This essay aims to adumbrate the relationship between ordinary language, history, and cognition in Joseph Margolis’ pragmatist account of the historical constitution of the human, cultural world. It emphasizes the important connections between his arguments for the essentially practical grounding of all forms of cognitive activity; the existential primacy of the historically evolved ordinary language in the formation of aptly socialized human persons as well as of productively functioning human societies; the transformational role of consciousness in history, including the history (...) of cognition; and the insuperable informality inherent in all philosophical attempts to justify our historically articulated norms of cognition and our way of life. Margolis’ analysis of these relationships claims to show that cultural tolerance and historical plasticity deserve to displace the philosophical ideas of invariance and fixity as the favored resources of conceptual and social stability. This recognition, on Margolis’s view, constitutes pragmatism’s distinctive promise and advantage. (shrink)

The papers collected in this volume exemplify some of the trends in current approaches to logic, language and computation. Written by authors with varied academic backgrounds, the contributions are intended for an interdisciplinary audience. The first part of this volume addresses issues relevant for multi-agent systems: reasoning with incomplete information, reasoning about knowledge and beliefs, and reasoning about games. Proofs as formal objects form the subject of Part II. Topics covered include: contributions on logical frameworks, linear logic, and different approaches (...) to formalized reasoning. The following article evaluates two common arguments for preterist interpretations of Mark 13:24-27, collectively dubbed the ‘time-text’ argument. These two arguments support symbolic and/or historicised interpretations. Our thesis is that the first argument is unsound and the second commits the informal fallacy of false dilemma. Owing to these problems, the arguments and preterist interpretations should be rejected in favour of more plausible futurist interpretations.

In the fallout from the war on terror is a revived Cold War, with more nuclear players than ever, across even more dry-tinder landscapes around the world.

Theory of Mind (ToM), the cognitive capacity to attribute internal mental states to oneself and others, is a crucial component of social skills. Its formal study has become important, witness recent research on reasoning and information update by intelligent agents, and some proposals for its formal modelling have put forward settings based on Epistemic Logic (EL). Still, due to intrinsic idealisations, it is questionable whether EL can be used to model the high-order cognition of ‘real’ agents. This manuscript proposes a (...) framework that takes visibility, memory, perspective and communication as the main factors underpinning mental attributions. This is more in-line with findings in cognitive science and allows us to model well-known False-Belief Tasks that are typically used in testing people's ToM. We discuss some of the framework's technical features, arguing why it does justice to empirical observations. (shrink)

In this article, we seek to contribute to the debate on the requirement of disclosure in the context of informed consent for research. We defend the subjective standard of disclosure and describe ways to implement this standard in research practice. We claim that the researcher should make an effort to find out what kinds of information are likely to be relevant for those consenting to research. This invites researchers to take empirical survey information seriously, attempt to understand the cultural context, (...) talk to patients to be better able to understand what can be potentially different concerns and interests prevalent in the target population. The subjective standard of disclosure should be seen as a moral ideal that perhaps can never be perfectly implemented but still can and should be used as a normative ideal guiding research practice. In the light of these discussions, we call for more empirical research on what considerations are likely to be perceived as relevant by potential research participants recruited from different socio-economic and cultural groups. In this brief overview paper, we analyse information flow in the brain. Although Shannon’s information concept, in its pure algebraic form, has made a number of valuable contributions to neuroscience, information dynamics within the brain is not fully captured by its classical description. These additional dynamics consist of self-organisation, interplay of stability/instability, timing of sequential processing, coordination of multiple sequential streams, circular causality between bottom-up and top-down operations, and information creation. Importantly, all of these processes are dynamic, hierarchically nested and (...) correspond to continuous brain state change, even if the external environment remains constant. This is where metastable coordination comes into play. In a metastable regime of brain functioning, as a result of the simultaneous co-existence of tendencies for independence and cooperation, information is continuously created, preserved for some time and then dissipated through the formation of dynamical and nested spatio-temporal coalitions among simple neuronal assemblies and larger coupled conglomerates of them—so-called delocalised operational modules. For several decades Rafael Capurro has been at the forefront of defining the relationship between information and modernity through both phenomenological and ethical formulations. In exploring both of these themes Capurro has re-vivified the transcultural and intercultural expressions of how we bring an understanding of information to bear on scientific knowledge production and intermediation. Capurro has long stressed the need to look deeply into how we contextualize the information problems that scientific society creates for us and to re-incorporate a pragmatic (...) dimension into our response that provides a balance to the cognitive turn in information science. -/- With contributions from 35 scholars from 15 countries, Information Cultures in the Digital Age focuses on the culture and philosophy of information, information ethics, the relationship of information to message, the historic and semiotic understanding of information, the relationship of information to power and the future of information education. One of the most important objections to information-based semantic theories is that they are incapable of explaining Frege cases. The worry is that if a concept’s intentional content is a function of its informational content, as such theories propose, then it would appear that coreferring expressions have to be synonymous, and if this is true, it’s difficult to see how an agent could believe that a is F without believing that b is F whenever a and b are identical. I (...) argue that this appearance is deceptive. If we heed the distinction between the analog and digital contents of a signal, it is actually possible to reconstruct something akin to Frege’s sense/reference distinction in purely information-theoretic terms. This allows informational semanticists to treat coreferring expressions as semantically distinct and to solve Frege cases in the same way that Frege did—namely, by appealing to the different contents of coreferring expressions. Social entrepreneurship is increasingly seen as a critical component of the global conversation on volunteerism and civic engagement. The purpose of this article is to lay the groundwork for a larger conversation on the role of information technology in social entrepreneurship by summarizing the discussions among participants of a recent conference on the subject. Social networking and information sharing were identified as the most critical roles of IT in support of social entrepreneurship. However, in order to realize the full potential (...) of these roles, conference participants suggested that four key challenges must be addressed: access, capacity, commonality, and the scholar-practitioner link. Trois groupes de discussion ont été réalisés: deux auprès de parents d’enfant ayant une trisomie 21 ou une déficience motrice cérébrale et un autre auprès de professionnels de la santé impliqués auprès d’eux. Les résultats montrent que l’information recherchée par les parents concerne le problème de santé, (...) les soins et les ressources disponibles. Les parents consultent entre autres sources les professionnels de la santé, d’autres parents, les médias et l’Internet. L’information obtenue par les parents a un impact sur leur adaptation à la situation de santé et sur leur relation avec les professionnels. Informal logic is a method of argument analysis which is complementary to that of formal logic, providing for the pragmatic treatment of features of argumentation which cannot be reduced to logical form. The central claim of this paper is that a more nuanced understanding of mathematical proof and discovery may be achieved by paying attention to the aspects of mathematical argumentation which can be captured by informal, rather than formal, logic. Two accounts of argumentation are considered: the pioneering work of (...) Stephen Toulmin [The uses of argument, Cambridge University Press, 1958] and the more recent studies of Douglas Walton, [e.g. The new dialectic: Conversational contexts of argument, University of Toronto Press, 1998]. The focus of both of these approaches has largely been restricted to natural language argumentation. However, Walton’s method in particular provides a fruitful analysis of mathematical proof. He offers a contextual account of argumentational strategies, distinguishing a variety of different types of dialogue in which arguments may occur. This analysis represents many different fallacious or otherwise illicit arguments as the deployment of strategies which are sometimes admissible in contexts in which they are inadmissible. I argue that mathematical proofs are deployed in a greater variety of types of dialogue than has commonly been assumed. I proceed to show that many of the important philosophical and pedagogical problems of mathematical proof arise from a failure to make explicit the type of dialogue in which the proof is introduced. Based on a conference on the nature and origin of biological information held at Cornell University in 2011, this edited volume presents new research by experts in information theory, computer science, numerical simulation, thermodynamics, evolutionary theory, whole organism biology, developmental biology, molecular biology, genetics, physics, biophysics, mathematics, and linguistics.

Shannon's notion of relative information between two physical systems can function as foundation for statistical mechanics and quantum mechanics, without referring to subjectivism or idealism. It can also represent a key missing element in the foundation of the naturalistic picture of the world, providing the conceptual tool for dealing with its apparent limitations. I comment on the relation between these ideas and Democritus.

In this paper we provide a formal description of what it means to be in a local or partial information-state. Starting from the notion of locality in a relational structure, we define so-called adaptive gen- erated submodels. The latter are then shown to yield an adaptive logic wherein the derivability of Pφ is naturally interpreted as a core property of being in a state in which one holds the information that φ.

What is informal logic, is it ``logic" at all? Main contemporary approaches are briefly presented and critically commented. If the notion of consequence is at the heart of logic, does it make sense to speak about ``informal" consequence? A valid inference is truth preserving, if the premises are true, so is the conclusion. According to Prawitz two further conditions must also be satisfied in the case of classical logical consequence: (i) it is because of the logical form of the sentences (...) involved and not because of their specific content that the inference is truth preserving; (ii) it is necessary that if the premises are true, then so is the conclusion. According to the prevalent criteria of informal logic an argument is cogent if and only if (i) its premises are rationally Acceptable, (ii) its premises are Relevant to its conclusion and (iii) its premises constitute Grounds adequate for accepting the conclusion (the ``ARG" conditions according to Govier). The ARG criteria characterize a certain broad kind of consequence relation. We do not (in general) have truth preservence in cogent arguments but if the premises are acceptable and other criteria are met, then so is the conclusion. We can speak about form in a loose sense and finally, there is rational necessity of the grounding or support relation. So a certain broad notion of logical consequence emerges from this comparison. The norms of ARG are norms of elementary scientific methodology in which argument is seen as embodying reasoning within a process of inquiry or of belief formation in subject areas accessible to every informed intellectual. The semantic concept of information is one of the most important, and one of the most problematical concepts in biology. I suggest a broad definition of biological information: a source becomes an informational input when an interpreting receiver can react to the form of the source (and variations in this form) in a functional manner. The definition accommodates information stemming from environmental cues as well as from evolved signals, and calls for a comparison between information‐transmission in different types of inheritance (...) systems—the genetic, the epigenetic, the behavioral, and the cultural‐symbolic. This comparative perspective highlights the different ways in which information is acquired and transmitted, and the role that such information plays in heredity and evolution. Focusing on the special properties of the transfer of information, which are very different from those associated with the transfer of materials or energy, also helps to uncover interesting evolutionary effects and suggests better explanations for some aspects of the evolution of communication. In order to avoid patient abuse, under normal situations before performing a medical intervention on a patient, a physician must obtain informed consent from that patient, where to give genuine informed consent a patient must be competent, understand her condition, her options and their expected risks and benefits, and must expressly consent to one of those options. However, many patients refrain from the option that their physician believes to be best, and many physicians worry that their patients make irrational healthcare (...) decisions, hindering their ability to provide efficient healthcare for their patients. Some philosophers have proposed a solution to this problem: they advocate that physicians nudge their patients to steer them towards their physician's preferred option. A nudge is any influence designed to predictably alter a person's behavior without limiting their options or giving them reasons to act. Proponents of nudging contend that nudges are consistent with obtaining informed consent. Here I argue that nudging is incompatible with genuine informed consent, as it violates a physician's obligation to tell their patients the truth, the whole truth, and nothing but the truth during adequate disclosure. Are principles of information processing necessary to demonstrate the consistency of statistical mechanics? Does the physical implementation of a computational operation have a fundamental thermodynamic cost, purely by virtue of its logical properties? These two questions lie at the centre of a large body of literature concerned with the Szilard engine (a variant of the Maxwell's demon thought experiment), Landauer's principle (supposed to embody the fundamental principle of the thermodynamics of computation) and possible connections between the two. Informed consent is a central topic in contemporary biomedical ethics. Yet attempts to set defensible and feasible standards for consenting have led to persistent difficulties. In Rethinking Informed Consent in Bioethics Neil Manson and Onora O'Neill set debates about informed consent in medicine and research in a fresh light. They show why informed consent cannot be fully specific or fully explicit, and why more specific consent is not always ethically better. They argue that consent needs distinctive communicative transactions, by which (...) other obligations, prohibitions, and rights can be waived or set aside in controlled and specific ways. Their book offers a coherent, wide-ranging and practical account of the role of consent in biomedicine which will be valuable to readers working in a range of areas in bioethics, medicine and law. The theories of information ethics articulated by Luciano Floridi and his collaborators have clear implications for law. Information law, including the law of privacy and of intellectual property, is especially likely to benefit from a coherent and comprehensive theory of information ethics. This article illustrates how information ethics might apply to legal doctrine, by examining legal questions related to the ownership and control of the personal data representations, including photographs, game avatars, and consumer profiles, that have become ubiquitous with the (...) proliferation of information and communication technologies. Recent controversy over the control of player performance statistics in “fantasy” sports leagues provides a limiting case for the analysis. Such data representations will in many instances constitute the kind of personal data that information ethics asserts constitutes an information entity. Legal doctrine in some instances proves sympathetic to such an assertion, but remains largely inchoate as to which data might constitute a given information entity in a given instance. Neither is information ethics, in its current state of development, entirely helpful in answering this critical question. While information ethics holds some promise to bring coherence to this area of the law, further work articulating a richer theory of information ethics will be necessary before it can do so. Scholars and policy makers often refer to the “information society”. And yet, it is more accurate to speak of societies, each different, some of which may qualify as information ones at different levels of maturity. Through exploration of the concepts of expectations, education and innovation, this paper explores what it means for an information society to be more or less mature than others, and the impact of this on the ongoing digital revolution.

This work fulfills the need for a conceptual and technical framework to improve understanding of Information Quality (IQ) and Information Quality standards. The meaning and practical implementation of IQ are addressed, as it is relevant to any field where there is a need to handle data and issues such as accessibility, accuracy, completeness, currency, integrity, reliability, timeliness, usability, the role of metrics and so forth are all a part of Information Quality. -/- In order to support the cross-fertilization of theory (...) and practice, the latest research is presented in this book. The exponential digitization of medical data has led to a transformation of the practice of medicine. This change notably raises a new complexity of issues surrounding health IT. The proper use of these communication tools, such as telemedicine, e-health, m-health the big medical data, should improve the quality of monitoring and care of patients for an information system to "human face". Faced with these challenges, the author analyses in an ethical angle the patient-physician relationship, sharing, transmission and storage of medical (...) information, setting pins to an ethic for the digitization of medical information. Drawing on good practice recommendations closely associated with values, this model is developing tools for reflection and present the keys to understanding the decision-making issues that reflect both the technological constraints and the complex nature of human reality in medicine. Some philosophers have argued that during the process of obtaining informed consent, physicians should try to nudge their patients towards consenting to the option the physician believes best, where a nudge is any influence that is expected to predictably alter a person’s behaviour without restricting her options. Some proponents of nudging even argue that it is a necessary and unavoidable part of securing informed consent. Here I argue that nudging is incompatible with obtaining informed consent. I assume informed consent requires (...) that a physician tells her patient the truth about her options and argue that nudging is incompatible with truth-telling. Instead, nudging satisfies Harry Frankfurt’s account of bullshit. (shrink)

Information is commonly understood as knowledge or facts acquired or derived from, e.g., study, instruction or observation (Macmillan Contemporary Dictionary, 1979). On this notion, information is presumed to be both meaningful and veridical, and to have some appropriate connection to its object; it is concerned with representations and symbols in the most general sense MacKay 1969 ). Information might be misleading, but it can never be false. Deliberately misleading data is misinformation. The scientific notion of information abstracts from the representational (...) idea, and includes anything that could potentially serve as a source of information. The most fundamental notion of information, attributed to a number of different authors, is "a distinction that makes a difference" MacKay 1969 ), or "a differnece that makes a difference" Bateson 1973 : 428). Information theory, then, is fundamentally the rigorous study of distinctions and their relations, inasmuch as they make a difference. (shrink)

Bayesian reasoning has been applied formally to statistical inference, machine learning and analysing scientific method. Here I apply it informally to more common forms of inference, namely natural language arguments. I analyse a variety of traditional fallacies, deductive, inductive and causal, and find more merit in them than is generally acknowledged. Bayesian principles provide a framework for understanding ordinary arguments which is well worth developing.

This paper traces the application of information theory to philosophical problems of mind and meaning from the earliest days of the creation of the mathematical theory of communication. The use of information theory to understand purposive behavior, learning, pattern recognition, and more marked the beginning of the naturalization of mind and meaning. From the inception of information theory, Wiener, Turing, and others began trying to show how to make a mind from informational and computational materials. Over the last 50 years, (...) many philosophers saw different aspects of the naturalization of the mind, though few saw at once all of the pieces of the puzzle that we now know. Starting with Norbert Wiener himself, philosophers and information theorists used concepts from information theory to understand cognition. This paper provides a window on the historical sequence of contributions made to the overall project of naturalizing the mind by philosophers from Shannon, Wiener, and MacKay, to Dennett, Sayre, Dretske, Fodor, and Perry, among others. At some time between 1928 and 1948, American engineers and mathematicians began to talk about `Theory of Information' and `Information Theory,' understanding by these terms approximately and vaguely a theory for which Hartley's `amount of information' is a basic concept. I have been unable to find out when and by whom these names were first used. Hartley himself does not use them nor does he employ the term `Theory of Transmission of Information,' from which the two other shorter terms presumably were derived. It seems that Norbert Wiener and Claude Shannon were using them in the Mid-Forties. (shrink)

There are many different notions of information in logic, epistemology, psychology, biology and cognitive science, which are employed differently in each discipline, often with little overlap. Since our interest here is in biological processes and organisms, we develop a taxonomy of functional information that extends the standard cue/signal distinction (in animal communication theory). Three general, main claims are advanced here. (1) This new taxonomy can be useful in describing learning and communication. (2) It avoids some problems that the natural/non-natural information (...) distinction faces. (3) Functional information is​ ​produced through exploration and stabilisation processes. (shrink)

The principle of 'information causality' can be used to derive an upper bound---known as the 'Tsirelson bound'---on the strength of quantum mechanical correlations, and has been conjectured to be a foundational principle of nature. In this paper, however, I argue that the principle has not to date been sufficiently motivated to play this role; the motivations that have so far been given are either unsatisfactorily vague or else amount to little more than an appeal to intuition. I then consider how (...) one might begin to successfully motivate the principle. I argue that a compelling way of so doing is to understand it as a generalisation of Einstein's principle of the mutually independent existence---the 'being-thus'---of spatially distant things, interpreted as a special methodological principle. More specifically: I describe an argument, due to Demopoulos, to the effect that the quantum-mechanical no-signalling condition can be viewed as a generalisation, appropriate to an irreducibly statistical theory such as quantum mechanics, of the Einsteinian principle. And I then argue that a compelling way to motivate information causality is to in turn consider it as a further generalisation of the Einsteinian principle that is appropriate to a theory of communication. I nevertheless describe important obstacles that must yet be overcome if the project of establishing information causality as a foundational principle of nature is to succeed. (shrink)
