This article describes the emerging bipartisan political coalition supporting commercial competitiveness as a rationale for research and development, points to selected changes in legal and funding structures in the 1980s that stem from the success of the new political coalition and suggests some of the connections between these changes and academic science and technology, and examines the consequences of these changes for universities. The study uses longitudinal secondary data on changes in business strategies and corporate structures that made business elites (...) in the defense and health industries consider supporting competitiveness R&D policies. The article identifies and assesses an array of national R&D legislation concerned with competitiveness that was passed in the 1980s and 1990s and that has implications for academic R&D. The effects of competitiveness R&D policies on universities and academic science and technology are appraised by analyzing changes in time-series data on science and technology indicators compiled by the National Science Foundation. Released in 1984, Steven E. Rhoads' classic was considered by many to be among the best introductions to the economic way of thinking and its applications. This anniversary edition has been updated to account for political and economic developments - from the greater interest in redistributing income and the ascendancy of behaviorism to the Trump presidency. Rhoads explores opportunity cost, marginalism, and economic incentives and explains why mainstream economists - even those well to the left - still value (...) free markets. He critiques economics for its unbalanced emphasis on narrow self-interest as controlling motive and route to happiness, highlighting philosophers and positive psychologists' findings that happiness is far more dependent on friends and family than on income or wealth. This thought-provoking tour of the economist's mind is a must read for our times, providing a clear, lively, non-technical insight into how economists think and why they shouldn't be ignored. This article analyzes the National Science Study produced by the Republican-dominated U.S. Congress in the mid-1990s to see if the priorities of S&T policy were changing, if state agencies were being reorganized to achieve new priorities, and if universities were expected to work closely with industry in reconfigured agencies. Also analyzed was the economic composition of board members of eight S&T policy organizations that informed the National Science Study. It was found that, generally, Republican policy supported both basic science and (...) civilian technology policy but did not advocate reorganization of state administration of S&T. However, a number of the S&T policy groups pushed for the establishment of a separate mission agency for civilian technology. This suggests that conceptualization of a unitary social contract between science and society or iterated principal-agent relations expressing the interaction of science and society are insufficient because there may be multiple social contracts and many principals and agents. _Critical Issues in Social Theory_ is an analytical survey of persistent controversies that have shaped the field of sociology. It defines, clarifies, and proposes solutions to these "critical issues" through commentary on the writings of such influential social theorists as Hobbes, Marx, Durkheim, Weber, Mead, Merton, Parsons, and Schutz. Instead of being just another history, or another classification of theories, Rhoads's four-part model allows him to focus attention on issues that remain at the core of sociological theory today. First, (...) Rhoads analyzes the controversy over positivism as the proper methodological model for the study of human society. Is there one science, of which sociology is a branch, or do the peculiarities of sociology's subject matter require a modification of the scientific method borrowed from the natural sciences? Rhoads next considers the relationship of individuals to society and its structures. Does society have a mode of existence distinct from its members, or is it merely an abstraction derived from the characteristics of individuals? Third, a discussion of social order raises the question of whether social order is the consequence of rules and their underlying moral values, or the product of continuous construction based on self-interest. Finally, the relative importance of consensus and conflict in social relationships is addressed. Is society better understood as a community united by beliefs, values, and rules, or is the social dynamic of continual conflict over beliefs, values, and rules more fundamental? In coming to grips with these issues, the author in some instances takes sides and in others arrives at a synthesis of diverse perspectives. In the final chapter he points to the limitations on the possibility of rational action that come to light in the clashes over these basic issues. (shrink)

This chapter gives an overview and analysis of the consequences and localized effects of the period of endemic war between the Ottomans and Safavids along an extended front in eastern Anatolia over the thirteen years between 1578 and 1590. It assesses how the creation of a new militarised zone where large and very resource-demanding garrisons, constituting a key element of Ottoman military strategy, contributed to the stability or otherwise of the frontier regions in the post-war period. In particular, it evaluates (...) the impact of Ottoman military investment, deployment of resources and local cost-sharing and manpower provision arrangements on social relations, both in cities where the major garrisons were situated and in the surrounding countryside whose resources contributed to their maintenance. This article discusses a new program for collaborative study of information technology, commercialization intellectual property and transformations of education research practives in universities. Three themes define the program. First, the authors investigate the ways that information technologies shape content, organization, and delivery of faculty work. Second, they examine the interplay of issues of intellectually property, technology, commercialization, and academic research. Third, ethical issues information raise and the values they embody are explored. The research and training undertaken brings together problems usually (...) treated by sepatate disciplines and focuses on technologies used by researchers and advanced students in various disciplines who shape and even create communications technologies. The intent is to explore these questions through research and teaching and in the process develop a new generation of scholars who are cognizant of changing patterns in the social relations of science and technology. This study is based on analysis of copyright policies and 26 interviews with science and engineering faculty at three research universities on the topic of copyright beliefs, values, and practices, with emphasis on copyright of instructional materials, courseware, tools, and texts. Given that research universities now emphasize increasing external revenue flows through marketing of intellectual property, we expected copyright to follow the path of patents and lead to institutional emphasis of policies and practices that enhanced universities’ intellectual property portfolios, accompanied (...) by an increase in copyrighting by professors. Although this pattern occurred with regard to institutions, professors offered a more varied pattern, with some fully participating in commercialization of copyright and embracing entrepreneurial values, while others resisted or subverted commercial activity in favor of traditional science and engineering values. Often, classificatorydesigns – being cognitive and linguistic in nature –do not reflect the day-to-day actions in farming.Instead of merely describing local soil classificationin relation to scientific criteria, understanding howdifferent types (...) of ethnolinguistic soil categories arerelated to crops, climate, subsistence needs,fertility, market demand, and cultural norms of thesociety would be far more effective in focusingresearch and development efforts. The present study examined how ethical beliefs and external factors affecting ethical beliefs are related to age and gender of business professionals. The results indicated that business professionals in the younger age group exhibited a lower standard of ethical beliefs. In the younger age groups, the females demonstrated a higher level of ethical beliefs, while in the older age group, the results suggested that the males had a slightly higher level of ethical beliefs. With regards to the influence of external (...) factors on ethical beliefs, the results yielded a significant interaction between age and gender. The younger age groups, males in particular, were more susceptible to external factors. People at home had the most influence on beliefs about ethics, while the individual''s supervisor had the least impact. The results were discussed in terms of theories of moral development. (shrink)

As the editor points out in the cogent introduction to his own contribution, it is only recently that historians have begun not simply to question but to abandon the nationalist paradigm which had effectively prevented any intelligent study of the tourkokratia. Since the publication of Edmund Gettier's challenge to the traditional epistemological doctrine of knowledge as justified true belief, Roberts and Wood claim that epistemologists lapsed into despondency and are currently open to novel approaches. One such approach is virtue epistemology, which can be divided into virtues as proper functions or epistemic character traits. The authors propose a notion of regulative epistemology, as opposed to a strict analytic epistemology, based on intellectual virtues that function not as rules or even as skills (...) but as habits of the heart. To that end, they divide the task of clarifying and expounding their notion in the book's two parts.In the first part, Roberts and Wood examine various components that constitute their notion of regulative epistemology. The first are the epistemic goods or goals that drive the epistemic process. What is needed, claim Roberts and Wood, is an enriched notion of these goods rather than the restricted notion of justified true belief. Epistemic agents are more than calculating devices in that …. Although medical centres have established boards, special committees, and offices for the review and redress of breaches in ethical behaviour, these mechanisms repeatedly prove themselves ineffective in addressing research misconduct within the institutions of academic medicine. As the authors see it, institutional design: systematically ignores serious ethical problems, makes whistleblowers into institutional enemies and punishes them, and thereby fails to provide an ethical environment.The authors present and discuss cases of academic medicine failing to address unethical behaviour in academic science and, (...) thereby, illustrate the scope and seriousness of the problem. The Olivieri/Apotex affair is just another instance of academic medicine’s dereliction in a case of scientific fraud and misconduct. Instead of vigorously supporting their faculty member in her efforts to honestly communicate her findings and to protect patients from the risks associated with the use of the study drug, the University of Toronto collaborated with the Apotex company’s “stalling tactics,” closed down Dr Olivieri’s laboratory, harassed her, and ultimately dismissed her.The authors argue that the incentives for addressing problematic behaviour have to be revised in order to effect a change in the current pattern of response that occurs in academic medicine. An externally imposed realignment of incentives could convert the perception of the whistleblower, from their present caste as the enemy within, into a new position, as valued friend of the institution. The authors explain how such a correction could encourage appropriate reactions to scientific misconduct from academic medicine. (shrink)

Some of the authors of the essays on Chinese philosophers prefer the pin yin system of romanization for Chinese names and words, while others prefer the Wade‐Giles system. Given that both systems are in wide use today, important names and words are given in both their pin yin and Wade‐Giles formulations. The author's preference is printed first, followed by the alternative romanization within brackets.

In his paper "rights" ("the philosophical quarterly", Volume 15, 1965, Pages 115-127), H j mccloskey maintains that only beings who can possess interests can possess rights; and he goes on to argue that animals cannot satisfy this requirement. In his paper "mccloskey on why animals cannot have rights" ("the philosophical quarterly", Volume 26, 1976, Pages 251-257), Tom regan disputes mccloskey's requirement. First, He queries whether mccloskey's "is" a requirement for the possession of rights; second, He tries to show that animals (...) can nevertheless satisfy it. On both counts, I contend that regan's arguments do not work. I also set out a mccloskey-Like position which is not open to regan's attack upon its legitimacy. I conclude with an example designed to show why regan has failed to establish that animals have interests. (shrink)

My aim in this paper is to consider one of Peirce's criticisms of Hegel, namely, that Hegel was a nominalist. Of the various criticisms of Hegel that Peirce offers, this has been little discussed, perhaps because it is puzzling to find Peirce making it at all. For, Peirce also criticises Hegel for his overzealous enthusiasm for Thirdness, where it is then hard to see how Hegel can have both faults: how can anyone who acknowledges the significance of Thirdness in Peirce's (...) sense also fail to be a realist? I will begin by setting out this difficulty and showing how it can be resolved, and will then consider the justice of Peirce's criticism once we have a clear idea of what it amounts to. I will suggest that this criticism is unwarranted, and that in some respects it is curious to find Peirce making it, when he could just as easily have treated Hegel as an ally in the bmggle with nominalism. The issue therefore takes us to the heart of Peircean and Hegelian metaphysics, and in a way that relates to questions that are central to contemporary philosophical debates concerning the nature of realism, idealism, and anti-realism.
