Contingent valuation surveys have tended to yield results that seem to go contrary to what is standardly seen as 'rational choice'. We argue that some of the inconsistencies arise because bids for public environmental goods in contingent valuation surveys are often motivated by moral considerations and ethical beliefs. We analyse the expected results of CV surveys given the existence of such ethical motivations, including the valuation of actions as well as states. It is found that we cannot expect bids made (...) on this basis to reveal preferences which obey the rules commonly assumed in the theory of consumer choice. The two standard reactions to these anomalies have been to attack the validity of the method, or to urge greater rigour in survey design and application. By contrast, we conclude that the usefulness of the method for evaluating options concerning environmental public goods depends critically on the problem definition. The method should be used for the direct evaluation of realistic policy packages, rather than to try to extract abstract values for invaluable goods. Der protestantische Theologe Karl Girgensohn (1875–1925) ist 1903 mit seinem frühen Werk über das Wesen der Religion an die Öffentlichkeit getreten, welches einen starken religionsphilosophischen Standpunkt zum Ausdruck bringt. Kernüberlegung ist hierbei eine kognitive Theorie des Religiösen, in der die Gottesidee zentral ist. Unter Berücksichtigung der Biographie Girgensohns geht der vorliegende Beitrag auf diese frühe Studie zum Wesen der Religion ein und skizziert den Übergang des Autors von einem philosophischen zu einem experimentell-introspektiven Ansatz der Religiositätsforschung, welcher dann zum Fundament für (...) die Dorpater religionspsychologische Schule wurde. Basierend auf Girgensohns frühem Werk werden abschließend Implikationen für die heutige empirische Theologie vorgeschlagen.The Protestant theologian Karl Girgensohn (1875–1925) came to the public in 1903 with his early work on the nature of religion, which expresses a strong religious-philosophical standpoint. The core consideration here is a cognitive theory of the religious, in which the idea of God is central. Taking into account Girgensohn’s biography, the present contribution addresses this early study on the nature of religion and outlines the author’s transition from a philosophical to an experimental-introspective approach to religious research, which then became the foundation for the Dorpat School of the psychology of religion. For synergistic interactions between humans and artificial intelligence (AI) systems, AI outputs often need to be explainable to people. Explainable AI (XAI) systems are commonly tested in human user studies. However, whether XAI researchers consider potential cultural differences in human explanatory needs remains unexplored. We highlight psychological research that found significant differences in human explanations between many people from Western, commonly individualist countries and people from non-Western, often collectivist countries. We argue that XAI research currently overlooks these variations and that (...) many popular XAI designs implicitly and problematically assume that Western explanatory needs are shared cross-culturally. Additionally, we systematically reviewed over 200 XAI user studies and found that most studies did not consider relevant cultural variations, sampled only Western populations, but drew conclusions about human-XAI interactions more generally. We also analyzed over 30 literature reviews of XAI studies. Most reviews did not mention cultural differences in explanatory needs or flag overly broad cross-cultural extrapolations of XAI user study results. Combined, our analyses provide evidence of a cultural bias toward Western populations in XAI research, highlighting an important knowledge gap regarding how culturally diverse users may respond to widely used XAI systems that future work can and should address. Models of biological and political systems share in common an irreconcilable tension. They must extract the essential features of the system to make its workings comprehensible to the human observer, and yet the omitted underbrush is essential to the workings of the system. A good model accommodates both the workings of the system and the cognitive makeup of the observer.

In Germany the question whether to uphold or repeal the judicial prohibition on Pre-implantation Genetic Diagnosis is being debated from quite different standpoints. This paper differentiates the major arguments according to their reasons as a) moral, b) evaluative , and c) legal. The arguments for and against PGD can be divided by content into three groups: arguments relating to the status of the embryo, focusing on individual actions in the implementation of PGD, and relating to the foreseeable or probable consequences (...) of PGD.In Germany, from a legal perspective, the status of the embryo does not permit the intervention of PGD; from a purely moral perspective, a prohibition on PGD does not appear defensible. It remains an open question, however, whether the moral argument permitting PGD should be restricted for evaluative reasons. The paper discusses the species-ethical reasons, for which Jürgen Habermas sees worrisome consequences in the wake of PGD to the extent that we comprehend it as the forerunner of a ‘positive eugenics’. It would so disrupt the natural preconditions of our universal morality. The question of whether to prohibit or allow PGD is not merely a question of simple moral and/or legal arguments, but demands a choice between evaluative, moral and species-ethical arguments, and the question remains open. Die Universalität der Menschenrechte wird seit Jahren zwischen den verschiedenen Kulturkreisen kontrovers diskutiert. Die vorliegende Untersuchung geht der Frage nach, ob ethische Normen, wie z.B. die Menschenrechte, universal oder nur partikular (für eine bestimmte Wertgemeinschaft) begründbar sind. Zur Klärung werden Beiträge aus dem Protestantismus (u.a. W. Herrmann, E. Troeltsch, K. Barth und T. Rendtorff) und der Philosophie (Naturrechtstradition, R. Alexy, O. Höffe) analysiert. Der Verfasser kommt zu dem Ergebnis, daß ethische Normen immer in einem bestimmten, etwa dem christlichen, Menschenbild fundiert (...) sind, aber zugleich auf universale, im Weltanschauungsdiskurs zu erweisende Plausibilität zielen. In connection with research on humans, the term “vulnerability” is only appropriate to identify the special need for protection of certain sections of the population and individuals, if this term refers to the additional risk of certain groups of subjects. Authors who focus on the additional risk suffering of a subject group when defining vulnerability succeed in considering the specific worthiness of protection in a context-sensitive way. The attempt to define the risk–benefit assessment for vulnerable subject groups on a binding (...) basis faces considerable difficulties. This assessment depends both on the research situation and on the test subject. The normative aspect of this decision could be solved by referring to Rawl’s decision model of an original position. In cases where there is no benefit for the subject, arguments in the discussion of the risks and benefits that are based on a “group or overall benefit” and an “objective interest,” cannot be fully sustained. It has been argued that our currently most satisfactory social epistemology of science can’t account for science that is based on artificial intelligence (AI) because this social epistemology requires trust between scientists that can take full responsibility for the research tools they use, and scientists can’t take full responsibility for the AI tools they use since these systems are epistemically opaque. I think this argument overlooks that much AI-based science can be done without opaque models, and that agents can take (...) full responsibility for the systems they use even if these systems are opaque. Requiring that an agent fully understand how a system works is an untenably strong condition for that agent to take full responsibility for the system and risks absolving AI developers from responsibility for their products. AI-based science need not create trust-related social epistemological problems if we keep in mind that what makes both individual scientists and their use of AI systems trustworthy isn’t full transparency of the internal processing but their adherence to social and institutional norms that ensure that scientific claims can be trusted. Following the studies of Araujo et al. (AI Soc 35:611–623, 2020) and Lee (Big Data Soc 5:1–16, 2018), this empirical study uses two scenario-based online experiments. The sample consists of 221 subjects from Germany, differing in both age and gender. The original studies are not replicated one-to-one. New scenarios are constructed as realistically as possible and focused on everyday work situations. They are based on the AI acceptance model of Scheuer (Grundlagen intelligenter KI-Assistenten und deren vertrauensvolle Nutzung. Springer, Wiesbaden, 2020) (...) and are extended by individual descriptive elements of AI systems in comparison to the original studies. The first online experiment examines decisions made by artificial intelligence with varying degrees of impact. In the high-impact scenario, applicants are automatically selected for a job and immediately received an employment contract. In the low-impact scenario, three applicants are automatically invited for another interview. In addition, the relationship between age and risk perception is investigated. The second online experiment tests subjects’ perceived trust in decisions made by artificial intelligence, either semi-automatically through the assistance of human experts or fully automatically in comparison. Two task types are distinguished. The task type that requires “human skills”—represented as a performance evaluation situation—and the task type that requires “mechanical skills”—represented as a work distribution situation. In addition, the extent of negative emotions in automated decisions is investigated. The results are related to the findings of Araujo et al. (AI Soc 35:611–623, 2020) and Lee (Big Data Soc 5:1–16, 2018). Implications for further research activities and practical relevance are discussed. (shrink)

Here Uwe Steiner offers a comprehensive and sophisticated introduction to the oeuvre of this intriguing theorist. Acknowledged only by a small circle of intellectuals during his lifetime, Benjamin is now a major figure whose work is essential to an understanding of modernity. This book offers a philosophical analysis of the moral and legal justifications for the use of force. While the book focuses on the ethics self-defense, it also explores its relation to lesser evil justifications, public authority, the justification of punishment, and the ethics of war. Steinhoff’s account of the moral use of force covers a wide range of topics, including the nature of justification in general, the precise elements of different justifications, the logic of claim- and liberty-rights and of rights (...) forfeiture, the value of human life and its limits, and the principles of reciprocity and precaution. While the author’s analysis is primarily philosophical, it is informed by a metaethical stance that also places heavy emphasis on existing law and legal scholarship. In doing so, the book appeals to widely shared moral intuitions, precepts, and concepts grounded in criminal law. Self-Defense, Necessity, and Punishment offers the most comprehensive and systematic account of the ethics of self-defense. It has recently been suggested that politically motivated cognition leads progressive individuals to form beliefs that underestimate real differences between social groups and to process information selectively to support these beliefs and an egalitarian outlook. I contend that this tendency, which I shall call ‘egalitarian confirmation bias’, is often ‘Mandevillian’ in nature. That is, while it is epistemically problematic in one’s own cognition, it often has effects that significantly improve other people’s truth tracking, especially that of stigmatized individuals in academia. (...) Due to its Mandevillian character, egalitarian confirmation bias isn’t only epistemically but also ethically beneficial, as it helps decrease social injustice. Moreover, since egalitarian confirmation bias has Mandevillian effects especially in academia, and since progressives are particularly likely to display the bias, there is an epistemic reason for maintaining the often-noted political majority of progressives in academia. That is, while many researchers hold that diversity in academia is epistemically beneficial because it helps reduce bias, I argue that precisely because political diversity would help reduce egalitarian confirmation bias, it would in fact in one important sense be epistemically costly. On the one hand, the absence of contraction is a safeguard against the logical (property theoretic) paradoxes; but on the other hand, it also disables inductive and recursive definitions, in its most basic form the definition of the series of natural numbers, for instance. The reason for this is simply that the effectiveness of a recursion clause depends on its being available after application, something that is usually assured by contraction. This book is intended as a comprehensive defense of psycho-physical dualism. It gives answers to the question of what dualism may consist in, and inquires into the broadly cultural motivation behind accepting dualism or its opponent physicalism. Arguments for dualism, among them strengthened versions of the famous classical arguments, are presented and defended against objections. Moreover, the various general objections to dualism are criticized in detail, for example, the allegation that dualism is of an anti-scientific nature. The book issues into (...) developing the outlines of a dualistic theory of consciousness and agency. The theory outlined is not only compatible with science but actually connects with it. In this book Uwe Steinhoff describes and explains the basic tenets of just war theory and gives a precise, succinct and highly critical account of its present status and of the most important and controversial current debates surrounding it. Rejecting certain in effect medieval assumptions of traditional just war theory and advancing a liberal outlook, Steinhoff argues that every single individual is a legitimate authority and has under certain circumstances the right to declare war on others or the state. He (...) also argues that the just cause cannot be established independently of the other criteria of jus ad bellum (the justification of entering a war), except for right intention, which he interprets more leniently than the tradition does. Turning to jus in bello (which governs the conduct of a war) he criticizes the Doctrine of Double Effect and concludes that insofar as wars kill innocents, and be it as "collateral damage", they cannot be just but at best justified as the lesser evil. Steinhoff gives particular attention to the question why soldiers, allegedly, are legitimate targets and civilians not. Discussing four approaches to the explanation of the difference he argues that the four principles underlying them all need to be taken into account and outlines how their weighing can proceed if applied to concrete cases. The resulting approach does not square the distinction between legitimate and illegitimate targets with the distinction between soldiers and civilians, which has extremely important consequences for the conduct of war. Finally, Steinhoff analyses the concept of terrorism and argues that some forms of "terrorism" are actually not terrorism at all and that even terrorism proper can under certain circumstances be justified. To better navigate social interactions, we routinely (consciously or unconsciously) categorize people based on their distinctive features. One important way we do this is by ascribing political orientations to them. For example, based on certain behavioral cues, we might perceive someone as politically liberal, progressive, conservative, libertarian, Marxist, anarchist, or fascist. Although such ascriptions may appear to be mere descriptions, I argue that they can have deeper, regulative effects on their targets, potentially politicizing and polarizing them in ways that remain (...) underexplored in research on political polarization. To capture this dynamic, I introduce the notion of ‘politicizing mindshaping,’ distinguish it from other types of politicization, and review evidence suggesting that politicizing mindshaping is likely common. Finally, I contend that the pernicious effects of politicizing mindshaping may currently be significantly underestimated. This is because, unlike in many other cases of social labeling, negativity in political labeling is, to some extent, widely tolerated – even encouraged – and largely unconstrained by social norms in democratic countries. Some artificial intelligence systems can display algorithmic bias, i.e. they may produce outputs that unfairly discriminate against people based on their social identity. Much research on this topic focuses on algorithmic bias that disadvantages people based on their gender or racial identity. The related ethical problems are significant and well known. Algorithmic bias against other aspects of people’s social identity, for instance, their political orientation, remains largely unexplored. This paper argues that algorithmic bias against people’s political orientation can arise in (...) some of the same ways in which algorithmic gender and racial biases emerge. However, it differs importantly from them because there are strong social norms against gender and racial biases. This does not hold to the same extent for political biases. Political biases can thus more powerfully influence people, which increases the chances that these biases become embedded in algorithms and makes algorithmic political biases harder to detect and eradicate than gender and racial biases even though they all can produce similar harm. Since some algorithms can now also easily identify people’s political orientations against their will, these problems are exacerbated. Algorithmic political bias thus raises substantial and distinctive risks that the AI community should be aware of and examine. (shrink)

Recommandations have been formulated in 1985 with reference to socialist morality and law and as a result of interdisciplinary discussion by the IAME (Interdisciplinary Working Party on Medical Ethics at the GDR Academy of Postgraduate Medical Education) for clinical application of in vitro fertilization and for the use of human oocytes and early embryonic stages.

"Das Leben zu erkennen" (II,5,112) bestimmt Fichte als Gegenstand der "Wissenschaftslehre" (1794 ff.). Die Aufgabe der Philosophie besteht fur ihn nicht darin, "durch die Kraft (der) Syllogismen neue Objekte des naturlichen Denkens" (II,5,112) zu erschaffen. Er gewichtet seine Philosophie dergestalt, dass sie "das Leben, das System der Gefuhle und das Begehren zum Hochsten (macht) und. der Erkenntnis uberall nur das Zusehen (lasst)" (II,5,137). Die herausragende Stellung des Gefuhls besteht darin, dass es einerseits als begrifflich explizierbarer Teilaspekt der Reflexionen uber die (...) Grundbedingungen der unterschiedlichen Bewusstseins- bwz. Lebensformen des Menschen selbst Bestandteil der "Wissenschaftslehre" ist und dass es andererseits zugleich als die ausgezeichnete Weise der Selbstmanifestation dieser Lebensformen zu bestimmen ist, deren Genese in der "Wissenschaftslehre" rekonstruiert wird. Fichte entwickelt im System der "Wissenschaftslehre" eine weitreichende und complex strukturierte Theorie des Gefuhls, die die Bereiche des theoretischen und praktischen, sinnlichen, intellektuellen und intelligiblen Lebens umfasst. Can young children such as 3-year-olds represent the world objectively? Some prominent developmental psychologists—such as Perner and Tomasello—assume so. I argue that this view is susceptible to a prima facie powerful objection: To represent objectively, one must be able to represent not only features of the entities represented but also features of objectification itself, which 3-year-olds cannot do yet. Drawing on Burge's work on perceptual constancy, I provide a response to this objection and motivate a distinction between three different kinds (...) of objectivity. This distinction helps advance current research on both objectivity and teleological action explanations in young children. (shrink)

It has recently been argued that to tackle social injustice, implicit biases and unjust social structures should be targeted equally because they sustain and ontologically overlap with each other. Here I develop this thought further by relating it to the hypothesis of extended cognition. I argue that if we accept common conditions for extended cognition then people’s implicit biases are often partly realized by and so extended into unjust social structures. This supports the view that we should counteract psychological and (...) social contributors to injustice equally. But it also has a significant downside. If unjust social structures are part of people’s minds then dismantling these structures becomes more difficult than it currently is, as this will then require us to overcome widely accepted ethical and legal barriers protecting people’s bodily and personal integrity. Thus, while there are good grounds to believe that people’s biases and unjust social structures ontologically overlap, there are also strong ethical reasons to reject this view. Metaphysical and ethical intuitions about implicit bias hence collide in an important way. (shrink)
