While the coffee house as a space of political deliberation has been a common feature across the globe, there are few historical cases in which one can analyze the role of such face-to-face political deliberation under totalitarian moments in heretofore democratic states. Of the analogous cases of democratic reversal, India is one of the most important and under-researched. In 1975, then Prime Minister Indira Gandhi was convicted of corrupt election practices. Rather than concede to the high (...) court ruling, she suspended the constitution and installed herself as India’s sole political authority. The Indian Coffee House in New Delhi became the key site of resistance to the Emergency. The totalitarian moment pushed contentious politics into the Coffee House, initially galvanizing it: even the older members of Indira Gandhi's Congress Party, who were active participants in India's Freedom Movement, were key participants in coffee house deliberations. Eventually, however, Indian Coffee House was bulldozed and political deliberation crushed. The space of the coffee house may foster political deliberation among different viewpoints, but when interaction is concentrated in one such space, it becomes easier for the state and its agents to suppress oppositional politics and more difficult for both establishment and oppositional politics themselves to retain a diversified public sphere character. While coffee houses and analogous institutions are not adequate substitutes for other forms of democratic politics, therefore, they can encourage expression when other avenues are closed off and nourish the memory of a democratic political culture for the future. Many proponents of deliberative democracy expect reasonable citizens to engage in rational argumentation. However, this expectation runs up against findings by behavioral economists and social psychologists revealing the extent to which normal cognitive functions are influenced by bounded rationality. Individuals regularly utilize an array of biases in the process of making decisions, which inhibits our argumentative capacities by adversely affecting our ability and willingness to be self-critical and to give due consideration to others’ interests. Although these biases cannot be overcome, (...) I draw on scientifically corroborated insights offered by Adam Smith to show that they can be kept in check if certain affective and cognitive capacities are cultivated. Smith provides a compelling account of how to foster sympathetic, impartial, and projective role-taking in the process of interacting with others, which can greatly enhance our capacity and willingness to critically assess our own interests and fairly consider those of others. This essay asks why Aristotle, certainly no friend to unlimited democracy, seems so much more comfortable with unconstrained rhetoric in political deliberation than current defenders of deliberative democracy. It answers this question by reconstructing and defending a distinctly Aristotelian understanding of political deliberation, one that can be pieced together out of a series of separate arguments made in the Rhetoric, the Politics, and the Nicomachean Ethics.

In this paper I shed light on the multi-purposive nature of debates in the European Parliament. As a case in point, I examine a debate on immigration in the wake of a migratory crisis in the Italian island of Lampedusa in early 2011. I analyze the points of view argued for by MEPs, aiming at identifying the different institutional goals that are typically pursued and characterizing the ways in which these goals shape the argumentative exchanges. The link between the multiple (...) goals communicators have and the discourse choices they make can be assumed on the basis of previous research. In line with the pragma-dialectical view of argumentative discourse taking place in the context of more or less institutionalized argumentative activity types, institutional goals are understood as those goals that can be attributed to arguers on the basis of the type of activity in which they are engaged. In identifying the institutional goals, I follow Craig and consider not only goals which are intentional, formal, and directly responsible for a certain discourse choice, but also goals which are functional, strategic, and only indirectly responsible for discourse choices. The analysis shows that the MEPs pursued three kinds of goals: goals that are 1) assigned to them by the occasion of the debate; 2) related to the powers of Parliament; and 3) associated with the different identities they assume in Parliament. While the pursuit of the occasion-related and powers-related goals gave rise to multiple simultaneous discussions, the pursuit of the identity-related goals guided the MEPs’ choices and formulations in these discussions. In James Gouinlock's essay "Dewey's Theory of Moral Deliberation," he argues that Morton White and Charles L. Stevenson's criticisms of John Dewey's ethical theory are based upon fundamental misinterpretations of Dewey's theory of moral deliberation. In this paper, I attempt, in the spirit of Gouinlock's 1978 essay, to widen and enrich the discussion of Dewey's theory of moral deliberation by relating it to a claim of political philosophers and theorists that is recently in vogue, namely, that (...) Dewey's writings contain a nascent theory of deliberative democracy. Deliberative democratic theorists contend that deliberation is the group activity that transforms individual preferences and behavior into mutual understanding, agreement and collective action. If Deweyan democracy is identified with deliberative democracy, do Dewey scholars risk making Dewey's democratic vision a useless relic for theorizing about democracy in the wake of the deliberative turn? The paper is organized into four sections. In the first, I summarize the positions of those scholars defending the view that John Dewey was a proto-deliberative democrat, in effect anticipating the deliberative turn in democratic theory. The second section examines Gouinlock's thesis that despite White and Stevenson's mistaken accounts, Dewey offered a distinctive and insightful way of understanding moral judgment. In the third section, my analysis reveals the political dimension of Dewey's theory of moral deliberation. The fourth and concluding section explores the lesson that my analysis might impart to commentators enamored with the idea that Dewey's vision of democracy is essentially deliberative. (shrink)

In this essay, first the pragma-dialectical theory of strategic maneuvering is explained. Then the focus is on the conventionalization of communicative practices in communicative activity types and the institutional constraints it imposes on strategic maneuvering. Thus, an adequate background is created for discussing, on the basis of several recent projects, pragma-dialectical research of argumentative discourse in the political domain.

In this paper, I will discuss the relevance of epistemology of disagreement to political disagreement. The two major positions in the epistemology of disagreement literature are the steadfast and the conciliationist approaches: while the conciliationist says that disagreement with one’s epistemic equals should compel one to epistemically “split the difference” with those peers, the steadfast approach claims that one can maintain one’s antecedent position even in the face of such peer disagreement. Martin Ebeling applies a conciliationist approach to democratic (...) deliberations, arguing that deliberative participants ought to pursue full epistemic conciliation when disagreeing with their peers on political questions. I argue that this epistemic “splitting the difference” could make participants vulnerable to certain cognitive biases. In this paper, I will try to answer the question: How are we supposed to assess the expert’s opinion in an argument from the position of an outsider to the specialized field? by placing it in the larger context of the political status of epistemic authority. In order to do this I will first sketch the actual debate around the problem of expertise in a democracy and relate this to the issue of the status of science in society. Secondly, (...) I will review how Douglas Walton’s pragma-dialectical approach offers a practical procedure to assess the expert bias from a nonprofessional’s perspective. Thirdly, I will introduce the problem of group bias using insights from Bohman and Fischer and show how Walton’s solution does not address this specific type of bias. Lastly, I will try proposing a revision of Walton’s solution in order to address this problem. In order to make the explanation more easy to follow I will use a case study concerning the medical expertise in the public debate on second-hand smoke. (shrink)

In this paper, I argue that many recent interpretations of John Dewey's vision of democracy distort that vision by filtering it through the prism of contemporary deliberative democratic theories. An earlier attempt to defend Dewey's theory of moral deliberation is instructive for understanding the nature and function of this filter. In James Gouinlock's essay "Dewey's Theory of Moral Deliberation," he argues that Morton White and Charles L. Stevenson's criticisms of John Dewey's ethical theory are based upon fundamental misinterpretations (...) of Dewey's theory of moral deliberation. One way to see our way clear of this strategic question is to remove the deliberative democracy filter and appreciate Dewey's vision of democracy as a unique and free-standing contribution to democratic theory. This paper is part of a broader argument that seeks to offer a justification for political authority. It aims to investigate the role of truth in political argument and to place the problem of reasonable disagreement. The argument focuses on the possibility of political deliberation, that figures as a stage of political decision‐making. It has to do with a confrontation between incompatible substantive beliefs which, however, all seem to be reasonable. In this paper the author discusses Peter Fitzpatrick's conception of deliberative politics (Fitzpatrick 2001), defining him as both a moderate optimist and a sceptic. For Fitzpatrick the deliberation is a process intrinsically incomplete; the law shows and compensates for the limits of deliberative politics and gives the political decision its legitimate form. Starting from Fitzpatrick's position, the author dwells, in particular, upon the relationship between law and deliberative decision making in politics showing that the essential question is how (...) to handle deliberative discussion and not what the limits that law posits to deliberation are. Therefore he stresses that the success of deliberation depends not only on sound procedure, but, rather on political convictions, the belief in practical reason and a sense of community and proportionality (in other words, the spirit of democratic government and a critical public opinion) which play a decisive role in deliberative processes. In this paper, we compare the two Global Reporting Initiative reporting standards, G3.1, and the most current version G4.0. We do this through the lens of political corporate social responsibility theory, which describes the broadened understanding of corporate responsibility in a globalized world building on Habermas’ notion of deliberative democracy and ethical discourse. As the regulatory power of nation states is fading, regulatory gaps occur as side effects of transnational business. As a result, corporations are also understood to play (...) a “political role” to fill regulatory gaps and contribute to a global governance system by voluntarily engaging in self-regulation. Such corporate political action, however, is not always legitimate as it suffers from a democratic deficit. Consistent with scholars in the field of political CSR, this paper argues that only by means of communication and discourse can this drawback be avoided. That is why CSR reporting and guidelines for standardizing the disclosed CSR information is key for political CSR. By comparing the GRI standards from a political CSR perspective, one can see whether these often-used reporting guidelines fulfill the communicative requirements and whether they are adequate tools to face the challenges of the twenty-first century. We present results from a theory-derived and criteria-driven comparison of the two guidelines. Indication of the effectiveness of voluntary self-regulation is, for example, important considering the 2014 directive of the European Union to make CSR reporting mandatory. We offer a guideline-based view on current CSR theory as well as CSR reporting practice. We discuss implications for CSR theory, particularly the appropriateness of deliberation in the Habermasian sense, which is the basis of political CSR theory. We do so by introducing the notion of “uncommitted deliberation” with regard to the refined concept of materiality in GRI 4.0, which induces subjectivity and reduces data-driven comparability. Finally, we address the limitations of this research as well as research questions for future studies. (shrink)

Many political theorists argue that cross-cultural communication within multicultural democracies is not best served by a commitment to identity politics. In response, I argue that identity politics only interfere with democratic participation according to an erroneous interpretation of the relationship between identity and reasoning. I argue that recognizing the importance of identity to the intelligibility of reasons offered in the context of civic deliberation is the first step towards the kind of dialogue that democratic participation requires.

Cheryl Misak argues that truth ought to be reinstated to a central position in moral and political philosophy. She argues that the correct account of truth is one found in a certain kind of pragmatism: a true belief is one upon which inquiry could not improve, a belief which would not be defeated by experience and argument. This account is not only an improvement on the views of central figures such as Rawls and Habermas, but it can also make (...) sense of the idea that, despite conflict, pluralism, and the expression of difference, our moral and political beliefs aim at truth and can be subject to criticism. ABSTRACT:Deliberative democratic theory, commonly used to explore questions of “political” corporate social responsibility, has become prominent in the literature. This theory has been challenged previously for being overly sanguine about firm profit imperatives, but left unexamined is whether corporate contexts are appropriate contexts for deliberative theory in the first place. We explore this question using the case of Starbucks’ “Race Together” campaign to show that significant challenges exist to corporate deliberation, even in cases featuring genuinely committed firms. We (...) return to the underlying social theory to show that this is not an isolated case: for-profit firms are predictably hostile contexts for deliberation, and significant normative and strategic problems can be expected should deliberative theory be imported uncritically to corporate contexts. We close with recent advances in deliberative democratic theory that might help update the PCSR project, and accommodate the application of deliberation to the corporate context, albeit with significant alterations. Extant literature on Political CSR and the role of governments in the governance of business conduct tends to neglect key implications of the political-institutional macro-context for public deliberation. Contextual assumptions often remain rather implicit, leading to the need for a more nuanced, explicit and context-sensitive exploration of the theoretical and practical boundary conditions of Political CSR. In non-democratic political-institutional contexts, political pluralism and participation are limited, and governmental agencies continue to play the most central (...) role in regulation and its enforcement. Drawing on a qualitative case study on a nuclear energy project in the Hashemite Kingdom of Jordan, we show how both governments and MNCs co-create a context hostile to socially responsible business conduct in the sense of Political CSR. Utilizing rich qualitative data derived from interviews, public documents, and participant observation between 2008 and 2018, we specifically illuminate how—through which interactions and strategies—the multiple governmental and corporate actors involved counter civil society demands for public deliberation, indicating the limitations of Political CSR in non-democratic political-institutional contexts. We particularly contribute to the development of Political CSR by analysing the role of coercive and discursive forms of power. We thus offer a more nuanced perspective on the role of governments in constraining the room for public deliberation in the sense of Political CSR. (shrink)

This article argues that the concept of deliberation is construed too narrowly in political corporate social responsibility (CSR) and that a concept of deliberation for political CSR should err toward useful speech acts rather than reciprocity and charity. It draws from the political philosophy, labor relations, and business ethics literatures to outline a framework for an extended notion of deliberative engagement. The characters of deliberative behavior and deliberative environment are held to generate four modes of (...) engagement: strategic deliberation, unitarist deliberation, pluralist deliberation, and deliberative activism. The article concludes by arguing that political CSR will be better positioned to realize its potential by moving away from primarily consensus-centered objectives to a more responsive range of deliberative goals and practice. Contemporary Anglo-American political thought is witnessing a revival of theories of deliberative democracy. The principle of public argumentation, according to which the legitimation of a general norm is predicated upon a rational and open dialog among all those affected by this norm, constitutes their common underlying assumption. This assumption is itself grounded in the metatheoretical claim that arguing is the defining activity of a demos of free and equal members. Habermas' well-known formulation of communicative or discursive democracy represents one (...) of the earliest, most discussed, and indeed most emblematic versions of the existing models of deliberative democracy. It is here, I believe, that Castoriadis' political theory can prove exceptionally important as it provides a starting point and a solid ground for articulating one of the most incisive and convincing critiques of the limits and flaws of communicative democracy. Although Castoriadis himself never directly discussed deliberative democracy as such, we can try to approximate from various parts of his work what he might have thought about, especially when it comes to Habermas' model. Even if war, terrorism, and other acts of political violence are inherently wrong, in so radically imperfect a world as our own there remains a need, as Virginia Held suggests, to evaluate such acts so as to distinguish between degrees of their unjustifiability. This essay proposes a notion of deliberative democracy as one criterion for such a comparative evaluation. Expanding on an analysis of the psychologically terrorizing impact of violence borrowed from Hannah Arendt, I suggest that it is principally (...) this that makes for the special wrongness of terrorism, though that by itself does not show that it is never necessary.An effort to distinguish clearly the superiority of states over non-state actors in this regard proves futile, so I conclude that there is no automatic legitimacy to be gained by either sort. It follows that we should weigh an act of political violence on its own demerits irrespective of whether it is done by a state or by a group in opposition to states, and further that we should resist the propagandistic labeling of non-state violence as “evil” or “terroristic,” where such terms beg the question of its relative merits, in context, vis-à-vis state violence. This paper explores two different strategies that may be useful to give substance to Deweyandemocracy’s claim that in order for democratic associations to develop into communities, citizens needto learn how to conduct inquiry in a social setting. The two strategies reflect a principal division amongviews of public deliberation. The first strategy, the separation strategy, closely resembles Rawls’political liberalism by advocating the development of a separate sphere of public deliberation, guidedby factual and normative assumptions that we need not (...) accept anywhere outside that sphere.Comprehensive doctrines are to be held outside of public deliberation, a move which makes possible arather straightforward application of Dewey’s theory of inquiry. The second strategy, theembeddedness strategy, stresses the fact that public deliberation is inevitably embedded in broaderspheres of social life, and that the development towards community must be piecemeal, and go hand inhand with developments in social life as a whole. I argue that there are weighty reasons for doubtingthe feasibility of the separation strategy, and I also argue that these reasons are relevant for ourevaluation of all versions of the separation strategy, including political liberalism. I conclude that oneof Deweyan democracy’s most important assets, which deserves further examination, is its insight thatreflection on public deliberation needs to take its embedded character into account. Flagging labor governance in far-flung supply networks has prompted greater scrutiny of instrumental CSR and calls for models that are tethered more closely to accountability, constraint, and oversight. Political CSR is an apt response, but this paper seeks to buttress its deliberative moorings by arguing that the agonist notion of ‘domesticated conflict’ provides a necessary foundation for substantive deliberation. Because deliberation is more viable and effective when coupled with some means of coercion, a concept of CSR solely (...) premised on reciprocal corporate-stakeholder engagement is pre-mature; efforts should first be directed toward the antecedents of reciprocity and how it is to be achieved, and only then does deliberation become a reliably substantive exercise. The resulting account of agonistic CSR is generated through agonistic principles of realism, pro-action, contestation, and countervailence, and illustrated by the Bangladesh Accord. (shrink)

Governments and local administrations increasingly use the internet to improve citizens’ participation in deliberation processes. However, research studies have pointed out that deliberation outcomes vary due to the participants’ sociodemographic differences. In this paper, we address this debate by quantitatively measuring different sociodemographic participant groups’ deliberation quality. By building an index of the quality of understanding, we analyze the quality of 1,991 postings on local political issues that participants contributed during the 2011 Zurich City debate. We (...) defined five indicators for deliberation quality: statement of reasons, proposals for solutions, respect, doubts, and reciprocity. The analysis confirms that the sociodemographic composition of the participants is of great importance for self-selected participation and deliberation quantity, but not for the deliberation quality. Democracy requires a rather large tolerance for confusion and a secret relish for dissent. I am delighted to respond to Daniel Dombrowski’s book Rawls and Religion. Dombrowski and I share a number of what he would call comprehensive doctrine, such as the ethical treatment of animals, the relational worldview of process thought, and the idiosyncratic love of pacifism. So, immediately I was drawn in and claimed Dombrowski as a kindred spirit. With so many commonalities, including an interest in political (...) philosophy and religion, I approached this book with a built-in desire to engage with and respect his thinking. The activity of democratic deliberation is governed by the norm of public reason – namely, that reasons justifying public policy must both be pursuant of shared goods and be shareable by all reasonable discussants. Environmental policies based on controversial theories of value, as a consequence, are in danger of breaking the rule that would legitimate their enforcement.

This article examines the thought of two prominent political theorists: John Rawls and Jürgen Habermas. Both Rawls and Habermas take deliberation to be central to the theory of justice. In their view, deliberation provides a necessary alternative to paternalistic models of power and authority. The deliberative turn has been celebrated as one of the great frontiers of political theory. But what are its limitations? What are its blind spots? This article argues that the deliberative turn has (...) reinforced the anthropocentrism of modern political theory by categorically excluding the moral claims of animals from the sphere of justice. The article then proposes an evolutionary conception of justice as a way out of our anthropocentric social imaginary. (shrink)

Based on a survey of original sources representing the respective views of logical empiricists and their allies at different stages of the movement’s development, this paper argues that logical empiricism, seen in a broader context that includes the democratic views of Max Weber and Hans Kelsen as well as Austrian social democracy, reveals a powerful, if hitherto underappreciated, side of twentieth-century democratic thought. This conception, which I call “noncognitive deliberation,” is set in the context of debates about deliberative democracy (...) that typically make no reference to logical empiricism. I argue that noncognitive deliberation, along with American pragmatism and current views of deliberative democracy, replaces the earlier Habermasian notion of universal consensus, which condemns those who do not share it as irrational, with the notion of compromise, which leaves room for unresolved conflict. It is generally held that the ancient Greeks had neither the language nor the political experience from which to draw a scientific account of authority. Alternatively it is argued that the Greeks experienced a variation of what we call the prerogative to rule, and that the ancient account of authority can be located in what Aristotle and others have said about ruling and being ruled. I demonstrate that authority does figure in the political lives of the ancient Greeks, (...) that Aristotle gives an account of it in his Politics, that Aristotle's account is markedly different from anything anyone has proposed in modern sciences of politics, and that it draws a picture which more adequately describes the way authority figures in our modern political experiences than the accounts that are typically given. I suggest that Michel Foucault's genealogical reading of the ancient Greek fashioning of ethical character as the subjection of desire to the various moderating regimens of political life makes the most of Aristotle's sciences of practical interaction. And I propose that by dropping the references to a purpose for politics external to the subjection of subjects to themselves, Foucault's philosophy describes the frame within which individuals now as then can fashion their lives as a whole work under the prevailing relations of authority/power. In this article, I consider the extent to which heteronomous people can be positive contributors to political deliberation. I examine the normative potential of heteronomous people as participants in public debate, and address the overall effects that inclusion of heteronomous people can provide for group deliberations. I subsequently consider empirical findings that bear upon the case I develop, and conclude that liberals ought to reconsider the importance of heteronomous people in healthy liberal democracy. This philosophical recognition lays groundwork (...) for a more morally and politically compelling version of liberalism, one that outstrips comprehensive schemes that vaunt personal autonomy as liberalism's primary normative commitment. From the local level to international politics, deliberation helps to increase mutual understanding and trust, in order to arrive at political decisions of high epistemic value and legitimacy. This book gives deliberation a dynamic dimension, analysing how levels of deliberation rise and fall in group discussions, and introducing the concept of 'deliberative transformative moments' and how they can be applied to deeply divided societies, where deliberation is most needed but also most difficult to work. Discussions (...) between ex-guerrillas and ex-paramilitaries in Colombia, Serbs and Bosnjaks in Bosnia-Herzegovina, and police officers and locals in Brazilian favelas are used as case studies, with participants addressing how peace can be attained in their countries. Allowing access to the records and transcripts of the discussions opens an opportunity for practitioners of conflict resolution to apply this research to their work in trouble spots of the world, creating a link between the theory and practice of deliberation. In public political deliberation, people will err and lie in accordance with definite patterns. Such discourse failure results from behavior that is both instrumentally and epistemically rational. The deliberative practices of a liberal democracy cannot be improved so as to overcome the tendency for rational citizens to believe and say things at odds with reliable propositions of social science. The theory has several corollaries. One is that much contemporary political philosophy can be seen as an unsuccessful attempt (...) to vindicate, on symbolic and moral grounds, the forms that discourse failure take on in public political deliberation. Another is that deliberative practices cannot be rescued even on non-epistemic grounds, such as social peace, impartiality, participation, and equality. Deliberation is widely viewed as being intrinsic to republican citizenship. Neo-Roman republicans such as Philip Pettit value deliberation primarily for its role in rendering coercive political authority non-arbitrary and thus non-dominating. Accordingly, a deliberative public sphere is seen as necessary to foil domination in politics. In this article, I consider a countervailing view shared by two otherwise very different theorists – Pierre Bourdieu and Jean-Jacques Rousseau. In Bourdieu’s account of social practice, deliberation can harbour subtle forms (...) of symbolic violence (and thus of domination) in ways which neo-republican theory struggles to account for. Rousseau’s ‘communitarian’ politics of austerity is, I argue, undergirded by a similar concern that complex political discourse will represent a mystifying ‘sophistry’, encoded in differentiating signifiers, and thus become an insidious site of domination. Both perspectives, I argue, help to illuminate important blind spots in the neo-republican account of political deliberation in its relationship to domination. (shrink)

This is an inquiry into the economic psychology of trust: that is, what model of the political economy of complex liberal democracies is conducive to attitudes that allow difference to be perceived in the terms of ‘significant other’, rather than as a menacing or an irrelevant stranger. As a test case of prevailing perceptions of otherness in European societies, I examine attitudes towards Turkey’s accession to the European Union.

Consensus plays an ambiguous role in deliberative democracy. While it formed the horizon of early deliberative theories, many now denounce it as an empirically unachievable outcome, a logically impossible stopping rule, and a normatively undesirable ideal. Deliberative disagreement, by contrast, is celebrated not just as an empirically unavoidable outcome but also as a democratically sound and normatively desirable goal of deliberation. Majority rule has generally displaced unanimity as the ideal way of bringing deliberation to a close. This article (...) offers an epistemic perspective on this question of consensus versus disagreement. For ensuring the production of better decisions, we argue, the normative appeal of consensus varies depending on the deliberative task – whether it entails problem solving or prediction. We argue that in pure problem-solving contexts, consensus retains a strong normative appeal and forms the ideal deliberative outcome of deliberation. In contrast, on predictive tasks, consensus should generally not be used as a stopping rule noris it likely to be epistemically desirable as an outcome. Instead deliberators may be better served by ending the deliberation with a form of deliberative disagreement we call ‘positive dissensus’, which paves the way for more accurate aggregate predictions. ABSTRACT The Habermasian ideal of deliberation has long been seen as an extension of, and complement to, political action. But Diana Mutz's empirical studies of face-to-face interactions reveal a conflict between political participation and political deliberation: The more likely people are to be exposed to diverse political opinions, the less likely they are to participate, and those who participate most tend to have the least exposure to diverse political opinions. She hypothesizes, however, that (...) the infrastructure of the Internet might allow for the creation of a forum for online political debate that is sufficiently generalizable to result in deliberation. Champions of the Internet's democratic potential similarly praise its diversifying influence on political discussion and the ways in which it lowers barriers to access. Yet there is little evidence to suggest that new technologies have truly transformed political action or produced meaningful deliberation at significant levels. It appears that many of the trends and behaviors Mutz identifies in face-to-face interaction apply to digital interaction as well. (shrink)

In this book, Martin Ebeling discusses how we ought to react to our persistent political disagreement with other citizens. He presents this disagreement as not only a moral problem, but also as an epistemically unsettling phenomenon, as we often have reason to judge our opposition to be as competent as ourselves in judging the political issues at stake. Conciliatory Democracy reflects on the political philosophy of Jean-Jacques Rousseau and claims that advocates of deliberative democracy, which treats (...) class='Hi'>political disagreement mainly as a moral problem, should expand their approach. The author promotes Rousseau's appreciation of disagreement in contemporary political philosophy as a way to encourage conciliation within democracy. Ebeling furthermore draws on public choice theory and empirical research to reintroduce political parties as vital players in the institutional landscape of democracy. (shrink)

From the local level to international politics, deliberation helps to increase mutual understanding and trust, in order to arrive at political decisions of high epistemic value and legitimacy. This book gives deliberation a dynamic dimension, analysing how levels of deliberation rise and fall in group discussions, and introducing the concept of 'deliberative transformative moments' and how they can be applied to deeply divided societies, where deliberation is most needed but also most difficult to work. Discussions (...) between ex-guerrillas and ex-paramilitaries in Colombia, Serbs and Bosnjaks in Bosnia-Herzegovina, and police officers and locals in Brazilian favelas are used as case studies, with participants addressing how peace can be attained in their countries. Allowing access to the records and transcripts of the discussions opens an opportunity for practitioners of conflict resolution to apply this research to their work in trouble spots of the world, creating a link between the theory and practice of deliberation.
