Various approaches have emerged over the last several decades to meet the challenges and complexities of anticipating and responding to the potential impacts of emerging technologies. Although many of the existing approaches share similarities, they each have shortfalls. This paper takes as the object of its study Anticipatory Ethics for Emerging Technologies (ATE) to technology assessment, given that it was formatted to address many of the privations characterising parallel approaches. The ATE approach, also in practice, presents certain areas for retooling, (...) such as how it characterises levels and objects of analysis. This paper results from the work done with the TechEthos Horizon 2020 project in evaluating the ethical, legal, and social impacts of climate engineering, digital extended reality, and neurotechnologies. To meet the challenges these technology families present, this paper aims to enhance the ATE framework to encompass the variety of human processes and material forms, functions, and applications that comprise the socio-technical systems in which these technologies are embedded. Contained in the face is a vast body of social information, both fixed and flexible. Across multiple lines of converging evidence it has become increasingly clear that face processing is subject to one of the most potent and best understood of social cognitive phenomena: social categorization. This article reviews this research at the juncture of social psychology and face perception showing the interplay between social categorization and face processing. It lays out evidence indicating that social categories are extracted easily from (...) faces, suggesting that the effects of social categories can occur quickly and unintentionally. Recent evidence that social categories can affect perception of both invariant and variant facial characteristics is discussed. Finally, the article summarizes recent evidence indicating that the motivational consequences of social categories can affect which faces are remembered and how faces are processed. (shrink)

The recent Minnesota case of In re Emergency Guardianship of Albert Barnes illustrates an emerging class of cases where a dispute between a family proxy and a hospital over “medical futility” requires legal resolution. The case was further complicated by the patient’s spouse who fraudulently claimed to be the patient’s designated health care proxy and who misrepresented the patient’s previously expressed treatment preferences. Barnes demonstrates the degree of significant administrative and institutional support to the health care team, ethics consultants, and (...) futility committees that is required when a futility dispute escalates to the need for judicial resolution. An institutional futility policy, especially one that is endorsed by other regional medical centers and organizations, is an important foundation for a hospital that seeks judicial support in a dispute over medical futility in end of life care. This book explores the epistemology and the methodology of political knowledge and social inquiry. What can we know, and how do we know? Friedrich V. Kratochwil and Ted Hopf question all foundational claims of inquiry and envisage science as a self-reflective practice. Brian Pollins and Fred Chernoff accept their arguments to some degree and explore the implications for logical positivism. David A. Waldner, Jack Levy, and Andrew Lawrence address the purpose and methods of research. They debate the role of explanation (...) versus prediction, the relationship of theory to evidence, and their implications for the Democratic Peace research program. A concluding chapter by Mark Lichbach offers a pluralistic reformulation of neopositivism. An alternative conclusion by Steven Bernstein, Richard Ned Lebow, Janice Gross Stein and Steven Weber contends that social science should be modeled on medicine and reformulated as a set of case-based diagnostic tools. The distinguishing feature of the book is the inclusion of authors who represent different approaches to social science and their willingness to engage with one another in a constructive debate. The French philosopher and theologian Nicolas Malebranche was one of the most important thinkers of the early modern period. A bold and unorthodox thinker, he tried to synthesize the new philosophy of Descartes with religious Platonism. This is the first collection of essays to address Malebranche's thought comprehensively and systematically. The last decade has witnessed the mass distribution and adoption of smart home systems and devices powered by artificial intelligence systems ranging from household appliances like fridges and toasters to more background systems such as air and water quality controllers. The pervasiveness of these sociotechnical systems makes analyzing their ethical implications necessary during the design phases of these devices to ensure not only sociotechnical resilience, but to design them for human values in mind and thus preserve meaningful human control over (...) them. This paper engages in a conceptual investigations of how meaningful human control over smart home devices can be attained through design. The value sensitive design (VSD) approach is proposed as a way of attaining this level of control. In the proposed framework, values are identified and defined, stakeholder groups are investigated and brought into the design process and the technical constraints of the technologies in question are considered. The paper concludes with some initial examples that illustrate a more adoptable way forward for both ethicists and engineers of smart home devices. (shrink)

What are the forces shaping the future of international green politics? This book provides an objective account of the basis of green arguments and their social and political implications. It offers a clear overview of the most pressing environmental threats.

In this paper I focus on the impact on structuralism of the quantum treatment of objects in terms of symmetry groups and, in particular, on the question as to how we might eliminate, or better, reconceptualise such objects in structural terms. With regard to the former, both Cassirer and Eddington not only explicitly and famously tied their structuralism to the development of group theory but also drew on the quantum treatment in order to further their structuralist aims and here I (...) sketch the relevant history with an eye on what lessons might be drawn. With regard to the latter, Ladyman has explicitly cited Castellani's work on the group-theoretical constitution of quantum objects and I indicate both how such an approach needs to be understood if it is to mesh with Ladyman's 'ontic' form of structural realism and how it might accommodate permutation symmetry through a consideration of Huggett's recent account. As a consequence of recent changes, health research policies in the United States mandate the inclusion of women and members of racial and ethnic minority groups as experimental subjects in biomedical research. This article analyzes debates that underlie these policies and that concern the medical management of bodies, groups, identities and differences. Much of the uncertainty surrounding these new policies reflects the fact that researchers, physicians, policy makers and health advocates have adopted competing, and often murky, understandings of the nature (...) of sex, gender, racial and ethnic differences, and of the relation of the biological to the social in the manifestation of bodily illness. Product differentiation has emerged as a central dynamic in contemporary agrofood systems. Departure from the mode of standardization emblematic of agrofood modernization raises questions about future technical trajectories and the ways in which learning will be sustained. This article examines two innovation trajectories: the rapid coupling of biotechnologies and information technologies to yield products differentiated by constituent components—a model based on a cognitive logic of decomposition/ recomposition—and the proliferation of product networks that mobilize distinctive, localized resources to create complete identities—a (...) model based on a cognitive logic of identity. The article analyzes the information structures—institutional mechanisms that support information exchange and learning—in each of these opposed development paradigms. We find that knowledge creation under each of the logics occurs through mechanisms not recognized within the respective paradigms. On this basis, we derive institutional hybridity as a fundamental resource in systems of innovation. (shrink)

This article seeks to demystify the influence that Merton continues to have over the sociology of science, including The Geography of Scientific Collaborations. It draws attention to the subbtle shift in Merton's own thinking from a 'communist' to a more stratified approach to scientific collaboration, the latter exemplified by what he called the 'Mathew effect', which he seemed to endorse. This has led the science system to move in seemlingly opposing directions as once: on the one hand, a more freelancing (...) approach by indiidual scientists ('Ricardian'), and on the other, a more teamwork approach by a scientific community ('Saint-Simonian'). It results in the 'dependency culture', especially in academia, as reflecting in th H-index of scientific citations. From the standpoint of the dynamics of capitalism, such a result is not surprising. Against this backdrop, DARPA offers an alternative model of cooperation. This US Cold-War inspired agency makes open calls for researchers to participate in projects whose futuristic orientation reduces the prior relative advantage of the applicants. In that respect, it points to a more egalitarian approach to collaboration that might also serve to deconstuct the academic disciplines that currently sustain the hierarchical approach. (shrink)

It Is My Pleasure To Introduce this discussion of Naoko Saito's American Philosophy in Translation. We have contributions from three experts in American philosophy, all of whom have been in conversation with the author for many years: Jim Garrison, Vincent Colapietro, and Steven Fesmire. Prior to their contributions, I would like to set the scene with some brief remarks to introduce the book and to explain something of its background.Over the past two decades, I have worked closely with Saito (...) on a number of projects, and I have been familiar with her ideas for this book since its inception. In some respects, the book is the product of studies in American philosophy that go back to her time as an undergraduate in Tokyo in the 1980s, ideas that were advanced considerably when she did an MA at Harvard, taking classes with Stanley Cavell and Hilary Putnam, and subsequently when she completed her PhD at Teachers College, with René Arcilla as her advisor and Cavell as a member of her committee. It was against this background that, in 2006, Saito published her first singly authored book, The Gleam of Light: Moral Perfectionism and Education in Dewey and Emerson. As that title indicates, she was already exploring the relation between Dewey and pragmatism, on the one hand, and American transcendentalism, on the other. Her sense back then of some separation between these traditions of thought, and of the nature of the tensions between them, has been refined and, for the most part, strengthened in the years since that earlier publication. No doubt she has been influenced in this by Cavell, who, in one essay, for example, asks: “What's the use of calling Emerson a pragmatist?” In any case, her account of this relationship is extended and altered significantly in American Philosophy in Translation.Through the course of her research, Saito has been conscious of the fact that she is studying American philosophy from a distance—a distance that is geographical, cultural, and linguistic—and she retains a thoughtful humility in relation to this. But she also sees here a possible opening to the perception and release of untapped aspects of these traditions of thought, in ways that might fertilize and extend the ground in which the inheritance of American philosophy has flourished. This is very much the line that she pursues in this book. In the light of this, and as the book's title indicates, there is a particular focus on language and translation. It is important that the latter term is understood not merely as an attractive metaphor for change and transformation: crucial to her developing argument is the experience of translating between languages and the reality of the experience in the lives of so many today, within the academy and without. In the course of this experience, one is sometimes confronted, quite self-consciously, with a word or phrase that resists translation. But sometimes—more often in the life of the accomplished or habituated speaker of the foreign language in question—the experience persists as an undercurrent, subtly opening a world that is other in some respects from the one that comes to light in the mother tongue.By contrast, to the many (especially Anglophone) monolingually minded, the need for translation can appear as an unwanted barrier, something of a nuisance, a problem to be solved. This is by no means a response confined, however, to the uneducated (or the Anglophone or the monolingual). There is also a sophisticated variant of this narrowness of outlook where faith is placed in an artificial or technical language with the power, the fantasy runs, to overcome the vagaries of natural language. Hilary Putnam recalls how Rudolf Carnap, whose stature as a thinker and as a human being he does not doubt, felt strongly that “for all x, planned x is better than unplanned x” and was drawn to the idea of a common world language: Thus the idea of a socialist world in which everyone spoke Esperanto (except scientists, who, for their technical work, would employ notations from symbolic logic) was one which would have delighted him. And I recently had a conversation with a student who remarked quite casually that it would not be a bad idea if there were only one language and one literature: “We would get used to it, and it might help to prevent war.” (Putnam 185)Putnam does not deign to respond to the latter assertion. What is foregrounded in his discussion is that monolingualism is likely to hide the plurality of goods that is realized in different cultures. The importance of that plurality is surely something that the luminaries of American philosophy bring to light. Indeed, Putnam's key point of reference in making these remarks is William James.The undercurrent of translation in the experience of the more accomplished speaker of a foreign language can act then as a sensitization to cultural difference, to different possibilities of thought and being. But in fact, this shifting of thought can apply within any language itself, not just inter- but intra-lingually, opening an insight that is close to the heart of American philosophy. If one can hear the cry of the rooster, then one may be wakened also by Thoreau's turn of expression in the idea of the “father tongue”: through a maturing experience of the language we are brought up with, we come to “a reserved and select expression, too significant to be heard by the ear, which we must be born again in order to speak” (Thoreau 69). This renewed investment in language, this continual return to our words, is what opens them to new thought and gives them interest. It is first an inheritance from the culture we are brought up in, but it dies in our speech and thinking if we do not turn it to something new. To build, we must begin by borrowing an axe, but we can return it sharper than when we borrowed it.If translation is operative in our language as a whole, as Saito's argument shows, this points to the many little rebirths within ourselves and in our interactions with one another. In fact, the point becomes political in that democracy depends upon this renewal of our words. This renewal resists not only the allure of ideology but also the now familiar etiolated rhetoric of “political realism.” Moreover, it points beyond the reliance, within the politics of recognition, on the defining of groups and categories toward a politics of acknowledgment.In this vein, Saito's outsider perspective is in tune with what Richard Bernstein has called the “global resurgence of American pragmatism.” The borderline or outsider perspective can have a powerful effect on thought, in relation to which Saito invites the reader to recall that America's past was itself an outsider-past: it was outside Europe, a relation with which it was bound to struggle, but it was also ready, as Emerson and Thoreau demonstrate, to draw from greater cultural distances, where it found congenial aspects in East Asian thought.Saito stresses the anti-foundationalist character of American philosophy as of critical importance for both philosophy and politics, and again her discussion of language is crucial to this. Dewey's emphasis on communication, with his relatively flat style of prose, is contrasted with the stylistic experiment and invention that she finds in Emerson, Thoreau, and Cavell. She sees the style of these writers, in some contrast to that of Dewey, as having a salutary, destabilizing effect. She wants to destabilize Dewey. It is entirely consonant with her position, furthermore, that she raises doubts about the bland acceptance of a politics of inclusion. Not only can this become a surreptitious form of discipline and control: it can engender the conformism that Emerson worked so hard to prevent.The book finishes on a more aesthetic note, taking up lines of thought in Dewey's aesthetics but turning this toward the more extravagant elision, in Thoreau, of the functional and the beautiful. The thematization of the aesthetic in this way is, she tries to show, crucial to our (political) world. (shrink)

A science is an intellectual activity defined by its mechanisms that prevent its scientists from always reaching the conclusions that they set out to reach. Such mechanisms are needed because, if scientists are given full control over what hypotheses they select, what data they discard, and what results they publish, they can communicate any conclusion that they desire. Synthesis, by setting a grand challenge, forces scientists across uncharted territory where they encounter and solve unscripted problems. When theory is inadequate, the (...) synthesis fails, and fails in a way that cannot be ignored. Therefore, synthesis drives discovery and paradigm change in ways that simple hypothesis testing cannot. Here, we describe the discoveries that emerged when synthetic biologists were challenged to create an alternative genetic system that has different molecular structures than DNA and RNA. In pursuit of this particular “grand challenge,” synthesis forced the recognition that the community did not know as much about the double helix as it had constructively assumed. In general, a field of science having access to synthesis as a research strategy can create knowledge even if its practitioners do not fit the ideal of a dispassionate, advocacy-free scientist. University Of Exeter, England The central argument of this article is that there is no fact of the matter, no evidence, however tentative or questionable, that will serve adequately to identify actions "chosen" or "determined" for the purposes of sociological theory. This argument will be developed with reference to the two theorists of the greatest importance in advocating the sociological value of the concept of agency: Talcott Parsons, with his "voluntaristic theory of action," set the scene for the whole agency (...) and structure debate in modern sociology, and Anthony Giddens, in his theory of structuration, provides the most comprehensive recent account. Both theorists put forward grounds and justifications for their use of the concepts of "choice" and "agency," but it will be argued here that in the last analysis, none of them has any sociological merit. The object of the present essay is to establish the possibility of “theology without anathemas.” First, an argument is given for the conclusion that infallible knowledge in matters of theology is not now possible. Both the Protestant doctrine of claritas scripturae and the Roman Catholic understanding of the Magisterium of the Church are rejected. Then, an alternative, “fallibilist” ecclesiology is proposed, according to which to belong to the Church is a matter of having been claimed by Christ as His own. (...) When combined with a universal doctrine of election and a highly objective and actualized doctrine of the Atonement, such a conception of the Church makes it possible to understand theology as a collaborative and cooperative effort on the part of all to understand better this Christ to whom they all always already belong. One of the more difficult tasks that Clerselier faced in bringing out his 1664 edition of the Traité de l'homme was securing the illustrations, eventually composed by La Forge and Gutschoven. After considering the chronology of this frustrating process, which is interesting in its own right, I will examine the illustrations themselves, comparing them with Schuyl’s illustrations for his 1662 Latin edition, and especially in the light of what Clerselier says were the intended purpose of such illustrations.

In this dissertation I argue that the concept of a moral right is best explicated by means of the concept of morally legitimate coercion. This thesis, which I call the enforceability thesis, says that to have a right is to have a claim such that one would be justified in pursuing a course of action up to and including harm should the claim be dissatisfied. I contend that this thesis, if it is true, explains much about our intuitions concerning moral (...) rights, accounts for the historical importance of rights-talk in the context of events such as revolutions and political reforms, and explains why rights are a necessary part of the moral vocabulary. If rights do not set out conditions under which coercion is morally appropriate, then they do nothing that other moral concepts could not do. ;Drawing on the work of H. L. A. Hart, John Rawls, and others, I argue that the philosophical strength and practical efficacy of rights on the enforceability thesis is best realized when rights are treated as action-guiding principles set within a framework of moral decision making under reflective equilibrium. Using the process of reflective equilibrium as a backdrop, I argue that rights can have sufficient normative force to play an important role in moral and political theory without being either impracticably stringent or subject to so many exceptions that they lose their efficacy. ;With this background in place I next set out and argue for a view of human rights which, because human rights turn out to be best understood as rights to primary goods, I call the theory of primary rights. The account I give of primary rights emphasizes their justificatory place in arguments for coercion, their importance to the moral integrity of the individual, and the practical applicability of the overarching theory of rights developed in this dissertation. This paper contrasts the notion of “willing” in Heidegger’s politics with the notion of “dawning” in Heidegger’s philosophy. It argues that, in the political text, the attunement of Dasein to what-is is centred in the notion of Dasein’s “willing” of what-is, while in the philosophical text it is centred in the notion of what-is “dawning” on Dasein. It maintains that the attitude to anxiety essential to a “dawning” of what-is is not reached in Heidegger’s “The Self-Assertion of the German University”. (...) It concludes by maintaining that, rather than being attuned to what-is, the will in the “The Self-Assertion of the German University” is attuned to its own relationship to what is in a narcissistic rather than a philosophical way; that is, it territorializes “dawning” as a relation to “what is”, and makes “dawning” of “what-is” its “own” in the same way as any nationalism makes a culture, a language or a geographical region its own. In contrast to the narcissism of nationalism, philosophy, as outlined by Heidegger in the essay “What Is Metaphysics?”, is the experience of allowing what-is to “dawn” on Dasein rather than a preoccupation with “willing” of “dawning” as one’s own relation to Being. Utilizando a chamada “escrita assêmica” como ponto de partida, este artigo examina três questões relativas à ação semiótica encontrada na caligrafia e tipografia gráficas. Primeiro, examina a fenomenologia experimentada no momento em que um texto ilegível de repente é reconhecido e lido em palavras. Em seguida, voltando-se à noção de Peirce de uma distinção tipo/token, o artigo argumenta que a escrita não-verbal ou quase-verbal mostra que os dois tipos de relações tipo/token acontecem simultaneamente quando lemos um texto, apesar de Peirce (...) conflitar os dois em sua conhecida passagem. O termo “arquétipo” é proposto como uma forma de distinguir o tipo gráfico do tipo verbal em tipo/token. O artigo conclui apontando que a legibilidade tem um custo, e que formas gráficas ilegíveis nos ajudam a tomar consciência do que está perdido – a expressão oculta que funciona subconscientemente sob o verbal, mesmo quando lemos um texto que parece transparente. The sense of a religious life ideal typically depends on an ordinary practical understanding of selfhood and success (worthiness) that it both departs from (toward a higher excellence) and trades on. Serenity and passion are examined as ways of transmuting ordinary trying and worth.

Given how thoroughly the history of quantum physics has been excavated, it might be wondered what these two hefty volumes by a physicist (Duncan) and a historian (Janssen) bring to the table. Aside from their inclusion of a wide range of recent work in this area, including some notable publications by themselves, the answer is twofold: first, as they state explicitly in the preface to the first volume, derivations of the key results are presented ‘at a level that a reader (...) with a command of physics and mathematics comparable to that of an undergraduate in physics should be able to follow without having to take out pencil and paper’ (vol. 1, p. vi). In response to those who might raise Whiggish eyebrows, I shall simply play the ‘you-try-reading-Pascual-Jordan's-groundbreaking-work-in-the-original’ card. As the authors suggest, by using modern notation and streamlining derivations whilst also, they maintain, remaining conceptually faithful to the original sources (ibid.), the book is rendered suitable for classroom use, albeit at the higher undergraduate or graduate levels. Singh's study of 150 UK and US children diagnosed with attention deficit hyperactivity disorder and prescribed psychotropic medication concludes on the basis of interviews with the children that ‘stimulants improve their capacity for moral agency … an ability to meet normative expectations’.1 Reinterpreted in lay language, she finds that, when taking Ritalin, the children conform to the wishes and expectations of their parents and teachers. They get better grades at school and show less ‘oppositional-defiance’. This is not surprising as it (...) is precisely what Ritalin is supposed to do. However, it begs a number of crucial questions. Might it not be that the failure of the child to conform to the expected norms in the non-medicated state is a legitimate expression of the child's own moral agency, rebelling against what he/she experiences as inappropriate ….
