Genomic research may uncover results that have direct actionable benefit to the individual. An emerging debate is the degree to which researchers may have responsibility to offer results to the biological relatives of the research participant. In a companion study to one carried out in the United States, we describe the attitudes of Canadian Research Ethics Board chairs to this issue and their opinions as to the role of the REB in developing related policy.

Genomic research results and incidental findings with health implications for a research participant are of potential interest not only to the participant, but also to the participant's family. Yet investigators lack guidance on return of results to relatives, including after the participant's death. In this paper, a national working group offers consensus analysis and recommendations, including an ethical framework to guide investigators in managing this challenging issue, before and after the participant's death.

Returning genomic research results to family members raises complex questions. Genomic research on life-limiting conditions such as cancer, and research involving storage and reanalysis of data and specimens long into the future, makes these questions pressing. This author group, funded by an NIH grant, published consensus recommendations presenting a framework. This follow-up paper offers concrete guidance and tools for implementation. The group collected and analyzed relevant documents and guidance, including tools from the Clinical Sequencing Exploratory Research Consortium. The authors then (...) negotiated a consensus toolkit of processes and documents. That toolkit offers sample consent and notification documents plus decision flow-charts to address return of results to family of living and deceased participants, in adult and pediatric research. This book argues that the novelist Joseph Conrad's work speaks directly to us in a way that none of his contemporaries can. Conrad’s scepticism, pessimism, emphasis on the importance and fragility of community, and the difficulties of escaping our history are important tools for understanding the political world in which we live. He is prepared to face a future where progress is not inevitable, where actions have unintended consequences, and where we cannot know the contexts in which we (...) act. _Heart of Darkness_ uncovers the rotten core of the Eurocentric myth of imperialism as a way of bringing enlightenment to 'native peoples’ – lessons which are relevant once more as the Iraq debacle has undermined the claims of liberal democracy to universal significance. The result can hardly be called a political programme, but Conrad’s work is clearly suggestive of a sceptical conservatism of the sort described by the author in his 2005 book _After Blair: Conservatism Beyond Thatcher_. The difficult part of a Conradian philosophy is the profundity of his pessimism – far greater than Oakeshott, with whom Conrad does share some similarities. Conrad’s work poses the question of how far we as a society are prepared to face the consequences of our ignorance. (shrink)

Charlie Croker, a self-made real estate tycoon, ex-Georgia Tech football star, horseback rider, quail-hunter, snakecatcher, and good old boy from Baker county Georgia, is the protagonist in Tom Wolfe’s latest novel, the deliciously provocative A Man in Full (New York: Farrar Straus Giroux, 1998).  In this article I examine the evolving conception of manhood in Wolfe’s novel.  Two different models of manliness will be delineated and compared. The first model—represented by Charlie Croker—gradually weakens and is replaced by the (...) second model—represented by Conrad Hensley. My aim is to show how Stoicism serves to critique the first model and articulate the second.  Stoicism, I argue, provides the deliverance of both Hensley and his convert Croker, while at the same time transforming the conception of manliness explored in A Man in Full. Is it the clever author who offers a guide out of the goodness of his heart? Or more likely, is it the sharp publisher, who knows a good selling point when he or she sees one? One guesses it is the publisher. But as to the present volume, few will complain of the title’s ambiguity, for it entices readers into an compact, well written, and timely argument on political matters of the first importance. Conrad Russell was the author of Academic Freedom, a well regarded and similarly compressed discussion of academic freedom. Academic Freedom preceded the Guide to Liberalism by six years. It was as though Russell had first to taste and see the awful effects of neo-conservatism in his beloved University of  Conrad Russell has a world reputation as an historian of the English Civil War, of the whole seventeenth century, and of the social history of politics before . His several books and hundreds of articles and reviews show that he had an apparently effortless mastery of most world history since the Reformation. I have been unable to deal with Conrad’s historical output in this review, but have discussed it in a forthcoming biographical essay about Conrad Russell in the Bertrand Russell Society Quarterly, “Conrad Russell as Political Intellectual”, forthcoming in . _Russell_ journal (home office): E:CPBRRUSSJOURTYPE2502\REVIEWS.252 : 2006-02-27 11:52 Reviews  London and then, six years later—after due reflection upon the whole horrid mess—to provide a compelling political remedy to the evil apparatus of Mrs. Thatcher and Mr. Major. Academic Freedom, a sister volume to the Guide, dealt with the intellectual and administrative liberty that university teachers must have if their work is to be academically viable and socially valuable. Already in , Academic Freedom offered a sharp attack on the Thatcherite use of league tables and performance indicators, and on high civil servants, vice-chancellors, and government ministers who rely on the numbers. In effect, accountants and managers and long lists of numbers had overtaken much that universities did. Academic Freedom ended with a straightforward prescription: university teachers and (on occasion) responsible administrators should make the hard academic decisions to which they are called—not civil servants, not numbercrunchers, not politicians. This view did not mean elected politicians were released from the burden of honest choice and decision, particularly in regions of governance and public life for which they had direct responsibility and care. But Russell’s point remained: it would be madness if statistical tables replaced responsible and able human beings, or if those human beings accepted that they must become automatic “decision machines”. Conrad Russell died on  October , but must have had a form of prescience. For in , more than thirty academic units and fields were eliminated in United Kingdom universities on grounds of efficiency, ranking in league tables, and performance indication. Each time the administrator concerned threw up her hands, claiming she had no choice, as the league table or the last Research Assessment Exercise “made me do it”. Up the line, politicians have gone further, even rejoicing in the New Management of British higher education and the pleasant prospect of even greater “efficiencies” in the next decade. Conrad Russell well understood that freedom is not just academic. An Intelligent Person’s Guide to Liberalism relies, then, on recent political history to provide its main narrative thrust. By the mid-point of the book, one has the impression that current events have shaped his liberalism, and that his understanding of the history of liberalism is “presentist”. But Conrad Russell starts by saying that he doesn’t pretend to be writing history (or philosophy) in his Guide. To call Conrad Russell “presentist” is to underplay... (shrink)

… [T]o trace the problematic of writing in the Norris canon is foremost to confirm Fried’s claims about its pervasiveness. Indeed, he now intimates that the problematic pervades the fiction of “other important writers of the 1890s and early 1900s,” work by Jack London, Harold Frederic, and Henry James . On the one hand, this pervasiveness muddies an already ambivalent use of the term impressionism ;10 on the other hand, it augments Fried’s sense that the thematization of writing attained particular (...) moment in the late nineteenth and early twentieth centuries. To my eye, nonetheless, the moment dissolves once its historical isolationism confronts “literary history.” 10. Fried explicitly addresses this ambivalence, explaining that “I am unpersuaded by the many attempts that have been made to define that concept either in relation to French impressionist painting or in terms of a fidelity to or evocation of the ‘impressions’ of one or more characters , but I see no comparably useful designation for the global tendency that Crane, Norris, and Conrad all instantiate” . The term, as I see it however, serves precisely to exclude the global tendency as it is instantiated elsewhere. And yet, to the degree that “impressionism” can now designate a confrontation between the sight of writing and the impressionist emphasis on sight as traditionally understood, Fried, despite all disclaimers, revivifies that tradition . There has been an uptick of attention to Faulkner owing to Carl Rollyson's recent two-volume biography (2020) and, especially for my purposes, Michael Gorra's The Saddest Words: William Faulkner's Civil War (2020), which focuses on the centrality of that cataclysm in his creative imagination and his historical vision.On more than one occasion Faulkner himself was emphatic in his own ambivalence toward "his native land," as in this self-description: "He was born of it and his bones will sleep in it; loving it even while hating some of it … the intolerance and injustice; the lynching of negroes not for the crimes they committed but because their skins were black" (in Blotner 2005, 354). Gorra (2020) argues that this very ambivalence is a generative resource for the author's greatest achievements, quoting Yeats's notorious dictum, "We make out of the quarrel with others, rhetoric, but of the quarrel with ourselves, poetry" (346). This can remind us of the notorious "crucible of doubt" out of which Dostoevsky allegedly forged his fiction. The Russian novelist is named (Blotner 2005, 718) as among seven of Faulkner's "masters" in the literary education of this omnivorous autodidact, with the others being Melville, Conrad, Balzac, Flaubert, Dickens, and Cervantes. With Dostoevsky especially he shares an admixture of horror and benign good humor. On occasion Faulkner was classed as an author of Southern Gothic, a label also applied to Flannery O'Connor, who, with Toni Morrison and Cormac McCarthy, counts among his greatest literary progeny. In lieu of an abstract, here is a brief excerpt of the content:Preliminary remarksSince John Capistran is among the most relevant figures of the fifteenth century, not only for the Franciscan Order but more generally for political and religious life , the very substantial corpus of his correspondence has a long history as well as a long historiography. The approximately seven hundred letters he sent or received beginning in 1418 until his death in 1456, were discovered and studied one at (...) a time over the centuries, for quite different reasons and with different aims.Certainly the gradual process of discovering and studying these documents is marked by some milestones. For example, there is the celebration of his canonization process in 1623 , as well as the works of the so-called Capistran Commission. This commission was a team established in 1952 in Rome by the leadership of the Franciscan Order , which was located first in Grottaferrata, College of Quaracchi, then in the Antonianum, and was managed by friars Ottokar Bonmann and Paulis Bédrune.The research archive of Capistrano materials that is housed at the Franciscan Institute at St. Bonaventure University was brought together through the efforts of Gedeon Gál, OFM. Gedeon had been heading up work on the critical edition of the theological and philosophical writings of William of Ockham at the Institute. His interest in John Capistran came from the fact that he was a member of the Hungarian Franciscan Province of St. John Capistran. The greater part of the material came from the research files of Ottokar Bonmann who died before being able to start any actual editing work for an edition of Capistran. Knowing of Bonmann's work Gedeon asked Conrad Harkins, O.F.M., then director of the Franciscan Institute, to request that Bonmann's research be shipped to the Institute from Rome where it was being stored. Also while Conrad was on sabbatical in Italy, Gedeon asked him to photocopy the manuscript of Capistran's letters copied in the 1600s by Antonio Sessa of Palermo that resides in the library of the Basilica di Santa Maria in Aracoeli in Rome. That being done the copies were sent to the Franciscan Institute and joined with the Bonmann materials to form the archive. It is a heritage that deserves to be retrieved by scholars, in order to accomplish the work according to modern criteria, where accomplish means to create a final edition.Bonmann was very familiar with the earlier research on these letters and his work reinforces the fact that the edition was an obstacle course. This is the case not only because scholars' sensibilities regarding these kinds of documents changed throughout the centuries, previously viewed as a relic of a saint or an attestation of his sainthood, and – more recently – as a precious source about European history in the first half of the fifteenth century. Despite scholarly interest in the correspondence, it remains unpublished.In fact, the first to have the intention to publish all of the correspondence was Lucas Wadding, who received some materials about these letters at St. Isidore College in Rome, but he could not complete his project although he mentions it in his Annales Minorum. After Wadding many scholars tried to work on the same project but using criteria that – in several cases – are no longer helpful because their methods are out-of-date.For example, as we will soon see, collections such as those provided by Antonio Sessa in the seventeenth or by Atanasio Masci in the eighteenth century, are inspired by hagiographical criteria or, at least, not philological criteria. Naturally the author, who would have inherited these properties, laments not only these losses but the fire-sale prices—Alderley sold for£, and is now estimated to be worth £ million; Penrhos was sold for a mere £, but then its owner, the author’s cousin, was a homosexual and upon leaving the Navy decided it would be unwise to live at Penrhos because homosexuality was then a crime in Britain (p. ). Lord Stanley’s path to inheriting his title was much more tortuous and full of tragedy than Bertrand Russell’s inheritance of his earldom. Thomas’s two older brothers, John and Martin, died at the same time in Penrhos just before it was sold when the cliff collapsed, weakened by old tunnels that they had dug chasing rabbits in their childhood. After that, two cousins, Edward and Lyulph, had to die without heirs before the title became Thomas’s in . The author blames them for losing, and losing easily, in the span of  years wealth that had taken nine centuries to accumulate. Lord Stanley also had some difficulty in taking his seat in the House of Lords (as did Bertrand), since proof was needed that no offspring with a better claim might appear (p. ). The author exhibits some of the same wit that makes Russell’s writing sparkle. Lord Stanley sat in the House of Lords, although on different sides (Conservative vs. Liberal Democrat), with his cousin Conrad, Russell’s youngest son. The two of them had rather different professions, Thomas a farmer and Conrad a university professor. He notes: “When on one occasion I said that he looked tired, he, as any academic would, said that he found getting his mind down to the level of his undergraduates very exhausting. I replied that trying to understand the minds of my sheep surely must be more exhausting” (p. ). Another example of wit (which is frequent, particularly in the first part of the book) concerns his strict upbringing and the learning of rules. The rules were discarded until he joined the House of Lords when he found them “useful, if only to remember to put the milk in the cup first if sitting next to a life peer and last if next to an hereditary one” (pp. –). Milk first or last has always been a mystery to me, and I’m afraid this remark does not help much! Born in , the author was brought up to believe “that it was a privilege to be a Stanley” although any arrogance because of superior lineage was not allowed by his father (p. ). The author’s mother was Lady Kathleen Thynne, the daughter of the th Marquess of Bath. The passages concerning Christmas visits to the family’s very grand estate, Longleat, make fascinating reading (pp. –). The book contains chapters on Lord Stanley’s childhood (he was raised at Llanfawr near Penrhos), his career in the military followed by farming, his family, his hobbies and the House of Lords. It includes a family tree, a chronology from  to , and family photographs (the author bears more than a passing resemblance to his cousin Conrad). This book provides much information on Russell’s maternal family, moving the story forward from the period covered in The Amberley Papers, The Ladies of Alderley, and The Stanleys of Alderley. This is the first translation into English of early phenomenologist Hedwig Conrad-Martius’ Metaphysical Conversations, originally published in 1921. Conrad-Martius was one of Husserl’s first students, an important part of the Göttingen Phenomenology Circle and mentor to Edith Stein, Jean Héring, and other early phenomenologists. The present volume provides the full German and English texts of the conversations, a phenomenological discussion of the nature of the human, examining the nature of body, soul, and spirit, and drawing distinctions between plants, (...) animals, humans, and various other beings. The volume also includes two important essays on phenomenology, in which Conrad-Martius distinguishes between the phenomenological approaches of Husserl, Heidegger, and the more ontological approach of the Göttingen school of phenomenology. She is critical of Husserl’s "transcendental" and Heidegger’s "existential" approach. The conversations illustrate her use of the phenomenological method for fundamental investigations into the nature (or Wesen) of things. (shrink)

On the received view, the Representational Theory of Measurement reduces measurement to the numerical representation of empirical relations. This account of measurement has been widely criticized. In this article, I provide a new interpretation of the Representational Theory of Measurement that sidesteps these debates. I propose to view the Representational Theory of Measurement as a library of theorems that investigate the numerical representability of qualitative relations. I examine Kant’s claim in part one ofReligion within the Boundaries of Mere Reasonthat moral reform requires both a ‘change of heart’ and gradual reformation of one’s sense (R,6: 47). I argue that Kant’s conception of moral reform is neither fundamentally obscure nor is it as vulnerable to serious objections as several commentators have suggested. I defend Kant by explaining how he can maintain both that we can choose our moral disposition via an intelligible choice and that we become good (...) through a continuous struggle. I then provide an interpretation of how moral reform occurs in the phenomenal realm. (shrink)

This paper provides a methodological analysis of Libertarian Paternalism, as put forward in the book Nudge by Richard Thaler and Cass Sunstein (Yale University Press, 2008). Libertarian Paternalism aims to use the accumulated findings of behavioural economics in order to assist decision-makers to make better choices. The philosophical debate about this proposal has focused on normative issues with regards to this proposal. This paper analyses Libertarian Paternalism descriptively and points out four methodological conditions for successful Nudges. On that basis, a (...) methodological critique of Libertarian Paternalism is mounted: the success conditions suggest that Nudges might be even harder to implement and to justify than commonly assumed in the philosophical debate. Der Beitrag untersucht den Zusammenhang von Kritizismus (qua Heterologie) und Kritischer Theorie (qua Dialektik) anhand der Konstellation Rickert-Adorno. Heterologie und Dialektik werden von der Forschung bislang als gegensätzliche Methodenkonzepte erachtet. Dagegen soll gezeigt werden, dass Adorno diesen Gegensatz gezielt infrage stellen und sich auf das heterologische Denkprinzip berufen muss, um die dialektische Tradition zu kritisieren. Die These lautet: Bei Adorno bildet Heterologie den Sinnhorizont der dialektischen Negation. Sonst wäre die negative Dialektik eine positive Dialektik – die Kritische eine traditionelle Theorie (...) geblieben. (shrink)

The widespread use of stimulants among healthy individuals to improve cognition has received growing attention; however, public attitudes toward this practice are not well understood. We determined the effect of framing metaphors and context of use on public opinion toward cognitive enhancement. We recruited 3,727 participants from the United States to complete three surveys using Amazon’s Mechanical Turk between April and July 2017. Participants read vignettes describing an individual using cognitive enhancement, varying framing metaphors (fuel versus steroid), and context of (...) use (athletes versus students versus employees). The main outcome measure was the difference in respondent-assigned level of acceptability of the use of cognitive enhancement by others and by themselves between the contrasting vignettes. Participants were more likely to support the use of cognitive enhancement by others than by themselves and more when the use of enhancement by others was framed with a fuel metaphor than with a steroid metaphor. Metaphoric framing did not affect participants’ attitudes toward their own use. Participants supported the use of enhancement by employees more than by students or athletes. These results are discussed in relation to existing ethical and policy literature. (shrink)
