This article is concerned with the origins and evolution of the Advanced Skills Teacher initiative from its announcement in 1995 to the end of 1999. It examines the Government rationale and the contributions of the Department for Education and Employment, the Teacher Training Agency and the School Teachers' Review Body.

Republicans are divided on the question of whether domination is best understood in terms of capacities to act intentionally or of certain structural aspects of society. I offer a model combining each aspect derived from Frederick Douglass’s philosophy. Douglass referred to slavery in both interpersonal terms (to individuals) and structural (to the community), focussing on the unique and pervasive role played by social prejudice which distorts public reason thereby disabling the functioning of republican institutions. While Douglass’s insights constitute a significant (...) contribution to neo-republican theory in their own right, they also offer a slave’s perspective on the central republican concept of domination and shows how historic African American writers made innovative theoretical contributions to republicanism. This book aims to distil the essentials of liberal constitutionalism from the jurisprudence and practice of contemporary liberal-democratic states. It argues that the model liberal-democratic constitution is best understood as a unity of three constitutional frameworks: libertarian, egalitarian, and communitarian. When viewed in this light, the liberal constitution embodies a surprising synthesis. There seems no good reason for doctors to work in secret. Individual users of healthcare and the community in general, which ultimately bears the cost, are perfectly entitled to know how their health services and health providers are performing. The promulgation of surgical report cards has been hailed by some as a liberating step in the right direction. This paper seeks to analyse, from a clinician’s perspective, the evolution and limitations of report cards. Ultimately, the importance of report cards will (...) not be their immediate utility, which is minimal, but as a first step in a much wider and far more important debate about how we meaningfully measure the quality of health services and providers (including managers and bureaucrats), the likely cost of such an enterprise, how much we are willing and able to pay and how we reconcile the competing needs of information versus clinical and preventive care when all are competing for the same and inadequate pool of resources. This paper outlines the background and significance of philosophy of technology as a focus of inquiry emerging within nursing scholarship and research. The thesis of the paper is that philosophy of technology and nursing is fundamental to discipline development and our role in enhancing health care. It is argued that we must further our responsibility and interest in critiquing current and future health care systems through philosophical inquiry into the experience, meaning and implications of technology. Human subject research involving brain imaging is likely to reveal signifcant incidental fndings of abnormal brain morphology. Because of this fact and because of the fduciary relationship between researcher and subject, board-certi-fed or board-eligible radiologists should review the scans to look for any abnormality, the scans should be conducted in accordance with standard medical practice for reviewing the clinical status of the whole brain, and the informed consent process should disclose the possibility that incidental fndings may be revealed and what (...) consequences will follow. Ursula Klein has argued that Geoffroy’s table of chemical affinities, published in 1718, marked the emergence of the concepts of chemical compound and chemical combination central to chemistry. In this paper her position is summarised and then modified to render it immune to criticism that has been levelled against it. The essentials of Geoffroy’s chemistry are clarified and adapted to Klein’s picture by way of a detailed comparison of it with Boyle’s corpuscular chemistry that proceeded Geoffroy’s by over half a (...) century. The idea that Geoffroy’s notion of chemical combination marked a significant turning point in the emergence of modern chemistry is defended against the charge that it is Whiggish. (shrink)

Much of the discussion on business ethics is philosophical in nature. There is no lack of theories and ideals on moral reasoning. What is missing is translating these moral theories and principles into specific, operational procedures that can indicate a proper course of action. Although most business actions are routine and do not raise serious ethical questions, many people experience difficulty in applying their personal moral principles to specific business decisions in ethically-dilemmatic situations.This study seeks to develop a framework that (...) can be utilized to implement personal moral reasoning based on the teleological theory of Utilitarianism and the deontological theory of Ross''s Prima Facie Duties in the business decision-making process. The central feature in the framework is a point-system that quantities the ethical worth of a proposed business action and determines whether the action would be ethically desirable if taken. It provides an objective element in an otherwise qualitative ethical inquiry process. This study also illustrates practical applications of the system by analyzing the ethical implications of a proposed action where foreign bribery is involved. (shrink)

This paper examines moral problems that arise when assigning liability in causally problematic mass exposure tort cases. It examines the relevance of different conceptions of corrective justice for such assignments of liability. It explores an analogy between the expressive role of punishment and the expressive role of tort, and argues that the imposition of liability in causally problematic mass exposure cases can be justified by appeal to expressive considerations.

In the yeast Saccharomyces cerevisiae, the regulation of expression of many of the enzymes for amino acid biosynthesis involves an interlinked general control system. Molecular and genetic analyses of this system reveal an underlying set of hierarchical transcriptional controls and a novel translational regulatory mechanism for governing expression of a key activator gene.
