For centuries the common and scholarly visions of the interior of the human body were dominated by humoral and anatomical representations. At the end of the nineteenth century two innovations modified these representations: Röntgen's X-rays (1895) and Claude Bernard's theory of the internal environment (milieu intérieur, 1867). This latter model became a central paradigm for thinking about the living body at the beginning of the twentieth century. This paper shows how Bernard's theory provided a new scientific, microscopic, physiological, (...) aquatic and homeostatic vision of the interior of the body. The paper then discusses the well known film Fantastic Voyage (1966) by Richard Fleisher, arguing that it marks a similar watershed in popular representations of the human body. Combining scientific transposition and various effects of mise-en-scène that mobilize classic forms of the imaginary, Fleisher's film (and the books and TV series that followed), contributed to changing the vision of the interior of the body. This image was no longer that of the cadaver cut into pieces on the dissection table. The vision was of living processes, embodied in warm functioning flesh, permitting a physiological vision of the integral body to emerge alongside the classic anatomical one. (shrink)

The U.S. military is developing augmented reality (AR) capabilities for use on the battlefield as a means of achieving greater situational awareness. The superimposition of digital data—designed to expand surveillance, enhance geospatial understanding, and facilitate target identification—onto a live view of the battlefield has important implications for virtuous conduct in war: Can the soldier exercise practical wisdom while integrated into a system of militarized legibility? Adopting a virtue ethics perspective, I argue that AR disrupts the soldier’s immersion in the scene (...) such that he is blinded to features beyond those identified in advance by the military’s system of cybernetic judgment. I turn to Michael Walzer’s classic account of the “naked soldier” dilemma to illustrate how AR capabilities radically shrink the bounds within which the soldier can cultivate the capacity for right conduct. By transforming the ambiguous ethical matter of killing an enemy combatant into the straightforward application of a rule, AR hollows out the soldier’s potential for virtuous action. The “smart battlefield” leaves no space for deliberative judgments that transcend the technical and legal determinations already written into the soldier’s view of the scene. (shrink)

In the sociology of knowledge, the relationship between society and knowledge —or rather what separates them — remains an unsolved problem. A critical analysis of various solutions that we must look for to this problem suggests the plausibility of a passage between social groups, styles of argumentation and objects of knowledge. An empirical model of “decision displacements” is proposed on the basis of a corpus of texts and of observations derived from concrete analysis of a laboratory situation.

Claude Bernard's concept of the internal environment ( milieu intérieur ) played a crucial role in the development of experimental physiology and the specific medical therapeutics derived from it. This concept allowed the experimentalist to approach the organism as fully determined yet relatively autonomous with respect to its external environment. However, Bernard's theory of knowledge required that he find organismic functioning as the result of an external necessity. He is therefore unable to explain adequately the origin or (...) operation of organismic autonomy. A more complete conception of biological autonomy must include a theory of knowledge that can accommodate the organism as a source of discrimination and determination. Only in this way will it be possible to see organisms as active as well as reactive, as ordering as well as ordered. This shift in perspective is crucial if medicine is to be able to characterize, for example, susceptibility to disease. A cognitive sense of the organic interior is proposed as an alternative to Bernard's internal environment. _Relevance. _The role of internal audit in the entity's governance structure is constantly evolving. For a variety of reasons, internal auditors engage in an in-depth analysis of business processes to help ensure that these processes are working properly and effectively. One reason is that advanced entities expect internal auditors not only to verify compliance with laws and procedures, but also to suggest ways to make internal control more effective. However, often internal auditors in entities do (...) not perform the function they could and should perform. They focus on tax matters, financial statements, and assess compliance with procedures. Internal auditors are sent where problems arise to play the role of auditors to detect errors and report blame. In some entities, internal auditors are separated from business or operational problems, leaving them with the traditional function of verification [Daujotaitė et.al. (2015), Tarptautiniai vidaus audito profesinės praktikos standartai (2004), Rupšys et.al. (2007), Lakis (2017)]._ _ Scientists investigate internal audit from different angles, highlighting issues in the design and implementation stages of internal audit. Recently, the scientific literature has increasingly focused on the quality of internal audit and its evaluation. The collapse of banks also contributed to this, although in 2007 Bank SNORAS Internal Audit Service was awarded the title of "Oldest Internal Audit Service" by the Lithuanian Association of Internal Auditors. Although it is believed that poor quality audit is only due to insufficient qualification and professionalism of the auditor, this view can be negated by the list of factors determining the internal audit environment [Lakis (2007), Lietuvos Respublikos vidaus kontrolės ir vidaus audito įstatymas (2002), Pickett (2011)]. Modern performance and business management tools require employees to change their well-established work habits, but internal audit is still associated with the function of verifier for many managers and internal auditors themselves. The speed of adapting to changes in the environment depends on the success of operations and business, which requires managers to have a modern approach to their internal audit function. _Research aim:_ Identify and evaluate the determinants of the internal audit environment. _Research methods: _Systemic analysis of scientific literature and legislation and questionnaire survey. _Research results and conclusions_: Systematic analysis of the literature suggests that the following key factors exist in the internal audit environment: the legislative environment; regulatory enactments; business practices in the region. The first two factors are otherwise known as legal regulation. It should be noted that there are significant differences in the legal level of audit regulation between external, public and internal auditing. Most of the regulations are for external audit, and least for internal audit. An analysis of the legal literature and regulatory documents on internal audit suggests that only the public sector and, to some extent, commercial banks are required to comply with statutory and regulatory requirements that are binding on them. The activities of private sector internal auditors are not regulated by law, the functions of internal auditors are determined by the managers of the entity in which they work, and the standards are purely advisory. The beginning of the establishment of internal audit in Lithuania is considered to be 1995, when the Board of the Bank of Lithuania approved the Procedure of the Internal Audit Service of Commercial Banks and obligated commercial banks to establish internal audit services. The development of internal audit in the Lithuanian public sector was started only in 2000. In accordance with the 2000 February 7th Government of the Republic of Lithuania resolution no.127 On Internal Audit of State-owned Enterprises and Institutions, internal audit units or positions have been established within public institutions. 2002 January 1st this resolution was replaced by the Republic of Lithuania Law on Internal Control and Internal Audit. International Standards on Internal Auditing that set out the principles for conducting internal auditing are applied worldwide. The standards themselves are fairly generalized, setting only basic requirements and guidelines, as TVAI seeks to have the standards adopted by the widest possible audience. The Internship Regulations provide interpretations and more detailed explanations of the Standards of Professional Practice in Internal Auditing. Standardization and other supporting materials include methodological literature, studies and reviews, books, seminars, conferences and more. A systematic analysis of the literature indicates that sufficient legislation and regulations have been adopted, which has a positive impact on the internal audit environment. In order to assess the impact of business practices in the region on the internal audit environment, a questionnaire survey was conducted among the employees of the entities. It showed that a manager's attitude towards internal audit is strongly influenced by his education. Internal audit is acceptable to higher education managers because they are more open to change and open to change. Educated executives enable the internal auditor to be qualified and understand that internal audit requires an appropriate amount of knowledge. Respondents were also asked about their views on the internal audit process. When employees are not hostile to auditing and evaluating their work, it positively affects the internal audit environment, enabling internal auditors to play the role they would like to have in the company. The article represents an attempt to outline ad systematize peculiarities of landscape and practices of personnel selection in the conditions of BANI-environment with the influence of continuous digital transformation, war conflicts, and sustainable development. General scientific methods of analysis, synthesis and generalization constituted the methodological base of research. It was revealed that one of the most successful vectors of personnel selection within sustainable HRM today is talent marketplaces.

It is argued that although there may be some case, on economic grounds, for international cooperative action to deal with the threat of climate change or an excessive depletion of biodiversity, the advantages of participation in such action are probably not very great for most rich countries. Furthermore, some of the ‘ethical’ arguments advanced in support of the view that the rich countries should shoulder most of the burden of international action are weak. Nevertheless, there is a case for the (...) richer countries to do so both on grounds of a moral responsibility to assist very poor people and on grounds of the need to look at international cooperation in a wider framework that takes account of the dependence of cooperation from different groups of countries in dealing with a host of other international problems. International crises are dangerous episodes that can be destabilizing not only to the actors directly involved but also to the entire international system. Crises can present overwhelming challenges to established institutions and change forever the distribution of power. It is suggested that the stability of a political regime is demonstrated by its ability to avoid transformation as well as breakdown at times of crisis when the continuity of the regime’s identifying characteristics is threatened. The concept of «crisis» is rather vague (...) and diffuse. This is not only the case in the public debate, but also in the political science literature. Despite its frequent use, no collectively accepted definition of a crisis exists. How to define the word crisis has been a problem for decades. The basic aims of this study are to present different views on international crises, to gain an understanding of the strengths and weaknesses of the literature on crisis definitions, and to develop an agenda for future research on international crisis management. In addition, we examined and compared several prominent 20th century international crisis waves in historical context by means of a wide range of general and special scientific methods. International crisis management has undergone a significant transformation in recent years. Its expansion in terms of tasks and timelines and the increasing number of actors involved have made effective coordination of activities and instruments an urgent priority. (shrink)

Conference summary. This summary discusses the main issues of the proceedings of the IV International Scientific Conference “Creativity as the National Environment: Media and Social Activity,” which was held from July 2 to July 4, 2018 in Saint Petersburg. The conference was organized by the Department of Philosophy of the Humanities Faculty of the Saint Petersburg State Economic University, the Russian Philosophical Society, the Society of Russian Philosophy at the Ukrainian Philosophical Foundation, and the Department of Philosophy of the (...) Moscow State Institute of International Relations. Being united by interest in the research on social activity in the media space and the national environment of creativity, 63 scholars from Russia, Ukraine, Slovakia and Hungary took part in the conference. The purpose of this research is to identify the extent of the efficiency of the internal control environment in the Palestinian higher educational institutions in Gaza Strip from the perspective of employees in the Palestinian universities in Gaza Strip, where researchers used in the study five universities. The researchers adopted in their study the descriptive and analytical approach. The research community consists of administrative employees and academic employees with administrative duties. Senior management or the University Council was excluded. (...) The study population compromises of (392) employees. A stratified random sample was chosen and (197) questionnaires were distributed. (160) questionnaires were received back with a return rate of (81.2%).The researchers used a questionnaire to collect that which then was analyzed using (SPSS) to get the results. The research found the following results: the absence of a fundamental difference between the responses of males and females. The lack of significant difference between the responses of the respondents attributed to the variable age. The lack of significant difference between the responses of the respondents attributed to the variable of years of service. And the existence of a fundamental difference between the responses of the respondents attributed to the university variable. The existence of a fundamental difference between the responses of the respondents attributed to the Qualification variable. The existence of a fundamental difference between the responses of the respondents attributed to the administrative level variable. The research found a group of recommendations including: the need to raise awareness of censorship as the basis for the protection of employees in all administrative levels from making mistake.Updating the systems and instructions of control periodically and parallel with the scientific progress and technology.Benefit from regional and international experiences in the application of internal control standards which commensurate with the administrative system of the institution. Environmental protection in times of armed conflicts, irrespective internal or international, is rarely considered as a prioritized concern. Due to the concept of state sovereignty, this is especially problematic when examining interaction of warfare and environmental protection in non-international hostilities. Not only it is challenging to find any exhaustive and explicit legal provisions regulating the matter, but this issue has also been forgotten by international legal scholars. Therefore, in this article the author reviews written and customary norms laid down (...) in documents of various branches of international law, such as international humanitarian law, human rights law, environmental law and international criminal law, which directly or by way of interpretation may favour environmental protection in times of internal armed conflict. This is to be done in order to gather information about the sufficiency of legal framework on preservation of the environment in times of noninternational armed conflicts. After doing this research, a few possible means to improve current legal framework are suggested. The rapid development of digital technologies has fundamentally changed political-institutional communication relations, changing the dynamics between internal and external environments. As part of the research, based on classical methodology, a theoretical analysis of the transformation of political-institutional communication relations with the internal and external environment under the influence of the digitalization process is carried out. The study examines the specifics of such transformations in the context of digitalization, emphasizing the institutional challenges for political institutions, internal and (...) external environments, namely, primarily environmental engagement and institutional accountability. As part of the study, the basic characteristics of digital communication were defined, including increased accessibility, real-time interaction and the spread of various information channels. It also highlights issues related to misinformation, polarization and the digital divide that can complicate the relationship between institutions and their constituents. The conclusions state that digitalization is a transformative force in the modern political space, it transforms how political institutions interact with the internal and external environment, as well as how political institutions develop and implement political innovations. While the digitalization process offers significant transformative, innovative opportunities to enhance democratic engagement, digitalization also poses institutional challenges that need to be addressed to ensure that the benefits of digitalization are realized without compromising democratic values. The obtained results emphasize the need for adaptive strategies that use digitalization to strengthen democratic processes while mitigating their negative consequences. This research contributes to understanding the interaction between technology and political communication, offering insights for policymakers and scholars interested in navigating the complexities of the digital age. This paper analyses the ethical cultures of the international accounting profession by using the concept of ‘mainstreaming’ to describe the commitment of an organisation to the ethical function in its operations. The objective of the research on which the paper is based was to rate the efforts of 62 respondent national associations of professional accountants worldwide to incorporate the ethics function into the core operations of their organisations. Sixteen environmental factors were used in the analysis. They were set up as (...) a group of criteria to assess the ethics procedures and systems of the accounting associations, and were divided into two categories. The first group was code based and contained items on code of ethics development and functions which would indicate whether ethically‐friendly management attitudes and systems were in place as a central focus of operations. Some of these elements were capable of fostering a ‘proprietary interest’ attitude on the part of members towards their codes of ethics, which in turn encourages code compliance. With the second group, other key operational aspects were examined to provide a balanced set of criteria. Interrelated elements among factors important to an ethical environment are included in the findings. The study concludes that on average the international accounting profession has attitudinal and systemic approaches that are ‘mainstream’. In general addressees were involved in code authorship and the public had adequate access to codes. However, increased use could be made of ethics professionals in the development of codes, of professional development courses to further the ethics skills of members, and of communication channels to foster a unifying approach to ethics. The study provides criteria for individual associations to assess their mainstreaming status against the international findings. (shrink)

Adolescence is a period of several changes and a time when young people are confronted with some difficult tasks of dealing with a diversity of emotions and building their own identity. Therefore, it is a period of higher vulnerability for the development of internalizing problems. The present paper aims to study some constructs considered relevant to adolescents’ adjustment and/or internalizing disorders, emphasizing the role of well-being, emotional regulation and family environment. Therefore, this research aims to test the mediating role (...) of well-being in the relationship between emotional regulation difficulties, the family environment, and internalizing problems, and understand the differences between adolescents with a higher and lower risk of presenting internalizing problems. In the study, 723 adolescents of both sexes from middle to high school completed self-report questionnaires. The results indicated that the mediating role of well-being was partially established between emotional regulation difficulties and internalizing problems, explaining 31% of the variance in these problems. Well-being was also considered a partial mediator between family environment and internalizing problems, explaining 19 and 26% of the variance, respectively. Furthermore, the group with a higher risk of developing internalizing problems revealed higher levels of emotional regulation difficulties and family conflict. In contrast, this group reported less family cohesion and support and lower levels of well-being. The main results of the present study provide relevant data in the context of clinical practice. Important implications are also discussed for the design of psychopathology prevention programs and the promotion of global well-being with adolescents. Considering the limitations of the present study, such as the nonrandom sampling process and the reduced number of participants included in the clinical group, these results need to be deepened in future research in this area. Recognition of legal personhood in contemporary international and domestic law is a matter of signs. Those signs identify the existence of the legal person: human animals, corporations and states. They also identify facets of that personhood that situate the signified entities within webs of rights and responsibilities. Entities that are not legal persons lack agency and are thus invisible. They may be acted on but, absent the personhood that is communicated through a range of indicia and shapes both legal and (...) popular understanding of powers and obligations, they lack standing in judicial fora. They are signified as entities that are the subjects of action by legal persons, for example exploitation through rights regarding natural resources or commodification of ‘wild’, companion and other non-human animals. They are also signified as members of a diverse class of non-persons such as ‘nature’ and ‘the environment’. This article explores the consequences of law’s signification of personhood and the natural world before asking whether we both should and could recognise domains such as specific rivers, forests or even Antarctica as a type of legal person. Recognition might acknowledge the salience of nature in the ontologies of colonised First Peoples. It might also underpin a global response to climate change as the existential crisis of the Anthropocene. In understanding law as a matter of signifiers and syntaxes the article cautions that ostensible recognition of some domains as persons has been aspirational rather than substantive, with observers misreading the sign as necessarily transforming power relationships. The article also cautions that personhood for nature or particular domains may be contrary to the self-determination of colonised First Peoples. (shrink)

The author sets out a realist defense of the claim that in the absence of an international enforcement agency, multinational corporations operating in a competitive international environment cannot be said to have a moral obligation to contribute to the international common good, provided that interactions are nonrepetitive and provided effective signals of agent reliability are not possible. Examples of international common goods that meet these conditions are support of the global ozone layer and avoidance of the global greenhouse effect. (...) Health research has been identified as a vehicle for advancing global justice in health. However, in bioethics, issues of global justice are mainly discussed within an ongoing debate on the conditions under which international clinical research is permissible. As a result, current ethical guidance predominantly links one type of international research (biomedical) to advancing one aspect of health equity (access to new treatments). International guidelines largely fail to connect international research to promoting broader aspects of health equity – namely, healthier (...) social environments and stronger health systems. Bioethical frameworks such as the human development approach do consider how international clinical research is connected to the social determinants of health but, again, do so to address the question of when international clinical research is permissible. It is suggested that the narrow focus of this debate is shaped by high-income countries' economic strategies. The article further argues that the debate's focus obscures a stronger imperative to consider how other types of international research might advance justice in global health. Bioethics should consider the need for non-clinical health research and its contribution to advancing global justice. (shrink)

In this paper, we analyse the relation between the use of environmental data in contemporary health sciences and related conceptualisations and operationalisations of the notion of environment. We consider three case studies that exemplify a different selection of environmental data and mode of data integration in data-intensive epidemiology. We argue that the diversification of data sources, their increase in scale and scope, and the application of novel analytic tools have brought about three significant conceptual shifts. First, we discuss the (...) EXPOsOMICS project, an attempt to integrate genomic and environmental data which suggests a reframing of the boundaries between external and internal environments. Second, we explore the MEDMI platform, whose efforts to combine health, environmental and climate data instantiate a reframing and expansion of environmental exposure. Third, we illustrate how extracting epidemiological insights from extensive social data collected by the CIDACS institute yields innovative attributions of causal power to environmental factors. Identifying these shifts highlights the benefits and opportunities of new environmental data, as well as the challenges that such tools bring to understanding and fostering health. Developmental plasticity as the nexus between genetics and ecology.

The importance of addressing the existential threat to humanity, climate change, has grown remarkedly in recent years while conflicting views and interests in societies exist. Therefore, climate change agendas have been weaponized to varying degrees, ranging from the international level between countries to the domestic level among political parties. In such contexts, climate change agendas are predominantly driven by political or economic ambitions, sometimes unconnected to concerns for environmental sustainability. Consequently, it can result in an environment that fosters antagonism (...) and disputes over power and position and increases the risk of prolonged confrontations, hindering the collective global efforts to mitigate and adapt to climate change. Through the current discourse, we aim to provide a preliminary definition of the weaponization of climate change and environmental sustainability and examine its risks and consequences on international relations, political dynamics, public perception, and the comprehensive integrity of climate action. We also recommend embracing a globally coordinated, scientifically substantiated approach to circumvent climate change by building an eco-surplus cultural value system. (shrink)

The understanding of international marketing ethics is critical to academics as well as practitioners. This paper is a literature review of the study of ethics in international marketing. In order to develop a comprehensive review of (...) articles, we review topics such as ethical problems, moral philosophies, and culture and ethics. We also discuss the methodological procedures that are used in international marketing ethics. New technologies with military applications may demand new modes of governance. In this article, we develop a taxonomy of technology governance forms, outline their strengths, and red-team their weaknesses. In particular, we consider the challenges and opportunities posed by advancing artificial intelligence, which is likely to have substantial dual-use properties. We conclude that subnational governance, though prevalent and mitigating some risks, is insufficient when the individual rewards from societally harmful actions outweigh normative sanctions, as is likely to be the case (...) with AI. Nationally enforced standards are promising ways to govern AI deployment, but they are less viable in the “race-to-the-bottom” environments that are becoming common. When it comes to powerful technologies with military implications, there is only one multilateral option with a strong historical precedent: a non-proliferation plus norms-of-use regime, which we call NPT+. We believe that a non-proliferation regime may, therefore, be the necessary foundation for AI governance. However, AI may exhibit characteristics that would make a non-proliferation regime less effective than it has proven for nuclear weapons. As an alternative, verification-backed restrictions on AI development and use would address more risks, but they face challenges in the case of advanced AI, and we show how these challenges may not have technical solutions. Perhaps more importantly, we show that there is no clear example of major powers restricting the development of a powerful military technology when that technology lacks a ready substitute. We, therefore, turn to a final alternative, International Monopoly, which was the preferred solution of many scholars and policymakers in the early nuclear era. It should be considered again for governing AI: a monopoly would require less-invasive monitoring, though at the possible cost of eroding national sovereignty. Ultimately, we conclude that it is too soon to tell whether a non-proliferation regime, a verification-based regime, or an International Monopoly is most feasible for governing AI. Nonetheless, a variety of policies would yield a high return across all three scenarios, and we conclude by identifying some of these steps that could be taken today. (shrink)

Continued failure to limit emissions of carbon dioxide and other greenhouse gases that are causing global climate change has brought increased attention to climate engineering technologies, which actively modify the global environment to counteract heating and climate disruptions caused by elevated greenhouse gases. Some proposed forms of CE, particularly spraying reflective particles in the upper atmosphere to reduce incoming sunlight, can cool the average temperature of the Earth rapidly and cheaply, thereby substantially reducing climate-related risks. Yet CE interventions provide (...) only imperfect corrections for the climatic and other environmental effects of elevated greenhouse gases, and carry their own environmental risks. Moreover, they may also increase other risks, by weakening political support for essential emissions reductions or providing new triggers for international conflict. These technologies thus require international governance, but also pose novel and severe challenges to current international laws and institutions. Effective governance of CE will require a capacity to make decisions regarding the conditions, if any, under which specific interventions are authorized, plus realtime operational oversight of any interventions that are conducted. Decision processes must be effectively linked with scientific research and assessment, and with institutions to manage and respond to threats of CE-related conflict. We advance preliminary suggestions to address two priority areas for early investigation: how international cooperation on early CE research can help develop shared norms that can grow robust enough to support future decision needs; and how early research and development on CE can be made to complement and encourage, rather than undermine, parallel efforts to reduce climate risks by cutting emissions. Abstract:Contemporary society faces a wide range of environmental problems. In what ways might business be part of the solution, rather than the problem? The Moralist Model is one general response. It tends to focus on particular corporations which it treats as moral agents operating within our common moral system. As a consequence, it claims that, with various (usually modest) changes, corporations may become environmentally responsible.This paper contends, on the contrary, that business has its own special “ethics,” which relates not simply (...) to the internal nature of the corporation but also to the corporate (free market) system. Given this special ethics, business cannot in general be environmentally responsible in the manner that the Moralists demand. Instead, more far-reaching changes are needed within corporations and the economic system to promote environmental responsibility. By addressing specific global problems and placing them within an ethical context, "The Environment in Question" provides the reader with both a theoretical and practical understanding of environmental issues. The contributors are internationally known figures drawn from the various disciplines which bear upon these issues, such as geography, psychology, social policy, and philosophy. Growing detrimental effects on the bio-physical environment have been responsible for a large number of small firms to adopt a more strategic stance toward exploiting green-related opportunities. This article aims to shed light on how internal company factors help to formulate a green business strategy among small manufacturing firms, and how this, in turn, influences their competitive advantage and performance. Based on data received from 153 small Cypriot manufacturers, we propose and test a conceptual model anchored on the (...) Resource-based View of the firm. The findings underscore the critical role of both organizational resources and capabilities in pursuing a green business strategy. The adoption of this strategy was more evident in the case of firms operating in more harmful, as opposed to less harmful, industries. The implementation of a green business strategy was found to generate a positional competitive advantage, with this association becoming stronger under conditions of high regulatory intensity, high market dynamism, high public concern, and high competitive intensity. It was also revealed that this competitive advantage is conducive to gaining heightened market and financial performance. Our study makes a fivefold contribution: it injects a theoretical perspective into a relatively atheoretic field, underlines the role of organizational resources/capabilities as drivers of eco-friendly initiatives, highlights the often neglected strategic aspects of small firms’ ecological business activities, stresses the contingent role of external forces in moderating the positive impact of small firm green business strategy on competitive advantage, and focuses on the performance implications of the small firm’s engagement in environmental operations. The article presents an overview and key points of the I All-Russian Scientific and Practical Conference «Monitoring. Education. Security: peculiarities of organizing prevention of terrorist and extremist manifestations in educational and youth environment in the context of regional migration processes», held on February 28, 2024 on the basis of Chelyabinsk State University with the support of the apparatus of the Anti-Terrorist Commission of the Chelyabinsk region.

This study analyses the social and political discourses related to environment and sustainable development in Costa Rica. The central interest is on those development institutions and ideologies that promote social interventions in the name of sustainable development, and on those social processes and economic relations on which the discursive formation of environment and sustainability is articulated. Four different kinds of ideologies of environmental sustainability are analysed: Environmentalism for Nature, Environmentalism for Profit, Environmentalism for the People, and Alternative Environmentalism. The study highlights the complexity of political discourses that construct the relationship between nature and society, and the multiplicity of the means by which the control over natural resources, within the internally differentiated development apparatus, is defined. Hiring international migrant eldercare workers to work hard for little pay simply because this traveling workforce needs wages higher than those they would receive back home seems somehow “wrong.” The standard justification for hiring migrants seems more like an excuse than a justification. My purpose in this article, however, is not to condemn people who hire international migrant eldercare workers, but to suggest that these employers as well as their employees are caught in the same moral bind. Depending on how (...) uncaring a state is about meeting its people’s fundamental needs including adequate long-term care, it will create a hostile environment for the development of caring people. But a society without a sufficient number of caring people risks unraveling. People who avoid care work and who shun the practice of care are, in my estimation, “marginal” to society in that they are not contributing to the foundation that makes society possible. (shrink)

Institutionalized practices of collective justification are central for theorizing international fairness. Institutions matter because they play a significant part in the construal of fairness claims through the provision of internal standards for moral assessment. Conceptions of international fairness must spell out how collective justification works by addressing the jurisprudential and institutional issues at stake in the specification of the moral grounds for compliance with international institutions on the one hand and international civil disobedience on the other. Theoretical models of (...) institutions that do not pay attention to collective justification are inadequate on fairness grounds. More specifically, mainstream neoliberal institutionalist accounts of international regimes are deeply problematic when used in the normative evaluation of international institutions, as they offer the wrong benchmark for moral assessment, given their roots in a brand of exchange theory that is blind to the distribution of burdens and benefits from cooperation. This article begins with a detailed analysis of how the choice situation of a social contract for international business ethics can be constructed and justified. A choice situation is developed by analyzing conceptions of the multinational firm and the domain of international business. The result is a hypothetical negotiation between two fictional characters, J. Duncan Grey and Elizabeth Redd, who respectively represent the interests of businesses and communities seeking to engage in international trade. The negotiators agree on ethical principles governing (...) wages, the environment, and compliance social and cultural norms. These principles are then shown to rest in wide reflective equilibrium with considered moral judgments on international business ethics, which are drawn from international agreements, such as the UN Declaration on Human Rights, and voluntary business initiatives, such as the Global Sullivan Principles and the UN Global Compact. Actors in international politics need to navigate a host of ethical challenges when deciding how to act in a certain context. They are confronted by the question: "What, from an ethical point of view, should I do?" with regard to a wide range of issues including the conduct of war, the just distribution of aid and trade, human rights, the care of the global environment, the rights of asylum seekers and refugees, genocide, money laundering, global terror, and many others. The article highlights one of the possible explanations for the culture of imitation and the tendency toward lowering standards in the academic environment. It deals with the concept of caconomics, which was elaborated by Italian researchers Diego Gambetta and Gloria Origgi. Based on rational choice theory, they elaborate a model of a situation when participants prefer low-quality standards while declaring high-quality ones. This model allows to identify the structural factors behind unscrupulous academic practices. It shows that dishonesty and imitation (...) may be not so much the result of the bad intentions of individuals, but rather a distorted norm that relies on a certain rational calculation within the framework of a vicious system. The concept of kakonomics turns out to be interesting and fruitful when considering the failures of reforms in Ukrainian science and education. In particular, the manifestation of the kakonomics mechanisms is demonstrated with the survey of publications of Ukrainian PhD and doctoral students in foreign journals. The requirement to have publications in such journals is intended to increase international visibility of Ukrainian researcher`s works. However, it turned out that most of the PhD and doctoral students (who submitted their dissertations in 2018-2022) had publications in low-quality or predatory journals. These data can serve as empirical evidence of the failure of reforms carried out through directive requirements imposed in a bureaucratic manner. Data also show that efforts to increase standards without taking into account the extent to which the academic environment is able to meet that new demands will encourage imitation. As a result, such situation leads to the system of anti-meritocratic selection, and researchers who truly adhere to high standards are disadvantaged compared to imitators. (shrink)
