Galápagos Islands coffee. I draw on analysis of relevant policy and regulatory documents and semi-structured interviews with 21 key stakeholders to argue that analytical attention to the legitimacy and relevance of terroir knowledge explains how coffee producers were able to deploy authoritative knowledge to disrupt and reinforce relations of authority and challenge the terms and mechanisms of GI qualification. In this paper, I argue that that three of Duns Scotus’s most controversial philosophical positions, namely, his doctrine of the univocity of the concept of being, his radical voluntarism, and his formal distinction between the soul and its powers, are related in the following way: The latter two depend upon the former, sometimes in obvious ways that Duns Scotus owns, and sometimes in ways that are not licensed by the doctrine of the univocity of the concept of being as (...) Scotus himself claims to employ it. In particular, I argue that in Scotus’s development of his theory of freedom and his understanding of the powers of the soul, he makes inferences from God to creatures that the doctrine of the univocity of the concept of being does not allow and that, coupled with inferences that are licensed by that doctrine, result in circularity. A prevailing focus of global value chain (GVC) analysis has been on the dominance of highly consolidated Northern retailers over suppliers in the global South. The rise of regional and domestic value chains (RVCs/DVCs) within the Global South which intersect with GVCs, has been found to involve private governance by Southern lead firms. However, we have limited insight into the implications of this changing value chain context for the role of public governance, or different groups of workers. South African fruit (...) provides a rich example of rapid shifts in RVCs/DVCs governed by different private and public actors. The following two questions are addressed: How is the public–private governance of labour standards evolving in the context of RVCs and DVCs that intersect with GVCs? What are the implications for workers operating across different value chains? Conceptually, the paper draws on GVC analysis of governance and power, to examine the governance of labour standards across intersecting value chains. Our analysis highlights the intentional and unintentional mechanisms through which power and standard-setting are diffused away from Northern lead firms to a wider array of public and private actors operating across RVCs/DVCs. While existing analysis of governance and power focuses on singular GVCs, our study highlights diffusion of power across intersecting value chains, with significant and uneven implications for the public–private governance of labour standards. Our findings carry significant ethical implications for the governance of labour standards, as end-markets continue to shift South. (shrink)

This new translation is an extremely welcome addition to the continuing Cambridge Edition of Kant’s works. English-speaking readers of the third Critique have long been hampered by the lack of an adequate translation of this important and difficult work. James Creed Meredith’s much-reprinted translation has charm and elegance, but it is often too loose to be useful for scholarly purposes. Moreover it does not include the first version of Kant’s introduction, the so-called “First Introduction,” which is now recognized as indispensable (...) for an understanding of the work. Werner Pluhar’s more recent translation, which does include the First Introduction, is highly accurate when it confines itself to rendering Kant’s German. However, it is often more of a reconstruction than a translation, containing so many interpretative interpolations that it is often difficult to separate out Kant’s original text from the translator’s contributions. Paul Guyer and Eric Matthews have provided a translation that compares to or exceeds Pluhar’s in its literal approach to the German, but that confines all interpretative material to footnotes and endnotes, so that the text itself, with all its unclarities and ambiguities, lies open to view. In addition, Guyer, as editor of the volume, has provided a great deal of valuable supplementary material. This includes an introduction with an outline of the work and details of the history of its composition and publication, and a wealth of endnotes offering clarifications of the text, background information, and, most strikingly, many references to related passages in Kant’s voluminous writings, particularly in connection with Kant’s earlier writings related to aesthetics. The edition also records differences among the first three editions of the work, and—of particular interest—erasures from and additions to Kant’s manuscript of the First Introduction. Although the introduction and endnotes reflect interpretative views that are sometimes disputable, this supplementary material makes the present edition into a valuable resource even for those able to read the text in German. ABSTRACTJohn Campbell’s Present State of Europe has been viewed, particularly by Guido Abbattista, as a change in Campbell’s view on British intervention on the continent. Campbell certainly alters his position from a conventional ‘Country’ and ‘Tory’ critique of British interventionism to acceptance, but this shift aligns him more closely with the Bolingbrokean political philosophy that undergirds much of his early thought as he accommodates this political philosophy to the dominant theory of foreign policy of his day, ‘balance of power’. Campbell (...) articulates a moderate, Tory view of balance of power by drawing upon Samuel Pufendorf’s idea of states-system, which allows Campbell to extend his ‘Country’-Bolingbrokean philosophy from inside to outside the state. By extending his views outside the state, Campbell indicates how continental intervention not only may be required based upon a nation’s fluctuating, indeterminate circumstances but also may be needed to protect far-flung subjects within an expanding British Empire. Frequent public uproar over forms of data science that rely on information about people demonstrates the challenges of defining and demonstrating trustworthy digital data research practices. This paper reviews problems of trustworthiness in what we term pervasive data research: scholarship that relies on the rich information generated about people through digital interaction. We highlight the entwined problems of participant unawareness of such research and the relationship of pervasive data research to corporate datafication and surveillance. We suggest a way forward by (...) drawing from the history of a different methodological approach in which researchers have struggled with trustworthy practice: ethnography. To grapple with the colonial legacy of their methods, ethnographers have developed analytic lenses and researcher practices that foreground relations of awareness and power. These lenses are inspiring but also challenging for pervasive data research, given the flattening of contexts inherent in digital data collection. We propose ways that pervasive data researchers can incorporate reflection on awareness and power within their research to support the development of trustworthy data science. (shrink)

This richly woven history ranges from the seventeenth century to the present as it masterfully traces the movement of American women out of the home and into the public sphere. Matthews examines the Revolutionary War period, when women exercised political strength through the boycott of household goods and Elizabeth Freeman successfully sued for freedom from enslavement in one of the two cases that ended slavery in Massachusetts. She follows the expansion of the country west, where a developing frontier attracted strong, (...) resourceful women, and into the growing cities, where women entered public life through employment in factories and offices. This paper examines the apology for the life of the mind Francis Bacon gives in Book I of his 1605 text The Advancement of Learning. Like recent work on Bacon led by the ground-breaking studies of Corneanu, Harrison and Gaukroger, I argue that Bacon’s conception and defence of intellectual inquiry in this extraordinary text is framed by reference to the classical model, which had conceived and justified philosophising as a way of life or means to the care of the inquirer’s (...) soul or psyche. In particular, Bacon’s proximities and debts to the Platonic Apology and Cicero’s defence of intellectual pursuits in Rome are stressed, alongside the acuity and eloquence of Bacon’s descriptions of the intellectual virtues and their advertised contributions to the theologically and civically virtuous life. ABSTRACT The testimonies of celebrities affect the lives of their many followers who pay attention to what they say. This gives celebrities a high degree of epistemic power, which has come under scrutiny during the COVID-19 pandemic. This paper investigates the duties that arise from this power. We argue that celebrities have a negative duty of testimonial justice not to undermine trust in authoritative sources by spreading misinformation or directing attention to untrustworthy sources. Moreover, celebrities have a general imperfect duty (...) to try to correct for an unjust distribution of attention by redirecting it to those who deserve it. During a pandemic this may become a perfect one, due to the harm that could be prevented if people follow the advice of experts. Relatedly, we argue that celebrities have an imperfect duty to promote behavior that will reduce the spread of a pandemic. We outline three ways they might do so: they might take on the position of a role model, they may act as a salience magnet or they can direct people’s attention towards others who have taken on these roles. Brazil has occupied a central role in the access to medicines movement, especially with respect to drugs used to treat those with the human immunodeficiency virus that causes the acquired immune deficiency syndrome. Contrary to previous literature centered on the role of the domestic pharmaceutical industry, politicians seeking electoral gains, and civil society activists, I argue that the state, especially the National AIDS Program, led the struggle in contesting a corporate-driven international intellectual property regime. After reviewing the origins of Brazil’s (...) treatment policies and patent reforms, I trace the actions and relationships between the state, civil society, transnational corporations, and local industry in three instances when Brazilian officials used compulsory licenses to reduce the price of medicines. Coalition-building and “naming and shaming” tactics contributed to Brazil’s success, while changing pharmaceutical capabilities limited more aggressive actions. (shrink)

In Measuring the Immeasurable Mind: Where Contemporary Neuroscience Meets the Aristotelian Tradition, Matthew Owen argues that despite its nonphysical character, it is possible to empirically detect and measure consciousness. -/- Toward the end of the previous century, the neuroscience of consciousness set its roots and sprouted within a materialist milieu that reduced the mind to matter. Several decades later, dualism is being dusted off and reconsidered. Although some may see this revival as a threat to consciousness science aimed at (...) measuring the conscious mind, Owen argues that measuring consciousness, along with the medical benefits of such measurements, is not ruled out by consciousness being nonphysical. Owen proposes the Mind-Body Powers model of neural correlates of consciousness, which is informed by Aristotelian causation and a substance dualist view of human nature inspired by Thomas Aquinas, who often followed Aristotle. In addition to explaining why there are neural correlates of consciousness, the model provides a philosophical foundation for empirically discerning and quantifying consciousness. En route to presenting and applying the Mind-Body Powers model to neurobiology, Owen rebuts longstanding objections to dualism related to the mind-body problem. With scholarly precision and readable clarity, Owen applies an oft forgotten yet richly developed historical vantage point to contemporary cognitive neuroscience. (shrink)

It is through touch that we are able to interact directly with the world; it is our primary conduit of both pleasure and pain. Touch may be our most immediate and powerful sense—“the first sense" because of the central role it plays in experience. In this book, Matthew Fulkerson proposes that human touch, despite its functional diversity, is a single, unified sensory modality. Fulkerson offers a philosophical account of touch, reflecting the interests, methods, and approach that define contemporary philosophy; (...) but his argument is informed throughout by the insights and constraints of empirical work on touch. Human touch is a multidimensional object of investigation, Fulkerson writes, best served by using a variety of methods and approaches. -/- To defend his view of the unity of touch, Fulkerson describes and argues for a novel, unifying role for exploratory action in touch. He goes on to fill in the details of this unified, exploratory form of perception, offering philosophical accounts of tool use and distal touch, the representational structure of tangible properties, the spatial content of touch, and the role of pleasure in tactual experience. -/- Fulkerson’s argument for the unique role played by exploratory action departs notably from traditional vision-centric philosophical approaches to perception, challenging the received view that action plays the same role in all sensory modalities. The robust philosophical account of touch he offers in The First Sense has significant implications for our general understanding of perception and perceptual experience. (shrink)

Additive theories of rationality, as I use the term, are theories that hold that an account of our capacity to reflect on perceptually-given reasons for belief and desire-based reasons for action can begin with an account of what it is to perceive and desire, in terms that do not presuppose any connection to the capacity to reflect on reasons, and then can add an account of the capacity for rational reflection, conceived as an independent capacity to ‘monitor’ and ‘regulate’ our (...) believing-on-the-basis-of-perception and our acting-on-the-basis-of-desire. I show that a number of recent discussions of human rationality are committed to an additive approach, and I raise two difficulties for this approach, each analogous to a classic problem for Cartesian dualism. The interaction problem concerns how capacities conceived as intrinsically independent of the power of reason can interact with this power in what is intuitively the right way. The unity problem concerns how an additive theorist can explain a rational subject's entitlement to conceive of the animal whose perceptual and desiderative life he or she oversees as ‘I’ rather than ‘it’. I argue that these difficulties motivate a general skepticism about the additive approach, and I sketch an alternative, ‘transformative’ framework in which to think about the cognitive and practical capacities of a rational animal. Neural correlates of consciousness (NCC) are neural states or processes correlated with consciousness. The aim of this article is to present a coherent explanatory model of NCC that is informed by Thomas Aquinas’s human ontology and Aristotle’s metaphysics of causation. After explicating four starting principles regarding causation and mind-body dependence, I propose the Mind-Body Powers model of NCC.

Contemporary scholarship concerning science diplomacy is increasingly taking a historical approach. In our introduction to this special issue, we argue that this approach promises insight into science diplomacy because of the tools historians of science bring to their work. In particular, we observe that not only are historians of science currently poised to chart the diplomatic aspects involved in the transnational circulation of technoscientific knowledge, materials, and expertise. They are ready to bring critical global analysis to an important phenomenon that (...) has too often been treated as a benign diplomacy device deployed by the Global North without equal reference to the Global South. Through cases discussed in the articles of the special issue, however, we see that historically, in the Global South as well as the Global North, science diplomacy has often functioned to mediate the circulation of technoscientific knowledge and materials, and its historical study helps to better illuminate the resulting knowledge-power nexus.
