After a sustained period of relative calm, initial teacher education and training (ITET) in Wales has seen much change in recent times since devolution and all the indications are that this change agenda is likely to escalate in both the short and long term. In order to understand what has been happening in the ITET field in Wales, our paper sets out to achieve three things: first, it has contextualised the changing ITET, political, social and economic climate within Wales. Second, (...) it has presented ITET data for Wales from the onset of devolution to the present time. Thereafter, these data have been compared and contrasted. Third, we have attempted to project our findings forward, albeit in an era which is increasingly difficult to predict given both the financial climate and ?cuts? agenda. These latter aspects may result in the longer term, at best, to ITET in Wales becoming even further fragmented or reduced in numbers to, at worst, being decimated or changed forever from the more traditional scene which was apparent in both Wales and the rest of the UK since the Robbins Report aftermath in the late 1960s. This paper focuses upon a long-term strategic approach to tackling school absenteeism and truancy within secondary schools. It utilises a tiered colour-coded concept to monitor the progress of pupils within the groups and subsequently take the appropriate action. The PSCC scheme combines attainment and attendance data collected from pupils' primary schools with monitoring and enhancement strategies within the secondary school. The scheme enables schools to tackle their long-term absentees and erratic attenders as well as those who have learning and/or special (...) needs. Over a five-year period, properly implemented, the scheme has the potential to help to transform the prevailing culture within low attendance schools. The PSCC model utilises school change strategies in a dynamic manner in order to improve the attendance, behaviour and learning support needs of pupils which, in turn, can help to raise standards and attainment levels. It can also help to improve parents' attitudes towards their children's school. Finally, it provides a managerial focal point for staff to combat pupils' absence utilising a whole school approach. This paper reflects upon a career of 40 years involving teaching and research into the causes and solutions for school absenteeism and truancy. It includes insights into both professional and empirical work and notes how the subject has become increasingly ?politicised? over the last 25?30 years by governments of both persuasions: Left and Right. It also reinforces difficulties which educational researchers can face in obtaining funding for their chosen field and notes how stubbornly difficult improving school attendance and reducing truancy (...) and school absenteeism has become, despite innovations and the changing curriculum and educational policy scenes. The Scottish philosopher Thomas Reid first published Essays on Active Powers of Man in 1788 while he was Professor of Philosophy at King's College, Aberdeen. The work contains a set of essays on active power, the will, principles of action, the liberty of moral agents, and morals. Reid was a key figure in the Scottish Enlightenment and one of the founders of the 'common sense' school of philosophy. In Active Powers Reid gives his fullest exploration of sensus (...) communis as the basis of all philosophical inquiry. He uses common sense realism to argue for the existence of a stable external world, the existence of other minds, and to offer a powerful challenge to versions of the Theory of Ideas advocated by Hume and Locke . This is a key work of the Scottish Enlightenment that made important contributions to fundamental debates about the basis of philosophical inquiry. (shrink)

This book will provide a cutting-edge, theoretically innovative, and analytically detailed response to significant developments occurring in the fields of indigenous governance.

Precursors of inferential capacities concerning self- and other- understanding may be found in the basic experience of social contingency and emotional sharing. The emergence of a sense of self- and other-agency receives special attention here, as a foundation for self-understanding. We propose that synchrony, an amodal parameter of contingent self-other relationships, should be especially involved in the development of a sense of agency. To explore this framework, we have manipulated synchrony in various ways, either by delaying mother’s response to infant’s (...) behaviour, disorganizing mother’s internal synchrony between face and voice, freezing the partner in a still attitude, or on the contrary maximizing synchrony through imitation. We report results obtained with healthy and clinical populations that are supposed to be at the beginning of basic experiences concerning the ownership of their actions: infants of 2 months and 6 months, low-functioning children with autism and MA matched young children with Down Syndrome. Our results support the idea of a two-step process linking understanding of self to understanding of other and leading on to form the concept of human beings as universally contingent entities. The issue whether there is any necessary connection between time and change turns, I argue, on the problem of what constitutes an accurate measurement of how much time passes. Given a plausible hypothesis about how time is measured, Shoemaker’s well known argument that time can pass without change can be seen to be unsound. But Shoemaker’s conclusion is not therefore false. The same hypothesis about time measurement supports a revised version of Shoemaker’s argument, and the revised argument does establish that (...) the passage of a quantity of time does not require that change occur during that time. Though Shoemaker’s conclusion is vindicated, it does not follow that there is no necessary connection at all between time and change. On the contrary, there is a connection which is simply of a different kind from the one Shoemaker had in mind. (shrink)

According to the 2011 Australian Census, Catholics made up just over a quarter of the Australian population: there were 5,439,268 Catholics in a total Australian population of 21,507,719. In the five years between the 2006 and 2011 Censuses, the number of Catholics increased by over 312,000, or 6.1 per cent. During the same period, the total Australian population increased by 8.3 per cent. In this paper, I consider Michael Fried’s recent contribution to the debate around the experience of video art, made in relation to the work of Douglas Gordon. Fried speculates that issues of antitheatricality may in fact be key to specifying the medium of video installation. While Fried’s position offers a useful way of framing the relation with the beholder in video art, in a way that pointedly moves beyond tautological notions of activating spectatorship, I question how theatricality is to be (...) thus defined. Referencing the beholding of painting, I distinguish the implicit beholder from the literal spectator, and claim that the distinction has relevance for video art. However, I welcome what seems to be an explicit acknowledgment from Fried that the position of the spectator is a contributory factor in what he terms empathic projection. I argue that video art as a spatial practice offers a distinct mode of reception by positioning the spectator in relation to two-dimensional figurative space to which she is excluded. (shrink)

Might architecture be reconceived as a form of performance? I draw upon Nelson Goodman’s writing on architecture—including his account of architectural notation—and David Davies’s performance theory, which claims that artworks should be considered not as products made by generative performances, but rather as the performances themselves. I tie the exemplification that Goodman identifies as the primary way architectural works ‘mean’ to the role of the architectural ‘score’, recast not as a mere ‘constraint’ but as integral to the creative processes by (...) which architecture establishes an ‘artistic statement’ and a distinctive ‘virtual’ realm. In so doing, I reconcile such a position with an aesthetics of reception, whereby the situated encounter with the physical building is seen as essential to the critical retrieval of any given architectural performance. I test this position against a late work by Sigurd Lewerentz, completed when he was in his eighties, and examine the extraordinary lengths necessitated by his idiosyncratic imperative not to cut any bricks, thereby articulating an artwork every bit as radical as contemporaneous works by conceptual artists. Although we use randomness when we don’t know any better, a principle of indifference cannot be used to explain anything interesting or fundamental. For example, in thermodynamics it can be shown that the real explanatory work is being done by the Second Law, not the equal a priori probability postulate. But to explain the interesting Second Law, many physicists try to retreat to a “random explanation,” which fails. Looking at this problem from a different perspective reveals a natural solution: boundary-based (...) explanations that arguably should be viewed as no less fundamental than other physical laws. Historically, architecture takes its scale from the size and shape of the human body, the irreducible unit of measurement for human dwelling. The humanity of architecture, along with the architecture of humanity, is in danger of being lost. All buildings speak: some more directly than others. The building, a former Public Health Department, was opened on 27 September 1937, was famous for its commitment to providing free parks, gardens, clinics, nursery schools, and other public amenities to a largely working‐class population. (...) Another pioneering design in the field of progressive education was the ‘School on the Sound’ by architect Kaj Gottlob in Copenhagen. The Dutch were pioneers of high‐quality public housing, recruiting the best and most visionary architects. It is argued thatde dicto andde re beliefs are attitudes towards syntactically structured entities (sentences) in the head. In order to identify the content of ade dicto orde re belief, we must be able to match causal relations of belief states to natural language inferences. Such match-ups provide sufficient empirical justification for regarding those causal relations as syntactic transformations, that is, inferences. But only syntactically structured entities are capable of enjoying such inferential relations. Hence,de dicto andde re beliefs must be (...) syntactically structured. Given that beliefs are also brain states, it follows that they are sentences in the brain. The argument presented here is shown to be an improvement over similar arguments advanced by Harman and Fodor. (shrink)

Concerns of intellectual property infringement in China slow the dissemination of clean technology (Cleantech) innovation that could help bring the pace of global warming under control. We use the U.S. post‐World War 2 policy decisions with respect to Japan and Europe (the Marshall Plan) to show how this problem can be addressed. To help Japan become a western style democracy and stem the tide of communism, the U.S. transferred much of its extant intellectual property to Japan with a promise to (...) open US markets to Japanese goods. The United States did not require Japan to open its markets to U.S. goods. As a result, Japan became a staunch U.S. political ally in Asia, but also a serious economic competitor to the United States. While the Marshall Plan deployed different resources, the political outcomes were similar to Japan: Western Europe was a bulwark against communism. As global warming has become a major strategic issue, we argue that a comparable IPR initiative is required for China. This is not just a matter of doing the right thing as members of global commons, but is also matter of national security. We propose that by facilitating and managing the flow and sharing of U.S., EU, and Japanese Cleantech intellectual property with China—through a Cleantech Marshall Plan—a positive strategic relationship may be built while helping to bring global warming under control. PstS and DING proteins are members of a superfamily of secreted, high‐affinity phosphate‐binding proteins. Whereas microbial PstS have a well‐defined role in phosphate ABC transporters, the physiological function of DING proteins, named after their DINGGG N termini, still needs to be determined. PstS and DING proteins co‐exist in some Pseudomonas strains, to which they confer a highly adhesive and virulent phenotype. More than 30 DING proteins have now been purified, mostly from eukaryotes. They are often associated with infections or with (...) dysregulation of cell proliferation. Consequently, eukaryotic DING proteins could also be involved in cell–cell communication or adherence. The ubiquitous presence in eukaryotes of proteins structurally and functionally related to bacterial virulence factors is intriguing, as is the absence of eukaryotic genes encoding DING proteins in databases. DING proteins in eukaryotes could originate from unidentified commensal or symbiotic bacteria and could contribute to essential functions. Alternatively, DING proteins could be encoded by eukaryotic genes sharing special features that prevent their cloning. Both hypotheses are discussed. (shrink)

Most current theories of category-specific semantic deficits appeal to the role of sensory and functional knowledge types in explaining patients' impairments. We discuss why this binary classification is inadequate, point to a more detailed knowledge type taxonomy, and suggest how it may provide insight into the relationships between category-specific semantic deficits and impairments of specific aspects of knowledge.

This paper develops a statistical approach to the problem of primitive representation. Representation of the kind commonly attributed to litmus paper, fuel gauges and tree rings occurs when, so to speak, there is a sufficiently good correlation between two variables. The fundamental distinction between misrepresentation and non-representation is explained in terms of the notion of an informationally useful correlation. The paper further argues that the statistical approach satisfactorily resolves well known puzzles such as Fodor's disjunction problem.
