The article emphasizes the importance of the Charter of Local Self-Government to the Lithuanian national legal system. Lithuania has ratified the Charter, not only acknowledged, but also committed to implement its provisions. The Charter consists of 13 items representing the essence of local self-government, which sets the content and is the principal purpose of local public. The principles should be not only a declaratory move into the national legal system, but also recognized as a state’s obligation to follow them. Regional market integration in Europe and North America has grown increasingly extensive. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. This article compares and contrasts integration in North America and Europe, and discusses the implications of political, economic, and institutional changes in these two regions for business-government relations and (...) the structure and strategic orientation of the corporate public affairs (PA) function. This paper presents a study of gatekeeping in the U.S. political blog “Daily Kos.” Open online collectives like Daily Kos use relational mechanisms, such as gatekeeping, to manage organizational boundaries and filter the contributions of participants. However, neither prior theories of gatekeeping nor the existing analyses of open online collectives account for the character or implications of gatekeeping in the Daily Kos community. Using qualitative evidence as well as statistical analysis of a large sample of comment threads on the site (...) from 2008, I argue that gatekeeping on Daily Kos takes centralized and decentralized forms, and that both modes depend critically on relational boundary work among site participants. Centralized gatekeeping proceeds through actions by high-status members of the community. Decentralized gatekeeping, by contrast, consists of more numerous and small-scale interactions between community members, who filter and moderate each other’s participation. Both forms of gatekeeping enhance the ability of site leaders and incumbent community members to regulate access to privileges and agenda-setting responsibilities on the site. These findings imply that the egalitarian ethos of open online collectives exists in tension with the mechanisms through which participation and status inequalities emerge among participants. How collectives engaged in mobilization and discursive production resolve this tension will shape the long-term impact of online participation and blogs on the political and public spheres. (shrink)

This essay examines Michael Polanyi’s notion of tacit knowing and seeks to clarify and elaborate upon its claims. Tacit knowing, which is conscious although inarticulate, must be distinguished from tacit processes, which are largely unconscious. Schematization is explored as a primary tacit process that humans share with all animals. This tacit process organizes and secures, in long-term memory, information of interest provided by receptors and those learned skifls conducive to survival. There is a lack of theoretical consensus on how multinational enterprises (MNEs) should implement corporate social responsibility (CSR) to build legitimacy, particularly those operating in the smaller Asian emerging market context, where current growth in the global economy is being felt more acutely than elsewhere. This paper argues for theoretical integration of business ethics (BE) and international business (IB) research to address this concern. Hence, we explore the management of CSR strategies by MNE subsidiaries with specific interest on their proactive (...) adoption of strategic CSR to obtain legitimacy in a foreign host country. Drawing on the recent CSR literature and related theories, including stakeholder theory and institutional theory, propositions and a conceptual framework are developed and presented. The framework integrates BE and IB concepts on the different dimensions of CSR and provides a theoretical derived explanation of the process for strategic adoption of global through to more local CSR strategies by MNE subsidiaries to build legitimacy in an emerging market context. In addition, the framework provides valuable insights into the adoption of different ethical approaches or CSR strategies based on the level of ethical pressure in a host country and the degree of CSR ingrainedness in the parent company. Global antimicrobial resistance (AMR) is currently governed by a decentralized regime complex composed of multiple institutions with overlapping and sometimes conflicting principles, norms, rules, and procedures. Such a decentralized regime complex provides certain advantages and disadvantages when compared to a centralized regime. A pandemic instrument can optimize the regime complex for AMR by leveraging the strengths of both centralization and decentralization. Existing climate treaties under the UNFCCC offer lessons for achieving this hybrid approach.

National governments in almost all developing countries have begun to decentralize policies and decision making related to development, public services, and the environment. Existing research on the subject has enhanced our understanding of the effects of decentralization and thereby has been an effective instrument in the advocacy of decentralization. But most analyses, especially where environmental resources are concerned, have been less attentive to the political coalitions that prompt decentralization and the role of property rights in facilitating the (...) implementation of decentralized decision making. By comparing decentralization in four cases in South Asia—Forest Councils in Kumaon in India, Joint Forest Management in India, the Parks and People Program in Nepal's Terai, and Community Forestry legislation in Nepal—this article provides answers to two questions: When do governments decentralize environmental decision making? and Which types of property rights must be devolved if decentralized decision making is to be effective? Localization and decentralization are frequently presented as good for women. However, the reality is not so clear cut. Local government is the tier that is closest to people, but relationships, structures, and processes of local governance can limit both the space for women’s participation and the policy potential for addressing gender issues. The experience of democratic reform in South Africa is invariably held up as an example of good practice in advancing gender equity in governance. Decentralization is predicted to increase popular participation in all processes, and especially decision-making at the local level. Through the analysis of interview data and secondary information, this claim was tested in five districts in Ghana. The evidence showed that contrary to theory, formal and informal procedures for participation are inadequate and irregular. Although the spaces for participation have been established and expanded, these are dominated by males with educated and professional backgrounds as well as the rich and influential with (...) access to power at the center. Women, the poor and disabled as well as people from rural peripheries are excluded from the process. Their exclusion is attributable to gender-insensitive decentralization policy, lack of socio-economic resources, low educational attainment, cultural practices, and patronage politics. The paper concludes that decentralization cannot compel the predicted level of participation unless these structural conditions inhibiting engagement and empowerment of especially marginalized groups are addressed. Multinational enterprises venturing into emerging economies operate in relatively unfamiliar environments that, compared with their home countries, often display a high degree of administrative distance. At the same time, many MNEs face the question of how intensely to commit to corporate social responsibility in emerging economies, given the often relatively lower social standards in those countries. This research addresses the question of how administrative distance, MNE subsidiary size, and experience in the host country relate to the extent to which (...) MNEs strategically commit to CSR in their emerging economy subsidiaries. We argue that the greater the administrative distance between MNEs’ home and host countries, the lesser the MNE subsidiaries strategically commit to CSR. At the same time, we predict that the larger the size of MNE subsidiaries, and the longer their experience in the host country, the more the MNE subsidiaries strategically commit to CSR. To test our hypotheses, we use data from a large-scale, cross-industry survey of 213 subsidiaries of Western MNEs in Asia, Eastern Europe, and Latin America. Many researchers have identified a process they call ‘deskilling’, which they use to describe the daily experience of teachers who have been gradually losing control of their own labour within ‘low‐trust’ workplaces. Conversely, other scholars have found that under similar conditions, some teachers have their own ways of dealing with it which leads them towards a process of ‘reskilling’. This study is an attempt to explore the actual teachers’ perceptions towards their daily practice within the context of educational decentralization, (...) a neglected area of research which needs to be further discussed and explored. This paper uses data gathered from seven schools in Guangdong Province, China as a case study to show that educational decentralization in China not only results in teachers being deskilled because indirect control is still being maintained, but also provides a small number of teachers with a competitive working environment to reskill their pedagogical techniques and educational knowledge, and to pursue good practices in teaching under the pressure of competition. All in all, educational decentralization provides a context in which teachers can experience either deprofessionalization or reprofessionalization. (shrink)

Local governance in developing countries demonstrates many problems related to financial sources and good governance of their finances. Local Self-Government (LSG) units in the Republic of North Macedonia are very small which results in a lack of capabilities to raise enough funds to offer delegated services. The local government in the Republic of North Macedonia centralizes almost all public finance. Local budgets depend heavily on state transfers and donations from the central budget. The lack of funds remained a crucial problem (...) even though there were some attempts for the decentralization process. Practically, governments in many of the local governments in North Macedonia could not secure their resources. In this way, they could come with specific charges, but all taxes are decided by the central government. The practice showed that local governments before borrowing needs to be approved by the Ministry of Finance. The Republic of North Macedonia as a potential candidate to join the European Union should make several changes regarding the legislation during the process of accession to benefit from being a small candidate country. The main aim of this paper is to investigate alternative financial sources such are Municipal Bonds, Partnership Sukuk securities, and PPP. Unfortunately, many financial alternatives have not been able to be implemented due to failures in reforms and good financial governance. But they remain an open opportunity for developing a local government in the future. (shrink)

Our present situation of anthropogenic ecological disaster calls on Western philosophy in general, and Frankfurt School critical theory in particular, to reconsider some long-standing, entrenched assumptions concerning what it means to be a human agent and to relate to other agents. In my article, I take up the challenge in dialogue with the idea of critical theory articulated by Max Horkheimer in the 1930s. My overall concern is to contribute to on-going efforts to decentre Frankfurt School critical theory in multiple (...) dimensions. With the help of Horkheimer, I seek to show that this theoretical tradition has itself an important contribution to make to the endeavour. In Section 1, I argue that the methodology he advocates for critique of society offers a view of the relationship between the human mind and reality, as well as of humans with other humans, that avoids dogmatic rigidity and is hospitable towards mutual learning through engagement with other philosophical and cultural traditions. In Section 2, I consider the more specific challenge of anthropocentrism, suggesting the need for a more differentiated account of this. While critical theory is unavoidably anthropocentric in certain respects, it could avoid more pernicious forms of anthropocentrism that establish epistemic and ethical hierarchies between humans and other-than-human entities and that conceive of ethical validity as a purely human construction, with no independence of human needs and concerns. In this paper, we investigate the model of decentralized groupwise e-commerce through regional chains combined with edge computing algorithms and design and implement it. A blockchain-based architecture for remote sensing resource and service transactions is proposed. The architecture utilizes the characteristics of nontamperable and traceable data on the blockchain to solve the problem of mutual distrust between the transaction parties, uses MongoDB for data retrieval and filtering to solve the problem that it is difficult to query flexibly on the blockchain, (...) uses the file platform to save public resources to solve the problem that it is very expensive or even infeasible to store images or large texts in the blockchain, and ensures remote sensing resources and services related to the effective storage of images and description texts. The Ethernet features are described and analyzed to assess their suitability as a technical basis for the corresponding solutions. To assess the ability of the Ethernet-based system to solve solvable problems, its practical use cases are analyzed. The results of the analysis show that five main issues need to be addressed when applying Ethernet to e-commerce, namely, low scalability, lack of distributed storage, lack of convenience, reliability, and functional integrity. To exploit the idea of using blockchain technology to solve complex problems and to overcome the challenges identified in the existing Ethernet-based implementation solutions, an optimization idea is proposed by creating a multiblockchain architecture based multimodule solution in the Ethernet framework. Decision-makers can never be sure whether the next tropical storm will be as violent as the last, or whether Taliban insurgents will use a roadside improvised explosive device or a suicide bomber for their next attack. Decentralized clinical trials (DCTs) have the potential to advance the conduct of clinical trials, but raise several ethical issues, including obtaining valid informed consent. The debate on the ethical issues resulting from digitalization is predominantly focused on direct risks relating to for example data protection, safety, and data quality. We submit however, that a broader view on ethical aspects of DCTs is needed to touch upon the new challenges that come with the DCT practice. Digitalization has impacts that go beyond (...) its direct purposes, by shaping behaviors, experiences, social relations, and values. We examine four elements of the informed consent procedure that are affected by DCTs, while taking these soft impacts of technologies into account: (i) informing participants and testing understanding, (ii) freedoms in relation to responsibilities and burdens, (iii) trust in participant-researcher relations, and (iv) impacts on the concept of privacy. Our analysis reveals that a broad view is key for optimal conduct of DCTs. In addition, it provides insight into the ethical impacts of DCTs on informed consent. Technologies such as DCTs potentially have profound impacts which are not immediately addressed by the existing regulatory frameworks, but nonetheless important to recognize. These findings can guide future practices of DCTs to foster the important values of clinical research in this novel approach for conducting clinical trials. (shrink)

This study aims to explore if local responsiveness pressure and subsidiary resources influence green management adoption of overseas subsidiaries, and to investigate the relationships between the level of green management adoption and performance. The 101 effective samples were collected from 583 Taiwanese firms, which are listed in the top 1000 manufactory firms and have invested in China. Though structural equation model analysis' empirical results indicate that local responsiveness pressure and subsidiary resources both have positive effects on the level (...) of green management adoption of the subsidiary. Most forms of egalitarian theory impose on government to redress the inequalities of fortune that result from bad luck. This Article takes issue with the various forms of this large claim, and argues that decentralized forms of assistance are likely in the long run to do better by the very standards by which egalitarians justify their own program. The alleviation of poverty depends in the first instance on increases in wealth that can only come through private innovation and technological advances. (...) These have in fact produced major improvements in overall well-being, with disproportionate advances for the poor. But if one starts with Dworkin’s unsustainable distinction between option and brute luck, or Nussbaum and Sen’s capability theory, then no egalitarian theory can deliver on the promise to level differences in wealth without seriously compromising overall levels of social welfare. By expanding the scope of government regulation, these proposals open the door to selfish political forces whose political clout ensures that ill-conceived programs, such as the Americans with Disabilities Act, frustrate the very goals they hope to achieve. State intervention to redistribute resources should be understood as a last resort for dealing with problems of ill fortune. (shrink)

Decentralizing Knowledges examines the way modern western thought has attempted to bring all knowledge under its own order, a process of placing all thinking into a single colonial system and looks at the way that this centering process might be undone. The contributors present a complex, multiple and uneven set of decentering processes, that gradually open thinking to what has been excluded, whether that exclusion was gender, race, or sexuality based, or indigenous or culturally different. Autonomous AI agents present transformative opportunities and significant governance challenges. Existing frameworks, such as the EU AI Act and the NIST AI Risk Management Framework, fall short of addressing the complexities of these agents, which are capable of independent decision-making, learning, and adaptation. To bridge these gaps, we propose the ETHOS (Ethical Technology and Holistic Oversight System) framework—a decentralized governance (DeGov) model leveraging Web3 technologies, including blockchain, smart contracts, and decentralized autonomous organizations (DAOs). ETHOS establishes a global registry for AI (...) agents, enabling dynamic risk classification, proportional oversight, and automated compliance monitoring through tools like soulbound tokens and zero-knowledge proofs. Furthermore, the framework incorporates decentralized justice systems for transparent dispute resolution and introduces AI-specific legal entities to manage limited liability, supported by mandatory insurance to ensure financial accountability and incentivize ethical design. By integrating philosophical principles of rationality, ethical grounding, and goal alignment, ETHOS aims to create a robust research agenda for promoting trust, transparency, and participatory governance. This innovative framework offers a scalable and inclusive strategy for regulating AI agents, balancing innovation with ethical responsibility to meet the demands of an AI-driven future. (shrink)

In this article, we focus on the cross-cultural aspects of the implementation of an American company's code of ethics into its Swedish subsidiary. We identify the cross-cultural stories that the receivers in the subsidiary use when trying to explain the parent's code and conceptualize these stories as part of an emerging narrative of national belonging and differences. The receivers resisted the code by amplifying the importance of national identity. Rather than stimulating a discussion on ethics that might have (...) strengthened the ties between the parent and the subsidiary, the outcome of the code implementation had the opposite effect. The article concludes by stressing the process of implementing codes across cultures rather than code content. (shrink)

Deleuze has suggested that Spinoza and Foucault share common concerns, particularly the notion of immanence and their mutual hostility to theories of subjective intentionality and contract-based theories of state power. This article explores these shared concerns. On the one hand Foucault's view of governmentality and its re-theorization of power, sovereignty and resistance provide insights into how humans are constituted as individualized subjects and how populations are formed as subject to specific regimes or mentalities of government. On the other, Spinoza was (...) concerned with how humans organized themselves into communities capable of self-government. In particular, his idea of immanent causality was crucial because central to his ideas of freedom and power. We argue that Spinoza's approach to power and causality prefigures ideas developed by Foucault in his theory of governmentality, especially with respect to his biopolitical rethinking of power and resistance. This study investigates antecedents of corporate social responsibility in multinational corporations' subsidiaries. Using stakeholder theory and institutional theory that identify internal and external pressures for legitimacy in MNCs' subsidiaries, we integrate international business and CSR literatures to create a model depicting CSR practices in MNCs' subsidiaries. We propose that MNCs' subsidiaries will be likely to adapt to local practices to legitimize themselves if they operate in host countries with different institutional environments and demanding stakeholders. We also predict that MNCs' subsidiaries (...) will be likely to adapt to local practices to avoid spillover effects if their parent companies suffer major legitimacy problems at home or abroad. However, we speculate that MNCs' subsidiaries will be less likely to adapt to local practices if they are strongly annexed to their parent companies and the benefit to gain internal legitimacy outweighs external legitimacy. This article contributes to the discourse on CSR across borders by exploring the antecedents of CSR practices in MNCs' subsidiaries at social and organizational levels, and integrating institutional and stakeholder views.
