Are Scientists responsible for the usage of the results of their research? Scientists belong to the most favourite group of people who are declared to be responsible for many various things. On the other hand, there is severe disagreement with regard to the question what it is that scientists are responsible for. According to some people, scientific responsibility essentially covers the correct acquisition, processing and publication of information, whereas others make scientists responsible for almost all consequences of their research, even (...) if they cannot influence them. This disagreement is exemplified by the attitudes towards Otto Hahn’s research on nuclear fission which range from blaming him for the development of the nuclear bomb to acquitting him from any responsibility because of the lack of knowledge on the possible consequences of his research. In order to solve this problem it is necessary to formulate clearly the conditions for ascribing responsibility to someone. By doing so, it is shown in the present paper, that it is indeed possible to ascribe to scientists responsibility for certain consequences of their research, and that, as a matter of fact, it is implausible to make Hahn responsible for the nuclear bomb, but that it isn’t justified either to regard him as a kind of “naive country scientist”, because there is a lot of information he could and should have had as a scientist. There is considerable evidence that the hippocampal system contributes both to (1) the temporary maintenance of memories and to (2) the processing of a particular type of memory representation. The findings on amnesia suggest that these two distinguishing features of hippocampal memory processing are orthogonal. Together with anatomical and physiological data, the neuropsychological findings support a model of cortico-hippocampal interactions in which the temporal and representational properties of hippocampal memory processing are mediated separately. We propose that neocortical association areas maintain (...) shortterm memories for specific items and events prior to hippocampal processing as well as providing the final repositories of long-term memory. The parahippocampal region supports intermediate-term storage of individual items, and the hippocampal formation itself mediates an organization of memories according to relevant relationships among items. Hippocampal-cortical interactions produce (i) strong and persistent memories for events, including their constituent elements and the relationships among them, and (ii) a capacity to express memories flexibly across a wide range of circumstances. First published in 1987. The legal and political writings of the German Social Democrats Kirchheimer and Neumann, from the period prior to the National Socialist seizure of power, are little known to English readers. This volume presents a selection of important essays from this period, which focus on the prospects for the constitutional realization of a social democratic order in the first German Republic - the Weimar Republic, created out of the collapse of the monarchy in 1918, and destroyed by (...) the National Socialists in 1933. Both Kirchheimer and Neumann were active as lawyers in the later 1920s and early 1930s, the latter especially having a close connection with trade union legislation and labour law. From their viewpoint as Social Democrats and lawyers they present incisive analyses of the problems confronted by the attempt to realize the ideal of a social Rechtsstaat in a political environment increasingly dominated by forces on left and right which saw constitutional order only as a means to seize power, and not as a legitimate form of order in itself. In these circumstances, political issues translated into constitutional issues, and thus could be analysed in terms of the aims and objectives of a given constitutional order. A substantial introduction by the volume's editor, Keith Tribe, presents the political and theoretical background to these essays, which range over questions of industrial democracy, political representation, parliamentary rule and the role of judicial review. These issues are once more on the political agenda of Western industrial democracies, and the analyses of Kirchheimer and Neumann have lost none of their force and relevance, despite the catastrophic 'failure' of Weimar democracy in 1933. Human performance in natural environments is deeply impressive, and still much beyond current AI. Experimental techniques, such as eye tracking, may be useful to understand the cognitive basis of this performance, and “the human advantage.” Driving is domain where these techniques may deployed, in tasks ranging from rigorously controlled laboratory settings through high-fidelity simulations to naturalistic experiments in the wild. This research has revealed robust patterns that can be reliably identified and replicated in the field and reproduced in the lab. (...) The purpose of this review is to cover the basics of what is known about these gaze behaviors, and some of their implications for understanding visually guided steering. The phenomena reviewed will be of interest to those working on any domain where visual guidance and control with similar task demands is involved. The paper is intended to be accessible to the non-specialist, without oversimplifying the complexity of real-world visual behavior. The literature reviewed will provide an information base useful for researchers working on oculomotor behaviors and physiology in the lab who wish to extend their research into more naturalistic locomotor tasks, or researchers in more applied fields who wish to bring aspects of the real-world ecology under experimental scrutiny. Part of a Research Topic on Gaze Strategies in Closed Self-paced tasks, this aspect of the driving task is discussed. It is in particular emphasized why it is important to carefully separate the visual strategies driving from visual behaviors relevant to other forms of driver behavior. There is always a balance to strike between ecological complexity and experimental control. One way to reconcile these demands is to look for natural, real-world tasks and behavior that are rich enough to be interesting yet sufficiently constrained and well-understood to be replicated in simulators and the lab. This ecological approach to driving as a model behavior and the way the connection between “lab” and “real world” can be spanned in this research is of interest to anyone keen to develop more ecologically representative designs for studying human gaze behavior. This study concerns the sociotechnical bases of human autonomy. Drawing on recent literature on AI ethics, philosophical literature on dimensions of autonomy, and on independent philosophical scrutiny, we first propose a multi-dimensional model of human autonomy and then discuss how AI systems can support or hinder human autonomy. What emerges is a philosophically motivated picture of autonomy and of the normative requirements personal autonomy poses in the context of algorithmic systems. Ranging from consent to data collection and processing, to computational (...) tasks and interface design, to institutional and societal considerations, various aspects related to sociotechnical systems must be accounted for in order to get the full picture of potential effects of AI systems on human autonomy. It is clear how human agents can, for example, via coercion or manipulation, hinder each other’s autonomy, or how they can respect each other’s autonomy. AI systems can promote or hinder human autonomy, but can they literally respect or disrespect a person’s autonomy? We argue for a philosophical view according to which AI systems—while not moral agents or bearers of duties, and unable to literally respect or disrespect—are governed by so-called “ought-to-be norms.” This explains the normativity at stake with AI systems. The responsible people (designers, users, etc.) have duties and ought-to-do norms, which correspond to these ought-to-be norms. (shrink)

Otto Bauer has emerged once more in the thought of Western Marxists. The dominant theoretical voice of the Austrian Social Democrats in the late Austrian-Hungarian Empire and the First Austrian Republic, Bauer was re-examined in the 1970s and ’80s as ‘the third way’ was being explored in European politics by Eurocommunists. Bauer again is being discussed in the twenty-first century as not only a European ‘third way’, but as a model for nations across the globe. Bauer’s vision theoretically as (...) well as tactically between 1919 and 1934, when Austrian fascism ended the political efforts of Austrian Social Democracy, was of a pluralist parliamentary governance that sought through party coalitions and the influence of social experiment a developing societal praxis whose socialist principles would realise eventually Marx’s understanding of a classless society. A gradualism in long-range strategy and tactics would lead democratically to greater collective coexistence embracing differing cultures within and beyond separate nations. Reviewed here are five publications between 2005 and 2011 which are either thoughtfully supportive or critically dismissive of Bauer’s multi-cultural models for the socialist coexistence of communities and nations. Two conference collections and three books on Bauer’s thought and political life enable the contemporary mind to evaluate the seminal promise of Bauer’s Marxist understanding, where for him Marxism was a social-scientific instrument to guide societal development. The ideas of psychoanalyst Otto Gross have had a seminal influence on the development of psychoanalytic theory and clinical practice and yet his work has been largely overlooked. For Freud, he was one of only two analysts ‘capable of making an original contribution', and Jung called Gross 'my twin brother' in the course of their mutual analysis. In recent years, inverse spectra were investigated with imaging optics and a quantitative description with radiometric units was suggested. It could be shown that inverse spectra complement each other additively to a constant intensity level. Since optical intensity in radiometric units is a power area density, it can be expected that energy densities of inverse spectra also fulfill an inversion equation and complement each other. In this contribution we report findings on a measurement of the power area density of inverse (...) spectra for the near ultraviolet, visible and the infrared spectral range. They show the existence of corresponding spectral regions ultra-yellow and infra-cyan in the inverted spectrum and thereby present additional experimental evidence for equivalence of inverse spectra beyond the visible range. Newtons experimentum crucis hat ein komplementares Gegenstück, d.h. ein Experiment, in dem die Rollen von Licht und Schatten genau ausgetauscht sind. Statt wie Newton in der Dunkelkammer zu experimentieren, müssen wir das Komplement des experimentum crucis in einer Streulichtkammer aufbauen (deren Wände sog. Lambertstrahler sind). Wenn es dieses umgestülpte Experiment wirklich gibt, dann liefert es für jeden newtonischen Beweis einen umgestülpten Gegenbeweis, dessen Konklusion die Heterogenitat der Schatten wäre (also die Behauptung, dass nicht weißes Licht, sondern schwarze Schatten eine heterogene (...) Mischung verschiedenfarbiger Strahlen mit unterschiedlichen Brechungseigenschaften seien). Dass Newtons experimentum crucis in diesem Sinne umgestülpt werden kann, wird von Newtons eigener Theorie impliziert. Mehr noch, inzwischen ist der empirische Nachweis der Umstülpung gelungen. This paper puts forward the hypothesis that consciousness might be linked to matter in a way which is more sophisticated than the traditional macroscopic Cartesian hypothesis suggests.Advances in the biophysics of the nervous system, not only on the level of its macroscopic functioning but also on the level of individual ion channels, have made the question of how finely consciousness is tied to matter and its dynamics more important. Quantum mechanics limits the attainable resolution and puts into doubt the idea (...) of an infinitely fine-woven attachment. A recent approach to physics rekindles such a rationalist hope. Endophysics focuses on the global implications of microscopic computer simulations of chemical and biophysical processes. A complete artificial universe can be set up in the computer. It produces non-classical and nonlocal effects inside — on the interface that exists between an internal observer (fluid neuron) and the rest of the world. This interface is finer than any brain property to which the status of the mind-body interface has been attributed hitherto. A new class of experiments becomes possible in the artificial world and, by analogy, in the real world. Magnetic resonance imaging experiments, routinely performed under open-loop conditions, can be repeated under psychophysical (closed-loop) conditions — in search for microscopically induced changes in the perceived and measured structure of the world. SummaryThis article approaches eighteenth-century views on scientific academies by examining Haller's utterances, public and private, especially those occasioned by the founding of the Göttingen Society. It deals in turn with his understanding of the distinctive purpose of academies, with his explanation of the chief ways in which they realized this end, with his thoughts on their broader usefulness, and finally with his various reasons for considering close ties with the state to be essential to their productive and harmonious operations.

Much research has been done on the economic effects of self-employment, environmental conditions for entrepreneurial success, as well as attributes if the person him-/herself fits to this career path. To successfully run a business, however, is contingent on the health of the entrepreneur. In particular, small business owners (being solo self-employed without personnel) face financial uncertainties, a high workload, long working hours, and are often unable to call in sick. This study aimed at exploring the working situation considering resources (e.g., (...) autonomy), strain (e.g., dependency on contracts with clients) and health and career outcomes of small business owners. This study used a qualitative approach to comprehensively mirror the working situation. Participants who were 29 small business owners from Germany gave permission for recording expert interviews in which they reported, for example, on health complaints, recovery opportunities, obstacles and resources while running their businesses. The interviews emphasize the meaning of active actions and own responsibility for creating working conditions and enabling autonomy. Small business owners yet have to be able to use the autonomy. Besides personal preferences regarding the career path as being pulled into self-employment and not pushed by situational circumstances also marketability and flexibility played a role and explained health and career issues. Our findings underline that the social network is of utmost importance to small business owners and that social support – even or despite of being solo self-employed – is a key to sustaining health and satisfaction. As voluntariness played an essential role for selecting this specific career path those being pulled into self-employment as no other jobs are available should receive particular support through career counseling. One shortcoming of prior research is that the concrete working situation of small business owners and its impact on health and career has not adequately been taken into account. Based on work-related stress models we developed a frame model specific for the situation of small business owners which allows concrete hypotheses for further quantitative research. (shrink)

The paper examines the very beginnings of Bible Mission in Hungary within the Habsburg Empire in the first part of the nineteenth century. It divides the first thirty years into two major epochs: the one before Gottlieb August Wimmer, Lutheran pastor of Felsőlövő (Oberschützen) and agent of the British and Foreign Bible Society (BFBS) and the one characterized by his work until the revolution of 1848. In the paper, I summarize the main obstacles of Bible Mission both political and religious (...) as well as the main achievements and formations of policies and practices that still define Bible Mission of the Bible Societies in all around the world. The work of BFBS in Hungary in this period was also intertwined with the formative period of the Budapest Scottish Mission, a topic that I also touch in the paper. (shrink)
