Charting significant growth in science production over the 20th century in four European Union member states, this neo-institutional analysis describes the development and current state of universities and research institutes that bolster Europe’s position as a key region in global science. On-going internationalization and Europeanization of higher education and science has been accompanied by increasing competition as well as collaboration. Despite the policy goals to foster innovation and further expand research capacity, in cross-national and historical comparison neither the level (...) of R&D investments nor country size accounts completely for the differential growth of scientific productivity. Based on a comprehensive historical database from 1900 to 2010, this analysis uncovers both stable and dynamic patterns of production and productivity in Germany, France, Belgium, and Luxembourg. Measured in peer-reviewed research articles collected in Thomson Reuters’ Science Citation Index Expanded, which includes journals in the fields of Science, Technology, Engineering, Mathematics, and Health, we show the varying contributions of different organizational forms, especially research universities and research institutes. Comparing the institutionalization pathways that created the conditions necessary for continuous and strong growth in scientific productivity in the European center of global science emphasizes that the research university is the key organizational form across countries. Cet article aborde la question du temps dans l’institution judiciaire en prenant pour objet le contentieux familial. En considérant la dimension temporelle du règlement des conflits qui émergent lors des ruptures d’union, il met en évidence le changement radical de la vision du temps qui a touché le monde de la justice civile dans les dernières décennies. Le mouvement d’accélération qui touche l’ensemble de l’institution judiciaire se trouve redoublé dans ce champ par l’urgence qu’impose la réaction face à un contentieux (...) de masse : il s’agit de répondre sans délais aux conflits familiaux, selon des modalités adaptées aux besoins des intéressés. L’étude s’appuie sur une enquête réalisée dans cinq juridictions, en France et en Belgique. Dans ces deux pays, les dernières réformes intervenues ont eu pour projet de hâter les procédures de divorce. Dans la pratique, différentes modalités de l’accélération du traitement judiciaire sont observées. En France, le juge aux affaires familiales est un acteur central qui traite l’ensemble des ruptures de couple soumises à la justice. Les JAF font tout pour accélérer les décisions, en s’appuyant autant que faire se peut sur l’accord des parties et en cherchant à contrôler les avocats. En Belgique, l’accélération est particulièrement apparente s’agissant du procès en divorce, mais les décisions sur les effets accessoires de la séparation sont renvoyées à différentes instances ayant leur propre temporalité. Par-delà ces différences, la comparaison suggère que l’accélération du traitement du contentieux de la famille résulte de la coprésence des deux tendances majeures observées, la managérialisation de la justice et le renvoi des décisions relatives à la famille vers les intéressés eux-mêmes. L’accélération du traitement judiciaire du divorce n’est cependant pas sans conséquence : en particulier, elle rend plus apparente la disjonction du temps du procès et de celui que vivent les conjoints en rupture. A comparative analysis was made of the public's attitudes toward the use of animals in scientific research in 15 different nations. The intensity of opposition to animal research was found to vary from relatively low levels in Japan and the United States to much higher levels in France, Belgium, and Great Britain. More women than men were opposed to animal research in all 15 nations. Scientific knowledge, or the lack of knowledge, was not found to have a consistent (...) relationship with attitudes toward animal research. Concern about the environment was found to be related to opposition to animal research in some western European nations, in particular West Germany. Cluster analysis was used to group the nations into four patterns based on intensity of opposition, level of opposition, gender differences in opposition, and the relationship between attitudes toward animal research and both environmental concern and scientific knowledge. This new English translation of François Jullien's work is a compelling summation of his thinking on the comparison and divergences between Western and Chinese thought. Jullien argues that Western thinking is preoccupied with the question of 'being', whereas Chinese thought concerned itself principally with that of 'living'. Organised as a lexicon around some 20 concepts that juxtapose Chinese and Western thought, including propensity (vs causality), receptivity (vs freedom), maturation (vs modelisation),between (vs beyond) and resource (vs truth). Jullien explores the (...) ways the two traditions have evolved, and how many aspects of Chinese thought developed in isolation from the West, revealing a different way of relating to the world and the fault lines of western thinking. This exploratory research aims to identify the accommodation and support measures, the challenges and the needs, for students with disabilities in teaching internship context. By answering an online questionnaire, 158 SH trainees in teaching in Belgium and Quebec, affirm, for the most part, that their situation of disability has repercussions on their internships. Their main challenges and needs are related to organization and written communication. However, few accommodation and support measures have been established during the internship.

This brief study is to examine whether some legal questions do influence the administrative control in general and more particularly the administrative control of merged municipalities. First are analysed the propositions aiming the administrative control in the new local government act as proposed by the Association of Belgian Towns and Villages. It says that administrative control must not be excessivily hindering. It would rather change the control phylosophy and procedures in order to relieve the administrative control. The two important State (...) Reform Acts of 8 and 9 august 1980 present in fact major institutional changes concerning the administrative control. The Flemish and the Walloon regions obtain the competence to organise the procedures and to exercise the administrative control with regard to provinces, towns, villages and agglomerations. After revision of article 108 of the Constitution in 1980opportunity-control of administrative acts is maintained and the exercise of the autonomy of action must take place in harmony with the jurisprudence of the «Council of State». Oxford: Clarendon Press, 1999. xx + 423 pp. Cloth, $95.This excellent book by an able scholar will set a new standard in Plutarch studies, particularly for scholars interested in historiography and moral philosophy. Here is Duff's aim in his own words: "This book is an attempt to explore two related aspects of the (...) ParallelLives: their moralizing purpose and the comparative [End Page 586] structure through which Plutarch's moralism is so often mediated. It will look at the ways in which the ParallelLives explore issues of right and wrong, good and evil; the ways in which they cause us to question or to understand our world" (1). Duff describes his book as "an attempt to read Plutarch's Lives not as mines for history but as an area of study in their own right, and one which throws light on the intellectual climate of Plutarch's own day. It is less concerned with the 'truth-status' of Plutarch's narrative, more with how that narrative is constructed and how it would have been read in its original context" (9). Duff succeeds brilliantly in both areas, Plutarch's moralism and his place in historiography.The book is divided into three parts. Part 1, entitled "The Moralizing Programme," presents a detailed reading of Plutarch's surviving programmatic statements (such as the question of "great natures"), examines how well he succeeds in his aim of improving the reader, and discusses his assumptions about human psychology. Part 2 uses case studies of specific pairs of biographies, a tried-and-true method for students of Plutarch, to examine the moral and literary program in practice. The pairs Duff selects are Pyrrhos-Marius,Phokion-CatoMinor,Lysander-Sulla, and Coriolanus-Alkibiades (Duff adheres to literal transliteration, not on a whim, but rather from a strong belief that "to Latinize the Greek would be a reversal of Plutarch's cultural programme, which functioned to Hellenize the Roman" [xii, Duff's emphasis]). There is a substantial discussion about the parallelism of the biographies and a plea for them to be read in pairs, as their author intended. Part 3 examines "two special circumstances," the comparisons or synkriseis and the cultural and political implications of Plutarch's program of writing in parallel.In his preface, Duff notes, "It is a pleasing coincidence, and one which Plutarch would have enjoyed (see Sertorius 1.1-8), that the last monograph to be written in English on Plutarch's Lives was by one of my predecessors at Reading (Wardman 1974)" (ix). While a growing number of researchers are embracing Internet-based data collection methods, the adoption of Internet-based recruitment methods has been relatively slow. This may be because little is known regarding the relative strengths and weaknesses of different methods of Internet-based participant recruitment, nor how these different recruitment strategies impact on the data collected. These issues are addressed in this article with reference to a study comparing the effectiveness of three Internet-based strategies in recruiting cannabis users for an online study. Consideration (...) of the recruitment data leads us to recommend that researchers use multipronged Internet-based recruitment campaigns with appropriately detailed recruitment messages tailored to the population of interest and located carefully to ensure they reach the intended audience. Further, we suggest that building rapport directly with potential participants, or utilising derived rapport and implicit endorsements, is an important aspect of successful Internet-based participant recruitment strategies. Qualitative validation consists in showing that a model is able to mimic available observed data. In population level biological models, the available data frequently represent a group status, such as pool testing, rather than the individual statuses. They are aggregated. Our objective was to explore an approach for qualitative validation of a model with aggregated data and to apply it to validate a stochastic model simulating the bovine viral-diarrhoea virus (BVDV) spread within a dairy cattle herd. Repeated measures of the (...) level of BVDV-specific antibodies in the bulk-tank milk (total milk production of a herd) were used to summarise the BVDV herd status. First, a domain of validation was defined to ensure a comparison restricted to dynamics of pathogen spread well identified among observed aggregated data (new herd infection with a wide BVDV spread). For simulations, scenarios were defined and simulation outputs at the individual animal level were aggregated at the herd level using an aggregation function. Comparison was done only for observed data and simulated aggregated outputs that were in the domain of validation. The validity of our BVDV model was not rejected. Drawbacks and ways of improvement of the approach are discussed. (shrink)

In March 2021, the Spanish Congress approved the law regulating euthanasia, that regulates both euthanasia and physician-assisted suicide (PAS). In this article, we analyse the Spanish law regulating euthanasia and PAS, comparing it with the rest of the European laws on euthanasia and PAS (Netherlands, Belgium and Luxembourg). Identified strengths of the Spanish law, with respect to other norms, are that it is a law with many safeguards, which broadly recognises professionals’ right to conscientious objection and the specification that (...) it makes on the prior comprehensive care of the patient, including the approach to care dependency. Regarding its shortcomings, the law does not differentiate well between euthanasia and PAS; it barely assigns a role to the healthcare team as a whole (similar to other regulations); it does not clarify the functions of the different professionals involved; it does not detail the specific composition and duration of theevaluation commission; it has not been accompanied by a prior or simultaneous regulation of palliative care; and, lastly, the period of time to implement the law is too short. People with Down syndrome often exhibit deficiencies in wayfinding activities, particularly route learning (e.g., Courbois et al., 2013 ; Davis et al., 2014 ; Farran et al., 2015 ). Evidence concerning more sophisticated survey learning has been sparse. In the research reported here, two experiments are reported that evaluated survey learning of youth with DS and typically developing children (TD) matched on mental age. In Experiment 1, participants learned two overlapping routes consisting of three turns each through a virtual environment (...) depicting 9 square city blocks. Following acquisition, they were tested on multiple measures of survey knowledge: finding a shortcut, identifying the direction of landmarks not currently visible from their location in the environment, and recognizing a bird’s-eye representation of the overall environment. Under these conditions, which should provide relatively optimal opportunities for survey learning, the participants with DS performed comparably to TD participants matched on non-verbal ability on all of our measures of survey learning. Hence, we concluded that people with DS can acquire some survey knowledge when tasked with learning a small environment and given the opportunity to do so. In Experiment 2, the experimenter navigated participants through a large, relatively complex, virtual environment along a circuitous path, beginning and ending at a target landmark. Then, the participants were placed at a pre-specified location in the environment that they had viewed previously and instructed to navigate to the same target (a door) using the shortest possible path from their current location. They completed the task three times: once after being shown the environment one time, once after three exposures, and once after five exposures. Results indicated that the participants with DS exhibited significantly less skill at identifying the shortcut than did the TD participants, with differences emerging as the number of exposures increased. Participants with DS were also less able to recall landmarks at the end of the experiment. Overall, however, the performance of both groups was relatively poor in both experiments – with the performance of participants with DS being worse as conditions became less optimal. These results were discussed in terms of underlying mechanisms that may account for variations in survey learning as environmental complexity increases. (shrink)

The relationship between emotion comprehension and social competence from very young ages has been addressed in numerous studies in the field of developmental psychology. Emotion knowledge in childhood seems to have its roots in the conversations and explanations children hear about what emotions are and how to manage them. Given that behavioral interventions often do not achieve medium-term improvements or generalization to other contexts, this study evaluates the results of an intervention using the Thinking Emotions program. This program uses Philosophy (...) for Children as the work format and is based on the idea that reflection and dialogue among peers is one of the most effective ways to interiorize significant knowledge. The program was applied during one school year in two preschool classrooms . Comparisons of the pre- and post-treatment measures of the control and experimental groups show significant improvements in emotion comprehension and social competence in the 5-year-old children and improvements related to social competence in the 4-year-olds. This paper reports on comparative research on how textual representations of issues related to corporate social responsibility (CSR) in corporate annual reports from Sweden, Canada and the Netherlands have changed over time. The results show a substantial increase on a number of topics that can be linked to the general CSR-discourse in the 2001 sample in comparison to the 1991 and 1981 samples. The rise in the CSR-discourse appears to be related to a drop in other discourses related to (...) issues of social responsibility regarding the social, economic and political development of a company’s native country. Down syndrome (DS) impacts several brain regions including the hippocampus and surrounding structures that have responsibility for important aspects of navigation and wayfinding. Hence it is reasonable to expect that DS may result in a reduced ability to engage in these skills. Two experiments are reported that evaluated route-learning of youth with DS, youth with intellectual disability (ID) and not DS, and typically developing (TD) children matched on mental age (MA). In both experiments, participants learned routes with eight choice point (...) presented via computer. Several objects were placed along the route that could be used as landmarks. Participants navigated the route once with turn indicators pointing the way and then retraced the route without them. In Experiment 1 we found that the TD children and ID participants performed very similarly. They learned the route in the same number of attempts, committed the same number of errors while learning the route, and recalled approximately the same number of landmarks. The participants with DS performed significantly worse on both measures of navigation (attempts and errors) and also recalled significantly fewer landmarks. In Experiment 2, we attempted to reduce TD and ID vs DS differences by focusing participants’ attention on the landmarks. Half of the participants in each group were instructed to identify the landmarks as they passed them the first time. The participants with DS again committed more errors than the participants in the ID and TD groups in the navigation task. In addition, they recalled fewer landmarks. While landmark identification improved landmark memory for both groups, it did not have a significant impact on navigation. Participants with DS still performed more poorly than did the TD and ID participants. Of additional interest, we observed that the performance of persons with DS correlated with different ability measures than did the performance of the other groups. The results the two experiments point to a problem in navigation for persons with DS that exceeds expectations based solely on intellectual level. (shrink)

We will not try here to attempt a complete comparison of decentralized local government in France and Japan together with their respective impact on economic development, but rather to focus on some points which appear to be of particular significance for further reflection in order to learn from both cases.

Analysis of sites of newly integrated DNA in cellular genomes is important to several fields, but methods for analyzing and visualizing these datasets are still under development. Here, we describe tools for data analysis and visualization that take as input integration site data from our INSPIIRED pipeline. Paired-end sequencing allows inference of the numbers of transduced cells as well as the distributions of integration sites in target genomes. We present interactive heatmaps that allow comparison of distributions of integration sites (...) to genomic features and that support numerous user-defined statistical tests. To summarize integration site data from human gene therapy samples, we developed a reproducible report format that catalogs sample population structure, longitudinal dynamics, and integration frequency near cancer-associated genes. We also introduce a novel summary statistic, the UC50, which provides a single number summarizing possible clonal expansion. Using these tools, we characterize ongoing longitudinal characterization of a patient from the first trial to treat severe combined immunodeficiency-X1, showing successful reconstitution for 15 years accompanied by persistence of a cell clone with an integration site near the cancer-associated gene CCND2. Our thoughts, feelings, and behaviors are shaped in critical ways by our beliefs about how we compare to other people. Prior research has predominately focused on the consequences of believing oneself to be better than average (BTA). Research on the consequences of worse-than-average (WTA) beliefs has been far more limited, focusing mostly on the downsides of WTA beliefs. In this paper, we argue for the systematic investigation of the possible long-term benefits of WTA beliefs in domains including motivation, task performance, (...) and subjective well-being. We develop a conceptual framework for examining these possible benefits, we explore the usefulness of this framework to generate novel insights in an important psychological domain (skill learning), and we conclude with broader recommendations for research in other domains such as friendship formation, moral, and political decision making. ArgumentThis paper explores how the Belgian mathematician Paul Mansion became interested in probability theory. In comparison to many other countries at the time, probability theory had a much stronger presence in Belgium. In addition, Mansion, who was an avowed Catholic militant, had found probability theory to be a useful means of reflecting on certain problems pertaining to determinism and randomness that were arising in scientific debates at the time. Mansion’s work took place during a time of consolidation of (...) mathematical education in Belgium, as well as a new interest in probabilistic results and the foundation of the Institute for Philosophy in Louvain by his friend Désiré Mercier. Studies of scientific authorship have been developing for forty years. This phenomenon is becoming increasingly well documented. However, most of these studies deal with fields considered in only one national context. This article tries to understand the specific modalities of sociological authorship within two national contexts: the United States and France. The analysis yields an understanding of the logic intimately linking texts and contexts, throwing light not only on the way research and authorship practices are partly shaped by their (...) particular institutional and historical contexts but also on the interactions between cognitive content and patterns of publication. Michel Onfray e André Comte-Sponville são os dois mais famosos representantes do ateísmo filosófico francês contemporâneo, que continua uma tradição iniciada no século XVIII de negação irreligiosa da noção monoteísta de Deus. Embora compartilhando várias ideias, como o naturalismo e, obviamente, a rejeição do monoteísmo, suas propostas têm diferenças importantes. Onfray imputa à religião a maioria dos males enfrentados pela humanidade, recusando-se a fazer qualquer concessão à tradição religiosa monoteísta, e propondo uma filosofia libertária de tipo hedonista e materialista. Comte-Sponville (...) vê aspectos positivos na religião no tocante à manutenção da unidade social e propõe uma espiritualidade mística ateia. O artigo faz uma breve apresentação de suas teses e formula críticas a ambas as propostas. Onfray está muito mais preocupado em convencer de uma proposta política do que em argumentar filosoficamente em favor de uma tese e Comte-Sponville não parece perceber as consequências auto-refutadoras do naturalismo, que também torna muito problemática a própria noção de moralidade. Palavras-chave: Michel Onfray; Comte-Sponville; ateísmo; neoateísmo; naturalismo.Michel Onfray and André Comte-Sponville are the most famous representatives of philosophical contemporary French atheism, which is a continuation of a tradition begun in the 18 th Century of irreligious denying of the monotheistic notion of God. Although sharing many ideas, like naturalism and, obviously, the rejection of the monotheistic conception of God, their proposals show important distinctions. Onfray blames on religion most of evils faced by humanity, refusing to make any concession to monotheism, and proposing a libertarian, hedonistic, materialistic philosophy. Comte-Sponville sees positive aspects in religion regarding the keeping of social unity, and puts forward an atheistic spirituality. The article makes a brief presentation of both theses and formulates criticisms to each of them. Onfray is much more concerned with convincing of a political proposal than with arguing in favour of his thesis philosophically, and Comte-Sponville does not seem to notice the self-defeating consequences of naturalism, which also makes very problematic the very notion of morality. Not much has been written on the foreign assistance policy of Belgium, but work that focuses on it singly or in comparison with other cases tends to charge that Belgium lacks a coherent foreign assistance policy. This study examines the rhetoric of Belgian decision makers and the policy behavior of the state, utilizing a framework of four national role conception profiles, each bringing together a set of perceptions regarding the role decision makers perceive their state to play (...) in this issue area.Parliamentary debates for the period 1975-90 are coded for mention of themes associated with these profiles, white OECD data regarding the foreign aid expenditures for the same period provide insight into the policy behavior. This paper presents the experimental results of a “Transcontinental Ultimatum Game” implemented between India and France. We use a standard ultimatum game, but in one treatment Indian subjects made offers to French subjects (ItoF treatment) and, in another treatment, French subjects made offers to Indian subjects (FtoI treatment). We observed that FtoI treatment bargaining mostly ended up with unequal splits of money in favor of French, while nearly equal splits were the most frequent outcome in ItoF treatment interactions. The (...) experimental results are organized through a standard social reference model, modified for taking into account the different marginal value of money for bargainers. In our model bargaining is driven by relative standings comparisons between players, occurring in terms of real earnings (that is monetary earnings corrected for a purchasing power factor) obtained in the game. The norm of equity behind the equalization of real earnings is called local equity norm, and contrasted to a global equity norm which would encompass the wealth of players beyond the game. According to what we observed, no beyond-game concern seems to be relevantly endorsed by subjects. (shrink)

This study focuses on the differences in the perception of business ethics across two groups of management students from France and Romania (n = 220). Data was collected via the ATBEQ to measure preferences for three business philosophies: Machiavellianism, Social Darwinism, and Moral Objectivism. The results show that Romanian students present more favorable attitudes toward Machiavellianism than French students; whereas, French students valued Social Darwinism and Moral Objectivism more highly. For Machiavellianism and Moral Objectivism the results are consistent with (...) the literature and our hypotheses. However, contrary to our expectations, we find that Social Darwinism is more important in France than Romania. The results indicate that religious practice does not influence preferences for the three business philosophies. In terms of gender differences, women have less favorable attitudes toward Machiavellianism and more favorable attitudes toward Moral Objectivism than men. (shrink)

In this article, we defend pairwise comparison as a method to resolve conflicting claims from different people that cannot be jointly satisfied because of a scarcity of resources. We consider Michael Otsuka's recent challenge that pairwise comparison leads to intransitive choices for the (someone who believes the numbers should not count in forced choices among lives) and Frances Kamm's responses to Otsuka's challenge. We argue that Kamm's responses do not succeed, but that the threat they are designed to (...) meet is illusory. Once the method of pairwise comparison is understood in a manner consistent with its proposed use, the challenge disappears. In making this argument, we examine questions about the interpretation of pairwise comparison and maintain that it must be understood as a method for ensuring that decisions are justifiable from the perspective of each affected individual. These two countries employ different types of tools to preserve and protect separation, directly rooted in the contexts from which they differently emerged – the writing of the Constitution in the U.S. and the 1905 law of separation in France: fiscal or financial in the United States, penal in France. This article analyses in detail how these various tools have emerged (...) and developed throughout the 20th century. Since the 1980s, increasing political and judicial struggles raised by the development of new minority faiths (namely Islam) in France and Christian fundamentalism in the U.S. have caused a\ quasi-abandonment of the tools protecting separation that has contributed to regressions, back to the regimes the framers of the Constitution in the United States and authors of the law of 1905 in France respectively sought to abandon: the establishment or the state control of religion. In Belgium the legal conditions to practise euthanasia are governed by the act on euthanasia of 28 May, 2002 that entered into force on 23 September, 2002. There is no relevant jurisprudence and no guidance is offered by self-regulation made up by the medical profession itself before or after the enactment of the act. Thoughtful comments on the act are, understandably, lacking up to now while the discussions in parliament have been often unclear, contradictory and sometimes even misleading. In (...) other words, the law on euthanasia in Belgium almost coincides with the act on euthanasia.In this respect the situation in the Netherlands is totally different. The law on euthanasia is first of all governed by the "Termination of life on request and assisted suicide act" of 10 April, 2001 that entered into force on 1 April, 2002. This act is generally considered as the codification of the norms and procedures that have governed the practice of euthanasia in the Netherlands for almost three decades. These norms and procedures have largely emerged from within the medical profession itself and were later adopted by the courts in the context of criminal prosecutions. There also exists a very important legal doctrine that offers guidance in understanding this act. In other words, studying the law on euthanasia in the Netherlands is more than merely studying the act on euthanasia. The act is only the ‘tip of the iceberg’.While the Dutch act aims to codify existing practices, the Belgian act mainly aims to modify the behaviour of physicians when ending the life of their patients. It is hoped that a law that pretends to offer legal security to physicians and patients will stimulate patients to express a voluntary and explicit request and that physicians will abandon their practice of ending the lives of patients without their request. Research indeed had pointed out that Belgian physicians frequently 'forget' to obtain the patient’s request before ending his life.Is should be made clear from the outset that a comparison of the Belgian and the Dutch law regulating the practice of euthanasia is a hazardous undertaking. Just comparing both acts — at first sight the Belgian act, although much more detailed, could be considered a 'clone' of the Dutch act — will lead to misleading and even incorrect results. Not only the acts, but also medical practice and legal practice have to be considered when we try to compare the law on euthanasia in both countries. In a first wave—during the decades preceding and following the French Revolution, roughly the years 1780-1848—the framework for the nation-state was created. It (...) was mainly the liberal bourgeoisie which stood at the forefront. After the Congress of Vienna, where the “ante bellum” situation had been restored, it led more or less successful national revolutions in Germany, Italy, Spain, Belgium, and Poland. In a second wave, starting with the Franco-Prussian War of 1870 and ending with the First World War, the framework of the nation-state was filled in. In those years a growing number of social groups found accommodation in the liberal house, which they also managed thoroughly to rebuild. This period can be described as the phase of integrated nationalism.Together with the nation-state came the rise of modern national his-toriography. The most well-known exponents of this typically nineteenth-century genre were the monumental outlines of national pasts which started appearing from 1890 onward. Karl Lamprecht in Germany (Deutsche Geschichte, 1890–1909), Pieter Jan Blok in the Netherlands (Geschiedenis van het Nederlandsche Volk, 1892–1908), Henri Pirenne in Belgium (Histoire de Belgique, 1900–1932), and Ernest Lavisse and his collaborators in France (Histoire de France, 1901–11) all gave their respective countries’ pasts an impressive, scholarly design. The first phase of the emergence of the nation-state, however, was also ac-companied by a stream of national histories. Johannes von Müller in Switzerland (Geschichten Schweizerischer Eidgenossenschaft, 1786–1808), Simonde de [End Page 329] Sismondi in Italy (Histoire des Républiques italiennes du Moyen Age, 1807–18), Augustin Thierry in France (Lettres sur l’Histoire de France, 1820–27), and Willem Bilderdijk in the Netherlands (Geschiedenis des Vader-lands, posthumously 1833–53) all became authors of patriotic and romantically tinted surveys and studies of (fragments from) their own national history.The work of this second group of historians fits with the cultural nationalism which took root during the last decades of the eighteenth and the beginning of the nineteenth centuries and which is sometimes considered to have been the heart of romantic nationalism. 1 The supporters of this nationalism were con-vinced that culture, lifestyle, and social institutions could only be understood as the expression of the “soul,” the “spirit,” or the “character” of a people or nation. They tried to deduce this individual character through the language, popular literature, art, and “national” (as opposed to Roman) law, as is demonstrated by the Gaelic revival in Ireland. 2 History, however, also attracted their interest; the nation and the people were after all considered to be dynamic entities which developed along the lines of a multiple causal process. In England, for example, where nationalism arose as a protest against excessive foreign—French—cultural influence, a group of historians, among them Catherine Macaulay and John Pinkerton, started publishing nationalistic histories during the early years of George III’s reign, paying special attention to the origin of the English people. 3 Such cultural nationalism could, however, easily take on political overtones, especially when it was the nationalism of a people who were either stateless or dispersed throughout different states, or whose state was still young.These earliest national histories were meant as a contribution to the formation, consolidation, and confirmation of a national identity. Their writers had to lend unity, specificity, and continuity to the national past. They had to, as Novalis observed in 1798, “organize historical essentials.” 4 Their work was less a matter of reconstruction than of construction. This study examines the representations conveyed by sports practitioners and the ideologies that govern sports institutions in three European countries. Sports organizations seem to construct identitary references for practitioners through the values they convey and the forms of sociability that they develop. This international study compares the practices and representations of sport based on a questionnaire sent to a sample of practitioners in Cardiff, Great Britain; Nice, France; and Pitesti, Romania. The findings indicate some differences. In Great Britain, sports (...) practices remain imbued with educational values, in line with the ideals that were at the origin of the sporting movement. In France, sports practices seem more rooted in an orthodoxy promoted by community supervision. In Romania, sport remains attached to a therapeutic vocation and social mobility in connection with the communist past. (shrink)

A first comparison of the innovation processes of introducing electronic identities on a national level in Austria, Belgium, Germany and Spain, based on extensive expert interviews with key actors, has been amended by four more country reports from Denmark, Finland, Estonia and Sweden in order to check the validity of generalisations derived from the first four cases. The extended comparison with the four additional countries increases the variance between the eID systems in Europe by showing differing technical (...) and organisational features, such as purely software-based solutions, e.g. in Denmark, or complete outsourcing of the eIDMs, e.g. in Sweden. In the second part of the paper, the conceptual framework of the comparative study, a combination of path analysis, institutional actor theory and policy field analysis will be reflected. It has resulted in a fruitful approach allowing for the explanation of some, but by no means all, of the differences between the national eIDMs in Europe. (shrink)

BackgroundThe literature shows the negative psychological impact of the coronavirus disease 2019 outbreak on frontline healthcare workers. However, few are known about the mental health of physicians and nurses working in general hospitals during the outbreak, caring for patients with COVID-19 or not.ObjectivesThis survey assessed differences in mental health in physicians and nurses working in COVID-19 or non-COVID-19 medical care units.DesignA cross-sectional mixed-mode survey was used to assess burnout, insomnia, depression, anxiety, and stress.SettingA total of 1,244 physicians and nurses from (...) five general hospitals in Belgium, working in COVID-19 care units, non-COVID-19 care units, or both were informed of the study.ParticipantsSix hundred forty-seven healthcare workers participated in the survey.MeasurementsValidated instruments were used to assess the outcomes: the PFI, the ISI, and the DASS-21.ResultsResults showed high prevalence of burnout, insomnia, depression, and anxiety among participants. After adjusting for confounders, multivariate analysis of variance showed no differences between CCU, NCCU, and CCU + NCCU workers. Univariate general linear models showed higher level of burnout, insomnia, and anxiety among nurses in comparison to physicians. Being a nurse, young, isolated, with an increased workload were risk factors for worse mental health outcomes.LimitationsThe mental health of the tested sample, before the outbreak, is unknown. Moreover, this cross-sectional design provides no information on the evolution of the mental health outcomes over time.ConclusionDirectly caring for patients with COVID-19 is not associated with worse mental health outcomes among healthcare workers in general hospitals. In 2001, France became one of the few countries to require corporate social responsibility reporting through its Nouvelles Régulations Économiques #2001-420. However, initial compliance with the statute was low, a factor implying the law lacked normativity. In this exploratory study, we attempt to determine whether there is movement toward normativity by examining the change in CSR disclosure from 2004 in comparison to 2010 for a sample of 81 publicly traded French firms. We measure both the space and the (...) quality of CSR disclosures, including in the latter a measure based on informational quality attributes as discussed by the International Accounting Standards Board, the Financial Accounting Standards Board, and the Global Reporting Initiative. We find significant increases in the space allocated to CSR disclosure, as well as some evidence of increased quality; although the informational quality of the disclosures remains quite low and fewer firms are including negative performance information in their reports. Finally, we document that differences in disclosure space and quality in 2004 appeared to be associated with legitimacy-based variables and that those relations remain largely unchanged in 2010. As such, it appears that the NRE’s goals of increased transparency remain unmet. (shrink)

It is these new perceptions, these new images of the 'the natural' that this book examines: new appreciations of the 'sublime' wildness of landscape; new revelations by the life sciences of natural creative fecundity; new assertions of the innocence of 'natural man', as illustrated by the noble savage, the contented peasant, the happy family; a new sense of (...) harmony between man and nature, reflected in changing moral, psychological, economic, and religious attitudes. Professor Charlton concentrates on French examples, for in France the contrast between old and new views was particularly vivid; but there are also numerous comparisons with England and other European countries, making this a major study in the cultural history of Europe at an especially crucial time for the formation of many of our modem assumptions about man and nature. In the present study, we examined how the religiousness of European Muslim immigrants is related to multiple collective identities , attachment to one or both cultures, and acculturation as a process realized through a variety of domains in personal and social life. Two groups were included: young Muslims born of immigration from Muslim countries and, for comparison, young non-Muslims born of immigration from other countries. In both groups, high religiousness predicted attachment to origin identity and culture; low religiousness and (...) religious doubting predicted identification with the host country and acculturation. Interestingly, the religiousness of Muslim immigrants also predicted high identification as citizen of the world, whereas the religiousness of the other immigrants was related to low European identity. Finally, some discrepancy between claiming new identities and effectively experiencing acculturation was found. Interpretations are provided on both a general level and a contextual level. (shrink)

On March 11, 2020 the World Health Organization classified COVID‐19, caused by Sars‐CoV‐2, as a pandemic. Although not much was known about the new virus, the first outbreaks in China and Italy showed that potentially a large number of people worldwide could fall critically ill in a short period of time. A shortage of ventilators and intensive care resources was expected in many countries, leading to concerns about restrictions of medical care and preventable deaths. In order to be prepared for (...) this challenging situation, national triage guidance has been developed or adapted from former influenza pandemic guidelines in an increasing number of countries over the past few months. In this article, we provide a comparative analysis of triage recommendations from selected national and international professional societies, including Australia/New Zealand, Belgium, Canada, Germany, Great Britain, Italy, Pakistan, South Africa, Switzerland, the United States, and the International Society of Critical Care Medicine. We describe areas of consensus, including the importance of prognosis, patient will, transparency of the decision‐making process, and psychosocial support for staff, as well as the role of justice and benefit maximization as core principles. We then probe areas of disagreement, such as the role of survival versus outcome, long‐term versus short‐term prognosis, the use of age and comorbidities as triage criteria, priority groups and potential tiebreakers such as ‘lottery’ or ‘first come, first served’. Having explored a number of tensions in current guidance, we conclude with a suggestion for framework conditions that are clear, consistent and implementable. This analysis is intended to advance the ongoing debate regarding the fair allocation of limited resources and may be relevant for future policy‐making. (shrink)

Denaturalization and denationalization were once much more common among western democracies. From 1906 till 1968, the United States of America, France and the United Kingdom denationalized their citizens by hundreds and thousands, for fraud or illegality during the process of naturalization, for dual citizenship, or for banal default of loyalty. In a context of a ‘war against terror’ we are now seeing an apparent return to the past – with the resuming of denationalization policies and provisions. However, the previous (...) restriction imposed through courts and judicial bodies on the power to denaturalize in the USA, France and the UK, the international recognition of citizenship as the most important human right, the transformation of nationality and the acceptance of dual citizenship, and the impact and meaning of citizenship in a republic explain why, while being hotly debated and highly supported by the majority of citizens, denationalization has resumed only symbolically in the USA and France, if not in the UK.
