COVID-19 vaccines are likely to be scarce for years to come. Many countries, from India to the U.K., have demonstrated vaccine nationalism. What are the ethical limits to this vaccine nationalism? Neither extreme nationalism nor extreme cosmopolitanism is ethically justifiable. Instead, we propose the fair priority for residents framework, in which governments can retain COVID-19 vaccine doses for their residents only to the extent that they are needed to maintain a noncrisis level of mortality while they are implementing reasonable public (...) health interventions. Practically, a noncrisis level of mortality is that experienced during a bad influenza season, which society considers an acceptable background risk. Governments take action to limit mortality from influenza, but there is no emergency that includes severe lockdowns. This “flu-risk standard” is a nonarbitrary and generally accepted heuristic. Mortality above the flu-risk standard justifies greater governmental interventions, including retaining vaccines for a country's own citizens over global need. The precise level of vaccination needed to meet the flu-risk standard will depend upon empirical factors related to the pandemic. This links the ethical principles to the scientific data emerging from the emergency. Thus, the FPR framework recognizes that governments should prioritize procuring vaccines for their country when doing so is necessary to reduce mortality to noncrisis flu-like levels. But after that, a government is obligated to do its part to share vaccines to reduce risks of mortality for people in other countries. We consider and reject objections to the FPR framework based on a country: having developed a vaccine, raising taxes to pay for vaccine research and purchase, wanting to eliminate economic and social burdens, and being ineffective in combating COVID-19 through public health interventions. We study the logical and computational properties of basic theorems of uncountable mathematics, including the Cousin and Lindelöf lemma published in 1895 and 1903. Historically, these lemmas were among the first formulations of open-cover compactness and the Lindelöf property, respectively. These notions are of great conceptual importance: the former is commonly viewed as a way of treating uncountable sets like e.g. [Formula: see text] as “almost finite”, while the latter allows one to treat uncountable sets like e.g. [Formula: see text] (...) as “almost countable”. This reduction of the uncountable to the finite/countable turns out to have a considerable logical and computational cost: we show that the aforementioned lemmas, and many related theorems, are extremely hard to prove, while the associated sub-covers are extremely hard to compute. Indeed, in terms of the standard scale (based on comprehension axioms), a proof of these lemmas requires at least the full extent of second-order arithmetic, a system originating from Hilbert–Bernays’ Grundlagen der Mathematik. This observation has far-reaching implications for the Grundlagen’s spiritual successor, the program of Reverse Mathematics, and the associated Gödel hierarchy. We also show that the Cousin lemma is essential for the development of the gauge integral, a generalization of the Lebesgue and improper Riemann integrals that also uniquely provides a direct formalization of Feynman’s path integral. According to Russellian monism, phenomenal consciousness is constituted by inscrutables: intrinsic properties that categorically ground dispositional properties described by fundamental physics. On Russellian physicalism, those inscrutables are construed as protophenomenal properties: non-structural properties that both categorically ground dispositional properties and, perhaps when appropriately structured, collectively constitute phenomenal properties. Morris and Brown (Journal of Consciousness Studies 2016, 2017) argue that protophenomenal properties cannot serve this purpose, given assumptions Russellian monists typically make about the modal profile of such properties. Those assumptions, it (...) is argued, entail that protophenomenal properties are ‘experience specific’, that is, they are individuated by their potential to constitute phenomenal properties, and are thus not genuinely physical. However, we argue, that reasoning assumes that physical inscrutables must be individuated in terms of their (actual or possible) grounding roles. Not only is that assumption questionable: it is antithetical to Russellian monism. (shrink)

Although the neoconservative movement has come to dominate American conservatism, this movement has its origins in the old Marxist Left. Communists in their younger days, as the founders of neoconservatism, inverted Marxist doctrine by arguing that moral values and not economic forces were the primary movers of history. Yet the neoconservative critique of biotechnology still borrows heavily from Karl Marx and owes more to the German philosopher Martin Heidegger than to the Scottish philosopher and political economist Adam Smith. Loath to (...) identify these sources - or perhaps unaware of them - neoconservatives do not acknowledge these intellectual underpinnings or their implications. Thus, in the final analysis, their critique is incoherent and even internally inconsistent. By not acknowledging and embracing their intellectual roots, neoconservatives are left with a deeply ambivalent and often confused view of biotechnology and the society that gives rise to it. This paper considers ethical decision making by blending three streams of related research: cognitive moral development of the decision maker, rational choice theory and a subjective expected utility model. Ethical dilemmas can be defined as situations where moral certainty is compromised by rational cognition. In this paper, the authors assume that some people use a morality-first perspective and others a rationality-first perspective. Ethical scenarios were written and used to test hypotheses derived from this perspective. The instrument developed was shown to (...) be in need of further refinement. Cette étude vise à explorer la possibilité d'une pédagogie alternative non fondée sur la subjectivité moderne, basée sur la théorie du deuil de Judith Butler. Le sujet méritocratique favorisé par l'éducation d'aujourd'hui ne peut pas répondre par le deuil à la mort des autres, qui réveille la précarité et la douleur de la vie, pour maintenir un optimisme face à soi et à l'avenir. Selon Judith Butler, les sujets qui pleurent la mort des autres, contrairement aux sujets modernes autonomes, sont (...) des sujets vulnérables et hétéronomes qui émergent de telle sorte que la frontière exclusive avec les autres est brisée, et le deuil qu'ils accomplissent est une cohabitation d'autres vulnérables. Il sert de base à la recherche. Sur cette base, une pédagogie alternative est proposée. La pédagogie du deuil (1) est basée sur la vulnérabilité plutôt que sur l'autonomie ou l'indépendance du sujet, (2) utilise la critique comme outil pour découvrir des vies qui ne peuvent pas être pleurées et crée une politique commune qui les englobe. (3) Le deuil de la mort d'autrui est constamment tenté sur la base de l'éthique de l'échec qui ne peut jamais être achevé. La pédagogie du deuil est une éducation qui restaure les sujets effondrés et épuisés de la société moderne, une éducation qui ravive la valeur des émotions aliénées telles que la tristesse, la douleur et la peur, et qui fait finalement partie de l'éducation démocratique qui cherche à « vivre ensemble ». The article argues that federal requirements for investigating sexual harassment should be restructured so as to address the challenges stigma poses for the realization of Title IX's objectives.

Thematically organized around the major concerns of Basil Bernstein's work as a sociologist, this book includes chapters from some of the leading sociologists and educational scholars. Each section attempts to provide a critical evaluation of Bernstein's work, framed within four interrelated contexts: his sociological theory, sociology of language and code theory, sociology of education and social reproduction, and the influence of his sociology on educational research. In a separate section, Bernstein himself responds to the earlier chapters. Transcription is a fundamental cellular process and the first step in gene regulation. Although RNA polymerase (RNAP) is highly processive, in growing cells the progression of transcription can be hindered by obstacles on the DNA template, such as damaged DNA. The authors recent findings highlight a trade‐off between transcription fidelity and DNA break repair. While a lot of work has focused on the interaction between transcription and nucleotide excision repair, less is known about how transcription influences the repair of DNA (...) breaks. The authors suggest that when the cell experiences stress from DNA breaks, the control of RNAP processivity affects the balance between preserving transcription integrity and DNA repair. Here, how the conflict between transcription and DNA double‐strand break (DSB) repair threatens the integrity of both RNA and DNA are discussed. In reviewing this field, the authors speculate on cellular paradigms where this equilibrium is well sustained, and instances where the maintenance of transcription fidelity is favored over genome stability. The scope of social policy today is extensive. With the changing global scenario, there is a rediscovery of “social” in it. Indubitably, there is a gender perspective on social policy globally. The world Economic Forum states that there are only six countries in the world (Belgium, Denmark, France, Latvia, Luxembourg and Sweden) where women have equal work rights to men. It is noted that the situation in different countries varies when it comes to the working benefits of different genders whether (...) for native or expatriate workers in those places. Though there are rooms to enjoy attractive income and favourable working conditions such as job security, generous retirement plan, and other welfare benefits, there are still various factors that might lead to gender-based differences or gender discrimination in the unique labour market context of the GCC countries. The scenario is distinct in many Scandinavian nations like Sweden. Those countries are often considered the role model for gender equal work allowances. When it comes to India there is still disparity and difference in many areas despite the social security system the country offers in its policies. This paper aims at a descriptive and qualitative study on the causes, consequences and conclusion of the gender disparity in employee allowances in these nations. The study would imply a simple random method of interrogation to examine gender differences empirically within the labour market of the mentioned nations. The economic benefits of a gender-equal nation in the framing of social policy will be emphasized and focused on. (shrink)

This article surveys various topics that link questions about housing with considerations of economic justice. Housing has received increasing attention from philosophers within the last decade. In political philosophy, some aspects of a topic attract more attention than others. Presently, philosophical reflection focuses on the value of a home; homelessness; gentrification; segregation; and spatial justice, with a substantial body of literature developing on these interconnected themes. We highlight some of the recent contributions to the field of housing justice while also (...) identifying areas that have received less attention. Specifically, we emphasize the importance of further philosophical exploration into how macroeconomic factors, like fiscal and monetary policy, impact housing justice. Additionally, we advocate for normative approaches that underscore justice issues not readily addressed by frameworks prioritizing human flourishing or relational equality. (shrink)

According to haecceitism, some maximal possibilities differ even while they are qualitatively indiscernible. Since haecceitism is a modal thesis, it is typically defended by appeal to conceivability arguments. These arguments require us to conceive of qualitatively indiscernible possibilities that differ only with respect to the identity of the individuals involved. This paper examines a series of conceivability arguments for haecceitism and a variety of anti-haecceitist responses. G.E. Moore’s principle of organic unity holds that the intrinsic value of a whole may differ from the sum of the intrinsic values of its parts. Moore combined this principle with invariabilism about intrinsic value: An item’s intrinsic value depends solely on its bearer’s intrinsic properties, not on which wholes it has membership of. It is often said that invariabilism ought to be rejected in favour of what might be called ‘conditionalism’ about intrinsic value. This paper is an attempt to (...) show how invariabilism might be filled out in ways that allow its proponents to answer their conditionalist opponents. The main point consists in identifying how some amount of extrinsic part-value may contribute to whole-value that is nevertheless intrinsic. This enables an invariabilist to explain how the intrinsic value of a whole may differ from the sum of its intrinsic part-values, without abandoning the Moorean doctrine that intrinsic value supervenes on intrinsic properties (the proposal is nevertheless consistent with the view that invariabilist and conditionalist accounts might exist side by side). I finish with a brief explanation of how the main proposal could help construct invariabilist accounts of particular organic unities, looking beyond the more general argument they have with conditionalists. The theoretical virtue of parsimony values the minimizing of theoretical commitments, but theoretical commitments come in two kinds : ontological and ideological. While the ontological commitments of a theory are the entities it posits, a theory’s ideological commitments are the primitive concepts it employs. Here, I show how we can extend the distinction between quantitative and qualitative parsimony, commonly drawn regarding ontological commitments, to the domain of ideological commitments. I then argue that qualitative ideological parsimony is a theoretical virtue. My (...) defense proceeds by demonstrating the merits of qualitative ideological parsimony and by showing how the qualitative conception of ideological parsimony undermines two notable arguments from ideological parsimony: David Lewis’ defense of modal realism and Ted Sider’s defense of mereological nihilism. Artificial intelligence (AI) and machine learning (ML) are becoming increasingly significant areas of research for scholars in science and technology studies (STS) and media studies. In March 2020, Waymo, Google/Alphabet’s autonomous vehicle project, introduced the ‘Open Dataset Virtual Challenge’, an annual competition leveraging their Waymo Open Dataset. This freely accessible dataset comprises annotated autonomous vehicle data from their own Waymo vehicles. Yearly, Waymo has continued to host iterations of this challenge, inviting teams of computer scientists to tackle evolving machine learning (...) and vision problems using Google's data and tools. This article analyses these challenges, situating them within the context of the ‘Grand Challenges’ of artificial intelligence (AI), which aimed to foster accountable and commercially viable advancements in the late 1980s. Through two exploratory workshops, we adopted a ‘technographic’ approach to examine the pivotal role of challenges in the development and political economy of AI. Serving as an organising principle for the AI innovation ecosystem, the challenge connects companies and external collaborators, driving advancements in specific machine vision domains. By exploring six key themes—interface methods, incrementalism, metrics, AI vernacular, applied domains, and competitive advantages—the article illustrates the role of these challenges in shaping AI research and development. By unpacking the dynamic interaction between data, computation, and labour, these challenges serve as catalysts propelling advancements towards self-driving technologies. The study reveals how challenges have historically and presently shaped the evolving landscape of self-driving and AI technologies. (shrink)

Numerous jurisdictions have recently raised the age of retirement or plan to do so. Pressure to extend people's working lives is due to population aging, which makes it harder to fund retirement through existing methods. Raising the retirement age can improve the ‘dependency ratio’ by increasing the fraction of the population that works (and pays taxes) relative to the fraction retired. This article gives sustained attention to connecting the case for retirement with one view about wellbeing, according to which old (...) age is subject to distinctive goods. The importance of being able to access these goods in old age favours an eventual exit from labour market participation that retirement provisions enable. This view is stronger than one that treats retirement as merely a safety net to enable people to stop work only when advanced aging makes it unreasonably burdensome. At the same time, the view likely does not justify status quo retirement ages, meaning that some increase to the retirement age might be defensible. The article also seeks to illuminate ways in which different aspects of population aging – in particular the distinction between dependency ratios and inequalities in longevity – bear differently on the wider debate about justice and retirement. There is little to refute in Collerton et al.'s argument that recurrent complex visual hallucinations involve multiple physiological mechanisms, and the target article's proposed PAD model implicitly incorporates this concept, advancing the field. The novel concept in this model is the intrusion of hallucinatory proto-objects into relatively preserved scenes. The weakness of the model is the lack of physiological detail for this mechanism.

Many familiar forms of property realism identify properties with sui generis ontological categories like universals or tropes and posit a fundamental instantiation relation that unifies objects with their properties. In this paper, I develop and defend locationism, which identifies properties with locations and holds that the occupation relation that unifies objects with their locations also unifies objects with their properties. Along with the theoretical parsimony that locationism enjoys, I argue that locationism resolves a puzzle for actualists regarding the ontological status (...) of uninstantiated properties. In this paper, I am going to explore some of the moral considerations relating to smoking licences. And I shall offer a limited defence of licences as a replacement for sales tax on tobacco products. This defence will include some moral arguments in favour of one particular licence design over others.

Recent commentaries by Verheijde et al, Evans and Potts suggesting that donation after cardiac death practices routinely violate the dead donor rule are based on flawed presumptions. Cell biology, cardiopulmonary resuscitation, critical care life support technologies, donation and transplantation continue to inform concepts of life and death. The impact of oxygen deprivation to cells, organs and the brain is discussed in relation to death as a biological transition. In the face of advancing organ support and replacement technologies, the reversibility of (...) cardiac arrest is now purely related to the context in which it occurs, in association to the availability and application of support systems to maintain oxygenated circulation. The 'complete and irreversible' lexicon commonly used in death discussions and legal statutes are ambiguous, indefinable and should be replaced by accurate terms. Criticism of controlled DCD on the basis of violating the dead donor rule, where autoresuscitation has not been described beyond 2 minutes, in which life support is withdrawn and CPR is not provided, is not valid. However, any post mortem intervention that re-establishes brain blood flow should be prohibited. In comparison to traditional practice, organ donation has forced the clarification of the diagnostic criteria for death and improved the rigour of the determinations. (shrink)

A proposed empirical criterion for task susceptibility to introspective awareness distinguishes cognitive processes of which one cannot be aware from those of which one can be aware. The empirical criterion for task susceptibility to awareness effects proposes that there are tasks which cannot be affected by awareness of the rules constituting the tasks. These criteria were applied to research programmes in rule-learning in which past studies in the area of learning without awareness were included as well as current research in (...) implicit learning. The principal question addressed in these studies is whether or not rule-learning can occur without awareness. An historical review showed that rule-learning occurred in tasks which were both susceptible and insusceptible to introspective awareness and to awareness effects. Accordingly, it has been proposed that rather than attempt to decide theoretically and empirically between the opposing hypotheses—that of “cognitive learning” on the one hand, which assumes that awareness is a necessary condition for rule-learning, and that of “automatic learning” on the other, which assumes direct, automatic and unconscious processes—efforts should rather be directed toward developing a theoretical approach which is based on both conscious and unconscious processes. However, an approach of this kind encounters severe problems, such as the generation of contradictory predictions, which result from the employment of several incongruent and irreconcilable models of explanation. The criteria for task susceptibility offer a way out of these difficulties. (shrink)

Panpsychism, an increasingly popular competitor to physicalism as a theory of mind, faces a famous difficulty, the ‘combination problem’. This is the difficulty of understanding the composition of a conscious mind by parts which are themselves taken to be phenomenally qualitied. I examine the combination problem, and I attempt to solve it. There are a few distinct difficulties under the banner of ‘the combination problem’, and not all of them need worry panpsychists.
