Background In the context of limited health care budgets in countries where Neglected Tropical Diseases are endemic, scaling up disease control interventions entails the setting of priorities. However, solutions based solely on cost-effectiveness analyses may lead to biased and insufficiently justified priorities. Objectives The objectives of this paper are to 1) demonstrate how a range of equity concerns can be used to identify feasible priority setting criteria, 2) show how these criteria can be fed into a multi-criteria decision-making matrix, and (...) 3) discuss the conditions under which this decision-making procedure should be carried out in a real-world decision-making context. Methods This paper draws on elements from theories of decision analysis and ethical theories of fair resource allocation. We explore six typical NTD interventions by employing a modified multi-criteria decision analysis model with predefined criteria, drawn from a priority setting guide under development by the WHO. To identify relevant evidence for the six chosen interventions, we searched the PubMed and Cochrane databases. Discussion Our in vitro multi-criteria decision analysis suggested that case management for visceral leishmaniasis should be given a higher priority than mass campaigns to prevent soil-transmitted helminthic infections. This seems to contradict current health care priorities and recommendations in the literature. We also consider procedural conditions that should be met in a contextualised decision-making process and we stress the limitations of this study exercise. Conclusion By exploring how several criteria relevant to the multi-facetted characteristics of NTDs can be taken into account simultaneously, we are able to suggest how improved priority settings among NTDs can be realised. As we move towards a more global legal community, often with accompanying injustice and violence, Mireille Delmas-Marty demonstrates an urgent need to reconstruct the national and international legal landscapes. She argues that legal reasoning can be applied to concepts such as human rights for European citizens in the new world order. E. Machery, R. Mallon, S. Nichols and S. Stich, have argued that there is empirical evidence against Kripke’s claim that names are not descriptive. Their argument is based on an experiment that compares the intuitions about proper name use of a group of English speakers in Hong Kong with those of a group of non-Chinese American students. The results of the experiment suggest that in some cultures speakers use names descriptively. Purpose This paper aims to explore the ethical and social impact of augmented visual field devices, identifying issues that AVFDs share with existing devices and suggesting new ethical and social issues that arise with the adoption of AVFDs. Design/methodology/approach This essay incorporates both a philosophical and an ethical analysis approach. It is based on Plato’s Allegory of the Cave, philosophical notions of transparency and presence and human values including psychological well-being, physical well-being, privacy, deception, informed consent, ownership and property and (...) trust. Findings The paper concludes that the interactions among developers, users and non-users via AVFDs have implications for autonomy. It also identifies issues of ownership that arise because of the blending of physical and virtual space and important ways that these devices impact, identity and trust. Practical implications Developers ought to take time to design and implement an easy-to-use informed consent system with these devices. There is a strong need for consent protocols among developers, users and non-users of AVFDs. Social implications There is a social benefit to users sharing what is visible on their devices with those who are in close physical proximity, but this introduces tension between notions of personal privacy and the establishment and maintenance of social norms. Originality/value There is new analysis of how AVFDs impact individual identity and the attendant ties to notions of ownership of the space between an object and someone’s eyes and control over perception. Studying cartoons about the economic crisis and focusing on a pair of scissors as a symbol, I prove how they first turn into unambiguous metaphor for the economic crisis and then experience an evolution in order to adapt to new communication contexts. Along these processes, they undergo more complex changes such as coadaptation and speciation. This has allowed for the scissors meme as a symbol of economic cutbacks to permeate society, and for its metaphorical use to occupy many disparate communication (...) scenarios, unlike other symbolic elements that were also used, but turned out to be less cognitively efficient and therefore offered fewer evolutionary possibilities. Because it is provocative and is based on the denigration of absent third parties, shock jock discourse stimulates reactions that go well beyond the initial circle of listeners. Trash radio supporters and detractors alike take up the hosts’ deprecating remarks, reinterpret them and put them back into circulation. As the repetitions multiply, interweaving private speech and public speech, a complex web of circulation forms, attesting to the contagiousness of the discourse and the influence of the radio hosts. In order to (...) capture and explain this mechanism of propagation, we propose a model of analysis that combines elements of linguistic, discursive and pragmatic description. The model is illustrated by a case study. We are led to observe that the extent and rate of propagation of deprecating remarks inevitably affect the image of the person targeted and, more fundamentally, tend to make an aggressive mode of expression part of the natural speechscape. From the viewpoint of the constitutional crisis in Europe, slow UN reforms, difficulties implementing the Kyoto Protocol and the International Criminal Court, and tensions between human rights and trade, Mireille Delmas-Marty's 'journey through the legal landscape' of the early years of the 21st century shows it to be dominated by imprecision, uncertainty and instability. The early 21st century appears to be the era of great disorder: in the silence of the market and the fracas of arms, a world overly (...) fragmented by anarchical globalisation is being unified too quickly through hegemonic integration. How, she asks, can we move beyond the relative and the universal to build order without imposing it, to accept pluralism without giving up on a common law? Neither utopian fusion nor illusory autonomy, Ordering Pluralism is her answer: both an epistemological revolution and an art, it means creating a common legal area by progressive adjustments that preserve diversity. Since an immutable world order is impossible, the imaginative forces of law must be called upon to invent a flexible process of harmonisation that leaves room for believing we can agree on - and protect - common values. In the semantic revolution that has led many philosophers of language away from Fregeanism and towards the acceptance of direct reference, the notion of rigidity introduced by Saul Kripke in Naming and Necessity has played a crucial role. The notions of rigidity and direct reference are indeed different, but proponents of new theories of reference agree that there is a one way connection between them: although not all rigid terms are directly referential (witness rigid definite descriptions), all directly referential terms (...) are rigid. My purpose in this paper is to contest this widely held view. I will argue that, on a certain conception of what direct reference is (a conception present in the works of the main proponents of the theory), the fact that a term is directly referential does not entail that it is rigid. From this conclusion, I will argue, we can learn some substantial lessons about the assumptions and commitments of new theories of reference. (shrink)

Male provisioning ability may have evolved as a “good dad” indicator through sexual selection, whereas male creativity may have evolved partly as a “good genes” indicator. If so, women near peak fertility (midcycle) should prefer creativity over wealth, especially in short-term mating. Forty-one normally cycling women read vignettes describing creative but poor men vs. uncreative but rich men. Women’s estimated fertility predicted their short-term (but not long-term) preference for creativity over wealth, in both their desirability ratings of individual men (r=.40, (...) p<.01) and their forced-choice decisions between men (r=.46, p<.01). These preliminary results are consistent with the view that creativity evolved at least partly as a good genes indicator through mate choice. (shrink)

The present research aims to explore and describe the opinion of primary education teachers about performance evaluation. It is applied in the State of Tlaxcala, Mexico. The focus of the study is quantitative, since a questionnaire is applied based on a Likert scale, the data are analyzed with the program Statistical Package for Social Sciences. The results show that the study population is mostly at odds with the evaluation.

This study examines whether character strengths predict resilience (operationalized as stable or higher mental health and subjective well-being despite an adverse event) over a period of approximately one month during the COVID-19 pandemic lockdown in Spain. Using a longitudinal design, participants (N = 348 adults) completed online measures of sociodemographic data, information regarding their situation in relation to the COVID-19, character strengths, general mental health, life satisfaction, positive affect and negative affect. All variables were measured at Time 1 and Time (...) 2, except for sociodemographic and most COVID-related information (Time 1 only). Time 1 data collection was conducted between March 21, 2020 and April 2, 2020, i.e., approximately the second week of lockdown in Spain. Time 2 data collection was conducted between April 24, 2020 and May 18, 2020, after the Spanish government announced ita intention to progressively release the lockdown. A principal component analysis of character strengths was conducted. Five character strength factors were extracted: fortitude, goodness, intellectual, interpersonal, and restraint. Factor structures at Times 1 and 2 were highly consistent. All character strength factors at Time 1 correlated positively with life satisfaction and positive affect, and negatively with negative affect and mental health at T2 (higher scores in the mental health measure indicate poorer mental health). Fortitude strengths showed the highest correlations. We conducted a series of regression analyses with strength factors at Time 1 as predictors, and mental health, life satisfaction, and positive and negative affect as dependent variables, controlling for their baseline levels. To test the directionality of the relationship between strengths and the dependent variables, all analyses were reversed. All character strength factors predicted an increase in mental health. They also predicted positive affect, with the exception of strengths of restraint. Fortitude, intellectual and interpersonal strengths predicted an increase in life satisfaction. Finally, fortitude strengths, interpersonal strengths, and strengths of restraint, predicted a decrease in negative affect. None of the reversed analyses yielded significant effects. Limitations, implications, and possible character strengths-based interventions aimed at promoting mental health in the COVID-19 pandemic are discussed. (shrink)

According to Donnellan the characteristic mark of a referential use of a definite description is the fact that it can be used to pick out an individual that does not satisfy the attributes in the description. Friends and foes of the referential/attributive distinction have equally dismissed that point as obviously wrong or as a sign that Donnellan's distinction lacks semantic import. I will argue that, on a strict semantic conception of what it is for an expression to be a genuine (...) referential device, Donnellan is right: if a use of a definite description is referential, it must be possible for it to refer to an object independently of any attributes associated with the description, including those that constitute its conventional meaning. This paper discusses critically a proposal by David Kaplan and others to ground reference in an antecedent having in mind and it examines the commitments of a conception of reference freed of cognition.

I show the relevance of feminist thought to some of the major debates within the field of environmental ethics. The feminist vision of a holistic universe is contrasted with the dualistic notions inherent in both the “individual rights” and traditionally defined “holist” camps. I criticize the attempt in environmental ethics to establish universal, hierarchical rules of conduct for our dealing with nature (an up-down dualism) as weIl as the attempt to derive an ethic from reason alone (the dualism of reason (...) and emotion). I maintain that the division between the “holist” and “individual rights” camps is yet another form of dualist thinking, and propose in its stead a holistic vision that concerns itself both with the individual and with the whole of which the individual is apart. Background and objectives: Summary measures of overall health inequality are independent of group membership and enable international comparisons of distribution of health. We compare inequality between and within countries over time and identify normative issues underlying such comparisons. Methods: We used a set of modeled historical life tables for 193 World Health Organization member states from the years 1990, 2000 and 2008 and calculated inequality in age at death and inequality-adjusted life expectancy. Results: Our calculations suggest that overall health inequalities (...) in age at death have been decreasing in the period 1990–2008 in most countries of the world. Only 20 countries experienced increasing distribution in age at death. Simultaneously, overall life expectancy has increased in 85 per cent of all countries. Thus, the combined measure IALE has improved globally. The same overall trend of reduced health inequality applies to all groups of countries stratified by income level. Conclusion: Overall health inequalities, in addition to average health outcomes, could be reported regularly to monitor the health status of populations and the performance of health systems. We find, on normative grounds, the combined measure IALE to be preferable to measuring trends in inequality only. Likewise, we find the Absolute GiniH to be preferable to Relative GiniH. (shrink)

Experimental semanticists have concluded that there is wide variation in referential intuitions among speakers, for it appears that some speakers display referential intuitions that are in line with descriptivism, whereas other speakers’ intuitions are in line with the predictions of the causal-historical picture. In this chapter, I first situate the debate by comparing descriptivist and non-descriptivist approaches to reference. After examining some of the experimental results, I argue that the tests conducted do not elicit data that are relevant for semantic (...) theorizing and, hence, that the results should not have an impact in the theory of reference. Resumen El propósito de este trabajo es investigar de qué forma una aproximación sociocultural al estudio de la cortesía puede contribuir a promover la conciencia metapragmática e introducir una dimensión intercultural en el aula universitaria de español como lengua extranjera. Para ello, esta investigación muestra el análisis de la actividad reflexiva en grupos de estudiantes universitarios. Durante el desarrollo de estas reflexiones, el conocimiento teórico y conceptual relativo al área de investigación de la pragmática sociocultural, presentado en forma de enseñanza (...) explícita, es empleado como herramienta de mediación durante el desarrollo del diálogo colaborativo, Advanced Language Learning: The Contribution of Halliday and Vygotsky. London: Continuum) en la interpretación de sus experiencias interculturales, obtenidas en sesiones de telecolaboración con hablantes nativos de español. El análisis cualitativo de los datos muestra cómo la presentación de conceptos teóricos, en lugar de mostrar normas generalizadas relativas al uso de la lengua, permite a los estudiantes participar en una actividad en la que construyen el significado de lo sucedido durante la interacción verbal a través del significado conceptual. Asimismo, esta aproximación sociocultural aplicada estudio de la cortesía ofrece oportunidades de interpretación de experiencias interculturales desde una perspectiva relativista en la que se consideran los factores sociales y culturales específicos de cada comunidad de habla estudiada y permite realizar comparaciones sobre el uso de la lengua en la interacción intercultural.
