This paper discusses so-called post-trial access to drugs for patients who participated in clinical trials in Brazil. Brazil is currently a relevant country for the pharmaceutical industry due to the dimensions of its actual and potential market. As a consequence, the number of pharmaceutical trials has been rising. It is the largest market for pharmaceutical companies in Latin America, the 8th biggest in the world and second only to China among the so-called BRICS’s emerging countries. The demand for pharmaceutical products (...) in the country has been increasing by double digits over the last few years, reaching 20% in 2008. Not surprisingly, we are also witnessing a steady increase in the number of applications by national and international pharmaceutical companies before ethical research authorities for authorization to perform clinical trials of drugs. As health policy-makers around the world seek to make progress towards universal health coverage, they must navigate between two important ethical imperatives: to set national spending priorities fairly and efficiently; and to safeguard the right to health. These imperatives can conflict, leading some to conclude that rights-based approaches present a disruptive influence on health policy, hindering states’ efforts to set priorities fairly and efficiently. Here, we challenge this perception. We argue first that these points of tension stem largely from inadequate (...) interpretations of the aims of priority setting as well as the right to health. We then discuss various ways in which the right to health complements traditional concerns of priority setting and vice versa. Este ensaio propõe uma análise multissensorial a partir das representações do amor como tema central da poesia, observados na obra Escuta (2015), do poe-ta carioca Eucanaã Ferraz. As COVID-19 emerged as a phenomenon of the total environment, and despite the intertwined and complex relationships that make humanity an organic part of the Bio- and Geospheres, the majority of our responses to it have been corrective in character, with few or no consideration for unintended consequences which bring about further vulnerability to unanticipated global events. Tackling COVID-19 entails a systemic and precautionary approach to human-nature relations, which we frame as regaining diversity in the Geo-, Bio-, and Anthropospheres. Its (...) implementation requires nothing short of an overhaul in the way we interact with and build knowledge from natural and social environments. Hence, we discuss the urgency of shifting from current to precautionary approaches to COVID-19 and look, through the lens of diversity, at the anticipated benefits in four systems crucially affecting and affected by the pandemic: health, land, knowledge and innovation. Our reflections offer a glimpse of the sort of changes needed, from pursuing planetary health and creating more harmonious forms of land use to providing a multi-level platform for other ways of knowing/understanding and turning innovation into a source of global public goods. These exemplary initiatives introduce and solidify systemic thinking in policymaking and move priorities from reaction-based strategies to precautionary frameworks. (shrink)

Recording of neural activity during grasping actions in macaques showed that grasp-related sensorimotor transformations are accomplished in a circuit constituted by the anterior part of the intraparietal sulcus (AIP), the ventral (F5) and the dorsal (F2) region of the premotor area. In humans, neuroimaging studies have revealed the existence of a similar circuit, involving the putative homolog of macaque areas AIP, F5, and F2. These studies have mainly considered grasping movements performed with the right dominant hand and only a few (...) studies have measured brain activity associated with a movement performed with the left non-dominant hand. As a consequence of this gap, how the brain controls for grasping movement performed with the dominant and the non-dominant hand still represents an open question. A functional magnetic resonance imaging (fMRI) experiment has been conducted, and effective connectivity (dynamic causal modeling, DCM) was used to assess how connectivity among grasping-related areas is modulated by hand (i.e., left and right) during the execution of grasping movements toward a small object requiring precision grasping. Results underlined boosted inter-hemispheric couplings between dorsal premotor cortices during the execution of movements performed with the left rather than the right dominant hand. More specifically, they suggest that the dorsal premotor cortices may play a fundamental role in monitoring the configuration of fingers when grasping movements are performed by either the right and the left hand. This role becomes particularly evident when the hand less-skilled (i.e., the left hand) to perform such action is utilized. The results are discussed in light of recent theories put forward to explain how parieto-frontal connectivity is modulated by the execution of prehensile movements. (shrink)

En el presente artículo buscamos sistematizar algunas contribuciones del filósofo Walter Benjamin con la intención de pensar las infancias y la educación de la clase trabajadora en el contexto en que se formulan proyectos de ley, como Escuela Sin Partido, en Brasil. Son proyectos elaborados en los últimos años, que guardan un fuerte cuño conservador y de control ideológico. Buscamos en Benjamin la noción de experiencia y cómo ésta entra en relación con la infancia y el área de la educación, (...) así como sus contribuciones en lo que se refiere a la educación popular o proletaria. A partir de dichas nociones de la filosofía benjaminiana, analizamos propuestas educativas y proyectos de ley, como el mencionado, indagando sobre las concepciones de infancia, historia, experiencia y política que atraviesan ese debate. La intención aquí es pensar bajo una óptica benjaminiana el crecimiento de las ideas que orientan el proyecto Escuela sin Partido y su influencia en la educación de los niños pequeños, en especial, de los niños de la clase trabajadora. Con ese fin, apelamos a escritos del autor como: Experiencia, Experiencia y Pobreza, La vida de los estudiantes, Teatro Infantil Proletario, Pedagogía Comunista, El narrador y sus narrativas radiofónicas presentadas en radios de Berlín y Frankfurt, en las que se destaca la cultura y la vida cotidiana de los niños berlineses. Para empezar a recorrer los caminos de este estudio, que se inscribe en una investigación de doctorado en curso, también se recurre a las publicaciones como Gaudencio Frigotto y Jorge Larrosa Bondía, considerando el proyecto de ley federal nº 193/2016 (Escuela Sin Partido) como documento legal analizado. The ‘Bolivarian Revolution’ in Venezuela under Hugo Chávez has reignited debate in Latin America and internationally on the questions of socialism and revolution. This forum brings together six leading intellectuals from different revolutionary traditions and introduces their reflections on class-struggle, the state, imperialism, counter-power, revolutionary parties, community and communes, workplaces, economy, politics, society, culture, race, gender, and the hopes, contradictions, and prospects of ‘twenty-first-century socialism’ in contemporary Venezuela.

The aim of this work is to present the thesis “On the Ontogenetic Evolution of the Human Embryo in its Relations with Phylogenesis,” by Affonso Regulo de Oliveira Fausto, published in Brazil in 1890. To our knowledge, it was one of the first Brazilian academic works focused specifically on evolution. It was also the first doctoral thesis that addressed the topic of recapitulation in order to analyze what was then called the progressive evolution of the human species in tandem with (...) the embryological development of the individuals that would constitute the Brazilian “type.” In the present work, we analyze the author’s thesis in relation to its sources, concepts, as well as the country’s political context at the time of its publication. Fausto’s text, in which he explicitly recognized the influence of Ernst Haeckel’s recapitulation theory, represents a window to understand better a concept of nation based on science and on the idea of inexorable progress that was accepted in Brazil at the end of the nineteenth century. Business ethics in Africa, as a field of research, practice, and teaching, has grown rapidly over the last two decades or so, covering a wide variety of topical issues, including corporate social responsibility, governance, and social entrepreneurship. Building on this progress, and to further advance the field, this special issue addresses four broad areas that cover important, under-researched or newly emerging phenomena in Africa: culture, ethics and leadership; business, society and institutions; corruption, anti-corruption and governance; and philanthropy, social entrepreneurship and (...) impact investing. In addition to advancing research by addressing some of the imbalances and gaps in the extant literature, this special issue draws attention to indigenous African theories, models and firms. Some challenges facing business ethics, as a field of practice and teaching in Africa, are also highlighted. The paper concludes with a summary of the eight articles in this special issue. (shrink)

The objective of this study is to compare the quantity of citations that retracted and nonretracted articles received in engineering based on articles indexed in the Web of Science database and published between 1945 and 2015. For data analysis, the Statistical Package for the Social Sciences was used along with the Kolmogorov–Smirnov, Mann–Whitney, Tukey–Kramer tests and descriptive statistics. The data set included 238 retracted and 236 nonretracted articles, with the retracted articles cited 2,348 times and nonretracted articles cited 2,957 times. (...) The results highlight that retraction does not end citation, thus threatening scientific credibility. (shrink)

Tendo estas questões em mente, este artigo visa indicar relações possíveis entre o antifundacionismo, o pensamento de Paul Feyerabend e os letramentos científicos. Em um primeiro momento indicaremos questões relativas ao antifundacionismo, e em seguida verificaremos como tal questão se efetiva no pensamento de Feyerabend. (...) O objetivo deste artigo é analisar o conceito de vivência (Erlebnis) na filosofia de Nietzsche, desde o seu primeiro emprego em língua alemã, seu significado e a recepção que Nietzsche faz da palavra no interior da sua filosofia. O conceito de Erlebnis, particularmente caro à filosofia de Nietzsche, mas também à fenomenologia, possui originariamente uma tríplice significação: a) a imediatez (Unmittelbarkeit) entre homem e mundo; b) a significabilidade (Bedeutsamkeit) para o caráter global da existência; e c) a incomensurabilidade (Inkommensurabilität) do (...) conteúdo da própria vivência, conferindo a ela também uma dimensão estética. A tríplice significação de Erlebnis implica na sua estreita associação a pathos. This paper aims to analyze the concept of experience (Erlebnis) in the Nietzsche's philosophy, since its first use into the German language, its meaning and reception of Nietzsche inside his philosophy. The concept of Erlebnis, especially dear to the philosophy of Nietzsche, but also to phenomenology, originally has a triple meaning: a) the immediacy (Unmittelbarkeit) between man and world, b) meaningfulness (Bedeutsamkeit) to the global nature of existence and c) incommensurability (Inkommensurabilität) of the experience's content itself, giving it also an aesthetic dimension. The threefold meaning of Erlebnis implies its close association with pathos. (shrink)

At its inception, geoethics was envisioned as a type of professional ethics concerned with the moral implications of geoscientific research, applications, and practices. More recently, however, some scholars have proposed versions of geoethics as public and global ethics. To better understand these developments, this article considers the relationship between geoethics and environmental ethics by exploring different aspects of the human-nature relation (i.e., the moral status and role of humans in relation to the non-human world). We start by noting that the (...) main strains of geoethical thought elaborated so far represent examples of environmental virtue ethics and defend moral weak anthropocentric positions (e.g., “ethical”, “responsible” or “enlightened” anthropocentrism). Some scholars propose that such weak anthropocentric geoethics can synthesize the different positions in environmental ethics and move beyond them toward a novel and distinct approach. We compare the meaning and the use of the term “anthropocentrism” in both environmental ethics and geoethics, stressing that although geoethics is inevitably epistemically anthropocentric (i.e., anthropogenic), it does not need to be morally anthropocentric. We consider the compatibility of non-anthropocentric stances with current geoethical theory and argue for the integration of normative non-anthropocentric accounts (e.g., ecocentric) into geoethical debates and geoscience education. This article intends to establish a contact between two proscribed thinkers: Machiavelli and Marx. Although apart in time and in political vision, they offer the possibility of a reflection which is able to provide mutual fecundation. We want to show that Machiavelli’s pessimism and Marx’s optimism both derive from the diverse understanding of what provokes the fundamental division of society into two fundamental antagonistic groups. Whereas one treats it as a division of opposite desires, to the other it is determined (...) by the way in which the individuals define themselves as to the ownership of the means of production. Is it necessary to choice on of them, or is it possible to conceive a synthesis? -/- O artigo pretende estabelecer um contato entre dois pensadores malditos: Maquiavel e Marx. Embora distantes no tempo e na visão política, oferecem a possibilidade de uma reflexão capaz de fecundar-se mutuamente. Queremos mostrar que o pessimismo de Maquiavel e o otimismo de Marx derivam da diversa compreensão daquilo que provoca a divisão fundamental da sociedade em dois grupos antagônicos fundamentais. Enquanto para um se trata de uma divisão de desejos opostos, para outro é determinada pelo modo como os indivíduos se definem em relação à posse dos meios de produção. É preciso fazer uma escolha entre ambos, ou é possível pensar numa síntese? (shrink)

O artigo parte da enunciação da tese de que ao desejo desmesurado dos grandes pela apropriação/dominação absoluta opõe-se um desejo não menos desmesurado e absoluto do povo de não sê-lo: dois desejos de natureza diferente que não são nem o desejo das mesmas coisas nem desejo de coisas diferentes, mas desejos cujo ato de desejar é diferente. Considerando que cada desejo visa sua efetividade absoluta, cada um tenta impor-se universalmente tornando-se duplamente absoluto: por um lado tende à dominação total (os (...) grandes) ou à liberdade plena (o povo); por outro, tenta se impor ao conjunto do corpo político. Cada desejo somente se sustenta do desejo que lhe é heterogêneo. Cada um persegue uma finalidade própria cuja realização plena será a ruína de toda vida coletiva. Boas instituições e boas leis asseguram a liberdade na medida em que forem capazes de impedir que grandes ou povo consumam seu desejo ou que abandonem seu desejo próprio para assumir o do outro. Contudo, ao inscrever a ordem da lei na desordem dos dissensos, Maquiavel descartou a idéia de uma ordem institucional como solução definitiva da desordem dos dissensos. Conseqüentemente, nenhuma lei ou instituição é capaz de resistir definitivamente ao risco da corrupção. Isso obriga ao retorno periódico às origens: a experiência do momento constitutivo da violência originária que, expondo os homens ao risco, restaura o prestígio e vigor iniciais de Estados e instituições. We are presently confronted with an impressive growth of the religious phenomenon. This can be observed not only related to both the outbreak of new religions and the increasing attendance to worship services, but also for the presence of the religious language in the political discourse. We can see nowadays a political use of religion and a religious use of politics. When we approach the religions in a large scale perspective is possible to verify that in all of them both (...) aspects live together, and they are contradictory and excludent only in appearance. This evidence brings some particular questions: there would be more political and bellicose religions than others? Or maybe the contentious nature of religions rises when they become ideologies, in the same way ideologies impose themselves politically when they act like religion? We will let ourselves be guided by this hypothesis in order to explore the ambiguous relation between politics and religion. It was precisely after the death of the ideologies that religions of any creed reappeared strongly in the scenario. We will take as references to this theoretical task two thinkers in particular: Marsilius of Padua and Machiavelli. They both will guide us to think respectively the religious use of politics and the political use of religion. -/- Estamos confrontados na atualidade com um vertiginoso crescimento do fenômeno religioso. Isso pode ser observado não apenas pelo surgimento de novas religiões e o aumento da frequência aos cultos, mas também pela presença da linguagem religiosa no discurso político de tal modo que podemos falar num uso político da religião e um uso religioso da política. Quando abordamos as religiões na longa duração, percebemos que em todas elas coabitam estes dois aspectos, contraditórios e excludentes apenas na aparência. Esta constatação leva ao questionamento: existiriam religiões mais políticas, ou mais conquistadoras, do que outras? Ou então, talvez, a natureza belicosa das religiões emergiria a partir do momento em que elas se erigem em ideologias, da mesma forma como as ideologias se impõem politicamente quando agem à maneira de religiões? Neste trabalho nos orientaremos por esta hipótese para explorar a relação ambígua entre política e religião, pois foi precisamente após a morte das ideologias que as religiões, independente do credo, retornaram com toda a força. Para tanto, tomaremos como referência teórica dois pensadores, Marsílio de Pádua e Nicolau Maquiavel, para pensar, respectivamente, o uso religioso da política e o uso político da religião. (shrink)

Partimos do estudo na noção de homem presente no pensamento de Maquiavel para estabelecer a idéia de Estado e sua relação com a ética. Existe, quanto a esta questão, uma vasta polêmica na tradição interpretativa e que podemos reduzir a duas perspectivas fundamentais. Primeira: Maquiavel compreende a natureza humana como corrompida de forma definitiva, o que transforma o Estado em instrumento puramente coator da malevolência humana. Nesta ótica, não há espaço para pensar em finalidades éticas do Estado. Segunda: mesmo partindo (...) da idéia de que há no homem uma inclinação à maldade, não considera isso algo irreversível. Destaca a importância da educação como instrumento de formação humana e de cultivo de valores morais. O trabalho mostra que o Estado maquiaveliano se fundamenta na natureza humana e tem por objetivo possibilitar o agir ético do homem. (shrink)

Detendo-se na investigação dos dois grandes modelos que caracterizam o pensamento político, a saber, o modelo clássico e o modelo jusnaturalista, o artigo em questão, distinguindo no âmbito daquele as teorias idealistas e realistas, empreende uma abordagem que nas fronteiras deste último sublinha desde a questão que envolve Como nasceu o Estado?, proposta pela perspectiva historicista, que traz como fundamento o homem como animal político, até a leitura racionalista, que acena com o problema Por que existe o Estado?, identificando o (...) homem como um ser naturalmente antissocial, salientando que se o bem comum determina a visão platônico-aristotélica, a leitura hobbesiana instaura uma lógica que emerge através do contrato social e assinala a tendência natural da autopreservação como fundamento da ação humana, consistindo, em suma, na transição da ordem mecânica da matéria à ordem final da vontade. Consistindo em um processo ético-jurídico de deliberação coletiva, o que se impõe à manifestação da Vontade Geral como um fenômeno histórico-cultural é a condição de imanência que a caracteriza em um movimento dinâmico-dialético que demanda uma formação econômico-social que possibilite a emergência de valores e práticas, condutas e comportamentos, necessidades e objetivos que, tendo como fundamento o interesse comum, se lhe correspondam, convergindo para uma forma de autodeterminação que guarda possibilidade de promover a superação da alienação das capacidades humanas no (...) contexto das relações socioprodutivas, a saber, a autogestão. Tal experiência social de autodeterminação coletiva, conforme assinala o artigo, envolve tanto a esfera política quanto o âmbito econômico e encerra a noção que implica desde a igualdade substancial até a efetiva participação política, sobrepondo-se ao viés mercadológico da organização econômico-social vigente e à estrutura burocrática corporificada pelo Estado no sistema capitalista. This article has two tasks: to investigate the notions of space, time and causality in Schopenhauer’s theory of knowledge and, subsequently, to carry out a comparative study of the results obtained with the epistemological considerations between the first and second phase of Nietzsche’s thought. It is understood that conclusions concerning the world as representation had an echo in the first digressions of the author of The Birth of Tragedy on the conceptions of space, time and causality. However, the departures begin (...) to be perceived still in the first years of the 1870s. It is chosen to call the reflections on knowledge until On Truth and Lie in an Extra-Moral Sense, considering, besides the unsystematicity of the Nietzschean approaches, the maturation of the epistemological investigations in Human, All Too Human. It is discussed how the naturalistic aspects of the second phase of Nietzsche’s intellectual activity find implications in his conceptions of space, time and, above all, causality. It is emphasized, however, that it is not the intention of this work to argue that Nietzsche’s epistemology is originally derived from Schopenhauer or that it depends exclusively on the notions studied here. Sobrepondo uma concepção crítica envolvendo os fundamentos do saber às ontologias dogmáticas que se impõem ao trabalho que implica a apreensão das questões filosóficas, o projeto kantiano propõe o fim da filosofia como construção metafísica e a necessidade de se lhe atribuir uma tarefa teórica de caráter essencialmente genealógico e crítico, no sentido que encerra a legitimação do conhecimento racional através da análise das faculdades que se lhe estão atreladas, conforme assinala o artigo, que se detém nos direitos da razão (...) cuja legitimidade a lógica da verdade reconhece e cuja ilegitimidade a lógica da aparência denuncia, convergindo para as fronteiras que encerram a possibilidade da construção do conhecimento científico, à medida que, tornando o entendimento o legislador universal da natureza e circunscrevendo a utilização das categorias aos limites da experiência possível, propõe as condições necessárias para fundá-lo sobre os juízos sintéticos a priori. Uma das mais famosas e inovadoras teses de Maquiavel é a afirmação de que as boas leis nascem dos conflitos sociais, segundo o exemplo romano das oposições entre plebe e nobres. Os conflitos são capazes de produzir ordem por conter a força constritiva própria da necessidade, que impede a ambição de reinar. Contudo, a lei não neutraliza o conflito, mas apenas lhe dá uma ordenação. A lei está, pois, exposta à história, à contínua mudança, o que significa dizer que é (...) potencialmente corruptível. Por causa desta possibilidade, Maquiavel afirma que um Estado somente mantém sua autoridade por meio de um retorno contínuo ao momento da origem, isto é, à revivência da experiência do “medo”, do “terror” e da “punição” do acontecimento originário da fundação. Assim, na origem da lei está a violência, cuja função é proporcionar a legitimação de seu exercício pelo aparato estatal como única forma de preservar da ruína a vida política. (shrink)

A formação do conceito moderno de Estado: A contribuição de Maquiavel.

The essay analyses the originality of Machiavelli's reflection about the conflict under the Prince's government, in order to point out concordances and differences with the role - more extensively studied - of conflict within a republic. The questions analysed are, first of ali, the Prince's necessity of foreseeing the institutional structures for the regulation of conflict; then, the issue of alliances for the Prince who, having taken the power with the support of the great or of the people, needs popular (...) support to maintain it; finally, the nature of the popular desire of not being oppressed, and particularly the fact that it is not only a negative desire, but rather contains an active tension to defend liberty. -/- . Maquiavel é popularmente conhecido por uma teoria política associada ao seu nome: “maquiavelismo”. O artigo realiza um esforço inicial para afastar o pensamento maquiaveliano de semelhante concepção. Em seguida, faz uma análise detalhada de todas as ocorrências do termo “educação”, num total de onze, na sua obra. A hipótese que orienta nossa reflexão é de que a educação é pensada por Maquiavel como uma força destinada a controlar a desordem inerente ao movimento tanto do desejo quanto da natureza impedindo os (...) efeitos deletérios daquele sobre a vida política. Graças à educação, o homem é capaz de conhecer a “natureza das coisas”, isto é, saber o que as coisas são “desde sempre” e, desta maneira, antecipar-se ao “curso das coisas ordenado pelos céus”. Por fim, procuramos mostrar que, para Maquiavel, a educação possibilita moldar o comportamento dos indivíduos de tal modo que é possível redirecionar o curso das coisas para uma ordem coerente com o bem coletivo.
