Most discussions of world government seem to take place today, as they have for a half century at least, in what is largely, if not entirely, a network of concepts that go back to Hobbes. Though the concepts now belong to realism, they seem to be on loan to almost all those participating in the discussion. We might summarize that conceptual network in this relatively simple argument for the inevitability of world government: 1. Without a (...) class='Hi'>world government, states are like the sovereign individuals in Hobbes’s state of nature, free and equal but miserable prey to both nature and each other.2. By the same logic that drives Hobbes’s individuals to give up their sovereignty to a state, states must give up their sovereignty to a world government or suffer destruction .3. If a state is rational, it will avoid its own destruction.4. States are rational Therefore, states will give up their sovereignty to a world government. What I find most noteworthy about this argument is that it fails in two distinct ways. First, all four of its premises seem to be false. Second, on a realist interpretation, the premises are inconsistent. Realism makes a world state conceptually impossible—and so makes rational defense of a world state impossible. (shrink)

The idea of world government is returning to the mainstream of scholarly thinking about international relations. Will the world-government movement become a potent political force, or will it fade away as it did in the late 1940s?

Anarchism, of whatever type, is likely to be resistance to the idea of world government. But this does not entail that it is resistance to world governance. Governance can happen at a variety of levels. It does not have to be top-down, as with world government, but can arise from the bottom up. To assume otherwise is to assume that governance happens only through hierarchies and not through the building of networks. The question facing those (...) of us who would like to ask about how people’s behavior might be non-hierarchically governed in a world sense is that of how to construct networks of practices that presuppose the equality of everyone rather than asking what kind of transnational government would be adequate to the task of governing everyone. Is the current state of international governance by the United Nations and related organizations a preface to what eventually might become a world government? Is it at all similar to what was the structure of government in the United States after the adoption of the Articles of Confederation in 1781 and before adoption of the Constitution of 1787? Are changes in the way international institutions like the United Nations operate related to changes in our conceptions of the (...) role of these institutions in providing international governance? When governmental institutions prove to be too weak to adequately perform the tasks expected of them is there a natural evolution toward greater centralization of power? If so, might an early sign of this evolution be decisions by public officials that afford greater deference to the decrees of international institutions that previously might have been sidestepped? The world is becoming an ever-shrinking global village in which the events of one neighborhood tend to reverberate through the whole. In this essay I examine the best arguments available for both nationalist commitments and for moral cosmopolitanism and then try to reconcile them within a larger framework of institutional cosmopolitanism or World Government. My thesis is that in an international Hobbesian world like ours, increasingly threatened by global problems related to the environment, trade, injustice, crime, (...) migration, health, terrorism, and war, institutional cosmopolitanism offers the best prospect for world peace with justice. For centuries, philosophers, political scientists, and jurists have struggled to understand the possibilities for justice and peace among a multiplicity of sovereign states. Like Dante, who sought to organize the world under the authority of the Holy Roman Empire, many theorists have tried to explain how sovereign states should be governed to ensure stability and peace in the absence of any established higher authority. Theories of World Governance traces the various conceptual approaches to world harmony from the (...) close of the Middle Ages to today. Considering the immediate problems of order in a decentralized world community, Cornelius F. Murphy, Jr., outlines what he believes are the essential long-term conditions for world peace. Covering a wide range of disciplines -- from theology and philosophy to jurisprudence, ethics, and sociology -- Murphy explores how theorists have reflected upon the necessary components of an effective global order. At the outset, the thought of Christian Europe was shaped by a belief in a natural order established by the Creator of the universe. However, with the advent of the Enlightenment, the connections between the human and the transcendent were severed. There was a movement from a theocentric understanding of the powers of the human mind to an intellectual outlook that blurred the distinctions between the divine and human. This study in the history of ideas examines the profound effects of the fundamental shift from transcendence to immanence upon the development of international theory. Murphy discusses the thought of Leibniz, Wolff, Kant, Hegel, and Phillip Allott, among others. The study concludes with an extended reflection on the importanceof a sound political philosophy to the future well-being of the global community. Possible improvements in the existing arrangements, such as reform of the United Nations, are discussed. Murphy suggests that in order for a society of sovereign states to be transformed into a world political community, human rights and self-governance within states must first be strengthened and, at the same time, individuals of all states must begin to realize their responsibilities toward the whole human family. This book is about how best to respond to existential global threats posed by war and global heating. The stakes have become existential. A strong claim in the book is that we need a world state to save humanity. The book sheds new light on why this is so. The present author has long advocated global democracy. A strong argument against global democracy has been, however, that no state has ever been established without the resort to violence. In this (...) book, the author bites the bullet and advocates a route to global democracy that passes through a phase where a global state is established in the form of global despotism. First despotism, then democracy! But, as the author insists and the reader will find, this is at most something we can hope for. We may fail. The moral importance of failure is thoroughly discussed. The book explored the following topics: · The tragedy of the commons is presented as the best explanation of why we do so little to obviate the causes behind climate change. · A world government presents a way out of the tragedy of the commons. · Standard arguments against a world state are examined. · The question of whether it matters if humanity goes extinct is taken seriously. · What if the attempt to establish a world state fails. The book is written by a philosopher, but the intended audience is broad. It has a place in courses in political philosophy, but it is possible for anyone who wants to do so to dig deeper into the questions should be able to read it. And regardless of whether you who read the book are a scholar or a layperson, there is no way for you to avoid its topic. The discussion of the possibility of world government has been revived since the end of the Cold War and particularly after the turn of the millennium. It has engaged many authors. In this article, I provide a survey of the continuing debate on world government. I explore the leading question of the debate, whether the conditions of insecurity in which states are placed and other global problems that face contemporary humanity require the creation of a global (...) authority, and consequently, the establishment of a world state. After a careful analysis I suggest that a world state is neither necessary nor inevitable nor desirable. I argue that the plurality of nation-states that form an international society has a great advantage over a world state. It supports the diversity of character and culture, and sustains the continuous progress of humankind. (shrink)

The legitimacy of government is often linked to its ability to maintain order and secure peace. Thomas Hobbes’ political philosophy provides a clear description of why government is necessary, as human nature and the structures emerging out of human social interaction are such that order and peace will not naturally emerge to a sufficient degree. Hobbes’ general argument is often accepted at the national level, but in this article, I explore why a Hobbesian argument for the international level—an (...) argument for world government—is deducible from his philosophy. Hobbes builds his philosophy on his conception of human nature and argues that individuals’ interests and preferences should be the determinant for evaluating the value of a political entity. By emphasising these aspects of Hobbes’ theory, I argue that several contemporary phenomena suggest that a world government could be preferable to the states system. The cases used are the outbreak of war in Europe in 2022 and the continuing and accelerating environmental crisis. Through this examination, the continued relevance of Hobbes’ political philosophy is demonstrated, and according to Hobbes’ own logic, those who accept the argument should also seek to implement such a solution. One of the nation's leading military ethicists, Louis P. Pojman argues that globalism and cosmopolitanism motivate the need for greater international cooperation based on enforceable international law. The best way to realize the promises of globalism and cogent moral arguments for cosmopolitanism, Pojman contends, is through the establishment of a World Government.

The classic argument against anarchy, and in favor of government, is presented by Thomas Hobbes in his Leviathan, published in 1651. Hobbes contends that a sovereign with sufficient power to make and enforce laws is necessary if individuals are to be both secure from one another’s potential aggressions and prosperous as a result of beneficial cooperation with others. Recently, a number of writers have suggested that, in a nuclearly armed world, an international analogue of Hobbes’s argument demonstrates the (...) necessity of establishing a world government. In this paper, I consider how a world government constructed from the perspectives of both the global North and the global South could be a more promising one as it seeks to challenge the idea of world government constructed principally from the perspective of one geopolitical centre. I will call this position the ‘inclusive world government paradigm’. Specifically, after giving a brief presentation of some reasons behind the construction of a world government, (...) I proceed to consider Luis Cabrera’s idea of world government that essentially denotes assisting the global impoverished to improve their lives through progressive, democratically accountable integration between states. Thereafter, I offer some responses to Cabrera’s idea of world government. Finally, I suggest how the idea of world government could be understood differently if both the global North and the global South could be its co-creators and influence its agenda. I reckon that this could only be possible if the asymmetrical power relations in the present world are reversed and replaced by a more just and a more respectful relationship between these geopolitical centres. In this book, the author presents two worldviews. The first is the theocentric view of divine providence: God governs and is involved in the development of the world, including that of the animal kingdom. The second worldview is atheistic-materialistic and secular. It regards the abundance of different life forms, human society, economics, beliefs, and emotions as the products of one factor: matter and its movement. The Cosmopolitan idea of the World Government is quite rarely proposed in theory of international relations. Kant already claimed that this idea oscillates between anarchy and brute despotism. This is the reason why he described this standpoint as naive. The author tries to show that alternative theories, such as realism, Kantian and Rawlsian versions of statism and the conception of multilayered scheme of sovereignty, lead to more serious problems. The first one is rejected for the reason of the (...) 'prisoner's dilemma' it implies. It is also argued that the Kantian version of statism is either inconsistent, or allows for totalitarian states if they have peaceful international politics. Many liberals reject Rawls's position because of his tolerant attitude towards 'decent peoples'. On the other hand, the conception of multilayered scheme of sovereignty is dismissed because of the non-existence of a unified decision-making procedure in global politics. At the end of the paper, the author defends Classical Cosmopolitanism theory from Kant's objections and indicates the main obstacles to its realization. Kosmopolitska ideja o svetskoj vladi je redje zastupana teza u teoriji medjunarodnih odnosa. Jos je Kant uputio takvoj ideji prigovor da vodi ili u anarhiju ili u bezdusni despotizam. Zbog toga je takav kosmopolitizam nazivao naivnim. Autor zeli da ukaze na ozbiljnije nedostatke alternativnih teorija poput realizma, Kantove i Rolsove verzije drzavizma, kao i viseslojne sheme suvereniteta. Jedan od osnovnih problema realizma kao tradicionalne teorije jeste slucaj zatvorenikove dileme. Kantova verzija drzavizma je ili nekonzistentna, ili dozvoljava postojanje totalitarnih rezima sa miroljubivom spoljnom politikom. S druge strane, Rolsovo tolerisanje pristojnih naroda predstavlja znacajan ustupak realizmu. Ideji multifunkcionalizma nedostaje jedinstveni princip odlucivanja na globalnom planu. Na kraju teksta autor pokusava da pokaze kako ideja klasicnog kosmopolitizma moze da izadje na kraj sa Kantovim prigovorima, kao i da ukaze na glavnu prepreku za ostvarenje takve ideje. (shrink)

A critical literature on mulitnational corporate social responsibility has developed in recent years. Many authors addressed the issue in the Third World countries. This paper reviews the literature, focusing on the relationship between the multinational corporations (MNCs) and Third World governments in fulfilling the social responsibility, based on the underlying ethical imperative.There is a growing consensus that both corporations and governments should accept moral responsibility for social welfare and individual interests in their economic transactions. A collaborative relationship is (...) proposed where the MNCs share information based on global experiences and offer input into host government developmental policies, and aid their implementation. The government, in turn, provides a reasonable regulatory environment. This calls for ongoing interactions among officials at all levels of the two institutions, with the local corporate subsidiary playing a pivotal role. The desired conduct of the parties is reinforced by international organizations and other constituents, representing common human concerns across cultures. These relationships are examined and an agenda for policy and action by the MNCs and the Third World governments is developed. (shrink)

This article contributes to the debate on governance of emerging technologies, focusing in particular on the international level and taking into account the fact that these technologies are developed through a common effort of different stakeholders including governments, research communities, industry and civil society actors. These issues are explored from the perspective of communitarian ethical criticism of liberal social contract thinking, in order to enhance visibility of the influence collective non-state actors exercise on the development of these technologies. In particular, (...) the effect of different values in the discussion on emerging technologies on the perceived governance options is explored. A paradigm shift from defensive values such as security, risk and human rights to more optimistic values like peace, justice and integrity of creation is proposed and discussed. (shrink)

This text provides an introduction to and exploration of the practices of global governance in contemporary international politics. It consists of a series of case studies written by specialists on the most important areas within global governance.

In this article, I analyse the discursive construction of adolescent pregnancy and childbearing as a development ‘problem’ in Plan’s ‘Because I’m a Girl’ campaign. I draw on existing scholarship that configures teenage pregnancy prevention campaigns in the ‘developed’ world as a site of biopolitics that seeks to maximise the well-being of the population by governing adolescent girls’ reproductive and sexual behaviours. Identifying Plan’s campaign as part of a larger turn towards adolescent girls in development discourse and policy, I also (...) draw on a growing body of scholarship that examines how campaigns targeting adolescent girls reinforce neo-liberal understandings of ‘development’ as achievable through the empowerment of individuals rather than through structural change. I argue that by discursively constructing adolescent pregnancy and parenthood as risky, Plan’s campaign reinforces reproductive norms of delayed reproduction and sexual debut, according to which adolescent girls in the ‘developing’ world are expected to comply. The campaign’s goal of ‘empowerment’ thus acts as a means of constructing adolescent girls as responsible reproductive decision makers who will break the ‘cycle of poverty’ by making rational reproductive and sexual choices. Thus, although Plan’s ‘Because I’m a Girl’ campaign addressed important issues, including adolescent girls’ right to reproductive autonomy, their focus on empowerment operates as a form of biopower that pursues the project of development through the regulation of girls’ reproduction and sexuality. The emergence of global governance in several key areas calls into question conventional understandings of world politics in terms of conflicts of interests between sovereign states under conditions of anarchy. At the same time the new phenomena of anti-globalisation demonstrations, transnational social movements and an emergent global civil society point to developments in international relations that are both of profound importance and analytically complex. This volume's starting point is the hypothesis that one way of thinking about these processes is (...) in terms of a dichotomy between the politics of governance and the politics of resistance. The current crisis is an open phase of a global crisis. It is a result of a false recognition of this structural crisis, previously described in the Limits to Growth Report. This crisis is not a result of overpopulation, but of the world society's maladjustment to life in a State of Change and Risk. In this rather new situation, obsolescence of life-forms not adapted to new life-conditions is the main life-destroying and crisis-generating factor.To permanently overcome this crisis, we have (...) to reinforce the UN “three pillars” world society sustainable development strategy by including into it the task of building an information basis of sustainable-development policy and economy. To achieve sustainable development, what we also need to create includes a subsidiarity-principle-based UN Sustainable Development Council with the World Sustainable Development Strategy Center, including the UN Global Dynamic Monitoring Information Center.
