Drawing its strength from the UN Charter and UDHR, human rights ethics is a beacon of hope and a promise that requires continuous reaffirmation during these turbulent times. These two documents, with their unwavering faith in ‘fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small,’ have shaped our understanding of human rights as global and universal ethics. However, this faith is now being severely (...) tested by four countercurrents: extremism, exclusionism, selectivism, and populism. These countercurrents pose significant and urgent human rights threats that activists, academics, and policymakers must confront by reasserting the basic core values of the UN Charter and UDHR. As one would expect, Kant believes that there is a tension, and even a conflict, between our bodily humanity and its ethical counterpart: ‘Inclination to pleasurable living and inclination to virtue are in conflict with each other’ (Anthropology, 185-86 [7:277]). What is more unexpected, however, is that he further claims that this tension can be resolved in what he calls an example of ‘civilised bliss’, namely dinner parties. Dinner parties are, for Kant, part of the ‘highest ethicophysical good’, the ultimate (...) resolution of the conflict between our physical body and our moral powers, which consists in finding the right proportions for the ‘mixture’ between our partly ‘sensuous’ and partly ‘ethicointellectual’ nature. The aim of this paper is not only to explain Kant’s account of the ideal proportions of ethicophysical good in dinner parties, but also, and more importantly, to argue that dinner parties are in fact the ultimate experience for us, human beings. With the advent of the 21st century, the way characters and identities interact under the influence of dominant powers has brought a new world into existence, a world dubbed by Manuel Castells as the ‘Fourth World’. Within the Castellsian theoretical matrix of the Fourth World and politics of identity, the present study seeks to investigate the true nature of the futuristic world Margaret Atwood has created in the MaddAddam trilogy. The trilogy literarily reflects a global crisis that ultimately leads to (...) dystopia and the destruction of the human race: what remains of humanity is a small group of survivors who must struggle to conserve what remains of humanity. Identity as the main determining factor in the Fourth World represents personal and public privileges, characteristics, and means of differentiating oneself from others. The Fourth World and its political peculiarities reflect contemporary powers, i.e. the power of the network society, network communication and media. Humankind, in this wheel, is just a toy in the hands of an intelligence broker. What exactly happens to human and semi-human characters in Atwood’s trilogy is the result of Fourth World structures and values, and how they shape and reconstruct identities to lead the world toward fabricated truths and values, and terminate in dystopia. This book examines recent forms of secularisation to demonstrate that we are now witnessing a "fourth secularisation": the autonomy of lifestyles. After introducing two initial secularising movements, from mythosto Logosand from Logosto Christianity, the book sets out how from Max Weber onwards a third movement emerged that practised the autonomy of science. More recently, daily life radicalises Weber's secularisation and its scope has spread out to include autonomy of individual practices, which has given rise to this fourth iteration. The book (...) outlines these first three forms of secularisation and then analyses the fourth secularisation in depth, identifying its three main dimensions: the de-institutionalisation of the religious lifestyle; the individualisation of faith; and the development of new social forms in the religious field. These areas of religious practice are shown to be multiplying partly as a result of the general aestheticization of society. Individuals, therefore, aspire to personal styles of life with regard to beliefs and the choice of their own religious practices. Science has two fundamental ways of changing our understanding. One may be called extrovert, or about the world, and the other introvert, or about ourselves. Three scientific revolutions in the past had great impact both extrovertly and introvertly. In changing our understanding of the external world, they also modified our conception of who we are, that is, our self-understanding. The following chapter discusses the fourth revolution.

Techno-colonialism, which I argue here to specifically mean the transfer of technology and its values and norms from one locale to another, has become a serious concern with the advancement of socially disruptive technologies1 of the Fourth Industrial Revolution (4IR), like artificial intelligence and robots. While the transfer of technology from one locale, especially economically advanced countries, to developing countries comes with economic benefits for both regions, it is important to understand that technologies are not value- neutral; they come with (...) the values, cultures, and worldviews of their designers. However, despite the nonvalue-neutrality of the technologies of the 4IR, they are still relevant for subSaharan Africa’s development. Thus, using a phenomenological approach, especially the sub-Saharan African experiences of past histories of colonialism, I prescribe cautionary measures that sub-Saharan Africans ought to take in approaching the current industrial revolution and its technologies. The main narratives of prevailing ideas of the Fourth Estate were articulated in the era of traditional mass media, and these traditional narratives are challenged by the changing media landscapes. This raises the question whether traditional narratives of the Fourth Estate should be maintained. We will argue – through a close reading of Derrida’s reflections on the relationship between communicative significance and silence, combined with a deliberative ideal for democracy – that the new structures of communication call for a Fourth (...) Estate that focuses on creating spaces for flexible structures of silence in the public sphere. The Fourth Estate has an obvious assignment of counteracting problematic structures of silence. In this article, we will, however, bring out assignments of creating spaces of silence in the public sphere: by silencing certain dominant voices, making room for an increased lack of answers and creating an awareness of the insufficiencies of the public spheres. We offer a novel interpretation of the argumentative role that Meditation IV plays within the whole of the Meditations. This new interpretation clarifies several otherwise head-scratching claims that Descartes makes about Meditation IV, and it fully exonerates the Fourth Meditation from either raising or exacerbating Descartes’ circularity problems.

On the historically dominant reading of the Fourth Paralogism, Kant pursues an antiskeptical strategy of a Berkeleyan stripe, aiming to secure our belief in the existence of the external world by reducing this world to a mind-dependent, mental entity. I propose a more charitable and realist interpretation of Kant’s strategy. On the proposed reading, Kant pursues a moderate antiskeptical strategy which sets radical skeptical worries aside; Kant’s Berkeleyan-sounding remarks merely express standard Kantian doctrine (his theory of space).

Who are we, and how do we relate to each other? Luciano Floridi, one of the leading figures in contemporary philosophy, argues that the explosive developments in Information and Communication Technologies is changing the answer to these fundamental human questions. As the boundaries between life online and offline break down, and we become seamlessly connected to each other and surrounded by smart, responsive objects, we are all becoming integrated into an "infosphere". Personas we adopt in social media, for example, feed (...) into our 'real' lives so that we begin to live, as Floridi puts in, "onlife". Following those led by Copernicus, Darwin, and Freud, this metaphysical shift represents nothing less than a fourth revolution. "Onlife" defines more and more of our daily activity - the way we shop, work, learn, care for our health, entertain ourselves, conduct our relationships; the way we interact with the worlds of law, finance, and politics; even the way we conduct war. In every department of life, ICTs have become environmental forces which are creating and transforming our realities. How can we ensure that we shall reap their benefits? What are the implicit risks? Are our technologies going to enable and empower us, or constrain us? Floridi argues that we must expand our ecological and ethical approach to cover both natural and man-made realities, putting the 'e' in an environmentalism that can deal successfully with the new challenges posed by our digital technologies and information society. Elementary teachers can integrate social studies into their curriculum through thematic or interdisciplinary units. This study explores fourth-grade students’ responses to a month-long, structured inquiry. For two weeks, fourth-graders engaged in multiple readings of five secondary and fourteen primary sources using closed- and open-ended analysis questions and extemporaneous, text-based writing. For another two weeks, the writing process guided students through concept mapping, skeleton outlining, peer- and teacher-review, and revision. Three researchers examined students’ writings for criticality, complexity, and clarity. Findings yielded (...) positive, statistically significant correlations between secondary source usage and historical significance, secondary source usage and continuity-and-change, and primary source usage and contextualization. Positive, weak correlations appear between primary source usage and sourcing. No relationship appears between corroboration and other variables. Meaning is extrapolated for classroom practice and applied to seminal studies. Limitations include a small sample of largely homogeneous, inexperienced students. (shrink)

The Fourth Industrial Revolution has become a global buzz word since the World Economic Forum adopted it as an annual issue in 2016. It is represented by hyper automation and hyper connectivity based on artificial intelligence, big data, robotics, and Internet of things. AI, big data, and robotics can contribute to developing hyper automation that can increase productivity and intensify industrial production. Particularly, robots using AI can make decision by themselves as human being on complicated processes. Along with the hyper (...) automation, the hyper connectivity increases not only at national, but also global level by using information and communication technologies. IoT is the core technology to create the hyper connectivity in Cyber Physical System that connects technology, nature, and human being. Accordingly, a perfect convergence between ICT and manufacturing can be completed in the Fourth Industrial Revolution era and an extremely efficient flexible production system by spreading IoT in CPS will be established. Under such a condition, innovative clusters must play their traditional roles in cradles of technology innovation and commercialization. It must be difficult challenges for innovative clusters to meet their targets and to be adjusted by the changing new environment at the same time. This paper argues how the Fourth Industrial Revolution can change the global production chain and how core technologies function in industries. Furthermore, it focuses on how innovative clusters have to evolve to respond the Fourth Industrial Revolution. Last, but not least it also analyzes whether or not innovative clusters can play their roles as technology innovation hubs in the real world and CPS in the Fourth Industrial Revolution era. (shrink)

Although Gaius Julius Victor has attracted scholarly attention due to his inclusion of letter-writing in his fourth-century rhetorical manual, his peculiar notion of sermocinatio or “impersonation” has gone largely unnoticed. Set against the backdrop of earlier accounts of sermocinatio as a technique of the grand style—including accounts in Quintilian and Cicero—Julius Victor presents impersonation as a method of subtle eloquence most germane to plain-style rubrics. Given Julius Victor’s coupling of sermocinatio and letter-writing, too, his manual suggests that the ascending importance (...) of writing tracks this stylistic reorientation, anticipating our own era’s evolving media and techniques for impersonating others. One of the most pressing philosophical problems in early modern Europe concerned how the soul and body could form a unity, or, as many understood it, how these two substances could work together. It was widely believed that there were three (and only three) hypotheses regarding the union of soul and body: (1) physical influence, (2) occasionalism, and (3) pre-established harmony. However, in 1763, a fourth hypothesis was put forward by the French thinker André-Pierre Le Guay de Prémontval (1716–1764). Prémontval’s (...) hypothesis, given the grand name of “psychocracy” (i.e., the dominion or the rule of the soul), held that there was a real influence between soul and body, but that this was an immaterial kind of influence as opposed to the physical kind that had been entertained heretofore. Prémontval’s hypothesis is the focus of this paper. I shall begin by sketching out the details of Prémontval’s hypothesis (Section 1), then proceed to consider its claims to constitute a true fourth hypothesis distinct from the other three (Section 2), before closing by briefly considering two objections and the responses either that Prémontval himself made or that may be made on his behalf (Section 3). The object of the study is the university quarter as a socio-cultural phenomenon. The subject of the study is the forms of cultural interaction between the university quarter and the city. The use of comparative and typological methods made it possible to identify and describe four forms of university presence in the city space, grouped around two basic directions. The first direction assumes the priority of the university in relation to the city, which gives rise to such a form of (...) their interaction as a "university city". In this case, university activity, in fact, fulfills the role of the economic basis of urban life. The second direction, which is characterized by the leading role of the city, is represented by the student quarter, campus, university quarter. And in this case, we can talk about the "growing" of the university into the urban space, which has both its positive and negative sides. Special attention is paid to the university quarter, the need for which is associated with the expansion of the university's interaction with the urban community. Combining the project nature, openness, flexible targeting, it demonstrates greater potential compared to traditional options. In turn, the university quarter project can be represented by various complementary options. The analysis of the Samara experience of its design revealed two promising forms of its implementation: building a citywide university space and updating the historical past on the basis of available university resources. This paper discusses ἐπιβολαὶ τῆς διανοίας, which later Epicureans are supposed to have elevated to a fourth criterion of truth to complement perceptions, preconceptions and feelings. By examining Epicurus’ extant writings, the paper distinguishes three different senses of the term: ‘thought in general’, ‘act of attention’ and ‘mental perception’. It is argued that only the sense ‘mental perception’ yields a plausible reading of ἐπιβολαί as a criterion of truth. The paper then turns to the textual evidence on ἐπιβολαί in later (...) authors. While the term ἐπιβολή is not used by Cicero, Lucretius and Philodemus in the sense of mental perception, it is argued that this still is the most plausible way of understanding ἐπιβολή as a criterion of truth. A quarter-life crisis (QLC) is a phenomenon that has gained widespread attention in the media and popular literature as a result of the difficulties associated with early adulthood. This study, "Tumatanda na Ako: The Quarter-life Crisis Phenomenon Among Emerging Adults," explored the emerging adults’ experiences of quarter-life crisis and the meaning they make out of their experiences of this phenomenon. The study utilized the interpretative phenomenological analysis of the qualitative data gathered from twenty (20) respondents from a higher educational institution (...) in Bocaue, Bulacan. The findings have been the bases for the development of the developmental program entitled, “KnowNow, Know-How: Unveiling the Quarter-life Crisis Phenomenon and Finding Ways to Conquer!” and for the development of a proposed psychological assessment tool namely “Help! I Am Lost,” A Quarter-life Crisis Scale. (shrink)

Artificial intelligence (AI) is the ability of a digital computer or computer-controlled robot to perform tasks commonly associated with intelligent beings. Artificial intelligence can be both a blessing and a curse, and potentially a double-edged sword if not carefully wielded. While it holds massive potential benefits to humans—particularly in healthcare by assisting in treatment of diseases, surgeries, record keeping, and easing the lives of both patients and doctors, its misuse has potential for harm through impact of biases, unemployment, breaches of (...) privacy, and lack of accountability to mention a few. In this article, we discuss the fourth industrial revolution, through a focus on the core of this phenomenon, artificial intelligence. We outline what the fourth industrial revolution is, its basis around AI, and how this infiltrates human lives and society, akin to a transcendence. We focus on the potential dangers of AI and the ethical concerns it brings about particularly in developing countries in general and conflict zones in particular, and we offer potential solutions to such dangers. While we acknowledge the importance and potential of AI, we also call for cautious reservations before plunging straight into the exciting world of the future, one which we long have heard of only in science fiction movies. This paper develops an interpretation of the fourth account of conditionals in Sextus Empiricus's Outlines of Pyrrhonism that conceptually links it with contemporary ?relevance? interpretations of entailment. It is argued that the third account of conditionals, which analyzes the truth of a conditional in terms of the joint impossibility of antecedent and denial of consequent, should not be interpreted in terms of a relative incompatibility of antecedent and denial of consequent because of Stoic acceptance of the truth of some conditionals (...) of the form p ? ?p and its converse. Rather, it is suggested, ancient attempts to avoid the so-called paradoxes of implication involve the fourth account of conditionals. I hypothesize that this account is related to Stoic attempts to define truth conditions for conditionals in terms of a theory of the concludency (validity) of arguments in opposition to the more common procedure (represented by the first three accounts of conditionals) of specifying truth conditions for conditionals ?semantically? and using those truth conditions in the development of a theory of argument validity. “The Fourth Spartacus” uses Alain Badiou’s work, especially Logics of Worlds, to critique the 1976 Soweto student rebellion. Soweto 1976 is one of the key events in black South African anti-apartheid history. Taking its cue from the figure of Spartacus, a figure that assumes many iterations in political history, this essay argues for a fidelity to the event of Soweto 1976: the recognition that Soweto 1976 must be understood as a radical moment that is not continuous with the preceding and, (...) particularly, successive moments of anti-apartheid struggle. Soweto 1976, “The Fourth Spartacus” insists, did not culminate, as the dominant political narrative in post-apartheid South Africa claims, in the democratic elections of 1994. More than anything, the event of Soweto 1976 stands determinedly opposed to the democratic materialism of post-apartheid South Africa. (shrink)

The arguments of the fourth chapter of 'utilitarianism' have been given considerable attention in recent years. the present article suggests that the major (and most controversial) part of the chapter is concerned not so much with the proof as with the kind of proof to which the principle of utility is susceptible. it is argued that the chapter progresses in an orderly manner to outline the kinds of considerations which would be necessary to show (a) that happiness is desirable as (...) an end; (b) that the general happiness is desirable as an end; and (c) that the general happiness alone is desirable as an end. as well it is maintained that mill's arguments are not susceptible to the traditional objections raised against them (the naturalistic fallacy; arguing from verbal to logical similarities; fallacy of composition.). In this article we expand upon the conceptual framework of Félix Guattari’s 1989 essay, The Three Ecologies. Here Guattari examines changes in subjectivity that have come about due to scientific and technological advances which, as he sees it, brought about an “ecological disequilibrium” ([1989]2000, 27) and deteriorated individual and collective modes of being. In response to this Guattari proposes a kind of holistic therapy or ‘ecosophy’ between three ecological registers: “the environment, social relations and human subjectivity” (ibid., 28). Guattari cautions (...) that we not only take note of these macro determinations, but also heed the libidinal impulses of desire – what captures it, what directs it, and what shuts it down. Since the publication of The Three Ecologies, the rise of digital technologies has dramatically influenced the ways in which people think, live and communicate. Technological infrastructures, for instance, are used to spread disinformation at a vast speed and scale, and because social networks are often homophile many people infrequently encounter critical disagreement and debate. The increase in media and digital communications usage has also led to new forms of social inclusion and exclusion, the most exacerbated form of which is probably the phenomenon known as hikikomori – acute, prolonged social withdrawal. Taking hikikomori as our focus, we describe what we see as a general set of symptoms of society and trace its myriad intersections with an ever-increasing algorithmic ubiquity, which we posit as the new form of hyper-modulation following from Foucault’s disciplinary societies and Deleuze’s control societies.
