Global crises such as the climate crisis require fast concerted action, but individual and structural barriers prevent a socio-ecological transformation in crucial areas such as the mobility sector. An identification with people all over the world and an openness toward less consumption may represent psychological drivers of a socio-ecological transformation. We examined the compatibility of both concepts as well as their relation to people’s support of a decarbonised mobility system and their flight mobility behaviour – a CO2-intensive behaviour that (...) may be particularly difficult to refrain from for globally identified people, but less so for sufficiency-oriented people. In an online study conducted in Germany, we found that global identity and sufficiency orientation were positively related. Both were negatively related to past flight-related CO2 emissions and positively related to refraining from flying and the support of decarbonised mobility policies. Accounting for both showed that sufficiency orientation in particular was related to fewer flight-related CO2 emissions and refraining from flying. Furthermore, we examined people’s travel experiences. While global identity was unrelated to the frequency and duration of international travelling, it was positively related to the frequency and quality of contact with local people met on journeys. An experimental variation of whether participants first answered questions on global identity or on travel experiences revealed that remembering past international travelling led to higher reported levels of global identity. Taken together, global identity seems to profit from in-depth international contact with people, but can be decoupled from resource-intensive travel behaviour. Globally identified and sufficiency-oriented people may support a socio-ecological transformation. Our results indicate a compatibility of global identity and sufficiency orientation. Experimental and longitudinal research should examine causal links to foster our understanding of the conditions under which both can be strengthened. (shrink)

Recent discussions around education for global citizenship continues to retrace notions of cosmopolitanism first laid out in Europe. Ostensibly seeking global inclusivity, much of this work ultimately returns to a rather narrow set of ontological and epistemic themes, primarily Stoicism and Pauline Christianity. The Kyoto School offers a constructive reconstruction of these core premises of European cosmopolitanism. In resisting the ontologizing of autonomous individualism and abstract universalism, Kyoto School thinkers offered an alternative tripartite structure that drew greater attention (...) to the specific : individual and universal are inevitably mediated by the ‘logic’ of specific histories, languages, institutions, and communities. Rather than naïve nationalism, this view emerged within a radically relational worldview: ‘continuity-in-discontinuity’ emplaced within absolute nothingness. Kimura Motomori, a leading Kyoto School educational thinker, explicitly extended these Nishidian ideas to challenge Rousseau’s contracting individualism, Kantian abstract universalism, and Hegelian teleological temporality, thus offering a fresh vision of cosmopolitanism: self-aware citizens engaging concretely in the task of opening their specific societies. In conclusion, in part to demonstrate the very forms of critique we envisage, we trace historically the impacts of Kyoto School cosmopolitanism ideas on postwar policy in Japan and lament the recent regressive closing. This is a personal memoir about the life, work and courage of Professor Kathleen Wilkes, a Fellow in Philosophy for 30 years at St Hilda’s College, Oxford University. The article traces—and sets out to explain— particularly her links to Dubrovnik and Croatia and the Inter–University Centre since 1981, and supported strongly through the 1980s and even during the 1990s, remaining on-site during the cruel siege of the city when the IUC suffered a devastating fi re. Three key aspects of her (...) life are explored—her work as a significant philosopher of science, her outstanding courage and work in defending academic freedom widely over the East Central European region, and her warm personality and generous friendship. This is why she can be regarded as Dubrovnik’s Global Citizen, the IUC was only too ready and willing to host this conference in her honour. (shrink)

This article compares two contemporary rhetorical figures: the ‘internet troll’, a name invoked to represent a variety of offensive and disturbing online discourse, and the narrator and main character of avant-garde English author Tom McCarthy’s debut novel Remainder. By thinking about how these two figures relate to Levinas’ brand of deconstructive ethics, I attempt to develop an idea about how global communication technology bends our perception and performance of what is ethical. Both the troll and McCarthy’s narrator represent the (...) necessity of understanding in a world caged in technical language describing itself. And at the same time, each figure will be shown to represent the motivating force of a global society that strives for total understanding: an absence of understanding, or in Levinasian terms, the face of the other. This book, in the case study tradition, examined the lived experiences of 12 former high school students who participated in an exchange trip to Argentina, in connection with intercultural competency development.

In an important article published in this journal, Dryzek, Bächtiger and Milewicz (2011) champion the convocation of a Deliberative Global Citizens’ Assembly (DGCA). In this article, I aim to further strengthen the case for a DGCA by addressing: (i) why a DGCA is likely to take a long-term perspective in the global interest and (ii) why it is so vital that a global institution should do so. I start by analyzing the nature of the issues requiring (...) global policy. These issues, I will argue, are typically global cooperation problems. Cooperation problems pose two major challenges. The first is to prevent freeriding – i.e. serving one’s short-term interests at the expense of the long-term global interest. The second is to align on an efficient global policy. In both respects, I will argue, a DGCA is a good candidate to yield desirable results (and is likely to do better than current supranational institutions). (shrink)

Emancipating from prejudices, dogmatism, fears and mistrust through direct participation is the knot of education for democracy to be solved for a discipline such as education which, in contemporary times, cannot and must never be deaf to change. The essential assumption is that citizenship education needs a solid ethical and moral dimension, as well as a personal and social one, before political and administrative; only when the awareness of the inviolable rights of individuals, men and citizens, of their indifferent (...) protection and awareness of the choices to be made for their exercise emerges from below, then it is possible to organize the step to be taken in the direction of educational and training choices. On one day in 2009, in 38 countries around the world, 4,000 ordinary citizens gathered to discuss the future of climate policy. This project, 'WWViews', was the first-ever global democratic deliberation - an attempt to enable normal people to reach informed decisions on and impact the global policy process.This book, written by the international practitioners and scholars who facilitated the project, analyses the experiences and lessons from this ground-breaking event. Despite the apparent success of the individual deliberations, (...) the recommendations had little impact within the media or the policy process at Copenhagen. The authors examine these successes and failures, and the challenges and opportunities of such deliberative events. Through this they explore important themes for participatory approaches from the local to the global: the role of deliberation within global governance; methodology and practice; participant selection; policy impacts; engaging the media; how policy culture affects deliberation uptake; capacity building and knowledge transfer; process evaluation; content and argumentation analysis; and gender, race and class aspects.The global aims of the WWViews project, along with the opportunity to evaluate the same process in different national and cultural contexts, makes this a hugely valuable and informative study for all those interested in democratic deliberation and environmental governance from the small to the international scale. The gap between the affluent and the global poor has increased during the past few decades, whether it is measured in terms of private consumption, income, or wealth. One would expect that severe poverty in a world of abundance would constitute a moral challenge to the affluent, but in fact it hardly seems a serious ethical concern. Affluent citizens seem so little morally concerned with global poverty. However, the most promising approach seems to be to explore and (...) divulge factually and conceptually the numerous ways in which the affluent are implicated in a wholly unjust world of growing inequality. Changing people's moral perception is an arduous task and it is to be expected that affluent people will only gradually come to morally question their comfortable lives, at least in the absence of environmental or political disasters that might occur in the future. The immense human suffering at stake makes it a duty for moral philosophers to continue to work at and even increase their efforts towards this task. (shrink)

How will citizen rights be affected by global warming and related environmental disasters? Citizen rights have been demanded of and conferred by nation states. As a result, the benefits of citizenship remain highly variable across nations. Several schools of scholarship argue that nations states are weakening due to neoliberalism (Harvey), the rise of a world culture (Meyer), or privileged individuals’ ability to shield themselves from risk (Beck, Giddens). This article addresses those claims against the likely consequences of global (...) warming. I begin with a brief review of theories on the origins of and durability of nationalism and examine how such theories account for variability in social and political rights and group identities across the globe. I then identify the ways in which those theories have been challenged by accounts of neoliberalism, world culture, and risk society. Various reports by scientific societies, global agencies and the US government identify the likely consequences of global warming. I propose the likely reactions by states to those consequences and identify the effects those actions will have on national identity and citizen rights. (shrink)

As the world is getting increasingly connected and interdependent it becomes clear that the world’s most pressing public problems such as poverty or global warming call for cross-sector solutions. The paper discusses the idea of business leaders acting as agents of world benefit, taking an active co-responsibility in generating solutions to problems. It argues that we need responsible global leaders who are aware of the pressing problems in the world, care for the needs of others, aspire to make (...) this world a better place, and act in word and deed as global and responsible citizens. The argument is structured as follows: first, in highlighting some leadership challenges we discuss why it takes a responsible, global, and ultimately cosmopolitan mindset to enhance human values on a global scale. Second, we define more specifically responsible global leadership and the (potential) role of business leaders acting as agents of world benefit. Third, drawing on latest research on cosmopolitanism, we discuss the hallmarks of contemporary cosmopolitanism. This illuminating book is a republican critique of the current system of global governance and its failure to address key global problems. A common criticism of global institutions is that their rules disproportionately favor the political and economic interests of powerful states over those of weaker states. This dissertation consists of three essays that each deal with a specific application of the criticism. In the first essay, I examine the question of whether international human rights law should include a human right to democracy. Joshua Cohen and Charles Beitz offer two kinds of argument for thinking that it should not. First, protecting (...) a human right to democracy would permit outsiders to intervene in domestic political arrangements in objectionable ways. Second, democracy presupposes a conception of persons as equals that cannot be shared internationally. I argue that both these arguments would prove too much: they would rule out from the human rights corpus rights that clearly seem to be human rights. Building on this conclusion, I offer a positive argument for recognizing a human right to democracy. In the second essay, I explore the objection that global economic institutions sustain unacceptable degrees of inequality. On one skeptical response, the rules of global economic institutions are justifiable insofar as states have consented to them. I argue that specific features of global economic institutions make this view implausible. I then articulate several reasons for thinking that inequalities sanctioned by global economic institutions are objectionable. It turns out that the prominent philosophical debate on whether Rawlsian egalitarianism should be globalized addresses one but not the other of these reasons. In the third essay, I examine the practice of universal jurisdiction, which allows states to exercise jurisdiction over a narrow range of international law violations regardless of where, by whom, or against whom the violations occur. On the standard justification for this exceptional category of jurisdiction, what makes the exception justifiable is the moral heinousness of the relevant violations. This justification, I argue, can explain neither the narrow subject matter nor the expansive scope of universal jurisdiction. I offer an alternative justification on which universal jurisdiction is justifiable as a way of filling enforcement gaps to which some but not other international legal norms are prone. (shrink)

Calling Citizens to a Moral Way of Life: A Dutch Example of Moralized Politics This article offers a sociological analysis of the moral revisions that accompany welfare state reforms in the Netherlands. It is argued that Dutch welfare state reforms after the Cold War rely on moral discourses in particular and moral language in general to legitimize and effectuate policy measures. The Dutch reformers have been pursuing a set of strategies of moralization designed to adjust the Dutch welfare state (...) to the new, post-Cold War situation, in which social policies are redesigned to support the operation of global markets. This article seeks to show how this "moral revision" has been taking place by consulting data sources provided by Dutch media, policy documents, council reports, advices, speeches, and newspaper interviews. This implies that special attention is paid to the rhetoric, language, tones, symbolism, metaphors and moral images used and propagated by moral revisionists, elites and media, their definitions of the prevailing moral situation and of the desired one, their formulation of desired values and norms and the ways in which moral panics are aroused. Three recent Dutch policy innovations, namely the national debate on norms and values, the Charter Responsible Citizenship and the family policy memorandum, are interpreted as political strategies to re-engineer the new morality that can sustain a reformed state. Citizen science (CS) has been presented as a novel form of research relevant for social concerns and global challenges. CS transforms the roles of participants to being actively involved at various stages of research processes, CS projects are dynamic, and pluralism arises when many non-professional researchers take an active involvement in research. Some argue that these elements all make existing research ethical principles and regulations ill-suited for guiding responsible CS conduct. However, while many have sought to highlight such challenges (...) from CS, few have discussed principles per se providing the foundation for regulations. In this article we will investigate the possibilities of midlevel principlism in guiding responsible CS conduct. Principlism has the potential of accommodating many of the concerns taken to reduce the relevance of existing principles. (shrink)

This Article examines how the legal subjectivity of the migrant subject is intimately connected to the construction of the citizenship subject and how both have been products of the colonial encounter. Deploying the lens of postcolonialism, I argue that the migrant is addressed through a spectrum of legal rules based on normative criteria reminiscent of the colonial encounter. These criteria reinscribe citizenship within dominant racial, sexual, and cultural norms as well as claims of civilizational superiority. That which does not fall (...) within the boundaries of citizenship is regarded as outcast, an "Other," and subject to restraint, persecution, censorship, social stigma, incarceration, and even annihilation. The discussion draws examples from recent judicial decisions in the context of postcolonial India, dealing with migrant bar dancers and migrant Muslims, highlighting the deep and lasting impact of the colonial encounter and the imperial imagination on understandings and constructions of citizenship in the contemporary period. The cases further illustrate how notions of "global" or "world" citizen, unbound by territory or the nation-state, are unable to account for the complex and contradictory understandings of citizenship that have emerged from within a postcolonial context. The arguments force us to inquire into the role of citizenship, its relevance or meaninglessness in the lives of the migrant once its exclusionary potential has been exposed. (shrink)

In this paper, I take seriously calls for public engagement in human genome editing decision-making by endorsing the convening of a “Citizens Jury” in conjunction with the International Commission on the Clinical Use of Human Germline Genome Editing’s next summit scheduled for March 6–8, 2023. This institutional modification promises a more inclusive, deliberative, and impactful form of engagement than standard bioethics engagement opportunities, such as comment periods, by serving both normative and political purposes in the quest to offer moral (...) guidance on gene editing. In examining evidence from the Australian Citizens’ Jury on Genome Editing convened in 2021, I argue that Citizens’ Juries should work in tandem with governing institutions to preserve the role of expertise while ensuring that the diverse views of the public are incorporated into their final reports as well. First, early inclusivity allows “the people” to hold agenda setting power through helping to set resource priorities. This also makes a downstream deliberative event, such as the called for Global Citizens’ Assembly, both more likely to occur and more influential on policy. Second, Jury’s diverse composition promises substantive contributions to the Commission’s work. Third, Citizens’ Juries could help to cultivate the Commission’s trustworthiness. (shrink)

Climate change exposes ecological and socio-economic systems to risks. The identified disparities in knowledge about the social climate system are at the root of the difficulties in perceiving and understanding the diversity of risks related to climate change. The still huge gap between what science and technological innovation can contribute to mitigation and what is unmanageable by humans inevitably requires a continuous process of adaptation. This work is part of the research associated with the European project (under the ERA4CS) 'Citizen (...) Sensing - Urban climate resilience through participatory risk management systems', which proposes to develop a Participatory Climate Risk Management System, a two-way communication system where is part of a participatory risk management system, contributing to adaptive governance. These objectives will be achieved through the creation of a platform that will incorporate information gathered from four pilot studies: Norrköping (Sweden), Porto (Portugal), Rotterdam (The Netherlands) and Trondheim (Norway). Ultimately, the aim is to draw conclusions on how this application can contribute to improving citizens' literacy to cope with climate change adaptation and to raise awareness of this problem, as the involvement of citizens and stakeholders will only be improved if the perception of the risk of climate change is substantially increased. Awareness campaigns about the potential risks associated with extreme events are of great importance. Citizens tend to view climate change as a global phenomenon, ignoring and avoiding taking action until it is directly and seriously affected. (shrink)

The global space is in need of creative solutions to the challenges posed by those seeking, and deserving of, asylum. In some democratic states, experiments in permitting citizens to have a greater role in selecting refugees for admission are underway; in this article, I consider the conditions that must apply to any citizen‐selection scheme, in order for such a scheme to be morally acceptable. I begin with an account of the way in which citizen‐selection schemes – usually called (...) ‘sponsorship programs’ – operate presently. I then offer a justification for engaging citizens in refugee resettlement in general, as well as in selecting specific refugees for admission in particular, and then identify several conditions that must attend any permissible citizen‐selection scheme. I defend this account from two objections: (1) that states should be the primary, and indeed only, agent that selects refugees for admission and (2) that citizens will inevitably use problematic criteria in selecting refugees for admission, so they should be denied the right to do so. I conclude with some proposals for how a citizen‐selection scheme can be crafted to respond to this latter worry, including an outline of an exception clause that permits citizens to make the case that some refugees ought to be resettled, even if not specially selected by the UNHCR for resettlement priority, including especially family members and friends. Do-It-Yourself biology or DIYbio aims to open the field of molecular biology to all who are interested by showing that it can be done within one’s own garage or by opening community labs. In this sense it can be considered as one of the contemporary shapes of citizen or ‘amateur’ science. A great part of the existing literature focuses on how these cases can be seen as the sign of a democratization of science. However, within these studies it is often (...) forgotten that many of the members of the movements such as DIYbio are well-trained scientists with PhDs and other official credentials. Not only can this fact problematize the claims made by these studies, but it is also something that they cannot explain. Why do certified rocket scientists feel the need to design rockets outside of the official institutions? Why do biologists with a PhD stop their training and start tinkering in their basements? Beyond a general introduction to DIYbio, this paper aims to do three things. First of all it aims to analyze the phenomenon at the level of discourse, mainly focusing on the anti-institutional element of DIYbio. Rather than seeing this citizen science as merely a form of the democratization of the sciences, its origins lay within a deep-rooted critique on existing institutions such as the universities and the biotech industry. Secondly, these discourses are contrasted conceptually with the possible historical origins of the movement, ranging from synthetic biology, hackerspaces to the biotech industry itself. The central question will be: even if at a discourse level they present themselves as the renaissance of biology, are there other tendencies, histories and origins present in their practices? Thirdly, an attempt will be made to sketch possible future scenarios of DIYbio, based on personal experiences of setting up and maintaining a DIYbio lab and community, insights as a member of the global DIYbio movement and experience in implementing professional services in the DIYbio and maker sphere. Three observations will be at the core of this discourse. Firstly, DIYbio today encompasses many different kinds of initiatives that practise biosciences in new ways, all as a mutation on its initial conception in 2008. Local groups that started out similarly, diversified over the years according the intentions of the local communities. Secondly, more and more attempts at professionalising are being made in older communities. An anti-institutional element is often kept and used as a competitive advantage against the establishment. Finally, DIYbio benefits from developments in the sharing economy and growing freelance culture. How do these factors work together and do they have the potential for systemic change? (shrink)

The Millennium Development Goals (MDGs), an unprecedented set of global commitments to reduce various forms of human deprivation and promote human development, are set to expire in 2015. Despite their promise, the MDGs are flawed in a variety of ways. The development community is already discussing what improved development framework should replace the MDGs. I argue that global justice advocates should focus first on the procedure for developing the post-2015 development framework. Specifically, they should create spaces for (...) class='Hi'>citizens, especially the most marginalized and oppressed, to actively deliberate about the form and content of a future global development framework, and ensure that this deliberation receives political uptake in formal intergovernmental processes for deciding the post-2015 framework. Citizen science is growing quickly, given its potential to enhance knowledge coproduction by diverse participants, generating large and global data sets. However, uneven participation in CS is still an important concern. This work aims to understand participation dynamics in CS and how they are shaped by participation barriers and drivers. We do so by examining participation in CONECT-e, a CS project that uses a wiki-like platform to document traditional ecological knowledge. More precisely, we analyze quantitative data on participants’ profile (...) and activity patterns and qualitative data on barriers and drivers of participation. Our findings suggest that overcoming the education, age, and residence participation barriers is challenging even in cocreated CS projects. This is potentially due to issues of perceived self-illegitimacy and low access to information and communication technologies. Our results also point out that participants’ alliance with the project’s objectives and trust relationships with the project team are important drivers of participation in CS projects. Finally, we also highlight the need to think beyond participation as single actions and rather consider participation diversity in CS as functional diversity in ecosystems, with participants performing a diverse set of interconnected tasks or functions. Global warming and other climate issues seriously threaten global sustainable development. As citizen environmental behavior can have a positive impact on the environment, it is of great theoretical significance and practical reference value to study the impact of psychological distance theory on citizen environmental behavior. This study obtained 2,633 related studies from 1980 to 2020 from the Web of Science as research objects, and used CiteSpace, VOSviewer, Netdraw, and other software programs to perform a bibliometric analysis, which can (...) show the complex relationship implied in the citation, intuitively grasp the development context and hot frontier in this field, and help scholars better study citizen environmental behavior. The results and conclusions are as follows. The related research covered three periods: infancy, growth, and outbreak. Chronologically, the relevant research evolved from building models to analyze the impact of environmental enrichment on human environmental behavior, to studying the motivation behind citizen environmental behavior, and finally to paying attention to sustainable development. A cluster analysis of high-frequency keywords identified three research hotspots: “drivers of psychological distance of environmental change perception on citizen environmental behavior,” “impact of social distance on adolescents’ behavior,” and “construal level theory and citizen green behavior.” Based on these findings, possible future research directions were identified, including changing from a single theory to a combination of multiple theories to comprehensively study citizen environmental protection behavior; analyzing the motivation of citizen environmental behavior and summarizing the general motivation of environmental behavior according to its internal relationship; and determining how to narrow the global psychological distance, strengthen the awareness of the community of human destiny, and explore the establishment of an efficient global climate cooperation mechanism. Ideological indoctrination is explicit and pervasive in China, with the school curriculum used to mould the spirit and character of adolescents, fulfilling ideological and political purposes. But the exact content varies over time. Comparing two versions of textbooks published in 1997 and 2005, this paper depicts the continuities and change in the curricular discourses centred on the notion of ‘good citizen’. While keeping the official status of socialism and the Party leadership untouched, the new textbooks soften the presentation and packaging (...) of the ideological content, very much in tandem with the soft authoritarianism practised since the post‐Deng era when China has been deeply involved in the processes of marketisation, liberalisation and globalisation. The new textbooks also adopt a stance of greater reconciliation with human rights and global citizenship. While being granted more autonomy and rights, young citizens are still expected to shoulder the mission of national revival and socialist modernisation—very much derived from official policies. Codes of ethics were drafted by participants in the European and North American Congresses of DIYbio, a single global organization of informal biotechnology practitioners, in 2011. In general, the existence of a code of ethics amongst a community is itself significant. Codes of professional ethics are common in scientific and engineering fields, as well as in DIY communities. It is also significant, and highly unusual, that DIYbio has maintained two separate codes of ethics years after their drafting. While agreement (...) was reached within the congress for each geographic region, with considerable commonality between the two codes drafted, they are far from identical. There are differences in the ordering of items, the wording of common items, and the presence/absence of items. I will argue that these differences are meaningful, and consider them with respect to cultural variation, ethics, and societal implications. Finally, I recommend that the entire DIYbio organization unite under a single code of ethics, and that one of the existing drafts is superior to the other for this purpose. (shrink)

Global Corporate Citizenship (GCC) continues to become increasingly popular in large corporations. However, this concept has rarely been considered in small and medium size enterprises (SMEs). A case study of a Norwegian clothing company illustrates how GCC can be also applied to small companies. This case study also shows that SMEs can be very innovative in exercising corporate citizenship, without necessarily following the patterns of large multinational companies. The company studied engages as partner in some voluntary labor initiatives promoted (...) by the government, employs people in marginal situations, and exerts influence for the adoption of good working conditions in its supply chain. Environmental issues and actions of solidarity are also considered within a global scope. Ethics of care and concern for specific aspects of the common good seem crucial as GCC drivers in this company, as do personal values, character, and leadership of the owner-manager of the firm. Purpose New media is reshaping mediated communication. This paper aims to examine whether the online community is concerned about ethical issues in citizen journalism. Design/methodology/approach The study uses critical thematic analyses to examine 1,402 comments posted in response to two YouTube videos of teenage girl molestation in India. This method was appropriate, as it will show how public reacts to information disseminated by common citizens and also show whether ethics are related to citizen journalism. Findings Results show that although (...) some viewers questioned the cameraperson’s and the passerby’s morality, several supportive comments praised the cameraperson’s presence of mind and courage. Furthermore, it shows that while some viewers vilified the victim, others advocated a more prudent response. This shows ambiguity regarding ethics in cyberspace. The mixed reactions present strong evidence to challenge the idealistic and exceedingly rational original notion of the public sphere as homogenous or integrated on issues of public concern. Instead, result exhibits an emergence of pluralistic, intersecting and contending publics that are created by new communication technologies like the internet. Research limitations/implications The study was specific to a particular context thereby lacking generalizability. However, it implies further investigation of social agency and the underlying politics in the move from local to global. Originality/value These findings necessitate a reconceptualization of cyberspace ethics to accommodate the new publics that have materialized from new media technologies. (shrink)

This paper examines what can be learnt from analysing attempts to give lay people more involvement in the administration of state schools. Although devolving more responsibility to schools and lay governors has been an important feature of school reform in several countries, it is not immediately apparent if this shift is the product of globally similar social and political forces or nationally specific cultural, ideological and economic factors. In considering this issue, the paper describes recent changes in school governance in (...) England, New Zealand, USA, Scotland and Catalunya, Spain. It is argued that some of these changes can best be characterised as attempts to increase the democratic participation of citizens in the running of schools. Other changes, however, seem rather to represent on attempt to bring the culture of business to schools and reduce the power of professional educators over education. (shrink)

Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. This article addresses two great global challenges of the 2020s. On one hand, the accelerating climate crisis and, on the other, the deepening crisis of representation within liberal democracies. As temperatures and water levels rise, rates of popular confidence in existing democratic institutions decline. So, what is to be done? This article discusses whether sortition – the ancient Greek practice of selecting individuals for political office through lottery – could serve to mitigate both crises simultaneously. Since the 2000s, sortition (...) has attracted growing interest among activists and academics. Recently it has been identified in countries like the UK and France as a mechanism for producing legitimate political answers to the climate challenge. However, few theoretical reflections on the potentials and perils of sortition-based climate governance have yet emerged. This article contributes to filling the gap. Based on a critique of the first successful case of sortition used to enhance national environmental policy – in Ireland in 2017–18 – we argue that sortition-based deliberation could indeed speed up meaningful climate action whilst improving the health of democratic systems. However, this positive outcome is not preordained. Success depends not only on green social movements getting behind climate sortition but also on developing flexible, context-specific designs that identify adequate solutions to a number of problems, including those of power ; expertise ; and participation. A worrying trend of autocratization that has been spreading globally in recent years, has thrust forward a new wave of appeals for deliberative and participatory democracy as a remedy for the crisis. With a few exceptions, the majority of participatory and deliberative institutions were implemented in stable democracies. The efforts to institutionalize participatory and deliberative models are almost completely absent in Serbia and other Western Balkan countries. Yet, there has been a trend of citizen mobilization in the form of social (...) movements and local civic initiatives, which are both a symptom of unresponsive and quite openly authoritarian institutions, as well as a potential pathway to democratization. The pace and scope of these developments in the undemocratic societies of the Western Balkan region, in terms of both bottom up and top-down democratic experimentation, call for a better understanding of their internal dynamics, and their social and political impact. Responding to this need, the articles in the special issue focus on social movement mobilizations and deliberative experimentation. To begin with, our introductory article focuses particularly on understanding the possible role deliberative institutions could have in hybrid regimes. It looks at the first two cases of deliberative mini publics (DMPs) ever organized in Serbia, analyzing their rationale, specific design, implementation, as well as considering the possible role deliberative institutions could play in the hybrid regime of Serbia.
