Habermas's paradigm of communicative action is usually taken to be pretty much dominated by consensus, "Yes-saying." What if this were a radically one-sided perception? We take up this unorthodox position by arguing that "no-saying" in this paradigm is typically overlooked and underemphasized. To demonstrate this, we consider how negativity is figured at the most basic onto-ethical level in communicative action, as well as expressed in civil disobedience, a phenomenon to which Habermas assigns the remarkable role of "touchstone" (Prufstein) of constitutional (...) democracy. Once the importance of no-saying is drawn out, the paradigm looks distinctly less hostile to dissensus and agonism in democratic life. (shrink)

One widely held view of prenatal screening is that its foremost aim is, or should be, to enable reproductive choice; this is the Pure Choice view. The article critiques this position by comparing it with an alternative: Public Health Pluralism. It is argued that there are good reasons to prefer the latter, including the following. Public Health Pluralism does not, as is often supposed, render PNS more vulnerable to eugenics-objections. The Pure Choice view, if followed through to its logical conclusions, (...) may have unpalatable implications, such as extending choice well beyond health screening. Any sensible version of Public Health Pluralism will be capable of taking on board the moral seriousness of abortion and will advocate, where practicable, alternative means of reducing the prevalence of disease and disability. Public Health Pluralism is at least as well-equipped as the Pure Choice model to deal with autonomy and consent issues. (shrink)

This gap is attributable to the fact that outcomes of research and extension (R&E) initiatives are shaped by the interactions of contending coalitions that form around issues or approaches and promote or oppose them. Following publication of the influential Flexner Report on medical education in 1910, the US built a health care system on a foundation of science that, by the end of the 20th century, provided some of the best medical care in the world. The selective connections that nerve cells make to each other and to effector and receptor cells outside the nervous system are essential to organized behavior. The retinotectal projection has been used frequently in the experimental investigation of how such patterned sets of connections are formed. This article traces the evolution of some of the dominant experimental paradigms and concepts that have resulted in the currently accepted rules underlying the retinotectal map.

Wittgenstein and Kripke disagree about the status of the proposition: the Standard Metre is one metre long. Wittgenstein believes it is necessary. Kripke argues that it is contingent. Kripke's argument depends crucially on a certain sort of thought‐experiment with which we are invited to test our intuitions about what is and isn’t necessary. In this paper I argue that, while Kripke's conclusion is strictly correct, nevertheless similar Kripke‐style thought experiments indicate that the metric system of measurement is after all relative (...) in something like the way Wittgenstein seems to think. THE OPENING OF MARTIN HEIDEGGER'S summer of 1928 Marburg lectures on logic is, to use a word he himself invokes elsewhere about these matters, "dismaying"--providing perhaps additional evidence for the perennial charge that aspects of his work contain tendencies toward irrationalism, mysticism, and forms of nostalgic romanticism. In fact, the lectures show Heidegger calling for nothing less than a "destruction of logic," a move not only consistent with a similar destruction in Being and Time, published a year previously, but also (...) consistent with a context which its author describes as one in which "the inner rebellion against knowledge, the revolt against rationality, and the struggle against intellectualism have become fashionable." His ensuing condemnation of "the widespread sterility of academic courses" in this area and the call for "loosening up traditional logic," would seem to lead directly to the proclamation which would issue from Heidegger's struggle with Nietzsche in the decade thereafter, that "reason, glorified for centuries, is the most stiff-necked adversary of thought." The question of Heidegger's account in this regard has continually troubled those writing in its wake--not only in the continental traditional, such as Gadamer, Adorno, Habermas, Merleau-Ponty, or Derrida, but also those "beyond" it, such as Carnap, Ryle, Rorty, or Putnam. And yet, such claims seem only to provide added weight to the concern that the "retrieval of metaphysics" thought to be essential to these issues based upon the Daseinanalytik of Being and Time would only lead the classical issues in philosophy associated with justification and decidability into a quagmire. Its emphasis upon the conjunct in its title, being and time, could only lead, on the one hand, to anthropological reductionism--since it returned the interrogation of Being back to the commitments of the being through whom the questioning arose-and on the other hand, to a new version of historicism--since it claimed that questions concerning "truth" were tied essentially to time, and specifically, to the latter's appearance within the temporal horizon of the being to whom they appeared. Moreover, that even those closest to Heidegger viewed the matter similarly is clear, for example, in the criticisms his mentor, Edmund Husserl voiced in the 1931 response, "Phenomenology and Anthropology." There the strategy Husserl used in arguing against Dilthey's flirtation with relativism in a Logos essay of 1911 was reinvoked against Heidegger himself. In this regard, far from contributing to a retrieval of classical issues in philosophy, Heidegger would be simply guilty of effecting their ultimate dissolution, a claim which, like that of irrationalism, has accompanied his works ever since. This article considers some political potentialities of the post-constructivist proposal for substituting truth with traceability. Traceability is a measure of truthfulness in which the rationality of a truth-claim is found in accounting for the work done to maintain links back to an internal referent through a chain of mediations. The substitution of traceability for truth is seen as necessary to move the entire political domain towards a greater responsiveness to the events of the natural-social world. The ability to evaluate scientific claims made in various media sources is a critical component of scientific literacy. This study compares how a group of 12th grade students and a group of specialists, including scientists and policy analysts with expertise in global warming, evaluated an editorial about global warming published by an oil company on the World Wide Web. Participants were asked to read the editorial and were asked a set of interview questions about it. Examples from the specialists’ interviews (...) indicate the kinds of responses that are possible with in-depth scientific knowledge. In comparison, although some examples from the students’interviews illustrate competent performance for a nonexpert, other student responses illustrate possible pitfalls. The approach of the present study affords a constructive route for formulating goals for scientific literacy. The approach permits identifying examples of students evaluating scientific claims in more or less competent ways—claims that are in the context of an important socioscientific issue and an actual media source. The Fiction of Postmodernity is a significant and accessible new study of the relation of postmodern fiction to theories of the postmodern. Parapsychologists have never been entirely satisfied with their technical vo- cabulary, and occasionally their discontent leads to attempts at terminological reform.1 Recently, a number of prominent parapsychologists, led by Ed May, have regularly abandoned some of parapsychology’s traditional and central categories in favor of some novel alternatives (see, e.g., May, Utts, and Spot- tiswoode, 1995a, 1995b; May, Spottiswood, Utts, and James, 1995). They rec- ommend replacing the term ª ESPº with ª anomalous cognitionº (or AC) and ª psychokinesis (PK)º with (...) ª anomalous perturbationº (or AP). Advocates of these new terms also propose replacing the term ª psiº or ª psi phenomenaº with ª anomalous mental phenomena.º Superf icially at least, these proposals seem merely to be modest extensions of parapsychology’s increasingly fre- quent use of the term ª anomalousº as a substitute for ª paranormal,º a practice which (although controversial) is not without merit, and which Palmer has vigorously defended (1986, 1987, 1992). But in my view, the proposed new terminology creates more problems than it solves. (shrink)

In _The New Constitutionalism_, seven distinguished scholars develop an innovative perspective on the power of institutions to shape politics and political life. Believing that constitutionalism needs to go beyond the classical goal of limiting the arbitrary exercise of political power, the contributors argue that it should—and can—be designed to achieve economic efficiency, informed democratic control, and other valued political ends. More broadly, they believe that political and social theory needs to turn away from the negativism of critical theory to consider (...) how a good society should be "constituted" and to direct the work of designing institutions that can constitute a "good polity," in both the economic and civic senses.
