Human skin produces numerous neurohormones and neuropeptides. Recent evidence has shown that the neuroendocrine regulation of human skin biology also extends to keratins, the major structural components of epithelial cells. For example, thyrotropin‐releasing hormone, thyrotropin, opioids, prolactin, and cannabinoid receptor 1‐ligands profoundly modulate human keratin gene and protein expression in human epidermis and/or hair follicle epithelium in situ. Since selected keratins are now understood to exert important regulatory functions beyond mechanical stability, we argue that neuroendocrine pathways of keratin regulation are (...) important for maintaining skin and hair follicle homeostasis. This invites innovative neuroendocrine therapeutic interventions for skin disorders characterized by abnormal keratin expression, ranging from psoriasis to genodermatoses, and for promoting skin wound healing and hair growth. This strategy can be probed in simple, but instructive and readily available human skin and hair follicle organ culture assays as ideal models for exploring this new neuroendocrine frontier in translational epithelial biology. Keratins are a family of intermediate filaments that serve various crucial roles in skin physiology. For mammalian skin to function properly, and to produce epidermal and hair keratins that are optimally adapted for their environment, it is critical that keratin gene and protein expression are stringently controlled. Given that the skin is not only targeted by multiple hormones, but also constitutes a veritable peripheral endocrine organ, it is not surprizing that intracutaneous keratin expression is underlined by tight endocrine controls. These (...) controls encompass thyroid hormones, steroid hormones such as glucocorticoids (GCs), retinoic acid (RA) and vitamin D, and several neuroendocrine mediators. Here, we review why a better understanding of the endocrine controls of keratin expression is not only required for an improved insight into normal human skin and hair function, but may also open new therapeutic avenues in a wide range of skin and hair diseases. In this ‘age of information’, some worry that we get our news from online ‘echo chambers’, news feeds on our social media accounts that contain information from like‐minded sources. Filtering our information in this way seems prima facie problematic from an epistemic perspective. I vindicate this intuition by offering an explanation of what is wrong with online echo chambers that appeals to a particular kind of motivated reasoning, or bias due to one’s interests. This sort of bias affects, not which (...) evidence one is exposed to, but how one makes use of the evidence that one has, on the basis of one’s interests. I argue that consulting an online echo chamber often facilitates and amplifies this bias. I then draw some general conclusions about the potential downside of having ready access to so much information. (shrink)

ABSTRACT Atheists and agnostics have a vexed relationship. Atheists often regard agnostics as timid, or perhaps as disguised apologists. Agnostics often regard atheists as dogmatic hypocrites: they proclaim something on insufficient evidence, while accusing theists of this. This dynamic is familiar from the academic and popular literature. Here, I consider a more radical conflict between the two, based on Kripkean semantics for empty terms applied to atheism. Sorensen : 373–388) christened the Kripke-inspired formulation of atheism ‘Unicorn Atheism’ and argued from (...) there to the incoherence of agnosticism. But, I argue, the objection fails and instead presents an opportunity to reformulate agnosticism. By appreciating the relevance of Kripkean semantics to the issue, a better understanding of the two positions, and their conflict, emerges. (shrink)

Dolev's ambitious project is to show that the traditional debate in the philosophy of time between the so-called ‘tensed’ and ‘tenseless’ theorists is not a sustainable one. The key to the negative portion argument is that both the tensed and tenseless view of time can be understood only from within their respective ontological frameworks. Moreover, that there is only really an appearance of understanding within these frameworks, since neither framework furnishes us with the wherewithal to genuinely understand temporal language. Moving (...) past these frameworks is the goal Dolev sets us. The positive aspect of the text tries to teach us how to transcend this merely ontological dispute and engage in phenomenological considerations of time itself. The conclusion to the positive project is that we cannot postulate an adequate metaphysical system of time, though we can understand what time is if we treat it as the time of our experiences in everyday life.The prospect that we might be able to move past the existing debate into fresh philosophical terrain is exciting. The paper argues that Rawls's account of the obligation to keep promises entails that inasmuch as we are obliged to keep promises, we are also obliged to carry out threats. On the basis of the principle of fairness, Rawls claimed that a social practice creates a moral obligation if it is just, and one has benefited from it or entered it voluntarily. A practice of threats meets Rawls's first principle of justice. We may reasonably assume that immoral threats, just like (...) immoral promises, are not socially obliging. Threats meet Rawls's second principle of justice mainly because weaker parties benefit from drawing red lines, backed by credible threats. Finally, threats create social benefits: they contribute to social cooperation and collaboration. The argument entails that we must either accept the counterintuitive claim that threats are morally binding, or reject Rawls's account of the obligation to keep promises. (shrink)

Analyses of factual causation face perennial problems, including preemption, overdetermination, and omissions. Arguably, the thorniest, are cases of omissive overdetermination, involving two independent omissions, each sufficient for the harm, and neither, independently, making a difference. A famous example is Saunders, where pedestrian was hit by a driver of a rental car who never pressed on the (unbeknownst to the driver) defective (and, negligently, never inspected) brakes. Causal intuitions in such cases are messy, reflected in disagreement about which omission mattered. What (...) these analyses mistakenly take for granted, is that at issue is the 'efficacy' of each omission. I argue, on the contrary, the puzzle of omissive overdetermination favors taking the act/omission distinction seriously. Factual causation, properly understood precludes omissions (i.e. omissions are not causal). Of course, the law also attaches liability to omissions, but this works differently from liability for real causes (e.g. omissions have a duty requirement, they also respond differentially to difference-making considerations). The manner in which liability attaches for omissions differs from that of straightforward causal liability, and is entirely dependent on the underlying causal structure. Attention to that structure (e.g. that the driver's hitting the pedestrian with his car is what actually caused the injury) sheds light on which omissions matter (e.g. driver's failure to press on the brakes) and why (because that failure removes a defense the driver would have to liability for the accident he caused). Other cases, where the parties' connection is entirely omissive (e.g. two physicians fail to detect independently lethal conditions), come out differently (tracking moralized elements). The analysis offered makes better sense of both why omissive determination cases are puzzling and how to resolve them. (shrink)

This article is a response to an important objection that Sherrilyn Roush has made to the standard closure-based argument for skepticism, an argument that has been studied over the past couple of decades. If Roush's objection is on the mark, then this would be a quite significant finding. We argue that her objection fails.

The paper considers all citizens of Israel, the vast majority, however, of which are Jewish.FindingsThe study has found that even though Israeli social network users may be aware of online (...) privacy issues, their adoption of online sharing and exposure, while partly due to third person effect, is to a great extent a reflection of the Israeli collective ethos which emphasises the importance of community and emotional and material sharing.Originality/valueThe study proposes a new classification of privacy exposures and violations by analyzing the nature of privacy violations inherent in the new media. The hematopoietic system consists of more than ten differentiated cell types, all of which are derived from a single type of hematopoietic stem cell. The accessibility and interest of this system have made it a model for understanding normal and abnormal differentiation of mammalian cells. Newer techniques have generated a mass of data that requires integrative approaches for analysis and interpretation. The traditional view of the differentiation program holds that a small number of regulators are involved in each stage of (...) cell specification. However, this may not be the case. Recent analyses have shown that almost all substantial subsets of genes, including the set of broadly expressed transcription factors, are expressed in patterns that are unique for each lineage. Further, much of this difference between lineages can be captured in two‐dimensional graphs. Understanding the biologic significance, mechanisms and constraints underlying these differences is a challenge for experimentalists and computational biologists alike. In this illuminating book, Yuval Feldman analyzes these paradigms and provides a (...) broad theoretical and empirical comparison of traditional and non-traditional enforcement mechanisms to advance our understanding of how states can better deal with misdeeds committed by normative citizens blinded by cognitive biases regarding their own ethicality. The article discusses some of the major issues which need to be examined in a gendered reading of citizenship. However, its basic claim is that a comparative study of citizenship should consider the issue of women's citizenship not only by contrast to that of men, but also in relation to women's affiliation to dominant or subordinate groups, their ethnicity, origin and urban or rural residence. It should also take into consideration global and transnational positionings of these citizenships. The article challenges (...) the gender-blind and Westocentric character of many of the most hegemonic theorizations of citizenship, focusing in particular on the questions of membership in ‘the community’, group rights and social difference and the ways binaries of public/private and active/passive have been constructed to differentiate between different kinds of citizenships. The article argues that in order to be able to analyse adequately people's citizenship, especially in this era of ethnicization on the one hand and globalization on the other hand, and with the rapid pace at which relationships between states and their civil societies are changing, citizenship should best be analysed as a multi-tiered construct which applies, at the same time to people's membership in sub-, cross- and supra-national collectivities as well as in states. This article explores various analytical issues involved in conceptualizing the interrelationships of gender, class, race and ethnicity and other social divisions. It compares the debate on these issues that took place in Britain in the 1980s and around the 2001 UN World Conference Against Racism. It examines issues such as the relative helpfulness of additive or mutually constitutive models of intersectional social divisions; the different analytical levels at which social divisions need to be studied, their ontological base and their relations (...) to each other. The final section of the article attempts critically to assess a specific intersectional methodological approach for engaging in aid and human rights work in the South. (shrink)

The possibility of promising requires a determined obligation that distinguishes breaking a promise from merely failing to keep it, thus enabling both parties to know what the promise entails. In addition, a recognizable commitment must bind the promiser and justify the promisee’s reliance. It is widely accepted that fulfilling these functions requires a rule of promises – either a convention or a moral principle. The paper criticizes this common view and presents an alternative. I introduce the concept ‘quamise’. Quamises are (...) particular expressions of intentions to act, made within personal relationships which involve normative requirements. Given these requirements, quamising determines an obligation and justifies reliance sans rule. I argue that promises within relationships are in fact quamises. Consequently, a unified account of promises is available only if quamises can be made to strangers, without implicitly appealing to a rule. I show that an attempt to quamise can, under appropriate conditions, create the relationship needed for quamising. The conditions that enable quamising to strangers include the social emotion of shame, which provides the accountability to strangers required for reliance, as well as various salient precedents and practices the parties can designate in order to determine an obligation. Thus, a rule of promises is unnecessary. According to this view, the moral nature of promises resembles that of personal commitments: fidelity to promises is a virtue in the sense that friendship is. Dreams are a remarkable experiment in psychology and neuroscience, conducted every night in every sleeping person. They show that the human brain, disconnected from the environment, can generate an entire world of conscious experiences by itself. Content analysis and developmental studies have promoted understanding of dream phenomenology. In parallel, brain lesion studies, functional imaging and neurophysiology have advanced current knowledge of the neural basis of dreaming. It is now possible to start integrating these two strands of research to address fundamental (...) questions that dreams pose for cognitive neuroscience: how conscious experiences in sleep relate to underlying brain activity; why the dreamer is largely disconnected from the environment; and whether dreaming is more closely related to mental imagery or to perception. In this paper, I argue that context sensitivity is crucial for a proper exegesis of Wittgenstein's remark that one can say of the standard metre rod neither that it is one metre long nor that it is not one metre long. I discuss cases in which we can meaningfully assert that the rod in question is one metre long and explain why these cases do not conflict with Wittgenstein's insight. I analyse Pollock's recent defence of Wittgenstein's remark, as well as (...) Kripke's objections to it, and show that, while their commentaries are helpful, blindness to context renders them unsatisfactory. (shrink)

International human rights law has struggled to define a standard for determining the extraterritorial applicability of its norms that would reconcile the ethos of universal entitlement, on the one hand, with the centrality of borders in delineating state powers and responsibilities under international law, on the other hand. The case law of the UN Human Rights Committee and the European Court of Human Rights favors barring states from engaging in conduct outside their borders that would be impermissible if undertaken inside (...) their borders. Still, attempts to demarcate the precise scope of extraterritorial application through allusion to degrees of control over individuals or areas, or by the nature of the obligation itself – have led to unsatisfactory, if not arbitrary results. This article opines a move to functionalism as the basis for extraterritorial applicability – requiring states to protect IHRL in situations they can do so. Under this approach, which takes universality seriously, borders lose much their normative significance. I suggest limiting the functional approach to extraterritorial applicability in accordance with two key notions: the intensity of power relations – factual relations of power entailing direct, significant and foreseeable potential impact – should result in the application of IHRL obligations; or, alternatively, special legal relations – relations of power that put the state in a unique legal position to afford IHRL protection would also justify the imposition of extraterritorial obligations. Is there something wrong with the way we form beliefs about our surroundings? Most people assume not. But there is a character, the skeptic, who disagrees. What, exactly, is this skeptic claiming, and why should this concern us? We are, after all, just humans doing what humans do: forming beliefs on the basis of our faculties. In what sense could this be wrong, and how could it matter if it is? By considering the way in which the notions of vice (...) and criticism can express these questions, we can clarify them and discern some potential answers. These answers, I will suggest, can explain not only why we shouldn’t worry too much, but also the lasting appeal of skeptical problems. The idea is that we can accept, or grant for the sake of argument, that we fall short of some important standard while insisting that it is entirely unreasonable to criticize people, or ourselves, on that basis. These models are characterized by their attitudes to what, following Charles Taylor, can be referred to as the “fragmentary (...) character” of religious existence in the secular age. In contract law, common mistake or frustration are grounds for relieving the promisor from the obligation to perform. Conventional economic theory justifies relief by appealing to its effect on the promisee’s incentives, namely, her incentives to act efficiently to prevent the unfavorable occurrence or its associated losses. The Article challenges this justification. While relief may indeed generate efficient incentives under certain conditions, these are not the conditions in which it is in fact granted. Consequently, the cases in which the conventional (...) theory recommends that relief be provided and those in which it is actually awarded, are incompatible. Based upon this premise, the Article develops a new theory of the law of common mistake and frustration, bearing descriptive and prescriptive implications. Under the new theory, the purpose of relief is not to incentivize promisees, but rather to determine the legal consequences of non-contemplated events. Viewed in this light, the Article identifies a new set of efficiency rationales for the rule. Under specified conditions, relief allows contracting parties to (1) refrain from welfare-reducing trade in unquantifiable risk; (2) maintain control over the distribution of contractual gains; and (3) overcome disincentives to form efficient contracts. The Article analyzes the conditions under which these virtues are applicable, and finds that they generally correspond to those in which relief is actually awarded. (shrink)

Around the world, many liberal democracies are facing in recent years serious challenges and threats emanating inter alia from the rise of political populism. Such challenges and threats are feeding an almost existential discourse about the crisis of democracy, and recent legal and political developments in Israel aimed at weakening the power of the Supreme Court and other rule of law institutions have also been described in such terms. This Article primarily intends to explore the relevance of the discourse surrounding (...) the decline of liberal democracy, and its possible relevance for Israeli democracy, by examining the principal similarities and differences between specific legislative and administrative measures recently taken or contemplated in Israel and in two Central European states: Poland and Hungary. We focus on three sets of illiberal measures adopted or contemplated in Hungary, Poland, and Israel: (i) measures directed at limiting the power of the judiciary; (ii) measures intended to restrict the operation of civil society organizations; and (iii) measures directed at curbing dissent to governmental policies and at influencing the discourse in the media and academia. Although Israeli democratic institutions still retain much of their independence and vitality, we nonetheless find some degree of similarity between measures taken or contemplated by Hungary, Poland, and Israel, despite the many differences between their legal systems, historical contexts, political cultures, and the distinct stages of backsliding they seem to experience. This article focuses on questions of pure fact-of-the-matter and asks whether two omniscient judges may disagree over the legal answer to a straightforward question of a matter of fact. There are approaches to legal theory among some western and Jewish philosophers of law whereby at least superficially it is possible that two or more contradictory legal statements regarding a given reality can be equally correct. The article provides a critical analysis of three different models derived from the Jewish legal literature, (...) and reviews the contributions of Jewish sources to the understanding of the phenomenon of disagreements concerning matters of fact. The research reported here was the first empirical examination of strategic voting under the Sequential Voting by Veto (SVV) voting procedure, proposed by Mueller (1978). According to this procedure, a sequence of n voters must select s out of s+m alternatives (m=n=2; s>0). Hence, the number of alternatives exceeds the number of participants by one (n+1). When the ith voter casts her vote, she vetoes the alternative against which a veto has not yet been cast, and the s remaining non-vetoed (...) alternatives are elected. The SVV procedure invokes the minority principle, and it has advantages over all majoritarian procedures; this makes SVV a very desirable means for relatively small groups to make collective decisions. Felsenthal and Machover (1992) pointed out three models of voting under SVV: sincere, optimal, and canonical. The current research investigated, through laboratory experiments, which cognitive model better accounts for the voters' observed behavior and the likelihood of obtaining the optimal outcome as a function of the size of n (when s=1). The findings suggest that while voters under SVV use all three models, their choice is conditioned by group size. In the small groups (n=3), the canonical mode was a better predictor than the sincere model. In the larger groups (n=5), the sincere model was a better predictor than the canonical model.
