On March 11, 2020 the World Health Organization classified COVID‐19, caused by Sars‐CoV‐2, as a pandemic. Although not much was known about the new virus, the first outbreaks in China and Italy showed that potentially a large number of people worldwide could fall critically ill in a short period of time. A shortage of ventilators and intensive care resources was expected in many countries, leading to concerns about restrictions of medical care and preventable deaths. In order to be prepared for (...) this challenging situation, national triage guidance has been developed or adapted from former influenza pandemic guidelines in an increasing number of countries over the past few months. In this article, we provide a comparative analysis of triage recommendations from selected national and international professional societies, including Australia/New Zealand, Belgium, Canada, Germany, Great Britain, Italy, Pakistan, South Africa, Switzerland, the United States, and the International Society of Critical Care Medicine. We describe areas of consensus, including the importance of prognosis, patient will, transparency of the decision‐making process, and psychosocial support for staff, as well as the role of justice and benefit maximization as core principles. We then probe areas of disagreement, such as the role of survival versus outcome, long‐term versus short‐term prognosis, the use of age and comorbidities as triage criteria, priority groups and potential tiebreakers such as ‘lottery’ or ‘first come, first served’. Having explored a number of tensions in current guidance, we conclude with a suggestion for framework conditions that are clear, consistent and implementable. This analysis is intended to advance the ongoing debate regarding the fair allocation of limited resources and may be relevant for future policy‐making. (shrink)

We tested whether analogical training could help children learn a key principle of elementary engineering—namely, the use of a diagonal brace to stabilize a structure. The context for this learning was a construction activity at the Chicago Children's Museum, in which children and their families build a model skyscraper together. The results indicate that even a single brief analogical comparison can confer insight. The results also reveal conditions that support analogical learning.

Perception of Creativity in International Franchising Business Concepts - Comparison Analysis Between Franchisees and Franchisors This paper deals with the topic of creativity and perceived freedom of creativity in international franchising business concepts. It analyses various areas of daily business operations and the franchising business concept as a whole. Its focus is aimed at comparing the perception of level of freedom given in these areas to franchisees by the franchisors and its objective is to find out where these perceptions (...) differ between franchisees one side and franchisors on the other. The model of franchising is not described and the article assumes that the reader is familiar with this business model. The purpose of this article is to analyse and present the situation of creativity in the sector of international franchise businesses. As international franchising is in the focus of this article, topics such as cross-cultural environment in franchising models and creativity across cultures are covered. The method used to collect the data for further analysis is running an empirical research among two populations - franchisees and franchisors from several franchising business concepts active in international environment. Representatives from the two populations were asked to evaluate the level of freedom of creativity given or applied in their franchising business concepts. Respondents were answering an online survey, assessing ten different areas in daily business on a scale from one to five, ranging from no creativity allowed and strict governance by rules defined in the franchise concept to high level of creativity and freedom. Findings from both side of the franchise business partnerships, franchisees and franchisors, are presented including the test of homogeneity of proportions. Therefore some implications exist for further discussions and research, if franchising at all is, in its essence, a method of business concept, which enhances and facilitates creativity, or if creativity is perceived as a danger to franchise system that would harm its global unified approach which is the key principle of the franchis unified brand and concept strategy. Although euthanasia has been a pressing ethical and public issue, empirical data are lacking in Japan. We aimed to explore Japanese nurses’ attitudes to patients’ requests for euthanasia and to estimate the proportion of nurses who have taken active steps to hasten death. A postal survey was conducted between October and December 1999 among all nurse members of the Japanese Association of Palliative Medicine, using a self-administered questionnaire based on the one used in a previous survey with Australian nurses in (...) 1991. The response rate was 68%. A total of 53% of the respondents had been asked by patients to hasten their death, but none had taken active steps to bring about death. Only 23% regarded voluntary active euthanasia as something ethically right and 14% would practice it if it were legal. A comparison with empirical data from the previous Australian study suggests a significantly more conservative attitude among Japanese nurses. (shrink)

We agree that the relationship between phenomenology and accessibility can be fruitfully investigated via meshing, but we want to emphasise the importance of proper comparison between meshes, as well as considerations that make comparison especially difficult in this domain. We also argue that Block's interpretation of the neural data in his exemplar mesh is incorrect, and propose an alternative.

Thinking is known to be state dependent but a systematic study of how thinking in dreams differs from thinking while awake has not been done. The study consisted of analyzing the dream reports of 26 subjects who, in addition to providing dream reports also provided answers to questions about their thinking within the dream. Our hypothesis was that thinking in dreams is not monolithic but has two distinct components, one that is similar to wake-state cognition, and another that is fundamentally (...) different. We found that cognition within a dream scenario was similar to that of wake-state cognition, but that thinking about the scenario itself was deficient and very different than wake-state thinking. This scenario-based study examines the perceptions of university students in the United States and Australia regarding the ethics and acceptability of various sales practices. Study results indicate several significant differences between U.S. and Australian university students regarding the perceptions of ethical and acceptable sales practices. These differences centered on company-salesperson and salesperson-customer relationships. The findings are significant for the employer, and have consequences for customers and competitors. They also have implications for recruiters and managers of salespeople, academics with an interest (...) in understanding cross-national differences in sales ethics, and educators preparing students for future careers as business professionals. To construct their first lexicon, infants must determine the relationship between native phonological variation and the meanings of words. This process is arguably more complex for bilingual learners who are often confronted with phonological conflict: phonological variation that is lexically relevant in one language may be lexically irrelevant in the other. In a series of four experiments, the present study investigated English–Mandarin bilingual infants’ abilities to negotiate phonological conflict introduced by learning both a tone and a non-tone language. In a (...) novel word learning task, bilingual children were tested on their sensitivity to tone variation in English and Mandarin contexts. Their abilities to interpret tone variation in a language-dependent manner were compared to those of monolingual Mandarin learning infants. Results demonstrated that at 12–13 months, bilingual infants demonstrated the ability to bind tone to word meanings in Mandarin, but to disregard tone variation when learning new words in English. In contrast, monolingual learners of Mandarin did not show evidence of integrating tones into word meanings in Mandarin at the same age even though they were learning a tone language. However, a tone discrimination paradigm confirmed that monolingual Mandarin learning infants were able to tell these tones apart at 12–13 months under a different set of conditions. Later, at 17–18 months, monolingual Mandarin learners were able to bind tone variation to word meanings when learning new words. Our findings are discussed in terms of cognitive adaptations associated with bilingualism that may ease the negotiation of phonological conflict and facilitate precocious uptake of certain properties of each language. While niche construction theory locates animal artefacts in their constructors’ environment, hence treating them as capable of exerting selective pressure on both the constructors and their descendants, the extended phenotype concept assimilates artefacts with their constructors’ genes. Analogous contrasts apply in the case of endoparasite and brood parasite genes influencing host behaviour. The explanatory power of these competing approaches are assessed by re-examining the core chapters of Richard Dawkins’ _The Extended Phenotype_. Because animal artefacts have multiple evolutionary consequences for their (...) constructors, the extra-body effects of a gene seemingly include feedback effects on multiple other genes, a result which is more consistent with niche construction theory than with selfish gene theory. In the case of endoparasite genes influencing host behaviour, Dawkins’ argument leaves out what appears to be the key explanatory component, namely the role of the host’s own bodily systems in making it possible for such genes to exist. For action at a distance, it is unclear whether the key genes have extended effects because they sit in the body of the manipulating organism, or alternatively do not have such effects because they sit in the body of its victim. It is argued that niche construction theory offers a superior explanation in all three cases, regardless of whether the extended phenotype concept is interpreted in selfish gene or selfish organism terms. Philosophy lacks criteria to evaluate its philosophical theories. To fill this gap, this essay introduces nine criteria to compare worldviews, classified in three broad categories: objective criteria (objective consistency, scientificity, scope), subjective criteria (subjective consistency, personal utility, emotionality), and intersubjective criteria (intersubjective consistency, collective utility, narrativity). The essay first defines what a worldview is and exposes the heuristic used in the quest for criteria. After describing each criterion individually, it shows what happens when each of them is violated. From the (...) criteria, it derives assessment tests to compare and improve different worldviews. These include the is-ought, ought-act, and is-act first-order tests; the critical and dialectical second-order tests; the mixed-questions and first-second-order third-order tests; and the we-I, we-it, and it-I tests. The essay then applies these criteria and tests to a concrete example, comparing the Flying Spaghetti Monster deity with Intelligent Design. For another application, it draws more general fruitful suggestions for the dialogue between science and religion. (shrink)

There has been longstanding interest in the consistency of decisions made by research ethics committees in the UK, but most of the evidence has come from single studies submitted to multiple committees. A systematic comparison was carried out of the decisions made on 18 purposively selected applications, each of which was reviewed independently by three different RECs in a single strategic health authority. Decisions on 11 applications were consistent, but disparities were found among RECs on decisions on seven applications. (...) An analysis of the agreement between decisions of RECs yielded an overall measure of agreement of κ = 0.286 , indicating a level of agreement that, although probably better than chance, may be described as “slight”. The small sample size limits the robustness of these findings. Further research on reasons for inconsistencies in decision making between RECs, and on the importance of such inconsistencies for a range of arguments, is needed. (shrink)

Compassion is an emotion that occupies a central position in Mah?y?na Buddhist philosophy while it is often a neglected subject in contemporary western philosophy. This essay is a comparison between an Eastern view of compassion based upon Mah?y?na Buddhist perspectives and a western view of the same emotion. Certain principles found in Mah?y?na Buddhist philosophy such as the Bodhisattva Ideal, and suffering to name two, are explored for the information they contain about compassion. An essay by Lawrence Blum is (...) taken as representative of a Western view and it is analyzed for its shortcomings in light of the Buddhist view. The conclusion briefly describes the value of understanding an eastern view on compassion as a means of filling the void one finds in western medical ethics discourse which focuses so heavily, and redundantly, upon issues such as patient autonomy and paternalism. The handicap principle has come under significant challenge both from empirical studies and from theoretical work. As a result, a number of alternative explanations for honest signaling have been proposed. This paper compares the evolutionary plausibility of one such alternative, the "hybrid equilibrium," to the handicap principle. We utilize computer simulations to compare these two theories as they are instantiated in Maynard Smith's Sir Philip Sidney game. We conclude that, when both types of communication are possible, evolution is unlikely to (...) lead to handicap signaling and is far more likely to result in the partially honest signaling predicted by hybrid equilibrium theory. This chapter compares the social behaviour of human hunter-gatherers with that of the better-studied chimpanzee species, Pan troglodytes, in an attempt to pinpoint the unique features of human social evolution. Although hunter-gatherers and chimpanzees living in central Africa have similar body weights, humans live at much lower population densities due to their greater dependence on predation. Human foraging parties have longer duration than those of chimpanzees, lasting hours rather than minutes, and a higher level of mutual dependence, through the division (...) of labour between men and women ; which is in turn related to pair-bonding, and meat sharing to reduce the risk of individual hunters' failure on any particular day. The band appears to be a uniquely human social unit that resolves the tension between greater dispersion and greater interdependence. (shrink)

I present a diversity of theories of freedom which I compare and contrast. I begin with a brief summary of my own recently published theory, which I show to be superior to the other theories considered. I find that there are various weaknesses or errors in the other theories and that my own theory is the only one that gives an adequate explanation of why freedom, or a free society, is desirable.

This paper examines the effects of moral philosophy and ethnocentrism on quality of life orientation in international marketing. It also provides a cross-cultural comparison of ethical values between Koreans and Americans. International quality-of-life (IQOL) orientation refers to marketers' disposition to make decisions to enhance the well-being of consumers in foreign markets while preserving the well-being of other stakeholders. It is hypothesized that marketers' moral philosophy and ethnocentrism influence the development of marketers' IQOL. Specifically, the higher the IQOL orientation of (...) international managers, the higher their moral idealism, the higher their moral relativism, and the lower their ethnocentrism. Also, it is hypothesized that American managers are likely to score higher on moral relativism but lower on moral idealism compared to their Korean counterparts. Also, Korean managers are expected to be more ethnocentric than American managers. Data were collected from business professionals who enrolled in professional MBA courses both from the U.S. and Korea. The results provided support for the hypothesized relationships. Our subject is how the experience of Americans with a certain funding criterion, “broader impacts” may help in efforts to turn the European concept of Responsible Research and Innovation into a useful guide to funding Europe’s scientific and technical research. We believe this comparison may also be as enlightening for Americans concerned with revising research policy. We have organized our report around René Von Schomberg’s definition of RRI, since it seems both to cover what the European research group to (...) which we belong is interested in and to be the only widely accepted definition of RRI. According to Von Schomberg, RRI: “… is a transparent, interactive process by which societal actors and innovators become mutually responsive to each other with a view to the acceptability, sustainability and societal desirability of the innovation process and its marketable products .” While RRI seeks fundamental changes in the way research is conducted, Broader Impacts is more concerned with more peripheral aspects of research: widening participation of disadvantaged groups, recruiting the next generation of scientists, increasing the speed with which results are used, and so on. Nevertheless, an examination of the broadening of funding criteria over the last four decades suggests that National Science Foundation has been moving in the direction of RRI. (shrink)

The predominant interpretation of Wittgenstein's later remarks on religion takes him to hold that all religious utterances are non-scientific, and to hold that the way to show that religious utterances are non-scientific is to identify and characterise the grammatical rules governing their use. This paper claims that though this does capture one strand of Wittgenstein's later thought on religion, there is an alternative strand of that thought which is quite different and more nuanced. In this alternative strand Wittgenstein stresses that (...) religious utterances and beliefs can come in both scientific and non-scientific varieties. More than that, he claims that the grammar of religious utterances, and the logic of religious beliefs, is often complex – in that individual utterances and beliefs will often be mixed between, indeterminate between, or fluid between being scientific and being non-scientific. This complexity means that it will often be unhelpful to try to pin down one particular grammar or logic for a given utterance or belief. Wittgenstein therefore suggests a new method of grammatical and logical investigation, which is less likely to distort complex grammars or logics by being overly simplistic or rigid. This method is to use simple examples of utterances and beliefs as objects of comparison, so as to illuminate the different aspects of the more complex actual utterances and beliefs under examination. This alternative strand in Wittgenstein's later remarks on religion is a manifestation of a broader strand of Wittgenstein's later thought as a whole, which was first described by Friedrich Waismann, and later developed by Gordon Baker and Oskari Kuusela. The paper concludes by providing examples of religious beliefs which are logically mixed, indeterminate, and fluid, and showing how simple objects of comparison can be used to illuminate them. The social psychologist George Herbert Mead and the cognitive linguist Noam Chomsky both investigated the nature of language and mind during the 20th century. They approached the issues broadly, pursuing both philosophical and scientific lines of reasoning and evidence. This comparative analysis of Mead and Chomsky identifies fourteen questions that summarize their collective effort, and which animated much of the debate concerning language and mind in the 20th century. These questions continue to be relevant to 21st century inquiries. This paper (...) identifies which questions have been resolved and which have not, and discusses each in the context of relevant literature. This paper presents a structured comparison of the social quality approach with the UNDP-led 'human development' approach and its sister work on 'human security'. Through clarification of their respective foci, roles and underlying theoretical and value assumptions, the paper suggests that partnership of the social quality approach with these 'human' approaches appears possible and relevant for each side.

Governments are increasingly inviting patient organizations to participate in healthcare policymaking. By inviting POs that claim to represent patients, representation comes into being. However, little is known about the circumstances under which governments accept POs as patient representatives. Based on the analysis of relevant legislation, this article investigates the criteria that self-help organizations, a special type of PO, must fulfil in order to be accepted as patient representatives by governments in Austria and Germany. Thereby, it aims to contribute to the (...) discussion on the role of governments in steering SHOs. There are different degrees of regulation. Governments in both countries not only formulate explicit criteria for SHOs with respect to patient representation but also guide SHOs representing patients through implicit criteria for associations. We discuss the findings against concepts of responsiveness, authorization, and accountability. Our findings indicate that governmental steering is not negative per se as indicated by previous research but—depending on legislative criteria—can promote transparency and democratic quality in patient representation. This essay examines the relationship that obtains between Merleau-Ponty and Derrida through exploring an interesting point of dissension in their respective accounts of decision-making. Merleau-Ponty's early philosophy emphasizes the body-subject's tendency to seek an equilibrium with the world (by acquiring skills and establishing what he refers to as 'intentional arcs'), and towards deciding in an embodied and habitual manner that minimizes any confrontation with what might be termed a decision-making aporia. On the other hand, in his later writings, Derrida frequently (...) points towards a constitutive 'undecidability' involved in decision-making. He insists that a decision, if it is genuinely to be a decision, must involve a leap beyond all prior preparations, and this ensures that an aporia surrounds any attempt to decide. One must always decide without any equilibrium or stability, and yet these are precisely the things that Merleau-Ponty claims that our body moves us towards. Most of this essay will explore the significance of this disparity, and it will be argued that many of Merleau-Ponty's insights challenge the Derridean conception of the undecidability involved in decision-making. This becomes most obvious when comparing the decision-making processes of those expert in a particular field to those who are merely competent (for example chess), and this essay will attempt to establish that the aporia that Derrida discerns can actually be seen to constrict. Legal language exists in a peculiar state of tension. It is theoretically expected to meet the specific technical needs of a range of professions while simultaneously remaining entirely accessible to the public at large. Its success at that latter aim is at best limited, with laypeople generally more able to recognize that a given text is legal in character than they are to grasp its technical content. For such readers, the primary semiotic function of legal language is an indexical one, (...) indicating that a text possesses a particular authoritative status even if its intended legal function remains opaque. This paper explores that authoritative indexicality of legal language through the multisemiotic analysis of two corpora: a corpus of legitimate legal documents filed in an American courthouse written by licensed attorneys and a corpus of pseudolegal documents filed in that same courthouse written by members of the Sovereign Citizen conspiracy movement. Sovereign Citizens appropriate features characteristic of legitimate legal language in their pseudolegal writings in an effort to imbue them with real legal authority. The comparison of these two corpora therefore provides a unique perspective on which features of legal writing most clearly communicate authority to non-lawyers. In addition to discussing the ways in which legal authority is manifested in these two corpora, this paper also outlines a novel method for the visualization of the spatial distribution of target features in a corpus of static multimodal texts by employing probability density estimation to generate a series of feature-based heatmaps. The use of Buddhist teachings and practices in psychotherapy, once described as a new, popular trend, should now be considered an established feature of the mental health field in the United States and beyond. Religious studies scholars increasingly attend to these activities. Some express concern about what they view as the secularizing medicalization of centuries old traditions. Others counter with historical precedent for these phenomena comparing them to previous instances when Buddhist teachings and practices were introduced into new communities for (...) healing benefit like medieval China. I reveal that a growing number of clinicians also describe their activities in comparison to moments of Buddhist transmission like medieval China. Drawing on the models of scholars like Robert Ford Campany and Pierce Salguero, I outline the possible benefits and limits of such comparisons. I ultimately conclude that scholars use comparison to normalize these contemporary phenomena as cohering to a historical pattern and their interpretations are subsequently employed by clinicians to legitimate their activities. In this article, I compare WANG Bi’s 王弼 rendition of Dao 道 as the nameless, unfathomable root of language and the totality of beings, with Derrida’s analysis of the term khōra. Both cases include a text that presents itself as a commentary on another text, namely the Laozi 老子 for Wang Bi and Plato’s Timaeus for Derrida, whose matter is declared as elusive and ungraspable. I analyze the analogies between these two attempts to convey the unsayable, as well as the (...) philosophical differences in highlighting the “ipseity,” or the “otherness,” of what resides beyond the edge of discourse. On the basis of my analysis, I claim that decisive parallelisms can be found in the homology between text and theme, in the linguistic strategies and common metaphors, whereas the main difference lies in the metaphysical background. Whereas the Dao presumes a harmonious ability for self-ordering, khōra is centered on the concept of absolute otherness, whose unsayability is that of an entity that is constantly removing itself from any determination and which properly consists in dispossessing itself. This paper examines the contents of the codes of ethics of 83 of the top 500 companies operating in the private sector in Australia in an attempt to discover whether there are national characteristics that differentiate the codes used by companies operating in Australia from codes used by companies operating in the American and Canadian systems. The studies that were used as a comparison were Mathews (1987) for the United States of America and Lefebvre and Singh (1992) for Canada. (...) The major conclusion is that, whilst Australian codes do have some characteristics that differentiate them from the other two groups, it appears that companies in all three cultures are driven by the same motives to develop codes.
