The concept of cultural safety offers a unique approach to nursing practice, based on recognition of the power differentials inherent in any interaction. It is from within the context of nursing in Aoteaoroa/New Zealand (A/NZ) that the concept developed and was subsequently integrated into nursing education. Cultural safety is based within a framework of biculturalism, and is congruent with the tenets of the nation's founding document, the Treaty of Waitangi. Clarification of the concept is offered, together with a review of (...) the historical shift in nursing attitudes that has led to the emergence of ‘cultural safety’ as a viable and valued component of nursing practice.The argument is made that cultural safety has allowed for a more reflective, critical understanding of the actions of nursing to develop. This includes recognition that nurses’ attitudes and values have inevitably been influenced by social and political forces, and as such are in part reflective of those within the wider community. Comparison between the support given by nurses in the early 1900s to the theory of eugenics and the current acceptance of cultural safety is used to highlight this point. An examination of the literature identifies that ideological and conceptual changes have occurred in the approach of A/NZ nurses to issues with cultural implications for practice. A review of background factors relating to Maori health status and the Treaty of Waitangi is presented as a necessary context to the overall discussion.The discussion concludes with an acknowledgement that while the rhetoric of cultural safety is now part of nursing culture in New Zealand, there is no firm evidence to evaluate its impact in practice. Issues identified as impacting on the ability to assess/research a concept, such as cultural safety, are discussed. For cultural safety to become recognised as a credible (and indispensable) tool, it is necessary to further examine the ‘end-point’ or ‘outcomes’ of the process. (shrink)

In his book, Democratic Autonomy: Public Reasoning about the Ends of Policy, Henry Richardson suggests a process-based objection to bureaucracy – that is, an objection to bureaucracy that does not refer primarily to results, but rather to an ethical flaw that is inherent to bureaucratic procedures. Richardson’s worry is that, while large and complex societies rely on bureaucratic agencies to implement policies, there is a threat of those within bureaucratic institutions having more power than the average citizen when (...) it comes to making specific decisions about how to enact policy, and that this inequality in decision making power may be unjustified because undemocratic. If such inequality in decision making power is indeed a real threat, it will turn out that bureaucratic organisations, while being largely motivated by considerations of procedural fairness, may in fact constitute quite unfair procedures. Richardson proposes some institutional reforms that he thinks will enable us to avoid being dominated by bureaucracies, while retaining bureaucratic agencies, which he believes are necessary in modern societies. In what follows, I illustrate Richardson’s worry about bureaucratic domination and his proposed solution to the problem with a simplified, concrete example. If we compare Richardson’s proposed institutional reforms with Max Weber’s analysis of the concept of bureaucracy, however, I argue that it becomes apparent that bureaucracy is in fact incompatible with the sort of democracy that Richardson favours. If I am correct, this means that to the extent that we adopt Richardson’s proposed reforms, we will be replacing bureaucracies with something else. (shrink)

First, we argue that the field of collective remembering can be conceived as a site of active contestation, rather than simply a means of communicating a historic past or our deontic position in relation to these pasts. Approaching collective remembering as a Lieu de Dispute allows us, in turn, to foreground three consequential dimensions of remembrance, which the (...) articles in the issue examine in different ways: that collective remembering is an interpersonal, political and affective practice. On the third day, participants engaged in "Practice--East and West," including presentations geared toward practice both then and there and in the future.One marked difference between this conference and those that Mercy Center put on from 1985 to 1988 was the quality of the participants. In the earlier conferences, many were seekers and intellectual questioners. This year, besides such qualities, the participants were sincere practitioners. In fact, a great many were practicing in both traditions. They often classified themselves as Buddhist Christians or as Christian-root Buddhists. The greater depth of dialogue that has developed in less than fifteen years was clearly apparent. What is more, the sharing and insights of both Buddhist and Christian presenters seemed to have become increasingly relaxed, articulate, and vital. Their presentations were met with much deeper understanding and enthusiasm by all the participants. Researchers do not owe their subjects the same level of care that physicians owe patients, but they owe more than merely what the research protocol stipulates. In keeping with the dynamics of the relationship between researcher and subject, they have limited but substantive fiduciary obligations.

As the aftershocks of the latest economic meltdown reverberate throughout the world, and people organize to physically occupy the major financial centers of the West, few experts and even fewer governments have dared to consider a world without the powerful markets that brought on the crash. Yet, as François Morin explains in _A World Without Wall Street?_, this is the very step that needs to be taken as quickly as possible to avoid a perpetual future of dehumanizing working conditions, devastated (...) ecosystems, and the submission of public policies to private interests. Martin Heidegger is one of the twentieth century’s most influential, but also most cryptic and controversial philosophers. His early fusion of phenomenology with existentialism inspired Sartre and many others, and his later critique of modern rationality inspired Derrida and still others. This introduction covers the whole of Heidegger’s thought and is ideal for anyone coming to his work for the first time. John Richardson centres his account on Heidegger’s persistent effort to change the very kind of understanding or truth (...) we seek. Beginning with an overview of Heidegger’s life and work, he sketches the development of Heidegger’s thought up to the publication of _Being and Time_. He shows how that book takes up Husserl’s method of phenomenology and adapts it. He then introduces and assesses the key arguments of_ Being and Time_ under three headings—pragmatism, existentialism, and temporality—its three levels of analysis of human experience. Subsequent chapters introduce Heidegger’s later philosophy, including his turn towards a historical account of being, and new ideas about how we need to ‘think’ to get the truth about it; his influential writings on language, art, and poetry, and their role in the Western history of being; and his claim that this history has culminated in a technological relation to things that is deeply problematic, above all in the way it excludes the divine. The final chapter looks at Heidegger’s profound influence on several intellectual movements ranging from phenomenology to existentialism to postmodernism. A much-needed and refreshing introduction to this major figure, _Heidegger_ is ideal reading for anyone coming to his work for the first time and will interest and stimulate students and scholars alike. Whatever the answer to Molyneux's question is, it is certainly not obvious that the answer is ‘yes’. In contrast, it seems clear that we should answer affirmatively a temporal variation on Molyneux's question, introduced by Gareth Evans. I offer a phenomenological explanation of this asymmetry in our responses to the two questions. This explanation appeals to the modality-specific spatial structure of perceptual experience and its amodal temporal structure. On this explanation, there are differences in the perception of spatial properties in (...) different modalities, but these differences do not stand in the way of the objectivity of perceptual experience. The ‘prohibitionist’ idea that slurs have the same linguistic properties as their neutral counterparts hasn’t received much support in the literature. Here I offer a modified version of prohibitionism, according to which the taboo on using slurs is part of their conventional meaning. I conclude with explanations of the behaviour of slurs in embedded constructions.

Multiple realization was once taken to be a challenge to reductionist visions, especially within cognitive science, and a foundation of the “antireductionist consensus.” More recently, multiple realization has come to be challenged on naturalistic grounds, as well as on more “metaphysical” grounds. Within cognitive science, one focal issue concerns the role of neural plasticity for addressing these issues. If reorganization maintains the same cognitive functions, that supports claims for multiple realization. I take up the reorganization involved in language dysfunctions to (...) deal with questions concerned with multiple realization and neural plasticity. Beginning with Broca’s case for localization and the nineteenth century discussion of “reorganization,” and returning to more recent evidence for neural plasticity, I argue that, in the end, there is substantial support for multiple realization in cognitive systems; I further argue that this is wholly consistent with a recognition of methodological pluralism in cognitive science. Can SRI be a means to make investors both virtuous and prosperous? This paper argues that there can be significant tensions between these goals, and that SRI (and indeed all investment) should not allow the pursuit of maximizing investment returns to prevail over an ethical agenda of promoting social and economic justice and environmental protection. The discourse on SRI has changed dramatically in recent years to the point where its capacity to promote social emancipation, sustainable development and other ethical goals (...) is in jeopardy. Historically, SRI was a boutique sector of the market dominated by religious-based investors who sought to invest in accordance with the tenets of their faith. From the early 1970s, the aspirations of the SRI movement morphed significantly in the context of the divestment campaign against South Africa's apartheid regime. No longer were social investors satisfied with just avoiding profit from immoral activities; instead, they also sought to change the behavior of others. Business case SRI is a problematic SRI benchmark for several reasons: often there is a countervailing business case for financing irresponsible activities, given the failure of markets to capture all social and environmental externalities; secondly, even if investors care about such concerns, there may be no means of financially quantifying their significance for investment purposes; and, thirdly, even if such factors can be financially quantified, they may be deemed to be such long-term financial costs or benefits that they become discounted and ignored. The ethics case for SRI and ethical business practices more generally takes the view that both investors and the companies they fund have ethical responsibilities that trump the pursuit of profit maximization. Ethical investment should be grounded on this foundation. However, it may not be enough. To keep ethical investment ethical will likely require institutionalizing new norms and governance standards, in such domains as reforming fiduciary duties and the internal governance of financial organizations. SRI's own codes of conduct including the UNPRI have yet to demonstrate the robustness to move the financial community beyond business as usual. (shrink)

This paper analyzes the claim that the Left Vienna Circle offers a theoretical and historical precedent for a politically engaged philosophy of science today. I describe the model for a political philosophy of science advanced by LVC historians. They offer this model as a moderate, properly philosophical approach to political philosophy of science that is rooted in the analytic tradition. This disciplinary-historical framing leads to weaknesses in LVC scholars’ conception of the history of the LVC and its contemporary relevance. In (...) this light, I examine the claim that there are productive enrichments to be gained from the engagement of feminist philosophy of science with the LVC, finding this claim ill-formulated. This paper develops and explores the idea of moral entanglements: the ways in which, through innocent transactions with others, we can unintendedly accrue special obligations to them. More particularly, the paper explains intimacy-based moral entanglements, to which we become liable by accepting another's waiver of privacy rights. Sometimes, having entered into others' private affairs for innocent or even helpful reasons, one discovers needs of theirs that then become the focus of special duties of care. The general duty to warn them (...) of their need cannot directly account for the full extent of these duties, but does indicate why a silent retreat is impermissible. The special duties of care importantly rest on a transfer of responsibilities that accompanies the privacy waivers. The result is a special obligation of beneficence that, while grounded in a voluntary transaction, was never voluntarily undertaken. Impartialist views of beneficence cannot capture the relevant phenomena well. (shrink)

As our interactions with nature occur increasingly within urban landscapes, there is a need to consider how ‘mundane nature’ can be valued as a route for people to connect to nature. The content of a three good things in nature intervention, written by 65 participants each day for five days is analysed. Content analysis produced themes related to sensations, temporal change, active wildlife, beauty, weather, colour, good feelings and specific aspects of nature. The themes describe the everyday good things in (...) nature, providing direction for those seeking to frame engaging conservation messages, plan urban spaces and connect people with nearby nature. The rejection of behaviorism in the 1950s and 1960s led to the view, due mainly to Noam Chomsky, that language must be studied by looking at the mind and not just at behavior. It is an understatement to say that Chomskyan linguistics dominates the field. Despite being the overwhelming majority view, it has not gone unchallenged, and the challenges have focused on different aspects of the theory. What is almost universally accepted, however, is Chomsky’s view that understanding language demands a (...) theory that posits mental states that represent rules of language. Call this claim, following Cowie (1999), Representationalism or (R). According to (R), ‘‘[e]xplaining language mastery and acquisition requires the postulation of contentful mental states and processes involving their manipulation’’ (Cowie, 1999, p. 154). Although (R) is nothing more than the general assumption on which cognitive psychology is founded applied to the case of language, even it has had its detractors. Critics have argued that linguistic competence should not in fact be thought of as based on the possession of a body of linguistic knowledge but should be thought of, rather, as a kind of skill. This is an important challenge because one might be inclined to think that no recognizable form of Chomskyan linguistics could withstand the falsification of (R). In this paper we attempt to show that in fact (R) could be false without doing much damage to Chomskyan linguistics at all. Indeed, it is possible that the Chomskyan position could be made more coherent by adopting the view we will sketch. Our claim, therefore, is that critics of (R) might be right, but that this does not obviously make them serious critics of the Chomskyan program. (shrink)

On the standard interpretation Rudolf Carnap's Der logische Aufbau der Welt amounts to a highly derivative work-a rigorous thinking through of Russell's External World program. An examination of the aims and methods of logical analysis reveals significant differences between the epistemologies of Russell and Carnap, however. It is argued that Russell's reliance on acquaintance makes logical analysis subservient to empiricist epistemic concerns while Carnap is determined to carry out a broadly Kantian program of guaranteeing the objectivity of science through the (...) application of formal logic. A Theory of Freedom and Government has provided a systematic basis for republican theory in the idea of freedom as non-domination. Can a pure republican view, which confines itself to the normative resources thus afforded, adequately address the full range of issues of social justice? This article argues that while there are many sorts of structural injustice with which a pure republican view can well cope, unfair disparities in political influence, of the kind that Rawls labeled failures of the ‘fair (...) value’ of the equal political liberties, cannot be well addressed by a pure republican view. In arguing the point, the article assesses the reach not only of the core ideal of freedom as non-domination itself, but also of three further layers in Pettit’s republican theory: its suggestion that domination is to be minimized, its account of a set of institutions needed to restrict domination, and its requirement that, to prevent governments from having the power to act arbitrarily and so to dominate, they be made responsive to the common good. Some of these further conceptual resources are shown to be of no help in addressing unfair disparities in political influence, while the ones that are promising are so only because they rely on distinctively liberal ideals, and so depart from a pure republican basis. This book aims to understand why women are the targets of online hate speech and how we can stop this from occurring. -/- Why are women so frequently targeted with hate speech online and what can we do about it? Psychological explanations for the problem of woman-hating overlook important features of our social world that encourage latent feelings of hostility toward women, even despite our consciously-held ideals of equality. Louise Richardson-Self investigates the woman-hostile norms of the English-speaking internet, the (...) ‘rules’ of engagement in these social spaces, and the narratives we tell ourselves about who gets to inhabit such spaces. It examines the dominant imaginings (images, impressions, stereotypes, and ideas) of women that are shared in acts of hate speech, highlighting their ‘emotional stickiness’. But offering strategies through which we may reimagine our norms of online engagement, the stories that justify those norms, and the logic that makes sense of it all, this book shows how we can create alternative visions of what it means to take up online space as a woman and to ensure that women are seen as entitled to be there. By exploring aspects of ‘social imaginaries’ theory and applying it to the problem of hate speech against women online, this book illuminates why woman-hating has become such a prominent feature of this environment and how we can make these spaces safer for women. David Estlund’s Democratic Authority develops a novel doctrine of “normative consent,” according to which the nonconsent of those with a duty to consent is null. This article suggests that this doctrine can be defended by confining it to contexts involving consent to an authority, which raise distinctive normative challenges, but argues that Estlund’s attempt to deploy the doctrine fails, for it does not provide convincing reasons to think that citizens have any duty to consent. In closing, the article suggests that (...) the doctrine of normative consent might yet do some useful work in a quite different theoretical setting. (shrink)

I offer a philosophical account of shared grief, on which it is a process, undergone by a group, of recognising and accommodating significant possibilities that are lost to that group. In setting out from an understanding of grief’s distinctive characteristics, a philosophically interesting, metaphysically undemanding, and practically useful account of shared grief comes into view, that has broader consequences for understanding shared emotion.

It is often debated whether what we ought, politically, to do is determined by standards that are independent of any actual political process or whether, by contrast, judgments reached in actual democratic processes have constitutive importance in determining what we should do. This paper argues that this is not an exclusive disjunction and that, consistently with there being independent standards, constitutively authoritative judgments can enter into the truth-conditions pertaining to claims about what we ought, politically, to do. The crucial objection (...) to constitutive judgment is that it involves an unacceptable form of bootstrapping, according to which reasons arise out of nothing. To circumvent this objection, the paper deploys John Broome's notion of a wide-scope 'normative requirement'. Normative requirements affect what ought to be done without altering the balance of reasons and defuse the bootstrapping objection by blocking the derivation of all-things-considered conclusions. To show that politics involves constitutive authority of this kind, the paper defends two illustrative normative requirements applicable to the political process that give constitutive roles to political judgments of various kinds. Throughout, the discussion is enlivened by comparisons to the judgments of a baseball umpire, which have been illuminatingly discussed by Robert Brandom. (shrink)

This paper takes a first step towards a critical thinking curriculum for neural auto-regressive language models. We introduce a synthetic corpus of deductively valid arguments, and generate artificial argumentative texts to train and evaluate GPT-2. Significant transfer learning effects can be observed: Training a model on three simple core schemes allows it to accurately complete conclusions of different, and more complex types of arguments, too. The language models generalize the core argument schemes in a correct way. Moreover, we obtain consistent (...) and promising results for NLU benchmarks. In particular, pre-training on the argument schemes raises zero-shot accuracy on the GLUE diagnostics by up to 15 percentage points. The findings suggest that intermediary pre-training on texts that exemplify basic reasoning abilities (such as typically covered in critical thinking textbooks) might help language models to acquire a broad range of reasoning skills. The synthetic argumentative texts presented in this paper are a promising starting point for building such a "critical thinking curriculum for language models.". (shrink)
