By analysing Rousseau's conception of the general will, Zev Trachtenberg characterises the attitude of civic virtue Rousseau believes individuals must have to cooperate successfully in society. Rousseau holds that culture affects political life by either fostering or discouraging civic virtue. However, while the cultural institutions Rousseau endorses would motivate citizens to obey the law, they would not prepare citizens to help frame it. Rousseau's view of culture thus works against his account of legitimacy, and Trachtenberg concludes that Rousseau's (...) political theory as a whole is inconsistent. (shrink)

This study seeks to understand how citizens’ more intrinsic cultural orientations shape their attitudes toward the importance of ethics. Drawing upon the Grid-Group Cultural Theory, we investigate how four different cultural orientations influence citizens’ attitudes toward ethics in distinctive ways. Our multivariate analysis of the survey responses of 1,260 Seoul citizens revealed that strong hierarchs, egalitarians, and individualists are more likely to recognize the importance and necessity of public ethics. Fatalist orientation, however, did not show a statistically significant relationship with (...) the importance and necessity of public ethics. It was individualism that exerted the most significant influence over the importance of ethics in personal life, while the perception of the importance of ethics in the public sector and the necessity for ethics training for public officials were found to be mostly supported by strong hierarchs. In tribute to the philosophy of Bat-Ami Bar On, this article draws upon her Arendtian analysis of fascism to explore recent dynamics of ethnic nationalism in the US. Whereas Bar On analyzed the problem of citizen-soldiers, this study extends analysis toward the citizen culture-soldier, suggesting that recent dynamics in the US are suggestive of a Cultural Revolution that threatens the inclusive practice of citizenship required of democracy. Bar On’s work motivates philosophers to not be lulled into acceptance (...) of anti-democratic practices of citizenship. The values of respect, equality, and equity suggest that another form of citizenship should be practically pursued. (shrink)

These questions have too long been discussed primarily at the level of elites or on the basis of assumptions or about what the reactions of the people at large may be. In this groundbreaking book, Picturing Model Citizens, Thy Phu exposes the complex links between civility and citizenship, and argues that civility plays a crucial role in constructing Asian American citizenship. Featuring works by Arnold Genthe, Carl Iwasaki, Toyo Miyatake, Nick Ut, and others, Picturing Model Citizens traces the trope of civility from the nineteenth to the twenty-first centuries. Through an examination of photographs of Chinese (...) immigrants, Japanese internment camps, the Hiroshima Maidens project, napalm victims, and the SARS epidemic, Phu explores civility's unexpected appearance in images that draw on discourses of intimacy, cultivation, apology, and hygiene. Analyses the relationships between cultural coherence, cultural pluralism, civic education, and autonomy. Section 4.1 argues that the skills, habits, values, and beliefs that underlie the capacity for autonomy also underlie the capacity for citizenship; hence, education for citizenship and for autonomy are mutually reinforcing. Section 4.2 develops an ‘English’ model of political liberal education, contrasting it with an ‘American’ model developed in Section 4.3 and a ‘French’ model in Section 4.4. During a divisive political time, it is critical that social studies teachers, teacher educators, and scholars commit to justice, equity, inclusivity, and diversity when teaching, engaging, and learning with emerged bilingual (EB) students. This study examines how late arrival EB students and their teachers conceptualize social studies, citizenship, and civic education through a framework of culturally and linguistically relevant citizenship education (CLRCE). The findings in this study extend the original CLRCE framework by drawing from multiple sites of pedagogical ideas and (...) action to support late arrival EB students inside and outside of the social studies classroom. This study offers examples for how to implement CLRCE in communities experiencing similar demographic shifts as well as in schools who are interested in centering the cultural, linguistic, and civic experiences of their students. Specifically, this study reveals pedagogical examples and sites of critical citizenship that center EB students’ ideas, experiences, assets, and actions in civic society and in the social studies classroom, offering ways to rethink and reimagine civics education. Culturally diverse liberal democracies on both sides of the Atlantic are currently faced with serious questions about the education of their future citizens. What is the balance between the need for social cohesion, and at the same time dealing justly with the demands for exemptions and accommodations from cultural and religious minorities? In contemporary Britain, the importance of this question has been recently highlighted by the concern to develop political and educational strategies capable of countering the influence of extremist voices, (...) in both the majority and minority communities. Starting from recent debates in North America about possible accommodations to meet the concerns of non-liberal religious groups, the book goes on to examine several issues centered on education in culturally-diverse societies. Neil Burtonwood argues persuasively that the work of Isaiah Berlin, the British philosopher and historian of ideas, has considerable potential for illuminating questions about a properly liberal response to pluralism, and the education of cultural minority children in a liberal democracy. This is the first book to bring his writing to bear on education. Berlin's liberalism is distinctive in attending to the benefits that individuals gain from their memberships of cultural identity groups and religious communities, while remaining committed to Enlightenment values based on individual freedom. Yet his need to find compromises to balance the claims of individuals and groups makes Berlin's version of liberal pluralism so relevant to many vital questions of education policy and practice that concern philosophers of education today. In “The Crisis in Education,” her only essay dedicated to the topic of education, Hannah Arendt presents a position that in many ways runs counter to her conception of the political based on participation, actions and the potential for radical change. In so doing, she provides her readers, both political and pedagogical, with a perspective on education that challenges its instrumentalization for the sake of the political. To appreciate the counter-cultural yet commonsense claim Arendt makes, I will first consider the (...) meaning of the term citizenship and its Arendtian interpretation in a political context. Second, focusing on Arendt’s 1958 essay, I will explain why education is not first and foremost a public issue and therefore should not be interpreted as belonging to a political context. Connected to this, I bring to light Arendt’s well known discourse of the ensuing dangers of a confusion of the private and public realms. Her somewhat unwelcomed pedagogical-political contribution confronts us with our assumption that the solution to the crisis in citizenship lies within schools, showing it as yet another symptom of the political crisis of modernity. Having shown how and why schools cannot be asked to create citizens, I will – immersed in a paradox that Arendt recognizes – consider several means by which education can, in a secondary role, help us to understand and reflect upon the contemporary crisis in citizenship. The subject of the study is the socio-cultural threats to the information security of Russian citizens associated with ChatGPT technologies (Chat Generative Pre-trained Transformer, a machine-generated text response generator simulating a dialogue). The object of research − evaluation of the ratio of advantages and threats of generative language models based on "machine learning" in modern (2021-2023) scientific literature (journals HAC K1, K2 and Scopus Q1, Q2). The scientific novelty of the research lies in the culturological approach to the analysis of (...) threats to the security of Russian citizens associated with the use of ChatGPT as one of the technologies of "artificial intelligence". The formulation of the problem of the classical Turing test "to distinguish a person from a machine" is characterized as a scholastic abstraction, instead a more correct and productive approach is proposed: a socio-cultural assessment of the value (based on cultural axiology) of new computer technologies. The starting point of the analysis is the determination of socio-cultural value (or, conversely, damage) as a result of the use of generative language models based on machine learning. Further, the contribution and responsibility of various socio-cultural subjects of its creation and application are revealed − user, creator and developer. The result of the application of the proposed approach is the deconstruction of the discourse of the "philosophy of artificial intelligence" in terms of uncritical translation of developer declarations intended for marketing and attracting financing. Hypertrophied perception, precariously balancing on the edge of utopia and dystopia, is assessed as a risk of incorrect identification and ranking of threats to information security. Assumptions about the hypothetical "superweapon of psychological warfare" mask modern incidents of cross-border leakage of confidential data, the risks of being held accountable for publishing deliberately false information and illegal content as a result of using ChatGPT. National security measures are recommended, including restrictive measures and increasing the general civil culture of information security of users, as well as the orientation of domestic developments of solutions of this type on traditional values, socio-cultural identity and interests of Russian citizens. How will citizen rights be affected by global warming and related environmental disasters? Citizen rights have been demanded of and conferred by nation states. As a result, the benefits of citizenship remain highly variable across nations. Several schools of scholarship argue that nations states are weakening due to neoliberalism (Harvey), the rise of a world culture (Meyer), or privileged individuals’ ability to shield themselves from risk (Beck, Giddens). This article addresses those claims against the likely consequences of (...) global warming. I begin with a brief review of theories on the origins of and durability of nationalism and examine how such theories account for variability in social and political rights and group identities across the globe. I then identify the ways in which those theories have been challenged by accounts of neoliberalism, world culture, and risk society. Various reports by scientific societies, global agencies and the US government identify the likely consequences of global warming. I propose the likely reactions by states to those consequences and identify the effects those actions will have on national identity and citizen rights. (shrink)

This Article examines how the legal subjectivity of the migrant subject is intimately connected to the construction of the citizenship subject and how both have been products of the colonial encounter. Deploying the lens of postcolonialism, I argue that the migrant is addressed through a spectrum of legal rules based on normative criteria reminiscent of the colonial encounter. These criteria reinscribe citizenship within dominant racial, sexual, and cultural norms as well as claims of civilizational superiority. That which does not fall (...) within the boundaries of citizenship is regarded as outcast, an "Other," and subject to restraint, persecution, censorship, social stigma, incarceration, and even annihilation. The discussion draws examples from recent judicial decisions in the context of postcolonial India, dealing with migrant bar dancers and migrant Muslims, highlighting the deep and lasting impact of the colonial encounter and the imperial imagination on understandings and constructions of citizenship in the contemporary period. The cases further illustrate how notions of "global" or "world" citizen, unbound by territory or the nation-state, are unable to account for the complex and contradictory understandings of citizenship that have emerged from within a postcolonial context. The arguments force us to inquire into the role of citizenship, its relevance or meaninglessness in the lives of the migrant once its exclusionary potential has been exposed. (shrink)

This article aims at shedding light on how civic engagement matters for the emergence of a European public sphere. It investigates the citizen's role in constituting it and asks how citizens, being located in different cultural and political contexts, participate in and appropriate EU political communication. First, the article develops a pragmatic approach to the European public sphere emphasizing the importance of citizens' communicative participation and, moreover, considers the transnational and transcultural character of European political communication. It is assumed (...) that the constitution of public spheres – representing social constructions fulfilling democratic functions – ultimately relies on the citizen audience's perception of the impact of common problems and the EU's political decisions as well as on their subsequent participation in public discourses. The second part of the article presents the findings of empirical case studies conducted in France, Italy and Germany to explore citizens' engagement in and appropriation of the European constitutional debate. Multicultural cities in the Global North are rapidly developing and releasing urban food policies that outline municipal visions of sustainable food systems. In turn, these policies shape conceptions of food citizenship in the city. While these policies largely absorb activities previously associated with “alternative” food systems, little is known about how they respond to critical food and race scholars who have noted that these food practices and spaces have historically marginalized immigrants. A critical discourse analysis of 22 urban food policies (...) from Global North cities reveals that most policies do not meaningfully consider immigrant foodscapes, foodways, and food-related labour. Many promote hegemonic and/or ethno-nationalistic understandings of “healthy” and “sustainable” food without recognizing immigrants’ food-related knowledge and skills. Policies largely fail to connect the topic of immigrant labour with goals like shortening supply chains, subject immigrant neighbourhoods to stigmatizing health discourses, and lack acknowledgement of the barriers immigrants may face to participating in sustainable food systems. Relatedly, policy discourses articulate forms of food citizenship that emphasize individual obligations over rights related to food. This jeopardizes the potential for immigrants to be seen as belonging to dominant political urban food communities and benefitting from the symbolic and material rewards associated with them. Any liberal democratic state must honour religious and cultural pluralism in its educational policies. To fail to honour them would betray ideals of freedom and toleration fundamental to liberal democracy. Yet if such ideals are to flourish from one generation to the next, allegiance to the distinctive values of liberal democracy is a necessary educational end, whose pursuit will constrain pluralism. On one day in 2009, in 38 countries around the world, 4,000 ordinary citizens gathered to discuss the future of climate policy. This project, 'WWViews', was the first-ever global democratic deliberation - an attempt to enable normal people to reach informed decisions on and impact the global policy process.This book, written by the international practitioners and scholars who facilitated the project, analyses the experiences and lessons from this ground-breaking event. Despite the apparent success of the individual deliberations, the recommendations had (...) little impact within the media or the policy process at Copenhagen. The authors examine these successes and failures, and the challenges and opportunities of such deliberative events. Through this they explore important themes for participatory approaches from the local to the global: the role of deliberation within global governance; methodology and practice; participant selection; policy impacts; engaging the media; how policy culture affects deliberation uptake; capacity building and knowledge transfer; process evaluation; content and argumentation analysis; and gender, race and class aspects.The global aims of the WWViews project, along with the opportunity to evaluate the same process in different national and cultural contexts, makes this a hugely valuable and informative study for all those interested in democratic deliberation and environmental governance from the small to the international scale. Environmental ethics should be understood as a radical project that challenges the limits of contemporary ethical and political expression, a limit historically defined by the concept of the citizen. This dominant model of public being, frequently justified in terms of a formal or procedural rationally, facilitates an exclusionary ethos that fails to properly represent our concerns for the non-human world. It tends to regard emotionally mediated concerns for others as a source of irrational and subjective distortions in an otherwise (...) rationally ordered ethicopolitical community. In doing so it underestimates the important role played by 'structures of feeling', those culturally variable patterns of emotionally mediated responses, that provide the (shifting) grounds for all ethical experience, motivation, communication and interpretation. An alternative model of political expression more suitable to an environmental ethic, the denizen, is suggested. (shrink)

Among the fragments published in Zettel, one finds one of Wittgenstein's most enigmatic comments. In entry 455, he states that "the philosopher is not a citizen of any community of ideas. That is what makes him into a philosopher". The apparent incongruity between this entry and the thrust of Wittgenstein's later works initially draws one's attention, but the passage sustains interest because it is situated at the nexus of issues addressed in current philosophical debate regarding cultural pluralism. This paper (...) attempts to make sense of the Zettel fragment in the contexts of both Wittgenstein's own analysis and such debate. It argues that the post-Enlightenment philosopher's role entails a cosmopolitan point of view with promotes both the recognition of citizens' embeddedness in a cultural tradition and the need for a critical distancing from that tradition, occasioned by an awareness of cultural pluralism. This paper presents a critical evaluation of Mark Sagoff's critique of economistic approaches to environmental decision-making in The Economy of the Earth. Whilst endorsing many of Sagoff's specific arguments against the use of extended versions of cost-benefit analysis in making such decisions, it criticises the conceptual framework within which these arguments are developed. In particular, it suggests that what Sagoff represents as a tension between consumers and their public roles as citizens is better understood as one between culturally shared values (...) concerning both the protection of nature and the pursuit of consumption; and that this conflict has itself to be resolved by them as citizens. In the Acts of the Apostles, Paul twice evokes his rights as a Roman citizen. When he crosses from the jurisdiction of the Jewish to that of the Roman court, Paul in effect completes his definitive mapping of Jewish law as a local affair whose peculiar practices must be subsumed and refigured by the universal order promised by the Messiah to all nations. Paul's real and epistolary journeys to Rome effect a symbolic translation westward of Jewish civic themes, linking (...) the destiny of the Jews to the European political tradition. Yet Paul does so by evacuating the central mark of membership in Israel, namely the covenant of circumcision, of its continued validity. Rather than either salvaging Paul's universalism as the basis of modern democracy or critiquing his cultural politics, I use the concept of citizenship to begin calculating the consequences of Paul's multiple memberships in three distinct juridical orders: the Hellenistic city‐state, the nation of Israel, and the Roman Empire. My goal is not to re‐localize or de‐legitimate Paul's universalism in the name of individual cultures, but rather to recall the integral dream of universalism to its dialogue with diverse citizenship protocols, including Jewish ones, as well as to disclose the universal dimension of seemingly local civic rituals and routines. This book is the first comprehensive study to respond to the ongoing debates on political sciences’ fragmentation, doubtful relevance, and disconnect with the larger public. It explores the implications of the argument that political science ought to become more topic-driven, more relevant and more comprehensible for "lay" audiences. Consequences would include evolving a culture of public engagement, challenging tendencies toward liars’ rule, and emphasizing the role of “large” themes in academic education and research, the latter being identified as those (...) areas where severe democratic erosion is occurring – such as escalating income and wealth disparities pushing democracy towards plutocracy, ubiquitous change triggering insecurity and aggression, racist prejudice polarizing societies, and counter-terrorism strategies subverting civil liberties. Political science needs to address these pressing problems ahead of other issues by in-depth research and broadly accessible public narratives, including solution-orientated normative notions. This need provides the final justification for evolving a discipline where problems would take priority over methods and public relevance over sophisticated specialization. (shrink)

This paper examines what can be learnt from analysing attempts to give lay people more involvement in the administration of state schools. Although devolving more responsibility to schools and lay governors has been an important feature of school reform in several countries, it is not immediately apparent if this shift is the product of globally similar social and political forces or nationally specific cultural, ideological and economic factors. In considering this issue, the paper describes recent changes in school governance in (...) England, New Zealand, USA, Scotland and Catalunya, Spain. It is argued that some of these changes can best be characterised as attempts to increase the democratic participation of citizens in the running of schools. Other changes, however, seem rather to represent on attempt to bring the culture of business to schools and reduce the power of professional educators over education. (shrink)

Do-It-Yourself biology or DIYbio aims to open the field of molecular biology to all who are interested by showing that it can be done within one’s own garage or by opening community labs. In this sense it can be considered as one of the contemporary shapes of citizen or ‘amateur’ science. A great part of the existing literature focuses on how these cases can be seen as the sign of a democratization of science. However, within these studies it is (...) often forgotten that many of the members of the movements such as DIYbio are well-trained scientists with PhDs and other official credentials. Not only can this fact problematize the claims made by these studies, but it is also something that they cannot explain. Why do certified rocket scientists feel the need to design rockets outside of the official institutions? Why do biologists with a PhD stop their training and start tinkering in their basements? Beyond a general introduction to DIYbio, this paper aims to do three things. First of all it aims to analyze the phenomenon at the level of discourse, mainly focusing on the anti-institutional element of DIYbio. Rather than seeing this citizen science as merely a form of the democratization of the sciences, its origins lay within a deep-rooted critique on existing institutions such as the universities and the biotech industry. Secondly, these discourses are contrasted conceptually with the possible historical origins of the movement, ranging from synthetic biology, hackerspaces to the biotech industry itself. The central question will be: even if at a discourse level they present themselves as the renaissance of biology, are there other tendencies, histories and origins present in their practices? Thirdly, an attempt will be made to sketch possible future scenarios of DIYbio, based on personal experiences of setting up and maintaining a DIYbio lab and community, insights as a member of the global DIYbio movement and experience in implementing professional services in the DIYbio and maker sphere. Three observations will be at the core of this discourse. Firstly, DIYbio today encompasses many different kinds of initiatives that practise biosciences in new ways, all as a mutation on its initial conception in 2008. Local groups that started out similarly, diversified over the years according the intentions of the local communities. Secondly, more and more attempts at professionalising are being made in older communities. An anti-institutional element is often kept and used as a competitive advantage against the establishment. Finally, DIYbio benefits from developments in the sharing economy and growing freelance culture. How do these factors work together and do they have the potential for systemic change? (shrink)

This article outlines the relationship that cultural capital, which is identified as a media user’s education level, shares with news media consumption patterns, civic engagement, and cultural participation. The article’s findings are based on data gathered during a 2015 investigation on news media consumption conducted by a group of European researchers as part of a comparative research project, supplemented with data from a survey on a random sample of Polish citizens conducted in May 2019. The project for the empirical 2015 (...) study aimed to examine the principles of building individual media repertoires as a representation of media usage patterns and experiences related to news media consumption. The study focused on universal aspects of news media consumption, while simultaneously allowing for the discovery of aspects of news media use that are specific to the individual countries participating in the study: Germany, Denmark, Israel, Belgium-Fr., Belgium-Flanders, Portugal, Spain, the Netherlands, Croatia, and Poland. Living at the fateful juncture of private claims to space, self-determination and pleasure, and public claims to rights, justice and recognition, the sexual citizen is a hybrid being, who tells us a great deal about the pace and scale of cultural transformation and new possibilities of (...) the self and identity. Consideration of the sexual citizen also offers a new angle on recent debates about citizenship in all its complex dimensions, bringing to the fore issues that have often been occluded in these debates. The article explores these issues through the prism of three significant social developments: the democratization of relationships; the emergence of new subjectivities; and the proliferation of new `stories' about the body, the erotic and intimate life which both signal and encourage the growth of social and cultural capital, and in turn lead to new demands on the institutions of political life. This essay asks how we can explain why, in contrast with Western responses, a large number of Chinese citizens from all walks of life appear to have little sympathy with the spate of recent cases of dissidents having fallen foul of government regulations pertaining to public political criticism. The answer proposed in the essay is that there are cultural obstacles to the emergence of political dialogue in China beyond the well-canvassed official strictures on political critique. The essay addresses two of (...) these obstacles under the headings of the Confucian meta-rule of obedience and normative nominalism, argued to be characteristic of traditional Chinese conceptions of language. The reasons why these two cultural features are able to contribute so effectively to the retardation of political dialogicity in China, this essay claims, are to be sought in their deep roots in Chinese thought and the political unconscious of China to this day. The pursuit of a sustainable future necessitates the integration of critical thinking into environmental education, as it plays a crucial role in equipping individuals with the necessary skills and knowledge to address complex environmental challenges. This article aims to examine the significance of critical thinking in the educational framework for cultivating ecological culture. By exploring the relationship between critical thinking skills and sustainable practices, the study analyzes how critical thinking abilities can contribute to creating a solid foundation for a (...) sustainable future. This article presents the findings of a sociological survey conducted between March and June 2023, focusing on assessing the development of environmental culture competencies among residents of Yekaterinburg City (N = 250). The survey utilized a Google Form as the data collection tool. Statistical analysis was performed using the Vortex program version 10.0. The study findings indicate a significant level of ownership and shared responsibility among residents, suggesting their active engagement as catalysts for positive change in fostering a sustainable and equitable society. The findings of the study revealed that the city’s ecological situation is considered one of the most urgent issues by the citizens of Yekaterinburg. The article proposes a model of ecological culture in academic disciplines and presents a structured approach to raising environmental awareness in conjunction with the integration of critical thinking into academic disciplines. Recent social and cultural theory has emphasized that in risk culture the achievement of a reflexive self-identity is a key resource, for example, in terms of employment, citizenship and intimacy. Commentators on shifts in the organization of health have also stressed the significance of achieving a self-reflexive identity. So, for example, knowing, self-monitoring subjects have emerged as optimal citizens in relation to health. While there is certainly some critical commentary on these kinds of moves, nevertheless reflexive sexual subjects in (...) relation to health have received less critical attention. In this article, through an analysis of HIV antibody testing and, in particular, by looking at the making of reflexivity through the practice of testing, I consider the emergence of a heterosexuality defined in terms of reflexivity. In so doing I suggest that reflexivity should not be understood - as many commentators suggest - as an effect but rather as constitutive of risk culture. (shrink)

In The Good Citizen, nine well-known scholars discuss the idea - and ideal - of citizenship. The writers are female and male, white, black, Asian, and Latina/o. In an engaging discussion of history, prejudice, and cultural conflict, these thinkers make the case that a renewed America requires not only cooperation, but a pluralistic collaboration. The Good Citizen aims to encourage a national dialogue on the difficult question we all face: What exactly does it mean to be an American?

Codes of ethics were drafted by participants in the European and North American Congresses of DIYbio, a single global organization of informal biotechnology practitioners, in 2011. In general, the existence of a code of ethics amongst a community is itself significant. Codes of professional ethics are common in scientific and engineering fields, as well as in DIY communities. It is also significant, and highly unusual, that DIYbio has maintained two separate codes of ethics years after their drafting. While agreement was (...) reached within the congress for each geographic region, with considerable commonality between the two codes drafted, they are far from identical. There are differences in the ordering of items, the wording of common items, and the presence/absence of items. I will argue that these differences are meaningful, and consider them with respect to cultural variation, ethics, and societal implications. Finally, I recommend that the entire DIYbio organization unite under a single code of ethics, and that one of the existing drafts is superior to the other for this purpose. (shrink)

The main question on which this essay focuses is: What expectations should a Christian social ethics form concerning a constructive education strategy which can adequately respond to social needs within a globalised world? In order to do so, the first task is to identify the signs of the times: What are the impacts challenging education? What is essentially needed to help secure the necessary requirements for people to live together in a humane and peaceful way under conditions of socio-economic and (...) socio-cultural differences, manifold experiences of alienation, and the potentials for conflict that these bring about? If education as a major means of social participation ought to contribute to this, it must first of all be concerned with the personal identity of young people. The crucial point of education for ‘the citizens of the world’ will be to connect experiences that form identity with the capability to transcend one’s own horizon without fearing the loss of one’s identity. Social innovations are usually understood as new ideas, initiatives, or solutions that make it possible to meet the challenges of societies in fields such as social security, education, employment, culture, health, environment, housing, and economic development. On the one hand, many citizen science activities serve to achieve scientific as well as social and educational goals. Thus, these actions are opening an arena for introducing social innovations. On the other hand, some social innovations are further developed, adapted, or altered (...) after the involvement of scientist-supervised citizens in research and with the use of the citizen science tools and methods such as action research, crowdsourcing, and community-based participatory research. Such approaches are increasingly recognized as crucial for gathering data, addressing community needs, and creating engagement and cooperation between citizens and professional scientists. However, there are also various barriers to both citizen science and social innovation. For example, management, quality and protection of data, funding difficulties, non-recognition of citizens’ contributions, and limited inclusion of innovative research approaches in public policies. In this volume, we open theoretical as well as empirically-based discussion, including examples, practices, and case studies of at least three types of relations between citizen science and social innovation: domination of the citizen science features over social innovation aspects; domination of the social innovation features over the citizen science aspects; and the ways to achieve balance and integration between the social innovation and citizen science features. Each of these relationships highlights factors that influence the development of the main scales of sustainability of innovations in the practice. These innovations are contributing to a new paradigm of learning and sharing knowledge as well as interactions and socio-psychological development of participants. Also, there are factors that influence the development of platforms, ecosystems, and sustainability of innovations such as broad use of the information and communications technologies including robotics and automation; emerging healthcare and health promotion models; advancements in the development and governance of smart, green, inclusive and age-friendly cities and communities; new online learning centers; agri-food, cohousing or mobility platforms; and engagement of citizens into co-creation or co-production of services delivered by public, private, non-governmental organizations as well as non-formal entities. This article focuses on a method of moral self-cultivation advocated by the Chinese Neo-Confucian Zhu Xi: deep reading. To Zhu Xi, reading is not only an intellectual activity of learning knowledge, but also a spiritual exercise. Through meticulous, thorough, and unbiased reading, people can gradually cultivate their minds to have three virtues, carefulness (xixin), patience (naixin), and modesty (xuxin). I argue that these three virtues are like the three civic virtues (attentiveness, seriousness and humility) recently proposed by political philosopher Mary (...) Scudder, who argues that these virtues can help people become ‘listening citizens’. Listening citizens are more eager to actively listen to others’ viewpoints and engage in democratic deliberation, which in turn can create a healthy public culture. In sum, while the goal of becoming a sage through deep reading may not be relevant today, Zhu Xi’s teachings highlight the value of deep reading in fostering good citizenship. (shrink)

Dominant forms of contemporary big-data based digital citizen science do not question the institutional divide between qualified experts and lay-persons. In our paper, we turn to the historical case of a large-scale amateur project on biogeographical birdwatching in the late nineteenth and early twentieth century to show that networked amateur research can operate in a more autonomous mode. This mode depends on certain cultural values, the constitution of specific knowledge objects, and the design of self-governed infrastructures. We conclude by (...) arguing that the contemporary quest for autonomous citizen science is part of a broader discourse on the autonomy of scientific research in general. Just as the actors in our historical case positioned themselves against the elitism of gentlemen scientists, avant-garde groups of the twenty first century like biohackers and civic tech enthusiasts position themselves against the system of professional science—while “digital citizen science” remains to oscillate between claims for autonomy and realities of heteronomy, constantly reaffirming the classic lay-expert divide. As the euro crisis unfolds, political discourse on both sides of the European Union (EU)’s internal divide—“North” and “South”—becomes ever more exasperated, distant and untranslatable. At the root lies a weak pan-European sense of belonging—a common political identity thanks to which European citizens may regard each other as equals, and therefore as deserving recognition, trust, and solidarity. This paper describes some of the culture-related problems that impact directly on the formation of an eventual political identity for EU citizens. It (...) then suggests that the enacting of an interculturalist paradigm can help untie some of the nuts—political but also cultural—that Europe faces in order to solve the economic crisis. We live in the Digital Era, where national frontiers are vanishing. In light of cultural globalization and digital identity, a contemporary re-interpretation of classical notions like citizenship is imperative. What does it mean to be a citizen in the Digital Era? To whom can we assign digital citizenship status? In order to discuss these questions we introduce the notion of hybrid beings. Our hypothesis is that the dynamical feedback relation between the physical and digital individual’s experience promotes the embodiment (...) of a hybrid identity from which the hybrid being emerges. It is important to stress that the hybrid identities of hybrid beings are not just alter egos or avatars created in the digital world, but that they express a new dynamic around the impossibility of distinguishing between “physical” and “digital” sides of an individuals’ actions. It is precisely because of a hybrid being’s participation in a merged physical/digital world that we believe the notion of hybrid beings is the most suitable paradigm to exemplify the role of the digital citizen and digital citizenship. By exploring the meaning construction of Chinese citizenship stipulated in Chinese legislation and its interaction with social identities and human nature in the Chinese society, the present study investigates the nature and evolution of the conception of Chinese citizens through three selected cases from Chinese legislations, which illuminate that Chinese citizens are essentially persons with independent personalities defined by the rights and obligations stipulated in legislation. This conception is further strengthened by the entitlement to private properties and equality before law. (...) This conception of Chinese citizenship is concrete and meaningful in the sense that it is underpinned with reference to social identities as person, people and personality in Chinese legislations. The reference of the conception to human being constitutes the essence of Chinese legislation. The meaning construction of Chinese citizenship is indeed a dynamic process engineered in the social and cultural process. The findings on the evolution of the construction of Chinese citizenship in Chinese legislation suggest that the formation of legal identity through legislation varies greatly in different countries. Nevertheless, the realization of the conception of citizenship will necessarily be backed up by social identities as person, people and personality, which will be further strengthened and expanded by the legitimating of private properties and equality before law.
